A most extraordinary cache of Commonwealth Fusion Center documents, some seemingly innocuous, some startlingly questionable, and some frankly opaque to cursory review can be found at the ACLU Massachusetts website, Data for Justice, here: https://data.aclum.org/public-records/eopss-fusion-center-information/
Apparently the ACLU Massachusetts FOIA-queried the Massachusetts Executive Office for Public Safety and Security in 2005 and 2007 and was obligingly sent a trove of documents describing CFC, FBI, JTTF, and related matters.
Now, this is the kind of information journalists like me have been searching for–in vain–since 2013, and been unable to find.
ACLU Massachusetts Apprised of Electromagnetic Weaponry Use on the Ground in the Boston Area in 2014
Keep in mind also that this writer visited the ACLU Massachusetts in Boston in person, in winter 2014, very soon after she was unlawfully targeted, in the Boston area, in Massachusetts, by obvious criminals with connections to Police powers, to report the Crime and seek help, and was both mocked in person at that very office, by people at the desk–apparently set in place there to filter out, repel, and reject any kind of reportage-on-the-ground of police crime, “surveillance” crime with Electromagnetic Weaponry and Neuroweaponry and massive, incomprehensible–and most racist–social harassment, and refused the courtesy of serious human rights and civil rights consideration with a letter, succeeding, from Senior Counsel, informing her ACLU Massachusetts could not help her because she was an “individual, not a group.”
Regarding the Now-Obsolete “Human Dignity Council”
Now this trip had been undertaken with the lady known as Letitia Aby, named a “buddy” on the now-obsolete Freedom from Covert Harassment website, which purported to bring those “Targeted” from contiguous areas together, and which has since distinguished itself in any number of ways, including with involvement in a Wells Fargo lawsuit for the theft of half a million dollars, noticed earlier in my Insider Talk notes.
Ms. Letitia Aby features prominently in this writer’s first encounters with shady support groups and CIA-Military-run “organizations exposing targeting” (a Psy Op running wheelspinning operations for unlawful human experimentation and weapons-testing on humans) as one seeking to start up a new human rights organization on the East Coast titled “The Human Dignity Council” which she informed this writer she could play second fiddle on, then proceeding to demand and requisition various forms of writing and conference appearances which she curiously abruptly excused herself from.
ACLU Not Keen to Touch the Mega and Primary Issue of Unlawful Targeting and Assault and Battery of Citizens with Military Electronic Warfare Weaponry
It is on one such occasion in 2014 that this writer found herself participant, abruptly and unexpectedly, on an online telephone call with State Department Human Rights Officers, and engaged in conversation with another senior ACLU attorney, Jameel Jaffer, who assured her he was glad (paraphrasing) “there were other organizations to address such matters”– specialties, he meant, such as Surveillance Abuse with the incredible add-on of Electromagnetic and Neuroweaponry assault which this writer had just informed the audio-assembled group of human rights organizations about–as if ACLU isn’t supposed to be interested in this very thing, which unlawfully removes rights and attacks Americans in their homes, lives, workplaces, and neighborhoods.
At the time of the visit to ACLU Massachusetts, this writer noticed that Ms. Aby appeared to know the people at the front desk and indeed know the general protocol of reportage there, producing an ACLU form and requesting this writer fill it, a form with questions framed in rather belligerent wise, apparently inviting provocation and entitled-sounding response; the oddness of Ms. Aby’s seeming camaraderie and plausible collusiveness with the mockery and skeptical attitude of staff did not inspire confidence in this writer–and should have alerted her to possible FBI/Police/NSA/CIA complicity with ACLU and with Ms. Aby at the time, but didn’t, because she was completely unaware of such linkages as extant Intelligence ploy then.
This writer is no longer associated in any way with “The Human Dignity Council” or Ms. Letitia Aby, nor is warmly inclined–for the reasons spelled out above–toward the ACLU Massachusetts, which appears complicit with the criminals still in power, and seems to query for and obtain documents from Massachusetts Government with ease, while indeed the latter has refused often to respond to this writer’s FOIA-queries with actual information, but has proved well-capable of using Legal Counsel to return long and complex and meaningless responses to rationalize negations instead.
