A few years ago, the Department of Defense was a tad more forthcoming about remotely applied acoustic technology they had developed that put voices into heads. Further, they defined these technologies as devices, specifically Voice to Skull devices.
Voice to Skull Devices have been defined by the US Department of Defense as neuro-electromagnetic devices which achieve a microwave transmission of audible or subliminal sound into the skulls of humans and animals.
Interestingly, the US DOD definition, previously housed at an electronic US Army thesaurus site—mirrored currently at the Federation of American Scientists site, and screenshot-archived at Christians Against Mental Slavery–was removed in 2008.

Definition/Scope:
- Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports.

Other Military Voice Into Heads Technologies: Sonic Projection
Earlier, in June 2007, Wired published another interesting article by Sharon Weinberger covering DARPA’s transmission of voices into human heads using ultrasonic signals via a sonic projector: A Voice Only You Can Hear: DARPA’s Sonic Projector:
“The Air Force has experimented with microwaves that create sounds in people’s head (which they’ve called a possible psychological warfare tool), and American Technologies can “beam” sounds to specific targets with their patented HyperSound (and yes, I’ve heard/seen them demonstrate the speakers, and they are shockingly effective).
Sound Now, the Defense Advanced Research Projects Agency is jumping on the bandwagon with their new “Sonic Projector” program:
“The goal of the Sonic Projector program is to provide Special Forces with a method of surreptitious audio communication at distances over 1 km. Sonic Projector technology is based on the non-linear interaction of sound in air translating an ultrasonic signal into audible sound.”
Other Voice Into Heads Technologies: Voice of God Weapon
Various reports also touch on the use of Voice of God weapons using directed sound or LRAD during battles in Iraq. Weapons: Death Ray replaced by Voice of God discusses this. A lot of backpedalling re. this weapon can also be found online, posted mostly by mainstream journalists working hard to cover up for the military.
