Dear All,
For almost a decade Ramola’s Investigative journalism has focused on the cutting edge of a class of crime and its associated systems, weapons, technologies, perpetrated against civilians under various guises and for various pretexts. This is generally known as targeting crime which includes the use of Directed Energy Weapons, Neuroweapons, Electromagnetic Weapons.
Her pioneering and ground-breaking work will one day be given the plaudits and recognition it fully deserves. It is currently recognised by many experts in the field for its brilliance.
Notwithstanding, I would like to focus in this email on public disclosures made in recent years in the so-called “mainstream” media pertaining to this class of crime and its associated class of weaponry/technology. Many seem to place great stock on so-called “mainstream” coverage or “official publications”, which to a certain extent I understand, so I think it might be useful in the current circumstances to focus a bit on this aspect. Ramola’s work will one day be recognised as “mainstream”.
Please bear in mind that this mainstream disclosure remains relatively limited for a variety of reason, primarily as a cover up of government entities ongoing perpetration of these crimes. It is the tip of the iceberg. Ramola has extensively covered the actual “iceberg” in her work. Nevertheless, this disclosure is indicative of the reality of the existence and use of sophisticated directed energy weapons and neuroweapon systems, with which Ramola is currently being intensely attacked with. It is widely documented that government entities have experimented non-consensually on test subjects for many decades.
This mainstream disclosure relates to Havana Syndrome, NATOs Cognitive Warfare, the UNs proposed ban on “CyberTorture”, and various technological publications relating to Neurotechnologies, brain computer interfaces, and Artificial Intelligence in the context of the 4th Industrial Revolution ,which we are on the cusp of. I also refer to what Dr. James Giordano refers to as a new age of warfare where quite literally he states that “the brain is the current and future battlefield”
“Havana Syndrome” has been covered on all the mainstream media stations, newspapers etc. as remote (short, medium or long range) “directed pulsed microwave radio frequency” attacks on hundreds of US diplomatic staff around the world for almost half a decade.
Many of the published/reported bioeffects of the Havana Syndrome attacks, have also been inflicted (non-consensually and in violation of all human rights) on Ramola. These include neural stimulation, neural manipulation, neural interfacing, nervous system stimulation/interfacing, continuous tracking capability, synthetic sound transmission, use of directed energy systems to interface with (similar to brain computer interface) a (human’s) central and peripheral nervous systems and provide a “connection/interface” between a (human) and a neurotechnological system, which typically include various levels of AI. Bioeffects can vary depending on the specific technology used, the intensity of exposure and the duration of exposure. None of the diplomatic staff were treated as mental patients, despite an attempt to cover up the attacks
The above bioeffects have also been publicly disclosed and discussed by the leading and prominent US Neuroscientist, Neuroweapons expert, Dr. James Giordano. :
Dr. Giordano, and other experts, have also acknowledged that Havana Syndrome class weapons have been developed by over 12 countries for many decades, and also that civilians have been targeted with these kinds of weapons.
He has publicly disclosed many details of weaponized neurotechnologies including brain computer interfaces, neural interfaces, AI. Indeed, he has stated that “the brain is the current and future battlefield” such is the power, importance and relevance of weaponized Neurotechnologies, which also include directed energy systems such as Havana Syndrome.

Further, NATO have publicly disclosed an entire hybrid form of warfare called “Cognitive Warfare” which they openly say is designed to target individual civilians and civilian populations. It specifically incorporates propaganda, psychological operations, weaponized neuroscience and neuroweapons, including directed energy systems, in integrated systems designed to “change the cognition of a target”. The reality is that these systems and technologies have been used for decades against activists, whistle-blowers, journalists and civilians :
The UN proposed a ban on “CyberTorture” which are systems of psychological torture designed by governments to bypass the physical bans on Torture. These systems include abuse of surveillance, personal data, and also specifically state weaponised neuroscience and neuroweapons.
The reality is that Ramola is not (at all) suffering from a mental illness. She is being subjected to very intense attacks, and bioeffects associated with the class of weapons / technologies briefly examined in this email, which she has herself written on in far greater detail, and backed with sourced references, victim and whistle-blower testimony.
[Victims] (More rightfully reporters) of these attacks, and the bioeffects of these technologies are not helped with psychiatric medication; in fact quite the opposite is true. They always report a worsening of their conditions. This is because their “conditions” are caused by weapons/technologies and are not organic. This entire class of crime is covered up by the psychiatric establishment.
The use of such medications are (is) now widely accepted as being dangerous and toxic in the scientific mainstream.
Psychiatry itself is becoming widely recognised as a pseudoscience by mainstream world renowned psychiatrists and neuroscientists, with many of its central tenets collapsing.

