[This report is in process and will be updated continuously. Massive cyberhacking and other attacks on this writer have attended this entire, vital, human and animal rights and protection reportage over the past 4 years. These documents reveal secret radio-weapons testing projects since 2013 which included field radio weapons-testing in the US and plausibly also in NATO and other foreign countries, Intelligence involvement, and, along with other Non Lethal Weapons Testing projects being run by the DOD and DOJ could account for the attacks reported by hundreds of thousands of civilians in the US and worldwide wrongfully labeled “Targeted Individuals” and “Mentally Ill” for reporting radio weapon and neuroweapon attacks on their physical bodies. This report has implications for all on Planet Earth, including all in the Military and Intelligence and Law Enforcement agencies, who are surely aware themselves how these “through-wall” radio and electrical weapons assail and impact all human and civil rights. Human and civil rights organizations as well as animal rights organizations may want to step forward here and take the lead in protecting all human and animalkind from the tremendously destructive implications of these insidious pulsed electromagnetic and electrical technologies which continue to be developed and fine-tuned–and which have been hidden using “Mental Health” covers, which can no longer stand in the face of evidence of actual radio weapons-testing and human experimentation by the military and Justice agencies.]
Newly declassified US Air Force documents released to this writer on a FOIA query repeating and extending the query made earlier and reported here on a Directed Energy Bio-Behavioral/Bioeffects Research contract from 2013 reveal that General Dynamics Information Technology, the Defense company awarded this Directed Energy Weapons development and testing contract worked with the Air Force and other agencies including the Central Intelligence Agency on Directed Energy Weapon and Counter High Power Microwave Weapon research, using humans and animals, studying bodily degradation and health degradation through various means including simulation modeling at cellular, neuronal, and gene levels in both laboratory and field research and testing.
Technologies tested included Microwave, Millimeter Wave, Sub Millimeter Wave, Infra-Red, Terahertz, and Electric Pulses.
Contract documents reveal these were Top Secret/SCI contracts, with five-year outlays of over $6,000 Million to $10,000 Million expected in government funding for different task orders on the contract. International arms regulations were involved.
Experimentation on humans and animals with numerous electromagnetic technologies was conducted at several contractor-operated secure facilities, Air Force bases, Air Force Training Ranges, apparently all over the United States, and possibly also in NATO and other foreign countries, since accompanying (DD 254) security forms and various Defense regulations cited denote Defense contractor access to NATO and foreign government information.
Information on a Basic Contract was provided, with separate documents showing eight Task Orders on a Statement of Work with Technical Reports for each.
LIST OF HAZARDOUS MATERIALS
Documents received in a partial release comprising 17 documents after what appears to be close screening by the Joint Base San Antonio Public Affairs office include a long listing of hazardous materials which contractor and subcontractor personnel were required to be cleared to handle, which variously appear to be chemicals and materials used in laboratory settings for staining, preservation, microscopy imaging and other processes, chemicals and nanomaterials plausibly used by TS/SCI and Special Access Project pilots in chemtrailing or SAI’ing–Stratospheric Aerosol Injecting–or low-altitude cloud creation for the dispersal of hydrogel (nano graphene), metallic salts, silicon, and other nanoparticulate matter into the atmosphere which, quite outside this contract, have been reported as in use in numerous research programs for varied published purposes by military agencies such as DARPA and the Pentagon.
Such reported projects include geoengineering to block the sun and the suspected populating of brains and bodies with nano graphene for brain research purposes. Chemicals and hazardous materials listed here include RNA and magnetic nano particles, with various chemicals listed appearing in ingredient lists for mRNA vaccines, suggesting transport if not use of such in domestic programs such as the intended spraying of aerosolized vaccines or herbicides.
The first document in this series, the Basic Contract document–with this 20 page DEBR List of Hazardous Materials–is linked below, and further brief exposition on some of the chemicals listed follows:
The contract was issued, sponsored and funded by the Air Force Research Laboratory headquartered at Rome New York, AFRL/RQKHA for completion by the Air Force Material Command based in Wright Patterson, Dayton, Ohio and administered by the Government’s DCMA Manassas (Defense Contract Management Agency office at Manassas) and a separate office at Livonia, Michigan, which no doubt offers insight into the power structure here, inclusive of plausibly a Commanding Defense entity overseeing the Air Force. Payment on this contract was made by DFAS, Defense Finance and Accounting Service at Columbus Center, Ohio. The Effective Date of start was the Date Signed, the 3rd of September 2013, and the Period of Performance was 78 months from the Effective Date, 6 years and 6 months, slated to end on the 3rd of March, 2020.
Field Testing Suggests Involuntary Testing on Humans
Initial review of the long listing of contract clauses, Federal, Defense, and Air Force provided, the Defense Security Classification form the DD 254, as well as the task orders and technical reports contained in all succeeding 16 documents–overviewed here briefly–suggests that the DEBR weaponry tested included the following: involuntary, unconsented-to radio weapons-testing of humans in field research settings in addition to testing of those named “volunteers” and captive animals in laboratory settings; radio weapons-testing on certain categories of “convict labor”; radio weapons-testing in NATO countries; radio weapons-testing in other countries alluded to in contract clauses and DD 254 notations requiring contractor clearance for “foreign government information”; Defense contractor access to Top Secret/Sensitive Compartmented Intelligence information (such as, plausibly, undisclosed but long-suspected lists of unlawfully targeted and watchlisted individuals from fusion centers–who became the involuntary, unconsenting “human subjects” expediently labeled “Targeted Individuals” and “Mentally Ill” by Primary Care and Emergency Room Physicians, EMS personnel, Psychiatrists, Departments of Mental Health, local and state police/fusion centers, and so-called Media, collusive and complicit); secretive Special Access CIA teams being involved in radio weapons-testing and operating involuntarily on humans; and radio weapons-testing, bioeffects data collection, and bioeffects data analysis at multiple sites, at a primary Air Force base named, as well as at other sites inclusive of “military installations and approved contractor operated secure facilities” (DD 254, Page 3, item 8a).
FOIA Response Appeal
Given that much vital information has been withheld on this FOIA query response, this writer sent in an appeal (on June 18, 2024) to the Secretary of the Air Force, as suggested by the Deputy Commander, Colonel Bryan Logan of the Joint Base of San Antonio at Fort Sam Houston, Texas, to which Base this FOIA request was transferred. A final response was received on October 23, 2024. A subsequent expanded FOIA request was acknowledged but the time period for response extended in a series of extensions which then went silent. The FOIA request as made initially in September 2023 can be traced here at the ECC-FOIA log; the earlier FOIA request made at Muckrock with its return of a few documents has been reported here earlier. The Federal Wide Assurance on this contract was FOIA queried with the US Air Force and the Department of Health and Human Services/Office of Human Research Protections, and was reported here earlier. A Letter from this writer to the Ombudsman was sent post that FOIA-release as reported here recently. The Broad Agency Announcement behind this contract signaling the immensity and significance of this contract as primary in the area of “Directed Energy Bio Effects Research” was originally posted at a federal listing site and can be found now at sam.gov.
DD Form 254: Contract Security Classification Specification
The Basic Contract’s DD Form 254 in redacted form for this USAF-General Dynamics Information Technology Basic Contract was included post-FOIA request on this query as part of the first 2013 USAF-GDIT Basic Contract document PDF, which can be found posted above under List of Hazardous Materials.
Note 1 re DD 254: Please note, this military security classification form, like much else on these contract documents, being absolutely new to this writer and investigative science journalist, has posed quite a bit of a conundrum in terms of basic import. She did eventually realize this is rather a critical form and document and it is rather a privilege for journalists and readers to be able to examine this Defense form (from the closed and covered world of classification and compartmentalization), even in redacted form. Close examination of all the DD 254 documents enclosed with Task Orders on this contract, and the Basic one mentioned above reveals 1) that there are differently filled-out and differently redacted DD 254 forms on each Task Order–suggesting each comes from a different base really–and initial thoughts regarding there being just one DD 254 for the entire contract were wrong; 2) the form itself and the attachments and addenda offering guidance on the different parts of the form and how to fill it out seem the same but not all the Task Orders have all the attachments and addenda; 3) each of the forms has a different date on it suggesting different subcontracts, different bases as do the different subcontract award forms (Form no. 25) with each Task Order; 4) different project managers and administrators and addresses (redacted) also suggest each DD 254 form comes from a different base; 5) difference in inclusion of addenda and attachment seems to highlight the level of classification or access in relation to the particular project focus, which differs across Task Order; 6) Task Orders 5 & 6 seem to have the most addenda and attachments, with significant information in the attachments, especially the Special Access addenda, pointing to Special Access Project/CIA involvement. Task Order 5’s DD 254 therefore has been chosen for closer examination of all the Attachments and Agenda supplied below.
Note 2 re. DD 254: Opening examination below starts with the Basic Contract’s DD 254, looking at both the current 2024 declassified document release and the earlier one from 2016–which was posted in a document at Muckrock only later.
DD 254: One of the most interesting things of course is the “Top Secret” classification on Facility Clearance on the newer-from-Muckrock, 2023 (on the older file/from 2020) release, which was blacked out–redacted–on this release (the file posted above) being reported here now. A few other details are redacted on this release left open on the earlier one, mainly address and location details.

“Top Secret” Facility Clearance Required suggests that only those contractor-employees and affiliates with Top Secret clearance could enter the facilities named. The issue of clearance and facility access has been addressed in Contract Clauses as well. This is also perhaps where the DoD Industrial Security Manual, the NISPOM applies as noted at the top on the form.
Two Addenda on Pages 5 and 6 were included on the less redacted DD 254 sent earlier via Muckrock. One is titled Special Access Information and the other notes Sensitive Comparted Information (SCI) clauses. Both of these pages 5 & 6 of the DD Form 254, inexplicably, were fully redacted on the current document send (Please see the file at Scope and Contents).
Special Access
On Page 5/Addendum to DD Form 254 (Block 10f), Special Access Information, Effective 31 October 2011: at “Blk 13, Ref 10f” the recurrence of “Special” points to more than nominally hidden operations it appears–suggesting CIA involvement, given the CIA’s OSO (Office of Special Operations, pre 1947-1952) background; the line “All Special Access work must be conducted within an AFOSI Office of Special Projects (PJ) approved location” seems particularly poignant, raising questions about both “Special Access work” and the AFOSI PJ connection here. (AFOSI=Air Force Office of Special Investigations/OSI is one of the current 10 Air Force Commands. ) Note here: While reading through this Reference yesterday (11:30 am, 7-28-2024), and right after I noted in the margin a question about possible “Special Access” work at this seemingly Special, meaning, in this reading, a doubly secured Special Projects location on base (not just a SCIF perhaps), “Cloning? GM’ing embryos?”, the new man next door slammed out of his house, screen door slammed, leapt into his car and left and a smell of intense skunk spray suddenly pervaded the deck and air where I sat in sun, reading, as if in confirmation. I did record a brief video to mark the moment.
On Page 6, Addendum to DD Form 254 (Block 10c 1), Effective Date 7 August 2013, Sensitive Compartmented Information (SCI) Clauses : The Sensitive Compartmented Information Addendum notes that the estimated completion date on this contract effort was 15 March 2020. Among the many significant pieces of information on this page is Number 7 with its Special focus on keeping “classified foreign intelligence information” from foreign nationals and immigrant aliens who may be employees or consultants, even US, of the contractor, regardless of security clearance: what kind of information may this be and why discriminate against foreign-origin employees and consultants in this way? [Innate supremacy clause or fears of espionage?]
Seven attachments accompany the DD 254 form included with this contract’s Task Order 5’s Statement of Work and clarify the requirements on this form. Each of these attachments is reproduced in screenshot below; the full Task Order 5 document (follow link at top of report for the US AF contract documents) can be consulted for its full DD 254.
Attachment 1, BLK 13 SECURITY GUIDANCE: cont’ dated 22 April 2014 and providing Security Guidance for Blocks 10 onward on the DD 254 requires and permits the Contractor access to Intelligence material, NATO information, Foreign Government information, and FOUO (for official use only) information.
Air Force Training Ranges included in Locations of Directed Energy Weapons Testing
The guidance “Ref blk 11a” addresses location of Contractor performance, stated as restricted to Joint Base San Antonio at Fort Sam Houston, Texas and “other locations as required” which include “Air Force training ranges”, “other AFRL government and contractor facilities, etc.” –which is sufficiently vague to hold or hide the mention of other locations outside those mentioned.
“Air Force Training Ranges” may include space around Air Force Bases, although recent information from the military suggests “Combat Support Training Ranges” are specific, finite locations and not widespread: CSTR March 2025. Also: https://www.afimsc.af.mil/CSTR/
The guidance “Ref Blk 11i” mentions “SCIF execution location” (sensitive compartmented information facility” and cites EMSEC (emissions security) requirements inclusive of DFARS Clause 252.239-7000 “Protection against Compromising Emanations” and Intelligence Community (IC) “Tech Specs for Construction and Management of SCIFs,” while other numbered items here speak about the receipt and generation of “classified material” and SCI (sensitive compartmented information), and about “classified foreign intelligence materials” which “must not be released to foreign nationals or immigrant aliens.” Estimated date of completion on this contract effort is noted at No. 14 as 6 February 2021. What could these classified foreign intelligence materials be?–foreign government watchlists, DNA, RNA from foreign nationals or their progeny inside the country, etc.?

