Non-consensual human experimentation in the areas of mind control, neuro-experimentation, behavior modification, neuropsychology, Artificial Intelligence, Cybernetics, Bio-Communications, Electronic Brain Link technologies, electronic surveillance/assault with radiation/Directed Energy Weapons (DEWs), Remote Neural Monitoring (RNM), Brain Entrainment, and Neuro-Linguistic Programming (NLP) technologies is unequivocally ongoing today in the United States of America, as also in Canada, Australia, New Zealand, countries in Europe, Asia, South Africa and possibly also other countries in Africa, under Globalist networks of Intelligence and Military agencies seeking absolute control over humanity.
(This (in-process) collection of articles and discussion below acknowledges that other kinds of non-consensual human experimentation are also ongoing: biological, chemical, and medical, such as the dissemination via aerosols/”chem trails” of weaponized biological and chemical substances being studied in warfare, and “unwitting” medical research participation in studies or clinical trials. However, this page focuses primarily on experimentation with DEW and neuro-control technologies mentioned above, including as relevant, such technologies as nanotechnology delivered via aerosol, vaccines, or food supplements, and RFID/biometric surveillance technologies such as microchips, neurostimulators, and Bio MEMs.)
PRESENT-DAY CRIMES OF GOVERNMENT SECRECY AND DECEPTION
In the United States of America, home to the NSA, the CIA, the DIA, DARPA, and the FBI, this Military/Intelligence non-consensual brain experimentation is hidden from media coverage and larger public view
by opportunistic classification under “National Security” labels and “Top Secret-and-above” clearance levels;
by classification under “Sources and Methods of Intelligence”;
by classification under “Criminal Justice” activities;
by fraudulently miscasting and enrolling experimentees in Surveillance programs as “terrorist/spy”;
by Non-Disclosure Agreements and National Security Letters with participating medical institutions and personnel;
by Active Deception practiced as an overt tenet of Information Warfare
–via Cyberwarfare: disinformation/defamation/discrediting sites, posts, comments, and trolls; controlling information content and flow on the Internet;
–via Special Operations: PsyOps, defamation, slander, lie, rumor, and smear campaigns against experimentees, coerced participation of neighborhoods and communities in experimentation/surveillance;
–via Covert Operations: concealing radiation antennae and weaponry in neighborhoods, breaking into homes, re-wiring house electricals, concealing RFID sensors/trackers/antennae in neighborhoods/cars/cell phones, co-opting neighbors to track RFID or EMF brainprints; using Electronic Warfare surveillance/tracking/assaulting systems on drones, planes, commercial planes, and helicopters;
–via “Official” Dismissal/Discrediting of testimonials: misdiagnoses by psychiatrists, orders to local law enforcement to withhold assistance, and cast all reports by experimentees as delusional, requiring of Psychiatric evaluation/commitment.
PRESENT-DAY CRIMES OF GOVERNMENT & MEDIA REFUSAL TO INVESTIGATE REPORTS OF NON-CONSENSUAL HUMAN EXPERIMENTATION
Members of Congress, State Representatives, city council members and local governments have generally failed to investigate reports from constituents of covert experimentation. Media –mainstream media outlets–have failed to report. Are they prevented from addressing these by considerations of “classified research” in the name of “National Security”?
Government-controlled media such as The Washington Post have miscast reporting experimentees as mentally-ill–clearly the Governmental PsyOp of choice, to silence witness of this ongoing secretive, “classified” brain experimentation. Disinformation sites such as Wikipedia and Rational Wiki go to elaborate lengths to portray reporting experimentees as mentally-ill. Are these attempts to protect this research, for consideration of “National Security”?
PRESIDENTIAL COMMISSION BIO-ETHICS VIOLATIONS
President Obama’s Commission for the Study of Bioethical Issues, tasked with evaluating human subject protections for participants in Federally-funded research programs, has failed, as of the present day (May, 2016), to evince interest, report, or investigate accounts of experimentation presented publicly or via email by hundreds of Americans. A letter sent to commenters by the Executive Director after two of their early meetings, in 2011, stated it would not hear further testimony from people reporting covert assault with electromagnetic weapons, and suggested this was a “law enforcement, regulatory, or legislative” issue, rather than an issue for bioethicists studying human subject research protections to worry about.