Addendum 1 to Previous Email: Dr. Len Ber; Civilian with Official Havana Syndrome diagnosis
Dr. Len Ber is a naturalised American citizen who has been diagnosed with Havana Syndrome by Dr. Hoffer (who also examined/diagnosed US Diplomatic staff targets) at the University of Miami.
Increasingly, civilians are obtaining Havana Syndrome diagnoses based on stringent neurotechnological diagnostical testing. Many of the US diplomats were attacked on US soil.
Dr. Ber also reports a range of bioeffects very similar to what Ramola is being subjected to (and which also extend beyond some of the bioeffects reported in some mainstream coverage) . The US Department of Veterans Affairs have (has) recently published a memo to its members advising that various forms of directed energy systems have been used for decades to “harm people” . See below links.
Please be advised that directed energy systems can achieve a wide variety of bioeffects beyond simple thermal or suchlike effects, per Giordano et al.
These include interfacing systems for neuroweapons/AI, bidirectional neural interfaces, neuroweapon delivery systems, neural/central and peripheral nervous system stimulation, “coupling” with central nervous systems etc as outlined in prior emails.

Ramola, like many (reporters of putative EMF/Neurotech crime) has also reported psychological organized harassment (purportedly) perpetrated by civilians, neighbors, etc.
This is a common feature of targeted harassment, in context of a surveillance state apparatus massively expanded during the war on terror, much of it privatized with unaccountable civilian networks as covered in the Blue Leaks Data Leaks published in mainstream newspapers :
Recent Historical precedents include East German Stasi and US COINTELPRO programs. Homeland Security was based on Stasi systems. Former head of Stasi Marcus Wolfe was an important consultant to US Homeland Security.
Present day targeting incorporates many Stasi tactics, in particular their Zersetzung tactics , a form of psychological warfare, but also expanded to incorporated pre-scripted specific tactics disseminated to civilians to aid and supplement the use of neuroweapons such as reinforcing or planting themes, ideas, threats, etc.

Civil engineer, educator, activist, researcher and investigator Helena Csorba recently very tragically passed away at age 72 on March 10, 2022 as a consequence of being extremely harmed by microwave weapon assaults in her hometown of Etna borough in Pittsburgh, Pennsylvania intensified in recent times and experienced for several decades. There are more than just a handful of diplomats and undercover special agents that are being assaulted with pulsed microwave radiofrequency Directed Energy Weapons (DEWs). More, thousands and thousands more; countless numbers more in the United States of America and all over the world.
Dr. Beatrice Golomb, teaching medicine at the University of California, was the first medical professional to recognize the symptoms of the U.S. diplomats, stationed in Havana, Cuba, to be radiofrequency microwave radiation assaults. She has also been wanting to call attention “to a larger population of people who are affected by similar” assaults and to explain and address the symptoms experienced by ” ….. large number …. outside the diplomatic corps …” struck by identical trauma.

Senator Marco Rubio (FL) arranged a hearing when the news of the invisible, yet devastatingly destructive assaults roiled the nation, that U.S. citizens (diplomats) stationed in Havana, Cuba were being assaulted, surreptitiously with a heinous, debilitating, directed energy weapon, that left them with neurological dysfunction, including traumatic brain injuries, balance issues, as well as other health harm.

The FCC calls these devices radiolocators and intentional radiators; they are motion sensors, very much like the speed RADAR that most people are accustomed, which measure motion in MPH. These ‘slightest of motion’ speed detectors, measure the motion at a person’s wrist to detect heartbeat; measure the breath rate by detecting the motion of a person’s chest heaving; pick up leg, hand and arm motion for gesture and gait recognition; pick up eye motion with gaze tracking recognition and even detects the vibration of vocal cords and reads the motion of lips, to discern speech (articulation) – through multiple walls.
By the way, these are our individual and unique bio-identifiers, when being observed, from a distance, through obstructions.
When pulsed at embassies, they are specifically used for ‘listening-in’ espionage devices. There is no need to do a ‘break and enter’ to place a hidden microphone; the eavesdropping can easily be accomplished by pulsing a microwave radiofrequency (MW RF) signal into a building, through walls, with direct line of sight. The device can pick up many conversations and locate everyone.
The RADAR guns are widely available to First Responders, law enforcement and firefighters. MW RF Through-The-Wall-Surveillance (TTWS) RADAR devices were designed to be used during catastrophic and exigent circumstances, like after an earthquake to find the tiniest, micro-motion of a barely alive person under a big rubble or during a mud or snow avalanche or during a SWAT or hostage situation, where law enforcement has to quickly determine a building’s layout and the number of people inside, their location and where the weapons cache is, if any.
Firefighters use the pulsed radio wave “echoes” or “noise” returns to the RADAR gun’s computer screen, to find their way out of a smoke filled structure.
But these devices are being misused and have been co-opted and re-purposed. When the device’s low power (power density) is increased (because after all, they are computers that can be reprogrammed), you have a low frequency, but high-power microwave device (HPM), to pulse directed energy at a singled-out target and a specific body part of that target, surreptitiously, for revenge and retaliation, to settle grudges, burning, hurting and vibrating that target’s body part. This seems to have developed into a VIRTUAL REALITY belly laugh pastime. It is ‘CRAZY-MAKING’.
The definition of the acronym RADAR, is RAdio Detection And Ranging + RAdio Direction And Ranging, so the devices can locate people and lock on to them and track them.
Dielectric constant (also called relative permittivity), software is loaded on the RADAR gun’s computer to have the capability to identify anything. Everything has a dielectric or relative permittivity property, whether it is a solid, liquid or gas or a composite. Dielectric Properties of the Human Body:
If the MW RF power is increased and is pulsed, through walls at a target, the RADAR TTWS device delivers ‘shockwaves’ or ‘pressure waves’. The MW RF can be adjusted to deliver the slightest of touch or adjusted to deliver brute force shockwaves, that bashes the brain up against the inside of your hard skull-bone, causing brain bruising, concussions and traumatic brain injury (TBI), accompanied by an excruciatingly unbearable ‘brain ache’; the MW RF causes burns; incredible bone crunching pain; RF Ablation (necrosis or destruction and death of tissue); RF Anesthesia – putting you to sleep; causes auto-immune diseases and neurological deterioration, cataracts and cancer. All are well known biological effects of microwave RF.

