A recent Defense/Air Force solicitation found at Sam.Gov, an official website of the US Government–System for Award Management–dated May 2023 and closed currently which suggests the contract has been awarded–reveals the Air Force has been interested in the “prevention of cyber harassment and technology facilitated sexual harassment and sexual assault”, proving what thousands of whistleblowers and reporting victims of Military and Police and Intelligence crime–dismissed by such criminally and fraudulently acting Media as The New York Times, The Washington Post, Wired, The Daily Beast and the unlawfully-acting FBI and friends as Mentally Ill “Targeted Individuals”–have been reporting for decades now: electromagnetic rape and intimate, invasive, beyond-harassive assault and battery of their human bodies with remote-access Radio Frequency and Ultrasonic/Infrasound/ELF/Sonic technologies of various kinds.
[Note: The word “victim” here is being used in the general current plain-English sense of “victim” and not in the depleted sense in which it appears to be used in human rights law nor in Luciferian, human-sacrifice-centric visions of that word, as described here at the University of Pittsburgh’s Keywords Project, a larger subject for discussion another day given the peculiarity in conception of “victim rights” and “victim status” in failed “law” systems. Those harmed by crime have fallen prey to criminals: the criminality here addressed (above) is military, police, intelligence, medical, and private sector crime.]
Preventing “Emerging Forms” (Really?) of Sexual Harassment/Assault Instead of Scrapping Amoral Quite-Emerged Tech Already
The horror of encountering such a solicitation is only exacerbated by the seeming intent, to “raise awareness and prevent emerging forms of cyber harassment and technology-facilitated sexual harassment and sexual assault in the Department of the Air Force (DAF)” suggesting, horrifyingly, that instead of scrapping the entire unlawful and unethical and inhumane and crazed “emerging technologies” industry permitting what all extant laws already forbid: rape, sexual invasion, sexual harassment, sexual assault–add in remote-access sexual stimulation and worse, along with bladder access, activation, and forced leakage from a distance–using horrific radiation and sound technology, the DoD and DAF, having sunk into Paleolithic barbarism have chosen instead to try to “train” their soldiers and pilots using video and film to [“not harass each other please but here are the weapons anyway” (?)] prevent “cyber harassment” and “technology-facilitated sexual harassment and sexual assault” IN the Air Force. Do they consider humans “cyber” now and will this extend to the general civilian populace as well? Or are they trying to roll in the horrors of intense and extreme cyberharassment and hacking they dole out to those they disappear as “TI”s?
And pilots are trainable now, to not use space telemetry, avionics, and microwave pulses from a distance to not sexually harm their ex-girlfriends and just about any woman they please? Or man–say a new boyfriend of their ex?
This is clearly another contract to investigate further–and to question. People alive today in America may want to wake up and recognize Remote Access Technology Assault including Technology Sexual Assault is here–any future left for our children? (None.) Human rights lawyers, writers of law, international lawyers, state assemblies and nationals, journalists, children, college-students, and newbies to the erstwhile corporate American workplace may want to plunge in here and excavate Ethics, basic Human Rights, historic Civil Rights, and Law for the aging criminals at the Air Force and CIA and DOD and DOJ (and Congress) to be reminded of, as these incipient projects in further bio-hacking mayhem are dismantled decisively and buried in the Backyard of the New America which surely is rising everyday.
The Air Education and Training Command is one of 9 Major Commands in the Air Force and is run out of Joint Base San Antonio (located at a few spots in Texas) the same base which has returned the major Directed Energy Bio Effects Research Air Force contract documents this writer is struggling to report on as she is battered everyday, completely illegally and unlawfully, with local A&B via RF HPM, Radar, ELF, Millimeter-Wave and 5G tech, a sad commentary on the horrific current state of affairs where people have accepted employment to engage as full-time assaulters and batterers using RF/sound tech in neighborhoods all across the USA and world.

Integrated Resilience and Interpersonal and Self-Directed Violence-“ISDV”
The extended description in this solicitation surfaces that the Air Force has an “Integrated Resilience” training division–which in connection with this unethical solicitation (essentially approving unethical emerged-tech which uses techno sexual harassment/assault and techno bio-brain hacking/attack in weaponized assault on human bodies, as millions will testify including this writer and the hundreds who have reported such to her, ) seems to suggest “Resilience” is springing forward with some paper training post assaulting and battering using unethical Techno Weaponry, and Integrated just means “we’re rolling it all in but hey, we’re not losing our deadly distant-assault weapons.” While the new fancy term from the DOD-CIA jargoneers there, “ISDV”, seems to stem directly from the Psychiatry-DSM Fraud Center for Endless Fascist Crime: “Self-Directed Violence” with its echoes of the constructed “Self-Harm” and “Interpersonal” curious indeed; perhaps the CIA-Psych’os who construct such criminal acronyms and aim to maintain the fraud-based criminal edifice of DSM Psychiatry are seeking to call violence from their Satanically-Scripted False Flag MK ULTRA operations interpersonal now instead of Neuro-Techno-Drug-Fraud-Fabrication-contrived, or perhaps Interpersonal there just means Neurotech-Activated Soldier or Pilot–just like the Neurotech-Activated Road-Ragers and Domestic-Abusers and “Targets” neuro-activated while on the phone or engaging in Family or Neighborhood Interaction in order to frame them as Aggressive, Irrational, Abusive et al. (Those targeted by the multiplicity of criminals we have in every city now on Earth and certainly in the USA are multiply and continuously harassed and framed.) And “Violence” is a term of art from the FBI handbooks for the criminally-framing; people are termed “violent” or “extremist” when they are targeted for removal from society, a historic construct known to sociologists and critics of sociology, and since 9/11 that term has gathered quite some traction from the “Countering Violent Extremism” movement as also the Counterterrorism Club for the Commitment to Crime and Cruelty (that’s the CIA-DHS penthouse as well as the DOD-DOJ floor beneath), and those in their sights are usually Brown Black Blue or any other color but the Nobly-Retained White, a carefully-cultivated oxymoron for the concealment of the Paperclips and Pinks from view. “Violence” like “Harm” therefore needs some tearing-down. We live in a Manipulated world today, not an Organic one.
Technology Facilitated Sexual Assault
Now one of the attachments with this solicitation at sam.gov (below) includes a draft Performance Work Statement which points to classic sexual harassment and assault, and online harassment, but it is possible that the reality of actual “technology facilitated sexual assault” is being addressed here without overt revelation, in itself inexplicable; the Air Force is welcome to inform us otherwise if needed; however clues left in here include EMSEC–Emissions Security and CUI-Controlled Unclassified Information, which point to Intelligence concealments. The use of electromagnetic weapons in weapons-testing programs on people and animals has recently been declassified by the Air Force. Surfacing electromagnetic sexual harassment and battery with the use of these weapons on defenseless citizens shouldn’t need to be controlled or concealed.
Note: 11:22 am, July 8, 2024: After I wrote those words and switched off my computer and set about checking doors et al as I readied for bed (still being permitted to sleep a few hours each night by sleep-deprivers who usually attack closer to dawn), standing by the back door, I noticed a rather loud sound steadily getting louder and discerned, accurately, a plane was approaching. Peering through the night, unable to run get my cellphone, I witnessed the very loud and large and close (military I presume) plane thundering quite speedily and directly overhead before disappearing into the thick of chemtrailed Quincy haze to my right (over Beale and heading south), flashing a mercury white and red in passing as it left, almost as if it were seeking to send a message of some kind (in cryptic flickering code I couldn’t decipher) as it rushed away. Clearly, I had hit a Nerve of some kind with those last few lines, delivered out of my nonstop neurotech’d brain as I struggled for probably an hour to compose 3 or 4 sentences I think, while being blasted from above (attic window) and behind (several questionable black sedans, vans, SUVs on the street) and in front (the Lis) vibrationally and thermally both, in obvious intent to emasculate the writing.
11:31 am, 7-8-2024: Further, two apparent fighter planes have driven above me just now, in quick succession, literally flying over my head in my backyard as I seek to breathe fresh air, forced out by numerous 5G installations in garden sheds, parked cars and possible parked drones aiming at heart-congestion, sinus flares, bone cancer, and other such.
I report these facts because it appears to be the right thing to do, under the circumstances. And I will certainly follow up on this solicitation which is giving the Air Force such momentum. For behind the Air Force is Intelligence, and no, it cannot be Central forever, and it cannot drive radiation weaponry into my bones and tissue forever. Nor my life.
11:39 am: I must also report what I have recorded on a v-log at time of happening: I was blast-hit at the heart last night while a drone suddenly circled high at 9:22 pm (still working on the 2013 DEBR contract) and then a plane–what I’d often thought was a FBI surveillance plane, reported as scissor-flicking white–plunged over the house and across the backyard and down south (same direction, not as fast but I had no phone in hand then either) at 9:32 pm, a rather handsome long-limbed Air Force plane I thought–maybe GDIT, maybe Raytheon–but scissor-flicking away, and clearly one which had hovered over the house when I came to the front last night. CIA, FBI, Private? In addition to Air Force that is–for surely there is an Aviation connection here, especially with planes. But they seem to all be holding hands together.