INFORMED CONSENT NOT REQUIRED IN CLASSIFIED RESEARCH
Informed Consent in classified human subject research was never made a requirement, and still isn’t. This, despite the revelations of the government’s radiation experiments on unsuspecting patients in the ’40s and ’50s, the Tuskegee syphilis experiments, the Guatemalan radiation experiments, the CIA’s MK ULTRA experiments. Although President Clinton apologized for the abuse of citizens in the horrific radiation experiments during the Cold War, he did not lift then-extant protections for classified research. In consequence, classified research remains authoritarian and cloaked, offering continuous opportunities for predation and abuse.
2009: Outlaw Nonconsensual Human Experiments Now 2009 Article in The Bulletin of Atomic Scientists by Cheryl Walsh, Founder of MindJustice, on the fact that despite the 1997 Clinton Advisory Committee Report on Human Radiation Experiments, the Memo, the study, nothing really changed.
“So while it seems crazy, it’s true: Today, in a country that for the last eight years has been defined by questionable intelligence-gathering techniques and interrogation methods, the U.S. government is no more restricted in carrying out nonconsensual, classified research on human subjects than it was after World War II. Thus, it’s time for the Obama administration to reexamine the guidelines for classified experimentation on human subjects and close any loopholes that would allow a person to be unknowingly subject to experimentation. In fact, a prohibition on waiving informed consent in classified human-subject experiments should be the centerpiece of any new legislation–the waiver of this right being perhaps the most offensive aspect of the Cold War research programs. “

“The Signals Intelligence mission of the NSA has evolved into a program of decoding EMF waves in the environment for wirelessly tapping into computers and tracking persons with the electrical currents in their bodies. Signals Intelligence is based on the fact that everything in the environment with an electric current in it has a magnetic flux around it which gives off EMF waves.
The NSA/DoD [Department of Defense] developed proprietary advanced digital equipment which can remotely analyze all objects whether manmade or organic, that have electrical activity. “

THE 1994 INITIATIVE BY PRESIDENT BILL CLINTON TO REPORT ON HUMAN RADIATION EXPERIMENTS
Clinton’s March 27, 1997 memo to various Federal agencies, titled
“In January 1994, I established the Advisory Committee on Human Radiation Experiments (the “Advisory Committee”) to examine reports that the government had funded and conducted unethical human experiments during the Cold War….
The Advisory Committee acknowledged that it is in the Nation’s interest to continue to allow the government to conduct classified research involving human subjects where such research serves important national security interests....
This memorandum implements these recommendations with some modifications. For classified research, it prohibits waiver of informed consent and requires researchers to disclose that the project is classified. For all but minimal risk studies, it requires researchers to inform subjects of the sponsoring agency. It also requires permanent recordkeeping.… Read the whole text here.
“There are indications that in some cases:
(1) some subjects may not have been notified that they were participating in an experiment;
(2) some subjects may not have given proper informed consent;
(3) certain subjects gave consent, but may not have been fully informed of potential health consequences of the experiment;
(4) experiments were conducted with disturbing frequency on subjects from vulnerable populations: poor people, elderly people, retarded persons, infants, prison inmates, and hospital patients suffering from terminal conditions; and
(5) some experiments served no apparent therapeutic medical purpose.”

DUCK AND COVER(UP): U.S. RADIATION TESTING ON HUMANS by Tod Ensign and Glenn Alcalay
“If you have any lingering thoughts that the government’s failure to disclose radiation experimentation on humans was driven by misguided national security concerns, throw them in the nearest nuclear waste dump. At least some officials knew what they were doing was unconscionable and were ducking the consequences and covering their tails. A recently leaked Atomic Energy Commission (AEC) document lays out in the most bare-knuckled manner the policy of coverup. It is desired that no document be released which refers to experiments with humans and might have adverse effect on public opinion or result in legal suits. Documents covering such work field should be classified `secret,’ wrote Colonel O.G. Haywood of the AEC. *1 This letter confirms a policy of complete secrecy where human radiation experiments were concerned. “
“In 1986, Rep. Edward Markey (D-Mass.) released a report detailing human radiation experiments that AEC and its successors conducted between the 1940s and the 1970s. Many were designed to measure the effects of radiation on humans, and according to Markey, American citizens thus became nuclear calibration devices for experimenters run amok. The Markey report, American Nuclear Guinea Pigs, described 31 grisly experiments involving 695 people who were captive audiences or populations that some experimenters frighteningly might have considered `expendable.’ When the Reagan administration refused to investigate the disclosures, the Markey report was quickly forgotten. There was a massive public relations relationship that existed between the [Reagan] administration, the defense contractors and experimenters in America, charged Markey, that worked very effectively throughout the 1980s. I’d say something, and I’d get attacked, and it would be a one-day story. “ Read the whole article.