Around 2016, both the United States and Canadian diplomats, their spouses and children, and some eight CIA undercover officers, stationed in Havana, Cuba, were targeted with debilitating pulsed microwave radiofrequency, causing severe, traumatic brain and balance injuries. The complaint mentions sonic and microwave assaults, then settles in calling the targeted attacks as ‘mysterious’ and then collectively refers to the injuries as Havana Syndrome.
There is terrific reporting by Carl Zimmer, dispelling the mystery of ‘when sound is NOT sonic’, because the sound is microwave, which is in the radio frequency range of the EMF Spectrum. It is the Microwave Frey Auditory Effect that delivers the clicking, chirping and hissing noise and other sounds.
After the Canadian families returned from their post, they filed a lawsuit which describes in jaw-dropping detail, the current modern day, cover-up of this technology. The complaint names “Her Majesty the Queen in Right of Canada” (Canada) as the Defendant, who owes and is in breach of contractual, statutory and common law duties to the Plaintiffs; consisting of six families with children, one of them a preschooler.
The Canadian families were kept in the dark about the cause of their assaults and have been thwarted at every turn when they tried to seek medical attention; unimaginably, were even restricted from sharing information with their family members after coming home from work, at the end of each day.
According to the complaint:
“10. Despite belatedly acknowledging the existence and harm of Havana Syndrome, Canada has actively interfered with the ability of the Plaintiffs to seek appropriate and necessary medical care for their injuries. Canada has greatly restricted the information that the Plaintiffs are permitted to share with health care professionals, placed restrictions on who the Plaintiffs can seek medical care from, and withheld information from the Plaintiffs and medical professionals regarding Havana Syndrome and its possible causes that would help in the diagnosis and treatment of the Plaintiffs. In one particularly egregious case, Canada used diplomatic channels in the United States to instruct the University of Pennsylvania Centre for Brain Injury and Repair to “stop testing the Canadians”, despite the fact that the affected individuals were seeking testing and treatment at a world-renowned brain injury and trauma center at their own initiative and expense. As a result of Canada’s intervention, testing was immediately halted.”
In another instance, one of the Canadian families traveled to the University of Miami to undergo testing. All members of the family were diagnosed with traumatic brain injuries, akin to concussions. “Senior officials with Global Affairs Canada contacted the physician and asked him to alter his assessment ……. specifically to downgrade the injury rating ….”
It is mind-blowing that the Canadian government would interfere in medical treatment of their employees by going as far as “instructing hospitals to stop testing and treating them” and by picking up the phone and calling their doctor and asking to change the diagnosis. UNBELIEVABLE!
On February 7, 2019, one day after the Canadian’s filed their lawsuit, Attorney Mark Zaid filed a Freedom of Information lawsuit on behalf of The New Yorker and the James Madison Project, seeking the production of documents from the U.S. Department of State, namely the report of the Accountability Review Board addressing circumstances surrounding medical and health problems reported by U.S. Government officials (the diplomats and CIA Special Agents) working in Havana, Cuba, as well as steps that will be or have already been taken to implement the recommendations of the report.
I am wondering if The New Yorker called Mr. Brodeur, their former employee and investigative science writer and microwave expert, when the news of the mysterious targeted attacks in Havana, Cuba hit the news? But they did display their sense of humor when they published, “The Freshest Tinfoil Hats for Conspiracy-Theorist Fashionistas” https://www.newyorker.com/humor/daily-shouts/the-freshest-tinfoil-hats-for conspiracy-theorist-fashionistas although the pulsed, microwave radiated targets felt the piece derided their torture and pain.

