In an interview with reporter Jesse Michels broadcast on August 29, 2026, Pentagon whistleblower on UAPs (Unidentified Aerial Phenomena) and UFOS, Matthew Brown revealed toward the end that new technologies being tinkered with by the military include the interaction of synthetic or “modified” biology with directed-energy, an area which would, he said, have distinct impact on our future. He also said that little is known or published about the biomechanisms and bioeffects of directed energy, including light, which has been shown to affect DNA, on the body. In speaking of neuroweapons, he stated that “it is not even classified” knowledge now that dreams can be manipulated and implanted, and that one can find information on technological manipulation of dreams at MIT.
Ideas also can be implanted, he stated, relaying his certainty on these matters.
Neuroweapons Which Include Idea and Dream Implantation with ELFs
These subjects, some of which DOD/CIA whistleblower Dr. Robert Duncan has revealed earlier–in particular electronic dreams and synthetic dreams–remain unknown to most people, despite patents having been published and several scientists speaking of Extremely Low Frequencies being used to affect brains.

The implications of Idea Transfer and Dream Manipulation with ELFs used to synchronize brains or create such ELF-audio packets for placement in brains are enormous, and must be examined further by scientists and journalists.
As it stands, hundreds of thousands of people whose brains have been accessed remotely have come forward to report such phenomena–voices in their heads induced technologically, images flashed onto retinas, strange ideas induced in their heads, ideas termed “delusions” by psychiatrists either covering for the DOD/CIA or uninformed. Voice to Skull was listed as an US Army technology on their website, then scrubbed online; this incredibly invasive and unethical yet developed technology was used on Iraqi soldiers in the Gulf war in the ’90s, it has been widely reported.
Changing the Human Genome, Entirely Synthetic Biology Constructs, and Manipulating Consciousness

“Matthew Brown: I think one of the things people should be aware of that’s advanced very rapidly is in the biotechnology realm, and that definitely overlays phenomena that we’re talking about (Patrick Bearden, scalar waves, Maxwell’s equations)–and it is currently one of the most unrecognized, I guess, trends that’s in the process of changing our environment.
Jesse Michels: What sort of biotech–genetic editing?
Matthew Brown: Definitely when it comes to constructing or changing the human genome for specific purposes–for things like entirely synthetic biology constructs and then the interplay between directed energy and synthetic or modified biology–there’s some very important things that people should be pulling the thread on in those areas, and this again gets back to Consciousness and how it is manipulated by both natural means and increasingly technological means.
Jesse Michels: So, like psychotronic weaponry?
Matthew Brown: So, I’ve only heard that term on the outside, but yes, I think we eventually get there–I think that’s more specifically a directed energy application.
Jesse Michels: So can you cause someone to see or hear something with Directed Energy?
“Our Mind is No Longer Sovereign: It Can Be Interfaced With Through Remote Means and Direct Devices“
Matthew Brown: Definitely hear–you know Directed Energy is a very broad category. I have very good reason to believe our mind is no longer sovereign, it can be interfaced with through remote means as well as direct devices, right–even our dreams are subject to technological manipulation, this is not even classified knowledge, at least not anymore–you can look at technical applications from MIT itself, relating to dream implantation including at a distance.
Jesse Michels: And you think ideas can be implanted in somebody’s waking life?
Matthew Brown:Yes.
Jesse Michels:That’s freaky.
Matthew Brown:Yes it is.
Jesse Michels: In your high confidence?
Matthew Brown:I’m certain.
Jesse Michels:That’s insane.”
This is one part of their rather interesting conversation on directed energy which also addresses some of the MK ULTRA projects in reference to a previous Jesse Michels conversation with Colin Ross, author of The CIA Doctors, and reports of interactions between Sidney Gottlieb, CIA and Louis Jolyon West who once headed Psychiatry at UCLA and, like hundreds of other unethical psychiatrists scattered across the United States and Canada and affiliated with Universities and teaching hospitals, engaged in non-consensual brain and psychology experimentation on patients. Michael Levin, a professor at Tufts in Regenerative and Developmental Biology is mentioned in connection with the discovery of the morphology of embryos being shaped more by the electromagnetic field they are placed in than DNA, which functions as the hardware on top of which EMF acts as if software. Frog embryos becoming non-viable when placed in a Faraday cage isolated from electromagnetic field interference were also mentioned. Jesse Michels notes that radioactivity at Chernobyl mutates embryos. Distance from the Schumann Resonance as in the case of astronauts who go into space causes problems. Our cells communicate via voltage-gated ion channels, he notes. Electromagnetism is fundamental to life, they agreed.
Directed Energy Being Used on Human Bodies; Words, Thoughts, Ideas Can Be Placed in Human Brains
They also mention the “Havana Syndrome” reports where, Jesse Michels notes, “people are being wholly destabilized by microwaves essentially.”
“Matthew Brown: I think this is another area where it’s provably suppressed science--the interaction between the human body and our nervous system, our organs–
Jesse Michels: But you think even semantic content can be relayed into one’s brain?
Matthew Brown: I know it can. And this isn’t even a natural or psychic thing–through artificial means ideas can be implanted or transferred or played in the human mind–in multiple ways actually. The most crude form of which is what you would call Voice to Skull technologies–I never saw this on the inside that’s the term on the outside, the public one–There’s public things like using pulse microwave to cavitate water essentially generates sound or heat–And also there’s light–Light is able to modulate DNA. Biophysics as a field is an area which has enormous potential to change the human experience for both better and the worst–and I think unfortunately most of this research has been in the security, military, and intelligence realms so the applications are understandably focused on things not oriented towards human flourishing but human control, as such.”
Matthew Brown spoke of the existence of other UAP whistleblowers who would also come forward eventually.
Through-Wall and Through-Skull Spectrum and Sound Neurotech Needs Further Disclosure
There is a need as well for military, Intelligence, Security, and Law Enforcement whistleblowers to come forward to reveal more of the anti-personnel, anti-human Directed Energy weaponry and neuroweaponry that has been and is being used covertly on people–everyone is at risk here, and no one safe when through-wall and through-skull technology exists and can be deployed for nefarious purposes to destroy bodies and brains, as is being done today.
As one neuroweapons scientist recently disclosed, the now-diminished size of the microwave and acoustic devices being used to attack people’s brains and bodies has made it possible to run clandestine and covert operations on people.
And the recent Air Force reveal of directed-energy weapon usage on people in massive undisclosed field-testing operations has revealed also the presence and involvement of the clandestine wing of the CIA–essentially continuing their MK ULTRA behavior and brain modification illegalities on all.
Short of a confession from the CIA–a press conference, a Congressional testimonial–we’re getting the Drip Drip Drip mode of Reveal here, and one can only hope all of this keeps exploding into public view–so that whole conversation, about the horrific unethicality and illegality of probing people’s brains and accessing people’s bodies remotely with sickening, persecutory pencils and packets and pulses and vibrations of directed-energy, can finally be had in the open by one and all, and accountability for this wrongful usage made requisite.
