Recent returns from the Massachusetts Department of Public Health in response to a FOIA query (reported partially here below and at The ECC-FOIA Log shortly) highlight the Ambulance Service License granted to Brewster Ambulance Service, Inc., the Ambulance company headquartered in Weymouth and contracted with the City of Quincy to provide EMS (emergency medical) services, implicated in the first unlawful kidnapping of this Writer and Journalist on April 14, 2022, as reported here earlier, and in the second unlawful kidnapping of this Writer and Journalist on December 20, 2022, as under investigation currently and to be more fully reported shortly. [Both Kidnappings, which involved unlawful arrests and extended incarceration in Boston Emergency Departments and subsequent Psych Wards and Mental Asylums, were executed in relation to this journalist’s extensive reportage of the unlawful, undisclosed, unapproved use of electromagnetic, acoustic, aerosol, RF, nano- and neuro-weapons via DOD and DOJ Anti-Personnel Directed Energy Weapons-Testing contracts on the City’s population as on all Americans in the whole of the USA, partially reported here earlier in coverage of declassified US Air Force documents on a primary AP-DEW contract, and to be more fully reported shortly in further coverage of this most significant US Air Force contract from 2013 with General Dynamics.]
DPH Letter April 30, 2024 in response to FOIA Request Regarding Agreements and Contracts Brewster Ambulance and Midwest Medical Transport hold with DPH:
Also provided by the Massachusetts Department of Public Health is the contract Brewster Ambulance holds, or, more accurately, the contract amendment, with an end date of June 30, 2027, and an Effective Date functioning as start date of June 10, 2022, to provide COVID-19 Vaccine Services at so-called Authorized Sites to be certified as such by the Mass DPH and a whole set of strictures attendant, briefly touched on below. While Mobile Vaccine Clinics for the long spell of death-dealing COVID vaccines were rolled out nationwide and here in Massachusetts for health care workers in December 2020 and for all in April 2021, covered by the New York Times here in May 2021, and part of the Massachusetts COVID-19 Vaccine Plan, Ambulance Vaccine Clinics appear to be somewhat new, and appear to be attempting to extend the goal and quota driven services of EMS (Ambulance people) in literally pursuing and capturing people and children for “Behavioral Health” and now COVID Vaccine “treatment”–matters of grave concern both here and worldwide, and to be openly addressed by all.

Brewster Ambulance Service License
As returned by DPH, the Ambulance Service License held by Brewster permits the operation and maintaining of Class I vehicles for the transport of sick and injured people from the scene of an emergency (191) and backup Class V vehicles (17), licensing paramedic-level services from various Massachusetts towns: Braintree, Boston, Middleboro, Plymouth, Attleboro, Quincy, Brockton, Wareham, Weymouth, Framingham, Wakefield, Worcester, New Bedford, Taunton. Paramedic-Level appears to indicate freedom to knock unconscious anyone, anytime, for no reason at all (since lies can be freely fabricated on paper, and indeed they are).

Commentary on Amendments (Provided by City Clerk on FOIA) Post Second Kidnap of Reporter