It has been reported that Senator Jeanne Shaheen (NH) is working as a ‘social worker’ for the United States employees who were working in various cities in China, as the State Department has refused to acknowledge or recognize their heinous microwave radiofrequency targeted DEW attacks, in order to preserve international trade relations.
When the pulsed HPM is directed at a specific body part, it can stimulate that body part, using either a wider band MW RF assault or a very tight, pin-point focused beam. If the MW RF is directed at your nostrils, you will sneeze uncontrollably; if a portion of your body is pulsed (stimulated) where the nerve endings are close to the skin surface, like your toes or feet, the synapses will rapid fire, which will feel like zapping or electrocution; dial back the MW RF power and you will feel a phantom touch. Hit a nerve reflex point, you will experience restless leg or involuntary extremity movement. The burning and stinging are well known effects of RADIO WAVE SICKNESS; it feels like thousands of pin-pricks or bee stings. Pulsed vibrating stimulation directed at our lower intestine causes involuntary defecation; pulsed stimulation directed at the bladder causes you to pee your pants; if the pulsed, stimulation is beamed at our genitals or rectum, it is rape.
When the MW RF pulse is directed at your digestive tract, you will feel nauseous or will downright projectile vomit. If your gag reflex or esophagus is pulsed and stimulated, you will feel choked and cough to near asphyxiation. If your heart and lungs are pulsed and vibrated, you will have a panic attack. When pulsed at your brain, it causes brain bruising, accompanied with a horrific ‘brain ache’ and you will feel light headed, vertigo and faintness and can loose consciousness; you will also excessively salivate and drip or drool cerebral brain fluid, indicating that the blood brain barrier has been compromised.
This is a bullying and intimidation device to modify behavior and to force compliance by terrorizing a person with pain, with the intent to incite, provoke and aggravate, and designed to humiliate and shame.
The invasive microwave RF shockwaves are life destroying and hurt not only humans, but can be maliciously directed at pets. The MW RF will destroy (burn up) your vegetable and flower gardens, plants, bushes and trees; and will make you look like you can’t take care of your home or property or your affairs anymore. The pulsed, vibrating pressure waves will tear apart and crack plaster and mortar; it will vibrate your home’s copper pipes’ solder loose and cause a waterfall in your ceilings and walls; it will melt and sag the lead surround of stained glass; it will at the most inopportune times, flash your lights on and off, uncontrollably, since RF thinks any wire is an antenna (as an engineer, I think it is a fire hazard).
When pulsed and directed, through walls, from a large stand-off range, at either small or large electrical appliances, the wiring will burn up; your computer ‘cooked’ or at the very least the RF communication signal disrupted; your calls on your wireless D.E.C.T. handset or on your smart phone, will be dropped or at the very least be disrupted with interference.
Pulsed with MW RF, your vehicle will unexpectedly freeze-up and be locked in its tracks, when perilously going around a treacherously narrow and steep mountain bend.
It appears that the FCC has lost control of monitoring these MW RF pulsed RADAR guns, that can ‘see’ though obstructions, that can track and lock onto a selected person, that can be modified to hurt, burn and vibrate. After licensing the specifications, there is little to no oversight once the HPM device is sold. Although, there have been confiscations and fines relegated and imposed, there are just too many devices like these out there.
Don’t let these equipment violation actions buoy your hopes. I am telling you; the FCC has truly lost the handle on these devices, they just simply do not have the manpower to send agents into the field, every time someone complains.
The FCC requires a “Stop Buzzer” point of contact when colleges, research laboratories and healthcare facilities, operate under an FCC Experimental License for RF technology, but gosh knows if it applies to targets.

This is a horrific, sadistic, atrocious crime. It is unbelievably awesome and heinously exact, deadly, surreptitiously delivered technology.
If the TTWS HPM RADAR device uses pulsed ultrawide band (UWB) also known as ‘baseband’ or ‘carrier-free’ or ‘impulse’ radio beam; it is inherently difficult to measure, extremely difficult to intercept, has great immunity to interference (or jamming), but has high, laser-like precision characteristic. These beamed frequencies are also known as Micropower Impulse RADAR (MIR).

