MI6 Intelligence Whistleblower Reveals the Use of Electromagnetic Directed-Energy Weapons and Brain Communications Technologies on Agents, Civilians

Ralph Hassall, former MI6 Intelligence, reveals on “Redacted”/July 27, 2026 with journalist Clayton Morris and investigator Jesse Beltran that he was subjected via implant and otherwise to numerous brain communications technologies which Intelligence agents and assets apparently use for shadow work today, and which hundreds of thousands of people have been reporting as being used on them. He also speaks of remote electromagnetic sensing, microwave guns, microwave phase interferometry, surveillance tools and targeting, multiplexing of signals, sophisticated antenna systems, complex control circuitry, brain link signaling, machine learning, artificial intelligence, brain reading, Havana Syndrome and the use of directed-energy weapons and nanotechnology on people.

Commenting on recently-deceased former CIA chief James Wolsey’s family’s claim that he had long suffered DEW attack in “Havana Syndrome,” Rafe commented “Well, I take those claims extremely seriously and I think they’re likely true and he wouldn’t be the first very senior intelligence officer to have succumbed to illnesses that have been claimed to be associated with Havana syndrome.”

Clayton: Well, welcome to the show. Was the head of the CIA killed from Havana syndrome?

James Wolsey just died. His family claims Havana syndrome was at the heart of it and he suffered complications from it and that’s why he passed away. This is an astonishing claim. And all of this is happening just as one of Britain’s former intelligence assets came forward claiming he was used in secretive experiments involving implantable nanotechnology, covert communications, and technologies that allegedly left him permanently changed. So today we’re joined by Rafe Hassel, a former MI6 Intelligence asset whistleblower who says he was subjected to covert human experimentation during his work with British intelligence. His claims touch on everything from advanced nanotechnology, alleged brain-to-brain communication systems all the way up to Havana syndrome, which is the term of the day apparently with the death of James Wolsey. Also, directed energy weapons and the question of whether governments have crossed ethical lines in the pursuit of this secret technology. Joining him is researcher and friend of the show Jesse Beltran who has spent years documenting these allegations and the growing body of evidence surrounding them including Havana syndrome. So today we’re going to hear Hassel’s story and examine the evidence behind these extraordinary claims and of course the big breaking news of the day. Welcome to both of you gentlemen.

Jesse, Rafe: Thank you Clayton. It’s a pleasure. Thank you for having us on.

Clayton: Yeah. So Rafe I mean I just maybe get your response to the news that we’ve just learned obviously about James Wolsey the head of the CIA and the family’s claims of Havana syndrome.

Rafe: Well I take those claims extremely seriously and I think they’re likely true and he wouldn’t be the first very senior intelligence officer to have succumbed to illnesses that have been claimed to be associated with Havana syndrome. The whole concept or practice of so-called microwave diplomacy since the 90s has had fallout. It has had casualties ranging from very high ranking intelligence and state department officials working that case in Russia. They came down with leukemia and they have maintained although it was never fully accepted that this was to do with exposure to microwave radiation while in post. I think what has happened now is that well we have a claim from a very senior member of the intelligence establishment who has now unfortunately succ bed to their injuries and you know it’s a continuation of the same trend and I think there is no reason or certainly I don’t have any reason to doubt that claim at all.

Clayton: Jesse your thoughts?

Jesse Yeah well this really really front and center right now. obviously I’ve been covering this topic since 21 and our US government has denied that this afflictionHavana syndromeAHIS. Back then in 21 we called it electronic terrorism. they are denying that this happening to United States civilians. They’re only claiming that this happening to federal employees and their family members. But they have to remember that their family members are civilians as well. they are they are now offering compensation. I think over$3 million has been paid out now to Havana Syndrome federal employees who had claims that they’ve been afflicted by this. But bigger story here isyou knowwho’s doing it? Is it still going on? and is this a continuation of the MK Ultra experiences? And I claim under the data that I’ve collected over the last 2 years that it’s all of the above.

Clayton: Jesse, how did you learn about Rafe’s story?

Jesse Yeah. Wellwhen I did my first interview with youClaytonyou knowthat had I mean it’s seen been seen over a million times now. Rafe saw me in that interview and he mentioned to me that for the first time he had heard someone who very methodically explained the signs and symptoms and the methodology that goes around this phenomenon. And then he had reached out to my staff and quite frankly when I heard that Rafe was an MI whistleblowerOxford educated GS1clearance just had extensive experience in overseas and he can expound upon that. And we did some factchecking on on Rafe because it just seemed too good to be true. And to our astonishment everything that Rafe has shared were able to verify and that’s how Rafe reached out to me and we immediately hopped on a plane within the next week and Rafe agreed to allow us to interview him and he can explain what he went through pretty succinctly and his story is phenomenal and we he really is a diamond in the rough. He’s one of the rare whistleblowers that the world needs so that the world understands where technology is today and the pros and cons to it because he has a different perspective where the clients that I see would all claim that this a very negative experience. Rafe has mixed feelings about it and I’ll let him expound upon that.

I just wanted to sort of set the stage there with Jesse on how you guys came to meet after seeing our show. why did you decide to come forward and maybe you can just–I’ll give you the floor and you can just maybe tell us why you decided to come forward.

