In a July 10 2026 press release, the Department of Defense–which has renamed itself the Department of War–has renamed what used to be called Anomalous Health Incidents Directed Energy Bio-Effects as it renamed the Team examining these:
“Under the direction of the Office of the Under Secretary of War for Research & Engineering, the Department of War officially renamed the Anomalous Health Incidents (AHI) Cross-Functional Team (CFT) to the Directed Energy Bio-Effects (DEBE) CFT, while the team continues to facilitate the multifaceted implementation of enduring processes, procedures, and capabilities.
The Department is fully meeting Congressional intent regarding non-kinetic threats by applying a more dedicated warfighter and medical focus to this mission and expanding collaboration with interagency partners to coordinate vital research efforts. The Department is prioritizing the care of affected personnel and has disbursed nearly $3 million in compensation, representing the first HAVANA Act payments made under any presidential administration.
The Department will continue to emphasize transparency and scientific integrity to achieve validated outcomes, improve care for affected individuals, and adapt to a dynamic operational environment. These steps toward normalization will accelerate integrated CFT and partner component initiatives.

The Havana Act–Helping American Victims Afflicted by Neurological Attacks Act of 2021–an amendment to the CIA Act of 1949, acknowledges that reporting victims are not mentally ill but have been hit with Weapons producing injuries to the brain and neurological problems and will be compensated. Qualifying injuries are injuries to the heart and the brain. Payments are being offered only to members of the CIA, Department of State, Department of Defense, and other federal agencies.
While it is of note that the “Havana Syndrome” to describe symptoms of injury at first not attributed to energy weaponry led to the naming of the Havana Act, it is of greater note now that the Pentagon has acknowledged that the earlier-named Anomalous Health Incidents are to be renamed Directed Energy Bio Effects, publicly surfacing the use of Directed Energy Weaponry in these neurological, brain and heart attacks.
All those worldwide and in the United States of America reporting the use of Directed Energy Weapons on their person, whether on their body or brain, in undisclosed use, in secret experimentation, in technological and life harassment and shutdown can take heart from these developments.
Conscientious, ethical people from inside the Military and the CIA and other federal agencies will have to continue whistleblowing and disclosing the facts of this unsavory weapon use on people and bring these projects and weapon-use to an end. Lives are being destroyed and lost as thousands of people report being disbelieved by their own families and disappeared as mentally ill by psychiatrists and ER doctors, many of whom keep secrets for Intelligence agencies and military divisions and are complicit in the great harm being caused nationwide and worldwide.

The full truth about the use of Directed Energy Weapons of different kinds–Radio Frequency High Powered Microwave, Millimeter Wave, Electrical Pulse Weapons, Infra-red, Terahertz and others–in experimentation, development, testing, and operation modalities by the Department of War/Defense, the Department of Justice, the Central Intelligence Agency, the Federal Bureau of Investigation, the Department of Homeland Security, and other federal agencies on Americans and people worldwide is yet to be disclosed. Health and human rights agencies will have to step forward and stop the disappearance of reporting-civilians into mental illness gulags and reveal the facts of such energy weapon use on people through-wall, bringing these inhumane and unethical projects into the open so they can be stopped, and all affected Americans and others relieved of their in-community persecution.