More egregious, it was 2014. These documents, FOIA-requested in 2005 and 2007, were given to the ACLU Massachusetts in 2005 and 2007. Showing clearly that the Commonwealth Fusion Center was setting up agreements with numerous parties in Boston, and in fact building what is being blatantly referred to as “co-governance” with soliciting and collusion of private corporations–non-Law-Enforcement–in the workings of the Fusion Center, the collection includes a rather telling contract between a well-known Defense contractor, but a foreign one, in fact a British Defense contractor, Raytheon Company, and the Massachusetts Department of State Police–which runs the CFC. The contract sought the creation and maintenance of a large database Intelligence Management system, software and hardware both, to collect and process various kinds of investigative information to be kept classified, “Law-Enforcement sensitive,” and is accompanied by a Request for Information which reads like several bureaucratic types immersed in legalese and transitioning the Commonwealth to the Fourth Reich had written it.
Raytheon is a Defense contractor which has helped develop and field what the military has termed “non-lethal” directed energy weapons, in “technology demonstrations” which have led to sales of weaponry to US police departments, as this article from 2007 discusses, in relation to Active Denial Systems–Millimeter Wave High Frequency burn-and-blister-causing weapons, an unacceptable “crowd-control” “non-lethal” technology promoted worldwide by police agencies next to Tasers, both extremely violative of basic human rights–both needing to be Banned, completely and absolutely.
[2-12-2024: Just found today, this evidence of “technology demonstration” programs (addressed in the article linked below) funded by the National Institute of Justice, NIJ, of distinctly anti-human, anti-life, human-rights-violative and civil-rights-violative weaponry termed “less-lethal technologies,” as also much else from here, obviously known to ACLU and others at the time (2005-7) and never reported as hugely inhumane and needing termination. The relationship between Fusion Center Police and a huge Defense corporation used to dealing with classified data awarded a contract to engage in long-term collection and handling of vast masses of data to be then kept “law-enforcement sensitive”–questionable in every way–was therefore well-known to the ACLU Massachusetts well before 2014. Basically, Police using Military (which turns out to be Private-Sector Military) to set up compendious Intelligence efforts against the People.
Yet their response in 2014 to a writer’s report of military use of military weapons on the ground, in Massachusetts, apparently in conjunction with uber and unlawful, unwarranted, illegitimate, illegal, and unlawful surveillance of people living in Massachusetts was merely one of languid disinterest.
Clearly that contract–which sought to highlight Criminal Justice information and Terrorism information (See Attachment A of the Request for Information/Response/Open Solicitation, also posted below)–was linked therefore to Surveillance, has planned and, with other DHS, MSP, FBI, JTTF means, has been enacting abusive secret Surveillance on the citizenry since the time of its creation.
Yet it was never reported by ACLU Massachusetts, was not reported in any media, and has not been spoken about publicly, by either Raytheon or MSP or CFC.
It could well be that it is this very system’s (requisitioned “Intelligence Management System”) database–or at least one of them–which the State Auditor has reported in 2019 as the CFC withholding audit-access to.
“Classified personal data” in the State Audit Report 2019 begins to make a lot more sense now–there is clearly a lot of information being held in that database–as in other police and FBI databases probably: Coplink, e-Guardian–that is personal, private, and fraudulently linked to actual people who are actually being targeted, unlawfully, and for no reason whatsoever, by CFC, MSP, FBI, and Raytheon and friends. In other words, these are people–like myself–who are not criminals, who hold no criminal record, who have never committed crimes by US Code or Massachusetts Code, international law or any other documented body of laws, who have been swept up unlawfully into a police database–for no cause–and then sold out to military contractors running weapons-testing operations on the populace–revealed here by the US Air Force–as if that could even be considered Normal, let alone Legal–yes, Legal Counsel at places like General Dynamics and Lockheed Martin and others who hold AP-DEW testing contracts with the US Navy, Air Force, Army, Marine Corps, can and should indeed be challenged on the legality as also the lawfulness of what they have permitted, as should all US Military IRBs (institutional review boards) and the OHRP, whose easy signing-off on Federal Wide Assurances positing “minimal risk” and assuming Informed Consent in face of its denial must also be considered unlawful and illegal–because fraudulent. “Less Lethal Force” Report from ACLU Appears to Endorse Anti Personnel-Directed Energy Weaponry Use on the Citizenry
This writer has also just encountered another document online from ACLU posted by ACLU Massachusetts on Less Lethal Force seemingly dated from 2005. ACLU itself, in correspondence with this writer, at time of her report at ACLU Massachusetts headquarters in Boston in early winter 2014, never made mention of this report, and has proved alarmingly lethargic in response to all recent citizen reports of grave bodily harm with so-called less lethal weapons and non-lethal weapons which this writer has been covering now for several years.