A new report to accompany the Massachusetts Community Policing and Behavioral Health Advisory Council report addressed briefly here has been released: Massachusetts 911 Call Study: Assessing the Potential to Divert Behavioral Health Calls to Alternative Responses dated June 30, 2023 and published online just recently at the Massachusetts Government’s Executive Office of Health and Human Services, Community Policing and Behavioral Health Advisory Council.
This study, conducted by the Department of Mental Health–supposedly on behalf of the Executive Offices of Health and Human Services and Public Safety and Security in their ongoing quest to engage in sweeping “Behavioral Health Reform”–and rather haphazard in sample size and sample itself (See Study Methodology, pages 17-19), has sought to examine the nature and outcomes of a certain number of 911 “behavioral health crisis” calls, with particular interest in rationalizing traumatic forced hospitalizations, exonerating police participants, and surfacing expanding programs (as if very new and Emerging–a word often used to typify AP-DEW use in local, civilian settings) involving the use of “clinicians” and “co-responders” to accompany police officers responding to “behavioral health crisis” calls: this practice of combined crisis-creation aiming to terrorize doubly on Law and Psychiatry fronts termed “alternative responses” and virtuously involving The Verbiage of Care professing to save innocent–or previously well-traumatized–victims aka imminent-patients in supposed throes of (generally) unimaginable “psychosis” from the brute terrorizing of armed thuggery (i.e., “Law Enforcement”).
Very similar in scope and focus to the Community Policing report, what’s essentially pointed to is an expansion of “crisis system” services over the past three years since the COVID-19 storyline began, and a sudden fixation on “behavioral health” as being behind most crisis calls and requiring the most attention, by Law Enforcement and Mental Health both.
“Behavioral health conditions” are later mentioned, here and there, as supposed chronic accoutrements to existence that some special folks are saddled with–no mention of course of activating 5G frequencies via bursts from cell towers, neuro grazing from nerve strike weapons on sides of heads, pulse shots from local microwave weaponry in vehicular and residential installations to activate humans–babies to toddlers to “troublemaker” mothers picked out by School Boards for sacrificial destruction, mass shooters revved to high gear with excess energy and bio hacking for rage and “out of control” frequencies. Activation across a range ensuring altercations, confrontations, exchanges of hostility in neighborhoods, families, workplaces.
Some excerpts from the report, below, offer some context to the Emergency and Crisis call system in Massachusetts, originally under Public Safety but seemingly now gravitating to Mental Health.
You Must Get TREATMENT; Everyone Must Get Treatment
The fixation on “Behavioral Health” in particular leads to a more sinister, repeated focus as this report gets underway, and that is on “behavioral health TREATMENT.”
A variety of euphemistically clad options inclusive of services offering “crisis intervention” “crisis assessment” “crisis stabilization” via “Mobile Crisis Intervention” “Community Behavioral Health Centers” “Jail Diversion Programs” “Restoration Centers” and “community-based responses” involving Mental Health and Public Health Departments funding Public Safety programs are reported.
Police and Mental Health Mavens Seeking to Become Each Other
Close examination of some of these programs and initiatives, the verbiage reporting them, and the grants that have brought them into being over time reveals a rather extraordinary interest in transforming police officers into “behavioral health” correctors, and mental health executors into police and corrections officers.
The Department of Mental Health, for instance, is busy funding programs to train police to engage in “crisis intervention” “co-responding” and “jail diversion,” implying, further along, that people recorded as being in the throes of supposed “behavioral health crises” are being diverted from jail when they are forced into ambulances and taken to hospitals for “medical check-ups” aka (also known as) forced psychiatric evaluations.
The graph below shows in fact that Jail Diversion Program grants are at an all-time high, and began to be offered by Mental Health in 2007, curiously, one year after Air Force Secretary Michael Wynne made his famous public remark “Test Non Lethal Weapons on Americans first” in 2006, and Anti-Personnel Directed Energy Weapons Testing began to be reported all over the USA (see my US and NATO Weapons-Testing thread): stealth military electromagnetic and acoustic technologies, used on bodies and brains, causing great physical harm, and hidden from use by the very fusion center contractors–third party contractors, working on Army, Navy, Marine Corps, Air Force contracts with State Police–now operating these weapons distantly referred to as “technologies” under the aegis of “Public Safety.”
Public Health is Funding Public Safety to help Police hand Mental Health Clinicians Police Powers
Across Massachusetts, it appears that “behavioral health,” the new “Public Safety” obsession is being presented as a community concern, funded now by the Department of Public Health–the intent again being “clinical support” (forced ambulation, hospitalization) referred to as an “alternative” response but essentially involving police presence, first-responder, co-responder teams and implying the threat and use of force.
The numbers noted in the companion Community Policing report suggest high numbers of captures every single day into Emergency Departments while the language of reportage reveals Cover: “Boarding” in Emergency Departments being a euphemism for forced incarceration (stacking in corridors really, as per my own witnessed and experienced awareness, in April 2022 at Carney Hospital, Dorchester, Boston, and December 2022 at South Shore Hospital, Weymouth), and “awaiting inpatient behavioral health placement” not merely a euphemism but criminal misrepresentation of the facts, since captured people are being held against their will in forced incarceration in plain sight in hospitals, and all efforts are being made by Medical Staff (supported by hospital security guards–uniformed, armed mercenaries practicing brute force on psych-labeled captives)–who have also become unvarnished criminals, handed police powers by police and mistaking themselves for prison guards, white-coated slavemasters with whips, and corrections officers–to hold them interminably there, with no hope of actual healthcare or escape in sight.
The creation of a separate Center for supposed Restoration of youth and adults 18 and above “in a behavioral health crisis” involves “crisis care planning” and “treatment initiation”: In other words, no escape from forced medication. “Acute stabilization” through overnight or extended stays similarly implies forced drugging and loss of freedom.
Massachusetts 911 Call Study: Assessing the Potential to Divert Behavioral Health Calls to Alternative Responses
Now, since when did “Behavioral Health” become a primary issue with Public Safety?
The Massachusetts 911 Call Study reports that more than half of the 911 calls studied were “Section 12” calls: forced transports to hospitals on false claims.
Notably, several ventures are being proposed and set up: a separate Behavioral Health help line, a separate Suicide and Crisis line, the “jail diversion program” and the use of clinicians on police trips to answer 911 calls.
These new offerings are being marketed with flashy graphics and text–advertising copy and slogans in plain view (findable on Mass Gov websites if you keep digging past the cyberhacking to lose your Browsing History)–apparently desperate to entice all the lonely, bored, miserable in Massachusetts with seducing promises of Someone to Talk To, Someone to Respond, Someone to Offer Cake and Sleep-Inducing Wine–mainly, Someone to Slap a New Psych Label on you, Chemically Restrain (Haldol’ate) you, and Ensure Harma Drug Addiction and Forced Medication for Life:

There were other calls that resulted in hospitalization though, and how did those happen, one wonders. Well, answers can be found scattered here and there, as appears to be the MO of the Mass DMH, keen to publish reports no-one can read, using sample studies no-one can believe: In this case, “Evidence-Based Practices” and “Criminal Legal System Diversions” offer a clue–the trusted and true ever-immediate resource of Family is often the bringer-in of Force, Trauma, Terror, Homelessness, Forced Medication, Forced Transport, and Forced “Boarding” in Freezing ERs under guise of “crisis interventions,” “brief interventions,” caving to bullying LEOs showing up at doorsteps with promises of “Processes,” and “record(ing) everything in sight and sound with cell phones” (while ensuring protection from Victim-Assault with travelling Bodyguards–buffing up Muscle and Height at the front door).
The Massachusetts Association of Mental Health lists a few “Evidence-Based Practices” found particularly delectable by the supposed Educated in Massachusetts and well-known in these parts:
The Criminal Justice Diversion Issue of MAMH’s May 2021 Issue Brief, filled with pious meanderings on police brutality needing to be avoided highlights Family and Bystanders (also piously profiled, apparently minus the famed Bystander Effect–but very much Plus the Street Theater/Directed Conversation/Intentional Yelling Effect) as prime entry points for those they wish to disown, evict, disinherit, dominate, disappear into the “Behavioral Health System” AKA Maximum Security Prison missing Human Rights but playing “Services.”
Untreated Severe Mental Illness: A Cover to Hide Shielding & High-Frequency Assault from EMF Surveillance and Police-Military Technology
A fascinating pamphlet filled with interesting tidbits from Police and Commission surveys and files, the CJ Diversion Issue notes that in a survey of Middlesex County police occupation “up to 75% of officer time may be spent on BH calls for service” — very few actually logged as such apparently (and Police Chiefs were surveyed for this extraordinary statistic) which means Police Chiefs and Police Loggers are carefully refraining from logging BH calls as BH calls–as well they should, given that embarassing volume–about which a further clue emerges from the “Untreated Serious Mental Illness” statistics, graphically marked, which essentially tell us (the very small figure of) 1 in 25 or 12 million Americans are targeted with AP-DEW–the Police Euphemism for “Untreated SMI” (Newsflash: Police are out there Using, Abusing, Permitting, Sanctioning, Outfitting AP-DEW on pretty much all 300 million Americans, but they must promote Covers of more restrained numbers being found to be increasingly Mentally Ill in America, now that Neuroweaponry, Urban Warfare, and Electromagnetic Warfare are here, and Nazi Family Members are needed to disappear the Always-Others, the so-called Rebels, the Defiant, the Iconoclasts and Artists, Musicians and Poets, the Writers and Journalists, the Actors and Filmmakers, the Activists and Questioners, the Above-Average-Intelligent or just the Brown/Black while Intelligent or even the Poor White and Disinherited); the entire “Police Process” of getting Treatment to the Untreated SMI crowd is being run via Section 12s and/or family collusion. “Untreated Serious Mental Illness” in other words–a Lie and Cover both–can be taken to mean Targeting with Undisclosed AP-DEW/Neurotechnology by your friendly neighborhood Fusion Center on those selected for life-takedown.
This Criminal Justice Diversion issue, a historic revisionist and absurdist tome for the Ages, needs to be read line by line to be believed; completely devoid of actual police, fusion center, surveillance, AI brain experimentation context and electronic warfare now renamed electromagnetic warfare context, it reflects the Lying Reality in which we live–where government, police, and courts freely and unlawfully use deadly AP-DEW and Neurotechnology on the populace yet refuse to be open about it.
Reading between the lines, and calling on reports from the field–as reported often at my channels and site over the past 10 years–it appears that “Behavioral Health Crises” are being induced technologically, with activation of people loaded with nano-graphene from vaccines, non-consensual implants, nano and micro, and with chakra-hacking or biofield/energy field hacking, brain or neuro-hacking, bio or body-temperature-hacking using high-frequency EMF–RF HPM (radio frequency high powered microwave)–weapons tested non-consensually for at least the past three decades on people, now being operated on people, and with the use of family, community, neighbors engaging in street theatre/directed conversations to jointly harass, provoke, induce frustration, high emotion, altercations, confrontations, emotions that range from depression to anger. “Public Safety” contractors have access to this technology, as also local police.
“Treatment” involves Public Health action and Behavioral Health action; not merely drugs today but vibration technologies; high-frequency drug signatures administered through “Public Safety” implants and radio frequency generators, cell phones and cell towers to induce the same effects as psychiatric drugs: placidating, quieting, closing off awareness, burying intention, power in being, will; fibrillation using defibrillators, now being presented in Massachusetts as “police technology” as noted here on a Massachusetts government web site: Automated External Defibrillators Equipment Program, not confessed publicly as in use on people as Fibrillators, but which this writer certainly can attest has been used on her over this past year–completely non-consensually, and harmfully.
This is a subject needing separate coverage but it looks currently like some use of other Electronic Weapons in Massachusetts, which includes Conducted Electrical Weapons such as Tasers, is now not merely acknowledged but being permitted for use by civilians with a firearms license–proving that police department and fusion center contractors have and are using these weapons. Yet not all electronic weapons–for deterrence, crowd-control, Public Safety, Public Health, Behavioral Health–are being acknowledged, openly and transparently; this is still an area for direct questioning of Boston and city police.
The covering up therefore of decades of cruelty in experimentation and operation of electrical and electromagnetic weaponry on people’s bodies, Artificial Intelligence neural-network-mapping of people’s brains seems to involve the same DEW/neurotechnology now being rolled into Public Safety, Public Health, Behavioral Health, Mental Health: a scenario which must be investigated, exposed, halted in its entirety.
Roadmaps to Behavioral Health Reform
Currently, Communism in the state marches on as roadmaps to reform indicate centralizing of calls and processes, protocols and response.
Behavioral Health–not health clearly but political intent to selectively subjugate and repress Intelligence, Dynamism, Soul Power, Social Power, Individuation, Thinking, Questioning, Being, Becoming among the rabble, that’s We the People–is being woven into Health Insurance plans and Primary Care.
Two 2021 Baker-Polito Administration Roadmaps can be found online, the second posted below (Feb 2021) seeming to point the way forward for all of Behavioral Health via a Multi-Year Plan while the first (April 2021) focuses on Community Behavioral Health Centers, both posing as signposts but not blueprints per se, seemingly high-level, possibly misleading on many counts yet surfacing for plain-sight purposes what those in the throes of Delusion at the top of Pharaonic slave-making in the state–possibly well beyond the carefully appointed frontmen and women in Government–seem to intend.

Not confined to “Substance Use” alone, this report, the National Guidelines Best Practice Toolkit Executive Summary (pdf below) spells out the complex network of constructs designed to legitimize “Behavioral Health Crisis Care” as a thing, while in actuality promoting the use of armed mercenary coercion, essentially kidnapping and trafficking of people–including children and youth–into the so-called “Behavioral Healthcare” system.