Attachment 3, RELEASE OF NON-SENSITIVE COMPARTMENTED INFORMATION (NON-SCI) INTELLIGENCE INFORMATION TO US CONTRACTORS at “1f” reiterates that intelligence material is not to be released to foreign nationals or immigrant aliens but then can be (released to such) with “advance written permission from the originator” and also to foreign nations and “foreign national recipient(s)” if applications spell out “benefits to US interests”. “1k” notes that final disposition of intelligence information rests with the sponsoring agency (which in this case is the Air Force Research Laboratory). Classified intelligence material, at “1g” as furnished to or generated by the contractor needs to be returned to the source from which received unless authorized otherwise. [Clearly Rule by Exemption is in order here–all over “Classified” and “Intelligence” in fact.]

Mention of a Controlled Access Program Coordination Office (CAPCO) guide for special/control markings at “2” suggests a Controlled Access Program may be in operation. What this is needs further examination. The “Intelligence Community Directive 710” titled “Classification Management and Control Markings System” from the Office of the Director of National Intelligence (ODNI) website (found on a search online for CAPCO) offers insight into the classification management and control markings on IC products being followed by IC member agencies. Contractors were expected to perform duties inside and outside of government-owned or controlled facilities governed by Section VI.A of Defense Central Intelligence Directive 6/6 in the case of the former as noted at “3” and “4”.
CIA Involvement & Desire to Fly Incognito
Noted at “4.a.vi” is the most interesting directive of all on this Attachment, a requirement for Sponsoring Agencies (now in the plural) to delete any reference to the Central Intelligence Agency, “Directorate of Operations” and any component thereof from all “CIA Directorate of Operations reports passed to contractors” unless the CIA approves otherwise.
Apparently the “Directorate of Operations” previously known as The National Clandestine Service is in direct line of descent from the OSS and Special Ops OSO as noted at the CIA DO website:
The very fact that such a Directive exists on this Attachment to the basic Security Classification form, the DD 254, is curious. Why would the CIA wish to so earnestly obscure its own involvement in this apparently national and international DEBR contract with a Defense contractor? Because it has been involved. And why would it be involved at all?
That is of course spy action against and between countries. What kind of spy action can the CIA possibly be engaged in against Americans inside America?
Secret, Classified Human Experimentation: All Clandestine?
Now a little while ago–while this writer was in the throes of nonstop insane, unwarranted, unlawful anti-personnel Directed Energy Weapon assault from parties she knew nought about–a FOIA request sent in to the Central Intelligence Agency was returned as if in fury, the very same day, possibly within the hour, with what is termed (apparently triumphantly) by CIA strategists a “Glomar” response. Essentially, the CIA could not deny, could not acknowledge but could not deny that secret human subject research and undisclosed experimentation on human brains was being carried out in the United States of America, a most astonishing FOIA request response carefully examined in reportage here: FOIA Request Report: CIA Unable to Confirm Informed Consent in Any Open Human Subject Programs and Research Using Directed-Energy Neuroweapons in the USA, Published October 23, 2015.
In retrospect it seems the CIA issued this speedy opaque response primarily to conceal the use of directed-energy and radiation neuroweapons in research, for prior to that FOIA request on this subject in 2015, employees of the CIA had reported in 2012 to Amy Gutmann, the Chair of the Presidential Commission for the Study of Bioethical Issues, that the CIA was conducting “confidential” research on humans, not abroad, but inside the USA. Research in fact which was CIA-sponsored–funded? Or research involving involvement like the MK ULTRA, MKCHICKWIT, MKOFTEN, MK DELTA, MK NAOMI et al by the Army and Navy and Air Force?
Later, in 2016, further information re-surfaced in Public Comment about the CIA’s acknowledged involvement in human experimentation inside the USA, as numerous federal and Defense agencies gathered with Health and Human Services post an NPRM (Notice of Proposed Rulemaking) to revise the Common Rule, an outgrowth of the post-World War II Nuremberg Code which sought to establish the sanctity of Informed Consent (and could not, in the USA certainly, given evolving twentieth-century dilutions of the concept of Informed Consent wrought by exemptions, waivers, exceptions all conceived apparently on the back of human-sacrifice thinking, an abject plummeting of scientific and military ethics into oblivion). That information comes from the Moral Science Report of 2012, covered in reportage excerpted below:
This is obviously a watershed moment therefore, for this writer and all her readers over the years following this subject, to be examining these declassified contract documents and reports from a Defense contractor engaged in a multiply renewable and spread-over-vast-terrain Spectrum weapons-testing contract on humans and animals and witnessing evidence of the CIA’s Clandestine-arm involvement in it.
For surely that is what this Attachment 3 is surfacing, the CIA’s Clandestine Directorate of Operations being involved in Directed Energy Bioeffects Research on humans and animals. Meaning: Secret, Classified Human Experimentation Without Informed Consent, or in fact Consent of any kind.
As surfaced in contract clauses as well and in recent public information at the CIA website, a key interest of the CIA currently is Bioengineering as also Artificial Intelligence. Have these been conducted at these SCI-secured facilities? A matter for further enquiry as examination of these documents proceeds.
Attachment 4, FOR OFFICIAL USE ONLY (FOUO) covers “For Official Use Only” classification and control of data and materials. Close reading offers a few possibilities, that FOUO stands at a level actually above Classified, not below, (Classified’s just not that important from the point of view of FOUO) yet the prohibition at 3, Storage, to stop the expenditure of funds specifically to protect FOUO information is curious. “For Official Use Only” information, at 5, Release, may be released “only to DoD components, officials of DoD components, and other DoD contractors when needed to conduct official DoD business.” This classification seems more exclusive therefore.

Attachment 5, OPERATIONS SECURITY covers OpSEC Operations Security requirements. Or rather “guidance to contractors when DOD Operations Security (OPSEC) requirements are imposed by DOD User Agencies.” (DOD User Agencies may include all Defense agencies outside the Armed Forces, a substantial number, listed at Wikipedia (not always a reliable source, but then, neither is the DOD : Screenshot, Wikipedia, DOD Agencies below) inclusive of DCSA and DLA, elsewhere noted as two DOD User Agencies.)

[Controlling the Armed Forces of the United States of America is what, no doubt, every injured American is quite interested in: Injury by Armed Forces of Americans on American Soil: Is it Crime or is it War?]
Statements in this attachment however do run counter to fact. Essential secrecy for example to protect “US interests” is surely fundamentally impossible to ensure in the face of intergovernmental MRAs (Mutual Recognition Agreements) and STAs (Science and Technology Agreements) which today permit the sharing of trade secrets and patents and permit the unthinkable–unallowable, unConstitutional, unlawful–exchange of research teams and free hunting on native soil of the natives by non-native science and technology “researchers” experimenting openly or c/overtly on them, particularly in the realms of brain and biomedical experimentation, Artificial Intelligence, Robotics, Big Data, social sciences, the management of humans, and the testing and development of so-called non-lethal weapons. (International Agreements under watch here.) (All of which would presuppose a globalist, world government in operation really, not nation-state sovereignty and an organic protection of US interests.) Are these just words then, on paper, and not much else? Remember also Executive Orders and the quick-inversion wording on contract clauses/CFR regulations as well as built-in exceptions, deviations, waivers everywhere. Contract clauses listed here on this contract certainly call into question notions of “classified” and “SCI” and primacy of Government in requisitioning labor and owning patents to developed weapons.
Other concerns about OPSEC as noted here in Attachment 5 in particular reference to “Human Use” by the contractor, and review of facilities by an OPSEC officer from HPW/OMS (Human Performance Wing/Open Mission Systems) raise the basic question: What is this Secrecy about? What is being hidden here? And why? “Protection” of activities could promote Crime in Secrecy–and is this built-in then, such opportunity for runaway crime-under-cover?
Where would the evaluation of activities on this contract on the contractor’s facility or on-base include human rights and animal rights/protection law? Such questions are not covered here.
Primary considerations regarding protecting “unclassified intelligence indicators on classified or sensitive programs” and “developing and implementing countermeasures to best eliminate or minimize (unacceptable/undesirable intelligence indicators)” are also worrisome. What kind of countermeasures? What kind of protections? Glomar responses on FOIA queries? Physical countermeasures? And why?
What can be concluded here is that despite all loopholes the Cognizant Security Officer, the CSO who performs the OPSEC inspections “of contractor facilities located on military installations” is seemingly in charge, on paper at least.
Attachment 6, 711th HPW/RHDR Security Classification Guide (SCG) Index lists the weapons being tested and developed on this Basic Contract, with dates it appears for associated development release perhaps and POC (point of contact) titular heads or locations to contact on each. The notating of “DoD” as “POC” for High Power Microwave (HPM) Weapon/Counter High Power Microwave (CHPM) Weapon Technology with a date of 21 June 1999 and for Critical Infrastructure Protection with a date of January 2003 seems to indicate these weapons technologies are under the aegis of DoD while AFRL (Air Force research Laboratory) designations for the Active Denial Technology (ADT) Program and HQ USAF on Directed Energy (DE) Weapon and Counter-DE Capability Technologies suggest AFRL and HQ USAF sponsorship and ownership on these, respectively. And concomitant security classifications, perhaps.

Attachment 7, LOCAL CONTRACT SECURITY REQUIREMENTS lists local contract security needs and requirements, offering some insight into security procedures on classified contracts.
Interesting to note, at No. 2, is the “unescorted entry” to “Air Force restricted or other sensitive areas designated by the installation commander” which does suggest the installation commander might indeed know all, in terms of Sensitive Compartments, so can we actually say SCI even exists at all? Someone knows! In fact, quite a few someones probably, given the employee listings and the close collaboration AF contractors seem to engage in with AF officials. Questionable therefore, that concept we’re often handed, of Sensitive Compartmented Information being so sensitive and compartmented that no-one knows quite what’s being done in that next cabana over there. This must surely be true of the CIA as well!
At No. 3, it appears the contractor is being permitted to remove and destroy official records but only if they keep to an Air Force Manual 33-363, Management of Records. Which certainly does raise a whole world of questions, given the reported history of destroyed records, particularly by the CIA, during the famous Church Committee hearings, of the bulk of its MK ULTRA files, records of unconsented-to experimentation on humans with psychedelic and other drugs, electromagnetic radiation, and other reckless stimulii.

