The Congressional record for last week’s National Poison Week Senate Hearings and Senate Resolution 625 indicates that in 2020, over 61, 500 children under the age of 5 were treated in Emergency Rooms for “unintended poisoning,” in 2021, children under the age of 6 accounted for over 41% of poison exposures, and in 2022, over 90,000 children and adolescents under the age of 19 were treated for unintended poisonings, over 90% occurring in the home.
Poisonous Vaccines Administered to Children Somehow Not Mentioned
Or did they occur post-vaccine, post COVID-19-vaccine administered at a doctor’s office, ER or pharmacy or school?
These statistics clearly need to be checked for accuracy given the high rate of false numbers used in almost any public reportage of data by so-called “authorities”–as evident, for instance, in Quincy Massachusetts CAD Incident Reports for police encounters and “services” noted, in themselves undisclosed forced kidnappings for forced “hospitalization” at whim, in Cover Ops to conceal unlawful use of AP-DEWs/Neurotech on the populace, and for the bumping up of numbers, a matter this writer continues to investigate and report–but they do relate to the numbers posted at Open VAERS and other sites recording vaccine injury and death post the forced administering of the COVID vaccines found to be filled with poisons, as reported here since 2020 when the vaccines were rolled out.
A Pointed Focus on Medication, A Fixation on Prevention
Mention (above, in Senate Resolution 625) of poison helpline calls primarily recording questions on pain medications, confusion over dosage, medication and dosing errors requires further scrutiny but appears related to recent focus on the so-called opioid epidemic where local and state governments are currently directing massive amounts of funding for “prevention” efforts–echoes of other kinds of “prevention” involving invasive and body-hacking community “monitoring” and repression.
Using the elaborate system of public-private-call and government-response long in use in Massachusetts, for instance, funding from opioid settlements with manufacturers leads to state demands for “substance abuse prevention, treatment, and recovery programs” among others, as noted in an agreement published in 2022 and reported recently again by the Boston Globe:

Nationwide SAMHSA Push to Falsely Label People All Over the USA with “Substance Use Disorder” or “Just Any Kind of Disorder” Labels
The great push over at SAMHSA to falsely label one and all, attach fabricated and inexplicable “Substance Use Disorder” labels to people’s health records, with the help of local non-Law–that’s police; in Massachusetts, that’s one of the 438 police organizations–with approximately 20,000 police officers–given free rein to enact domestic terrorism in neighborhoods, forcing children, youth, parents out of homes and into forced “hospitalization” scenarios later falsely reported as “Services”: people soliciting Services, people lining up at ERs, Substance Abuse centers, and Mental Health/Psych Wards and Wings to be “Served.” Really?
Nationwide, Extraordinary Numbers of Police Agencies and Oaths
As a matter of interest, it appears the number of law enforcement agencies in the United States far outnumbers the number of US military bases in the world, with 17, 451 reported in a census taken in 2018 by the Bureau of Justice Statistics with 788,000 sworn police officers and many more unsworn considered civilian personnel.

Returning however to the larger Federal Substance Abuse and Mental Health Services (ahem!) Administration, and the amazing fabrications of “Crises” all around, it becomes clear that this 2025 SAMHSA Budget seeks intensified intrusion into people’s lives and Control over each through deception.
With the help of Police, that is, and the new Police Assisted Addiction and Recovery Initiative–PAARI–advertises that intention. “Early diversion” for the supposedly Substance-Abusive is similar to what is being presented as “Early diversion” for the supposedly Mentally Ill — all while Counter Personnel High Powered Microwave Weaponry and 5G Flushes are being operated in neighborhoods to make people physically ill, and Technotronics of various kinds including Sound weaponry and Acoustic Neuroweaponry are being used to physically harass and subjugate people in their homes and workplaces, as well as hack, degrade, entrain, and subjugate brains. [These technologies, shockingly anti-humane, invasive, and violative of human rights have now been acknowledged to be in existence and in use by military neuroscientists, radiation weaponry specialists, intelligence and police whistleblowers, declassified documents, and newly released Justice reports–as reported recently and earlier at this site in several articles including here and here.]
Quite apart from the hubris of police intervention implied here, what is pointed to–presumption of risk, neighborhood interference, privacy invasions, multiplicity of invaders–is also concerning. Given also that the Medical Profession is used so closely by police to control and label people falsely, it is interesting that Physicians are not actually used in these forays by police to provide “treatment” to their unfortunate targets, as noted for instance in this webinar, where a couple of PhDs and an MPH are mentioned as attendant; Science, Medical, Health backgrounds apparently are not important–MPHs, for instance don’t always have undergraduate degrees in Science or Healthcare and seem to be rudderless paddlers in the dubious and lie-encrusted seascape of “Public Health”, spaces they are hardly equipped to negotiate.
Neuro and Directed Energy Weaponry Use on The Populace Misnamed “Serious Mental Illness” or “Serious Emotional Disturbance”
Reading through the rest of this particular press release from SAMHSA with its varied focus on controlling different groups and demographics including schoolchildren, what strikes those who have long been targeted with the energy and neuroweaponry now freely being used in Public Health and Public Safety and Mental Health as “health technologies” and “medical technologies”, brazenly, and with impunity, is that what is being attempted here is essentially anti-human, singularly controlling, and an intended takedown of all humanity.
Collusion of Spychiatry with Military Neuroscience
Others may not know that psychiatrists–long seeking biological basis or trace for the numerous syndromes and disorders they have invented–have now turned (it’s all unethical, all sides unethical) to unethical military neuroscientists for help in using neuroweaponry and energy weaponry to neurodamage or neurodeceive brains into seeming confusion, memory loss, witness of techno-created holograms or techno-projected sounds, all to be reported thence as “SMI” or “SED”, even in children–openly criminal behavior for which they are not being prosecuted and incarcerated, as they should be. Of course, these are apparently Covered Programs of Covert Collaboration, the CIA and the DOD–DARPA, Army, DIA, Air Force, Navy–holding hands under the table and exchanging kickbacks which no-one is supposed to speak about above their grayed-out tablecloths (yet do, often enough, just listen to those Mad Scientist podcasts–one reported here.) The lies and fabrications of Psychiatry and “Neuropsychiatry” need to be exposed. The conspiracy for human control by anti-human repressors in or using police, EMS, psychiatrists, and physicians must be stopped.
Notice, in all of these intended programs, both the false labeling and the intention of “mental health services” which basically mean Drugs to remove brains. Notice that children are being targeted here, for supposed “first episode psychosis”–a tantrum for a cookie? a crying fit when Mama is dragged out of the home by armed, mercenary non-Law?–or “Serious Emotional Disturbance” a situation apparently they could be “at risk” of: a dangerous fabrication–which Schools can invent apparently–aiming to destroy the self-esteem, confidence, and upward-rising of the young. “Behavioral Health” is obviously wording to self-permit unneeded police intrusion in lives. The hubris of mentioning Suicide and COVID-19 in the same breath (see below) when it was across-the-board repression re. the use of masks, so-called social distancing, enforced social isolation, enforced vaccination and forced computer-schooling which caused the misery and mention of suicide among children cannot be emphasized enough.
The latest at SAMHSA, from last week, Friday, March 22, of millions in HHS funding for “grant programs addressing behavioral health across the country” sounds dangerous perhaps because it is: “Behavioral Health” is dangerous intrusion, Is an invasion of privacy under all considerations of rights and Constitution, and ends all notion of Democracy right there as it is. It is monitoring of behavior and repression of behavior–basically, censorship of speech, action, life. None of us should be permitting it to stand, as Label or as Notion, pretended or practiced. SMI, SED, SUD, COD (see below) want to march on forever, they are Pure Inventions, and it’s clear to many of us these are anti-human efforts to disappear us as a species, to control cruelly, and to neurodamage us all.
Those creating and running these programs–and those blindly acquiescent, as if Words didn’t exist, need to wake up. There are criminals in our midst, and we need to oust them.
Recently, it appears, (American we hope) John Kiriakou of CIA Torture Whistleblower fame ran a series of “Havana Syndrome” shows on his Top Secret podcast on Russia Today–a conundrum in itself–publicizing the term “Havana Syndrome”–a catchy term from the Mental Health, Psychiatry, and Secret Service crowd aiming desperately to keep Neuroweaponry and Radio Frequency High-Powered Microwave Weapon attacks on everyday citizens Top Secret–while continuing to play Journalist.
Agencies such as the CIA, NSA, BND, KGB, and others–covered by many previously–must have been gratified.
The years roll on, apparently, and all we hear from our “National Security” mechanism preserving our freedoms and protecting our liberties are Crickets.
John in fact made a gratifying mention of this species in his introduction to a recent show dated 28 October 2023 (one of those pictured above): “The US Government iniitally dismissed the symptoms as the product of Crickets. Yes, Crickets. And that is of course, ridiculous.” (I may have that quote wrong since it appears to have changed, in the last few days–as also the rest of the show, with much added imagery and chatter–as I marvelled at this introduction.) (The new one mentions the word “sinister” which is about right, in my estimation, in relation to the CIA, and the NSA as well, both on prominent display on this show.)

He does, however, do a good job playing Still-a-Spokesperson-for-the-CIA despite his long stint as In-the-Public-Eye-as-a-Righteous-Whistleblower, much like Edward Snowden, Bill Binney, and so many others. The CIA, I understand, is an exacting employer, which doesn’t quite let its whistleblowers go, as CIA Whistleblower Barbara Hartwell has recently demonstrated, with a new batch of repeat-storytelling she may have been paid to storytell: my newer understanding of how Intelligence agencies operate is touched on here:

Merely asking, what is it about Whistleblowers from the Government agencies, really? isn’t enough anymore. Clearly they are a very special race, class, or species, unto themselves–and as explained to us once, many years ago, of the way terrorists apparently behave, of whom Intelligence agents seem to be the obverse half, they operate separately sometimes, in cells and conclaves. Yet none, it appears, are in actuality acting independently: a tragedy or a regrettable fact, either way you look at it.
Intelligence: A Disinfo Operation?
What Intelligence agencies are supposed to do has always remained an inscrutable mystery to most of us, especially those of us who’ve been relegated, I see, to the (Colorful) margin as Writers and Journalists so CIA whistleblowers like Kiriakou can Rise into the public eye through carefully constructed means, employing Time–an aspect of Reality NSA Whistleblower Bill Binney informs us is what Intelligence agencies seek honorably to work with:
“To project—or predict—Intentions and Capabilities of Adversaries or Threats—in advance, so you can actually do something to stop them and prevent them—That’s what Intelligence is supposed to do.”
I wrote to John Kiriakou once, in September 2016, at the time that he was awarded the Sam Adams Associates for Integrity in Intelligence award for 2016–an award also bestowed on NSA Whistleblower Thomas Drake, in 2011, to whom I also wrote at the time. (Curiously, I live in the town now where Sam Adams’ ancestors hailed from–a “City of Presidents”–and I learn he too was CIA once, in the ’60s, and a whistleblower, on Vietnam, obviously a story there too, and insight into how the CIA-NSA-Media is constructed and operates.)
John Kiriakou was in the Press a great deal at the time, for his speaking out on “enhanced interrogation” Torture activities inclusive of waterboarding, by the CIA.
John Kiriakou at the Fort Collins Community Action Network, earlier named the Center for Peace, Justice, and the Environment, speaking about being Chief of Counter Terrorism in Pakistan, awakening to the fact of children being terrorized (by the CIA), learning and whistleblowing about the “CIA’s Torture Program” and “Enhanced Interrogation” including Waterboarding, and capturing and handing over Abu Zubaydah, projected as being inner-circle Al Qu’aida, in 2002.(Very sadly, Abu Zubaydah was thence “renditioned” to black sites in Europe, then sent to Guantanamo in 2006, and seems (despite Lawyers existing in Amerika) to have been incredibly insanely tortured for 21 years, as reported in May 2023 by The Guardian here–as a consequence of which the entire world understands the US Legal System has failed utterly, that he–and all held at Guantanamo–on “no legal basis for detention(as found by the 95th Session of the Human Rights Council, Working Group on Arbitrary Detention, UN, 14-18 November 2022)” needs to be released immediately: a subject surely for further coverage by all human rights groups and true journalists, worldwide, as well as address by those at the Head of Governments, worldwide.)
Former Vice President of US Inc. Dick Cheney on May 13, 2018, Hollywood-whisper- confiding to journalist Maria Bartiromo on Fox Business Insider he was all for Enhanced Interrogation–“I believed in it, I was heavily involved in getting it set up,” wouldn’t call it Torture, and admired it for the “Intelligence” it produced. This was 2 years after 2016, when John Kiriakou won the Sam Adams Integrity in Intelligence award for his whistleblowing–(which turned out to be for, as reported by the Court/US Legal System revered by the New York Times, the reveal of an Agent’s Name), yet CIA-FBI Torture in its many guises was permitted to continue, a situation still calling desperately for change/https://www.foxnews.com/video/5784224187001.
That September, Cait Ryan, a New England RN, and Karla Smith, human rights activists and seeming leaders among a small group of concerned Americans I knew–who were then working together (I thought) to expose the crimes of factions in the Military and Intelligence agencies using and secretly testing so-called non-lethal microwave weapons, space telemetry, radar tracking and other such among other forms of harmful non-consensual bio-neuro experimentation technology on civilians, service members and veterans alike–in other words, indiscriminately, on Americans–were planning to attend the awards ceremony for the 2016 Sam Adams award and I entrusted my letters to them. Cait Ryan had made the acquaintance of John Kiriakou, she had told me sometime, through writing to him when he was in prison, and was going to Washington to meet him and Thomas Drake along with Karla Smith, a trip I was invited on but could not make eventually, by reason of family obligations. As I recall, Cait Ryan encouraged me to write to both whistleblowers, offering to take my letters to them; I believe I was asked and responded as a journalist and prominent human rights awareness-raiser reporting government crime, as I (thought I) was known then in this group; my intent then (looking back now) may have been to apprise these two CIA and NSA whistleblowers somewhat of the nature of the technology crimes many had reported to me, and which it appeared certain Government agencies were then working overtime to conceal.
Writing to inform whistleblowers was also encouraged at the time by Australian writer and human rights campaigner Paul Baird, author of the website SurveillanceIssues.com, who was then seeking to bring a few NSA, CIA, FBI and other whistleblowers together in a documentary or film to help reveal the overarching crimes of decades-long non-consensual brain, body, and life experimentation with remote-access stealth weaponry, inflicting essentially Torture, on both Americans and people worldwide.
SACHRP in May 2016: Talking about Protecting Humans While Pushing Ahead the Agenda to Strip all Protections from Humans
I was beginning to follow the doings of the SACHRP then–the Secretary’s Advisory Committee for Human Subject Research Protections–in its efforts to transform the Common Rule into an open door for unconsented-to human experimentation by the US Military and Intelligence (DOD/C5ISR) behemoth on Americans–already quietly permitted by both Intelligence agencies and the Department of Justice, having been only recently introduced, in 2014, 2015, 2016, through questioning US Air Force Directed Energy Bio-Behavioral Research Projects, via the subject of FWAs (federal wide assurances), re-covered here recently, to the subject of Health and Human Services’s seemingly being involved–without revealing involvement–in the unlawful procurement, use, and exploitation of large numbers of (unlawfully) selectively targeted, terror-and-spy-listed people in the USA post 9-11.
[This was perhaps part of the now-emergent long-game concerted push in the entire world of Health, via concoctions such as “Behavioral Health” and constructs such as Community Behavioral Health Centers to begin or continue to disappear human intellect, individualism, family in building NWO frameworks hidden these days under “Smart City” language and concepts of sustainability, resilience, sanctuary, and innovation. I did not know that then.]
I had learned there was tremendous public uproar over the intent to disappear Informed Consent in biomedical experimentation–among the group awakened to this possibility that is, since the SACHRP meetings in May 2016 were not open public meetings permitting open public discourse, nor were covered openly by the so-called Media, as a War might be, or the US Open, or the Coronation of a sudden King.
The public dissent therefore was near-disappeared.
These May 2016 meetings interestingly were aimed to disclose Public Comment, after the Period for Public Comment on the NPRM–the Notice of Proposed Rulemaking (NPRM), published in the Federal Register on September 8, 2015, and running a lip-service public-comment period for three months–closed on January 6, 2016.
Their testimonies and statements, powerfully moving, yet constrained to five minutes at the end of 3-hour NIH-Campus (Fisher’s Lane: NIAID) meetings which should have been nationally televised and nationally responded to, can be found here, in the last 20 minutes of each meeting: SACHRP, May 18 and May 19, 2016.
[These meetings were not well-publicized, and did not permit for open public or journalistic access. A query I sent SACHRP for further information prior to these meetings went unanswered. However, based on responses I had received then on FOIA request to the US Air Force, and ongoing research, I provided Kate Ryan with some information on human experimentation weapons-testing programs, which she included in her presentation. Regrettably, I was not able nor encouraged to make it to these May meetings myself. I did address the SACHRP Committee however, in a letter sent by email and fax some time later in September (included below.) Cait I recall asked then if she could share my letter with CIA Whistleblower John Kiriakou, and also share it with NSA Whistleblowers Bill Binney and Kirk Wiebe.]
PUBLIC COMMENT EXPOSING HARMFUL BIOMEDICAL EXPERIMENTATION, DIRECTED ENERGY WEAPONS-TESTING, & UNETHICAL COVERED RESEARCH

I wrote then, to John Kiriakou and to Thomas Drake (letters below), requesting an interview, mentioning my coverage of Torture activities being indulged in apparently by various Defense and Intelligence agencies using the weapons of Electronic Warfare–counter-personnel energy neuroweaponry–and the danger of this continuing, via intended changes to the Common Rule permitting waivers for Intelligence and Justice, suggesting they might wish to investigate the matter further. My concern was both for the present and the future.

Not long after, John Kiriakou responded (letter below), not quite getting the import of what I was saying it appeared, suggesting that people reporting non-consensual experimentation might be “mentally ill” while also saying he had not heard of any such thing in his 15 years of working with the CIA.
This was rather crushing at the time, given our hopes to involve ethical whistleblowers in exposing the hidden crimes of over-reaching agencies of the US Government. Nevertheless, I wrote back, seeking to educate him further, as I passed on the letters also to Cait Ryan, Karla Smith, and Paul Baird, all of whom optimistically noted that perhaps we had sown a small “seed” one day to further blossom, while we each reminded ourselves this was a whistleblower who had been imprisoned for speaking out, and who had a young family–in other words, one not to be further imposed on really. Thomas Drake I did not hear from, but Cait Ryan assured me he might well write back later, given his being more fully engaged then in a doctorate he was working on. Neither agreed to an interview. John Kiriakou did send me on a note he had sent Cait Ryan and Cait told me she had assured John I “wasn’t mentally ill”–making me wonder how on earth Mental Illness had entered the conversation in the first place.
Why are Reporting Victims of Crime Referred to as “Mentally Ill”?
Of course, it appears John Kiriakou is using this term of reference now on his shows featuring the more than fraudulent Spychiatry-Invented “Havana Syndrome”, including in an unusual question aimed at former NSA Technical Director Bill Binney revealing more of his own leanings–or being-dragged–into the frantically Fabricating world of Psychiatry: “…in many cases they’re mentally ill. But in many cases they are legitimately suffering from something—and they have the MRIs and the CAT Scans to prove it. Is it possible to differentiate between people who need to be medicated and people who are suffering as a result of something electronic?”
The Mythology-of-Mental-Illness being applied as Central Cover to conceal reports of electromagnetic/acoustic neuroweaponry use on the populace has been surfaced in many of my articles before and since, including:
It’s true, I’ve lost faith in Whistleblowers, and in human rights activists who have pursued prominence as leaders while disappearing and discrediting others, engaging in both overt and subtle actions of COINTELPRO. “Handling” and “Containment” come to mind when I look back at conversations and communications, sudden apprisings of Public Comment deadlines at Health agencies, slow actions and exhortations to non-action. CIA and NSA whistleblowers–looking back at a long list of them (many of whom can be seen listed as Sam Adams awardees here)–seem to be artifacts of the CIA and NSA, primed to “reveal” while in fact aiding to Conceal.
Looking back on these 2016 emails with several others I thought then were as keen to raise awareness of the incredible human rights abuses engendered by the US Military, Security, and Intelligence factions, I have become aware there is possibly a story to be told here–perhaps the only story left to be told here–in the rise and Intelligence-engineered fall of promising public reportage of US Inc.– now US World Inc.– crimes committed in the name of National Security. But it is National Security which is compromised when taxpayer-paid, citizen-elected bodies turn their sophisticated New Age weaponry on the innocent, trusting populace–millions, worldwide–to destroy our lives.
It’s taken me many years–and re-watching these SACHRP meeting videos–to figure out something others probably know very well, working as they might Inside the NDA, NSL, Lie-to-Deceive world of Agencies, Forces, Services et al: Those who occupy positions in the Spotlight are inevitably Supported, or, more accurately, brought to where they are by intent; there are no “accidental” whistleblowers or activists or journalists permitted to rise to the fore at any time, they are all part of a well-oiled mechanism both bolstering extant Covert agencies and endless Covert Crime, or in other words: The CIA is/in the Whistleblower and the Whistleblower is/in the CIA. As also the NSA, probably–and yes I’ve had some first-hand experience there too, as also with (mysterious) European Royalty/MI5/Swiss Intel/BND–and I’ll have to examine other aspects of this “Government” scenario another time.
Sudden Hollywood, CIA Stars, and a Global TI (Targeted Individual) Survey
A few months later, in mid-2017, further discussing Paul Baird’s idea of bringing whistleblowers together for a film, there was some talk (shockingly enough) of John Kiriakou having won some kind of deal in Hollywood to scriptwrite or produce a series based on “TI”s or “Targeted Individuals” (whom he didn’t believe existed or leaned on a corrupt APA to call Mentally Ill).
I have no idea what transpired on that score beyond that point (emails below), but there was another rather large scenario unfolding around us at that time–or rather, failing to unfold, and that had to do with a much-vaunted and early-publicized Global Survey of “Targeted Individuals” (Global TI (Targeted Individual) Survey Launched Under the Peerless Direction of Top NSA Whistleblowers William Binney and J. Kirk Wiebe/June 30, 2017) no-one was given enough information on, and which the probably Pharaonically (CIA/CFR?)-appointed leaders chose not to include me on, either as colleague or journalist, for reasons still unknown to me, while succeeding also in failing their target audience. There is a story to be told here too, and while I have reported in an ongoing way as information came my way, I do not have all the pieces of that puzzle–Was it Racism sent my way then, was it part of the Infiltrator-run support-group scenario crushing the work of the only Journalist working in this area then still, was it something else?

There were several attacks on my work, family, name, and life inclusive of the tremendous one from my daughter’s public school Principal Richard deCristafaro and Vice Principal Susan Shea Connor of Central Middle School in Quincy, Massachusetts in 2018, reported here: Ramola D/Public Exhibit: Investigative Journalism is Not “Untreated Mental Illness”. Excluding my work (and myself) entirely, the group “Targeted Justice” was formed, selectively refusing to recognize my reportage. And after that, when unanticipated implosions began to occur on group email lists, there appeared to be a concerted effort by many on the inside to target me in particular for extended Defamation and Slander and disappearance from both insider groups and the public eye by the Intelligence role-player and a former Techno Crime Fighter Forum colleague Katherine Horton, and thereafter, even more inexplicably, by the then-known-as NSA Whistleblower and also former Techno Crime Fighter Forum colleague whose accounts of extended targeting I had covered extensively, ex-NSA Karen Melton-Stewart.]
The Global TI Survey was never properly reported, by those who set it up and ran it. At the time that it was closed, in October 2017, I published what information I was given, which pointed to a very small number of participants in the survey: Global TI Survey Update: Survey Now Closed. A note from Karla Smith in May 2018 reminded a larger group “the primary focus of the survey was to gather medically diagnosed symptoms, and other symptoms/descriptions related to what each person has experienced in their own words and without any expectation of the results.” (“Symptoms” as central has always been problematic to me–as my questioning of Bill Binney and Kirk Wiebe at the inception conference call for this Survey notes–as indeed the term “Targeted Individual” as well.) I was fortunate to be able to interview with NSA Whistleblower Kirk Wiebe later, who sought to further clarify the nature of the false-representation and false-light defamation activities conducted against me by Katherine Horton prior. One NSA Whistleblower at least could discern the truth I have taken pains over time to establish online.
Regarding that survey, perhaps John Kiriakou, Bill Binney, Kirk Wiebe, Kate Ryan, and Karla Smith will enlighten us further one day. I do know that there was great drama surrounding the logistics of submitting the “evidence of the crimes”–medical records, photographs and so on–yet NSA Whistleblower Kirk Wiebe told me five years later during the time of his interview with me on July 14, 2021 he did not see any evidence, that is, he apparently wasn’t given any. This was an important interview, and gave insights into how the NSA functioned back in the ’70s and what has occurred now, in terms of fall-away of Intelligence oversight and inability to constrain full-spectrum Surveillance Data collection and analysis while permitting all kinds of human rights abuses:

This post is being updated today since the unlawful whistleblower retaliation on this journalist has continued and accelerated in intensity in the last few days while further unlawful attempts are being made to harass, provoke, and continue directed energy-weaponry assault on me in this neighborhood which is clearly being supported by fusion center miscreants, while I am in the very business of addressing in reportage the False Psychiatric Labeling directed against myself and which clearly illustrates 1) that I am not and have never been Mentally Ill and 2) the crimes committed against me by the parties named below and those yet to be named in the second unlawful action against me in December 20-29, 2022 are Abject and Absolute.
Much harassment, provocation, and energy-weapon assault has succeeded that time period and persists; the family opposite (reported in this testimonial) and engaged in harassment and false reportage crimes against me appears to be accompanied now by police parties–who have kept their police cars off the street but have brought them here on occasion since this summer–as well. Other neighbors–mentioned earlier in this Testimonial–have continued to engage in harassive and provocatory actions.
This writer will continue to report these crimes of retaliation because they are criminal, and should be stopped. I will make an effort to post and continue reporting informal v-logs made over the past year at my Personal Report pages. At this point I believe I should take all actions to keep my name and work as a journalist in the public eye as much as possible as I proceed, for my own protection and the safekeeping of my family. This especially follows two days of intense energy-weapon assault from September 22 to September 24, 2023 and especially through September 23, 2023 which may have resulted in my assassination were it not for the continuous safekeeping of Divine Providence and material shielding.

What this book, translated here on a Deepl translation by researcher Georg, who sent in earlier Russian documents in translation covered here recently and here, reveals especially is the tremendous suffering that hundreds of thousands, now probably millions, of Russians and Soviet civilians have endured as military and intelligence contractors experimented on them in secret with deadly stealth Spectrum weaponry, pervasively termed psychotronic or psycho-corrective weaponry in the Russian literature, by way of its effects on the brains, psyches, and behavior patterns of people subjected to its very physical assault and battery over long periods of time while at the same time cloaking its existence in secrecy so that Psychiatry could swoop in and incarcerate all reporting victims–much as has been done in the self-righteous but equally inhumane and unethical “West” of UK, USA, Europe and the Five-Eyes countries (a deceitful and evil protocol thence exported worldwide).
As such they have the capability to influence thinking and action, as in swaying elections and persuading people to elect certain politicians over others, which in the former Soviet Union, writes Anisimov, has had the effect of returning hard-core Communists to the government.
All over the country, Anisimov asserts, people have become aware of the use of psychotronic weapons on the population. The rising tide of human rights activism in the ’90s — severely persecuted by the KGB yet persistent — across the USSR and in Moscow sparked concern and conscience all over the media and in people, leading to much disclosure. Brain institutes and military scientists were exposed as whistleblowers, intentional and accidental, made statements to journalists.
The Yellow Gulag of Complicit Psychiatry
Also exposed was the habit of carting reporting victims off to the “Yellow Gulag” of psychiatric facilities, a venture which required the complicity of psychiatrists – much as it does in the US, UK, Europe, Australia, New Zealand today.
Why is it that these weapons – which affect human bodies and brains – in particular have been kept so stringently secret that secret services and intelligence agencies sought to incarcerate and miscast those in the know as mentally ill?
Perhaps because the unethical scientists and military men – and shadowy powers behind them – who enacted these psych-commit crimes sought and still seek absolute control over human behavior, human thinking, and human action—at any cost, even the physical, social, and psychological destruction of large numbers of men, women, children, families.

Nikolai Anisimov closes with advice to the people of his country and the world to work toward establishing legislation to curb the untrammeled assault with radiation weapons on the population. His advice holds of course for every country on the planet at this point, each of which seems to have adopted the Communist practices he describes, including the once-touted-as-free countries, the USA, UK et al.
While it’s interesting to read his account from the former Soviet Union which casts the US in much the same light the US casts Russia, the fact remains both countries and all others worldwide now have access to and are using these Stealth Weapons of Body and Brain War on their own populations–as reports from human rights activists worldwide today, including to this reporter and also posted widely online, prove.

… Electromagnetic non-lethal weapons have very good prospects. Electromagnetic pulse generators, which use the energy of an ordinary rather than a nuclear explosion. They can be used to burn computer circuits, electrical equipment, power plants, air defense radars. These generators can be made the warheads of bombs and precision missiles.
Electromagnetic non-lethal weapons also include sources of microwave – ultrahigh frequency radiation. When exposed to people they disrupt the central nervous system and the brain, cause a feeling of badly tolerated noise and whistling, affect human internal organs up to fatal outcome (60, p.368-369).
One of the most promising types of non-lethal weapons is considered to be acoustic weapons. It is known that infrasound with its low frequency when directed to people throws them into panic, deprives them of reason, causes heart and nervous system disorders. At the same time it perfectly penetrates through walls into the deepest shelters or bunkers, behind armor and bulwarks. The development of this type of weapon has been made in two directions. On the one hand, these are infrasound generators that act as “directional beams. On the other are infrasound “bombs” dropped on the enemy (60, p.367).
Such defeating properties of the products could not but interest the relevant agencies. I. Tsarev writes: “Publications began to appear in the press about design bureaus where devices for remote influence on human psyche were created; with reference to a former employee of the KGB it was reported about special generators with which some apartments in large cities were irradiated for a long time” (52, p.91). This information was fully confirmed (26, p.72). Both in Russia and in the United States security agencies have been experimenting with new technologies for more than half a century. Louis Slizen, editor of the American “Microwave News” magazine, writes: “The human body is an electrochemical system and the devices affecting it have already been created. Naturally, in our high-tech country, the military could not but be interested in such devices. Work in this field has been going on for more than 30 years and is surrounded by a veil of secrecy. Laboratories of some universities and five military research centers are engaged in it. In particular, the U.S. Air Force Electrochemical Laboratory plans to spend more than $100 million on psi-weapons in the next five years.
Work on the creation of devices that allow to influence people not directly, but at a distance (and significant) was one of the first started by the military Institute for Radiobiological Research in Bethesda, Maryland (56, p.30). These experiments began as early as 1965, but scientists achieved visible results only by 1980, when special microwave radiation generators capable of sending commands to the human brain to control its behavior were created. And the control device is insignificant in size, i.e. it is easy to move it from one point to another. This miracle of military technology is called the pulse-wave myotron. If you send the radiation directly to a person from close range, you can completely suppress his will and paralyze him. The military see a great future for this device (56, p30-31). The Military of the U.S.S.R. tested the psychotronic weapons on human material on a large scale, as it was not common in the Soviet Union to be ceremonious with people. Only in the 1990s it became known that in the Soviet Union top-secret research was authorized under the national program for “studying, implementation and technical testing of bioenergetic means of destruction in the interests of national defense and security”. For this purpose, a number of research institutes opened branches that were controlled by the secret services. It is difficult to estimate how many people were exposed to illegal and clandestine radiation even now since the tests of psychotronic weapons continue in Russia (56, p.46) (62, p.77).
There are known facts of works on creation of generators of high-frequency and low-frequency coding of brain, biolocation installations, on use of chemical and biological means in order to create controlled human material. Processing of test subjects begins with suppression of their ability to resist. This is the most important thing. Turn off control – and you have mastered the psyche of another person, that is, you can now do whatever you want with him. It is not easy to “turn off” the consciousness of several people at once. Therefore treatment begins with sending of a bundle of electromagnetic, sound, or torsion radiations (56, p.23). A person after such powerful treatment completely loses control over himself and, if he stays alive, becomes controllable.
According to the type of action, all methods of turning off the consciousness can be divided into electromagnetic (field) and sound, with torsion (micro-lepton) influence standing apart. All types of these radiations are extremely destructive to human health and can cause severe diseases.
Laser and X-rays are also used, which are even more destructive to humans. For experimenters this is a very convenient type of radiation, because there are no visible obstacles for them: it is possible to direct radiation through reinforced concrete walls! In addition, such radiation can be directed at the desired point. Laser irradiation is often used at the beginning of programming to achieve a quick result. Such radiation has been used to eliminate people because death by laser aiming looks natural.
The most advanced is considered to be torsion or microleptonic radiation, the same vortex currents that were discovered by the Germans at Anenerba. There is simply no protection against it. Torsional radiation cannot be shielded at all. If X-rays are stopped by a thick lead plate, then torsional field passes through the lead (56, p.24). Weak torsional influence can put a person to sleep, medium intensity violates logical connections and “erases” memory, and high intensity can destroy both brain and body. With the help of torsion generator it is possible to provoke some diseases, to decrease sharply or, on the contrary, to increase the activity, and it is also possible to influence the brain activity, causing some desires or introducing programs. Back in 1998 our specialists created a mobile generator, which could cover a large crowd from the distance of 300-500 meters for 15-20 minutes (56, p.24-25).
Noteworthy is the information of Georgy Konstantinovich Gurtovoy, candidate of physical and mathematical sciences, and Igor Vladimirovich Vinokurov, MSU graduate in physiology, about the practical application of applied products.
Among the existing methods of elimination (deliberate car crashes, imaginary suicides, poisonings, organization of injuries at work, psychological provocations, etc.) one has an obvious advantage – irradiation in apartments. This is a covert and almost unprovable method. Citizens are literally being driven out of their dwellings by technical means. Sources of radiation can be located in adjoining rooms of communal apartments, on the upper floors or in houses across the street. The adjoining rooms are allegedly occupied by the employees of the regional electric utility company or the building’s DEZ, while the upper floors are rented by the KGB-FSB services by agreement with the tenants, who in this case leave for long periods of time. It is impossible to penetrate into such apartments – people who have settled in them without registration open only to the police. Victims of such actions complain about poor health, somatic and neurological ailments-headaches, hypertension, insomnia or conversely sinking into an unnatural sleep. Painful sensations: stabbing-type cramps in the kidney, liver, heart area. After a night’s sleep, bleeding defects 1-2 mm in diameter, burn spots of different caliber, cuts and scratches are found on the skin. Cuts appear also during the day, sometimes their appearance can be noticed visually – on the face, shoulders, legs, sometimes they do not heal well, they are deep and bleeding.
During sleep, when the body is in a fixed position, the person is unprotected. His body is exposed to profound effects on the body, mainly on the heart, blood vessels and the genitourinary system. In 1921, a special department for remote influence on biological objects was created under the Cheka. The developments of this special department of the organization, which periodically changed its names from the Cheka to the FSB, formed the basis of NLPi methods, psychotropic and psychotronic technologies. The most significant achievements in the field of psychotronic technologies and human control were achieved in Nazi Germany. One of the most unusual official organizations of the Third Reich – Ahnenerbe – was founded in 1933. The Ahnenerbe was headed by SS Colonel Wolfram von Sievers. The Luminous Lodge Society, later called the Vril Society, became part of the Ahnenerbe. This society, based on the ideas of occult anthropology, studied, within the framework of the Ahnenerbe program, the possibility of creating a new race of “superhumans” – a special mutation of the Aryan race that emits “giant radiations of energy.” Additionally, members of the Japanese Green Dragon Society were involved. In the forties, Germany was the world’s leading scientific center for the study of the reserve capabilities of the psyche and human physiology. The only Institute of Psychology in the world was located in Germany, and it was in Berlin that the great psychiatrist-hypnologist Johann Schulz worked – the author of a new European concept of mental self-regulation, which absorbed all the best that was in the East and in the world, and by 1932 the discovery of Schultz was finally formalized into a fundamentally new form – auto-training, aimed at opening and using the reserves of the human body. In his system, Schultz included the discovery of the French researcher Coué about the unusual effect of repeatedly spoken words; the discovery of the American researcher Jacobson about the specific psychophysiological effects obtained with the help of maximum psychomuscular relaxin, and the main achievement of the East is the Indian, Tibetan and Chinese teachings about unusual physical and mental phenomena, which can be obtained with the help of specially altered states of consciousness. I. Schultz called his discovery “autogenic training” or “new system of autohypnosis”.
Simultaneously with the discovery of Schulz in Germany, occult-mystical research was carried out for a long time on the basis of Nietzsche’s brilliant idea of the superman. And since Hitler himself was the greatest mystic of his time and an official member of several secret occult organizations, then, having come to power, in 1934 he immediately gives a secret order to create fifty (!) Research institutes in Germany to study theory and practice activation and use of hidden human capabilities (52, p.142-145).
In the forties, top-secret psychophysiological research work on an unprecedented scale was launched in Germany, involving all the best that was in India, Tibet, China, Europe, Africa, the USSR and America. Briefly formulated research goal is the creation of telepsychic weapons or, as we now say, “psychotronic weapons”. Of particular value are the secret German experiments that were performed on concentration camp prisoners. International conventions define such cruel and inhuman research on living people as a crime against humanity, therefore, never before the war and never after the war, scientists have the right to perform such experiments on living people. For these reasons, all German research materials are unique and priceless for science.
After the war, all Germany’s secret research went to the winners – rocket and engineering research went to the USA, and psychophysiological (psychotronic) research went to the USSR (52, pp. 142-145).
When conducting many years of covert research, products developed by modern science expand the methods of inducing such a high-frequency field in a limited space, while the generator itself can be located at a sufficient distance. Communications of networks of residential buildings can be used as a transmitting source of radiation from the generator: wiring of lighting, telephone and radio networks, water pipes, radio, TV (26, p. 75).
Questions of controlling individual mass consciousness were also studied in the USSR at the “Brain” Institute, created by the remarkable Russian academician Vladimir Mikhailovich Bekhterev. When working in this direction since the 30s, the staff of the institute was significantly increased, first to 150 people, and then more, the best Russian scientists. Here, for the first time, in addition to hypnotic influence, technical innovations began to be used: people were irradiated with radio signals and sound of different frequencies, imperceptibly affecting the human energy system.