Language in the FY 2024 Massachusetts Budget clearly shows that “non violent drug offenders” arrested for “non-violent crimes” (such as drug dealing or just drug-imbibing?) will be forced into Criminal Justice “drug diversion programs” involving “substance use treatment services”–meaning “Treatment” under the aegis of Public Safety, Public Health, Behavioral Health and SAMHSA, administered “in lieu of prosecution through the traditional court process” and involving “inpatient, outpatient, step-down recovery services”:
This suggests immediate subjugation and brain takedown through Psychiatry with Other pharmaceuticals, life-suppression, potential-suppression, as well as plausibly the classified vibration technologies and pharma-frequency vibrations now being rolled unseen into Public Health and Public Safety, essentially physical restraints and brain restraints, unspoken, undisclosed, involving next-door weapon-wielders, now also quietly known as “police technologies,” streamed out from drones, satellites, celltowers, portable devices in walls, houses, vehicles–and reported by thousands of “Targeted Individuals” both here in Massachusetts and around the world.
[As I write this, footsteps in the drive next door sound, I lift a shield to the left side of my head and hear the pulses on it sound, directly from the attic window of the man living next door 24/7 and aiming weapons at me, a car honks across from me on Norfolk, the next block over, a drone climbs above and a sharp pull hits my shoulder where the non-consensual implant, one of them, from South Shore Hospital–on a completely unlawful kidnapping, trafficking, defamation and slander venture involving Quincy District Court, Quincy Police, Brewster Ambulance (that’s City of Quincy henchmen, last December 20, 2022)–has been non-consensually placed, a hard pull on a nerve on my right breast makes itself felt, and sudden police sirens sound, perhaps for intimidation, perhaps to warn me to be silent as I question silently why I should be getting so much 24/7 “Criminal Justice” attention, as if I were a common criminal, a fugitive–as I shield; as if the message is, they will not let me shield, I cannot be kept from their military searching with obvious electromagnetic weaponry, I cannot take shelter in my own home. This is obviously the “Skin of Justice” engaging in massive human rights crime, and this is the kind of “Criminal Justice” system, Public Safety system, and Public Health system we have going in Massachusetts currently: which should be completely exposed, completely routed out, and completely ended.
And yes, I do not belong to Maritime Jurisdiction, I am on Land and Soil, very firmly, and yet am being treated this way, because these are Invisible Weapons; the System of Assault–which makes itself heard quite often–cannot be seen, and continues to seek Invisibility as it continues to pound me, a journalist, a writer, a mother, an older woman, and hundreds of thousands of others like me, older, women, educated, artistic, musical, poetic, scholarly, scientists, writerly, men too, and the young, children to youth, many without their knowing, including these young kids I imagine exist as I write: kids playing with drugs and then suddenly captured into this new terrifying system governed by Psychiatry, to be taken down for life. What is the solution?
Parents need to stand up for their children. Mentors in communities working with foster care children need to stand up for children. Children, youth, adolescents should not be grabbed by “Law Enforcement” and put into jail and criminal justice programs and detention centers; if crime is committed, they should be led outwards gently from crime and the law re-assessed to examine what the crime is; if it’s not crime, they should not be treated as criminals and left to languish for life behind bars. Mothers need to claim their own children as property under American Common Law and get them out of the foster care and court system. Youth need to spread the word. Every American needs to get on the Land and Soil–to avoid arrest and capture–as well as speak openly of what is happening here with the use of Stealth Technologies: the intentions here are feudalistic, enslaving, [loud LRAD hit on shielding to my left from right next door: 1:15 pm, December 28, 2023] social-suppression-intending, life-takedown, and eugenicist.]
These matters, evident in these documents and in this Budget verbiage indicate intended dictatorship and further tyranny–people from all sides here, both inside and outside this system need to become aware, stay aware, and say No to all criminality attempting foothold speaking the language of Safety, Security, Health, Justice. Crime is crime; human rights violations are human rights violations; the gargantuan repressions of Psychiatry, now leading Behavior into “Criminal Justice” through “Behavioral Health” need Halting, completely and absolutely.
People need to start calling a spade a spade and start asking their superiors why they are being asked to commit crimes using Invisible Weaponry on others while pretending to work for Counter-Terrorism, Crime Prevention, Public Safety, Public Health, Behavioral Health, Criminal Justice, or Homeland Security.
Budgeted Community Corrections Centers: For Children, Adults?
Just another aspect of note in this FY2024 Final Budget are the “community corrections centers” mentioned–something to further investigate, whether recent or established or new or impending, and their connections with the courts and “law enforcement”; Boston Police (on their website) appears to have a whole plethora of arts, humanities, mentorship and community offerings for youth: options, surely, better than “community corrections centers” although one must ask: Is it Police we should look to now, to offer our kids creativity, community, mentorship–in addition to Mental Health and “Behavioral Health” apparently?
Highly qualified, committed, passionate dedicated MFAs–who would both appreciate and greatly benefit from being guided and welcomed into true social service teaching positions among needy populations–graduate every year from local and national schools (Universities) with degrees in Art, Creative Writing, Music, Dance, Drama, Filmmaking, Screenwriting, Playwriting–and suffer to find jobs to survive, often marginalized for life as adjunct faculty in prestigious Universities or Community Colleges, forced to teach limited curricula in misled Public Schools, or slave as second-string technical writers and trainers among IT professionals in an intellectually starved milieu not capable of recognizing their art: These, not armed mercenaries, should be teaching and mentoring our youth, and Community Creativity Centers should be being budgeted for. Creativity however, is part of what is under attack today in America and worldwide–as it has been, apparently, for decades; this writer (an MFA and MBA, freelance and literary journalist, long-time adjunct faculty in English and Creative Writing) was running Creativity Workshops for children 7-12 (and sometimes younger) as well as art classes for kids in Quincy and Milton, Massachusetts when she was first selected by Boston FBI–via her daughter’s apparently racist, white-supremacist School Board in a Montessori school, Adams Montessori School–for life-takedown, AP-DEW-Testing (that’s Military Electromagnetic Weapons Testing on Human Bodies), and Neurotechnology and Artificial Intelligence Brain Experimentation, no consent requested or given, while efforts were made, using all manner of means including obvious Neurowarfare and Information Warfare on family and friends to affix False Psychiatric Labels (discussed more fully elsewhere) of Delusion, Paranoia, Grandiose Ideation, and other such on her so as to fully discredit, dismiss, and disappear her life and contributions to society.
MFAs therefore seem to be being targeted, rather than being celebrated, while writers like myself–from India, long American though, brown, accomplished, talented–are being disappeared, using Atrocity.
Children, youth, the disenfranchised–probably in high number brown like me, from other countries possibly, or “minority-American,” possibly also generationally blue-collar even if English or Irish or Italian here in the Boston area, possibly also Otherized if sensitive, artistic, dynamic, gay even if white-collar or White–or White-while-Intelligent, are being captured into “Behavioral Health,” “Public Safety” and juvenile-detention corrections centers, jails, marked for life–targeted for life-takedown too, when perhaps what they really need is just this in their lives: Creativity, community, mentorship, and not from the Police.
These are the kinds of crimes Police, FBI, DHS have been persuaded to commit–and these are all crimes which need to be fully exposed and ended. Who should expose them? The very parties currently concealing them–and committing them.
Section 12: Emergency Restraint and Hospitalization of Persons Posing Risk of Serious Harm by Reason of Mental Illness: Who Decides?
To capture the young, the questioning, the Brown-while-Alive let alone Brown-while-Intelligent, the mothers who Think, the fathers who are denied jobs and education, the indigenous, the genocided, the eugenicided, the ones who Speak when they should know better (mostly, being brown, black, Other in what appears to be a redneck and racist white supremacist state): essentially, the unlawfully Targeted in Boston and the whole of Massachusetts, there’s strictures and regulations, “processes” and protocols which perhaps our local police departments have mistaken for Law or imagine can be passed off as Law the more they engage in them; it is a mistake to call police “Law Enforcement” and it is also a mistake to imagine any of this is Law or could be Law among human/e societies.
The “Section 12” (PDF below) which police quickly lay claim to, producing forms and filling them out, attributing “Paranoia, grandiose ideation, delusion, etc” where none exists, sailing by on their internally knighted “Mental Health Professional” status–whose underpinnings they are unwilling to share on Freedom of Information enquiries–needs to be openly questioned: is it Law? And how did it become Law? And who keeps to the strictures of this Section?
To start with, that opening subsection (a) requiring a licensed physician, nurse, psychologist, social worker to first examine the putative-BH-patient with their consent and thence pronounce them in need of 3-day hospitalization by way of risk of imminent harm to self or others doesn’t occur; no examination is made, no consent is given, no physician rides in police cruisers to capture the Brilliant, but apparently this subsection (a) permits these very licensed parties or a police officer to then arbitrarily go ahead and restrain and capture their quarry nevertheless, impliedly on basis of their varied licenses–complete hubris here; in actuality only police and EMS run these captures, and they don’t wait for examinations, nor permission, nor evaluation of risk, nor assessment of harm, they freely lie on forms, as do ambulance EMS, as this writer has experienced and reported herself, twice now (the second set of unlawful Section 12 incidents from December 2022 being fully reported, reports upcoming).
Then there’s subsection (b) which seems to imagine doctors and nurses in ERs at hospitals have ethics and brains and act on same; in actuality, doctors and nurses do not sign these application forms, nor do they provide instant Psych Evals, they freely engage in crime instead, as noted twice in this writer’s testimonials and many reports from the field, and work hard to move the captured populace into Psych Wards and Asylums, permitting “medical gassing”–as actually notated on the wall in the Carney Hospital Emergency Department–aka forced-medication instead, first stressing people out openly with long-term ER “boarding” to placidate and freeze, physically and chemically restraining people already thus made quiescent, knocking people out for no rhyme or reason, subjecting them to procedures unconsented-to and unrecorded. No “committee for public counsel services” is notified, nor is any attorney appointed or proffered, nor are requests for emergency hearings in district courts acknowledged or accepted.
Contrary to subsection (c)’s fond admonitions to facilities to proffer “voluntary imprisonment” as a menu item none of this occurs, nor are “3-days” ever mentioned nor kept; ERs and hospitals–that’s Psych Wards or Asylum units–both seem to want to treasure their victims for life, and it becomes a daily Dancing with Wolves to try to escape everyday (as this writer well knows and will never fail to withhold, in current or future writings).
Subsection (d), another 3-day hope, is not kept to; people captured on these Section 12s, who may be young teenagers without a clue may be being held interminably because 3-days are not mentioned; children therefore are especially at risk from this so-called Law. No-one who has been captured, kidnapped, trafficked is going to stay in a maximum security prison on “voluntary status.” In my case, both in April 2022 and in December 2022, I was not discharged as required by this subsection, despite verbal and written requests and reminders.
All above subsections are filled with loopholes and non sequiturs; they may have been written down as law but they are not lawful.
As indeed is Subsection (e) which is frankly unlawful, nor are the protocols it prescribes kept to. An invitation to “any person” to seek to incarcerate or mental-illness-confine any other person on any grounds, by way of making such a determination themselves, is an invitation to crime, and indeed that is what results–as this writer has personally experienced and will shortly detail in full.
6:56 pm, 12-30-2023: A drone appears to be mulling about in the backyard. A helicopter just flew across, and a plane a few minutes earlier, around 6:46 pm, while I became aware I was being neuro-hacked for Narrative Disruption. I haven’t finished yet, but the writing of this piece has been attended by much vehicular and Precision Strike mayhem on left arm (nerve hits), left elbow (nerve hits), heart tags (non-consensually implanted at South Shore Hospital last December 20, 2022 by obvious Mafiosi criminals running a non-consensual forced EKG on me–Military Medicine specialists? US Navy Weapon Wielders?), blasts of heat from my laptop and on my face–source appearing to be frantic HIgh Powered Microwave pulses at extra high intensity from houses opposite and beside, zoomers, cell towers and antenna systems. Less than Lethal technologies inclusive of Acoustic Neurotechnologies, Radio Frequency (RF) Millimeter wave, infra-red, and magnetic surveillance and metal detection systems have been acknowledged by DARPA and the National Institute of Justice to have been developed and tested in the United States of America, overtly or acknowledgedly from 1994, according to declassified document reports released by DARPA in 2018 including this one, covered here earlier:
These are counter-personnel technologies, specially aimed at people.
They are also the very kinds of technologies avidly denied by the CIA, mainstream media, and Intelligence agencies worldwide, all rushing to name reporters of such technology-use on them “mentally ill.”