This report needs further study and will be reported on again in greater detail shortly. A cursory review reveals its focus on what the US Military likes to focus discourse surrounding this subject on: paint balls and rubber bullets, but here with a mention of the dreaded Tasers and Electrical Devices–all of which are hugely violative human-rights-assaultive Bioweapons which any self-respecting human rights organization would instantly demand removal of, from any and all human and humane society.
Which apparently the ACLU is not doing, seemingly holding hands with Police instead to suggest supposed “regulations”: No, we need Banning and Termination of Use of these Bioweapons which have caused Atrocity in testing, technology demonstration, and fielding operations all over this country and worldwide, which hundreds of thousands of those Targeted unlawfully have been bearing witness to, for decades now–people of integrity and education reporting Crime, but being promoted by the US “Press” and non-responsive rights and liberties organizations as “Mentally Ill” instead, all to very obviously dismiss their reportage while co-permitting the continued abuse of their bodies, brains, and nervous systems for Target Practice–by all factions: unlawfully acting Military and Police both.
For ACLU and ACLU Massachusetts to deny these numerous reports and seemingly endorse this deadly weaponry is pure complicity. Reprehensible and disappointing; this writer is severely unsettled by this find and will report further shortly.
COMMONWEALTH FUSION CENTER DOCUMENTS, from 2005 and 2007

Supported by federal funding, the contract appears to have Department of Homeland Security backing, which no doubt makes it larger right there than it seems to be. And indeed verbiage in the Request for Information and Request for Response does suggest as much.
In other words this may not have been a purely regional, MSP Commonwealth-specific contract but in some way linked to the larger DHS enterprise.

A single-year contract for 2005-2006 delineated a Single Department procurement with Multiple Department users, the Contract Performance Description notes that “Contract is for the purchase of Intelligence Management software, related supplies, service, and maintenance per RFR SP04-198 and the additional terms and conditions.”

Massachusetts State Police Request for Information, SP04-I97, Intelligence Management System, Due February 2003:
The RFI sought to automate collection and processing of information titled “intelligence information” into a “single enterprise-wide repository to facilitate intelligence reporting and analysis of the information.” Large volumes of data were expected to be amassed. Sophisticated data analysis capabilities and data mining operations were expected to be built in. And a web-based front-end to permit ease of dissemination to all police personnel inside and outside the MSP whom the MSP wished to reach was intended.
The Request for Response and Procurement Scope/Attachment A documents included with this RFI clarify firther what this IMS intended and anticipated. Some key excerpts below.

The Transformation of Police into “Intelligence” writ large in these pages: or are we looking at Intelligence (CIA?NSA?) using the Police as Front-End Cover for Mass Collection of Everyone’s Data Alleging Terrorism? Wording in the Administrative Provisions–a small excerpt–calling upon extant legislation suggests that local police forces and other criminal justice agencies would not be interfered with, directed, supervised or controlled by reason of federal funds being applied for and secured. [Although other forms of federal interference were promised: one has to read these clauses in this agreement carefully, to notice the exemptions function as intentions, actually.]
Massachusetts State Police Commonwealth Fusion Center IMS Final Budget for Homeland Security Funding, 2004-2005
This budget document for the Intelligence Management System appears to suggest there was a running fund from the Department of Homeland Security assigned to the Department of State Police for the creation and maintenance of this Intelligence Management System.

Interestingly, the “State Homeland Security Grant” on this Anticipated Budget sheet seems to have jumped from a little over half a million dollars to 3.8 million dollars from 2005 to 2006.

The Massachusetts State Police–which one might have thought was a purely highway operation running State Troopers checking license plates–is not merely running the Commonwealth Fusion Center but apparently not merely setting itself up as a DHS-supported Intelligence Agency, but flexing its muscle as perhaps-long-secret Central Intelligence running Massachusetts [sudden heart hit, 10:46 am, 2-12-2024, direction of Le Ming house and street with black armed pickup truck belonging putatively to QPD spies now in neighborhood] and commanding the FBI (all in the name of JTTF–and we know what that’s done to this country):

Attachment A of the RFI, 2005: Mass Collection and Select Targets–“Intelligence” or Random Lies?