Rafe It’s a really good question and I think there was a certain degree of impulse impulsiveness about it. I listened to your conversation. I heard Jesse speak and I understood that this was a yeah someone who had studied this phenomenon to a great extent and had what I’ve come to learn is and I had an intuition about his unparalleled experience dealing with dealing with literally thousands of people. I from a technical perspective as well as a sort of h human human one and I knew that certainly a percentage who could put a figure on it of those people that he was working with would have been bonafide experiences or experiences rather of some of the effects and some of the tools and techniques that I had was aware of and had used and had experience of and that this was someone who yeah certainly I could have a conversation withumand I you know Jesse uses the term whistleblower but I’m not really whistleblowing from an organization I’m whistleblowing about a a practice or let me say a set of activities that is undertaken by people who are in my position and I have views on that and certainly I wanted to give Jesse what information that I could that might assist him from my position in terms of someone who is familiar with the things that he’s he’s documenting and talking about in his day-to-day role.

Clayton So maybe we could be specific for our audience that may have missed our earlier interview. We could talk about specifics. What things specifically were you saying”These people were afflicted by and I know what they’re going through because I was using it at the agency or I was using it at MI or were trained

Clayton Likewhat things stood out to you that like lit a light bulb moment for you?

Rafe GoshI’d have to look back at the interview. I mean would be be misrepresenting the truth if I could remember a specific thing. It probably was the issue of directed energy weapons which is something that is well let me say the less pleasant side of the whole technology. It is also by far and away the most dangerous. It’s lethal and it’s incapacitative.

Clayton And I think Can you just talk about the mechanisms of that? I’m sorry. This your world and for the lay person. Sure. Are we talking about a machine? Are we talking about nanop particles? Are we talking about medicines? How can you maybe describe the type of directed energy weapons that you were familiar with? And when you heard it in Jesse’s interviewyou said”WowI know I know that.”

Rafe Yeah. Wellthey are they’re they basically fall into two two categories as far as I’m concerned. but they both both involve the same idea which is remote action using electronic means. So that would be to use the electromagnetic spectr . It would be to use elementary particles in a particle beam. It would be to use infrasoundinfrasound or any other tool or technique that is not u visibly obvious but is still has a physical effect. And if you use it in a high enough intensity or power setting that can then have impacts on human on the human biology. And so if you can talk about it from one sideyou have surveillance tools and techniques that have traditionally relied onyou knowradio broadcasts for once of a better wordbut that’s exactly the same phenomenabut that can be dialed up and dialed down and so that can be repurposed for directed energy effects. But then you have weapons and that’s why they’re called directed energy weapons because they are they designed to in fact they range from the whole spectr from highly lethal to temporarily incapacitating like you might find in an LRAD. And so where I’m interested in this or where I have experience is on the clandestine use of these tools to enhance or to support intelligence work and that’s done in the shadows. It’s designed to be to have to leave no trace. It’s designed to blend in with the background noise verted commas and that is what Jesse is dealing with. you know we are talking about people who are have been or claiming to have been attacked by directed energy and how you are able to understand what it is precisely that they’ve been dealing withumand how you disagregate that from other things. That’s where I thought I might be able to help Jesse with because I could explain how I’ve seen it usedhow I’ve seen it deployed and certainly he knew what to look for. So it was kind of another way to like support him in that. I mean I don’t know whether that’s fully answered your question Clayton but right I guess though yeah at theart of it’s multifaceted.

Clayton So Jesseare there specific applications where Rafe was able to confirm what you had been researching to say this was a remotely accessed because he he mentioned a broad range of ideas there. Radio waves or you know something that’s not that could be triggered remotelythings that could be temporarily incapacitating someone all the way up to far more severe.

Jesse Yeah. WellRafe really explained it well when went there and did his original interview. He talked about the system being multifaceted and that really piqued my interest because I said well what do you mean by multifaceted and Rafe had ex explained to us how he had been on clandestine missions and he was basically told by his handlers or his superiors that he was going to like this and just accept it and you’re You’re going to you’re going to think this pretty cool. I’m just I’m I’m making inferences at this point. and he can explain what that

Clayton Yeah. and maybe Rafeyou can explain what that was about and why you said it actually may have saved your life at times. Yeah.

RafeWellthat is true. But can I first say that both of you are much better at s marizing succinctly what I’ve been saying and that was very goodClayton. I thought that you sort of were able to pick apart the kind of word salad that I’m delivering. yeah. Sure.

Clayton Yeah. Rafecan you can you talk about the multifaceted aspects of it? You talked about communication aspect of it. You talked about if you stepped out of linedidn’t follow protocolwhat they would do. And then ultimately you already expressed about it could become lethal that you know you were basically you and your significant other were given cancer at the same time because of being exposed to this. So if you can explain to the audience if they can hear that from youI think that’s important.

Rafe Okay. WellI mean I think I then will explain because I think but the best way is to say that there are two types really like two main categories. One is the surveillance tools [sighs] which rely on yeah remote electromagnetic communications sensing and interpretation of signals data that’s basically coming from a human being. it’s one it is relatively easy to provide a signal. It’s a lot more challenging to get a signal back. once you can achieve that then you have a two-way multipplexing communication system and that itself has you know various power and signal signaling requirements and that this tool itself it can be repurposed to cause discomfort pain and

I’m sorry just to be clear this something when you worked for the agent. Is this something they injected into you? Something that you No.

