AP News reports:
“Immigration and Customs Enforcement officers may soon be outfitted with gloves that can deliver painful electric shocks intended to gain compliance from combative individuals.
ICE plans to spend up to $20 million to purchase thousands of “conductive distraction and de-escalation devices” for officers and agents by March, according to a notice published Monday by the Department of Homeland Security.
The devices are known as the G.L.O.V.E., which stands for Generated Low Output Voltage Emitter, and are manufactured by Compliant Technologies LLC of Lexington, Kentucky. They have been used in recent years by some jails and police departments.
DHS said Tuesday that it was working on a response to an Associated Press inquiry and offered no immediate comment. Jeff Niklaus, the founder and CEO of Compliant Technologies, wrote in an email, “Unfortunately, we are unable to speak on this subject.”
The notice said the solicitation for a no-bid contract could be published as early as Friday.
Civil rights advocates expressed alarm at the plan, saying ICE officers already face criticism for their use of force with little oversight or accountability while enforcing President Donald Trump’s immigration crackdown.
Compliant Technologies says the devices function as a normal pair of patrol gloves until officers press a switch to activate their electrical mode. The gloves must be applied directly to someone’s skin to deliver a pain stimulus that typically helps an officer gain compliance within seconds, according to the company.”

Inhumane Military and Police Technology Development Amps Up Harm to All and Makes for an Increasingly Dystopian World
Inhumane technology like this comes out of the DARPA-DOJ Memorandum of Understanding signed in 1994 to jointly develop professed non-lethal weapons, inclusive of Conducted Electrical Weapons, a class of Anti-Personnel Directed Energy Weapons which can be “lethal and incapacitative”, according to former MI6 Intelligence whistleblower Rafe Hassell, interviewed recently by Clayton Morris.
This has now become police technology and jail technology, as the deputy Sheriff/corrections officer portrayed in the AP News video demonstrates, from Nelson County Jail in Kentucky.
A New Kind of Police With Non Lethals: Inhumane, Abusive, and Cruel
Police and Sheriffs have increasingly been trained, propagandized, and influenced to become incrementally more inhumane, thinking nothing now of using Electric Gloves, Batons, Shields, TASERs, BOLA Wraps, HEMI–human electromuscular incapacitation Electric Pulses, Active Denial Systems–Millimeter Wave Weapons, and Pulsed High Power Microwave weapons, among other anti-human directed-energy devices developed in conjunction with military divisions gone mad, steered by leadership keen to physically and mentally and psychologically subjugate people, both “adversaries” outside the country, claimed “domestic adversaries” and civilians.
Basically, police and sheriffs and ICE and DHS officers are being trained to become less and less human and more and more aggressive, dominating, bullying, and inhuman.
Jails promise to become torture centers–more so than currently; police are being turned into cruelty-using automatons; and ICE and DHS now promise to attack claimed “combative” migrants with electric shocks.
Conducted Electrical Weapons versus Remote Electrical Weapons, also used by Police in Secrecy
While these Electric Gloves are now being promoted overtly, whistleblowers and military documents have long exposed the use of covert electromagnetic technology on people through-wall. A police force used to blasting people in secrecy with microwave pulse weapons, sub-millimeter wave, and millimeter wave and infra-red and remote electrical weapons for electro-shocks through-wall thinks nothing of rolling out Electric Gloves to abuse people with openly.
All of these weapons and technologies are grossly inhumane and should never have been developed. The strategy of claiming that “Force” causes casualties and “non-lethal weapons” are therefore needed to ensure “compliance” has been demonstrated here first in the use of force by an ICE officer in Maine–neuro activated first, with another AP-DEW?–who killed a man, then publication of further notice of Non-Lethals likely to be rolled out by ICE. No doubt ICE and DHS need oversight as noted here but rolling out electric shocks for all isn’t the answer.

Police, Sheriff, and DHS Torture Technology Needs to be Widely Reported, Discussed, Questioned, Terminated
Abusive Electrical Technology needs to be widely discussed and reported to lawmakers for removing from police, DHS, ICE, and Sheriff arsenals. People don’t need to be shocked, and neither do cattle–this is the extension of cattle prod technology and cattle prod thinking. The world and all in it need to be moving toward more humane interaction not less.

A pending wrongful death lawsuit alleges that a 43-year-old man named Jonathan Mansfield died because corrections officers shocked him 27 times with the gloves and 13 times with a Taser. Two of the glove shocks lasted 45 and 99 seconds. The manufacturer’s recommended limit is 15 seconds. A man with heart problems sued over allegations that he was shocked at a Las Vegas trade show, as the Associated Press reported. And in 2023, a man who was incarcerated in Kentucky’s Bullitt County Jail sued an employee of that jail for shocking him repeatedly with the gloves. “The gloves feel just like a taser,” Josh Elswick, who was in handcuffs and shackles when he was shocked, said.