The information contained in Attachment A (screenshot below) at the end of the Request for Information (PDF above) describes in simpler language what the Intelligence Management System is all about. It is now called the State Police IMS, and it seeks to pull together all the little memos and post-its and emails and texts from civilian and police entities both, condemning (millions of) select targets for (various degrees of) framing for life-takedown and false-claims of lone-wolf-terrorism, violent extremism, domestic terrorism and other choice labels, while keeping all “law-enforcement-sensitive” meaning undercover in secret police form, which really means self-exemption at inception from any kind of Audit, Disclosure, or Public Records Access.
Which means anything could be stored in here–Lies, Falsifications of Fact, False Narratives, False Labels–and no-one could FOIA-query for its release or State Audit it. Or, if you could, you would find the Lies et al, now from the State Police IMS.
I’m just wondering if the little murmurs and whispers–usual conveyance of lies and smears and false-claims–from targeters on the ground, such as each one of us has been targeted by, inclusive of School Boards and Principals, Senators and State Representatives, are actually Note’d in here, in this seemingly compendious database which seems to represent the essential Mass-Collection minus Commonsense and Moral Values and Awareness of Rights that Fuhrers Bush, Clinton, Bush (II), Obama, Cheney, Rumsfeld, Hayden, Biden et al embarked on, back in 2001 just post World Trade Towers demolition as CONUS became “Homeland” and “Security” became Terrorism. 3:35 pm.
I rather suspect most of that was conveyed word-of-mouth–the actual targeting and lies, but at some point someone has to have written up some false reports for this rather important-sounding database system. Remember this IMS was created on DHS funds, and renewed, year after year, and that Raytheon was given this job. The same Raytheon (a foreign entity) building deadly Area Denial Less Lethal Tech and demo’ing them–on Those Targeted unlawfully, in-house, that is, within CONUS–the Continental United States. 3:40 pm.
The thing to notice here further, is the tender allusion to “Intelligence.” All of a sudden we are told it’s all Intelligence data being acquired, managed, and spread around (as smear campaigns are, on the ground, in neighborhoods, by actual DHS/FBI/Police representatives, a la fusion center contractors who turn out to be primarily military veterans and former police and their connections) “to law enforcement personnel both internal and external to the Department of State Police.” 3:47 pm.
Are they one and the same then? That’s my question.
Either way: incredible invasion of privacy, incredible hubris, incredible encroachment on our natural, living, human rights as living beings, humans, Americans. 3:50 pm.

Given the incredible activity on my street lately–reported recently in a few Reporter’s Notes–with armed pickups, trucks, SUVs, sedans simply racing up and down the street (in Quincy, Massachusetts) at all hours of the day and night, including up to 3 am when I just happen to be awake reading or writing, and the constant flyover of drones and helicopters lately, sound of police sirens in the distance, bright white of satellites and the blinking red of celltowers in my windows, the constant circling of what I have surmised to be FBI surveillance planes visible just past the agile mercury flicker of drones buzzing through trees, I have become curious again as to what part local Fusion Center Contractors, the Boston FBI, local Police, and State Police versus larger agencies like the CIA and DHS and Military divisions like the Air Force, Army, Navy and Marine Corps play in this charade really, and why exactly is this happening?
Over the past ten years I have written about the reality of US Air Force Weapons Testing of high-powered microwave and millimeter wave weapons, as well as reported on other forms of DARPA-DOJ Limited-Effects Technologies being plied on the streets of the United States of America in testing operations.
I have sent in dozens of FOIA requests to numerous agencies about aerial and vehicular activity in this area–originally at Muckrock, where it appears efforts have been made to stifle my reportage, a matter I am still needing to continue to address with them, and later here at my site.
It is overtly clear though that systematic covert activity has been conducted in my neighborhood for about 10 years now that I know of, and continues to be conducted.
It is not activity that has human rights at its center, nor is it activity that has neighborhood calm, peacekeeping, safety at its center.
Screeching power saws, uber-loud leafblowers, tearing-down zoomers, burning-rubber vroomers, jeeps with horns blaring all the way down the street, and nonstop drones and helicopters along with crazed chem trail activity and military plane flyovers–and ludicrous street-theater actions from neighbors–are not indicative of Peace and Quiet on Neighborhood Streets.