Rafe SoI was provided with a dental implant back in 213the s mer s mer of that year. against my knowledge and that has yeah since been identified. But at the at the time it was done without my knowledge or consent. And then in 21 that was it was made clear to me that this was the case and that this device could be used for two-way communications. And up until that pointI’d been using other means of communicating with handlers with communicating with other covert human intelligence sources both sort of foreigndomestic and had been yeah providing information very through more traditional inverted commerce ways like electronic Dropbox and so on and electronic drops so they could just so like so no like you remember General Petraeus that he was communicating with his want to say don’t know who he was actually communicating with but they’re writing emails in Gmail you know he would make a draft she would sign into the same account they would read the information delete the information that is effectively an electronic Dropbox box. Soit’s designed to circ vent traditional means of communications. You didn’t have to send anything in the traditional sense and but yet you could still send and receive information in a covert manner. Wellthat’s what they had hoped. I meanthe idea is the same.

Sousing email or using any other means. so when when I talk about an electronic Dropbox that could range from anything typically using email but to unused accounts or duplicated accounts and so on. but in the s mer of 21I was encouraged let’s use that word to get off these methods for yeah

operational reasons. It then became obvious with hindsight but I didn’t understand at the time and that’s

when the method of methods of communication were introduced to me and that took several months. It wasn’t something thatyou knowyou can just switch on just like that and expect someone to deal with it. It’s an incredibly invasive and wholly occupying mentally.

Clayton Sohow do can you talk about how you experience it? I meanis it almost like voice voices in your head? Are you

Rafe Yeah. [clears throat] Yeah. I mean synthetic telepathy.

Yes. It’s like a you know it’s you know if you are receiving an instruction it would be something that is like it’s a voice that kind of appears in your head and there’s it’s a very strange strange phenomenon and as you know the first time it happened I was I was shocked I was kind scandalized

think would be a good word. but they that but because of this and my reluctance to have the commands given to me that in that way that wasn’t used very often at all and other methods were used but the idea that it could be used was were was always available to me. I mean can tell you it’s it really is not it’s not something that a person a human being is designed for. You knowwe are social creatures. We have evolved genetically over millennia. we’re not designed to have this kind of wellas far as I knowyou knowwe’re not designed to communicate in this manner. And the idea that your one’s internal monologue or your thoughts or particularly my thoughtsmy internal monologue could be understood and have information extracted from that. Whether or not I liked it is another unbelievably what’s the word? The word I use is a panopticon. You knowyou have literally nowhere to hide. you have nowhere you can seek sort of privacy. I think that’s the end that yeah that I think that’s the best way to put it is the end of all notion of privacy that you may have you know range from your reactions to meeting people you know maybe you’ve see someone you think they’re attractive or you think the opposite you know these those kind of things are no longer things that you can keep to yourself it’s all there for the taking and because of that it has an Yeahthe impact psychologically is welllet me say devastating. And I read back to some of my communications which I submitted to the invest vestigatory powers tribunal quite recently actually. I looked through at some of the some of the communications at the time and you know was writing at that time I don’t know how I’m going to get over this. This like this psychologically absolutely devastating. I can’t see how will ever recover actually because but then in order to sort of like as I say it was introduced a bit like boiling a frog in water. I meannot everything was introduced at once and it kind of was sort of go along and then there’d be like a a j p inyou knowexposure to something new until eventuallyyou knowI was fully kitted out with it. But it took months and it required a support structure around me of covert human intelligence sources who were in one way or another able to support me through that and that was well it wouldn’t have been possible otherwise and then yeah so very difficult but because there was a threat threat of sanction at any time you know like if someone is going through that in preparation for something that’s upcoming and there is there is a real risk and I acknowledge it. I acknowledge it now. There’s a real risk that person is going to go into a flat spin and fall apart and you have to be disciplinarian. Let me say you you otherwise this person’s going to go off the rails. I [laughter] nearly I nearly went off the rails.

Clayton And did you then remove this implant? I mean when you were starting to when you were confiding in other people and you you found out that this was because of this dental implant that you wereyou knowgetting these messages and did you have it removed? Did you try to do it covertly? What did you do?

Rafe No. Such a thing would have been absolutely unthinkable because the way the equipment operates is in basically real time and you know the idea that I could even think of reporting it to for example to the police was totally off the table. you knowI wasn’t allowed to go within a certain amount ofyou knowcertain radius of a police station and especially the early days. And then if I evenyou knowmoved in that directionit would be made very clear to me thatyou knowyou you’re not going in theremate.

And so yeah.

Clayton Can you just give me an example? WellI meanit’s so it’s mind-blowingbut if you’re so you’re out on a caseyou’re dealing withyou knowyou’ve got a a source or something like that you’re that you’re dealing with as in the fieldso to speak. How can you give me the application of how it might be used? Would you be sitting there interacting with a a confidential source or something like that and suddenly you’re receiving sort of messages from headquarters?

Rafe Not really. It was mainly used to move from one place to another to and in the cases where my basic communication system like I tried to keep things as as normal as possible you know so that would be a mobile phone to most people. and so every opportunity I had would be done the traditional way. And so the only reasons that I would really be leaning into that systemand I didwould be when my means of communication completely went down. So I’d run out of batteries. I was far away from being able to resolve that situation. I needed to move from one place to another. it wasn’t entirely clear to me where I should be heading to or there was a priority that absolutely needed to be dealt withumand that I had to make make myself available in such and such a location to do such and such a job.

And they would ‘m just sort of picturing this as a lay person. There’s somebody in a booth somewhere almost like a skiff with a communications box and they just press RAF button and they deliver like an audio message to you or is it like some sort of a textbased message that you’re able to understand that I need to leave here now?