The usage of Anti-Terrorism as a term at Nos. 5 and 6 also gives pause; is this different from Counter-Terrorism then, which fusion centers allege is the reason they contract with zoomers, flyers, helipads to chase down (quite stationary) people they term “terrorists” without cause? “Random Antiterrorism Measures” (RAMS) are required to be complied with; perhaps that does ensure base security.

TASK ORDER 1: Directed Energy Bio-Mechanisms
The Order form, DD 1155, for Task Order 1, issued by the Rome, New York Headquarters of the Air Force Research Laboratory, is dated 3 September 2013 and records a research project titled “Directed Energy Bio Mechanisms” to be completed on or by 5 September 2015, with expected delivery of hardware and software, all to be overseen by the Program Manager/Project Engineer at the Air Force Research Laboratory.
Funding data has been redacted. Special contract requirements are similar to those noted on the basic contract and include regulations related to Export Control items, Storage and Disposal of hazardous materials, and “Protection of Human Subjects.”
Task Order 1 in the Statement of Work on this contract asks for basic scientific data to be collected on a variety of models, from cell to animal, to study the effect of Radio Frequency energies, Direct Current to Terahertz, to examine cellular response to a variety of Directed Energy waveforms, whether genetic, proteomic, or metabolomic in nature.
The intention being to study the biomechanisms of health degradation, and to uncover previously unknown bioeffects of Radio Frequency exposure, to provide a “defensive or offensive capability” to the US Air Force. Cellular and physiological responses in small animals were to be studied. Lab and field research and testing of bioeffects was to be conducted.
Bioeffects on genes, DNA, RNA, and proteins were to be studied, using different analytical means. Metabolomics and immunology effects on immune cell functions were to be studied.
Laboratory rats and pigs were posited as the primary animal model, with all tissue types, body fluids, and breath to be analyzed.
Molecular bioeffects with “human research subjects” were also expected to be determined. Several human subject protocols needed to be followed, and personnel needed to take annual refreshers in “Basic Human Subjects Biomedical and Social and Behavioral Focus.”
Pathology, bioinformatics, and simulation modeling of microwave exposure at the tissue, cellular, and sub-cellular levels was intended, along with microscopy and electrophysiology. Pilot studies and large experiments were anticipated. Hazardous materials training was required, and hazardous waste to be disposed of by the government.
SECURITY CLASSIFICATIONS: The DD 254 Security Classifications form accompanying this Task Order notes this is an original, not follow-on contract, and that the contractor would need access to OPSEC (operations security), COMPSEC (computer security), and Intelligence information inclusive of Sensitive Compartmented Information, Special Access Information, NATO information, Foreign Government information, and Defense Technical information. Work would be conducted at JBSA Fort Sam, Houston, TX, and elsewhere at military installations and approved contractor-operated secure facilities.
This form further notes that the intended data on the biological effects of Radio Frequency radiation from DC-Thz is required to encapsulate the short and long term biological response to understand the entire life cycle of exposure. Data would be used to fundamentally develop Directed Energy technologies and evolve military exposure standards for “maximal exploitation of RF technologies.”
Excerpt, DD 254, Contract Security Classification Specification, Task Order 1
Various security protocols were expected to be followed, and classification of most data under this contract was to be defined by the DOD Security Classification Guide (SCG) entitled “Joint Non Lethal Weapons Program” dated October 1999, and the HQ USAF SCG dated 21 June 1999. COMSEC/Cryptological safeguarding requirements would apply, as well as various other DOD Security measures and SCI (sensitive compartmented information) security specifications.
Task Order 1 Final Report:
The Final Report on this Task Order 1 notes in an abstract that critical biochemical and molecular changes following DE (directed energy) exposure were studied, for “the prediction of health degradation”. Unique biological responses to different forms of RF (radio frequency) exposure, DC to Thz, and nanosecond electric pulses were revealed, enabling the development of predictive response models. Neurological effects were studied. Research data was incorporated into Effects Databases to support development of what is termed “decision support tools” which can, in this context, be understood to be the intended DE weapon technologies to be aimed at humans and animals.
Further, molecular bioeffects and “biomarkers of exposure” were studied. Three distinct types of Directed Energy were studied: Millimeter Wave Radiation (MMW), nanosecond Electrical Pulses (nSEP), and Terahertz (Thz) radiation.
nsEP (nanosecond Electrical Pulses), nsPEF (nanosecond Pulsed Electric Fields):
Research into the bioeffects of nanosecond pulsed electric fields–nsPEF–has yielded evidence of “nanopores”–small pores–permitting ion transfer, formed within the cell’s plasma membrane and internal organelle membranes. Various examinations of this phenomenon using different lengths and durations of pulses as well as different focal points yielded various results, such as observing that decreasing the cholesterol or lipid content of the plasma membrane resulted in increased nanoporation, while sustained exposure to pulsed electric fields resulted in increased nanoporation and eventually cell death if innate repairing processes of cells like autophagy were overridden by sustained bombardment with electric pulses. Mitochondrial biogenesis increased inside cells, and intracellular calcium concentration increased, on application of pulsed electric fields. Cytoskeletal integrity was also affected, with pulsed electric fields inhibiting actin cortex formation in Chinese hamster ovary cells. Acoustic shockwaves were found to be the consequence of nsEP in one study, imparting mechanical stress and thence damage to the plasma membrane. “Sonoporation” was thereby found to be one mechanism of electric field damage to plasma membranes. Results of all these experiments have been published in various public domain and military conferences on Photonics and Bioelectromagnetics.
Terahertz Radiation
Terahertz radiation is apparently used in imaging and sensing technologies at international airports for security screening and at major medical centers for cancer and burn diagnoses. Temperature and absorption studies with Thz conducted on this task order show that water and various biomolecules such as DNA and proteins are impacted in structure and function by Thz radiation.
Gene expression is affected, and cellular physiology and biochemical profile is affected. Human cells showed changes in cellular viability, and in gene expression profiles as indicated in specific mRNAs, microRNAs, and intracellular signaling pathways. Selective control of specific genes and cellular processes using Thz radiation was indicated, which means that these are gene control weapon technologies which were being studied and developed. The optical properties of in vitro pigmented human skin tissue models were studied with Thz time-domain spectroscopy. Results were published via the Human Performance Wing of AFRL.
Microwaves
A note on Overexposure Biomarkers indicates that rats were subjected to high-power 2.07 Gigahertz, and their brains, central nervous system, genes and cells were studied. Brain tissue was found to be damaged, differential gene expression was obtained, and post-exposure to evaluate neuro-degenerative effects were studied.
EMP (electromagnetic) Pulses
Electromagnetic pulses were studied, with monopolar (MP) and bipolar (BP) oscillations, and found to permeabilize cells at different ranges of micro seconds with BP electric pulses maintaining higher cell survival rates than MP. A phenomenon of “cancellation” was found at certain ranges, suggesting usage in cancer therapy and electrical stimulation.
Pulsed Electric Fields Used to Induce Neuron, Muscle, Spine, and Brain Injury
Section 2.5, titled “Joint Non Lethal Weapons Directorate/Nanosecond Electrical Pulse” reveals that rats, sadly, were used to study muscle function incapacitation succeeding neural, spinal cord, and brain stimulation with nanosecond pulsed electric fields. “The JNLWD is actively pursuing the use of very short electrical pulses to inhibit neural conduction for prolonged incapacitation.” Rats and “porcine subjects” were used, while “modeling efforts” were used to analyze possible human scenarios.
Neuron Damage was Studied
Impacts of HAP, High Average Power microwave, nsEP, and infrared radiation on neuronal plasma membranes was studied, with increase in calcium influx in response to electric fields found, among other findings. Cell swelling and blebbing was observed following nsEP, with increased nanoporation and depletion of cell lipids, as nanoporation permitted ion transfer into cells. Stimulation and latent inhibition of neuronal tissues were found to be effected by such primary biological effects. Infrared stimulation with Pulsed IR Lasers was found to induce nanoporation.
Pigs Attacked at Spine to Supposedly Study Human Spinal Cord Injury
The Section 2.7, “Electromagnetic Interference-Spine” reveals that 40 Yorkshire swine were subjected to repeated attacks of 40 Hz and 19 Hz on the spine after removing their spleens in some cases to allegedly study spinal cord injury in humans. 18 fractures in the vertebral column were confirmed by X-rays and animal dissection. How pulse characteristics affect incidence of fracture was not found yet. The intent of this study aimed at studying extended duration electro-muscular incapacitation.
“Quantum Biology” notes the occurrence of “solitons”, a self-propagating solitary wave maintaining its velocity, posited during the formation of nanopores or thermal fluctuations via nsEP in neuronal stimulation and excitation in neuronal earthworm cells. Optogenetics was used to study neurotransmission following exposure to a stimulus.
Biomechanisms of Health Damage Due to High Frequency Pulsed Electromagnetic Radiation: The experiments noted in this portion of the Technical Report therefore appear to have studied at a highly granular level the biomechanisms of cell, gene, protein, neuron, brain, and spine damage in response to different stimuli in the electromagnetic spectrum range, from Millimeter Waves, Infra-Red Lasers, Microwaves, Terahertz radiation and nanosecond Pulsed Electric Fields. Numerous animals, including pigs, rats, hamsters, earthworms have been sacrificed to these efforts. Humans have also been tested on.
TASK ORDER 2: Directed Energy Weapons Effectiveness and Safety
This Task Order, dated with an Issue Date of 3 September 2013, like Task Order 1, was issued by the Rome, New York Headquarters of the Air Force Research Laboratory and sought to research the bio-effects of Radio Frequency energy and also research direct-contact systems, physically and with modeling and simulation methods, with a view to calibration, standards setting, and sharing information with “RF standards setting institutions”. Implying that agencies worldwide are engaged in testing these Radio Frequency weapons with similar aims, to set “health and safety standards” while the very use of such weapons destroys health and makes mockery of safety.
Aims included setting up weapons testing plans, procuring human subjects, and developing materials, equipment, and supplies to “operate, modify, maintain, and develop specialized research capabilities.”
Lab and field testing was expected, animals and humans were planned to be used.
Tissue damage, pain, and system effects on the “biological system” of animals and humans were to be studied. “Risk matrices” were expected to be created, also “safety guidance” and “recommendations for operational use of directed energy systems.”
Special Access information, NATO information, Foreign government information, For Official Use Information, SCI and non-SCI Intelligence information were all expected to be furnished to the contractor, as per this Task Order’s DD 254. Classification and security protocols read as similar to the Basic Contract’s noted protocols on its DD 254.
Interestingly, the final technical report on this Task Order is vague on details on experiments performed on animals and humans.
A Report Documentation Page notes that studying Bioeffects from the Active Denial System and pulsed High Powered Microwaves were a focus of this body of research.
Physiological, behavioral, and short term effects of radio frequency radiation were studied, the report notes.
Field and laboratory testing was conducted, with specific “Operating Instructions” for lab and field experiments formulated.
The twelve subsections of Section 2 on this report briefly describe different projects undertaken on this Task Order.
“Capstone” studied thermal exposure data of responses by humans to 94 GHz Millimeter Waves and sought to encapsulate the biomechanism by which the peripheral nervous system sent urgent signals to the brain to cause a “repel effect” at 43 degrees Centigrade. Mathematical analysis of the process examining repel times and exposure parameters appears to have been the focus. A paper titled “Meta Analysis of Thermal Effects from 94 Ghz Millimeter Wave Exposures on Humans” was published.
Contact Current reviewed extant literature on human responses to contact currents produced in the body on contact with a conductive object “at frequencies above 100 Khz.” It’s not clear from the report how exactly people exposed to high directed energy radio frequencies would also be subjected to burns with contact electrodes to produce contact currents.
High Average Power reviewed literature on animal studies where the neurological effects of spinal cord heating were examined, post-exposure to RF/microwave energies, ultrasound, and immersing the back of the animal in heated water. Disturbing to read, the effects observed included “altered gait, limb paralysis, and loss of sensation and reflex.”
Molecular Dynamics examined laser-tissue reactions at the molecular level with specific protein damage studied. Details on the laser technology used and for what purpose, as well as candid discussion of effects at a general-public-comprehension level are missing.
Moving Spot II details a study to examine the relative size of a spot on skin to study radial thermal diffusion and heating and cooling effects when said skin is subjected to high frequency pulses of 95 GHz Millimeter Radiation to force movement. A report, “Thermal and Behavioral Effects of Exposure to Moving Small-Diameter 95 GHz Millimeter Wave Energy Spots-Part I” was prepared.
Active Denial Technology Program Support details several projects examining thermal injury, behavioral effects, sperm production, blink rates, and other bioeffects to Active Denial System technology, that is 95 Ghz Millimeter Wave radiation, used on humans, pigs, and rats, with apparent intent to keep building a library of such data, with continued experimentation and harm to animals and humans. Studies were declassified and submitted to an unclassified Directed Energy journal, providing public disclosure in an arcane space: will the general public awaken to the great harm of this technology being developed and available for use on people and animals?
Pulsed High Power Microwave Weapons on Drones for Bioeffects Evaluation and for Counter-Electronics Missions
Interestingly, the Navy collaborated on studies with anti-personnel microwave weapons mounted on drones, as both Navy and Air Force studied counter-electronics missions.
Other studies were reviewed such as those on effects to personnel from a Radio Frequency Vehicle-engine Stopper, the fabrication of suits to protect from radio frequency pulsed radiation, a Remote Vital Signs monitor, and others.
Nociceptor reviewed extant literature on the reactions of nerve endings to “noxious thermal stimulation” with an eye to creating probabilistic predictive models on repel times to external thermal attack, demonstrating further the level of detail to which previous military studies have gone, to study pain and how to inflict it.
Pulsed Effects studied the application of repeated pulses of high frequency MMW and other aspects of such application to induce “repel effects,” with an eye to further development of such Active Denial systems to ensure absolute compliance, absolutely all of the time.
Solid State Measurement studied bioeffects on humans in relation to a moving beam, focused and infinity focused, at different distances and with different wattages, for purposes of radio dosimetry for the Solid State Active Denial Technology at Raytheon’s indoor range in Rancho Cuacomonga, California. One second was found to be the expected repel time to repel humans from 15 m to a 100 m with a 50% probability.
Transmitter Support was provided on various transmitters, including a Polarity Transmitter, a 915 Mhz transmitter, a Peak Power Emission C and X-Band Transmitter, an Opteos 2G System. Details on these radio frequency transmitters are not provided.
Recuperation Study developed a “model of recovery from system interruptions” using Cognitive Task Analysis.
Section 219 subjected small animals, unidentified, to high voltage pulses on the chest and studied resistive loads and impedance between pairs of contact locations on their bodies, using live animals and carcasses to do so. No reason for these horrific experiments is provided.
TASK ORDER 3: Modeling and Simulation of Radio Frequency Bioeffects
Task Order 3, dated 3 September 2013, sought to conduct research on the Modeling and Simulation of Radio Frequency Bioeffects on humans and animals, with hardware and software expected to be produced and fully reported by 15 December 2015.
The stated intent was to develop, implement, and utilize simulation tools “to predict the response of biological tissue to RF and High Power Microwave (HPM) energy”, examining energy absorption and thermal response bioeffects within tissues, organs or “whole organisms” subjected to directed Radio Frequency, Microwave, Millimeter Wave, and Terahertz energies.
Mathematical and statistical analyes for the development of modeling and simulation products to be used to develop predictive, decision-making software which would allow “futuristic views of the bioeffects from RF/HPM radiation” was planned.
Thermally induced bioeffects thresholds, bioeffects of High Peak Power (HPP) electromagnetic exposures, energy levels versus range on DE systems were to be studied and modeled.
Disturbingly, research software implementing “dosimetry, thermal response, propagation characteristics and bioeffects models to support branch projects and goals” was intended to be developed, suggesting comprehensive modeling to record applied energy distribution data in conjunction with recorded thermal bioeffects data and energy propagation data in biological tissue to support specific tactical intentions of harm to biological systems, that is, the physical bodies of humans and animals. Dedicated High Performance Computing (HPC) hardware was also expected to be developed.
Human Use and Animal Use are noted as required on this research project.
Base support was to be provided at the Joint Base at San Antonio, the Statement of Work notes, although the DD 254 on this Task Order has redacted the location of work to be performed. As with other task orders on the basic contract FA8650-13-D-6368, it appears this was a Top Secret task order, with the contractor needing access to Intelligence information, Sensitive Comparted Information and non-SCI and Special Access Information.
Task Order 3’s Final Report
The technical report on Task Order 3 seems sparse and wanting.