Couple this with the known covert activity of microwave and other electromagnetic radiation weapon use in neighborhoods–related to the Weapons Testing noted here–and much else, much exotic technology being tested in secret and operated in secret, and the massive build-up of secret service-members, military sappers, Intelligence spies, academic researchers in AI, Neuroscience, Neurotechnology now crowding our living spaces, living and working among us, often revealing themselves as paid mercenaries, playing or hiding behind “Community Monitoring” and “Community Policing”–and what we have in evidence here is cultivated hostility and manufactured urban warfare by numerous paid parties being ignored and supported by local government and police.
What are Fusion Centers doing therefore, really? Their purported focus on Targeted Violence and Terrorism: has it turned into long-term Manufacture of Targeted Violence and Terrorism? Domestic Terrorism, that is, on our streets, in our neighborhoods, and inside our houses–all using the fancy military Full-Spectrum Multi-Domain networks of drone-plane-heli-celltower-RFID-WBAN-HAARP-GWEN-IoT-IoNBT-Vaccine & Syringe Implants-Signals Intelligence-EM Radiation Weaponry-Acoustic Weaponry-Neuroweaponry-Neighborhood Rings-Parked Cars-Portable Devices operating in plain sight, and run by the very “Peacekeepers” now turned Warlords on our streets?
2019 Audit Report on State Police-Fusion Center Operations (2014-2017) from the Office of the State Auditor
This 2019 Audit Report from the Office of the State Auditor, Commonwealth of Massachusetts, a chance find, reveals that the Commonwealth Fusion Center, the designated primary fusion center in Massachusetts, refuses to reveal most everything everyone wants to know about what they do actually, who works for them, the Suspicious Activity Reports associated with them, what exactly these SAR activities may be (Helicopter flew over just then, I would suspect a local Sea Street sent (Quincy Police) helicopter, 10:31 pm, Feb 7, 2024), what connection these have with the police and paramilitary actions we see in our cities and on our streets, where Public Safety fits in, where Military Weapons Testing fits in, where Mental Health, Behavioral Health, Public Health fits in, where non-consensual but apparently yet ongoing Brain and AI/Cybernetics/Robotics experimentation fits in, where Watchlisting and the FBI fits in, where the CIA and NSA fit in, and if indeed there could possibly be a single person in Boston or Massachusetts even faintly interested in being (or becoming) a Terrorist, given all the deadly, dangerous, and horrific firepower owned and operated by the Police in Massachusetts, and the US Military. Not to mention the whole history of Police mistreatment of civilians and their long-term build-up of Hostility and Antagonism toward the citizenry, their history of Harm and Oppression. Essentially, it appears, they are Against the People, not for them; “Policing” therefore needs close scrutiny and “Community Policing” as a concept and an action means only the turning of People against People. It is Communist.
Perusal of this brief and mystifying report–as also the National Network of Fusion Centers summaries–does however reveal who is involved, and how the concealing of information is accomplished across agencies.
State Police Runs the Fusion Center
Massachusetts State Police seems to own the Commonwealth Fusion Center. There is however an entity called the Executive Office of Public Safety and Security which supposedly directs the CFC. I wonder if this means a kind of confusion in creation or whether it just means that Mass Government runs both State Police and the Commonwealth Fusion Center (CFC). I was told in 2015 that the CFC was headed by the Head of State Police, and was sent this document–Commonwealth Center Privacy Policy dated June 13, 2013–which has a lot more information than it appears was provided on the 2019 Audit Report. [I had asked at the time (in November 2014) about whether the CFC/DHS was running any kind of investigation on me (I was told None), and I wrote back to ask why exactly the Legal Counsel from State Police was writing back to me (and not the DHS as I’d thought the CFC was run by).]
[As far as personal investigations go, looking anew at how agencies communicate with each other, certainly through databases, it cannot possibly be that the DHS or the CFC would not have had word or wind of (unwarranted) investigations on me, which the FBI probably certainly has–not that they have furnished me evidence of same yet–because there is absolutely no way I could have been uber-fixated on by numerous parties for 10 years, nor been subjected to such extended, extensive, and extreme Electromagnetic Weaponry and Neuroweaponry abuse, without fraudulent FBI watchlisting and CFC participation; these records need to be unearthed and published, and they will probably be completely false and fraudulent, as I suspect has occurred in everyone’s cases, who has been unlawfully targeted, watchlisted, thrown into incomprehensibly treasonous, torturous, persecutory (another helicopter overhead, 8:30 am, 2-8-2024 just as I write) sadistic, and vile “weapons-testing” and other biomedical and AI experimentation programs, without consent, without cause–and for years and years and years, without reprieve. Yes, these are human rights violations on a mammoth scale, and yes the whole world needs to know about this.]