During the conversation I made reference to the very bogus, shoddy, illegal, unlawful, and it turns out, highly irregular form signed by a QPD police officer signing as “Matthew Miller,” and filled with outright lies and blatant drivel written up by a man who identified himself to me then as “Tim O’ Brien and a mental health professional”, whom I neither interviewed with nor spoke to at the time of the house-invasion, privacy-assault, manhandling, and kidnapping–except to ask who he was–yet who claimed an interview, reportage, and jotted down a garbled “diagnosis” pulled straight out of his fuzzy head. This man, I notice from the QPD website, is labeled a “Jail Diversion Clinician” with a stated roster “to minimize individuals with mental illness from entering the criminal justice system,” yet who worked at my home–with lies, deceit, ambush-attacks, and clear malicious intent to manufacture a crisis and force a public abduction and kidnapping on a false claim. He also appears to be working overtime to drag people (and an educated, informed science-and-technology journalist) into the fraudulent police-and-retaliatory/punitive-psychiatry-with-complicit-judges criminal justice system his title claims he is saving people from. Had I been someone suffering a mental illness, his actions (and those of the QPD police officers) would have been severely traumatizing. As it stands, there is much more to be said publicly about this crisis-event manufactured by QPD, and I will address this legally and lawfully in a number of ways in articles, letters, podcasts, interviews, and other documenting means, going forward.
Psychiatrists and Mental Health personnel (and presumptuous but ignorant ER doctors and nurses) need to catch up with the state-of-the-art Science and Technology here as well as the completely unethical use of this DEW/Neurotech. by the military-police-security-intelligence faction which is causing grave harm and massive human rights violations to millions of people now, silently, in their own homes and neighborhoods.

The issue of jurisdiction is a primary one, which I have covered at my site and channels to some extent and will cover further: it was instrumental in establishing to the unlawful Police-Hospital establishment that I was not and am not under their jurisdiction, and, unlike the lying, slandering woman who set up the manufactured-crisis-situation of invoking police intervention, and unlike the aggressive and armed police who arrested or detained me (they said it wasn’t an arrest as they pushed me into their ambulance) without due process, based on a false claim, I am living in peace on the land, keeping to the prime directive of Do No Harm of Common Law–and in fact, as a journalist, am helping to report crime which is being kept hidden, using military technologies, and helping therefore inform, protect, and ensure the safety of human communities here in the USA and worldwide.
Human rights advocates, ethicists, physicians need to step forward to publicly address issues of human bodily sanctity, safety, and autonomy associated with these bio-hacking and neuro-hacking weapons and technologies–but who will know people are being treated unethically and inhumanely if journalists don’t report on it or if journalists bury the testimonial and reportage of people in the field (as the New York Times and Washington Post and their multiple corporate-media friends are doing)?
I am researching this subject of “living in the private” further and will publish all links and PDFs I am reading which offer absolute proof that living in the private, claiming your status as a Living Being not a Legal Person answering to your “name,” standing on land and soil jurisdiction, denying consent, refusing to contract, and standing your ground is absolutely the way to protect your God-given rights and bodily autonomy, going forward, as the lunacy of global medical fascism ramps up around us.
I also made some missteps at the hospital–like falling for the “do the covid swab and you get released fastest” storyline (it was the newer antigen swab test, not the invasive nasal swab, and Carney ER was freezing me out (and starving me) for 2 days in major CIA-SERE-torture-rendition fashion to force that (Nothing like a Boston hospital for a free dose of starvation and torture, also called “Health Care”!)–and I will write and speak about this further shortly.

Publicity, letting people know, and people calling in to support and ask for my release also helped. Ultimately it was the intelligence of a few of the smarter doctors in there, the awareness of jurisdiction issues, the observation of my composed demeanor, the risen awareness of my work as a journalist, and the fact that I stand in peace not war and don’t pose harm or threat to anyone, I think, which secured my release on Tuesday afternoon.

On the 21st of April, 2019, the Chicago Sun-Times, owned by a group of neither intellectuals nor literati but businessmen and politicians in Chicago, ran a story by columnist and editorial-team member Neil Steinberg, who was once arrested for getting drunk and beating his wife, and spent a month in an alcohol-rehab facility, as his profile in Wikipedia—in itself a forum famous for its selective truths and rampant propaganda (much like Steinberg’s article here)—so ardently details.
The title of this masterpiece by a little-known journalist now marked in Wikipedia as a drunken wife-beater is “Are you being tracked? Burned by lasers? Maybe you are a ‘Targeted Individual‘
Not solicitous, not concerned, not critically enquiring nor journalistically curious, but skeptical, mocking, stopping just short of sticking a question-mark at the end of that pithy projection of disbelief, and offering a label in quotes, “Targeted Individual,” priming the reader to care just as less as the writer about all of it.
A label, indeed, used as an indictment and straitjacket, a closed door and condemnation, as labels usually are.
And a not-so-subtle invite to the reader to dismiss the entire subject as illusory.
No Longer in Kansas, Neil, Time to Read Orwell

This last, in tandem with the bland caption below the photo of a group of people with signs noting Covert Experiments, Torture, Microwave Weapons, and Failures of Law Enforcement, now labelled as “People who claim they are being put under organized surveillance and harassed by shady forces” continues the priming: you, the reader, are enjoined to react only with skepticism to the possibility of surveillance crimes, illicit experiments, torture, microwave weapons, and harassment being reported.

Because of course, with the callous promiscuities of the Patriot Act, the excesses of the NDAA’s Indefinite Detentions, the twisted revisions of the Common Rule favoring carte blanche secret experiments for Intelligence agencies & the Justice department in conjunction with Executive Order 12333, the cannibalizing military complacencies of 5241.1R which permit surveillees to be experimented on and character-assassinated, the hundreds of bio-behavioral field-tests with millimeter/microwave weapons currently ongoing, the numerous categories of citizen the FBI has declared it must and will surveil and investigate, the nauseous militarizing of police and hand-over of multiple powers to fusion centers, the sinister 1994 Memorandum of Understanding between the DOD and DOJ permitting the testing of “advanced technologies” on Americans, the many revelations by whistleblowers from the CIA, NSA, FBI, DHS of perfidy in-house inclusive of DEW attacks on whistleblowers, the hundreds of thousands of National Security Letters rubberstamped every year by the corrupt FISA court, the unauthorized spying of innocents up and down the coasts & heartland of the US, including the outright targeting and surveillance of an elected President by men in high office, the Stasi crossover into community policing nationwide, no organized surveillance and harassment by shady forces could possibly be happening, oh no…Neil Steinberg (the rehabilitated alcoholic) says so.
The Mental Illness, Paranoia, and Delusion Fraud: The DOD/CIA Psy Op of Labeling Victims and Equating that Label with Paranoia and Delusion
One part of this troubled scenario—where purported journalists can write hit-pieces on whole groups of people and get away with it, thanks also to precedent set by such stalwarts as The New York Times (“The United States of Paranoia”) and Wired (“Mind Games: The Tortured Lives of “Targeted Individuals””), proving they’re really full-on propagandists, paid to deceive—is the inherent difficulty in the label “Targeted Individual.”
A smattering of headlines from mainstream media articles & Psy Warfare websites, still online, over the last few years, directing the reader to link the term “Targeted Individual” with “Paranoia” and “Mental Illness” while the US Govt. commits War Crimes and Crimes Against Humanity against its own people
A military term quite factual in its meaning yet offering a pigeonholing label now historically misused and abused by reporters who claim people “self-identify” as TIs (short-form for Targeted Individual) and do nothing to investigate their claims/reports but spend reams of column-inches mocking, ridiculing, and calling them “delusional,” this term now occupies a conflicted signifying space, at once literal and associative, which no doubt has been the intention all along, to tie the term to notions of paranoia and delusion.
Stage set, therefore, for a propaganda artist like Mr. Steinberg to engage in some hard-core Media POPPCon—Psy Op Propaganda Piece Conning—which he does, with aplomb. Reading the rest of his article follows the formula for propaganda success over at POPPConville (a MockOp subdivision of Langley): Cast TIs as delusional, interview someone who helps establish TIs are delusional, cast this someone as delusional, call on a psychologist to state the lot are delusional, bring up “mass delusions” and “Internet” syndromes, close-case on anything TIs claim, now that you’ve worked so hard to damage their credibility by naming them delusional.
What is lost in this merry-go-round of formula madness is that “Targeted Individuals” are reporting victims of extremely grave human rights violations under cover of Fusion Center Surveillance, involving the non-consensual use of silent electromagnetic weapons, sonic weapons, scalar weapons, neuroweapons, bioweapons such as microchip implants—all bio-hacking, neuro-hacking “advanced technologies” and “non-lethal weapons” that both DOD and DOJ have publicly established they are testing—treasonously and unethically—on Americans, in addition to harassive COINTELPRO, extrajudicial surveillance, and worldwide “community policing” Psy Ops also known colloquially as Gang Stalking—as this writer has been reporting for several years now, and as many other writers and whistleblowers, such as Paul Baird, Barbara Hartwell, Karen Melton-Stewart, Dr. Rauni Kilde, Mark Rich, Cheryl Welsh, Soleil Mavis, John Finch, Dr. John Hall, Dr. Eric Karlstrom, Harlan Girard, Dr. Corkin Cherubini, Mary Gregory, Renee Pittman Mitchell, Rosanne Schneider, Mojmir Babacek, and others, have also been reporting for years.

Free’s Statement to Neil Steinberg Regarding Targeted Individuals
Being Mentally Ill
In this particular case, it has been extraordinarily concerning to myself and other journalists and human rights activists to note that Ella Free who runs talk shows on Talkshoe for TIs and has tried to establish herself as a radio and talk show persona under her banner “Freedom For Targeted Individuals,” purporting to be deeply concerned about TIs and seeking to offer human rights “support” is quoted as herself calling TIs mentally ill.
Calling spokeswoman, “Ella Free,” started with a surprise.
“A good portion of people who claim to be Targeted Individuals are actually mentally ill,” she said. Straight to the elephant in the room. “So many of them, people have the same story: it’s interesting that a person isolated is having a very similar scenario.”
She meant “interesting” as in “persuasive” — these people are describing the same thing, therefore it must have basis in reality. That logic doesn’t hold up.
Giving Ella the benefit of the doubt, despite being incensed—as an investigative science and technology journalist who has been researching and reporting on this subject for 5 years–at this false statement (more on this below) I contacted Ella fairly immediately on Twitter, DM (text on Twitter), and email to find out what she had said to Neil Steinberg and if indeed she had said what he claimed, that many TIs are mentally ill.

