Documents exposing the Field Testing of Anti-Personnel Directed Energy Weapons testing on people across the United States and world in Air Force projects on Bioeffects Research contracted out to General Dynamics also reveal the involvement of the CIA’s Clandestine Wing in these operations.

Basically, some of the DD 254 or security classification forms included with the statements of work on 8 task orders examining novel weapon bioeffects and bio-mechanisms of harm accruing from the use of Microwave Weapons, Millimeter Wave Weapons, Terahertz Weapons, Nanosecond Electric Pulse Generators, Electrical Weapons, and Sub-Millimeter Wave Weapons used also as skin weapons, neuroweapons, and genetic weapons reveal that the CIA’s “Directorate of Operations”–aka National Clandestine Service–was involved in projects conducted outside government facilities. The experiments reported in these documents were conducted it appears both on site at Air Force Research Lab bases, General Dynamics facilities, and at sites outside government facilities.

AP-DEWS, ie, Electronic Warfare Weapons are Bioweapons and Neuroweapons
In case anyone’s in any doubt here as to what these energy weapons really are, they are Bioweapons and Neuroweapons, inflicting harm on the animal body and brain and the human body and brain, able to induce all manner of disease and illness, invoking symptoms of all, developed over decades in secret by all branches of the Department of Defense–which has newly christened itself the Department of War, as if to legitimize its heavily funded war on all humans with such pernicious weaponry.
These Electronic Warfare bioweapons have been the subject of numerous field weapons-testing projects run by all branches of the military, which have long been suspected to be in operation on the general populace as reports have come in all over the nation–and world–of harm inflicted by through-wall microwave and millimeter-wave and other suspected Spectrum weapons, whose development and existence has gradually been revealed by the US Army, Navy, Marine Corps and Air Force, DARPA, and NIJ, as reported widely including here at my video and print sites earlier.
Air Force Field Weapons Testing of Anti-Personnel Directed-Energy Weapons Using Planes, Drones, and Ground Vehicles is Unmistakable in Neighborhoods Yet Being Denied, Using Mental Health Fraud
Media and civil rights agencies have covered up these operations by dismissing all reportage of unlawful bodily damage inflicted on people as “mental illness.”
Police, ER doctors and psychiatrists have been deployed to “section” all such reporters of electromagnetic technology harm in massive operations of Mental Health Fraud which the Fusion Center State continues to run, as if legitimate.
Targeting, Torture, and Persecution: All Illegal
None of these operations are legal, lawful, or legitimate, but they have been hidden under covers of “minimal risk” experimentation on Americans and citizens worldwide. They have also been hidden under covers of classification. Yet millions in the USA and worldwide report they are being persecuted–tortured without reprieve, over and over–with these kinds of radiation, through-wall weapons, which UN Special Rapporteur for Torture Nils Melzer termed “cybertorture.” Torture is illegal and against the law. They all need to be stopped, and the projects defunded.
MK ULTRA’s Brain and Behavior Modification Experiments Dovetail with Military Psy Ops
Currently they seem to be continuing. In addition to physical harm from pulsed microwave and millimeter wave weapons such as burns and induced arthritis, and from acoustic neuroweapons such as Voice to Skull weapons, remote EEG-weapons and Brain Computer Interface-CBI technologies run on wifi, people have widely reported what has sometimes been referred to as “gangstalking” by strangers and exposed as “Neuro Linguistic Programming” and echo-stalking or mirroring what people do, say, think, wear, as well as swarming and smear operations, flashing lights and noise harassment in what has increasingly been revealed as covert Behavior Modification and Brain Modification experiments and operations, in classic continuation of the MK ULTRA projects of the 50s to the 70s, which CIA and DOD whistleblowers have often stated have just gone underground.
CIA Sought to Keep Its Clandestine Activities on This Air Force Field Weapons-Testing Contract Secret
Now proof of such subterranean and continuing clandestine operations is revealed in these Air Force weapons-testing contract documents, with its CIA directives to keep the involvement of the Directorate of Operations secret.
Sponsoring agencies of these projects–the Air Force Research Laboratory in this case–were asked to delete all reference to the CIA and to the Directorate of Operations. Clearly, in tandem with Air Force weapons-testing, the Clandestine Services of the CIA had been involved in covert operations on the populace.
Interestingly, it appears the CIA’s National Clandestine Service–which clings to its secrecy as it engages in dubious operations of different kinds–changed its name to the Directorate of Operations in 2015, just before the national rulemaking process for the revision of the Common Rule began in 2016.
That process culminated in a treasonous betrayal of Americans by the Secretary’s Advisory Committee for Human Rights Protections (SACHRP), which permitted Intelligence agencies, military divisions, and Criminal Justice agencies to claim exemptions to Informed Consent for what they termed “normative” Intelligence or Criminal Justice activities. Public comment was ignored in its entirety. In other words, these agencies ensured they don’t need to inform you and get your consent before hammering you with secret through-wall electromagnetic weaponry, swarming you on the street, stalking you with Psy Ops, demolishing your reputation, and colluding with police to get you civilly committed or wrongfully criminally-accused. All in the name of holy “Brain Experimentation for National Security” which absolutely no one was going to consent to. This illegal handing over of rights to brain thieves and brain modifiers in the agencies and private sector still needs to be overturned.
Special Access Programs and Controlled Access Program Coordination Suggest CIA Involvement Too
This Air Force contract also reveals that Special Access Programs and Controlled Access Programs were involved, pointing to CIA involvement.
Special Access Program Information, as also Sensitive Compartmented Information (SCI) and Non-SCI is marked as information for needed clearances for the contractor on the DD 254 on a few of the Task Orders on this Air Force-General Dynamics contract.
An Intelligence Directive explains that Controlled Access Programs is how Special Access Programs are referred to within the Intelligence Community.
Operatives working putatively for the CIA on these Controlled Access Programs and parked in people’s neighborhoods, sending pulses of directed-energy into people’s homes, have been reported to display “CAP” around their homes, as they also send projected sound hits with sound technology into people’s homes, saying “Protected”. Many reporting these crimes report that the perpetrators of covert electromagnetic weapon assault in their neighborhoods and communities using pickup trucks or parked cars or installations in their houses and garages tend to surface some aspect of their involvement, as if to “gain consent”–which cannot be gained in such covert ways–or to provoke action which is then used by these operatives against them.
“Protected” appears to mean Police and Court Protected and Psychiatry-Protected, as reporting victims of today’s covert operations using electromagnetic weaponry and neuroweaponry on human bodies and brains, non-consensually, are “sectioned” and abusively thrown into Psych Wards and mental institutions for false psychiatric labels to be affixed to their medical records so no one takes their reports of crime and physical abuse with Spectrum weapons seriously.
The Entire “Targeting” Program May be an Unacknowledged Controlled Access Program, CIA-Run
The entire, unlawful, persecutory and illegal “targeting program” as many refer to the non-consensual brain experimentation and field weapons testing of AP-DEWs may be hidden in CIA cabinets as an Unacknowledged Controlled Access Program with “protective controls” as noted in ICD 906.
All of these are signs that the CIA’s unlawful and horrific MK ULTRA, MK SEARCH, Project Artichoke and other programs of covert brain experimentation, brain modification and behavior modification are continuing, all over the US and world, hidden in plain sight in neighborhoods and communities.
Dr. Robert Duncan, DOD and CIA whistleblower has stated that MK ULTRA has only grown and gotten more and more terrorizing.
Dr. James Giordano, the Defense neuroweapons scientist who has been commenting publicly on the so-called Havana Syndrome attacks on CIA agents and diplomats as well as on civilians–found to be acoustic and pulsed microwave weapon attacks–has stated recently that the weaponry is now of small enough size to be backpack-mountable and mountable in vehicles, lending itself to clandestine and covert action usage.
CIA Experiments on Humans Today Have Been Previously Revealed
In 2015, the CIA could not deny, could not acknowledge but could not deny that secret human subject research and undisclosed experimentation on human brains was being carried out in the United States of America, a most astonishing FOIA request response sent to this writer carefully examined in reportage here:

CIA-Sponsored Human Research Inside the USA Acknowledged in 2012
In retrospect it seems the CIA issued this speedy opaque response primarily to conceal the use of directed-energy and radiation neuroweapons in research, for prior to that FOIA request on this subject in 2015, employees of the CIA had reported in 2012 to Amy Gutmann, the Chair of the Presidential Commission for the Study of Bioethical Issues, that the CIA was conducting “confidential” research on humans, not abroad, but inside the USA. Research in fact which was CIA-sponsored–funded? Or research involving involvement like the MK ULTRA, MKCHICKWIT, MKOFTEN, MK DELTA, MK NAOMI et al by the Army and Navy and Air Force?
Given the shredding of documents in the ’70s to conceal the breadth and depth of the CIA’s behavior and brain modification projects on people and children using drugs and electromagnetic radiation among other stimuli, can we believe that these CIA “human subject research” projects acknowledged in 2012 were and are being conducted only inside the US? People from all over the world report identical programs of remote bodily and brain access as well as overt community and neighborhood harassment.

Conclusion: The CIA Is Involved in AP-DEW Field Weapons Testing, and Running MK ULTRA Brain and Behavior Operations Still In Your Neighborhood
Many questions remain, and it’s clear the CIA, by the very structure of Special Access Programs and layers of Secrecy it uses, hides its trail well and refuses to admit or acknowledge that its most dastardly programs of crime on human bodies and brains, MK ULTRA and related operations, have never stopped and have continued into present time.
So intent on concealment in fact that “protective controls” are used to falsely tar all reporters of neuroweaponry or electromagnetic weaponry on them as Mentally Ill, using police, courts, judges, psychologists and psychiatrists to do so.
These however are major crimes. Those being persecuted continue to speak, and will speak and should speak, in every lawful way they can, until these horrific operations of harm are stopped.
And it is indisputably clear from these documents the CIA is running Clandestine Operations outside government-controlled facilities on people, in Air Force Bioeffects Research experimentation on bodies and brains, using Anti-Personnel Directed Energy Weapons, and has been doing so, from 2013 to 2020.