NoI think there would be would have already been generally appraised of what I needed to do and so that you know it would be quite obvious what I was thinking at any moment point in time.

And soyou know best route with me was always to kind of nudge me in one way or another. And as I mentioned to Jesse before that could be the use of in fact was the use of

like I want to say a jingle but that’s just the wrong word like clips clips of music or like a refrain from something

like that was very obvious that this was the link and that was where I you know

so I was responding to your thoughts like you’re not speaking out loud you’re just thinking something. I’m kind of stuck in this situation.

I’m not quite sure if I should go right or right or left.

It’s not Yeah. I meanthe thing is like there was there was a degree of uncertainty like in this approach. I

It’s not certainly like 1 years ago or you know we’re talking about when I

was doing this was between 21 to 218.

In the beginningit was a bit like hit and miss. I’ve got to say it wasn’t always like they weren’t picking up everything that I was thinking at all.

You knowthey would make mistakes and I can actually document that. And in factI’ve provided evidence of that to the to this tribunal. It wasn’t completely cut and dry that absolutely everything. So there was a degree of error let me say involved in that. I generally knew when I went left the house or left the house of like a covert intelligence source generally knew what it was I needed to do. There

might be a bit of uncertainty here and there about how I needed to get there.

And over time you build up a kind of store of leitmotifs. I don’t really know the word. its an very strange corner of tradecraft that you can provide an image or provide a a jingle or perhaps some other you know a sound and that would like be associated with something or that would be the signal let me say a signal would be the best the best way to describe it. I meanthat would be the traditional way to describe it. to do X or Y. Jesseam I missing anything?

Receive. Sorry. Don’t expect to receive like really detailed detailed.

Clayton Yeah. I just I’m just shocked by the idea that you WellI’m just shocked by the idea that they could sort of read your thoughts you know that they could read your thoughts and it started out not very well and then it progressed to a point when they were able to more readily read your thoughts over time.

Rafe yeah. Yeah. I think that was the I think that was the technology though. I like to I don’t know. I mean’d be they got better at what they were doing.

I think that was it. And I would sometimes notice like a change and it was like you’ve had a software upgrade somewhere along the line and yeahit’s got noticeably better. It’s uhyou knowa lot the error rate is dropping and yeah.

Yeah. Jesseyour thoughts? I meandid I miss something there? I’m justyou have toyou knowyou guys again swim in this for the lastyou knowmanymany decades. Sofor me as a lay personlearning that these intelligence agencies would implant something in a dental capacity without your without your knowledge.

You had no knowledge of it. And then to find out that they’re able to start to read your thoughts and guide you as an intelligence asset is stunning to me. So

JesseI don’t knowjust your thoughts on Yeah. No. Wellyou knowit’s very typical.

You knowI’ve been covering thislike I saidfor since 21and I’m pretty verse on on the topic. And what he is describing is the typical synthetic telepathy that a lot of the experiencers talk about where your your thoughts what you see everything that you’re experiencing in your environment is

being monitored and captured through this RF Havana syndrome uh phenomenon. And you know what are we talking about? We’re really talking about how the MK Ultra phenomenon hasbasically accelerated with technology on steroids.

you knowback in the MK Ultra days where they were doing electrical shock therapydrug therapies,

uhutilizing hypnosiswhich has been significantly covered up because the predominance

of hypnosis in getting people to do things that they would not normally do against their moral compass has been the ultimate carrot that most intelligence agencies government agenciesmilitary agencies

have been seeking and MK Ultra developed into 149 sub projects that we’re aware of. It could be more. And on June 3th, Anapolina Luna they held a hearing on whether or not MK Ultra did happen and is it still going on? And what was interesting in that hearing is that they made inferences. many of the participants there were questioning the witnesses and they were making inferences about RF emissions directed 5energy weapons. So they are aware that this happening and what what Rafe is describing is how intrusive and cognitively this can be to someone. In fact in Rafe’s initial interview he eloquently expressed how it pissed him off and he demanded that they stop communicating with that him that way and then he wanted to go back to traditional means like the electronic dropboxes the email type scenarios. and so that was quite striking because he had leverage. He has a unique skill set that most humans do not because if I think if he did not have that skill set of being the magnetometry field uh and his expertise they probably would have just left the system go and he may not be speaking to us today. That’s that’s my opinion but that is exactly what he’s talking about. Now when we talk about multifaceted you know the communication synthetic telepathy aspect of it we just covered then if you get out of line he was talking about they’ll turn it up a little bit and it becomes a torture device. That is exactly what every victim out there that I that comes to me expresses that this a / 3day a year torture. And not only is that happening here in the United States I get calls for help all over the globe at this time. And then ultimatelywe now know that it can be a a lethal weapon.

we know what happened down in V Venezuela. President Tr p said they used the discombobulator and he probably shouldn’t have talked about itbut he slipped up and it brought attention to that to what was that? They were they’re specifically talking about Rafe is describing directed energy pulse beam frequencies and this why it’s a multiaceted system.

Could I ask you the people that you’re talking about that have tyou knowtalked about the 2 torture–do they have some sort of an implant that like like Rafe has or is this something that they’re able to do remotely from 1 yards away2 yards awayeven miles away on a regular basis? Likeyou knowI’ve talked to CIA whistleblowers who’ve obviously see vans sort of just parked outside of their home with directed energy weapons sort of aimed right at them. Socan you talk about that piece of it?