That humans and animals were used in keeping with military standards of use is noted. Focus on Active Denial System (Millimeter Wave) and High Power Microwave bioeffects is reported.
“Basic research on the bioeffects of RFR-Radio Frequency Radiation and on direct-contact electronic control devices” was conducted by GDIT. But very little is offered in terms of reportage on this basic research.
The introductory note to the first of these strikes a chilling note, suggesting that Directed Energy weapon systems are here to stay and now “part of the landscape of modern warfare”, while no public debate, discussion, or dissent to their use on humans or animals has been recorded in mainstream media whatsoever. While the public remains uninformed, military affiliates plunge ahead, planning further development and use—and reporting civilians are condemned as Mentally Ill by Law Enforcement, courts, psychiatrists, a situation which has to change at speed as this Air Force contract’s information on Directed Energy weapons development, testing, demonstrating, training, and modeling on humans in the field becomes known. “As Directed Energy (DE) systems become part of the landscape of modern warfare, the environments in which they will be used include a mix of aggressors and non-combatants as well as friendly personnel. This creates a need to predict potential bioeffects of DE weapon systems in complex environments.”
The Directed Energy Weapons Mission Planning Tool, a set of modeling and prediction tools sought to model a variety of factors in relation to bioeffects from RF energies, including environment, responses, safety, with single and multiple RF sources considered “in order to predict compound effects of more than one non-lethal RF weapon.” Again, more evidence of greater assault on the human body, physiology, and health intended, as compound effects and multiple RF weapons working together are studied.
Validation Study sought to validate predictions with experimentally obtained data. Specific Absorption Rate of energy was obtained from a rat and mathematical models calculating the absorption of energy and “resulting changes in temperature and blood flow through a body exposed to microwaves” were used to predict biological effects of exposure “and to set permissible exposure limits to avoid hazards due to exposure.” Future SAR animal model development was supported by the results. But what is “permissible exposure” and by whose standards? Were humans studied here too? The report doesn’t say.
Decision Support Tool discusses temperature probes to measure temperature in tissues and animals for the RF Thermal Validation experiment.
TASK ORDER 4: Human Effectiveness Analysis and Integration
Also dated 3 September 2013, this Task Order issued by the Air Force Research Laboratory, Rome, New York and USAF/Air Force Materiel Command to General Dynamics Information Technology called for completion of work by 15 September 2015 and a final report by 15 December 2015.
The Statement of Work stresses the importance for the contractor to develop an understanding of the bioeffects associated with exposing humans to counter-personnel non-lethal as being essential for “legal, treat, policy, and material development purposes.” “Treat” meaning Treaty presumably, which means that international treaty and convention strictures probably come into play here, such as those banning the development of dangerous and inhumane weaponry such as chemical weaponry and bioweaponry.
“Characterizing the risk and effectiveness” associated with non-lethal weapon development is stated to be an objective, with laboratory and field experiments intended, using animals and humans, to characterize devices and technologies such as “directed energy, riot control agents, broadband light, acoustic sounds, and blunt impact materials.”
Design parameters and engineering data for device development and the evaluation and testing of prototype weapons, using the human effects responses–and animal effects responses, presumably–from the experiments were intended to be developed.
Interestingly, models to characterize the “physiological and psychological effects of NLW payloads” were expected to be developed, calling attention to the fact that such non lethal weapon systems would engender psychological as well as physiological effects.
Research descriptions listed signal concerning areas of focus, and a rather comprehensive fixation on mapping all human body part responses and processes, raising questions regarding who the intended party for usage of these so-called non-lethal weapons is going to be–soldier, civilian, protester, activist or journalist or human rights advocate or humanitarian physician?–and why: Toxicology including Riot Control Agents and industrial byproducts, Blunt Trauma “including dermal penetration and perforation” and “non-penetrating insult to soft tissues, organs, and skeleton”, Acoustic/Auditory, Ocular/Visual, Dermal/Haptic and Olfactory including “sensory degradation and physiological damage, effects on attention and intent and complete behavior such as decision-making and communication”, Bioelectrics including “modeling current flow through the body, bioeffects on organs, central nervous system, vascular and neuromuscular and endocrine function”, and “Interaction between multiple human effects” including modeling physiological effects, and “motivational, cognitive, and emotional processes” due to multiple applications of the same or multiple NLWs.
The DD 254 security classification form on this task order suggests that only non-SCI information, not SCI, and not Special Access information will be required in contractor access, with Attachment 3 on this form spelling out protocols for restricted access of such information to contractors and foreign nationals and also mentioning SCI information release in controlled form to contractors outside government facilities, where again it is noted that “sponsoring agencies shall delete any reference to the Central Intelligence Agency (CIA)” and the phrase “Directorate of Operations” and related information. Intelligence information is expected to be released to the contractor on this task order, who would be supplied a copy of the Controlled Access Program Coordination Office guide.
Where the tasks on this task order were to be performed is kept wide-ranging and vague:
The final report reveals that L-3 Applied Technologies, Inc. formerly Jaycor/Applied Technologies Inc. collaborated with General Dynamics Information Technology on the projects associated with this task order, and brought their Advanced Total Body Model “that predicts the probability of a number of injury modalities associated with blunt impact to various body locations and is currently the gold standard model to address blunt impact injury.”
Blunt impact injury from a number of non lethal weapon systems was addressed under this task order. Non lethal weapon systems therefore are acknowledged to produce injury of serious kind, including “blunt force trauma, shock, internal bleeding”, as acknowledged in the Training section of a Marine Corps (& other Forces) manual on Non Lethal Weapons (Page 38, 2e3, MULTI-SERVICE TACTICS, TECHNIQUES, AND PROCEDURES FOR THE EMPLOYMENT OF NONLETHAL WEAPONS, April 2025), which seems to include all the systems mentioned here on Task Order 4.
Able Archer involved GDIT supporting an integrated production team conduct an analysis of alternatives to suggest technologies to fill identified needs for the Marine Corps, examining concept and capabilities documents on Active Denial Technology programs, and briefing the team on the found human effects of 95 GHz Millimeter Wave exposure. Airburst Non-Lethal Munition (ANLM) seems to be referring to exploding munitions–grenades–which cause powerful light and sound effects, with danger of blinding and deafening people. Ten of these were tested in December 2013, it is not reported how exactly and if animals or humans were involved as test subjects, and “anticipated human effects” inclusive of intended temporary auditory and visual suppression were reported at specific distances. Blast injury and Risk of Significant Injury were examined at distances from 1 to 2 meters from the site of detonation and found to be higher closer in. Such non-lethals don’t sound non-offensive nor non-injurious.
Disable Point Target, DPT surfaces military interest in disabling people with Human Electromuscular Incapacitation (HEMI) devices–an interest pursued also by the Department of Justice as the NIJ grant programs testing such technology reveal–and reports that numerous extant documents were studied after which experimental research methodologies and plans were developed to unearth respiration effects and “cardiac capture” effects and blood chemistry effects for “30 second EMI in humans”. Further efforts reviewed the risks, blunt trauma, and significant injury associated with “large caliber non-lethal projectiles.” “Human Effects Readiness Levels” being aimed at suggest that standards of acceptable harm due to these EMI technologies are being formulated. But who decides such standards, and who will these technologies be used on? Will all protest one day be met by HEMI and other disabling technologies? And why are these technologies being developed?
Harbinger IV is a Special Operations program “seeking to develop a long range EMI device” wherein Subject Matter Experts in EMI and “blunt trauma devices” were supplied by General Dynamics Information Technology at two working groups labeled Joint Personnel Disablement Working Groups where apparently joint forces convene to discuss Personnel Disablement with long-range HEMI weapons labeled devices.
Human Effects Center of Excellence, HECOE, Core reveals that “capability gaps experienced by active-duty military or police” would prompt the acquisitions process and design of systems offering “appropriate measurable requirements to provide optimal solution down-selections” and that GDIT has supported many new NLW efforts under this program. In particular, a SOCOM (Special Operations Command) “distraction device in the form of a multibang grenade” was supported, with GDIT working with the Naval Surface Warfare Center, Crane Division. Research on laser-induced plasmas for high pressure, temperature and shock-wave effects was studied.
Global Strike (AKA Deep Archer)details the supposed protection planning of a decommissioned nuclear missile Minuteman silo in Montana involving the development of a research plan analyzing human effects of commercial off-the-shelf Non Lethal Weapons inside the silo. Why would this be studied?
Multibang reports a certain off-the-shelf grenade to be modified for SOCOM use, reported to have been tested for the production of data on successive “deflagration” which apparently involves no breach of the housing of the grenade and consequent “fragmentation or blunt impactors”. It is disturbing that such weapons are off-the-shelf now and can be acquired by anyone, a matter that surely concerns everyone, in the interests of public safety.
Risk of Significant Injury (RSI) TWG (Technical Working Group) reports GDIT efforts to assist the Joint Non Lethal Weapons Directorate in calculating RSI “for both blunt impact and EMI stimulus of EMI devices” among other related NLW assessment projects including one from the HECOE for SOCOM suggesting higher thresholds of significant injury there than for other branches of the DoD.
Spider Non-Lethal Launcher (NLL) describes a few programs, one in conjunction with ARDEC, the Army research wing, to review plans and assess Risk of Significant injury for two non-lethal grenades associated with the NLL, a “flashbang grenade” and a “stingball grenade” with probabilities of “impulse noise injury (specifically permanent hearing loss) as a function of range and burst height” evaluated. Blunt impact injury from exploding grenades and fragments was combined with impulse noise injury to calculate an aggregate RSI for the stingball grenade. The blunt impact injury analysis was conducted by L-3 Advanced Technologies on a subcontract with GDIT with no further information provided as to how, and if human or animal test subjects were used–although the Task Order broadly calls for the protection of both, implying they would be used in some way on some or all of these projects. A non-pyrotechnic “diversionary device” without explosive material is also mentioned, wherein “incapacitative effects” with sound pressure levels to suppress targets–people, animals?–was studied by the Coast Guard.
Human Effects Modeling Analysis Program (HEMAP) discusses reviewing and collecting data on human effects from various kinetic energy, visual stimuli, thermal stimuli, aural stimuli, blast stimuli, chemical stimuli to construct roadmaps and predict effects for extant NLW systems and future modeling and simulation efforts, for, as noted for the thermal stimulus roadmap, “Millimeter Wave, high average power radio frequency, and infrared laser technology.” The chemical stimulus roadmap mentions physiological damage from NLW systems that deliver chemical agents such as organic gases. Concerningly, newer and newer weapon systems and models–“novel technologies”–appear to be envisioned. Blunt impact injury modeling using total body models to record and predict arm bone injuries, leg bone injuries, facial bone injuries, abdominal injuries, and other disturbing injuries “to the extremities and the face”, aural injuries including eardrum rupture and hearing loss, burn injuries of different degrees of severity are reported. HEMI effects studying electrical projectile attachment to human skin is reported. Very little information is offered regarding the subjects on whom these stimuli were tested and on the actual technologies studied. Chinchillas are mentioned as being used in auditory injury studies, laser stimuli are mentioned in visual injury studies, and cadavers of animals and humans are mentioned in relation to validation of model predictions with test data (from cadavers) on blunt impact injuries to the abdomen.
Other projects reported here–Improved Flashbang Grenade (IFBG), Indirect Fire Munition, Individual Non Lethal System–50 Caliber Munition, Mission Payload Module-Non Lethal Weapon System, the last a Marine Corps program–examine auditory and visual effects, “insults”, and injuries from different dangerous-sounding flashbang devices and munitions, as well as modeled blunt impact injury on skull and brain using the Advanced Total Body Model, while a new Conducted Electrical Weapon to supersede the Taser, found to be dangerous and inhumane by many reports worldwide, is reviewed. Sending electrical current into human bodies appears to be taken for granted as acceptable, with only thresholds for safety discussed as relevant. How did “Conducted Electrical Weapons” ever become acceptable? Through careful media avoidance of the subject perhaps–as indeed of the entire Anti-Personnel Directed Energy Weapon arsenal, from Millimeter Waves, High Power Microwaves, Infrared, Lasers, Extremely Low Frequencies–a situation which needs change. Media refusing to cover these subjects openly–which affect human bodies and brains–should be held accountable.
TASK ORDER 5: Modeling and Simulation of Radio Frequency Bioeffects
Task Order 5 on FA8650-13-D-6368, titled Modeling and Simulation of Radio Frequency Bioeffects, Directed Energy Bioeffects Research II, with an effective date of 5 September 2014, sought to apply statistical and mathematical analysis on previous and new radio weapons research, and develop algorithms, 1-d and 3-d digital models and simulations to record and predict further RF biological effects produced by Continuous-Wave and Pulse-Wave Radio Frequency/High Power Microwave (HPM) Weapons and Millimeter Wave (/MMW) weapons on human and animal skin, bodies, brains, and “human performance” with intent to disable, degrade, and damage.
Base support and network access was to be provided at JBSA Fort Sam Houston in Texas, suggesting this was Field Research and Experimentation, speculatively on people in areas in Texas and other states in the Mid to Southwest served by this Base.
Task Order 5’s Final Report records a duration from 1 October 2015 to 13 February 2020, mentions an interest in developing health and safety standards for exposure to Directed Energies, and notes collaboration with several other companies, SAIC, TASC, REMCOM, Engility, ThermoAnalytics, Stellar Science.
Work from previous contracts was intended to be combined with new experimental data involving what appears to be inhumane exposure of living rats and pigs and excised skin to high Ghz frequencies to study thermal effects, pulsing human heads with high frequencies to induce microwave hearing and study cranial pressure waves, studying millimeter wave thermal effects on human skin, assessing probabilities of thermal injury, studying heating in human tissues, simulating temperature rises in humans, modeling thermal effect thresholds on animals and humans, thermally shocking mice and studying protein reactions using bioluminiscence and flourescence.
Models developed carry curious names such as Digital Phantom, CHIRP (Cranial High Pressure from RF Pulses), STING (Superficial Thermal Injuries from GHz), PIRE (Probability of Injury from RF Exposure), and MieQT.
Task Order 0006, titled “Novel Direct Energy Weapon Effects” required GDIT to collect data at the “cell, animal, and human levels” with intent of “applying basic concepts to experimental weapon technologies.”
This was not designed to be new-discovery but intent to measure histological, cellular, behavior-related, and electrophysiological changes with animal and human cells and membranes exposed to microwaves, millimeter waves, and electrical pulses for purposes of radio dosimetry recording and apparently threshold-finding for cell death, physiological breakdown, and diseases.
Among the bioeffects to microwave exposure studied were:
1) Genomics: the analysis of DNA, RNA, gene expression, epigenetic regulation, and protein function evaluation using spectrophotometry—presumably to develop genomic and gene-destroying weapons;
2) Proteomics: Extraction, purification, and analysis of proteins from cells exposed to microwaves using mass spectrometry, spectrophotometry [presumably to determine the elemental nature of what was left, post Microwave zapping];
3) Metabolomics: the analysis of small molecule metabolites and byproducts as indication of activity in cells exposed to microwaves;
4) Immunology, to study immune cell functions and responses in reaction to microwave exposure;
5) Cell culture of immune cells, fibroblasts, keratinocytes to study cell apoptosis, cell proliferation, cellular transfection and genomic modification of cell cultures post microwave exposure—presumably to study cancerous cells and the effects of RNA transfection of cells.
Laboratory rats, pigs, and “human subjects” were to be studied for molecular bioeffects with virtually all tissue types, body fluids, breath analysed. Tissues, via biopsy and necropsy, were to be studied. Anesthesia was expected to be used. Sophisticated pathology techniques to study animal tissues were to be applied. Bioinformatics inclusive of predictive modeling of energy effects and transfer at cellular levels, assessing bioeffect impact on body systems, modeling and simulation to model DEW effects at the molecular, cellular, genomic, proteomic levels was expected to be performed.
Animal and human testing was to be subjected to various Defense, Health, and Air Force regulations and “Protection” protocols as well as OPSEC, COMPSEC, OSHA and NatSec protocols.
Material Management requirements and deliverables suggest that several extant and nascent industries operating in the Biological and Defense research spaces were to be supported and extended. Deliverables included “lab prototype hardware” and software in addition to reports, suggesting the development of weaponry and restraints.
An interesting requirement under an interesting heading raising questions in the “Novel Energy Weapon” experimental space, “Research Compliance Management,” which lists military “human subject protection” protocols states that GDIT shall “train, inform, and obtain consent from human subjects per approved protocols”: one wonders, how exactly would “human subjects” be trained, informed, and persuaded to provide consent to microwave irradiation for experimental, novel energy weapon purposes?
A brief glance at Task Order 6’s Final Report indicates the kinds of technologies studied and for what reason–nanosecond Electric Pulses, Terahertz, Magnetic Fields, Nanoparticles, Infra Red–with experiments conducted on the spine, brain, neurons, muscles, cells, similar to those reported in Task Order 1’s Final Report:

Task Order 0007, titled Directed Energy Systems Effects Optimization, with a date of 5 September 2014, has its own subcontract and a Department of Defense Contract Security Classification Form 254 enumerating SCI, non SCI, and FOUO protocols and strictures (in Attachment 3 to DD Form 254, Release of Non-Sensitive Compartmented Information (Non-SCI) Intelligence Information to US Contractors) to “delete any reference to the Central Intelligence Agency (CIA), the phrase “Directorate of Operations” and any of its components, the place acquired, the field number, the source description, and field dissemination from all CIA Directorate of Operations reports passed to contractors, unless prior approval to do otherwise is obtained from CIA“, which obviously points to CIA and Clandestine Services involvement.
The “Sponsoring Agency” on this contract has elsewhere been named as the Air Force Research Laboratory. “Sponsoring Agencies” however does give pause: Are there Many? [ARDEC and NSWC as well? Task Order 0008 has some information on that.][Army Armament Research Development Center, Naval Surface Warfare Center.]
The first “Directorate of Operations” here does suggest the CIA is said Directorate. The second “CIA Directorate of Operations” confirms it.
“any of its components” suggests the Directorate of Operations has or recognizes certain parties–Local Police perhaps? third-party front organizations providing cover for agents? cover organizations working in stealth for the CIA, such as hospitals, Psych Wards, ERs, Home Birth Care Centers? –as its “components.”
“place acquired” suggests efforts are being made to document place of data (possibly radiation test-data from unlucky humans and animals) acquisition–or place of bio-data acquisition perhaps, as in stem cell and cord and placenta grabs post home birth or hospital birth for cloning experimentation purposes, or human tissue acquisition from hospitals and laboratories (eg blood tests and biopsies) for all sorts of radiation and other experimentation perhaps?
“the field number” and “field dissemination” certainly suggests “field”–as in Field of Operation perhaps? Field in every city, county, state, town, country worldwide?–as in “field tests” mentioned clearly in the main Statement of Work and here in Task Order 0007. “field number” suggests the fields are numbered, known, recorded, tabulated.
“the source description” suggests there are variable or various or multiple sources, with different descriptions–sources of testing data or bio-data acquisition, it appears, human or animal possibly, ethnicity-defined perhaps as well
Is the Weapons-Testing Program here for “Directed Energy System Effects Optimization” plausibly the unlawful covert targeting and lifetime 24/7 assault with RF, milliwave et al along with Mental Health grabs & labeling widely reported by Americans? Could it also–or variably–mean the studying of “system effects” post chem-trailing or vaccinating or 5G-irradiating at different levels, intensities, frequencies, could it mean the use of radiation in human reproductive cloning, the genetic modification of embryos, and other kinds of biological experimentation involving genes, RNA, DNA? Reading closely seems to be the key. Note that all of this is information the CIA has wished to keep secret. Something has definitely changed, thankfully, for this Attachment has been declassified on this FOIA request. But the very fact that it exists suggests the CIA believed the CIA cannot be seen to be Directing Operations, that the CIA is issuing a command to “sponsoring agencies,” that the CIA doesn’t wish to divulge all information to US contractors–which suggests both that US contractors may not be getting all of the centrally-organized information here (are Europeans then? Is anyone?), although they are themselves surely generating this information variously, locally, and that the component, source, place, field information is being protected from public disclosure, meaning the bulk of the data collection information, the police (component) involvement, the hospital (component) involvement, the Psych Ward (component) involvement. The fact of this involvement and the CIA-umbrella cover has been intended for full cover: concealment forever? This is information to have been put in reports from the CIA Directorate of Operations, to be redacted or deleted rather, to be actively concealed: the actual projects and sources, actual data, actual areas of operation, actual groups and organizations involved, inclusive, speculatively, of all police, EMS, ER, Psych Asylums, Wards, Doctors. [This explains why all reports on this contract, and SOWs too, reveal on close reading much is being hidden: this precise info, the details (although a lot of information is indeed provided), the specifics are missing; and the understructure of the operation, how they’ve run it, is concealed on paper—yet made visible to all, unlawfully covertly targeted, who have been made privy to the operations on the ground, False Psych Labeling ops, which involve Police & EMS Terror & Lies, prime among them.]
Curiously, this is all “Release of Non-SCI Information” but apparently still Top Secret. And that question of who is running this show suggests an entanglement of “sponsoring agencies” and “US contractors” with a “CIA Directorate of Operations” and its components–must be Police/FBI/DOJ therefore, perhaps DHS too—on top. Yet this is a US Air Force contract, a Department of Defense security classification form, and a set of GDIT reports, with GDIT scientists writing them, putatively, GDIT being a US Air Force and Defense contractor with bases abroad, in NATO and non-NATO countries.
Task Order 0007’s Contract Security Classification form (the DD 254) includes also a Special Access addendum, and attachments with NATO and foreign government and intelligence information permissions, and some redactions, all pointing to Special Access/CIA, NATO, and foreign government involvement, as well as “classified operations” perhaps a little more classified than the other Task Order subcontracts, which are also run under the main contract with its Top Secret DD 254 classification: Special Access/CIA is Intelligence, which might explain the added level of secrecy intended here by the CIA, questionable in every way. (Another reason we all need to know what exactly Intelligence is doing at all times.) The Statement of Work on Task Order 7 is also somewhat telling since it lists several objectives and “research descriptions” not covered in the final report on this task order.

