After over two years succeeding my request for information made on February 26, 2024, the Office of Information Policy at the Department of Justice returned a letter on September 23, 2026 with the requested, declassified, once-Top Secret 1994 DOD-DOJ MOU (queried for by me earlier in 2015, returned in 2018 to Harun Krasna of The Intercept, reported by me here in 2019: Documentary Evidence since 1994 of Covert High-Tech Electronic-Weapon and Neurotechnology Use in Targeted Surveillance, Experimentation, Operations by US Government on Americans: (1) The DOD/DOJ Memorandum of Understanding on OOTW/LE, 1994), a MOU with far-reaching implications and consequences for all, which too many Americans have no idea about, but should.
Because it establishes a mid-’90s agreement for the DOJ to work closely with the DOD to develop non-lethal weapons or AP-DEWs, neuro bio energy weapons which can be used and are being used on people’s bodies without consent, permission or approval–non-lethal weapons which include pulse-wave microwave weapons, millimeter wave weapons–now called riot control or crowd control technologies, also called Active Denial Systems, and many others such as Terahertz, nanosecond electric pulse generators, conducted electrical weapons, and acoustic neuroweapons, some of which were disclosed in DARPA’s Limited Effects Technology report, also returned with that 2018 release of the MOU: Documentary Evidence of Covert Electronic-Weapon and Neurotechnology Use By US Government on Americans Series (2) The Limited Effects Technology (LET) Program Report | JPSG, OOTW/LE Programs, 1996.
I had also queried for additional information such as proposals and contracts accruing from that MOU, any renewals of the MOU, and for an inventory of non-lethal technologies developed under that MOU. None of these were provided, and I will have to return to the FOIA drawing board to make an appeal on this request and make new requests.
Why is the Information Surrounding this MOU so Important?
Note, when the DOJ is involved, that means Law Enforcement–that is, your local police and Sheriffs–get the weapons.
How many “Media” outfits have reported on this MOU? None.
How many major newspapers and Television outlets cover the weaponry in the hands of police and Sheriffs, especially that weaponry that is labeled “Non Lethal” or “Less Lethal”–has an inventory ever been published? And the answer there too is None–although there has been some very acquiescent reportage recently on such medieval torture technology as ICE’s acquisition of Electric Gloves, a company called “Compliant Technologies” making Bola Wraps, and police usage of Conducted Electrical Weapons.
Non-Lethal and Less-Lethal and Less than Lethal include Neuroweapons
Note, the term “Less Lethal” has been adopted by Law Enforcement/the DOJ, while “Non-Lethal” is more in use by the Military. The term “Intermediate Force Technologies” supplanted “Non Lethal” in military usage at one point and is also used. The term “Emerging Technologies” and the term “Innovative Technologies” are also being used by the DOD, DHS, and DOJ to refer to these harmful electromagnetic technologies. Finally, the term “Medical Devices” is now being used by Departments of Mental Health, Psychiatry, and Corrections, to refer to electromagnetic technologies which they claim are being used therapeutically–while issuing shocks, brain stimulation, and remote nerve “monitoring” from a distance. These are all terms being used to conceal the fact that these are Bioweapons, which no one has approved: they have disabling Bioeffects, they can speedily cause Disability, Disease, and Bio and Brain Damage. They are both the Through-Air (Overt) and Through-Wall (Covert) Equivalent to Cattle Prods and Electrical Shock Weapons, they can issue electric shocks, microwave pulse shots, high-heat thermal assault from a distance, overtly or covertly, visibly or invisibly, through-wall.
Police publications online as well have introduced some of this Torture and Shock technology in articles and videos, as if well-known to the public at large, approved by all human rights agencies, and acceptable.
It’s as if we are collectively regressing as a nation into the Dark Ages–Catherine Wheels and heads in stocks will be next, probably–if the Police/FBI/DHS are permitted to run amuck and develop and procure anything they want. But through-wall electromagnetic pulse weapons and through-air electrical shock weapons are pretty insane, by themselves: not only do they embody the best of medieval torture technology with a modern, electrical twist, they permit covert and clandestine use, including by Police, as this MOU established.
Except: We haven’t approved any of this. This has been done to us, and it is not acceptable, it must be known to all, and all must challenge Police, Military, and Intelligence usage of these weapons in Domestic Operations, such as what they claim on this MOU and elsewhere, as “Operations Other Than War”.
Read this MOU carefully (my first article on it, link above, does that) and you will see they are essentially stating they are going to develop and test these weapons together, using people from the Army and Police both, that they intend to use contractors and “test bed units” in “demonstrations” and “evaluations” as they “transition” these technologies, presumably for Police use, on people, in public, civilian space.
It’s only subsequent NIJ reports and grant programs as well as the DARPA-NIJ Limited Effects Technology report (reported here, link above) and some DOD, DHS and police reports which let you know these are electromagnetic technologies they were developing and testing, laser, infrasound, ultrasound, microwave, millimeter wave, electrical, acoustic neurotechnology, on human bodies. Operations Other Than War and Law Enforcement
It should be of great concern to all that the nation’s top cop, the Attorney-General, can hold hands so blithely with the Secretary of Defense to bring dangerous military technology into the streets, into our homes and into our neighborhoods.
Dr. Nick Begich first sounded the alarm in his book “Earth Rising: The Revolution, Toward a Thousand Years of Peace” in 2000. Examining Justice, military, and other documents, he reported that these technologies were being developed for use by Law Enforcement on “domestic adversaries”, which begs the question, who are they calling domestic adversaries? And what are they calling (domestic) Military Operations Other Than War? (Dropping the “Military” on this MOU.)
Both civilians and military veterans have reported the unlawful use on them of harmful through-wall electromagnetic technologies and neurotechnologies, many have reported the involvement of Police, Fire, and EMS in such attacks, while all branches of the Military have been permitted to run field-tests of such weaponry on Americans, as recent US Air Force documents have established definitively, and while various disclosures by the CIA reveal they are conducting Domestic Operations, and “confidential” human experimentation while working with the Air Force on testing directed-energy technologies in Bio-Behavioral Research–MK ULTRA by another name--on Americans. Law Enforcement touts Intelligence-led Policing, and that may be in more ways than one.
It must be noted also that just because various illegal and unlawful clandestine operations have been run and are being run by the Police, DHS, DOJ, DOD/DOW, CIA, and their affiliates and contractors, using Fusion Center networks and involving Public Safety, Mental Health, Health and Human Services, Public Health, EMS, under the aegis of this signed MOU and other secret agreements, it doesn’t mean we should sit back and keep letting them, nor that they can run to change laws and statutes (as they did with the Common Rule NPRM in 2016) in order to legitimize their horrific actions of harm on us, which they struggle to keep covert, hidden, and undisclosed–and unreported–and keep rolling their technologies and their programs of harm into projects concealed as something else, using Covers, that is, such as moving illegal, unlawful, unethical, inhumane MK ULTRA Brain and Behavior Modification into “Behavioral Health” and “Mental Health” and “Community Oriented Policing”.
It’s all blatantly Satanic–what else shall we call their electromagnetic through-wall or through-air Torture Tech which can shock people, give people strokes and heart attacks, or instant respiratory illnesses such as “COVID”?–but they seem to want to keep a lot of it secret and hidden. Well, we can’t let them.