Rafe Yeahexactly. Wellit’s a very good question and it’s important that everyone watching understands what what you’re referring to. In my personal opinionyou knowon May 8th of 21 Colonel Greg Eggingretired Colonel Greg Egging gave testimony that indeed that this phenomenon is happening here on our homelandnot only to the best of our best in the FBI CIA but we now know that it’s happening to Congressional members. and this he decides on the slow durationlong-term exposure as being a slow kill.

The system is designed to make a person look like they are crazy. Okay. Now

in Rafe’s casehe does have that documentation of that dental implant,

but when I was therewe did test him and were able to show that there is a

visual frequency that we can show on a graph that is emitting from his person.We also used what was called a nonlinear junction detection which is a type of device that checks for silicon harmonics. Now silicon is an every electronic semiconductor out there that is made. Now this back prior to the pandemic I would test people and quite often if they were not symptomatic they would test negative and all of my victims who were symptomatic did test positive. Now what is happening post pandemic everyone is testing positive for a semiconductive harmonic. What does that mean? We know that a lot of the nanotech that is that was now being proven that was in the injections is there this nanotech nano robots whatever you want to call it. They’re one 2, times the width of a hair. They’re self assembling self-replicating. They cross the blood brain barrier and they have they contain graphene and they contain silicon which are amplifiers. So he ampliftication of signals to receive and transmit are enhanced. So I have taken people two two miles down into granite caverns in Jackson California and we would test to see if there were still signal detections and even deep down 2 miles down in under granite were still detecting that the bottom line is that no matter where you go on the planetif you have been turned on in this systemyou cannot escape that signal. I recently was down in California. I was hired by a client because he had created a lawsuitsued his perpetratorsand he actually wonbut he believed that it was happening again. And so he wanted me to come down and test his environment to see whether or not I could find anything. And to my surprisewere documenting pulseed microwave emissions and which were predominantly strongest up in the upper levels of his home. so what he’s experiencing now is exactly that. mand that is that is that is where we’re at today.

Ultimatelywe now know all the white papers are outthe scientific studies are out. We know that basically there was a Trojan horse and the entire human species has been duped. You have been nonconsensually experimented on and basically infiltrated with this type of technology.

Now the problem is that this completely legal to do under the st century cures act under President Obama under section 3. It is legal to experiment on US citizens as long as it doesn’t exceed minimal risk criteria. So the question is what is minimal risk criteria? And the answer to that is nothing that doesn’t happen in normal everyday life. Does death happen in normal everyday life? And the answer is yes. And you have the fox basically governing the hen house. And all that data that they are collecting under quote unquote experimentation is protected by national security protocols. Even if you did a foyer requestyou’re not going to be able to obtain that information because they’ll claim national security.

But we’re hopeful if Paulina Luna is sincere and we’re not just going to say yeswe’ve proven that MK Ultra happened in the past and really what needs to happen is they need to bring witnesses who are experiencers in this. And I’m a master hypnotist for one reason. Because I wanted to understand how people with million-dollar businesses and educations PhDs doctors lawyers attorneys judges you name it every spectrum of life has come to me asking for help. How do we fight this? And these very intelligent people their lives were being destroyed mainly because they were voicing to the world what was happening to them. And it was by design. They were being isolated. Their licenses were being taken away. Doctors were not being allowed touch patients anymore. Even though I knew they weren’t crazy what they were suffering was legitimate. but they were all being railroaded into the mental health industry force medicated force institutionalized or put through if it was a medical board under rigorous just undeserved scrutiny and made to just do things that a normal person should never. Unfortunatelyour health system has been weaponized against us. the Havana syndrome exists. You can’t get away from that signal no matter where you go. And it’s time that people start waking up. It’s time that our officials that we hirewe pay for our tax dollarsstart representing us and we need to band together and stop this divide and conquer and really hand in hand bind together to take our power back. Welllet’s pause the interview for a minute. We’ll get right back to it.

Rafe can you talk aboutyou knowbecause Jesse talked about some of torture levelthe 2 torture. Uhyou talked about obviously the basic level of communications with this dental implantbut then obviously Jesse mentioned cancer and you and your wife simultaneously. Sowas there a point at which I don’t want to say you went roguebut you went in an opposite direction and they decided to pull you back through this torture?

Rafe: No. No. I actually it was part of the job description and that was that there I call it st century war driving. I don’t know if you know what that is but there used to be with the advent of wireless networks. People would go around to try and find network vulnerabilities. You’d set up basically a a you know a wireless uh router detector on your car. You drive around. You would so you know basically soak up as many wireless networks as you could and find passwords which were easy to crack. You’d then make that data available. people would take advantage, set up botn nets whatever. You knowit was a kind of it was a practice by people who were interestedbut it was also done routinely by the intelligence services because it’s an absolute must to be able to understand all aspects of your electromagnetic environment if you are able to control it. And so that happens routinely in my job or a a part of it or a good maybe like 1months was to do something similar and to basically war drive around the capital the UK and in certain other locations to try and get people to raise their heads above the parapet with this technology.and it was through that I was exposed to a lot of harmful radiation.

and I think after a while that kind of that stacked up and because

well I was an agent I was living embedded within the community and there was no place for me to go home to other than my home. So that then you you’d bring your work home with youI guesswould be would be best way to describe it in a kind of glib way. And that I can only ass e exposed my girlfriend at that time to this to the to something similar because we both came down with exactly the same answer within six months of each other. and we both had to undergo surgery. You knowit was a very harrowing time becauseyou knowwe had kids and so on and suddenly both parents wereyou knowout of combatso to speak. And yeah maintain and I that certainly in my case and I suspect hers as well

that it was you know occupational hazard induced that whether it was done deliberately

or whether it was you know sort of collateral damage from you know it’s hard to say but certainly

and maybe there was some underlying factors that would have contributed to it. But certainly that was an accelerant and the idea that we both come down in

good cancer like within months is you know strange to say the least. So yes I maintain that it was workrelated

and quite quite comfortable making that claim really.