Free: “It Was A Strategy Behind It”
In the course of the convoluted text/email conversations that followed, it became clear that Ella Free had 1) indeed said to Steinberg that a “portion” of Tis were mentally ill, and 2) sought to explain to him simultaneously—with her apparently non-existent communications skills—that TIs “came across that way’ because “it’s hard to discern the symptoms”/”the symptoms seem the same.” Her texts sought to explain to me that she’d had a “strategy” behind this statement of hers, a strategy which had apparently backfired.
Does agreeing with a propaganda-publishing misleading reporter working for mainstream media constitute a strategy?
Ella also stated that she did not keep on top of all that has been published in recent times in terms of disclosure or analysis, which means she has missed Dr. James Giordiano’s recent rather stunning disclosures of military neuroexperimentation on “selected targeted individuals” and Debra Schnelle’s astonishing reveal of “neuro cognitive weapons” inducive of high-speed-Alzheimer’s the US Navy was seeking to build countermeasures for, and Dr. Hoffman’s and Dr. Golumb’s and Dr. Giardiano’s affirmations of neuroweaponry and radiation weaponry being used on the diplomats from China and Cuba reported to have been hit with sonic weapons originally–among other interesting revelations.
What DARPA, MIT, and Dr. Giordiano in
particular have been publishing recently is nothing short of
mind-blowing—especially in terms of public acknowledgment of the
kinds of neurotechnologies only Tis had previously been talking
about, even though patents for many of these have been long in the
public domain.
Stressing how busy she is “supporting”
those who are targeted, she stated she had no time to read.
What then is she doing acting as a spokesperson for those targeted?
Post the publication of Report #144 with CIA whistleblower Barbara Hartwell, Ella Free left a torrent of comments on Twitter, including one disavowing any claim from her of being a journalist, and one suggesting that talking about the technology being used on targets was provenly pointless, in response to a tweet from me pointing out that Targeted Justice Board members Dr. Katherine Horton and Richard Lighthouse were both putting out Disinfo regarding the technology, and that Midge Mathis was blindly supporting them, despite, most especially, Dr. Katherine Horton’s well-reported and widely-known petty, juvenile, but profoundly injurious and sinister smear attacks, sabotage-activities, calls to violence, and echo-stalking/mirroring displays-in-plain-sight of her Intel Neuro-Linguistic-Programming efforts, the latter aimed directly at me, earlier described in The Consequences of Infiltration,Swiss Cheese and Bayonets, and The End of Techno Crime Fighters Forum: The Real Backstory.
Contextualizing Ella Free’s tweet (below) regarding ignoring the technology, are some of my previous tweets regarding Disinfo, clarifying my stance re. what I see as an influx of Disinfo being poured into the TI activism space by highly questionable personalities in Targeted Justice and Freedom for Targeted Individuals and supported and endorsed by others such as Frank Allen of Targeted Massachusetts (@FranktheArcher), and a couple tweets in response to Lulie’s (@B91827364) questioning of that stance. Then there’s the assurances from Ella Free, post-article, that she’d had most enriching conversations with #MockOp minion Neil Steinberg and he was going to issue a follow-up article filled with truth and facts (Dream On, really), while stating to her it was not his intention to “sadden” anyone. In contrast, consider the actual pithless remonstrances she apparently made on email, post-article, which her pal Neil brushes off like he might a flea, oh, a mentally-challenged flea at that. Cast as Delusional
Tellingly, and most intriguingly, Ella
revealed that Neil Steinberg had told her he wanted to talk to her
alone for his article.
Remember the POPPCon formula for
success in Mindwash Media, over yon at POPPConville (wealthy suburb
of Langley)? Cast TIs as delusional, interview someone who helps
establish TIs are delusional, cast this someone as delusional…
I spoke with Free and listened to her interviews on Internet shows, about how a bad online relationship expanded into obsessiveness — whether hers or someone else’s I’ll leave unaddressed. Maybe everyone at the beach was videotaping her.
“I knew right off this guy had hired these people to do this to me,” she said.
Maybe the stabbing pain in her leg was being induced.
I knew it was artificial,” she said. “I thought it was a laser, maybe going off the wi-fi.”
I do not mean to
suggest that I see Ella in the same light as any of the other named
witnesses above, each of whom has a solid history of highly credible
research, testimonial, and reportage behind them.
The difference is, Ella – whose words, as she stated to me, could certainly have been taken out of context in order to cast her as delusional, as evident in the semantic sleight-of-hand above – openly confesses she has no idea about the technologies being used, makes no effort to determine what they might be, discourages others from doing so (as recently on Twitter), and suggests it is schizophrenic to read and learn widely from articles and videos, exercise critical thinking, and get informed!

Insider-Outsider MockOp Media Psy Op: Factors of Note
I will also note here that Ella’s story of being obsessively stalked by a single deranged acquaintance appears to many of us, extrajudicially targeted, who are being multiply-monitored, surveilled, COINTELPRO’d, high-tech-weapon-hit and harassed by whole groups of Fusion Center-run minions (including local police, ambulance, and EMS personnel, often flashing Masonic symbols) in highly organized fashion indicative of Mil/Intel operations, is highly anomalous and in no way typical of the general TI experience. But comes across really as nothing but a fairy-tale, token concoction to gain her entrance into the highly-fragmented and severely-infiltrated, data-collector-strewn, targeted “community.”
In fact, as many readers may know, one important reason I am writing this article is to illustrate why Ella Free is clearly not a trustworthy spokesperson for those targeted and reporting victims of fusion-center trafficking into black ops military/intelligence/academic neuro/behavioral/medical experimentation, who are being disappeared with the label “Targeted Individuals” now freely being synonymized by Mainstream Media, as Steinberg does, with Paranoid and Delusional—as part of the gigantic False-Reality-Construct being run by Operation Mockingbird’s media minions, as noted in this recent expose of CBS 60 Minutes’ Targeted America, a well-scripted-and-played Tell-a-Lie-Vision production playing the Cuba/China Mysterious Weapons Charade.
When she is not informed, not well-read, not aware, what is she doing running an organization termed “Freedom for Targeted Individuals” and handing out flyers which strategized-tunnel-vision reporters like Neil Steinberg can latch on to?
Also of note is the fact that it is the Targeted Justice group here, along with Ella Free and Matthew Aaron’s group, Freedom for Targeted Individuals, offering a public face for mainstream Chicago media to notice while using her flyers: is this their joint intent–through on-street-activism, while also pushing Disinfo and Misdirection in efforts to limit the public disclosure, as covered here earlier?
And why, most of all, did Neil Steinberg interview only Ella for his little froth-piece with a purpose, to denigrate Tis as mentally ill? What does that really signify about his own interests in covering the issues of targeting and being targeted? Not to mention the interests of the Chicago Sun-Times in projecting those reporting the persecutory depredations of Surveillance Abuse and wrongful watchlisting—which has permitted Mil/Intel/Univ exploitation and human trafficking–as mentally ill?
How does this not
establish the Chicago Sun-Times as complicit, in this clear
Failure-to-Report-Crime production?
Also: As Barbara Hartwell asks in her meticulous examination of Ella’s own words and actions here, who is supporting the many billboards she has now placed in many cities and seeks to place in many more? Those who are targeted and being destroyed are generally flat-broke, near-homeless, kept unemployed or low-income-employed by severe blacklisting, wrongfully psych-committed or wrongfully incarcerated; clearly her benefactors are well-monied: what is their purpose? Given especially, the Victim Message of those weeping blue-eyed billboards, which completely bypass the Governmental/Fusion Center/Military/Intelligence/Academic/Medical Research nature of these illicit targeting and persecution programs, and highlight contract-stalking instead, suggesting private stalking, not taxpayer-paid-for, pervasive, government-run, military-funded, Defense-granted programs.
To me, as to many others (who have reported to me the lopsided focus and selective highlighting of witness on the interminably long (3-4 hours) conference calls that she runs), the conclusion that Ella Free is a carefully-strategized, deliberately-planted misdirector “activist” running an insider Psy Op to match the carefully-strategized, deliberately-planted misdirector “journalist” outsider Psy Op, which Steinberg embodies, is inescapable.
And how this might fit into a historic alt-media construct run by CIA fraudsters keen to keep us all swimming in Fake News and False Realities, is well-described by CIA Whistleblower Barbara Hartwell in her observation of long-time alt-media persona Ken Adaichi, who stepped forward in 2017 to squash and obscure the witness of real truth-telling writers and journalists, including myself, by avidly tunnel-vision-spotlighting the Talkshoe antics of Ella Free.

On the subject of who is targeting and assaulting TIs, what also surfaced from my emails with Ella Free was that she had sent Steinberg a list of statements about people targeted which her FFTI partner Dr. Matthew Aaron had compiled. Much of this is highly questionable. Both have made statements that government agencies are not involved, when much evidence to the contrary exists. Pretty much everyone knows that large-scale organized social ostracizing, blacklisting, character-assassination, and harassment which includes ground and aerial stalking (involving small planes, drones, and helicopters), non-stop monitoring, neighborhood hostility, and obvious COINTELPRO on the roadways cannot be accomplished without Fusion Center and local government complicity and oversight.

While private individuals and companies may be involved in targeting and covert persecution of people, their participation is both concealed and made possible by Fusion Center (government agency) contracting. NSA whistleblower Bill Binney has expressly spoken of public-private partnerships in mass surveillance and counterterrorism activities which has ensured that thousands of private contractors are being supported and directed by the government.
Further, in a multiplicity of programs connecting Defense funds to University researchers (DURIP and MURI programs, for instance, as well as the Minerva Research Initiative and new Defense Education Institution and Civilian University Research (DECUR) Partnership) and to research institutions which are increasingly doing away with Informed Consent, citing lies and equivocations like Minimal Risk, Broad Consent, and Benefit to Participant, government monies are being funneled into unethical experimentation involving top Universities, hospitals, research institutions—as Dr. Millicent Black’s experience indicates, and others’ – matters of interest to this writer, to be further investigated and fully reported soon.
So yes—in contradiction to what Ella Free and Dr. Matthew Aaron suggest–these are unethical, inhumane government-run-and-contracted programs. Local governments/police/sheriffs/FBI are clearly fully aware, public and private sector both have been drawn into participating. Danger of Projecting Cover-Stories that Reporting Victims of Serious
Government Crime are Mentally Ill
Suffice to note in this essay that two
extremely grave crimes are committed by those journalists and the
psychologists/psychiatrists/sociologists they quote who engage in
such absolute deception:
The primary Failure-to-Report-Crime of covering up the base Government crime of wrongful Surveillance watchlisting, and from there, wrongful human trafficking into exploitative and persecutory and terminal (profoundly unethical) medical experimentation programs—and thereby misleading the public while protecting Serious Government Crime.
The also primary Abuse-of-Publishing-Powers-Crime of publishing injurious untruths which have extremely deleterious ramifications for reporting #GovtCrime victims within their families, work environments, and communities. Reputations are ruined, characters are smeared, careers are halted. Families and communities believe the published lie, disbelieve and shun the being-abused #GovtCrime victim. Blacklisting, social ostracism, social isolation, and utter ruination of the #GovtCrime victim’s life follow. Families themselves report the #GovtCrime victim as Mentally Ill to Community Services, police, and hospitals, and ruthlessly and cluelessly force their already-persecuted family-member into psychiatric drugging and incarceration—as reported in numerous cases. Medical treatment is compromised; many targets report that doctors IGNORE their actual physical problems and call for psychiatrists. Doctors, in fact, misled by Media Lies, believe the lie and completely dismiss the reports of #GovtCrime victims of radiation assault and implant assault as delusional.
This Question of Targeted
Individuals Suffering Mental Illness
The instant-labeling of Targeted
Individuals as delusional, precisely the intent and enacted intention
of the perpetraitors assaulting and exploiting them, as described
earlier, is nothing to endorse and project by any genuine human
rights activist seeking to represent, support, or protect them.
But regarding the notion that mental illness can exist among any sector or group of the population, including TIs, here is my base understanding: Yes, from what has been reported to me, and what I have learned, there are some who before they were targeted were being treated for milder issues such as anxiety, or stress, or depression, and continue to take pills for these—but not full-blown schizophrenia or paranoia; there are some who have developed PTSD or stress or anxiety after being targeted—for good reason, given the 24/7 COINTELPRO and neuro/DEW trauma they endure, and that is still not schizophrenia or paranoia; and most vitally, there are some, in fact quite a few crisis actors and infiltrators in the such-as-it-is TI community who write and speak disjointedly, leave weird comments on websites and under videos including mine, espouse bizarre theories and report a-credible occurrences: these are not the genuine targets but the genuine Intel plants deliberately playing mentally-ill in order to help outsiders like Steinberg label TIs as mentally-ill–and apparently feed Ella Free’s unsupported and unscientific notions of 5% of TIs being mentally ill as well.
And then, crowning coup for misleading, abusive, authoritarian Psychiatry: there are some, force-drugged, force-committed, force-false-diagnosed as schizoid, delusional, schizophrenic and on Disability—who are fully mentally-sound, sane and well, but victimized, exploited, persecuted, as described earlier.
Additionally, it is entirely possible–going by the historic Government record of rampant experimentation crime–that people locked away in psychiatric institutions or homes with false diagnoses of serious psychoses and schizophrenia are also being non-consensually experimented on by unethical Military/Intel/Academic researchers, just as prisoners in the nation’s numerous private prisons, including Guantanamo–as testified to by many imprisoned there, no doubt also are.
THE MISO/PSY OP CONSTRUCTED PERCEPTION OF MENTAL ILLNESS: Not to be forgotten is the fact that the entire MISO/Psy Op (Military Information Support Operations/Psychological Operations) of the “Gangstalking” COINTELPRO/MK ULTRA Trauma that targets are subjected to 24/7 in homes, neighborhoods, communities seems to be aimed at eliciting the self-incriminating projected symptoms of mental illness–heightened reaction to constant harassment and provocation, while slyly aimed also at provoking reports of stalking and gaslighting to be easily DSM-dismissed by DSM-indoctrinated psychiatrists as “paranoia” thereby creating the bugaboo “diagnosis” to dog and discredit reporting victims as paranoid and delusional.
Given that mental illness is the precise tool of oppression being used against targets and used to conceal these crimes publicly, it is the one most important aspect to be careful about when speaking to MSM reporters—which Ella Free, self-confessed “leader” (a term she has used to describe herself on her podcasts and conference calls) acting like she is to be considered a primary Voice for TIs, flubbed.

