That the police are running mental health fraud is well-known now. “Crisis intervention” is what they call it, and police in different cities and counties and states have slightly different names for their “clinical co-responder” programs which bring the Department of Mental Health and Behavioral Health Policing into their vehicles and house visits.
In Massachusetts, a “new policy for behavioral crisis response” –which doesn’t sound new–was announced in 2025, as a press release notes:

The document linked to this press release spells out de-escalation techniques for police to take along with advising perusal of records associated with the person they have answered a “call for service” about, and seems mostly to presume a forced involuntary commitment as outcome: https://public.powerdms.com/MassStatePolice/tree/documents/2970948
This in fact is what actually happens, with very little attention paid to the long list of de-escalation techniques and advice to assess the situation and listen to the person deemed to be “in crisis”–a verbal construction designed to legitimize police presence and adverse action against the person targeted here for police action–whether by family or by external parties–as this writer has experienced twice, in April 2022 and December 2022, with no “crisis” in sight, and the “clinical co-responder” fraudulently declaring a litany of false-claims of “grandiose ideation” and “no insight” when asked, perfectly politely, to leave her home, this in April 2022, and in December 2022, two police officers bursting in and arresting her, saying, a propos nothing, “You asked to see an arrest warrant, well here’s one” and showing her nothing relevant either as they hustled her out of her home. In the first case, the mention of microwave weapons had set off the clinical co-responder’s actions against her, in the second, the Quincy Police Department could not and did not respond when queried about this illegal, unlawful, and illegitimate, warrantless and baseless arrest, which led to her being taken to the local district courthouse, held for hours, knocked out, then transported to a hospital in the evening, and thence to another hospital at night after more non-consensual knockings-out–details published in various letters, to be reported in a more detailed Account of Events Unprecedented and affidavit shortly.
In the first case, described earlier in reports and a Living Testimonial, false-accusations by a woman across the street and a Notice of Harassment and Deceit detailing neighborhood harassment, covert crime, and the use of microwave weapons through-wall in the writer’s neighborhood led to QPD’s arrival at the writer’s home, fraudulent co-opting of her husband, and forced entry into the home, their rejecting all requests to leave and refusal to listen to the writer, moving swiftly to call an ambulance and force her into it instead. Police showed clear bias toward the woman across the street’s false accusations, which were repeated with embellishments at Steward Carney’s Emergency Room when she was taken there–“recording her kids and putting it on social media”–pure lies, and the so-called clinician Tim O’Brien began to verbally attack and call for EMS on mention of microwave weapons.
The “call for service” was fraudulent; the woman across the street was a long-term harasser; microwave weapon readings as EMF pulses directed from her house had been recorded on EMF meters, and notice of usage of microwave weapons in the Notice left in copy at her doorstep was not directed at the police, whom the writer knew are engaged in the cover-up of this usage on civilians, in various covert and clandestine human experimentation and weapons-testing projects run by the CIA, DOD, DOJ and other federal agencies, perhaps state agencies too.
There was no “behavioral crisis.”
There was no “mental health crisis.”
The fact that the police made a “medical” arrest as they termed it and forced a hospital visit and attendant psych-ward commitment all on the basis of language and notification in that Notice and the false-claims of the woman across the street–whom this writer suspected to be involved in covert radiation weapon projects, based on the EMF readings emanating from the direction of her home and vehicles–revealed their bias and their interest in shielding and protecting all covert projects operative in the neighborhood, and all usage of microwave weapons and other radiation weapons through-wall in the neighborhood.
That basically is it: Local police and state police, as that press release shows, are running Behavioral Crisis and Mental Health fraud, in protection of covert experimentation and weapons-testing projects. That’s the situation today, and that’s the way it’s been for quite some time now.
But this situation cannot stand. More and more people need to speak out, taking courage from the fact that both Covert Projects and Microwave/Electromagnetic/Directed Energy Weapons have been publicly revealed now, the exposure is public-domain, achieved through public forums, FOIA-released documents, publicly published grant program information (NIJ publications), publicly acknowledged technologies and weaponry (DOD, DHS, DOJ).
Police cannot force medical evaluations or pychiatric evaluations on mention of microwave weapon use in neighborhoods, but should instead take incident reports of harm, in interests of human rights protection, civil rights protection, and public health and safety.
Covert Crime: Human Experimentation and Field Weapons Testing is Going On, the CIA and US Air Force Acknowledge
Covert projects of human experimentation have been admitted to by the CIA and the US Air Force; please see the Moral Science Report by Amy Gutmann, Chair of the Presidential Commission for Bioethics, 2012, and the Air Force documents–Task Order 5, 7–published at Newly Declassified US Air Force Documents Reveal Extensive Directed Energy Weapons Bio-Behavioral Experiments on Humans and Animals in Laboratory and Field Since 2013.
Covert projects conducted by the Air Force and other agencies working with them are writ large in the skies over Quincy every single day with frequent flyover of small planes, large military planes, helicopters, and drones.
FAA Acknowledges Small Plane Flights Over Cities Are Known to City Governments: That Includes Police
Covert projects by the Air Force were acknowledged on FOIA query (mine, at Muckrock, in 2014) by the FAA, who also notified that “local administration is aware.” More than aware I would say. Local police, the City Council, the Mayor cannot possibly [helicopter overhead, 11:54 pm, 8/8/2026] miss helicopter flyovers constantly and small plane flights constantly and zoomers on our streets, constantly, they’re probably well apprised.