Democracy Now’s Interview with Eileen Winsome, the investigative reporter who broke the story about the radiation experiments on humans, prompting the DOE to confess and bring the story to light: Plutonium Files: How the U.S. Secretly Fed Radioactivity to Thousands of Americans
Excerpt: EILEEN WELSOME: The sad part about and the tragic part about Elmer’s story is that nobody believed him. He went to his doctor and told him, you know, “I think I’ve been injected with something.” His doctor diagnosed him as a paranoid schizophrenic at the same time that he was conversing with the atomic energy scientists in Argonne National Lab to provide them with tissue samples and —
AMY GOODMAN: Wait, wait, wait. His doctor said he was a paranoid schizophrenic at the same time his doctor was providing Elmer’s tissues to the government scientists doing the experiment?
EILEEN WELSOME: That’s correct. That’s what the medical records show. So, Elmer was not only used in 1947 when he was injected with this radioactive isotope, but he continued to be used as a guinea pig for the rest of his life. Read the whole transcript/watch the interview.
“In 1994, following the publication of a series of articles on the plutonium injections, President Clinton appointed an advisory committee on human radiation experiments to investigate the matter and gave it access to thousands of secret documents. Jonathan D. Moreno, a biomedical ethicist at the University of Virginia, worked for the committee, then went on to examine the broad history of experiments that the United States Government had secretly conducted on human subjects in the interest of national security from World War II through the cold war. The result is ”Undue Risk,” an earnest, often chilling account of experiments with chemical and biological agents as well as radiation, and of the policies — or, more accurately, lack of policies — that long governed them.”
RECENT FAILURES IN HUMAN SUBJECT PROTECTIONS (1990S TO PRESENT)
“Failures of the current system for protecting human subjects have resulted in fatal outcomes for some human volunteers in clinical trials and government shutdown of research at the universities involved. High profile cases, such as the 1996 death of Nicole Wan at the University of Rochester, the 1999 death of Jesse Gelsinger at the University of Pennsylvania, and the 2001 death of Ellen Roche at Johns Hopkins University were each carried out with insufficient safeguards to adequately minimize risks and protect healthy volunteers. “
“Experimentation on human beings is not the work of a few aberrant doctors; it is systemic, because it is the system by which modern western medicine works. Exposés of outrageous experiments, such as Dr. Henry Beecher‘s book, Research and The Individual, written in 1966, often endorse research on human beings. Dr. Beecher wrote, “The well-being, the health, even the actual or potential life of all human beings, born or unborn, depend upon the continuing experimentation in man. Proceed it must; proceed it will. ‘The proper study of mankind is man.'””
SECRET, CLASSIFIED HUMAN SUBJECT EXPERIMENTATION BY THE CIA, PRIVATE INDUSTRY, AND ACADEMIA — EARLY 20TH CENTURY TO PRESENT; MKULTRA, MIND CONTROL, BEHAVIOR MODIFICATION, ETC.
Extensive links to resources at this site. “Although the CIA insists that MKULTRA-type experiments have been abandoned, 14-year CIA veteran Victor Marchetti has stated in various interviews that the CIA routinely conducts disinformation campaigns and that CIA mind control research continued. In a 1977 interview, Marchetti specifically called the CIA claim that MKULTRA was abandoned a “cover story.”
MK ULTRA: Excerpt from Appendix A of the Select Committee on Intelligence report on “Project MKULTRA, The CIA’s Program of Research in Behavioral Modification,” issued in 1977: COVERT TESTING ON HUMAN SUBJECTS BY MILITARY INTELLIGENCE GROUPS:
A Commentary on MKULTRA and the participation of Universities in these secret human experiments by Dr. Aubrey Blumsohn, Scientific Misconduct Blog:
“MK-ULTRA set the standard for later industrial-university collaboration. It set the most important precedent for the collusion of academic leadership and civilized government with scientific misconduct. It was the most flagrant violation of the just-signed Nuremberg code of ethics. These events of 50 years ago provide a key to understanding the problems we face in 2008.