La Porte: Paranoid Individuals Enflamed & Organized by the
Internet into “Probably a Delusion”
Then there’s the issue of the Authority Figure. Predictably, as in Mike McPhate’s Psy Op slam-piece in The New York Times, Steinberg cites a psychologist to give credence to this convolution of a “mass delusion” which, the psychologist explains, is fed by the finding-each-other phenomenon the Internet offers:
“People who are paranoid start to latch onto the same kind of delusion,” said David LaPorte, a professor of psychology at Indiana University of Pennsylvania.
“This is not uncommon. When airplanes first started, people started having delusions they were being followed by airplanes. The computer has been a huge issue that leaked into paranoid delusions. Every technological advance becomes fodder for paranoid individuals.”
And later:
“They’re well organized because of the Internet,” LaPorte said. “That’s part of the problem. It deepens and entrenches what is probably a delusion.”
Note the “probably” in the previous sentence. Sometimes the improbable does happen. Stalking is real, though usually by individuals, not shady networks.
“No one’s really actually talked to these individuals in a clinical way to establish whether they are nuts,” LaPorte said. “Anybody who has worked in this field for a long period of time, you hear stories of fantastic delusions only to find out it was true. What they’re talking about could be true, but it’s probably not.”
“To establish whether they are nuts,” note. Not, “To find out if what they are saying is true” but to establish whether they are nuts.
I wrote to Professor La Porte, given that his university affiliation was published and email posted online. My intent was to inform and educate him, and assure him he was wrong about his delusion theories in relation to government and military crime victims.

“Targeted Individuals” are not delusional, nor does the Internet create their condition, the US Military and the US Department of Justice and the US Department of Homeland Security does. They are also victims of Torture, which is illegal by US and International Law, and those who seek to conceal these War Crimes being investigated and reported today by journalists and whistleblowers may well find themselves called to testify soon at new Nuremberg trials for their crimes: today, reporters like Neil Steinberg and others who work for corporate Propaganda Media as well as psychologists, sociologists, and psychiatrists who confirm their biases and propaganda, wittingly or unwittingly, by calling Mil/Intel Crime Victim targets mentally ill without investigating the matter will be culpable.

thank you for taking the time to write to me and also thanks for send me the links. As is often the case with interviews only a portion of what I said is ever published. I was quoted correctly when I indicated that I’ve heard wild stories from people in the past that on first blush appear to be delusions only to find out that they are completely true. And there is little doubt that in the past the government has done things to citizens without their permission or knowledge. That said, it is still an open question if paranoia is a possible explanation. I try to keep an open mind about such things and it is my intention to do further research on this by interviewing as many TIs as are willing to talk with me. I need to obtain permission from my university’s Institutional Review Board before I do so and hopefully that will occur this summer. Thank you for your note in response and noted, that only a portion of what you said was published, and that you acknowledge previous stories of delusions you have heard turning out to be true.
I am glad to know you will be further investigating this matter.
However, given the subject matter, and given, as you acknowledge, the nature and history of non-consensual military and medical experimentation, it is my informed opinion that investigating the claims of truly “Targeted Individuals” is not the purview of Psychology alone, but also Journalism, Radiology, Toxicology, Forensic Science, Medical Physics, Neuroscience, and Radio Frequency and Electrical Engineering.
In fact, I would suggest that no psychologist is equipped to undertake a study of Reporting Victims of Military Weapon Use on their own. The material evidence provided by physical scanning for RFID implants via MRIs, X-Rays, Faraday RFID Detection, SCADA scanning for nanotechnology wave guides, and bodily and residence scanning for receiving and emitting radio frequencies, in conjunction with documented photographic and/or videographic evidence of high, pulsed EMFs such as is obtainable with an electrosmog detector or EMF detector app, spectrum analyzer, or other detecting and recording equipment; evidence of burns, blisters, lesions, and scars on body; hair, skin, and nail analysis, blood plasma analysis, as well as recorded footage of repeated Community Oriented Policing or Neighborhood Watch cell-phone-pointers/recorders or COINTELPRO swarming, or repeated drone and helicopter stalking will more readily furnish absolute evidence of EMF/Neuro DEW Targeting & Organized Stalking.
I have personally examined and reported on the scientific scanning reports from private investigators and industrial toxicologists attesting to the reception and/or emission of radio frequencies on different parts of the body (indicating presence of RF implants or RFID nano-clusters) as well as examined MRIs and X-rays and read the radiologists’ reports provided for several TIs, and reported in print on some of these cases. Your statement therefore, here, about paranoia cannot be tested without physical, medical, radiological analysis alongside. Excluding the Surveillance and Military Experimentation/Weapons Test and completely physical Weapon-Use context when examining the claims of TIs can only lead to false, illogical, and incomplete conclusions: “That said, it is still an open question if paranoia is a possible explanation. Reporters like Neil Steinberg who work for corporate media adhering to CIA Operation Mockingbird principles of Deception and Propaganda in the interests of Psychological Warfare and Information Warfare on the American citizenry are doing Americans a great disservice by starting, framing, and concluding that MIIC Victims are mental patients needing help from psychiatry–when they completely ignore the exacerbated Surveillance and Military Weapons Testing context (both public-domain knowledge) we are all living within, in contemporary America, and in fact, ridicule and mock it, as if it doesn’t exist. In this, they give away their obvious base allegiances to the Surveillance Abuse State — and their lack of intelligence as journalists.
Had Mr. Steinberg wished to really conduct a meaningful investigation, he would have spoken to a group of TIs and especially examined their physical evidence, as I have. He also would not have spoken to just one “spokesperson” for TIs–Ella Free–nor told her he did not wish to speak to anyone else (as she reports).
I would suggest that in your University-supported research project, you especially speak with those TIs who can and have furnished evidence of the physicality of this atrocious anti-personnel weapon targeting and nonstop torture, some of whom I have interviewed.
Dr. Seth Farber, whom I copy here, has suggested that I offer personally to be interviewed by you, since I too am reporting Military Weapon use on my person, and have collected much video/photo evidence of such; however, I am still collecting medical and radiological evidence of non-consensual RFID implants even as I continue to publish my own experience in articles and affidavits, and recommend, if you are interested, research of my story online, as published & broadcast in Washington’s Blog and The World Beyond Belief/Pineconeutopia, for more information. Considering that I hadn’t offered and wasn’t offering to interview with a psychologist who could not apparently assimilate the information I was providing, I felt obliged to write back to Professor LaPorte and inform him as much. I also forwarded this correspondence (on which Dr. Seth Farber had been copied) to Dr. Eric Karlstrom, Professer Emeritus of Physical Geography from California State University, and NSA whistleblower Karen Stewart, for their information, and Dr. Seth Farber wrote back a detailed letter analyzing and addressing Professor LaPorte’s stance. This is a non-sequitur. It tells me that LaPorte has no intention of removing the stain– a stain reified by mental health professionals.
If a person–say a self-described TI– hears punitive voices that have no referent in the external world then by psychiatric standards and by common sense she is “mentally ill.” (I don’t accept the disease paradigm–so I would use a different formulation to describe her emotional crisis) If she says the CIA creates the voices in her head through advanced cyber technology to harass her, then (by psychiatric standards) she is a “paranoid schizophrenic.”
But if the CIA is in fact using directed energy weapons and experimenting on her brain then obviously her assertions are veridical and she is not paranoid–even by psychiatric standards.
LaPorte’s idea that he can determine whether someone is ‘mentally ill” without determining whether the putative technology –of which they claim to be victims– exists or not makes no sense. He does not need training to determine the latter—he only needs to be willing to look at the evidence.
He did not answer my letter because I pointed out the pseudo-scientific nature of “psychodiagnosis” which bases its finding of “psychosis” not upon scientific knowledge, but upon ‘”common sense” about what is possible. Psychiatry/Psychology substitutes psychiatrists’ consensus about what is delusional for a view of reality that actually corresponds to the “real world” as confirmed by empirical investigation. For example the veracity of TIs’ claims about group stalking could easily be confirmed or vitiated by hiring a private detective to investigate their claims. THat is an easy way to assess whether a TI is delusional.
But as psychologist Bruce Levine says they do not want to know the truth.
The validity of a view of reality is established by the generation of predictions that are subjected to testing and confirmed—not by taking a straw poll among psychiatrists and psychologists! Had scientists taken LaPorte’s approach in 20th century, quantum (physics) never would have been discovered.
I pointed out in my letter to LaPorte that once Hemingway’s friend/biographer read the FBI files on Hemingway 25 years later, he changed his assessment of Ernest. This may be the reason LaPorte wants to address the issue of “mental illness” without even glancing to see if there is an elephant in the room. He’s a phony. If he admitted there was an elephant in the room, how could he declare that people pointing to the elephant were all mentally ill, all delusional??
What if there was a tiger in the room? If a person’s sympathetic nervous system is aroused for no reason, he probably had a panic attack. If in addition he sees things that are not there, he is “psychotic” by psychiatric standards. But if there is a tiger in the room he would be “mentally ill” if his sympathetic nervous system were not aroused! LaPorte intends to look at signs of arousal without examining the environment.
The fact that Dr LaPorte thinks he can assess one’s mental health in abstraction from social context shows that like his cohorts he is involved in stigmatizing persons–any deviation from the status quo is deemed pathological, including any dissident (“extreme”) political views.
Psychiatry is an effort to discredit people by declaring them “psychotic.” In the case of TIs this requires ignoring the elephants and the tigers in the room. Then after the frightened person, the TI, is declared psychotic his claims about the deep state can be dismissed and the mental health profession can continue to serve–wittingly or unwittingly– the social control objectives of the deep state.