On page 26 of the 2012 Market Survey Report, prepared by ManTech for the DOJ and NIJ, is the most capable TTWS RADAR device that I am aware of, called STORMS (Sense Through Obstructions Remote Monitoring System). It has a 300 meter (about 1,000 feet) standoff range to pick up your speech (a private conversation in your living room or while talking to your spouse in bed), pick up breath rate and heart beat, through multiple walls, available as a handheld model since Q2 of 2012. The STORMS operates between 3.3 and 3.8 GHz at low power levels.
Through-The-Wall-Surveillance devices eliminate any assurance or possibility of retreating into the quiet comfort and ‘privacy and safety of your VERY own home’.
The last item on the spreadsheet that the FCC sent in response to my FOIA request for RADAR devices is the https://www.trxsystems.com/. This UWB device will locate, map and track multiple people – providing 3D mapping and personnel location inside buildings, underground and in other areas where GPS is not available. GPS’ weak signal cannot penetrate buildings, Ground Penetrating RADAR (GPR) can, which these pulsed MW RF directed energy devices are.
There is only one case that I am aware of where a home was searched using radio waves, a TTWS radiolocator and intentional radiator, microwave RADAR gun device, that has gone to court. In U.S. v. Denson, Neal Gorsuch, in the 10th Circuit Court of Appeals, wrote the opinion that allowed the search of Mr. Denson’s home, to locate him before they busted the door down. Neal Gorsuch is now Justice Gorsuch.
Searching a home with intrusive, pulsed microwave radiofrequencies, as far as I know, has not been tested in our U.S. Supreme Court.
As a side note, Justice Scalia wrote the majority opinion in Kyllo v. U.S., that the forward looking infrared camera (FLIR) that detected the escaping heat from the building, shone at Mr. Kyllo’s home was invasive and constituted a search under the Fourth Amendment and required a warrant, therefore the warrantless search violated Mr. Kyllo’s Constitutional Rights, and the evidence that it produced, of the overheated marijuana growing room, was not admissible as evidence. These eavesdropping devices have matured from the microwave RF devices that were beamed at the U.S. Embassy in Moscow for decades, from the 50’s to the mid-70’s, which caused various illnesses and cancers to the embassy personnel. NYT -1976- SOVIET DIMS MW BEAM AT U.S. EMBASSY
Recently, these eavesdropping, assault weapons have shown up more frequently in the news and now have been reported to be used on undercover NSA and CIA agents; used on diplomats and their children stationed in foreign countries; and used on United States Department of Commerce and Department of State employees and their family members in multiple cities in China; used on United States citizens in New Zealand, Australia, Uzbekistan and even pulsed or ‘hit’ (assaulted) a White House staffer while she was walking her dog in a D.C. suburb. She has reported being hit (assaulted) with pulsed MW RF before this, in August 2019 when she was on a trip to London with John Bolton.
I get a kick out of the term “hit” (assaulted), showing up in recent news reports, as there are a ton of everyday, normal and ordinary, law abiding, United States citizens that these pulsed MW RF directed energy weapon (DEW) assaults are happening to, including me.
When I went to see Dr. Michael Hoffer in April 2019, in Miami, Florida, to be examined similarly to and as the United States and Canadian diplomats and their family members were; I was told that there was a steady stream of microwave RF injured people coming to see him, to be examined by him, from all over the world, as we were all experiencing similar MW RF DEW assaults, for years. The sin is, that no one has paid attention to our letters, reports and cries. I tried to ask for help from my local law enforcement, to no avail, but they did recognize that the assaults were done with a “high-power-radio-wave” weapon and that it is a heinous crime.
I appreciate Marc Polymeropoulos’ recent interview, “How radio frequency waves ended a CIA officer’s career”, as there are thousands of us, too many to count, living on United States soil and those who have abandoned their homes, their careers, jobs and families; who have tried to run to save their health, escaping overseas, but are still being assaulted with target locking, target tracking, pulsed, MW RF RADAR DEWs.
What kind of people are these people, who make up their minds, to pick a person to destroy? to intentionally, select and isolate a person to sabotage their life, to disrupt a family unit? to clandestinely pulse a person with microwave radio waves, a directed energy, from which there is no shielding and no escape?
Attorney Mark Zaid represents some of the U.S diplomats, CIA special agents and he also represents Mike Beck, a former National Security Agency counterintelligence officer, who suspected that he was exposed to microwave attacks, while on an overseas assignment with a partner in 1996. Both men later developed Parkinson ‘s disease. In his effort to get Beck disability compensation, Attorney Zaid has gotten the NSA to release a letter in 2014, which reads in part:
“The National Security Agency confirms that there is intelligence information from 2012 associating the hostile country to which Mr. Beck traveled in the late 1990’s with a high-powered microwave …. weapon that may have the ability to weaken, intimidate or kill an enemy over time …. without leaving evidence …. which is designed to bathe a target’s living quarters, causing nervous system damage.”
At the request of the State Department, the National Academies of Sciences, Engineering and Medicine, investigated and produced a 64-page report on the plausible cause of the diplomats’ mysterious, but extremely serious and debilitating attacks, resulting in severe balance problems, neurological symptoms and brain injuries, among other dysfunction.