Although there are some conspiracy theories surrounding these research programs, the basic facts are well documented. In the next few posts I will discuss some aspects of MK-ULTRA research, the documentation, how Universities were co-opted, and some of what we know of similar programs in the UK and Canada. Our current crises flow directly from the choices we made in the past.
MK-ULTRA research was carried out with the quiet acquiescence of official medical bodies and with the active collusion of many individual academics. It involved at least 30 Universities. It is not hard to conclude that many of the experimenters were frankly evil. Many were awarded high honours, and no physicians were ever punished for the gross ethical violations which occurred. It has taken more than 40 years for the facts to emerge. There was not a single “whistleblower”. “
“All MK-ULTRA documents were destroyed on Jan 31 1973[7,8] on instructions from CIA Director Richard Helms. Helms subsequently admitted having ordered the destruction. This hampered complete understanding of the many projects funded. However, the attempt at destruction was only partly successful because a cache of MK-ULTRA documents was later discovered.
In June 1977 a bundle of MK-ULTRA documents were found. These had escaped destruction, apparently by mistake. The Senate Select Committee on Intelligence held a hearing on Aug 03 1977 to question CIA officials on the discovered records, many of which have since been made public. They tell a compelling story of criminal medical acts that occurred with the acquiescence of Universities, medical leadership and individual academics. From these documents and other government investigations, the names of many of the involved academics and Universities are now known.”
“Names matter and faces matter. Naming is part of the way in which we quality control any properly functioning system.
I have wondered how many executives of Eli Lilly, Schering Plough, Merck and GSK, or academics such as Martin Keller have stopped to consider what their children might think of them in years to come. Such individuals should expect to have to answer questions. They should not expect anonymity, particularly when people die or are injured as a result of their actions. They should expect to be judged by their children, communities, shareholders and religious organizations.
Ordinary people deserve some degree of anonymity. Executives of corporations and Deans of Medicine are not ordinary people. Those who place themselves in positions of moral authority as “regulators” are not ordinary people. “
“Several pharmaceutical and chemical companies assisted MK-ULTRA and the US military to produce agents that were designed to kill or to incapacitate.
This Pfizer document “Research on New Chemical Incapacitating Agents“. Part 1.” By Chas. Pfizer and Co., Inc., (under contract to the Army’s Chemical Research and Development Laboratories) dated Jun 30 1964 and declassified on Apr 16 2001 explains the intent.
In this report, Pfizer (then called Chas. Pfizer & Co., Inc.) discusses its first year of research under its contract to create incapacitating agents, which produce tremors, dysphoria, confusion, muscle fatigue, pain, vomiting, diarrhea, difficulty breathing or swallowing, hypersensitive skin, dangerously low blood pressure, and – most importantly – retrograde amnesia. “
“Experiments on “unwitting” humans involving LSD and other agents were also carried out in the UK.
The tip of that iceberg is visible through cases which have come to court. In February 2006 three UK ex-servicemen were given compensation after admissions that they had been given LSD without their consent in the 1950s as part of torture related research at the Porton Down military medical research base. They had been lied to about the experiments for 30 years.”

“This mind control summary is based on astonishing excerpts from three landmark books: Bluebird by Colin Ross, MD; Mind Controllers by Armen Victorian; and A Nation Betrayed by Carol Rutz. The authors provide hundreds of footnotes to support their thorough research. Their revealing information is derived largely from 18,000 pages of declassified CIA mind control documents.”
“Nonlethal technology becomes important in a discussion of mind control, as it involves something very close to it, in a form which might be used to control large populations. The propaganda aspect of “humanitarian warfare” is merely a sideshow; it’s the technology itself that enlists the enthusiasm of Pentagon planners and law enforcement officials. Much of this “friendly force” technology involves electromagnetic fields and directed-energy radiation, and ultrasound or infrasound weapons — the same technology that’s currently of interest in brain-stimulation and mind-control research.