Unlawful Mil-Intel-Police Use of Microwave Weapons and Neuroweapons Concealed by Police, EMS, EDs, Psychs with False Section 12s and False Mental Health Labels
As the sole holder of a EMS contract providing Ambulance Services to the City of Quincy–site of much AP-DEW/AI/Aerosol/Neuroweaponry testing, fielding, and operations, much under covert cover, yet much in broad daylight, matters under continuous investigation at this writer’s desk since 2013–there is much more to be said about Brewster, its employees, its use of its ambulances, its attacks on the City’s populace in collusion with local police, its lies and fabrications in reportage on forms, causing grave succeeding harm, as experienced by this writer (not embedded, never a volunteer) both in April 2022 and in December 2022, which will indeed be shared in the next report and after, shortly. The Living Testimonial covers the overt April actions of this ambulance service against this writer, which has ignored Letters of Notification and Claim sent earlier, post April 2022, and ignored requests for medical records post December 2022.
Note: It is the very reportage of Anti-Personnel Directed Energy/Microwave Weapons which local police use (in pre-CIA-scripted False Claim) to bring in Ambulance Services to force-kidnap reporters while both parties (Police and EMS) engage freely in their use, as reported recently and earlier; EMS is not what is provided either to those now regarded in EDs as “Victims,” as this writer has now personally experienced twice:
Repeat, no Healthcare is provided, nor is any Medical Care warranted, when people are force-kidnapped, since what EMS and Police are calling “Medical Care” is Traumatizing, Terror, Ignoring, “Securing,” and Psych Ward Trafficking for False Mental Health Labeling.
The Standard Contract Form Marks a Contract Amendment and Scope of Work
The Standard Contract Form signed by Brewster President Mark Brewster on June 9 2022 and Sharon Dyer, Purchaser of Service from DPH on June 10, 2022 notes a “Rate Change and Scope Change” as the Reason for Amendment of the original contract, confirming this is a contract amendment for a contract with original end date 6-30-2027.
The matter of Rate is only sparsely addressed, more below.
The contract amendment was specifically targeting COVID vaccine administering services.
Further evidence that Brewster Ambulance was committing to engage in COVID-19 vaccination services using mobile ambulances at no cost to its plan to continue providing regular EMS services is found at Exhibit E.
COVID Vaccines Known in 2022 to be Causing Massive Numbers of Deaths
Note, this was in June 2022, when massive reportage was not merely underway but available online continuously exposing the danger of the COVID vaccines–including from this writer’s desk. Brewster perhaps is not the only Ambulance service caught here in the crosshairs of Reality–yet refusing to see it–but this is evidence of how blindered this society has become, how schizoid, that it can ignore CDC VAERS reports of thousands of deaths and injuries directly post COVID-vaccine and actually sign up to further propagate these poison shots and deliver them themselves. Obviously, this indicts the Mass DPH too.

Concerning Clauses and Questions Regarding the COVID Vaccine Mobile Clinic Contract
Several aspects of this contract raise concerns and questions, some noted below.
Section I, Definitions, notes a DPH-Brewster interest in testing and vaccinating uninsured individuals–how are they proposing to find them? Are they planning to hunt down those who seek holistic healthcare or don’t have a Primary Care Practitioner to be enslaved by? Perhaps students, better-educated women, the homeless, the migrant?
Section I, Definitions notes that the EUA authorizing emergency use of the COVID-19 vaccine or vaccines to be administered at an Authorized Site may be accompanied by additional applicable guidance which might include further fact sheets and manufacturer-guidelines (plane flyover backyard, 11:51 pm, 5-17-2024) “as presently issued or as may be amended”. The CDC as also Pfizer and Moderna have spoken of an “updated vaccine” for this fall while neither company has been stopped in production of their death-dealing vaccines–which they should be. Are Emergencies going to be endlessly issued? A subject for deeper inquiry.
Infrastructure Building Via Plans and Agreements Points to Further Poison-Vaccination Ahead
[Section II, Minimum requirements]
Minimum requirements on this contract establish that the Massachusetts DPH has a very structured program and plan that the Contractor is required to adhere to.
The Commonwealth COVID-19 Vaccine Plan, the Massachusetts Immunization Information System, the DPH electronic records system/or systems, the Massachusetts COVID-19 Vaccine Program, the MCVP Agreement mentioned in Section II indicate intention by DPH to build and maintain an infrastructure for Medical Service Vaccination Service Contractors to adhere to; requirements associated with these suggest long-term database and community program building, invasion of all community orgs–such as art associations, yoga classes in church basements or YMCAs, meditation centers, temples, churches, synagogues, gyms, children’s ballet classes, music centers, theaters, farmer’s markets, et al–to “decrease barriers to vaccination” and push vaccines on everyone, well into the future, suggesting this will involve not just CV-19 vaxxes but all vaccines, perhaps all vaccines on the current Pediatric Immunization Schedule, perhaps all vaccines on the 26-Pandemic-Plan exposed in the White House Pandemic Preparedness Plan reported here earlier and informing the WHO-WEF plan for creep-along World Domination (by Decimation).