Could you talk about some of the other more advanced directed energy weapons?

Againwe’ve talked about the communication piece to just sort of move people in a certain directionbut can you talk about some of what Jesse was talking about

where it’s sort of a global infrastructure and is far more nefarious?

Yeahyou knowthat was never really my in my purview. Let’s let’s say the sort

of the wider networks. I think it’s totally fair to say from my perspective that these systems of communication are reliant on you know the public wireless communication network anyway

the systems that are used they are passive they’re rerdiative they require

a certain amount of well in my case anyway they require a certain amount of p ping radiation which is applied externally. If it doesn’t receive thatthere isn’t really the likelihood that it would certainly in the positions where they are in my jawit wouldn’t get out of the mouththe signal. It would be attenuated by my cheek.

But with the p ping arrangementthen it has a much higher gain and it can

Yeahit can it’s still very weakbut it can be detected. And Jesse was impressively actually able to detect it and we had he managed his colleague managed to get it all on camera which is fantastic.

so there’s one side that is related to the wider electromagnetic environment. Howeverin order to

you know you can probably broadcast a signal pretty easily actually. You can find videos online of people with speech jammers.

Yesyou need a line of sight for thatbut the principle is still the same. Instead of like transmitting tartini tonesit’s known as hetradining. And you can like pass two electromagnetic frequencies that superimpose on one another and they produce a they produce it’s demodulated by the skull and it can produce kind of an internal voice. Let me say that’s pretty standard. it’s wellnown. It’s uncontroversial in many ways and you don’t need line of sight for that as electromagnetic frequencies can obviously pass through walls and what have you. So there’s that side and that is infrastructure based and there is the other thing that is truly let me say directed and in that sense you have someone sitting [clears throat] behind a piece of equipment that is aiming or locking on to your position in order to deliveryeah a certain amount of power and whether what the mechanism of delivery of that is can vary. So on the one hand you have very simple systems that are designed to deliver just highowered microwaves pulsed or not even pulsed. I’ve experienced very rudimentary systems that clearly not from you know they’re not peer adversaries let me say and way I think they’re in a sense more dangerous because there is you know even if you weren’t trying to use them in a lethal manner you might end up you know doing so unintentionally. and so there’s on that sidebut then you you you know you knowagainit sounds ridiculous that I put it like this. You knowquality when you see it. And that sounds ridiculousbut it’s true. I meanthe subtlety of the effect is displays the level of technological advancement of the person on the other end. And so for example there are systems that can direct particle beams that is really the kind of exotic end and then with that you can well it depends what scale you’re using.

Typically these things are in low earth orbit and you know you could direct it down onto a target on earthumand you’re not going to generally speaking unless that’s you know use that on an individual unless they’re the president of of a country or so on but then you have much smaller devices that do the same thing but again that is the sort of higher end of the technology spectrum that is not I wouldn’t say that’s particularly common case and then in between those two things you have a kind of spectr .

so you have things that are really sophisticated surveillance devices you know let me say any old any old fool could set up a microwave gun. I mean I could probably do that and you could like get a really

high power generator and direct it at someone. I would never do that. But I think that’s not beyond the capability of you know your average person in the street given enough time and given enough you know enough information on how to do it. But certainly when you move to the level of you know the surveillance devices that is incredibly delicate sensitive precision engineering equipment you know it uses a technique called optical phase inter interpherometry and actually it’s not optical that’s used for creating holograms but there’s a microwave phase ter intererometry technique which is used for surveillance and it scatters back information from the target, you knowthe object of interestyour surveillance interestand that can provide a very detailed volutric view of what you’re looking at. Nowto in order toyou knowcreate that kind of systemyou need Yeahthat requiresyou knowvery high high tech high precision engineering.

You know we’re talking about Yeah. extremely accurate pieces of antenna systems. We’re talking about very complex circuitry control circuitry and so on. And then on other side of that is if you’re going to use those sort of things for surveillance and you actually want to get involved in the communications two-way communications game. Wellthen you have your a whole other issue of signals interpretation that requires like machine learning or you know artificial intelligence to use that term loosely order to get your return signal and so to do that requires you know a high degree of technological advancement. The thing isyou knowthis technology was firstyou knowdebuted back in the late ‘s. You knowthe Moscow signal and the thing and all those other things you can go and read about. It’s in the declassified pieces in the National Archive. You know that was further you know further back in time than I’ve been alive. And in that time, there has been no letup. you know the competition global competition has not changed. It’s not abated and in many senses it’s got you know more complicated and the only way to sort of stay a breast or stay afloat rather it’s probably the better word isn’t it that is to maintain your edge in the technological space and this you know here you find this technology is the bleeding edge if there’s any like any news items recently in the past year that everyone else has been so cons ed by and you’ve sort of sat back and said that’s I know what that is. That’s the work of XY and Z directed energy weaponwhether it’syou knowthe Maui wildfires or God knows what else. I can’t wrap my head around it. But is there anything you’re aware of that people would just have their their jaws a gape?