The “Bureau of Diplomatic Security,” a police arm of the Department of State reportedly responsible for the protection of 275 State Department missions, is keen to “detect and mitigate terrorist threats to American lives and facilities” and is now “developing innovations in security training, cyber security, and physical security engineering.”
Checking the Department of State website briefly, one finds the US Govt has become the British Empire by stealth and is sending missions to UN and NATO bodies, all corporations, in regions apparently formed by the Club of Rome and Bilderbergers’ Agenda 21 UN in inexplicably intricate ways involving Mens-Club Diplomatic mayhem:

Disappearing Testing Operations While Revealing Them

November 2, 2023/Note: The DOS Less Than Lethal Defensive System Requirements Matrix document provided as an attachment to the published Less than Lethal contract opportunity announcement was repeatedly frozen out as I sought to access and examine it for commentary and possible posting here the day of publishing this article. What this document confirms is that Less than Lethal systems have now reached the level of COTS–Commercial Off the Shelf–systems, they are intended to be electrical and electromagnetic in nature, they have a software component, they are required to be installable outdoors as well as indoors, employ concealment for “low visual impact” and clearly are weapons systems intended to impact the human body.

“Less than Lethal” weapons as “Non Lethal Weapons” as “Intermediate Force Capabilities” as “Counter Personnel Directed Energy Weapons,” all Cover for Neuroweapons, Nerve Weapons, Microwave Weapons, Acoustic Neuroweapons, Radar Guns, and Conducted Energy Police Weapons–now extending further into Public Safety, Public Health, “First Responder” EMS, Homeland Security, and “Behavioral Health” vibrational and pulse-wave technologies, all for Behavior Modification–have been and continue to be used in acts of terrorism against the citizenry in the name of “counter-terrorism” in “Operations Other Than War” as the famed but unrevealing Reno-Deutch memo from 1994 implicating both the DoD and the DOJ has documentedly permitted.
This essentially means we are being Warred-On, and have been, for a long time. People occupying elitist niches they’ve reserved for themselves alone [“Thinking belongs to Us Alone”] need to start speaking out about this invisible Human Control Electromagnetic Radiation and Sound Weaponry in every arena of their conceptualization, development, manufacture, testing, and operations. [Weaponry I’ve been cautioned against speaking about for a decade (of speaking) now, by those clearly inside this rigged power game–and yes, as an unfortunate First-Line Trench Cowerer here, I’ve been pulse-struck with neuroweapons and energy weapons as I write.]
Dear friends, supporters, followers of my work, those who appreciate my writing, journalism, investigation, reportage, voice, and speaking and interviewing to surface the gross human rights violations of the entire military-security-law-enforcement faction in this country (USA) and overseas (using crowd control/spectrum technologies, neighborhood watch harassment, and character-assassination under cover of surveillance and counter-terrorism), which I’ve been engaged in since late 2013, this is just a brief note to share the news that I’m out and back home safe with family.
I was “discharged” yesterday afternoon around 3 pm after 6 days of captivity in a Psych Wing of Carney Hospital about which I will write and speak more about shortly.
I want to say first of all I met many wonderful people there and have found renewed hope in humanity there–two of the psych. doctors there were very open to what I had to say and facilitated my departure (rather than promoting an extended stay, which several Dark Opster factions (speaking openly and publicly) expressed an interest in).
I especially thank these two docs and I also thank everyone who called in to ask about me, send messages of love and support, and everyone who helped publicize this injustice–the kind I have reported on as happening to others for years, now engaging me. I think you all have assisted in notifying this hospital that I do not stand alone, an army of truth-media and engaged, caring humanity stands with me.
Some of the administrators and docs at the hospital informed me close to before I left that they were concerned about some of my followers calling and sounding like they were making threats and demands to release me, and expressed a fear of threats of violence. I apologized for this although I am not responsible for what others say and assured them neither I nor anyone who follows my work in support or appreciation is aligned toward violence and that I would put out a communication to ask all to refrain from even sounding that way. It’s a big subject, something that needs open discussion–I’ll aim to engage in that with other media, going forward.
Support from the outside and publicity is gravely necessary and important when you–as a journalist exposing police and military crimes are being retaliated against and blackholed in an incommunicado ER and rights-removing Psych Ward; I personally contacted truth-media and friends and requested publicity and calls for support. But obviously never threats to anyone, never intimations of violence: demanding someone’s release is one thing, but this experience has showed me it is necessary always when interfacing with institutions like hospitals, police departments, ERs, and speaking to doctors, police officers, it is wiser, and indeed essential to stay rational, calm, polite, well-spoken–even while standing your ground and refusing to consent and comply with their demands, as I did, the entire time I was there (Will give interviews to reveal all soon).
I want to thank especially Dr Christiane Northrup for putting out the word on Telegram; people from all over the country called after she did, and I connected with some on the phone who told me thousands of people had responded to her call. I want to thank also Rob Rubin of Transparent Media Truth and Dr. Robert Young who posted an informative call on their blogs and social media, Chris Haskell of HaskellFilmz who covered the story and made an ardent plea on a video for my release, Carol from Never Lose Truth who also covered the story and made a powerful call for public attention, and Ginny Miller of Vibrant Wellness whom I was due to interview the very day I was kidnapped from my home on April 14, 2022, who put out the word on social media and sent many contacts my way as well as was a constant support on the phone, Dr. Andy Kaufman who also was a constant support on the phone and sent many contacts my way while I was in ER on Friday April 15, Dr. Ed Spencer who also called in as soon as he heard the news and was a constant support on the phone from April 15 onward, on Saturday and Sunday and Monday and Tuesday and sought to speak with the doctors there. I also thank everyone who called, and especially Frank Allen of Targeted Massachusetts who visited but was unable to see me–touched and grateful for his making the effort despite us not being in contact recently. Being able to call, leave messages, speak, was invaluable. Your calls and visits I am sure made the difference. Love and gratitude to all.

I am writing this report because I believe it is important to record these most incredible crimes against humanity being executed on all, and because the ruthless and exploitative “Intelligence Community” and Military Faction has gotten away with using the most deadly of deadly human-hacking weapons on people, using covers of “non lethal weapon” labels, “surveillance,” “pre-crime,” “sources and methods,” “research,” while disappearing their victims and assaultees as “subjects of research” “suspects” and “mentally ill” “paranoid/schizoid/schizophrenic” — much like Jeffrey Dahmer (who may have been one of their own RF-brain-entrained constructs) hid his crimes — and in this fashion normalizing their use of “anti-personnel directed energy weapons” and “non-lethal weapons” in multi-million dollar industries which are growing, while atrocities are being committed on the populace. These weapons have also become embedded now into the “Smart City” Smart-Grid employing telecom companies, utilities, and service personnel, corralling millions into predating on, monitoring, and physically attacking others with stealth energy weapons and devices–further concealing the crime and normalizing it as “the new way” “resilient cities” and “new world order”: which is reason enough for ALL of humanity to be informed about the truth of what has been and is happening.

Media such as the New York Times, Washington Post, Wired, VICE, The Daily Beast and numerous others have actively aided in these slow-kill extermination and torture programs by going out of their way to label reporting victims as Paranoid, Schizoid, Schizophrenic, and victims of “Mass Delusion,” labels used in the Psych Bible of Disorders, the DSM as emblematic of severe mental illness–a handy trick picked up from the KGB.
Casting victims of profound abuse who are reporting continuous neuro/bio hacking and torture with “anti-personnel” “non-lethal” energy weapons as Severely Mentally Ill and using this deception to corral neighbors, family, employers into Community Policing and Monitoring activities using insulting methods of visual surveillance, auditory surveillance, cell phone surveillance, and radar tracking has permitted the DOD, CIA, NSA, FBI, and DHS to literally get away with murder — many have died as a result of their disabling injuries with these weapons of mass atrocity and many have been induced with radio-frequency neuroweapons or led by extreme trauma from targeting-and-terror operations to commit suicide.
The shunning of all reports of victims by mainstream media has intentionally pushed reportage into “alt-media” territory, which is then characterized by both collusive and ignorant mainstream journalists as “fringe” reportage and dismissed as “conspiracy theory,” a desired outcome for those dark strategists running both MK ULTRA and Operation Mockingbird on the masses and on those especially whose voice, work, influence, skills, talents, energies, psychic powers and spirituality they have sought to shut down.

In an expansive and revealing conversation last Wednesday, NSA whistleblower and retired Senior Intelligence Analyst Kirk Wiebe spoke at length about the need for everyday Americans to rise up and start speaking out and taking action at a grassroots local-government level to curb the corruption and moral decay evident and endemic at highest levels today in agencies and the Administration of the US Government.

Going back in time to June 1975 when he himself joined the National Security Agency, then led by an officer he names as one of the most distinguished NSA officers he had known, Vice-Admiral Bobby Inman, Kirk Wiebe offers an insight into the concerns of that time period when the Church Committee was uncovering evidence of domestic NSA spying–in addition to unravelling the now-known yet still-fully-concealed horrors of the MK ULTRA experiments run by the CIA and 80 complicit Universities (given that thousands of pages of reports were shredded then on order of CIA Director Richard Helms).
“If you look up the Church Committee, you will find that it was in 1975 and a little before that, that NSA was caught spying on Americans. The current spying is not the first time this has happened. People in control of governments often go astray and misuse their power. And we started doing that in the late ’60s, early ’70s with a couple of programs designed to spy on anti-Vietnam-War personnel, members of the Senate, including Senator Frank Church himself and Martin Luther King, many others in society.”

In this regard, Christopher Pyle, a ‘1970s whistleblower, now a professor of Constitutional Law, author of Military Surveillance of Civilian Politics and Getting Away with Torture, who revealed NSA surveillance of anti-war figures and civil rights activists to the Church Committee, asked, in 2013:
“If the NSA was targeting people like Sen. Frank Church, who were in a position to oversee the NSA — is that happening now? That is, are people like intelligence committee chairs Sen. Dianne Feinstein (D-Calif.), Rep. Mike Rogers (R-Mich.) and other congressional leaders — who are supposed to be providing oversight themselves — compromised in some way by the NSA?”

Senate & House Intelligence Committees were Formed by Congress in the ’70s Primarily to Curb NSA Spying
The issue of current-day oversight of the Intelligence agencies who like to spy on one and all is curious because there appears to be none.
Especially notable is Kirk’s emphasis on the fact that the Senate Select Committee on Intelligence (SSCI) and House Permanent Select Committee on Intelligence (HPSCI) were formed directly as a result of those deliberations on oversight and monitoring, primarily to rein in the domestic spying activities of Intelligence under cover of Surveillance.
Now, he says, these powerful military and law enforcement agencies are trying to turn back time and go back to before those committees and oversight mechanisms were formed.
“They have simply turned the clock back to prior to the Intelligence reforms that led to the formation of two Intelligence committees. People do not understand the reason there is a Senate Select Subcommittee on Intelligence and a House Permanent Subcommittee on Intelligence–SSCI and HPSCI–is because of actions ordered by Congress to stop the unauthorized spying on American citizens. That’s why those committees exist. A lot of people assume that they exist just to look at legislation affecting Intelligence and so forth–No, they were established to stop the unlawful surveillance of people.“

“We are in danger of losing our Constitutional Republic”
Attention to American rights and freedoms by oath-taking to defend the Constitution was taken seriously back then. The atmosphere, Kirk suggests, was different, at least in some circles.
Kirk relays that Vice-Admiral Bobby Inman who headed the NSA when he joined and helped the Church Committee establish rules for NSA surveillance and set the tone for integrity at the NSA then was a “law-abiding officer who enforced allegiance not to the President, not to the Chief of the Intelligence Community, the CIA then, but to the Constitution of the United States–this is critical.”