Meaning a whole bunch of vaccines for intended imaginary viruses to be drawn out of the aerosol’d sky onto playing-grounds and parks, for children and adults both, every season for years–until most if not all are dead by 10 if not 6 and 40 if not 20. [Currently we have all age groups dying suddenly, post sudden cancer, sudden mystery illness, or just flatly, post vaccine.]
Minimum requirements also suggest an authoritarian rigidity to the DPH’s intended interaction with the Contractor, demanding for instance, all sorts of attendant peonage such as procuring licenses, training employees, maintaining “the medical record for the Vaccination Services in accordance with applicable law” and expressing amazing augmented-soldier Agility in moving from one “Authorized Site” to another on a week’s notice, vaccinating pretty much everyone in the Commonwealth pulled into participation at “Authorized Sites” –probably parking lots and block parties in streets, every preschool, school, nursing home, assisted living center, in neighborhoods, at workspots, T-spots, cafes–as the State so desires. Interminable Vaccines, the Beast Business Model of Forever Viruses, Adult Immunization Schedules and the New Lifetime of very very “Special” Disabled Children, Handicapped Moms and Paraplegic Dads (no more Grampys and Nanas, mind). All to Come.

Visions promised as well by the GPMB, the INB, the WHO’s Pandemic Treaty/Accord/Agreement (whistling away on a back-burner of the Eternal White UN Stove of Sustainable Development Goals [We say SDGs, dear, so we can Hide that way] retreating momentarily alone, never intending to be fully Deceased) and the WEF’s Circular COVID Forever plans (some to be renamed), the UN of course, now running the USA and World, the many pillars of Modern “Wellness”: Poison-issuing Private Corporations such as Pfizer, Moderna, J&J, GSK, AZ, and more.
Especially alarming in the Minimum Requirements corner is the demand for [an Ambulance Service Company?] the Contractor to be fully outfitted with Hospital make-believe inclusive of “appropriate Clinical Staff and a Medical Director,” as well as heaps of PPE inclusive of “equipment such as face masks, face shields, disposable gowns and nitrile gloves”–which latter, as reported earlier, has been a fond fixation of the DOD and DHHS for quite some time now, and behind much of the flourishing (?)–no, burgeoning industry handed like candy to the Defense and Health contractors both in every state, and of course, particularly Massachusetts and probably Maryland, Virginia, California too, anywhere Biotech blooms (To be further investigated).
Lying Media of course, predictably enough really, have a place in this Panoramic Vision of Things to Come, with a special mention at Number Thirteen (The No. of Active Deceit) where the New King of Contracting (an Ambulance Service Company?) will, “directly or by subcontracting” command the Boston Globe, Herald, and probably the Inkspot, and the STEM kids at NQHS and the PR kids and student newspaper at QHS to produce “educational materials” to take back Boston brains by a few thousand years [propelling Vaccines forward by sheer weight of Pre-Fabrication, Repeats of Lies, Covers Over Actual Ingredients, using “Guidance,” “Standing Orders,” “Authorized Sites,” glossy pics of Dancers in Hallways pushing Pandemics, and White Coat Vaccinators doing “Door to Door outreach”.
The Contractor in fact is being primed to be the Face of the Faceless State–an Old View yet a New Way in the making as Tyranny on Wheels in white coats and blue gloves pulls up to homes and offices to force One-Health poisoning into every living being’s veins. One regular Being.
Taking over larger parts of Existence, the Contractor will also be cooing to your kids, elderly, and aunties from the hearts of Europe or Madhya Pradesh or Mongolia in their own mother tongues [or Colonial/Communist replacement thereof] while engaging in sensitive cultural expressions to seduce them into the deeps of Bavarian wood poisonings and New DNA-renderings from plasmids, paramoecium, avians, bees and the tiny, efflorescing cancers of kidney, liver, brain from the sad beating souls and cells of aborted fetuses.
Section II (still Minimum Requirements), interestingly, in addition to much else, unveils the Iron Hand of the DPH in commanding the Contractor to Keep the Law, no doubt innocuous enough by itself, but, at Number 9~the No. for Finishings~ensures this is State and Federal Law and Regs relating to Privacy–HIPAA–but clearly, in Secrecy, the Global Agenda of Pandemic Slavery and One Mental Health for All.
Reading closely, via the “Security of Personal and Other Confidential Information related requirements,” it appears the DPH intent here is to preserve in secrecy and police-confidentiality (the Police aren’t TS/SCI–but they do have a lot of Defamation and Slander databases) as well as Medical-Record/PHI-confidentiality all “confidential information” accruing from:
1) Behavioral/Mental Health-related Section 12 Grabs (which have expanded): a matter which Brewster Ambulance in its own privacy policies and its redacted contract with the City of Quincy has already committed to, a way here therefore for both State and City, to, still holding Iron Hand in Glove, ensure that Brewster Ambulance, the Contractor providing EMS–and any EMS contractor in Massachusetts–becomes complicit in sealing the Crime of unlawful targeting, force-medicating, capturing, physically binding (as in Slavery–regressing historically with not a qualm), transporting, that is, trafficking, to a Hospital anyone it pleases, without cause–hubris overtly surfaced in the rather public forays made into neighborhoods to grab people who seem random–as experienced twice by this writer–but who are clearly unlawfully targeted or being rained on with Spectrum War Weaponry in the unstated atmosphere of Urban Warfare, Electronic Warfare in which we live [and have been living in, overtly since 9/11];