These include research functions of “developing integrated databases and models“, “procuring subjects to participate in human research studies“, providing “materials, equipment, and supplies to operate, modify, maintain, and develop specialized research capabilities for research under this task order” involving tasks which include “laboratory and field testing of the bioeffects of millimeter wave DE systems,” “technology demonstrations”, the development and execution of “human use and animal research protocols” in the study of bioeffects, research on the bioeffects of “direct-contact systems”, research “on damage thresholds of RF energy using cells, isolated tissue preparations, animals, and humans” to determine muscle breakdown points by acidosis, other blood changes, or to induce cardiac arrhythmia.
Further, RF energy dosimetry tools to be tested “during research of RF energy and direct electrical injection using cells, isolated tissue preparations, animals and humans” were intended to study pain, help create a “pain nociception computational model”, provide persons to serve as research subjects “in various simulations and laboratory experiments” and perform the “screening, scheduling, and training” of such procured subjects, among other questionable tasks.

No doubt there are other Military contracts out there, also revealing the unlawful targeting of people, not just in DE weapons-testing projects but also in DARPA/NSA/CIA/Intelligence Brain and AI experimentation projects, this one seems to be doing so in the subcontracts involving Intelligence contained in the Task Order documents 5 and 7.

Directed Energy Weapons Tested on this Task Order Include “DE Weapon and Counter-DE Capability Technologies, RF HPM/Counter HPM, ADT, and Critical Infrastructure Protection”
The table provided on Attachment 6 to DD Form 254 on this Task Order 0007 lists a few of the weapons tested and studied on animals, humans, cells, and tissues: Radio Frequency High Power Microwave Weapons, Counter High Power Microwave Weapons, Active Denial Technologies, DE Weapon and Counter-DE Capability Technologies, and Critical Infrastructure Protection technologies. The vagueness of the disclosure here and the dates reveal that 1), Many many DE technologies used on humans and animals are being hidden under these umbrella labels of “technologies” or “protection” (possibly named “Critical” with “Infrastructure” next to it to conceal the raw usage of openly-inhumane Electrocuting Tech on human bodies and brains, often reported by suffering Americans, and Europeans too, as also Asians, casually termed “Victims” in US Emergency Departments by Medical Technicians who do Know Reporters of such Technology Use on their bodies are most certainly not Mentally Ill) and 2), Some of these technologies are being fine-tuned and re-tested and re-listed across different contract periods, in some kind of sequential Next-Generation style of Weapons Development and Release, being disclosed as such to the public only now, by this Task Order and its partially-explicit DD Form 254.

Defense Central Intelligence Directives Indicate Close Defense-CIA Collaboration
The presence of the CIA in this contract is further revealed (at Nos 3 and 4,a,5,) on Attachment 3 to the DD254 on this Task Order, Release of Non SCI Information to US Contractors, in mention of Defense Central Intelligence Directives–apparently a kind of high-level directive from the ODNI’s office commanding the “Intelligence Community” on policy matters with (mystifying) Intelligence Community Policy Memoranda such as this one.
Excerpt, Attachment 3, DD Form 254; DCID 6/6, Security Controls on the Dissemination of Intelligence Information was rescinded in 2009, as noted in ICD 710 from the Pentagon, here
No. 3 reveals that the Sponsoring Intelligence Community member–meaning the particular Air Force Research Laboratory (AFRL) base (since the DD 254 and Contract Clauses earlier addressed reveal that AFRL is the Sponsoring agency)–is quite in alignment with the Central Intelligence Agency via the Defense Central Intelligence Directives they must keep; in other words, AFRL and CIA work together and provide the policies and procedures for contractors like General Dynamics to keep. The behind-the-scenes authority appears to be the DCID in fact, the Defense-Central Intelligence Agency collaborative Directive (Unless I’m reading this wrong and it’s purely the CIA behind it all)–which cites the National Security Act of 1947 and seems to offer supplement to it.
No. 4 reveals that contractors are likely to be performing work outside government-owned or controlled facilities but will be handling Intelligence information and will need to adhere to stated policies and protocols. This is the confirmation we have all been waiting for: these Air Force documents reveal the CIA is involved and the “work outside…” is FIELD TESTING–meaning open-ended, no-holds-barred, ethicsless RF HPM/ADS/Millimeter Wave/Electrical Weapon use in supposed testing programs via fusion center contracts on people, in their homes and neighborhoods and lives. And what kind of intelligence information shall we speculate this to be? Watchlists and terrorlists of people being unlawfully targeted? Information on dark horrific experiments which should never have been conceived?
No. 4, v, also reveals that Sensitive Compartmented Information (SCI) may be given to contractors, although the title of the Attachment reads Non-SCI to US Contractors.
This is a curious Attachment since it reveals the CIA wants to hide its Clandestine Directorate of Operations and operations presumably, of experimentation on humans. Much really is revealed; suffice to say General Dynamics is expected to work with the CIA and Air Force on intelligence matters both hoped to keep classified or secret. This is a reminder that this contract was indeed kept secret, and has been declassified for this reading–yet with caveats. In fact, information to be released to the general public on possible FOIAs was expected to be somewhat redacted, as notations on parts of the DD 254 document show. Special Access Procurement for Human Experimentation: How does this happen?
Given the stated involvement of CIA and Special Access on the DD Form 254, the apparent redactions in report information provided, and the very attenuated language of Cover here, it is entirely possible that what is being spoken about here is the “procuring” of people known currently (by this reporter and all investigative journalists who have explored this matter, as well as all Secret agencies, and neighborhoods worldwide) to be unlawfully targeted, uber-harassed, uber-provoked by neighbors, by family, and by “community based” informants and neuro/bio/chakra-hacked with high energy RF HPM into raising their voices or speaking their minds or cowering under shielding, then being unlawfully captured by police & EMS into Emergency Departments and Psych Wards for false psych labeling, thence unlawfully and absurdly and without cause labeled (by criminally acting MDs, Psychs) “Targeted Individuals” concomitantly “Mentally Ill” “Unable to Consent” “Schizoid” “Mentally Incompetent” “Schizophrenic” in order to “procure subjects” now labeled “to participate” rather than, more accurately, being secretly terrorlisted and put without consent–by CIA and FBI, putatively–into “human research studies” the name itself evocative and indeed synonymous with “MK ULTRA”: Unlawful, intrusive, invasive torture experimentation on humans inclusive of Socio-Psych Terror, Bio-Chem Terror, Neurotech Terror, and RF/Acoustic Neuro Assault and Battery—Directly from the Fifties, with Ultra 2000 Bells and Whistles (Neural Network Mapping & BCI-CBI) attached, never mind the Church Committee, and never mind the lies (about all of it ending in 1974).
Carefully noting the language in this Task Order, one can begin to see that, among other focuses inclusive of lab research on cells and tissues and sadly inhumane research on animals, especially primates, who have been tortured, as Elon Musk’s Neuralink well knows, this could indeed be about the phenomenon of “Targeted Individuals” or non-consenting, unlawfully targeted and terrorized civilians and veterans subjected to energy weapon and neuro-nano weapon experimentation in their own homes, workplaces, and communities. [“Unlawfully” is not being used lightly here but thoughtfully; Torture and Non-Consented Bodily Access are after all against the Law.]
The technology demos, the direct-contact systems–telemetry and cybernetics, implants and nanotech, WBANs and medical devices inclusive of robotics devices, nanobioelectronics, self-assembled nano generators?–the casual intent to “develop and execute human use and animal research protocols to investigate the biological effects of DE systems“, in other words, bypass all human rights, civil rights, and laws, domestic and international, against privacy intrusions into homes and bodies, and arbitrarily develop arbitrary new standards for “human use” and “animal research” essentially inhumane, molestive, invasive, and bodily damaging, the mention of “direct electrical injection” into animals and humans, the “pain nociception computational model” to inflict, observe, study, and record pain stimuli and effects, the providing of “persons to serve as research subjects in various simulations” as in unlawful urban “sentient simulations” and mental asylums and Psych Wards to where people are being trafficked by police, courts, ER doctors, and nurses (as this writer and journalist has thrice experienced and witnessed now, as well as reported live in several cases since 2016) all point to the phenomenon of unlawful Brain and Artificial Intelligence Experimentation with Pain-centric, aka Torture-centric, Implant-centric AP DEW Weapons-Testing folded in, hidden by the FBI-DOD-CIA Cover Label of (DSM-delusional, acredible) “Targeted Individuals.”
Key phrasing in this Statement of Work pointing to the assaultive bodily aggressions reported widely in the USA and worldwide:
Objectives: …The research will lead to a better understanding of the bioeffects of DE weapons; as well as methods to counter the bioeffects produced by these technologies. This research is intended to characterize behavioral and physiological responses of individuals in response to high average power and high peak power directed energy systems.
Significant phrasing here points to a Private-Sector-Armed Forces collusion in attacking people in testing projects to supposedly discover (no, relearn, over and over) how (defenseless, unarmed) people seek to counter the extreme harms–“Bioeffects”–produced by these electromagnetic radiation technologies–known of course to produce cancers and bodily/brain destruction for Decades. The “characterizing of behavioral and physiological responses of individuals” to electrical and electromagnetic attacks, as criminal as that sounds, points to the leveling of such attacks with voltage on human bodies and brains of different kinds, and indeed different ethnicities, from different countries–which might also explain the Mutual Project Equipment Testing intended by the recent US-Netherlands Agreement and other Mutual Recognition Agreements and Scientific and Technology Agreements between the US and different countries. People from all over the world, and certainly all over the USA have reported much remote-access assault inclusive of electrical vibrations, electric shocks, sudden cramps, incapacitation of muscles, electrical pulse-hits on joints, head, body parts, private parts. [This writer is not referring to “Havana Syndrome” and “Anomalous Health Incidents” scenarios which, being secluded to Intelligence and military personnel, read as unwelcome cover stories elaborately conceived and promulgated in MockOp/Moneyed Media propaganda attempts at Strategic Deception, a CIA, NSA and other Spylife ploy to conceal these horrific crimes against millions of ordinary people now for over 7 decades probably, since 1947, certainly exacerbated since 9/11, 2001.)
Research Descriptions: Tasks are expected to, among other expectations, develop integrated databases and models, “(b) procure subjects to participate in human research studies; and (c) providematerials, equipment, and supplies to operate, modify, maintain, and developspecialized research capabilities for research under this task order.”
Much street theater, scripted conversations and provocative actions by fusion center contractor-neighbors have been reported by many. Neighbor-contractors apparently go to great lengths to “prepare environments” for noxious smells, dead animals and birds, sprayed mold, colored trash, flashing lights, stolen then partially returned items, tampered HVAC systems, attacked (and destroyed) appliances, externally accessed electrical items and other oddities reported by many. Each time a harassive neighbor, stranger, retail or grocery store clerk, school principal, school board treasurer, primary care physician, ER doctor or nurse, EMS staff, local police, city government official, court official, singly or collusively, attacks someone with provoking behavior, secretive use of radio frequency technology on brain and chakras to activate agitation and anger frequencies, incitive street theatre and abusive scripts, racial and sexual harassment, lies, fabrications, defamations, slander made or listened to (it appears police accept lies from police or collusive fusion center contractors regularly in order to make “medical” arrests), they are “procuring subjects…(for) human research studies”: procuring people in other words for sale to terminal classified ops, electro-shocking, and breaking bones and brains–organized terrorism. No one is participating voluntarily, all are forced to suffer physically and psychologically, day after day for years and years, through the renewal of profoundly inhumane and unethical contracts, and many have died.