I have over 2,700 targeted people’s email, names and addresses (a very, very small list compared to other data bases). I regularly send research to 600 of them; all are being assaulted and terrorized with this horrific weapon.
We are calling on our Senators and Congressmen to hold joint Hearings on this heinous crime that has become ubiquitous and pervasive in our society, in this United States of America (as well as all over the world).
It is the responsibility of our United States Department of Justice (DOJ), our top law enforcement agency, to safe-keep and assure that citizens are not tortured and are not assaulted in this manner (or in any manner). Each states’ prosecutors, in all 94 federal judicial districts should start intake of complaints of such assaults and order investigations and then schedule Grand Jury hearings, to bring these criminals to justice and bring relief to normal, law abiding citizens who have been enduring these heinous, extrajudicial, surreptitiously meted out assaults.

Isn’t it curious, that only soldiers, spies, diplomats, and State Dept staff get hit with “mysterious weapons” nobody knows anything about, if we are to believe CNN, CBS, and the rest of the corporate media playing cover for US GOV?
There’s always a CIA hero in that mix, and now we have National Security Council officials as well. The mysterious traveling DEWs are particularly intelligent, as their targeted attacks on White House grounds near grassy knolls show.
Loath to hit anyone outside the agencies or US GOV, these whistling television DEWs–always reported deflectively as Sonic Weapons first–make a beeline for CIA men in Moscow or Saigon, bow-tied diplomats in Havana or Shanghai.
CNN and CBS and co. then step in, with powerful graphics and cultivated tones of fuddlement from schooled anchors, to propel the peculiar storyline that DEWs of some sort — mysterious weapons nobody knows exist — have apparently sideswiped photogenic diplomats in China and not-so-photogenic spies in Russia.
Now these heat-seeking DEWs have come to the White House, and the make-up artists over at CBS and CNN inform us without batting an eyelash “It must be Russia.”
Even more spasm-inducing are the noble avowals of investigation from the CIA, State Department, Senate Intel, the Pentagon –the very parties fully aware of and a couple fully responsible for the development of anti-personnel DEWS in the US for over 70 years now probably, but most definitely at least 40 years, since the 1980s, as Government documents prove, several mentioned here:
DEWS Have Been Used on Americans Inside America for Quite a Long Time Now, Thanks to Lawyers Without Borders Who Made it Happen
It’s a fact that the US Department of Justice partnered with the Pentagon in the ’90s to keep the DEW industry going, despite the prickly roadblocks of international treaties and international human rights protections, sidestepping military prohibitions to channel intrusive and inhumane bio-hacking and neuro-hacking weapons into police departments and domestic use, using deflective and deceptive labels of “crowd-control,” “riot-control,” and “maintaining the Peace”:
“In 1995, the Pentagon and the US Justice Department signed a secret memorandum of understanding authorising the Pentagon to receive almost $50 million for additional black box or secret research programme funding for less-lethal weapon research…Whilst the full range of many of these highly secretive programmes may never be known, some of the projects have been reported as being associated with particular research laboratories. Eg. Laser research (ARPA, ARDEC, Los Alamos, Army Communication Electronic Command); Optical munitions (ARDEC/Los Alamos and Phillips Laboratories); Acoustics (SARA, ARDEC, Los Alamos); Electromagnetic pulse (ARDEC, Los Alamos, Harry Diamond Laboratory, Eglin Air Force Base); Foam and Slickums (Sandia); Grenade launched foam (ARDEC, Army Research Laboratory), rubber bullets (ARDEC/ARL).”
Clearly, certain parties overseeing Defense and Policing affairs are very aware that the weapons handed over for domestic use on civilians pose major humanitarian problems and needed desperately to be hidden from public awareness. This was, let us be clear, a deliberate policy of obfuscation, wherein weapons of war intended to cause serious harm, unnecessary suffering, and inhumanely degrading treatment to citizens were kept hidden by classification and secrecy while the organized and structured methodology of their use, replete with Stasi community-policing and community-monitoring protocols was being rolled out, not just inside USA but worldwide.
Sleight of hand and trickery in evading international humanitarian law ensured their roll-out, both inside USA and internationally, as this EU document reveals:
“3.2 The International Committee Of The Red Cross (ICRC) SIrUS Project. The ICRC is already beginning to explore the extent to which their SIrUS Project (“Superficial Injury or Unnecessary Suffering”) can be applied to specific effects caused by ‘less-lethal weapons’. Their concern regarding superfluous injury and unnecessary suffering relates to design-dependent effects of specific weapons on health….so called non-lethal weapons cannot be considered as a separate unique category of weapons but rather according to ICRC as new weapons coming within the scope of the existing laws of war. Whilst any non lethal weapons need to be measured against the norms and principles of international humanitarian law particularly before they can be used in United Nation mandated operations, it has to be recognised in this context that much of international humanitarian law is only applicable to armed conflicts where war has been declared.”

