June 4, 2018 | Dr. Charles Morgan on Psycho-Neurobiology and War

Dr. Charles Morgan, a former CIA, US Navy, US Army-affiliated neuroscientist lectures at the Modern War Institute in 2018 on the development of neuroweaponry and neurotechnologies for various purposes including neuro prosthetics, showing the sad progression in military/Univ. biomedical lab use of animals and humans in brain research for both humane and military/surveillance/intelligence purposes.

Topics he covers include remote brain control of robotic arms researched at the University of Pittsburgh, and the transferring of motor function control from one human’s brain to another’s, the latter tagged by Dr. Morgan as “a possession experiment” and covered by RT Tech News as Direct Brain to Brain Communication (using wireless communication and computers) in an embedded segment featuring University of Washington researchers. “Human human thought transference“, Dr. Morgan reports was published in open science literature in May 2018, while DARPA then received permission to implant 500 deep brain electrodes for research–which could be anything under the BRAIN initiative, from their ElectRx to SUBNETS to N3 program.

Schnelle retired US Army Officer and medical planner notes to members of Congress at the Blue Ribbon Study Panel on BioDefense, Feb 2019, that the US Navy Surgeon-General’s Office has stated that Neuro Cognitive Weapons which could induce advanced Alzheimer’s in a matter of days constitute an emerging biological weapons threat in the operational battlespace to US soldiers, producing of bio-effects which as of date the US military health system does not know how to advise doctors to treat or roll back.  The full video, streamed live on Feb 5, 2019, by the Blue Ribbon Study Panel on BioDefense is here.

Starting with an understanding of the current and emerging biological threat, far too often DOD has a bias towards preparing for the previous war, and this shows up in our dealings in the emerging biological threat as well. Despite all the great work being done by DARPA and the DOD research and development communities, the military health system has not dealt meaningfully with the issues of the emerging biological threats.

The Navy Surgeon General’s office has done some stellar work in identifying non-kinetic threats that are part of the emerging operational battlespace. And they identify that one of the most threatening of these new non-kinetic threats is Neuro Cognitive Weapons, which is essentially a means, a technology that can induce advanced Alzheimer’s symptoms in a matter of days in our troops. And there is no to the best of my knowledge there is no ongoing research within the military health system to advise physicians and to identify and treat this health effect.”

James Giordiano describes the state of the art in public-domain neuroscience today as being employed in the areas of neurosurveillance and neuromonitoring and presents the unethical researcher’s point of view of needing to probe brains (to prevent crime!) while paying lip-service to the need for exercising ethical restraint, which it appears none of the neuroscientists engaged in this enterprise have engaged in thus far.