Rafe: Yeah. Wellyou’ve used the right expression there actually because it’s known in the business as jaw-dropping. And as I hug to Jesse the other dayit’s probably because you couldn’t use the term e ees eavesdropping. It’s something something slightly different.

But actually that’s the humorous my h the humor in my response is gallows

or really because this technology can be used in extremely lethal way.

yesthere have been times when I’ve seen something and I’ve thought to myselfwell goshyeahif I’m a I’m a bet you know if I’m a betting guy I can tell you exactly what has happened here. There’s no doubt in my mind how such and such a thing has been accomplished or so. Yesthat does happen. It hasn’t happened for a little while. you know I can say that I watch sometimes debates between you know very eminent and very what’s the word smart people in the online world debating things like you know can’t remember what it’s called now ghost murmur and yes you know I see that they are grappling with the normal standard physics ideas about how such a thing could work but unless you understand that what would these systems are dealing with a certain amount of pulse p ped radiation. They’re reraiiating devices. They’re not like harvesting my experience you know biological energy. its related to that. You can tell someone’s heartbeat because the whole system is integrated with your own biological electro biological bioelectric field. so yes you could detect someone’s heartbeat but the manner in which you get a signal is not via you know that providing its own power. No, that wouldn’t work. But if you p p a device and it’s rerairadiating then you know you can start to get especially if you’re know observing from 4 km away but you making the assumption that you’re observing like horizontally. No you’re observing from straight up there’s actually that’s an unimpeded low attenuation path into low earth orbit and that’s probably how you’re getting your signal. So yesso when I’m looking at these things being talked about in the mainstream the mainstream you know town hall let me say I see a very you know rational reasonable well thought through scientific reactions but once you know the kind of tRafes of the trade let me say and they that’s what it is then you know it’s like any old any magic tRafe it becomes a little more yeah a little less interesting once you know how it’s done. Jesseanything stand out to you of recent news events that you said? Yeah. Yeah. Wellyou knowthe G ghost murmur was pretty significant. You knowthat’s the pilot that was downed in [snorts] Iranhow they were able to locate him.and you know tracking his heartbeatcorrect? They were able to see the signal. and that’s what Rafe is describing. and you had asked earlieryou knowyou had mentioned, you knowyou’ve spoken to CIA agents and are talking about this device being aimed at them. That happens in very [clears throat] few cases. And I believe it’s a scops and it’s done on purpose because they don’t want the majority of the population to understand that this is the only way this a global event is because it’s exactly what Brief described. It’s in our orbit. This is coming from satellite. It’s a complete network that’s integrated with our groundbased systems. Uhhuh. and and

ultimatelyif they can find downpilot’s heart signaturewhy aren’t we using technology in a way to find all these missing childrenpeople that go missing? The Gutridge case. Why didn’t they use it? because they could have they would have been able to read that pacemaker. why aren’t these technologies being disclosed? And the issue is because it’s about power and dominance. And once they

control the entire globethen you have one unificationyou have basically a global government.

Here’s what needs to happen. Right now we know with this phenomenon they can a lot of the victims talk about how their thoughts are being read. Okayvery intrusive everything that they seevisualizeexperience. So that’s being retransmitted and that’s called metadata. And the issue is metadata is not illegal to capture and our government is capturing mass grows. I strongly feel and many others and experts are feel that a lot of these data centers the United States has 4, data centers currently and is building more. Why do they need these huge capacities to capture data? The bottom line is that metadata is your intellectual property and they’re profiting off of your intellectual property.

And its very important that everyone understands that once the human brain has been conquered your thoughts when they are no longer privateyou are no longer a free species. you everything if you have a great idea or a great technology that you want to develop that can be stolen from you and there’s nothing that you can do about it. There are many states that are waking up now that are now coming up with laws to protect your cognitive freedom. because you know that’s one aspect of it. The other aspect of is what about future crimes? Can you be prosecuted for your thoughts? these predictive algorithms because all of this mass data remember this data is the crack cocaine for Silicon Valley. all of these tech giants and what is the ability for your children and your generations to their generations to comeyour great-grandchildren to live a free life? Are you really free when your thoughts are no longer your

own? That’s the other aspect. We now know that through the New World Vista’s report that and prior to that other reports that were released about doing experimentation on prisoners who were incarcerated in prisonspecifically in Californiaeven back in 194they were already talking about being able to remotely read biometrics. And in that report it said including reading thoughts. That is the world we live in today. That is what we’re facing. Because if you erase memory sets with this technology and imprint memory setsyou will never know that they weren’t your thoughts. As a hypnotherapist if I was unethicalI know that this can be done. [clears throat]

And that is what everyone as a human species needs to consider. We need to have some serious discussions about this. We need to really start putting people in positions of power who are really going to understand. You knowyou can only climb so far to the topbut those at the topwhat do you think is going to happen when they’ve completely accomplished their mission? They’re no longer going to need these captains colonels and so forth underneath them. Even they are susceptible and they have family too.