A partial list of aggressive promoters of this new technology includes Oak Ridge National Lab, Sandia National Laboratories, Science Applications International Corporation, MITRE Corporation, Lawrence Livermore National Lab, and Los Alamos National Laboratory. In the 1996 defense authorization bill, Congress earmarked $37.2 million to investigate nonlethal technologies. And this money looks like a mere ante in the game.”
CIA’S ACTIVE PURSUIT OF SECRECY IS AIMED PRIMARILY AT PREVENTING AMERICAN PUBLIC FROM KNOWING WHAT IS GOING ON
(Paper presented to the Ninth International Revisionist Conference)
““How are the American people ever going to know what the truth is? How are they going to know what the truth is about what we are doing and have done over the years?” he said. “We operate in secrecy, we deal in deception and disinformation, and then we burn our files. How will the historians ever be able to learn the complete truth about what we’ve done in these various operations, these operations that have had such a major impact on so many important events in history?”
“I couldn’t answer him, then. And I can’t answer him now. I don’t know how the American people will ever really know the truth about the many things that the CIA has been involved in. Or how they will ever know the truth about the great historical events of our times. The government is continually writing and rewriting history – often with the CIA’s help – to suit its own purposes.”
(From Full Disclosure, 1986)
“ It would be a terrible embarrassment to the CIA if all of the extralegal and illegal activities they took became public.”
“There is a second reason for secrecy. That is that if the public doesn’t know what you are doing you can lie to them because they don’t know what the truth is. This is a very bad part of the CIA because this is where you get not only propaganda on the American people but actually disinformation, which is to say lies and falsehoods, peddled to the American public as the truth and which they accept as gospel. That’s wrong. It’s not only wrong, its a lie and it allows the government and those certain elements of the government that can hide behind secrecy to get away with things that nobody knows about. If you carefully analyze all of these issues that keep coming up in Congress over the CIA, this is always what is at the heart of it: That the CIA lied about it, or that the CIA misrepresented something, or the White House did it, because the CIA and the White House work hand in glove. The CIA is not a power unto itself. It is an instrument of power. A tool. A very powerful tool which has an influence on whoever is manipulating it. But basically the CIA is controlled by the White House, the inner circle of government, the inner circle of the establishment in general. The CIA is doing what these people want done so these people are appreciative and protective of them, and they in turn make suggestions or even go off on their own sometimes and operate deep cover for the CIA. So it develops into a self-feeding circle.”

How well run are other CIA programs, such as targeted killing with drones or the secret effort to train and arm Syrian rebels?
“Even after an agreement on redactions was reached, Feinstein said, the executive branch made a last-ditch effort to stop the report from becoming public. And it almost worked. On Friday, Dec. 5, just days before Feinstein was to release the summary, she said, Secretary of State John Kerry called her to warn that embassies were likely to be attacked and Americans likely to die if the details of brutal CIA interrogations were made public. A classified intelligence assessment by the Office of the Director of National Intelligence said the same thing, though Senate aides say it was based on an incorrect summary of what was in the Senate report.”

Weaponizing Health Workers: How Medical Professionals Were a Top Instrument in US Torture Program Democracy Now’s Coverage of the Physicians for Human Rights Report “”Doing Harm: Health Professionals’ Central Role in the CIA Torture Program.”
“When it comes to torture, health professionals, United States health professionals, have done profound harm. This most recent report provides very chilling evidence — and we believe only the tip of the iceberg — that health professionals working for the Central Intelligence Agency, in addition to monitoring torture, in addition to devising these methods, conducted unethical and, we believe, illegal human experimentation. It was under the guise of somehow making this safer, as if it was possible.
But I think, as Natty alluded to, there may well have been other reasons and other motives for this. Basically, to provide a cover of that we had not crossed the threshold of harm, which is part of the definition of torture. But experimentation was done. We collected data, monitoring individuals who were being subjected to waterboarding and mock drowning. They collected data with regards to sleep deprivation. Data was collected with regards to whether these methods, in individual or in combination, increased pain.” Read the whole transcript/watch video.

“In his new book, “Pay Any Price,” Risen reveals how after the Abu Ghraib torture scandal, the APA formed a task force that enabled the continued role of psychologists in the torture program. There has been a deep division within the APA’s policy on interrogations for years. Unlike the American Medical Association and the American Psychiatric Association, the APA never prohibited its members from being involved in interrogations.”