CDC and their backers in the GPMB, INB, WHO and never forget the Armored Europeans at the WEF and Insidious Wanna-Be Americans in Israel and Bow-Tied Violinists at the CFR.
[Must we not examine the peculiar postings of the Code of Federal Regulations often posing as the Council of Foreign Relations–or do we mean the Opposite? (Inversion after all is the Key when Masks Scarab Armor and Covers are about.)

Registering of Patients Encouraged; People Termed Patients Although only Potential Vaccinees [Made Such through False-Claim advertising]
Confirmation that the Crown [the “Common” Wealth] would like you to register to give over your life, progeny, legacy to the Sea Combs at Numero Six, where DPH demands all focus on registration of all “patients” whether they schedule appointments in advance or not. A fixed Clinic Rate varying by hours of operation and number of staff in different categories set by the DPH is offered as payment monthly as Authorized Sites shift and the Contractor is required to move from one to the next (Authorized Sites as listed in Exhibit A, seemingly redacted of names of these sites–Whited-Out (!)] is offered in a table on Page 9 of this contract (below).
[The Scope of Work on the contract included in this Binder seems to be the older contract supposedly expiring 30 June 2023; the Contract Amendment provided in the Binder shows the original contract end-date is 30 June 2027; the Scope of Work for the renewed contract presumably from 30 June 2023 to 30 June 2027 is presumably the same, as per the Letter from DPH with this Binder (See above).]
Reading through this section it appears further analysis is required but it seems like DPH is offering the Contractor carte-blanche to collect funds from an insurer while making a point of ensuring the individual patient is not billed.
Then there’s special offers made under “special considerations in the event of a service-related need not covered by the rate” and notice of non-liability for any arrangements with third parties–subcontractors–for “medical services, admin or overhead costs” which might mean further medical care in case of vax injury or death and perhaps leasing of space and such. [Hearse and embalming services?]
Invoices are made much of as well. [Remember, daily reports are being made, but invoices apparently must be submitted too.]
The rather peculiar wording on this contract (and repeats in this section and others) also seems to suggest this SOW may not be the only thing this Contractor is signing for vaccine administration “at sites other than Authorized Sites as directed by DPH” for payment from Mass Gov or DPH “under this SOW” [No. 6, Section VI, Page 10]. [Would DPH be involved? Would these be Pfizer and Moderna et al commissioning the Contractor further? Would there be other sites? How would they be permitted? Or is this sloppy SOW writing?] [The Payments section in full needs close reading–but clearly offers all sorts of chicanery in plain view.]