i. GDIT shall provide laboratory and field testing of the bioeffects of millimeter wave DE systems. GDIT shall conduct technology demonstrations, and evaluations of DE systems. GDIT shall provide scientific and technical expertise, directly related to research being conducted under this order.
ii. GDIT shall develop and execute human use and animal research protocols to investigate the biological effects of DE systems. At the conclusion of the experiments, G D I T s h a l l perform appropriate statistical analyses of the results and prepare a report suitable for publication in a peer-reviewed journal.
iii. GDIT shall conduct research that increases the RF science community’s understanding of fundamental biological processes impacted by RF exposure environments, including: cardiovascular, reproductive, immune, neurological, gastrointestinal, and endocrine.
RF Destruction by the “RF science community” in order to study the heart or fertility, health, wellbeing, digestion, hormones? On who? Those unlawfully targeted report the frequent assault on organs, heart, pregnancies, uterus, ovaries, testes, sperm, lungs, nerves, spine, GI tract, thyroid, thymus, health, 24/7 in fact, day after day, in diabolical, torturous, unconsented-to “experiments” effecting bodily medical crime, miscarriages, infertility, obesity, cardiovascular issues approved by local officials apparently turned slavemasters and keyclankers.
iv. GDIT shall develop and acquire RF energy dosimetry tools, including mathematical models of animals and man, tissue dielectric values, and numerical methods (e.g., finite difference time domain). GDIT shall test the dosimetry tools during research of radiofrequency energy and direct electrical injection, using cells, isolated tissue preparations, animals, and humans. GDIT shall create a pain nociception computational model including temporal and spatial summation factors, differing sensor types, and current cognitive/neurological models of pain perception. The model should receive an initial validation effort including any necessary animal and human research.
The pursuit of Pain: gifting it to others, a new high for the Hippocrats designing neuro experiments. Somehow, designing experiments involving Pain for Others doesn’t strike the Experimenters and Harvard men as Torture–which the CIA has certainly been rapped on the knuckles for (not enough obviously). Did Mengele never die after all but just get reborn as AI and Neuro men and women at the Ivys who came up with these crimes? Human Sacrifice Thinking from the Nazis–muddying the waters of Ethics in Science Academe–may have something to do with it.
.v. GDIT shall analyze the bioeffects of direct-contact systems. Specifically, effects of rapid-rise-time, short-duration, high-voltage, low- current impulses on biochemical or physiological responses should be studied, as well as the efficacy and safety of such systems.
Shocking people: more exciting than shocking animals for some. Do “Corrections Officers” in county courthouses and jails think it is acceptable today to Shock people with “Conducted Electrical Weapons” and “Electronic Control Weapons”–cattle prods and shot-out pulverizing projectiles from “Tasers” administered to grown men and women shown to be forcibly restrained by Police in order to be so shot? Not to mention all the through-wall shockers on brain, neck, motor cortex, reflex points at elbows and ankles and joints: experienced, reported, known to readers. Yet continually used through-wall today by paid fusion center contractors, committing medical crime.
vi. GDIT shall perform laboratory research on damage thresholds of RF energy, using cells, isolated tissue preparations, animals, and humans (e.g., to determine rhabdomyolysis (breakdown of muscles, with release of substances into the circulation), acidosis, other blood changes such as hyperkalermia, and cardiac arrhythmias) and use appropriate histological methods to estimate the degree of damage.
Clear-cut human rights and animal rights crime. Will human rights and animal rights groups speak now, for humans and animals? They must. Animal rights law and animal protection advocacy with its gains in personhood rights for primates may need to lead the way here.
vii. GDIT shall perform routine scheduled maintenance of the research laboratories, systems, and ancillary equipment for research under this task order. In addition, GDIT shall maintain and calibrate associated instrumentation/equipment; and provide hardware and software modifications and upgrades to meet the task order research objectives and goals.
Surely this is Torture equipment that is spoken of here; continuous modifications, finetuning, upgrading: does this mean making the devices smaller, more plausibly deniable, more hideable, more precision and low-intensity to wreak illness and death on millions without their knowing? And why would people need to be tortured like that? For “the fulfilment of the Great Working dreams” of the Seriously Misled muffling their Private hegemonic intent via craven vows to “meet the task order research objectives and goals”?
viii. GDIT shall provide persons to serve as research subjects in various simulations and laboratory experiments. GDIT shall provide screening, scheduling, and training of subjects in support of DE research.
Private-sector, or a Defense contractor, “provides persons” — which could well explain the involvement of Defense-contractor School Board Presidents with law degrees attacking women they do not know (but whose brains they pursue): mothers are targeted, fathers too. In such ways do racism and sexism running rampant among the unthinking moneyed classes become parlayed into “selection” or “provision” of people with whole human lives, suddenly tossed into Death and Destruction “simulations and laboratory experiments”. While lab subjects are overtly referred to, these contracts include field weapons testing—so who are the subjects really being used? Neither category is safe. “Screening, scheduling and training of subjects” does sound sinister, and the declassified statements of work provided earlier with a similar Air Force contract with majordomo instructions for “volunteers” on Active Denial System experiments with the Moving Thermal Spot (at 95 Ghz) (to stand still and permit mega burning of their human flesh)–surfaced earlier in reportage here at ECC–certainly bear that out.

ix. GDIT shall investigate and develop a state-of the-art high power microwave source for use in extending current RF bioeffects research capabilities.
x. Contractors involved at any level in the Directed Energy Systems Effects Optimization effort shall be expected to prepare abstracts, posters, platform talks for and present at scientific conferences.
The Task Order 7 Final Report reveals that the focus here was “exploratory and developmental research” with intent to set health and safety standards for human exposure to directed energies while probing “human vulnerabilities” to such exposures. The intent reveals an imagined future filled with the use of directed-energies on humans.
The project is labeled here Directed Energy Bioeffects Research II (DEBR II) which reveals a building on prior research, DEBR I.
Openly disclosed are test plans as being developed “for field and laboratory testing of directed energy systems and bioeffects.”
Experiments conducted relied on prior dosimetry and newly created research equipment labeled “unique”–speculatively primarily restraining equipment for animals and humans: “experiments supported by detailed dosimetry, on-site designs of unique research equipment, isolated tissue preparations and safety considerations”.
GDIT scientists provided the scientific and technical support “for future DE weapons development and deployment” through a “multi-disciplinary team that assisted in technology demonstrations, training, and evaluations“. What this tells us is the scientists are General Dynamics, not Air Force, they ran the tech demos and training projects, they directed the teams directing weapons at people, those being trained to use the weapons.
Technologies tested and further developed were primarily High Power Microwave and Counter High Power Microwave and Active Denial Systems testing thermal pain and burn thresholds.
Several Millimeter Wave Frequency devices were experimentally used on rats, pigs, non-human primates and humans to examine thermal burn injuries (at 95 GHz), “repel effectiveness” at different high frequencies, effects on reproductive organs, effects on non-human primate eyes via corneal heating, thermal burn injuries and repel thresholds on intoxicated humans, as well as high-heat ADS tech effects on humans driving slowly, to examine effects and responses, among other experiments.
Cranial high pressure from microwave pulse weapons was studied in animals and humans, and nanosecond-duration electrical pulses were studied in “swine” (pigs).
Eyes, skin and brains post exposure to radiation frequencies including at “damaging levels of MMW exposures” were studied in “swine” and humans.
In some cases the animals died. In some, the deaths of animals are referred to as if part of the experiment: “live and dead”.
Studies were declassified and edited for submission into public-domain journals in “Directed Energy” journals. Reports and papers both past and in development, pointing to long decades of development of these weapons, using animal and human tests, are referred to.
Sensationally cruel experiments on animals and humans appear to have been conducted, some in repeat, some across different species, as if to confirm what should have been perfectly apparent–as it is, as it will be, to any reader of this report.

Pointless Thermal Pain and Brain Pressure Experiments With Intense Radio Frequency Radiation
Pain sensation and withdrawal reaction were studied in modeling “the human response to thermal pain”.
Inexplicable experiments and repetitions are reported.