DEWs and Neurotech Weapons Have Been Brazenly Used on Americans, Europeans, British, Australians, Asians, Africans–All Worldwide By Their Own Policing/Intelligence Services under War on Terror Designations
So, as a consequence of that MOU in 1994, which legitimized covert assault on American citizens with never-approved, never-consented-to, inhumane military anti-personnel DEWS and acoustic neuroweaponry, later revealed in another declassified document, The Limited-Effects Technology (LET) Program Report, Americans have been battered physically with DEWS and deadly, invasive neurotechnology piping voices, images, dreams, suggestions, emotions, ideas into heads as well as running DOD/CIA Trauma-Based Neural Network Mapping projects along with the Air Force’s Distributed Common Ground System tracking operations for quite some time now, most definitely since 1994 since Janet Reno and John Deutch held hands and played Ring a Ring o’ Rosie till we All Fall Down–and not just Americans, but Canadians, Europeans, British, Australians, Indians, Chinese, Africans, Russians, everyone whose lives are affected by US Foreign Policy, Global Policing, and the secretive global governance tied to each other by treaties, agreements, 5-Eyes and 15-Eyes, NATO, EU, US-UK, UN and all sorts of other underhand claspings yet to be uncovered.

Fusion Centers and the FBI Have Helped Make It Happen, Patriot Act & NDAA Primary
Fusion centers pulled into existence by over-zealous “security” maestros professing Wars on Terror clicked into place post 9-11, and everything since then has just been one treasonous betrayal after another, as US GOV and every other government began to fail the trust placed in them, deliberately, with intention, in full cognizance of what they were doing–but going all-out to build national and international surveillance strongholds, where everyone with a Homeland Security or Intelligence/Military job got a (well-paid) inside-seat on the carnage, and everyone outside got spied on, watchlisted, Spectrum-hit, Neuro-hit, targeted, blacklisted, given cancer, given migraines, given blood clots, given death, just as the Inner-Circle Sadists running the Mil/Intel ops randomly and arbitrarily decided.
The Patriot Act and NDAA’s “Indefinite Detention” have been instrumental in removing rights, while grants for counter-terrorism programs handed to COPS, Infragard, Neighborhood Watch programs have helped bring terrorism by DHS, LE, Sheriffs, FBI–and their stargate friends in DOD, CIA–to once-halcyon American neighborhoods.
Military Weapons Testing on Americans Has Become a High-Profit Industry Now While Inhumane CIA Human Experimentation is Fully Approved by The Justice Department & the Office of Human Research Protections (Health Dept) too
Clearing the way for unethical and amoral weapons-testing on people–anyone the FBI has decided they want to roll into terrorist watchlists as suspects has been game: animal rights activists (bleeding-hearts who topped the list apparently), environmental activists, anti-war activists, geo-engineering activists, journalists, whistleblowers, community-minded moms and dads who spoke out at School Board meetings (instantly targeted by the Freemasonic School Board President for Informant-snitching to the FBI), the retired, the disabled, the chronically ill–anyone at all the FBI pleased, that MOU has also led to an active Military Weapons-Testing program on Americans inside America, where DEWS, now being feverishly developed to target every nerve, organ, and bone of the human body, are being beta-tested on innocents, Parallel-Constructed falsely by the failed FBI as criminals or undesirables and marked glibly as terrorists.
In addition, all that the CIA was already doing, and DARPA, DIA, NSA, US Navy, US Airforce were joining in, to run unethical brain and bio-resonance experiments on people was being camouflaged and further hidden. The misnamed Department of Health’s heroic efforts to help the inhumanity along with their revisions of the Common Rule in 2016 to permit DOJ and Intelligence exclusions to Informed Consent surely helped–while Americans, the local citizenry lost out, despite protest:

The Havana Syndrome: A Convenient Foreign Label for a Gargantuan Domestic Crime
Into this milieu of well-oiled domestic assault operations step the Deception Dealers and Consters of the Defense, Intelligence, and Media coalition, never covering the rise of profoundly-unethical non-lethal weapons nor their Gestapo use in policing and surveillance, dismissing the testimonials of reporting victims, and inventing absurd names for a plethora of symptoms induced by a motley collection of EMF and other neuroweapons.
The US Air Force’s Radio Dosimetry Handbook editions from 1986 and later, posted here, could offer CNN and CBS some guidance on radio frequency weapons and how pulsed microwaves at different frequencies can induce nausea or a migraine.
The Mysterious Gaps in Intelligence Reporting
Is it possible the Senate Intelligence Committee missed the Second Memo to Trump in 2019, succeeding the first, where symptoms and effects of DEWS being used on Americans were spelled out?
Is it possible they missed the entire history of anti-personnel DEWS being developed for domestic use by the Justice Department and the Pentagon, and the studied maneuvers of SACHRP to inclusively include the CIA, FBI, DARPA, DOD in their Drive to Drop Informed Consent for Intelligence, Security, Justice, anyone who’s wanted to engage in unethical exploitation of American bodies and brains?
Is it possible the CIA Director Nominee has no clue what the CIA are doing in their post-Church-Committee experiments?
But here they are, vowing to “investigate” as if they had never heard of DEWS or how Intel agencies have been using them.