Not long after this article (below) was published, Robert Cabacoff was discharged from St. Joseph Hospital on 9/11/2018, and attempts to move him onward to a second Psychiatric hospital were dropped. No concrete reason was provided to him nor, Mr. Cabacoff reported, was any apology forthcoming from hospital staff for basic human rights abuses noted herein.
But in a follow-up communication with this writer at the time, Dr. Rohatgi noted that discussions he had initiated with Dr. Biswas, as he had earlier intended based on the special parameters of Mr. Cabacoff’s case had led to his release.
Mr. Cabacoff suggests that the immediate intervention and advocacy of several of his friends, including retired neurologist Dr. Edward Spencer, as well as this coverage, in conjunction with the clear illogic of holding a perfectly sane and rational person on a fraudulent IEA (Involuntary Emergency Admission) in a Psychiatric ward–after the background situation had been decided in court in his favor were prime factors in ensuring his speedy release.
Also instrumental perhaps was his known intention–gently expressed to staff, along with a two-day refusal of food and medicine–to further explore the irregularities in hospital procedures and protocols he had been subjected to, exert his legal rights, and consult overseeing agencies and human rights organizations in relation to breaches in protocol and human rights abuses he had suffered.
It is commendable and relieving that Robert Cabacoff was released–after a 15-day stay in the Psychiatric Ward, from August 28 to September 11–but the entire incident of wrongful deployment of an IEA on him on the basis of fraudulent allegations, and the stripping of his basic human rights and civil liberties during psychiatric captivity points to serious flaws in the entire IEA system, in the facile recourse to Authoritarian Psychiatry, in normative jail-like procedures in Psychiatry wards, in the apparently ideologically and procedurally-established inability of physicians, psychiatric staff, and nurses to see a patient admitted to a Psychiatry ward as anything other than mentally unstable and incompetent (despite lack of diagnosis or evaluation), and in the curious alacrity with which Law Enforcement pairs up with Psychiatry to enforce IEAs even on those patently undeserving of such detainment.

In an extraordinary case demonstrating both subversion of legal process and human rights abuse, Robert Cabacoff (73), an avid current-affairs researcher, consciousness-raiser, and retired businessman in the middle of a marital separation marked by his wife’s seeking to oust him as co-owner of their house and mortgage is being held in the Psychiatry ward of St. Joseph Hospital in Nashua, New Hampshire entirely on the basis of allegations–which he says are completely fabricated–of domestic violence brought against him by his wife of many years. An added irony is that these allegations had already been addressed in court and dismissed. Escorted by police to the Emergency Room of St. Joseph hospital weeks after his wife Ana made allegations of being beaten by him as well as being bilked of funds, Robert has been held at St. Joseph for ten days under 24/7 security and in the most deplorable of conditions where he has been prevented from basic self-care such as a shower and a shave for over a week.
(Update: As of this posting, after conversations Dr. Edward Spencer, a retired neurologist and friend of Mr. Cabacoff, and this writer had yesterday with Dr. Rohatgi, the attending physician–who agreed that such deprivation comprised human rights violations and sought to change the situation immediately–Mr. Cabacoff reports he was able to shave for the first time in 9 days on the evening of Sep 6.)
Additionally, his laptop has been removed and he has been unable to retrieve personal effects from his own car, even under escort. His only mode of communication with the outside world has been his cell phone through which means he has reached out to family and friends with the surprising news of his incarceration in a hospital ward.
This situation has in fact unfolded on the basis of his wife’s filling out an IEA a few weeks earlier—an Involuntary Emergency Admittance form naming him as mentally unstable and aggressive and requiring immediate mental health care. By New Hampshire law, the filing of such a complaint by anyone requires Law Enforcement to immediately arrest, confine and escort such a person to a hospital for medical and mental health evaluation.
This IEA however had already been addressed in court. Post-IEA, Ana Cabacoff had sought an Order of Protection against Mr. Cabacoff, citing fear and endangerment by way of violence and instability and lack of breadwinning capacity; this OP was thrown out of court by the presiding judge after she learned, among other things, that Mr. Cabacoff had successfully operated a remodeling business for 20 years with satellite offices in two states and had saved more than 1.1 million dollars over eight years for his family through pro se litigation and could therefore hardly be draining his wife of funds.
Mr. Cabacoff also flatly denies that he has ever in any way ever threatened or executed any form of violence against his wife.
Despite the judicial dismissal of the earlier OP however, New Hampshire Law Enforcement who apprehended Mr. Cabacoff briefly on a mis-turn in traffic before the entrance to St. Joseph Hospital’s main entrance and later in the St. Joseph Hospital parking-lot, subjected Mr. Cabacoff on identification to immediate arrest and escort to the ER, citing the IEA filing as reason. Mr Cabacoff notes that “this process would be meaningful and helpful in the case of someone really being mentally unstable or unreliable,” but that in this case constitutes a violation of Due Process and is patently unjust since this IEA filed by his wife had already been judicially addressed in court and “should not have been honored under IEA guidelines because the Domestic Violence OP was dismissed.”
Backdrop of Marital Dispute Over Home and Mortgage
This story has a background of marital conflict and disputes over possession of home and mortgage to it. The Cabacoffs have been married for 43 years. Mr. Cabacoff has no history of psychiatric instability or illness. Nor does he have a criminal record or any indication of domestic violence over the course of 43 years. They have both been battling foreclosure on their house for 8 years, with Mr. Cabacoff filing a suit against securitized mortgage fraud by Wells Fargo Bank. Indeed continuous pro se litigation has kept the house from foreclosure. However it appears that his wife’s recent initiation of Chapter 11 bankruptcy proceedings and apparent evocation of laws allowing for mentally incompetent, non-breadwinning members to be removed from mortgages suggest efforts are underway to oust Mr. Cabacoff from the mortgage on spurious charges of mental incompetence.
Knee-Jerk State Mental Health Response to Irresponsibly-filed IEAs?
Part of the problem with such an immediate knee-jerk State Mental Health protocol is that people who become the subject of such allegations—which can be made by anyone, including family members with a vendetta or chip on their shoulder against someone—are treated immediately like criminals and mental patients, and stigmatized as such by the nature of the immediate police action to arrest, remove, and escort someone immediately to a Psychiatry unit in a hospital.
This action also has the effect it appears of influencing Intake social workers, clinicians, and psychiatric staff to view the arrested patient as mentally unstable and potentially dangerous; on the basis of such a presumption, Mr. Cabacoff was immediately put under 24/7 supervised observation. Further a teleconference conducted on September 4 with a psychiatric nurse produced the odd result of a pronouncement that Mr. Cabacoff needed “grounding.” This nurse further noted that Mr. Cabacoff needed to be observed over a longer period and so needed to be transferred for this purpose from Nashua to one of four psychiatric hospitals in New Hampshire. Efforts to obtain information from the nurse on the rationale for her verdict were not successful. “I asked her how she determined such a conclusion. No answer, but alluded to my “viewpoints.” I asked her what viewpoints. No answer.”
Both the attending physician Dr. Rohatgi and the resident psychiatrist Dr. Biswas have relayed to this reporter that they have found Robert Cabacoff to be calm and rational, highly intelligent, well-spoken, and mentally fit, quite at odds with the depiction of him in the IEA petition filed by Ana Cabacoff.
Robert Cabacoff runs an email list with current affairs information and erudite discussion, to which this reporter has subscribed for over a year.
Psychiatry Sits at Odds Today with Preservation of Civil Liberties
Dr. Rohatgi, the attending physician noted that Psychiatry and Mental Health laws have superseded the powers of physicians in hospitals to advocate for patients but conveyed that he was indeed concerned that a mentally fit, contributing member of society should be wrongfully labeled. Dr. Biswas, the St. Joseph psychiatrist on this case discussed with this writer the magnitude of the claim made against Mr. Cabacoff and noted that the deprivation of civil liberties which psychiatric incarceration on the basis of an IEA represented was indeed a large issue, one that had even more significance in a State like New Hampshire, the famed Live Free or Die state.
It is to be hoped therefore that these concerned and conscientious medical staff make the right decision in this case to stave off further redundant psychiatric evaluations and release Robert Cabacoff at the earliest to the resumption of his valuable life and work in his community.

LEADING PSYCHIATRIST BLOWS WHISTLE ON PROFESSION: PROVES 50+ YEARS OF MIND CONTROL

Is the profession of psychiatry beginning to rival the legal profession as having the most useless information, the most know-nothing, corrupt and mercenary practitioners of any profession?
The proof of the psychiatric pudding might be that doctors who once easily earned $300,000 or more a year are having a hard time pulling in $100,000 a year these days. This could be due to the cuts in national health care payments, to the competition that has been created by the lower prices of the HMO’s, and/or it could be partly caused by the accumulative effects of the CIA’s fifty years of covert manipulation of that profession.
Almost every psychiatrist of the aged generation (especially those who also hold diplomas in psychology) worked for the CIA or another branch of the cryptocracy in one or another dirty project which tested drugs, hypnosis, brain stimulation and a variety of other things on unwitting humans — often employees of the government who’d already signed their lives away. These psychiatrists were hell-bent on seeing that this government chattel would, since they hadn’t give their lives for their country, give their minds and souls and too often their children’s minds and souls for it.
In any of the professions it’s hard to find a whistle blower. Seldom will one lawyer speak ill of a peer. Even harder is it to find justice in the self-regulated profession of health — especially mental health. Doctor’s seldom bear witness against other doctors. A good example of the insular attitude which sees regulatory board members looking the other way was the case of Dr. William Jennings Bryan III (WJB3). Great grandson of the great orator William Jennings Bryan, WJB3 was the director of the American Institute of Hypnosis in Los Angeles from the fifties to his death in the seventies.
Bryan was an innovator in the application of the uses of hypnosis. He designed a switchboard of electronic instruments which made it possible for him to hypnotize and monitor the feedback from three different clients at the same time. He had a taste for beautiful women, so, after he found beauties who were also highly suggestible, he encouraged them to pay him a “professional” visit.