“Capitalized terms” surely needs further investigation: Is this one Private Corporation speaking to another Private Corporation or is this the Crown Corporation speaking to the Incorporated Under the Crown (the Habsburgian Crown)? [All DPHs must be connected.]

The “cost-sharing” found in a Social Security Act [also noted above at Sections 160, 162, 164 {found after this one, 46, below at Cornell Law Online}] suggests tons of effort being made currently–desperately–to suggest that all “human subjects”: Victims of Nonstop Assault & Battery with Neuroweapons and DEWs on the one hand and Mandatory Vaccines on the other, Childhood Schedule and COVID both, are complicit and consenting in their own Life-takedown Lifetimes of Torture Gifted by the FBI, CIA, DHS, NSA, DHHS, DARPA, CDC, FDA, DPH, Local Linked-In DeadMen (DeadWomen too) and their numerous EMS, ED contractors and Franklin Panther friends. This Scope of Work has an expiry date of June 30, 2023 with the proviso that the DPH may extend the SOW if it pleased.
However, given that the Contract Amendment [noted on the Standard Contract Form] notes an end-date “Current Contract End Date Prior to Amendment” as June 30, 2027, it appears that Brewster Ambulance has contracted further with DPH beyond June 30, 2023 in a four-year renewal.
Prior, Exhibit E, the Contractor Certification, was signed on June 9, 2022; the Signatory Listing on a Commonwealth form was signed on April 4, 2021.
Implications of Continuation
What exactly would the 2023 to 2027 contract mean? Well, the “Guidance” at Exhibit B, “Guide to Applying to Administer the COVID-19 Vaccine, at Number 9 (The No. of Finishings) requires the Contractor to work closely with DPH to draw up a plan to “ensure that individuals receive their 2nd dose of the vaccine within the prescribed timeframe.” The close of this Guide however indicates that both parties agree the Contract relates also to third doses and booster shots as then or to be later authorized. This was 2021 presumably (going by the signatory list date and contractual date then).
Currently, most who have believed in and taken the vaccine have taken two doses 21 days or 28 days apart, if Pfizer or Moderna, as noted in the Guide at Exhibit B, No. 9.
The dose expected then as third or booster dose has probably already been administered to many, and many have lost their lives post-booster–a matter to investigate.
Two more items of interest stand out.
No. 4 of the Guide/Exhibit B mentions that a “standing order” needs to be obtained from a medical pro–a physician, dentist, nurse practitioner, physician’s assistant, surgeon, podiatrist or chiropractor–[??! Dentist or nurse or podiatrist gives the “Order”, Paramedic grabs and vaccinates, bypassing MDs it appears] so as to enable vax administering “without the need for clinician examination or direct order from the Attending Provider at the time of the interaction.” Ambulance contractors to override their own physicians: an invitation to Mafiosi Mauling and Battery.
At No. 4 also, the language of “Medical Management” to quell or address “vaccine reactions” in adults, children, teens–which in itself comes as a shock, seems to presuppose knowledge of VAERS and expected vaccine damage injuries on the spot. In other words, DPH knew and knows about the vaccine deaths and injuries and suggests “management” other than stopping the vaccines; the paragraph succeeding talks about anaphylaxis, but given the fact that these are known to be Experimental Untested Vaccines, essentially clinical trials–and the fact that the CDC has contracted with an external contractor to examine the CDC VAERS data–clearly vaccine deaths and injuries are just not being mentioned here.
Cut the Contracts, Drop the Vaccines, End All Accords (re. Fantasized Pandemics)
A revelatory contract all around, the DPH themselves, as Health and Human Responsive, and all of their Contractors–Ambulance Services or not, contracting to provide Mobile Vaccine Clinics for COVID-19 vaccines now known definitively to cause death and injury, in ranges from tens of thousands to millions, worldwide, if they wish in any way to redeem themselves, must cut these contracts, put a moratorium on the COVID and all other vaccines, and work actively to end the WHO’s “Pandemic Agreement” as well.
Such Contracts, Plus “One Health” Builds like Amazon’s “One Medical” Point to Infrastructure-Building