An ABC news article reports that President Biden’s National Security Council will review all Intelligence reporting “to ascertain whether there may be previously unreported incidents that fit a broader pattern.”
And Acting Defense secretary Chris Miller, more equipped to know all about DEWs than most, said touchingly he took it seriously last December when a military man brought up the subject ““When this officer came in and I knew his background and he explained in an extraordinarily detailed but more military style that I could understand, I was like this is actually for real,” Miller said. “This kid had been in combat a bunch and he knew.”
In other words, the very agencies and officials who should know exactly what they are doing all over USA to Americans, employing deadly anti-personnel DEWS and neuroweaponry, are professing to be sure to “investigate” — when they have cloaked their actions in secrecy, exemptions, exclusions, classifications for decades and refuse to stop, despite numerous victim testimonials of gross human rights violations.
Apparently it is only through these deceptive means that the establishment will speak of DEWs.
Further Concealment Behind Sources and Methods, Closed Sessions, National Security
Some kind of limited disclosure (for the TV-watching non-reading crowd), it is clear, is currently underway–but employing such a circuitous and deceptive route it is hard to tell what the intention is here, what is being planned for further disclosure, and what is being planned for further silencing.
Especially curious is the exchange between Senator Jeanne Shaheen and Avril Haines, new Director of National Intelligence (ODNI) on the subject, where Senator Shaheen suggested the Intelligence Community was keeping information (presumably on DEWs/Neurotech) from her and others in Congress:
“I recognize that there has been a real effort to try and keep this information classified but I do want to ask you about the concern that I have, that that kind of clamp-down on information that’s available to Congress, that’s available to the public has led to leaks, and it’s not clear whether the information we’re getting is correct or incorrect, and so I wonder if you could speak to that and to what more can be done to declassify some of that information, share it with members of Congress in a way that allows us to better respond, after all we have to fund operations and there are a lot of personnel not a lot – there are personnel who have been harmed who we need to make sure get the care and benefits they need.”
Avril Haines seemed to promise to respond positively “in closed session”:
“Thank you Senator and Thank you for your attention on this issue, it’s critically important and it’s something that I know General Berrier I know across the Intelligence Community, frankly leaders are focused on this issue. On your particular question with respect to information I’d be happy to look at this with you, to be honest I think I completely understand getting the information is critical for you to be able to respond to these issues and ensure that you’re able to make good decisions – maybe we can talk more about this also in closed session on these questions and I think um you know our concern obviously with the classification is because we believe that either it’s protecting Sources and Methods and it’s critical to our National Security and we’ll have to figure that out with you but you should certainly have access to the classified information and we should figure out if there’s a way to help you address these issues more generally.”
Reading between the lines of this exchange it appears the very set-up offers the ODNI and Intelligence Community (IC) further opportunity to call the shots, to equivocate and cower behind age-old cover of Sources and Methods, National Security–when in actuality Congress should be responsive to their constituents who have been reporting DEW/Neurotech crimes against humanity from the IC, from DOD, from FBI, from DOJ for years and should be hauling the entire IC edifice over the coals and subjecting them publicly–not in closed session–to a Church Committee 2.0 to unravel the truth of their doings since 1974. Similarly the DOD and DOJ.
Instead we have this elaborate charade playing out–Cuba to Shanghai, a sudden spotlighting of the White House, murmurs of Russia and China being involved, casting the predatory CIA as Victim-Heroes.
In fact, suggests Steven Baysden, an entrepreneur with insider knowledge of CIA and FBI, unlawfully targeted by this faction as this writer also reports, it is plausibly the CIA behind all these attacks.
Rationale?
“The CIA needs enemies such as Russia to justify their existence and continued massive budget. They long for the “spy vs. spy” days of the Cold War and know that they would not be needed if peace were to break-out around the world. Russia would NOT attack people on the White House grounds with this tech, that explanation makes zero sense, but an out of control Intel that wants and needs reason for an expanded existence would.”
Add Defense to that mix and we get a clearer picture.
In the face of “official” lies, prevarications, excuses, it will be up to people in the know, unlawfully targeted, brilliantly aware, to persist in publication of the truth and unceasingly spread the word to all humanity. Crimes against humanity on an astronomical scale are being committed–Congress is equally culpable: They have often been informed, often refused to act.