Covert projects run by the US Brain Project are yet to be covered. This would be speculative, the writer surmises, since the Brain Project suggests its research is all above-board and known, yet that research and its findings reveals highly invasive control of the human brain (as per an interview with its head Dr. Rafael Yuste).

DOD, DOJ, FDA, Others Have Claimed Non-Consensual Human Experimentation and Weapons-Testing is Normative Activity and Minimal Risk
Covert projects not requiring Informed Consent have been claimed by Intelligence agencies, Military divisions, and Justice agencies as “normative” Intelligence and Criminal Justice activities, and granted by the SACHRP, the Secretary’s Advisory Committee on Human Rights Protections in 2016 during the NPRM revisions to the Common Rule, which was built on the Nuremberg Code–covered here: No Waivers of Informed Consent, PERIOD: The Public Reports Ongoing Non-Consensual Experimentation and Demands the Common Rule Protect Citizens, Not Covert Activities.
Covert Human Experimentation by private corporations as well as government agencies, with waivers to Informed Consent by Institutional Review Boards (who guarantee Federal Wide Assurance of informed consent on all military/other human and animal testing projects) has been permitted under claims of “minimal risk” by Section 3024 of the 21st Century Cures Act, which concerned citizens are seeking to repeal.
What is Covert Crime? Crime Committed Under Cover of Classified, Compartmented, Clandestine, Secrecy Protections, Claiming National Security Protections and Police Protections
Covert projects of non-consensual human experimentation or field weapons testing can be concluded to be Covert Crime when people come forward reporting serious bodily harm, and this has been happening, for several decades now. Microwave Weapons, Millimeter Wave Weapons, Acoustic Neuroweapons Have Been Acknowledged as Developed, Tested, and in Use by the US Army, US Air Force, US Navy, DARPA
To use the term “Microwave Weapons” is not to be exhibiting “behavioral crisis”, as QPD clinician Tim O’Brien implied.
To speak of microwave weapons, whether to neighbors or to police or in a flyer or notice, is not to be wallowing in delusions. To speak of microwave weapons is not to exhibit “paranoia” either: they exist, they’re being used, and clandestine activities are going on. Add two and two together, you don’t have to add two and pudding pie. Clandestine activities, ongoing, include the deployment of microwave weapons and other Electronic Warfare anti-personnel weapons.
Police Cannot Profess to Know Nothing of Covert Projects or EMF Weapons
The police cannot profess to have never heard of these covert projects or these electromagnetic weapons, of which much has been published now.
The police may have been long “protecting” covert operations on the populace by making psychiatric arrests and falsely claiming psychiatric issues, but neither police nor psychiatrists nor “clinical co-responders” can continue doing this and claim to be informed and educated and aware.

Public Safety and Public Health Cannot Condone Through-Wall Radio Assault and Battery, Radio Harassment, Neuro Torture et al
Police should not be permitting serious bodily harm through-wall on people, radio torture, abrogation of rights, human rights violations, and civil rights violations–all of which are in evidence currently as the Covert Operatives using microwave and other directed-energy and neuroweapons in neighborhoods make false-calls to police, false-claims and lies and fabrications to police, collude with police, and push through psychiatric arrests and criminal arrests–as this writer was subjected to, wrongfully, on November 7, 2025, after which a covey of colluders in the corrupt judicial system in Massachusetts acted to wrongfully and falsely commit her to a Psych Hospital for 6 months–a saga which needs and will be accorded its own reportage shortly. Not merely was she falsely psych-labeled, she was arrested on trumped-up and false criminal charges from neighbors who have acted criminally-harassively against her, overtly, for over 3 years, in addition to suspectedly using radio weaponry from their homes and cars through-wall for 6 years–for that’s what the new MO seems to be, as per the nationwide “Sequential Intercept Model”, reports on which have been published here, a deliberate set-up by Law Enforcement and Behavioral Health/Mental Health to falsely criminalize people in addition to falsely labeling them as Severely Mentally Ill. Their “Jail Diversion Program” is similar, and their claims to “help families in mental health crisis” in “crime prevention” –reported at length also in the 21st Century Cures Act–co-opts and wrongfully informs families even as it traumatizes and incarcerates those already being pounded-on with radio/neuro weaponry in projects of covert non-consensual human experimentation and field directed-energy weapons-testing.

When people have no recourse, no way of reporting through-wall radio and neuro torture, persecution, crime and harm, and are being wrongfully arrested and charged by police as well as wrongfully psychiatrically-committed, there is no respecting of human rights or civil rights, mental health or physical health. There is in fact rampant discrimination afoot, and the permitting of Covert Crime. That’s not Public Safety nor is it Public Health.
This situation therefore cannot last. More light needs to be shone on these matters, and Police, Congress, City, State and County and Federal governments need to be insistently educated on the human rights violations meted out to millions via Covert Crime, with Spectrum weapons.
There is no place for Mental Health Fraud in our society, and it needs to stop. The Departments of Mental Health and Justice need to be corrected.