You they have children. their children are not going to be immune to this. So this going to affect 99% of everyone. That 1% and I can tell you why the 1% that elite 1% believes that they are the only one smart enough to decide what happens to you. In 211I was invited to the presidential bioeththics commission held in San Francisco at you the UCSF there at the teaching hospital and Amy Gutman was thead. and she was appointed by President Obama and I was I was going to be allowed to ask a question and because they were doing they were talking about capturing all data on the human genome project and my question that I wrote my assistant wrote this as she was a witness there and I said I understand the importance for your experimentation but what safeguards do you put aside for when your experimentation goes wrong and every major news network was there and when she read the card she tore covered up and she says this statement,”We are the elite 1% of the top 1% that should decide what happenswhat people do to their bodies because people are too d b to make the right decision. That’s what they believe at the top.” RafeI’ll get you out of here on this. you’ve been so gracious with your time and we I could do another three hours with you and I hope that we will I hope that you’ll come back and we can dive far more deeply into all of this. But what what concerns you the most about the future and the future use of this technology? Jesse mentioned the MK Ultra hearings which I think in many ways were a farce because to his pointyeahwe of course we know MK Ultra existed. It’s just now morphed into something far more nefarious and it’s now way bigger than it’syou knowwas back in the 19s and s. in ways that we don’t have a name for it. We probably don’t understand how nefarious and widespread it actually is. SoI guess I’ll just ask youwhat are you most concerned about with this technology? Where do you think our biggest blind spots are?

Rafe Wellthat’s a very good pointa very qu good question. And Jesse raised the great point which is that no one is immune to this. There’s not a human being that can resist this technology if it is leveraged

against them. You know the again the expression resistance is futile. It really is. There’s absolutely nothing you can do about it. if it’s decided one way or another that you are going to be the beneficiary of its effectsright?

so there’s that. SoI would say thatyou knowit’s one thing to be in the driver’s seat right nowand that’s all well and goodand you have your fingers on the levers and whatever elseand you’re the one who can call the shots andyou knowmake the decisions about who getsyou knowa dose of electricity here or or whatever it is. that situation is always liable to change. And I thinkyou knownowhere is that more at no time in history has that been a more pressing or more relevant idea than in this day and age when things can change in a week. Different systems can come into existence a few days. And so I think that you know that should be kept in mind by the people who are quite sort of lay about the use of this technology. The other thing I would say is that until there is a recognition of you know an acknowledgement even if it’s just the simple stuff that is you know for example you know LRADS or you know voice to skull systems using acoustic laser devices you know things of that nature like that’s very easy it’s well accepted it’s in the peer-reviewed literature But it’s I don’t think in the UK for example it’s even been acknowledged. Now that leaves a huge blind spot because until you actually call things out and the public is made generally aware of them you can’t develop policy around it. I mean everything you do is couched in vague terms or catchall ideas which is this a very rich environment for producing loopholes and so the other thing I see and certainly from my own experiences that like on the one hand I can I’m now far enough there’s enough distance between like my time and now that I look back on those that time and sort of 1look at it from a from the perspective of the people that had to handle me and I can say well you know what I can if I was in their shoes what would I have done and like maybe sometimes I’m like yeah I could probably would have done same thing but it’s not legal it’s not lawful and so while I can understand it’s still against the law and the behavior was truly unlawful in many respects and so you know that’s just a small part of the picture and I was doing something useful you know and so or I thought I was doing something useful and or at least I believed I was doing something useful which is I don’t know whether that’s equivalent but you know I can’t imagine what It might be like for people that you have no interest in getting them to do something useful to you. They can’t offer you anything. All you need them for is something and at the end you can just dispose of them. And that is that’s frankly quite terrifying that such a situation could develop. And I’m being clear with Jesse from the beginningyou knowI’m not what you might call a targeted individual. if I were or you know it when I the more I’ve learned about them let me say is the more horrified I’ve been because there is to there is going to be and definitely a percentage and who could say like how big that percentage is of people that are genuinely being targeted by this technology. It’s not you know an artifice of their imagination or for secondany other reason. It’s real and the purpose behind that is opaque.

And you know I was lucky in my sense in my in my situation I genuinely generally rather understood what this was all about. I meanthere were times when I really didn’tbut then it was not an operational requirement. I’d had no need to know. And againI can look back on that and say”Yeahthat was the right call.” Because actuallyhad I known what was coming down the pipelineI would have like maybe freaked out. I would haveyou knowsomething could have gone wrong. I just didn’t need to know. And solikethere was an element of likewellconfusion or like a big question mark. And sometimes it felt very Yeah. unfair and like odd lots of other things. but for people who have literally no idea about why they might have been targeted or why they’ve been singled out because the purpose or even the general scope of the purpose for that has never been made known to them. Wellthere’s not much to hold on to at that point. And I think that’s an incredibly frightening situation to be in. And so yesthat is what I would say is that not only is there no hope to regulate the space and as long as it’s never been acknowledgedbut also there is that space itself is inherently unlawful.

It’s likeyou knowit’s a lawless place andyou knowsome seriously bad things could happen and probably are happening and yeahas far as I can seelikely are happening.

Jesse final thoughts with the few we have left.

Jesse Well you knowreallywe just humanity needs to band together. The divide and conquer is by design. We all understand the language of love. We all bleed the same underneath. And it’s important that we take our power back. The other thing is there are some things that you can do to help alleviate some of the RF exposure that you get. melanin is a is a a great thing to have. the studies have shown that those with less melanin are more susceptible to these RF emissions and manipulation.

so that’s one aspect and the other aspect is to get these toxins out of youthese amplifiers out of youthe graphene oxidethe siliconany of these poisonous tox toxins. It’s important to get them out of you.