Indeed, some of these Air Force-General Dynamics experiments as reported were run by the Navy and the Army. “Dynamic Thermal Modeling” and “Surface Reflectivity Study” sections of this report reveal the use of Active Denial Systems in the field in testing operations on people and the Air Force’s close study of shielding and damping materials used by those, unlawfully targeted, on whom these operations were run. Computer models–dynamic thermal models–being designed to “compute the heating and cooling of the surface (skin) of a dynamic target in a dynamic directed energy environment” and “measure the dielectric properties of typical materials that would be present in a MMW exposure environment” suggest remote target access and stealth resistance analysis of the shielding materials used by the target in order to prevent and stop the shielding (so remote access of the target’s skin, organs, brain can proceed undeterred, and the brain and bio-hacking experiments can continue: essentially removing the target’s ability to survive and insidiously destroying bodies, brains, lives).
Those long unlawfully targeted can attest to the use of such millimeter wave high frequency weapons and electrical pulse generators having been used on their physical living person, used on them while inside their own homes, yards, gardens.
Early versions of the Solicitation for this contract spoke of the research on it as “Bio-Behavioral” a word replaced currently by “Bioeffects”, but the through-line from the CIA’s MKULTRA and affiliated projects becomes visible in language here in the focus on Behavioral Effects. How did the CIA enter the Air Force? [But perhaps they were always there.]
“Surfacing Intention” apparently being needed–yet not enough apparently to warrant full-on disclosure on the front pages of world newspapers so all would know–the Air Force Secretary Michael Wynne put the word out early–in 2006, when experiments were already underway–about needing to blast Americans with radiation weapons first.
Such is the nature of the crime that has been committed against the people of this country–and many others, worldwide, an enormous, multi-weaponed crime so extreme it should have been stopped before it started, as it Must Be Stopped now; and it is of course momentous to be examining this report and seeing evidence of the kind of microwave and millimeter pulse weaponry and conducted electrical weaponry which has been experienced and reported by many, including this writer. [In other words: now is the moment: Release to the Press the Names of all So Profoundly Harmed, and all Harming: the Informants, the Listers.]
TASK ORDER 8: Human Effectiveness Analysis and Integration II
Effectiveness and risk in using the non lethal weapons studied under this task order were essentially being evaluated, using a variety of Human Effects analysis methods.
Task Order 8’s Final Report reveals the true nature of so-called “Non Lethal Weapons”–high-pressure and high-frequency energy projectiles–whose effects of hard-core assault of the human body and brain, not “non” anything but certainly “lethal” are recognized in the Abstract noted on the Report Documentation Page and in the Report’s Executive Summary which states up-front they are “explicitly designed and primarily employed to incapacitate targeted personnel immediately”:
“NLW are defined by the Joint Non-Lethal Weapons Program, United States Department of Defense (DoD) as weapons, devices, and munitions that are explicitly designed and primarily employed to incapacitate targeted personnel immediately, while minimizing fatalities and permanent injury to personnel in the target area or environment.”
Note that this report, like others, had been intended to be destroyed immediately, and had apparently not been intended at time of writing in 2020 to be seen by anyone outside the classified Top Secret/Sensitive Compartmented Information veil–perhaps because its contents are so explosive.
From blunt impact injury to blast injury at the lower abdomen and head to electromuscular incapacitation, these weapons, devices, and “munitions” announce rather candidly they are seeking to assault and destroy the human body and brain. Are they a specific category of Non Lethal Weapons? No, they seem to primarily be referred to as Non Lethal Weapons. Despite being Lethal, that is.
“Munitions” seem all-encompassing–as this description at “Differencess.com” notes, positing “munitions” as inclusive of ammunition, explosives, missiles, artillery, and firearms.
Perhaps the Non Lethalists have vested so much in their “Intermediate Force Capabilities” and “Less Lethal Effects” PR they don’t notice anymore they are basically tearing humans apart, limb from limb.
The projects and weapons listed here in Task Order 8’s Final Report include software libraries, simulation models with compendiums of previous testing and analysis data on previous generations of Non Lethal Systems, scientific papers, and abstracts, all of which appear to portend much future Non Lethal Weapon development testing and analysis–perhaps lifetimes full of “police contractors” zipping about in zoomers and light planes and hovercraft, testing their precious “Non Lethals” –only intended to blast your head wide open–on us to infinity. [Should infinity exist; these projectiles rather suggest all life on this Plane may be wiped out pretty quickly, seatbelts on, please, and no, there’s no help for it, a Major Crash is coming.]
Interestingly, subcontractors worked with General Dynamics on these projects collectively labeled “Human Effectiveness Analysis and Integration” which seems to have graduated from Human Effects to Human Effectiveness. Essentially, it wasn’t rats, swine, pigs, goats, primates being picked on here, for blast injury (over and over) as well as simulation modeling to yield data for salaried, bow-tied Ph.Ds in Weapon-Blasting to use in numerous spectacular papers published later in Directed Energy journals and Precision Blast conferences, it was Humans. Yes, Human experimentation with Blast-Injury devices, projectiles and more, intending to analyze “Risk of Significant Injury”: perhaps the Humans were told their heads and colons may be blasted open? No, much easier to label them “Victims” in ERs and ambulances, and pick them up off the streets, homes, stores of America-supposedly-underwater–Human Sacrifice Victims to be Terminally “Used” by a thousand Jeffrey Dahmers for Weapons-Testing and Brain and Artificial Intelligence “Cognitive Model making” and forcibly implant them (after knocking them unconscious), as many Americans and Europeans and English civilians have reported, so the Weapon-Blasting could proceed apace.
“The Gold Standard Model To Address Blunt Impact Injury”
Forced implants, often reported to this reporter, seem to have become a Covert Twenty-First-Century specialty of Emergency Medicine; no doubt they got their start well in the Twentieth Century of Practicing Crime, Holocaust, Extremity, and the Wiping Out of Untold Generations. Apparently they relate to a Total Body Model–much information on Wireless Medicine these days having exposed these dark military dreams already, needing active awareness and protest by everyone on Earth keen to preserve the sanctity and divinity of the resilient, self-healing human body–where “injury modalities” at different body parts can be studied.

Summary of the Projects Listed in Task Order 8’s Final Report’s Table of Contents
The Spider Non-Lethal Launcher evaluated Risk of Significant Injury–blunt impact and sound injury–for two non-lethal munitions, a stingball and flashbang grenade apparently producing “impulse noise injury” and grenade fragments and stingballs in addition to blunt impact injury. L3-ATI did the evaluation for GDIT.
Lower Abdomen. Blunt trauma to the lower abdomen was assessed in a larger Modeling and Simulation program report for the Advanced Total Body Model. A software program HEMAP 7.0, with a library of historically assessed or observed “human responses and effects” to various NLW systems and a simulation model engine to “quickly evaluate the human effects of conceptual or prototype NLW systems” using past data on human effects was developed. NLW systems is kept vague, responses and effects are kept vague; it is curious however that human responses were studied (“effects” being possibly bio-visible effects): Was this in relation to remote directed-energy systems such as atrial-fibrillation systems being used on people’s biofield, brain, organs, and chakras perhaps, to induce distinct “responses” of anxiety, stress, fear, and record their reactions and vital signs–as many civilians and veterans who have experienced remote-access pulsed radiation attacks have reported? The lower abdomen being focused on here is significant and may have been the primary injured party.
Core. Primary blast injuries were assessed in a white paper study of blast injury estimation history for the Joint Warfare Analysis Center. Abstracts for a 2018 European Symposium on Non Lethal Weapons (ultimately submitted but not presented) were developed by GDIT. One assessed the efficacy of several COTS NLW systems in a hypothetical case of driving through small arms fire where non-combatants nearby needed to be protected. The other examined RSI–risk of significant injury–in a case where collateral target protection wasn’t a concern (of the JWAC) where Scalable Effects Weapons (SEW) could be used, suggesting the creep forward into more and more blast injury. Where Non Lethals Become Lethals is a fixation of the Warfarers, it appears. [2.3, Core.]
Able Archer. Estimated human effects on a NLW system selected for the Marine Corps were examined and presented to the Able Archer Integrated Product Team. [Such estimates must need basis in actual data, previously acquired.]
Disable Point Target. An electrical projectile designed to completely “disable the target from major muscle movement” on a program designed to develop a “long-range electromuscular incapacitation device” for the Marine Corps was invented. The intention being to “subdue the target.” Blunt impact probabilities from this projectile were assessed using the ATBM.
Global Strike. Flashbang grenades and human effects as well as auditory, kinetic, visual effects were studied and tested at a test site selected by the Air Force Global Strike Command.
ARDEC. [US Army Armaments Research and Development Center.] A “Variable Velocity” blunt-impact non lethal system designed to use different muzzle velocities to shoot projectiles at constant impact energies on the target was assessed. “Zorbium nose material” to directly blast the target with “to transmit the projectile’s impact energy to the target’s body” was experimentally and probabilistically assessed. Apparently naming people “Targets” is the key to muzzling their humanity to the Weapon-Operators, who can then freely go forth and blast the human to bits–then call their weapons “Non Lethal”. Is the Army more lethal than the Air Force and Marine Corps? Hard to tell.
Indirect Fire Munition (IDFM). Blunt impact head injury RSI from falling components–probably blasted projectiles or “munitions”–in operation of the IDFM system was studied using the ATBM and tests performed. These are obviously not non-lethal weapons: head injuries can be fatal. Further, a Target Human Effects Evaluation Plan was developed and presented, evaluating whether RSI for IDFM could be evaluated. Presented to the Optical Radiation Bioeffects Branch of AFRL, optical effects and eye injury also were probably assessed. The vagueness of Indirect Fire Munition keeps the details secret.
PepperBall Glass Breaker and VXR Projectiles. Dynamic impact tests of these dangerous-sounding projectile weapons were conducted at 101 m/s and 131 m/s. Head, thoracic and abdomen injury RSI was assessed using the ATBM. “Previously-derived injury correlations” of “human effects of projectile impacts” suggest people may actually have been blast-hit with these missiles. “Significant injury only if hit by a projectile on the head or eyes” seems to reassure the reporter.
Zebra: Flash devices were evaluated for ARDEC. The effectiveness of a flare in obscuring the vision of an observer and “preventing them from seeing and/or tracking the target in an optics system” was assessed.
Collateral Damage. Blunt impact effects of injury probabilities of skull fracture, rib fracture, and lung collapse were modeled using the ATBM. A white paper on delivering impacts to the frontal bone was completed, in support of the Joint Technical Group Coordinating Group for Munitions Effectiveness.
Catherine Herridge of LA Times Studios interviews Chris Farrell of Judicial Watch on their Freedom of Information Act lawsuit against “the DOJ/FBI,CIA, DoD, Homeland Security and ODNI for Directed Energy Weapon (DEW) records including the reported purchase of a device by Homeland Security Investigations.”
“Farrell says the intelligence agencies are “stonewalling” the release of information related to Judicial Watch’s February 2026 FOIA requests that followed our team’s exclusive investigations with DEW attack survivors. Farrell argues their non-response, combined with years of reported gaslighting of injured government employees and civilians could reveal a coordinated effort to conceal the truth of directed energy weapon attacks – also known as Havana Syndrome or Anomalous Health Incidents (AHIs) – including questions about foreign technology and why some government personnel may have been returned to the same high-risk locations after being hit.
“An ODNI Spokesperson said “As DNI Gabbard told Chairman Crawford during the Annual Threat Assessment hearing in March, she believes the Biden-era ICA on AHIs should be retracted.”
“Asked if Gabbard would make unclassified reports public before she leaves, an ODNI official said “She is actively working to declassify information about the COVID-19 pandemic and Anomalous Health Incidents before June 30.”
“Asked about alleged CIA spying on Gabbard’s investigative team, an ODNI official said, “We have confirmed that the Intelligence Community Inspector General is aware of the allegations and is working, alongside ODNI and interagency partners, to uncover the truth about any potential wrongdoing.”