During such sessions, after the women were in a “deep, deep sleep,” WJB3 would slip into the room where they were lying on the couch and make suggestions which would eventually open them to accepting his sexual advances — maybe while they were imagining they were having sex with their husbands, or some Hollywood icon of their dreams. While WJB3 might have thought of this as just a little creative visualization, some of the women eventually remembered episodes of this hypno-rape, and four of them pressed charges of sexual assault against him.
According to the April 22, 1969 Los Angeles Times, the California State Board of Medical Examiners found William Jennings Bryan III guilty of “unprofessional conduct in four cases involving sexual molesting of female patients.” The penalty for this offense was five years probation — a typical slap on the wrist for shrinks who are working for the cryptocracy. The Canadian psychiatrist, Dr. Ewen Cameron was the former head of the Quebec Psychiatric Association, the Canadian Psychiatric Association, the American Psychiatric Association, the World Psychiatric Association (the founder of the WPA, in fact), and the one-time President of the Association for Biological Psychiatry has been described as the most “politically connected a guy as ever existed in the entire field of psychiatry in the 20th Century.” This Canadian shrink was funded through MKULTRA and Human Ecology Foundation, did LSD and other hallucinogen research funded by both the Canadian military and the CIA.
Cameron is one of the central figures in Gordon Thomas’ book Journey Into Madness. Cameron developed an insidious technique of torture called “psychic driving” which produced Differential Amnesia and Schizophrenic appearing conditions. He gave his secret test subjects hundreds of ECT (electroshock) treatments using the Paige-Russell technique, in which the shock switch is thrown six times during a treatment instead of once. Then the “patients” would be given barbiturates and a deep, deep, neuroleptic sleep would be induced for three months or so. When the subjects finally came out of their comas they were usually depressed, disoriented, incontinent, and unable to state their names, read, drive an automobile, have sexual relations, cook, use the toilet, or recognize their spouses or children. This must have been of great use to the cryptocracy which supported such research for around fifty years since it appears that the cryptocracy is still supporting more advanced research in which possession and control of the human mind and soul is the targeted outcome.
Dr. Cameron escaped prosecution because no one knew about (or could remember) his criminal research until after his death. When news of his “experiments” was made public, the CIA was sued and quickly paid the mentally damaged subjects of Dr. Cameron’s cryptocratic curiosity millions of dollars in out-of-court settlements. That figure might have been much greater had the majority of the subjects not died prematurely. The history of the CIA’s search for tools to create and managed the perfect slave state are chronicled in a variety of books. But the profession has largely ignored this information, often giving the authors the armchair diagnosis as “cranks” and “paranoids.”
But there are heroes even among psychiatrists. At least one, a Canadian Psychiatrist, Dr. Colin Ross, has begun to put a lot of time into trying to identify and correct the wrongs done by his countryman Cameron and his peers in the profession.
Ross said: “Virtually every leading psychiatrist in North America between the 1940’s and the 1970’s was involved in some aspect of the CIA’s mind control research.”
At a workshop he held at the 9th Annual Western Clinical Conference on Trauma and Dissociation in Costa Mesa, California, last April, Ross offered a preview of the research he’s uncovered for a new book. He said, “When I systematically started looking into CIA military mind control, the more I looked, the more solid reality there was there. And as you will see as we go through these slides, and through this talk, it’s a completely different deal from SRA. Somewhere out there in the justice system, there may actually be objective evidence where somebody has actually busted a SRA cult. If there is, that information is not generally publicly available to us. It is a fact that we have not nailed down human ritual sacrifice cults in North America if they exist. So it’s all conjecture … I will prove to you, completely locked down, documented, proven, beyond dispute or discussion that intelligence agencies have been creating Manchurian candidates and MPD for operational use since the Second World War.”
“This is not a conspiracy theory,” he said, “This is a fact.” Now that’s very amazing,” Ross said, “because if you took an opinion poll of all the psychiatrists in the American Psychiatric Association today — or you took the same poll five years ago, over 99% of the psychiatrists would say ‘It’s fiction. We know the movie is fiction, Frank Sinatra (in the Manchurian Candidate) did a good job, but there’s just no way, it’s absolutely impossible.’ There might be two outlaw psychiatrists in the whole group who would say that it’s possible that Manchurian candidates are real. This is a very, very strange phenomena that actually, in 1996, this is a completely documented fact — it’s a very strange sociological development in the field of psychiatry.”
“How could that be possible? Well, I’m going to try and explain how it’s possible. So that’s what I am going to talk about. Also I am going to talk about not just creating Manchurian Candidates, but the whole network of mind control doctors that is involved in this and supports this — this kind of old boys’ network that maintains all of this. And you will see a whole bunch of slides with godzillian interconnections that I will go into in detail. And every one of those steps — unless I otherwise specify — is completely documented. Absolutely objective in full.
“There is something real peculiar about the whole story. It’s a very strange story. It tells us that there is something going on in our culture and in the mental health field that is hidden and secret. This is another kind of incest secret in the field of psychiatry that all of these people who have been running psychiatry in the latter half of the 20th century are either directly or loosely connected to a whole huge universe of covert, hidden, secretly funded mind control research, and as emphasized, that’s a fact… If, in fact, experimental MPD has been created and has been tight and hard and real enough for operational use by intelligence agencies for the last 50 years, then it is something of interest to the dissociative disorders field. This is profound evidence in favor of the iatrogenic (doctor induced) pathway to DID that I talked about this morning.
“When I combine the expert witness experience that I have had at clinically created iatrogenic DID using the techniques of destructive psychotherapy cults in the course of persuasion, as I described this morning — when I take that expert witness evidence and see those cases created out of a base of no preexisting DID and then I go to this CIA military mind-control literature, my only possible conclusion is, yes, you can create full tilt DID artificially from ground zero. Also, I have to conclude that you can create any degree of complexity, permutations of false memory that you want. There is absolutely no limit on the quantity, complexity, reality, congruence, plausibility of false memories that you can insert in somebody’s mind — wittingly or unwittingly.
“They didn’t tell me that in medical school?
“This is a little sub-paradigm revolution in the DID field.
“There is a huge wealth of information, experimental information, clinical anecdotal information, and operational street smarts knowledge of DID that’s been up and running and full tilt in the mental health field for 50 years now. This did not spring out of nowhere in 1980, and we are missing a ton of experimental research data that’s still classified that bears directly on this false memory debate that is going on in our society now. And you will see some of the players in this whole scenario of interesting people…” Ross pointed out that it was not just psychiatrists and psychologists involved in the search for the way to create a “psycho-civilized society” but also sociologists, linguists, cyberneticists and other professionals (even a magician or two — men who were expert in micro-muscle movement reading), people from the World War Two and Cold War generations. Today mind control research has bled into many other specialized areas and comes up under the general heading of “cognitive sciences,” which includes biomedicine, anesthesiology, neurology, cybernetics, linguistics, neural networking in the computer science departments and so forth. All of these projects are scattered and compartmentalized so that one researcher usually doesn’t know what another is doing, but the funders (the black budget spenders of the U.S. and other governments) collect all the data and put it together for the final devastating applications.
In his workshop Ross offered the names of some of the more insidious doctors and the institutions which supported them. At the top of the list was Dr. George Estabrooks who, in 1950 wrote: “I can hypnotize a man — without his knowledge or consent — into committing treason against the United States.” Ross described Estabrooks as a pivotal figure in the cryptocracy’s mind-control research. He drew an elaborate map connecting Estabrooks to the CIA’s MKULTRA research, the FBI and other agencies. Then, he named the following professionals as part of the mind control conspiracy: William C. Hollinger, L. Wilson Green, Richard Ofshe (Sociologist), James Hamilton, Harold Abramson, Carl Pfeiffer, Louis Jolyon West (Psychiatrist UCLA), Carl Rogers, Martin T. Orne, George White (Army Col, CIA, BNDD), Maitland Baldwin, Harold Wolff, Raymond Prince (Mass. General Hospital), R. Gordon Wasson (stock broker and mycologist mushroom expert), John Mulholland (magician), B.F. Skinner (Harvard Behaviorist), Garner Murphy (Harvard), E.R. Hilgard (member of DSM IV Dissociative Disorders Committee), Ron Shore (collaborator with Martin Orne) Milton Erickson (Psychiatrist and inspiration for Neurolinguistics Programming), Daniel X. Friedman (Editor of Archives of the Journal of Psychiatry 1970-1993), Allen Dulles (Director CIA 1953-1961), Loretta Bender, Paul Hawk (psychiatrist who killed Harold Blauer in 1953 with an inject of supposed mescaline), Robert White (Harvard), J. Edgar Hoover (Director of the FBI), John Gittinger (CIA psychologist), Robert Lifton (psychiatrist and well-known author), Margaret Singer (psychologist, author of “Cults in Our Midst”), Paul McHugh (Chairman of Psychiatry at Johns Hopkins), James Whitehorn (former Chairman of Psychiatry at Johns Hopkins and advisor of the Human Ecology Foundation with Top Secret Clearance), Harold Lief (advisor of the False Memory Syndrome Foundation), Colston Westbrook (CIA Psy-War expert who worked at Vacaville Prison with prisoners such as Donald Defreeze and Timothy Leary), Robert Heath (doing brain electrode implant research at Tulane), Francisco Silva (Cuban psychiatrist who allegedly put Lee Harvey Oswald up in his home and got him a job at the hospital where Silva worked prior to the assassination), Mark Sweet (collaborator with L.J. West for the UCLA Violence Project), Wagner Joreg (son of Wagner Joreg who won the Nobel Prize for treating syphilis with malaria), Amadeo Morazzi (LSD researcher at the University of Minnesota), Gregory Bateson, Allen Ginsburg, Ken Kesey, Sydney Mallett, and the list goes on.
Ross linked dozens of institutions to the research which, he said he suspects, is still going on in one form or another. Among the institutions he reeled off the top of his head were: Butler Hospital Health Center (part of Harvard), Children’s International Summer Village, Columbia University, Cornell University, Denver University, Emory College, Florida University, George Washington University, Harvard University, Houston University, Illinois University, Indiana University, Johns Hopkins University, Eli Lilly Pharmaceuticals, University of Minnesota, New Jersey Reformatory, Bordentown in Tennessee, Ohio University, University of Pennsylvania, Penn State University, Princeton University, Stanford University, Wisconsin University, University of Texas, University of Oklahoma, McGill, the National Institute of Health, the National Institute of Mental Health, the New Jersey Psychiatric Research Institute, National Philosophical Society, Office of Naval Research, Worcester Foundation for Experimental Biology, Vacaville State Prison, Public Health Service, Cornell, Bureau of Narcotics, Bureau of Prisons, and many others.
“You get the idea,” Ross said. Then, the well-prepared researcher gave a litany of declassified code names under which many of these atrocities occurred: MKULTRA, MKSEARCH, MKNAOMI, ARTICHOKE, BLUEBIRD, STARGATE, CHATTER, OFTEN, CHICKWIT, DERBYHAT, THIRD CHANCE, MKDELTA, QK HILLTOP and others.

In an attempt to uncover more information Ross visited the CIA Reading Room in Washington, D.C. He said it was “a very unusual experience,” and dealt with it with humor, as a skilled psychiatrist would deal with a client suffering from Dissociated Identity Disorder.
“This is the way it goes in trying to document this stuff and trying to make it public and identify the specific individuals. It’s a big slow job. And when you make Freedom of Information requests, it’s like interacting with any Federal Bureaucracy.” Ross said that, in fact, the CIA had been extremely helpful to him. The CIA, he said, was “extremely polite, extremely courteous when I went to the CIA Reading Room…”
“Let me just tell you the story.,” Ross said, “Here I am, a Canadian psychiatrist, going down to the Eastern Regional Conference, and a day early I pop over to the CIA Reading Room to look at the MKULTRA documents to figure out which ones I want to order at 10 cents a page which they then shipped to me. It arrives at my office via UPS with CIA stamped in the corner. I’m wondering who thinks that’s weird?”
Ross said he found the CIA Reading Room “just this building in Virginia on a street. It is completely unrecognizable as anything. I get dropped off there … whoa … there’s all these guys in uniforms and here I am, this civilian.”
“I go walking along accompanied by this CIA person, and I go into the first room which has a steel vault door and says ‘Secured Area: Treasury Department.’ I go into that room and they close the door. I am now in a ‘Secured Area.’ I sit down and they bring in all the documents on a little cart and (an elderly woman) gives me 15-20 pencils beautifully sharpened, and a notepad and everything. You order which documents you want at the end of the day.
“I am sitting there working away on this huge amount of documents all day,” Ross said.
“Work, work, work, work …
“Some time in the middle of the day this old woman comes at me. Now I am thinking, is this old woman trying to pump me for information? What’s here? (Is she) going to report back at the end of the day? She says, ‘Well, what’s that stuff you are reading?’ I am trying to act casually, I just say, ‘Well, it’s just a bunch of mind control documents from the 50’s and 60’s.’ And she says, ‘Is that stuff classified?’ And I say, ‘No, no. It was declassified a long time ago,’ And she says, ‘Well what do they need me here for?’ And I said, ‘I don’t know.’ And then I stopped talking to her and I started focusing down on the paper.”
Ross said his “beef” was not with the intelligence community or the CIA, but with the psychiatrists and psychologist “who created a little loophole where they can step out of normal ethical oversight, violate the Hippocratic Oath, get away with it, not talk about it. It’s just like the conspiracy to keep incest under the carpet. This is all conspired and kept under the carpet – not by twelve guys in a room at Langley who are doing the planning, but just by this pervasive old boys network. That’s what keeps the mind control secret down just like it kept the incest secret down. So that’s another reason why this is important, and needs to be uncovered…”
“…The idea that there could be a deliberate disinformation campaign element to the False Memory movement is perfectly plausible, consistent with history, and could be expected. There is bound to be some sort of disinformation strategy if, in fact, Manchurian Candidates have been leaking out into civilian psychotherapy. So here we have, with all of this documentation, all of this proof — we know that it is perfectly possible that people we are seeing in therapy who are claiming to be victims of systematic military mind-control experimentation are telling us about what actually happened to them…
“We have a major disinformation campaign which has basically fooled mental health professionals and the general public concerning brain-washing, concerning LSD.
“Fortunately those are the only two examples in human history,” Ross said with sarcasm. “This analysis does not apply to the False Memory movement. There is no way it could conceivably be possible, you will all agree, that there could not be any nervousness in the Intelligence Community about Manchurian Candidates spilling out into civilian psychotherapies and that a disinformation program based on False Memories would be required. It is obviously absurd.”
Ross continued his sarcasm, saying: “Nobody but a CIA conspiracy nut would ever suggest that. I guarantee you that that thought has never even crossed my mind until it just spontaneously appeared at this moment.”
Then, after the laughter subsided, Ross resumed, in total seriousness, speaking of the declassified documents from the Atomic Energy Commission, alluding to the testimony before the President’s Commission on Radiation at which victims of mind control testified they had been experimented upon with radioactive materials as children.
“This is no longer vague,” he said. “We know the specific names of people, when they died, whether it was plutonium or whatever was injected, the names of the doctors, the names of the medical schools where it was done, it’s all keyed up for compensation, the government has set up a whole compensation mechanism…”