” When you join the Military or go to work for the Government, used to be we all signed oaths, to defend the Constitution of the United States, not to defend a Democrat or Republican administration, not to defend a sitting President, that has nothing to do with it, it has everything to do with loyalty to the principles stated in that sacred document known as the United States Constitution.”
“Now as we all know these days people just think that document was created by old white Europeans who really were these fuddy duddy white guys who didn’t know anything and they want us to throw it out and start anew with socialism or fascism–and that’s what I see happening before us now.”
“When you see the Government tell phone companies to intercept people’s text messages to look for those who don’t want to take an experimental vaccine, that’s a red flag.”
Awareness of the dangers of government misuse of powers and concern for the rights of individuals and the preservation of American freedoms when NSA and the White House asked them to include billing data in their analyses of surveilled data is what led to the whistleblowing on mass surveillance that he and other NSA officials, Bill Binney, Ed Loomis, and Diane Roark accomplished, he says, even as they failed in-house to get the NSA administration to adopt their selective-surveillance tool Thin Thread.
“We have a government that, not just in 1975, that cheated, not just in 2001 when we (myself and Bill Binney and Ed Loomis and Diane Roark) blew the whistle on illegal unconstitutional surveillance of the people, we have a government that is progressively seizing ever more power, and we are in danger of losing our Constitutional Republic and tipping the scales toward a dictatorship better known as Governmental control, and you can pick your title, you can call it Fascism, you can call it Socialism, you can call it Communism, I don’t care, the result is the same: the power moves from the people to the Government and if we are going to be a free society, it is absolutely critical people understand these things that are happening in Government in terms of their own personal future, liberty, and well-being–and that is at the heart of it.”
Classification to Conceal Crime is Criminal But Has Been Long Practiced by the Agencies and Military
The rise of mass surveillance and spying on all US citizens by agencies now working together has at this point escaped all measure of oversight. Collecting all communications under PRISM and handing over this data to the CIA and FBI is still being kept secret, Kirk suggests. “They’ve kept this under wraps for many years and they don’t want it out, the matter has never been in front of a judge.”
“Something of this magnitude has to involve the White House, members of Congress and of course the agencies themselves.”
Agencies which should be accountable to Congress and the President–the Commander-in-Chief of the military and Chief Classification Officer of the US Govt–are no longer overseen, monitored, audited, or held accountable.
Going by the book, there is indeed legislated provision against classification to conceal crime but in actuality, says Kirk, that is how the covert operation faction has gotten away with it, it’s been done “repeatedly, frequently, and often, to keep the truth from the American people.” “Because they are in power and they can do it.”
Section 1.7 of Executive Order 13526 (which protects classification in the interests of national security) addresses criminal classification:
Sec. 1.7. (Executive Order 13526) Classification Prohibitions and Limitations. (a) In no case shall information be classified, continue to be maintained as classified, or fail to be declassified in order to:
(1) conceal violations of law, inefficiency, or administrative error;
(2) prevent embarrassment to a person, organization, or agency;
(3) restrain competition; or
(4) prevent or delay the release of information that does not require protection in the interest of the national security.
“War on Terror” used as Pretext to Spy on Everyone (NSA) & Name Anyone a Suspect (FBI)
Since 9/11, with the Patriot Act and other means, mass surveillance has increased on the pretext of terrorists sneaking over the border and harboring terror plans in US communities–an excuse to surveill everyone and concoct spurious markers to tag “persons of interest” such as the wrong conception of religion, interest in human rights, animal rights, the environment, the Constitution, anything whatsoever–as indeed the FBI has done (published in their manuals and alerts).

Persecution in Non-Consensual Human Experimentation and Military Weapons-Testing

Addressing this question of abusive targeting where thousands of Americans and citizens worldwide are reporting being surveilled, stalked, monitored, and harassed to the point of extreme persecution with electromagnetic weapons and neurotechnology by government-run programs and projects, and the ACLU reports it may be millions now being so targeted and falsely labeled “Known and Suspected Terrorists,” “violent extremists,” and “domestic extremists,” as reported in their 2016 report “Trapped in a Black Box: Growing Terrorism Watchlisting in Everyday Policing,” Kirk points to the rise and spread of corruption in all agencies of US Government.
Self-serving interest arising from public-private partnerships and utilizing the infamous “revolving-door” principle between Government and private-sector in the Defense industry as well as every other industry including pharmaceutical and biomedical research has also led to the wide commercialization of Mass Surveillance and select targeting.
“There is No Real Oversight–If Congress Wanted Real Oversight, They Would Establish a Tech Team”
The Intelligence sub-committees in Congress are clearly not doing their jobs, and Kirk outlines a simple method whereby they could easily set up a technical team with access to the NSA TCP/IP networks, with ability to roam on the networks, examine data retrieval actions and check for possible publication/report creation (or not), linkages to client sites, money trails et al based on that data, to pinpoint any source of questionable and non-transparent actions and thereby track down only those particular nodes, sites, or sources requiring surveillance.
However, what the NSA, Pentagon, and other departments are now doing (and have been doing for 20 years since 9/11 if not before) he notes, is full-spectrum surveillance and full-communications collection, all of which poses immense danger to our constitutional Republic, he says, in its complete trampling of citizen rights and privacy.
Politically speaking, “these agencies, the FBI don’t want real oversight.” In this context, it is valuable to note what FBI Whistleblower has stated of the FBI versus the DOJ, which latter is supposed to have oversight of the FBI. In reality, Geral Sosbee says, it is more likely the other way around–powerful agencies like the FBI, CIA, and NSA seem to be running the show.
People Need to Be Speaking Out at School Boards, City Council Meetings
Kirk Wiebe says it is possibly past time for marches and rallies but indeed these are still needed, as also are needed other means of public and private speaking and activism to persuade government officials back onto the straight and narrow, such as speaking out at School Board meetings, city council meetings and reaching out to Senate Intelligence Committees.
The threat to American freedoms has arrived at every door, he says, and everyone needs to be standing up to change this situation around. It is not important to be perfect in one’s presentations, he notes, but to be authentic to purpose and true of heart. “Pureness of heart is recognized by all.” In such ways, change can begin.
This is the case also for schools wishing to teach racist ideology via Critical Race Theory (CRT) or thrust sex education on kindergartners at a time when the National Education Association has vowed it will force CRT onto curricula in all 50 states: parents need to wake up and take a stance and start getting active at School Board meetings and to principals. Stopping racism, chaos, and subjugation of rights begins with each one of us. “CRT is racism.”
Scientists, RF Engineers, Physicians Need to Come Forward to Assist Targets with Scanning and Establishing Evidence
And what of those targets, the truly victimized and extremely persecuted, who report their lives have been utterly destroyed by surveillance and secret experimentation programs?
Scientists, radiologists, medical professionals do need to come forward to assist here, he agrees, people need to be scanned professionally and instruments such as frequency spectrum analyzers and Faraday detection need to be wielded by engineers and scientists who can accurately identify the nature and direction of frequencies people are reporting. Perhaps targets can group to fund the lease of such analyzers and hire professionals, he suggests.
Something people need to do also is self-advocate more powerfully by using scientific method and language to report the kinds of radiation assaults they are reporting, he says, since there are enough forces out there (in media, psychology, psychiatry, law enforcement) arrayed to discredit reporting targets as mentally unstable when they report being hit by pulses from satellites or planes, for instance.
There are most definitely targets, he says, but not all of them are credible, and recourse to science in reportage can go a long way.
Best Way Forward is Still Approaching Congress and the Intelligence and Oversight Committees
In a later email with this writer, Kirk Wiebe recommends that approaching Congress is still the best way forward to gain public acknowledgment and redressal of all surveillance and targeting crimes, “especially the Intel Committees and the Government Oversight Committees” and recommends that those targeted move their efforts in these directions, going forward.

This past week, in court at Old Bailey in London, during the ongoing extradition-to-US hearings, world-renowned journalist and Wikileaks founder Julian Assange’s psychiatrist, Professor Michael Kopelman revealed on Sep 22 that Julian had reported hearing abusive persecutory voices in his head while also experiencing a nose-dive into depression, to the point of having suicidal feelings and reaching out to a suicide hotline, The Samaritans.
The voices which Julian reported while in solitary confinement said things to him such as “You are dust” “You are dead” “We’re coming to get you.” In addition Julian has reported other auditory hallucinations such as music.
Julian Assange has been in a maximum-security prison at Belmarsh since April 2019 (when he was evicted from the Ecuadorian Embassy after seven years there), where he’s been held in solitary for long periods of time and endured multiple indignities including being denied access to his lawyers at various times. Last year in September, his father, John Shipton visited him in prison and reported conditions were harsh, that Julian’s treatment was “sordid and hysterical,” that he was being held in solitary for up to 23 hours a day, and subjected to intensive (known) surveillance which included laser microphones and video cameras, even in toilets. Nils Melzer, UN Special Rapporteur for Torture,who visited Julian in May 2019 stated that Julian was being subjected to full-blown psychological torture inclusive of the slanderous mobbing, defamation, and denial of coverage accorded him by mainstream media.
Indeed, he stated that Julian Assange had been “systematically slandered to divert attention from the crimes he exposed,” and been so dehumanized by the negative coverage aimed at him by a propagandist press naming him a rapist, a hacker, a Russian spy that the world had failed to notice and decry the base violations of his essential human rights.
The UN Human Rights Office released a statement in November 2019 succeeding that visit by Mr. Melzer which revealed that the UK Government, exposed for governmental misconduct and serious war crimes by the Wikileaks videos and cables, was essentially retaliating, torturing, and persecuting the journalist who exposed them:
The Special Rapporteur and his medical team visited the imprisoned Wikileaks founder in May and reported that he showed “all the symptoms typical for prolonged exposure to psychological torture” and demanded immediate measures for the protection of his health and dignity.
“However, what we have seen from the UK Government is outright contempt for Mr. Assange’s rights and integrity,” Melzer said. “Despite the medical urgency of my appeal, and the seriousness of the alleged violations, the UK has not undertaken any measures of investigation, prevention and redress required under international law.”
Under the Convention against Torture, States must conduct a prompt and impartial investigation wherever there is reasonable ground to believe that an act of torture has been committed. “In a cursory response sent nearly five months after my visit, the UK Government flatly rejected my findings, without indicating any willingness to consider my recommendations, let alone to implement them, or even provide the additional information requested,” the UN expert said.
Julian was reportedly moved to a healthcare unit after Mr. Melzer’s visit in May and later moved from solitary confinement to a prison medical wing in January 2020 after concerns about his medical condition pressed forward by a group of petitioners finally prompted prison authorities to act.
In May, Mrs. Assange retweeted a statement by Stella Moris, his partner and mother of two young sons, expressing a fear that he may die in jail.

A recent tweet by Stella Moris detailed just how horrifically Julian Assange is still being treated, as he is brought to court for the hearings:
Dr. Sondra Crosby, who has visited Julian Assange at Belmarsh in October 2019 and January 2020 and at the Ecuadorian embassy earlier in October 2017, testified at the hearing and asserted that he is at “high risk of completing suicide if he were to be extradited” to the United States.
She said Assange suffers from osteoporosis. He would face severe risks to his physical health—in addition to his mental health—if detained or incarcerated in a U.S. facility, given the abysmal state of health care in jails and prisons.
According to Crosby, Assange has concealed the “full extent of his depression and suicide plans” when meeting with prison doctors and mental health specialists. He was worried if he revealed his plans or the “extent of his suicidal ideations” that he “may be put under more surveillance” or face further isolation.
….As detailed in her December 2019 report provided to the court, Assange seemed severely depressed to her. He talked like he was “essentially dead.” He was “tearful” and pleaded “for help.” He spoke about calling an anonymous suicide hotline known as the Samaritans.
By October 2019, “he met all of criteria for major depression,” Crosby testified. “It was profoundly impacting his functioning, and he had thoughts of suicide every day, many times in a day.”
Crosby assessed his physical health and was concerned about what she viewed as symptoms of cardiac disease or anxiety, as well as chronic respiratory infections. Early in the COVID-19 pandemic, Assange’s defense team raised the issue of chronic respiratory infections in an attempt to bail him out of jail. The judge rejected their request.
It is established beyond doubt therefore that Julian Assange has been subjected to an excess of physical as well as psychological torture, that his suffering is real, his feelings of depression observed and understood.
Julian’s auditory hallucinations and suicidal ideations as disclosed by Professor Michael Kopelman were remarked in court reports by Rebecca Vincent from Reporters without Borders, and acknowledged by Stella Moris:

Concern from journalists covering this trial–Shadowproof has published a list here–has centered on Julian’s mental health and psychological well-being, severely compromised by incarceration in a brutal maximum security person, often confined to solitary.
Many observing and following these events in court, however, who are aware that anti-personnel non-lethal weapons and neuroweapons disguised as crowd-control technologies, electronic surveillance, “peace enforcement” and “deterrence,” which are known also to be used covertly in prisons, are in use today worldwide, ask if this is really the whole story. Is it possible there is something else operative here, related to weaponized neuroscience? That the auditory “hallucinations” being reported by Julian, and the plummeting dive into depression he has manifested, replete with suicide ideation, are consequences of neuroweaponry attacks rather than mental health breakdowns brought on by torture?
There has been much disclosure over the years regarding such neuroweapons, which can put voices into heads, as well as modulate feelings, moods, and states of being. Thousands of people have come forward to testify to the reality of auditory signals piped in from the outside, which indeed, they report, include repetitiously abusive voices, pushing negative messages and encouraging self-harm and suicide. Despite the desperate, apostate efforts over the past couple decades by propagandizing and openly-lying DOD/CIA-affiliated press such as The New York Times, Washington Post, Wired, Atlantic, Daily Beast, and other such to suppress the existence of these technologies, variously known to many as military Voice to Skull, or Voice of God weapons, and comprising a number of sonic, optical, and electromagnetic technologies such as bone conductance, the Neurophone, Frey’s microwave hearing, laser light modulation, MRIs, among others, notice of these technologies from Defense and CIA whistleblowers, published patents, and current public-domain neuroscience has indisputably established their existence, use, and “fielding” or deployment.
Dr. Robert Duncan, a military and CIA whistleblower who has spoken at length about state of the art neurotechnology at conferences, workshops, Universities recently discoursed on a variety of neurotechnologies capable of putting voices in heads, creating AI hive-minds and brain nets, neurally influencing thoughts, emotions, and behaviors, and creating No-Touch torture in human brains on a presentation hosted by human rights advocate Deserie Foley, which she presented at Camp Disclosure 2020 along with her own experience of being attacked with some of these neurotechnologies. Today, while the military begins to reveal they are training soldiers in synthetic telepathy and multiple technologies using BCI-CBI (brain computer interfaces) surface in published research on neuroprosthetics, patents for synthetic telepathy exist in the public domain, including this one “System for producing artificial telepathy” from 2004, sent on from Dr. Millicent Black, whose story of experiencing the same, revealing Electronic Slavery was covered earlier here.
The subjects of synthetic telepathy, voices in heads, sounds in heads, and mind-hives have been discussed by many whistleblowers in the community to this writer, please see the many interviews at Ramola D Reports and on this website, including ones with Omnisense/Phillip Walker, Dr. Millicent Black, and Paul Baird of Surveillance Issues. Many have also published testimonials at various websites online, and several have spoken out at conferences and commission meetings such as the President’s Commission for Bioethical Issues cover-up meetings chaired by career academic Amy Gutman in 2011. (Amy Gutman, like the rest of the crew on that panel and at subsequent Office of Human Research Protections panels is abysmally guilty of covering up notice of these non-consensual experimentation crimes and human rights atrocities by reporting victims.) It is at this point an open secret that these neuroweapons are being used unethically on people worldwide, as indeed the US diplomats in Cuba and China also recently experienced and reported, and as thousands in China, Poland, and elsewhere are now reporting openly.
Finally, many who have been targeted with these weapons and who have experienced the inside of the US prison system, such as Todd Giffen and Warren Weisman have reported to this writer that they have experienced being hit with both neurotechnology and microwave weaponry while in jail. Justice documents including some recently released on FOIA request indicate also that new sensors and tracking devices are being tested out and used in US prisons, suggesting that the kind of intrusive surveillance prisoners at high-security prisons are subjected to far exceeds the visible and known surveillance of microphones and video cameras–and could include millimeter-wave heartbeat and heart EMF sensors, MRI scanners, and neuro-imaging/scanning/stimulation technologies. Prison populations in the US have also historically been experimented on by military and Intelligence factions, and it is entirely plausible that prisoners in the UK also are being subjected today to neuro-experimentation without consent.
In a lecture given at a Bases conference a few years ago, Dr. Robert Duncan remarked that these neurotechnologies comprised Offensive Information Warfare neuroweaponry. They are indeed weapons of war and their purpose is destruction.
The psychologists, psychiatrists, physicians and others working to provide Julian Assange healthcare and advocacy today are advised therefore to seriously consider and examine this possibility–and not look facilely to psychiatry and psychoactive drugs for answers and remedies. Many hundreds of people neuro-targeted non-consensually by the unethical Military-Intelligence behemoth already languish in mental asylums, Psych wards, and misdiagnosed hellholes of “schizophrenia, paranoia, schizoid disorder” labels, lives taken down by psychiatric miscreancy, forced onto disability, disbelieved by families, made penniless, jobless, and homeless. They too are victims of war crimes by a ruthless military-industrial-Intelligence-academe complex gone mad with greed and control, using neurotechnology to destroy lives, shut down dissent, and manage populations.
Neuroscientists watching the Assange hearings probably understand very well, as Dr. Duncan does, that Julian Assange also may be such a war crime victim, that his mind may be being hacked by the very war criminals his journalism has exposed.
It is an indisputable breach of neuro privacy and extreme violation of human rights, bodily autonomy, and neuro sovereignty to have one’s brain so monitored, scanned, and interfered with, and while mental health teams may focus exclusively on conditions of incarceration leading to “psychosis” and suicide ideation, they must know that the neuroweapons now exist to destroy, degrade, influence, and harm people’s healthy, happy minds. Of course, neuroweaponry used on Julian’s brain, if that is the case, and microwave weaponry used on his body, if that is the case (giving rise to many illnesses, as described by Dr. Sondra Crosby, symptoms of all of which can be induced by anti-personnel directed energy weapons, as reported by victims and scientists) both make the case for his immediate removal from Belmarsh prison and return to his home and family: they will establish he is being tortured with neuroweaponry and DEWs, as many other targets of the ire of the ruthless and criminal Deep State and war industry today are. This is Remote Rendition and Remote-Access Torture from a distance, as the writer and human rights advocate Cassandra has pointed out, in her article on El-Masri’s statement calling out the CIA’s Extraordinary Rendition he experienced; victims of neurotechnology war crimes today are essentially victims of Remote Rendition and Remote-Access Bio-Hacking and Neuro-Hacking Torture.
People worldwide watching these events and reading about them stand silently and remotely in support of Julian Assange while everyday, outside the court, people congregate to support Julian and push for his release.
Recently, like many other human rights activists and wrongful targets reporting Crimes Against Humanity from fusion centers, military branches, and Intelligence agencies freely using anti-personnel microwave, milliwave, acoustic neuroweapons on the populace—for the past 20-30 years–as if it were their right to do so—in stealth mode, undisclosed publicly, yet well-documented in many ways, as covered here and here and here by me earlier—I was appalled to learn that NSA whistleblowers Bill Binney and Kirk Wiebe were planning an appearance on Katherine Horton’s channel, and later appalled to witness their gatekeeping performance by her side on her channel.
A few years ago, Bill and Kirk made a big splash on Ella Free’s Talkshoe conference-call, issuing a call for information along with Cait Ryan and Karla Smith, announcing a survey to collect victim experience information on EMF/Neurotech assault. This was covered by me here.
This survey eventually fell into a turbid silence as no news whatsoever was provided and months and years rolled by and nothing was done, reported, or published on the matter by all original named parties above—and no substantive responses offered to queries by many including myself.
Nevertheless, several activists including myself frequently kept Bill and Kirk informed, sending in evidence, visual or recorded, of high-tech assault, sending in accounts of Stasi behavior from neighbors—with few getting any acknowledgment, including myself. The most Bill has written back to me was two words, Thank You, when I offered to send in reports of information as I received them, plus send in declassified and public-domain military and Intelligence documents on the weaponry and bio-effects I knew of and thought would be useful to their investigation. This was at the time of their appearance on Ella’s call, when I too called in to speak with them and did.
Kirk Wiebe is on Twitter and I have frequently tagged him in tweets. My letters to Bill invariably included him in the recipient list.
Over the one and a half years of public witness that I was on Techno Crime Fighters Forum, I continued to write to Bill and Kirk, as a reporting journalist of crimes against humanity being reported by Americans, Europeans, and others worldwide, despite their peculiar refusal to respond to me. I also invited them to interview with me, in print or podcast, several times—all of these invitations were ignored—including very recently, after I heard and saw Bill Binney speak openly for the first time about people in the community reporting microwave weapons assault to Chris Hedges on RT, in April 2020.
Over the past 6 years, since I was first singled out by the corrupt and criminal FBI/DHS/CIA mechanism in Boston for special treatment with EMF weapons, having a little too much integrity to their liking apparently—reported earlier at Washington’s Blog and Dr. Marko’s Pine Cone Utopia—I have researched, investigated, documented, written, podcasted, and published extensively on the subject of targeting, surveillance overreach, FISA abuse, non-consensual experimentation, surveillance technology used by fusion centers, in addition to other, related subjects in science and technology, human rights, and ethics. My articles and interviews have striven to unearth the means by which such perfidy could have been rolled out on the American public, and world public, and have highlighted the testimonial of many including CIA whistleblower Barbara Hartwell, FBI whistleblower Geral Sosbee, NSA whistleblower Karen Melton-Stewart, writer Paul Baird, actor Steve Shellen, many others. Additionally, I have authored, co-authored, and sent off memoranda and letters to various politicians, academics, and Commission heads including President Trump, Senators Ed Markey and Elizabeth Warren, and SACHRP committee chairs and members. I mention this to underline the fact that my writing on these matters—which occurred in a void, when no other journalist was covering these issues—except Barbara Hartwell, whose work I regrettably only discovered later but am indeed most grateful for—was well-known to all engaging in testimonial reportage and activism on these matters, and also to many in alt-media who occasionally republished, or made mention of my work.
During and after the time Karen Stewart, Katherine Horton, Millicent Black, and I worked on Techno Crime Fighters Forum, significantly, it was only Katherine Horton who received responses from Bill Binney and Kirk Wiebe that I know of (perhaps Millicent did, I do not recall this currently); Karen Stewart has reported that she too was long ignored and not recognized, certainly never publicly recognized, by these two stalwarts from the very same NSA she too had been employed in.
After Techno Crime Fighters Forum closed, as everyone following this matter knows, Katherine Horton embarked on a profoundly vicious, malicious, and vindictive smear campaign on me—publishing outright lies and false-allegations, in clear attempt to sully my character and name, which I documented and rebutted in numerous articles, videos, and Twitter threads. Her extensive actions as an infiltrator in the midst of victims and activists, functioning as agent-provocateur, saboteur, NLP controller were covered by me extensively here and here. Katherine Horton was also running smear campaigns at the time on others, including CIA whistleblower Barbara Hartwell, and other human rights advocates Cassandra, Thomas McFarlan, and Melanie Vritschan. Despite several Cease and Desists to her, her malicious slander and libel on all of us continues to be maintained at her website, stop007.org. This is defamation and character assassination, for which she could be and still can be sued. CIA whistleblower Barbara Hartwell has also documented and rebutted Katherine Horton’s smears and false-allegations against her in numerous articles on her site. Writer and activist Thomas McFarlan has documented and published in video the clear evidence of Katherine Horton’s lies and agent-provocateur calls to violence on her own videos which she later denied—but continued, including in her tweets on Twitter. Writer and activist Cassandra has documented and published the facts regarding Katherine Horton’s smear campaigns in threads on Twitter. Founder and President of ICATOR Melanie Vritschan has documented and rebutted in video the numerous lies, smears, and false-allegations directed at her by Katherine Horton, whose hand in the wrongful medical kidnap removal of Ms. Vritschan’s newborn, and refusal to help get her back is well-documented, well-reported (by me) and well-known.
In fairly recent times—November and December 2019—Karen Melton-Stewart, whose case I have consistently covered for years as a journalist, abruptly turned on me after we worked on a Joint Statement to rebut Katherine’s continued smears and tedious lies indicting and scapegoating me as means to deflect attention from her (Katherine’s) own culpability; thereafter Karen Stewart began to publish—exactly like Katherine Horton—outright lies, insults, and false allegations against me, all of which was documented, responded to, and rebutted extensively by me here and here and here.
Karen Stewart’s inexplicable turnaround from decrying Katherine’s behavior to suddenly condoning, “forgiving,” and lauding it while libelously and baselessly calling me names and denigrating me publicly with malicious lies and insults was abrupt, extreme, and publicly noticeable—as Karen splashed her false allegations all over Facebook and Twitter. Karen Stewart also libeled and denigrated CIA whistleblower Barbara Hartwell, which was documented and rebutted by Barbara Hartwell in numerous articles at her site.
Since Karen Stewart’s public and supernasty attacks on me, several other activists came forward publicly and privately to me to report malicious attacks by Karen Stewart on them. Writers and activists who witnessed Karen Stewart’s wrongful attacks on me at Twitter and Facebook published their observations and reminded her of the facts—which she was twisting, distorting, and ignoring—in Twitter threads, linked here, in this Statement I was compelled to make on her extreme-lying and defamation campaign against me. Karen Stewart also can be sued for her malicious defamation and libel against me, which she continues to maintain at her Facebook and Twitter pages and at a page she names “Perps and Nutcases” on Facebook—daring to include me in this group, along with others who are equally outraged at this extreme act of character-assassination and libel against them with this kind of noxious labeling by a now proven liar.
A prime contention (as stated by herself) of Karen Stewart against me – after the Joint Statement was approved by all co-authors and published – centered around a court case Katherine Horton was supposedly then filing, mischaracterized by Karen Stewart as a group or class action for European targets. This case, as I understand was later reported by Katherine Horton, was apparently thrown out of court for lack of paperwork or photocopies.
It is apparently this same court-case that Bill Binney and Kirk Wiebe are now suddenly popping out of the woodwork to say they are supporting publicly.
What exactly is happening here?
Why would Bill and Kirk step forward to shore up the image of someone who has long been operative as an agent-provocateur, saboteur – literally sabotaging and ending various projects prematurely, as covered earlier here and here — and smear-artist – unless they are all part of the same Intelligence network seeking to play the same game of Limited Reveal, acknowledging perhaps the worst, or some of the most extreme Crimes Against Humanity being reported by targets, while protecting a large part of the numerous and immense roster of classified, compartmentalized military-academic neuro experimentation and weapons-testing programs that they are casually experimenting on, exploiting and using hundreds and thousands of targets to nefarious end?
Is it possible that two senior former officers from the National Security Agency (Agency that loves to snoop!) have not, as another activist puts it “analyzed & monitored Katherine Horton’s social profile, videos, websites, case record of sabotaged projects and working relationships, published lies, provocations, insults yet want to align themselves with her as opposed to other targets with evidence/testimony?”
Why did Karen Stewart suddenly turn on me – as if coached to do so, and, peculiarly at the very time that Katherine Horton, by her recent stating on video, was in the United States, seeking out NSA whistleblowers to support her public image and become “experts” in her court case – unless she too is a part of this Intelligence network engaging in Limited Reveal while just co-incidentally, no doubt, working to bury my name, work, and journalistic and scientific disclosure on targeting?
Notably, Katherine Horton, like Ella Free, and like Midge Mathis of the probably-CIA-set-up Targeted Justice, has never mentioned my journalism or technical coverage as significant; she has however, sought openly to act as a technical gatekeeper, with absolutely meaningless blather on the technology herself, often saying she had no clue about it, as she puts out disinformation about the technology and supports others doing the same, such as former NASA “Richard Lighthouse,” and actively gatekeeps to repress reportage and analysis from others including myself of the technologies which apparently the Intelligence agencies and local governments and fusion centers want hidden forever—as I have often covered earlier.
Clearly, Bill Binney and Kirk Wiebe – ex-NSA officials of high stature, who have high-level secret clearances, who signed NDAs, who are privy to classified information, who surely know a lot more of SIGINT – as revealed by John St. Clair Akwei in his lawsuit – than they’ve ever let on in public, although Bill has let slip once that nefarious “classified programs” had been unleashed on the public (Tommy Collins interview), and another time that “ambient signals” were known to be picked up by the NSA (such as brain waves?) (Abby Martin interview) – also have never mentioned my journalism or technical coverage as significant.
My undergraduate degree in Physics and science-based interest in the various covert technologies of political targeting have led to my continued research and reportage on the putative technologies in use, as reported in many articles, and most recently in the listing of extrajudicial targeting technologies here and in the reporting of the 1996 DARPA/NIJ Limited Effects Program Report here.
There are several Facebook groups I am a part of where I regularly witness and read the highly erudite and probing analyses of various science graduates, Ph Ds, scientists, and engineers worldwide on the nature of the neurotechnologies and radiation and sonic technologies being used on targets, and ways to record these.
It is curious therefore, to see Bill Binney, once Technical Director of the NSA, cryptologist par excellence, Math major and codebreaker, and Kirk Wiebe, retired senior intelligence analyst, suddenly line themselves up with supposed high-energy particle physicist Katherine Horton, and all three of them hold forth on the opacity and complexity of the technology that “even they” could not comprehend, and the difficulty of measuring or recording any impact of this technology on human bodies.
(Meanwhile, many engineers, scientists, analysts, accountants, audio technicians, musicians among targets are busy experimenting and recording the high EMF hits, the bio-effects, even the V2K and projected sound attacks.)
It is even more curious to hear Kirk Wiebe – who has never responded to emails (from me and others who have copied me in on emails to him) proffering information on these EMF and Neurotech/Nanotech and covert implantation assaults – say on this video that people should send their questions about the technology to him, a line of action Katherine Horton appears also to be pushing as she refers to Kirk as an expert. Relaying a commonly-known, children’s textbook understanding of audible sound frequencies as between 20 and 20,000 Hz, Kirk Wiebe in fact suggests he has been informed of this as if he had been “read-into” a highly classified matter!
I have seen no evidence – nor communication from Kirk Wiebe – to suggest he has any knowledge whatsoever of the kind of ELFs, EMFs, microwaves, milliwaves, carrier waves, acoustics, or neurotech targets are reporting that he is willing to speak openly about, and therefore no indication that he should be regarded as a technology expert in this matter.
In speaking of the emails sent to him on the TI survey, Bill Binney—who says he is not an expert on these technologies, and, significantly, never reported the results of this survey, dismisses emails from targets as from bots or fraudulent in their reportage—but how would he know to judge?
Katherine Horton, who worked hard on her video to get Bill Binney to say he witnessed her being hit, presents Reflectix/aluminium coated bubble-wrap as a means to record sub-audible pulse shots.
My own shield made of Reflectix over steel-core baking sheet, with a layer of sticky-back foam-craftpaper over the Reflectix more definitively and distinctly records sub-audible microwave pulses and shots (more than Reflectix alone, which I have long experimented with) – something I have spoken and written about for ages; in tandem with an EMF meter, it offers irrefutable proof and directionality of external EMF pulse-shot hits.
I did not hear this mentioned by the new TechnoGate trio, nor did I hear mentioned any of the other means of recording that many targets have spoken of, privately and publicly, in emails and social media, to me and to others.
This is of course only one recording method, and one putative tech being used on targets. There are indeed a whole range of technologies being used against targets today, and huge difficulties in attempting to record and expose many of them; the bio-effects-reports of targets were summarized here in this second memo to President Trump; the many DEW/neuro targeting-tech reports from targets were summarized here in this document. Many of these coincide with bio-effects disclosed in military documents, and weapons disclosed in military documents, and by whistleblowers.
There is no doubt neither Bill, Kirk, nor Katherine are technical experts here, nor should they be considered as such. Yet this is how they are presenting each other and themselves—while also suggesting the impossibility of learning more about these technologies or of recording them. This is fraudulent. It is also a clear push to contain classified projects as classified – which is doing a huge disservice to the victims of these technologies, who deserve every single one of these technologies to be declassified and openly acknowledged as in use against them, while restorative technologies, countermeasures and compensation also need to be openly meted out to them.
The very detailed discussion of the technologies DARPA and the DOJ have confessed to be using, as evidenced in the recently released-on-FOIA-request document, The Limited Effects Program Report, the many surveillance technologies and crowd-control technologies DHS and local law is using, the weaponized and portable millimeter wave and sonic tech the military is using as evident from their weapons manuals, the many radiation, sensor, and radar technologies the AFRL and USAF is testing, the neurotechnolgies which scientists Dr. Robert Duncan and Dr. James Giordiano expose, all of which I have reported on, is completely ignored by this crew which fixates on the difficulty of measuring, does not once mention the many invasive neurotechnologies targets report being hit with, and conveniently buries the reportage and patents that I and other writers online have published on these matters.
It is my opinion therefore that Bill and Kirk are either playing a NSA game or a NSA/CIA game to continue to keep most things opaque and secret and vague, right alongside with Katherine playing a JTRIG/GCHQ/MI5/MI6/Swiss Intel/CIA game to do the same—while it is entirely plausible Karen Stewart, with her touching faith in the “white hats” culled from unreliable and deceiving NSA/FBI/CIA (who have twice distinguished themselves with false Intel on me fed to her, as proved in Twitter threads linked here) has been roped in to participate in these limited-hangout operations—as is evident in the bizarre hatchet job she has wrongfully swung against my character in recent times. In other words, a high-tech military Intel op designed to deceive, placate, control-the-disclosure, keep most of the tech classified, secret, sacrosanct and still-in-use, while palliating and misdirecting the victims—not to mention data-collect in the process, and keep victims subjugated for years with these technologies while data-collecting.
Notably, Bill and Kirk mention a long period of years to collect information and bring cases to court – when they could call up RT or Info Wars or any of the big alt-media channels right now and speak openly—whistleblow!–about what targets are relaying to them!
My being publicly slandered, lied-about, insulted, and defamed by Katherine Horton from July 2018, and publicly slandered, lied-about, insulted, and defamed by Karen Stewart from November 2019 is, it seems to me, very much a part of this scenario: my published sci-tech journalism on targeting and targeting technologies is apparently intended to be buried by their smear ops. Why? Why do I need to be disappeared as a journalist by this crew—and also by the Targeted Justice/other targeted-organization crews, who have all engaged in supernasty smear ops on me online?
Because the singular investigative technology, testimonial, whistleblowing, documentary, and analytical reportage I have published over 6 years as a writer and journalist exposes the Intelligence agencies and military and local/federal governments quite irrefutably—and exposes the actual nature of the sinister and deadly technologies they are using against us.
Which, I should remind all, is also completely in line with the investigative journalism and historic disclosure of investigative journalists, writers, whistleblowers, and scientists Dr. Nick Begich, Mark Rich, Cheryl Welsh, Dr. Rauni Kilde, Renee Pittman Mitchell, Deborah Dupre, Mojimir Babacek, Gloria Naylor, Magnus Olsson, Richard Alan Miller, Mary Gregory, Dr. John Hall, Dave Case, and Dr. Robert Duncan, as well as international human rights organization founders and advocates Galina Kurdina and Melanie Vritschan (and many others with sites online) and many reporting victims whom I have interviewed and written about—all of whose voices and work I frequently refer to and showcase.
Karen Stewart teaming up with Katherine Horton to attack my name and character is most definitely an attempt to disappear my name and silence my work and voice in these matters; Bill Binney and Kirk Wiebe’s propping up Katherine Horton currently both discredits them completely and is a clear attempt to gatekeep (everyone/all reporting victims) on all target-talk, speculation, and reportage of the anti-personnel radiation, sonic, bioweapon, and neural weapons technologies being used. (Don’t look at or refer to anyone’s work such as Ramola’s recent published work—or anyone else’s historic, published work, eg., Welsh, Kilde, Begich, Rich, Duncan etc.–on the actual technology or disclosures from documentation analysis, look here at TechnoGate which tells you “even we” cannot make statements on the tech being used.)
This is especially pernicious in the current atmosphere of media-neglect, as a wrongfully targeted writer-colleague points out:

Public scrutiny is always necessary regardless if it is an authoritative government/independent body, non-profit, charity, or activist group, especially when crimes against humanity and insidious torture are being exposed; it makes those of us targeted vulnerable to set-ups, cover-ups, punitive psychiatry, and counterintelligence operations used to: control the narrative, minimize the full extent and horror of what has happened, limit disclosures, delay or even prevent justice and recompense for the millions of us targeted.”
Pointing up this fact: For the past 30 years, ALL mainstream media – DOD/CIA-run – has, criminally, published lies—open lies—as well as disinformation, mockery, ridicule, downplayings, denigration, deprecation, distortions, skewings of fact, omissions of fact, in their limited and concealing coverage of targeting crimes with high-tech weaponry reported by citizens and supported by whistleblower scientists: The New York Times, The Washington Post, Wired, The Daily Beast, CBS, Chicago Sun-Times currently come to mind. My commentary on a few of these publications—which also point up this media treason is here:
So yes, most savvy activists are aware the “TI” community is bristling with infiltrators and gatekeepers— some of whom I have written about and exposed – who lean on email lists, conference calls, newsletters to cuttingly interrogate and censor targets. Infiltrators and gatekeepers also seem to have either Phd credentials or Intelligence Agency history or both, or run media ops to play “Spokesperson”—this is clearly by snaky Intelligence Community design.
It is also my opinion that, given Katherine’s past record with her court cases, given State Secrets and Official Secrets acts—which usually stop such cases in courts very early, given that she has not taken her case to the UK Investigatory Tribunal for classified matters but a regular court in the UK, her court case is a fraudulent artifact, for show, merely for use in the live action role play she appears to be a part of. Others have expressed to me that her court case may be a way to set precedent and prevent others with clear evidence from getting a hearing in court.
I do think everyone who is targeted with stealth technology needs to write a detailed affidavit–and while people are interested in building cases to take the Intelligence agencies to court, and dreaming of class-actions, I myself have been learning about the fraudulence of the judicial system, the recalcitrance of the military and Intelligence agencies (to the point of murder) in maintaining classified covers and extreme deception, and am exploring other definitive ways of exposing and terminating these assaultive crimes against humanity – but I would not advise anyone to hand their affidavits over to a group of Techno Gatekeepers with Intelligence and military roots: whose technical credentials and output regarding targeting technologies is non-existent, who have disdained from communication with and interviewing with a science-and-tech truth-journalist publishing extensively on targeting, who are instead supporting libel-practicing charlatans, poseurs, saboteurs, who have rejected the data from numerous victims on a past survey, and yet who are now clearly engaged again in supporting data collection—for handover to whom in which covert agency, and for what purpose—of further tabulating effects of these deadly, inhumane tech?–one can only speculate on.
All of it bodes ill, and does not offer hope for the saving of lives of present-day targets or future generations (when classified military/Intelligence actions against citizens are kept concealed, the lives and health of those citizens—and everyone else’s by extension—are in grave danger). Currently it seems classified torture or stealth-mode torture – which is what this is, essentially – is being protected, camouflaged, concealed by these elaborate bogus-courtcase-support operations by two NSA whistleblowers whose word—based on their actions and inactions–I can no longer trust.
I also note that Katherine Horton apparently recently disappeared from public view on her channel where she had been running her own show after Techno Crime Fighters Forum closed, without a word to her viewers (causing much anxiety amongst them, to the point of people openly, online, asking me—subject of her attacks—what had happened to her!), yet surfaced in others’ videos recently publishing notice of her having “been declared legally incompetent,” and hiring a public relations firm to clean up and defend her public image – which she herself has successfully sullied. In these videos and documentation by others she has distinguished herself most notably for apparently claiming a peculiar “right to be forgotten,” presumably in an attempt to reframe herself and her public image in a new light succeeding the many ways in which her execrable lies and smear operations in addition to other infiltration actions have recently been exposed, including by the Joint Statement.
There is no clarity, no authenticity, no truth, no integrity, no disclosure—but much obfuscation–in this group; I would not trust them, nor rely on them to fully expose targeting or procure justice.
This is my opinion, I have been made aware others share it. I am publishing it to surface some of the disquietude others have mentioned to me, just as much as to express my thoughts on the matter—and to make this a matter for open public discussion. This seems to be a classic Limited Hangout or Controlled Opposition scenario.
Rely on yourself to fully expose targeting crimes and obtain redress, would be my advice. High-flying NSA whistleblowers who don’t answer emails or complete survey-projects or speak openly of these crimes on all media are not going to do it. Bill Binney and Kirk Wiebe have had ample opportunity to publish the truth about the reportage many who are targeted have meticulously presented to them over the past few years, as they have the stature and credentials as NSA whistleblowers to command mainstream media attention, but they have not done so. Mainstream media and the Intelligence agencies in any case are intimately tied to each other, we know now, through much investigative excavation including by Americans for Innovation and German journalist Udo Ulfkotte’s disclosures in recent times.
The limited reveal Bill Binney offered on the Chris Hedges show this April seems to be in line with that paradigm; if Chris Hedges himself were a real journalist, he would have (much earlier) spoken to and highlighted the testimonial of targets, the whistleblowing of military scientists, and acknowledged the historic work of journalism of Dr. Nick Begich, Mark Rich, Dr. Rauni Kilde, myself, others. In his long silence, he reveals himself to be merely one of a whole train of well-known journalists, including those who purport to cover surveillance matters and technologies, who has been schooled to ignore the real reports of targets and the real work of journalists (such as myself and others wrongfully consigned to the “fringes” and “conspiracy theory” margins such as Miles Johnston, Alfred Webre, Kerry Cassidy) of exposing the true horrors of surveillance targeting with bio weapons, neuro weapons, nano weapons, and Psy Ops weapons being used widely on world populations today by layers of US/Five Eyes/ NATO/UN government, military, and Intelligence barbarism.
If people hadn’t noticed, the noose of totalitarianism is striving currently with the COVID-19 Plandemic Scam to tighten around the necks of every human on the planet, and it is increasingly vital for every human on the planet to know exactly what kind of supremely evil technology is being used against us all, and against some of us in extreme measure—so these actions and technologies can be halted in their tracks.
There is no doubt whole governments, whole Intelligence agencies, whole departments of the military, “healthcare”–read traitorous medical institutions who contract callously with Military/Intelligence to use, abuse, traumatize and persecute targets with the New Technologies of Torture which comprise neuro/DEW targeting—academic, and weapons industries will be intimately exposed as CRIMINALS if the whole truth about these targeting crimes is exposed – and that I think is the reason so many limited-reveal and palliative operations have been set in place around targets, including this one, to which Bill and Kirk are lending their names and credentials, but not, sadly, their credibility, in aligning with proven smear artists and liars such as Katherine Horton and Karen Stewart (not an idle statement, please see all articles posted on these two, with screenshot evidence of their libel and lies against me).
None of the (military/academic/Intelligence/law enforcement/private) groups and individuals involved in these Crimes Against Humanity should be protected, in my view, nor the classified projects, nor the classified weaponry being used on targets. We do not need TechnoGatekeepers but an unstoppable stream of voices and testimonials from all who experience or know of these crimes; the old structures of criminal Intelligence, law enforcement, and military agencies practicing crime in secret with stealth tech need to be torn down.
Humanity needs openness, truth, transparency – not limited-reveals so classified crime can continue and Remote Access Human Weapons and Psy Ops persist. Industries, agencies, governments, and militaries creative of and dependent on the barbarically invasive, intrusive, persecutory remote-access, degradation, and control, today AI-driven, of human bodies and brains need to be torn down.
In the balance lies all human bodily integrity, neuro privacy, cognitive rights, neuro rights, DNA rights, basic human rights to breathe, live, and exist as individual and independent human beings—basic humanity, in other words, which is today being corralled for cyborging destruction and transhumanizing by Satanists in power who are striving to remake man in their own image, as brain-dead slaves and robots.
Limited-hangouts are not going to save humanity, and it is regrettable to see Bill Binney and Kirk Wiebe embody one. (Joining Edward Snowden, in fact, in this continuing saga of Deceiving the People: Put (20-70 years of) Bio-Hacking and Neuro-Hacking on ice, let’s all flail about raving about NSA email and phone intercepts instead until kingdom come.)
To me, the base fact that both these gentlemen blew me off so thoroughly, disdaining to acknowledge the surveillance-tech journalism along with the emails and several requests for interview, while choosing to appear on Katherine Horton’s channel instead to prop up her self-tarnished public image and her more-than-dubious UK court case, speaks volumes about the nervous, high-anxiety state the so-called “Intelligence Community” is clearly in, to be using these well-known NSA whistleblowers—now protecting DOD/NSA/CIA?–to limit the damage from full disclosure of these extreme Techno-Torture Crimes Against Humanity—which cannot be stopped, despite their efforts, is already here, in multiple ways, from a multitude of voices—not least from my own desktop–and will continue to starkly inform the world.