How are Fusion Centers set up?
Interestingly, the DHS website seems to have a lot more information on Fusion Centers today than it has had in the past. It would have been invaluable though, to find a report from the State Auditor offering the truth of what is going on on the ground. [Truth, of course, is a little hard to find these days, from government agencies.]
The way Fusion Centers were set up initially and who they report to and what they actually do has been covered and FOIA-requested by others, including the ACLU and the Brennan Center for Justice. There is also a document, Fusion Center Guidelines (links below), from most likely 2005 (actually 2006, I learn later, from the State Auditor’s Report 2019) which details the plans for fusion centers–which number 80 now currently, inside the USA. This guide also notes early history and provides insight into connections between agencies involved, while detailing how fusion centers have intended to target and isolate people on the basis of “Suspicious Activity Reports”–a matter which still needs close further investigating; there is something about Fusion Centers, even reading this Guidelines document, which becomes apparent as intrinsically unacceptable even as the whole notion of Information-Sharing, the premise of Fusion, seems superficially acceptable within a Law and Order context of routing out actual crime and actual terrorism, such as they exist.

The Commonwealth Fusion Center Did Not Permit the State Auditor to Access or Audit Databases, Information, Activities
Reading through the Auditor’s Report, it looks like the Commonwealth Fusion Center:
Would not provide direct access to its information systems;
Would not share certain types of information regarding their activities;
Glibly stated they could not provide certain requested information because of state and federal restrictions on sharing threat and criminal intelligence information, including Mass. public records law;
Stated occasionally that requested information was not available (what did the State Auditor request I wonder?)
Could not help the State Auditor figure out from talking to a few “stakeholders” if the CFC was gathering and sharing information–on terrorism, public safety, and, curiously, “law enforcement”–with its public-private partners usefully;
Expressed concern about the confidentiality of the “criminal intelligence” information it dealt with;
CFC Watch Center is Located Inside Police Headquarters
The Audit Report reveals that Fusion Center operations are Police operations: a matter which has not been clear from the outset to most. At inception, the Department of Homeland Security, in its creation of fusion centers, has suggested a Security and Safety angle to all, premised primarily on fear of terrorism, post 9/11. But we learn here that it is State Police which is and has been running the entire “Watch” operation, fielding and disseminating “time-sensitive information on threats and suspicious activities.”
[This obviously brings up that whole question again: Who exactly are Police, in what form are they functioning in our midst? What we know so far: They are private, corporate”Polic-y Officers” working for Corporate Policies; they are Not always functioning as “Law Enforcement” since they do not always know the Law, or act in awareness and obedience to the Law–such as we have it; they Have been functioning as creators of Terror, on roadways, in neighborhoods–they have not behaved Lawfully, and some among them may believe their job is to scare, threaten, intimidate, and act unlawfully against people; curiously, this aspect of US Police has, it appears, become more evident across classes and races only with the advent of Fusion Centers, since 9/11; the history of Police does indeed involve repression, subjugation, riding roughshod over rights, particularly among certain groups, classes, races, ethnicities, personas: the Brown, the Black, the Indigenous, the Outspoken.]
Note that most of us don’t know either that the DHS in itself is a Police (Easy Monopoly on Terror) operation–This revelation on the DHS website will come as a shock to many: “The Department of Homeland Security (DHS) is the largest federal law enforcement agency with approximately 80,000 law enforcement officers that carry out the Department’s missions across nine different agencies and offices.”
(Clarifies for me at any rate why we are looking at a Failed State here–Law Enforcers who don’t keep the Law, and 80,000 of them??)
The CFC Has Not Kept Proper Records of Watch Activities and Investigations (Its Prime Function, Supposedly)
The Audit Report’s mention of “classified data” in this report as in “CFC redacted personally identifiable information and other classified data” gives pause: why was personally identifiable information classified and what other classifed data could there be, in the CFC’s Watch Center activities?
(You would think they’d want to note down everything they could about any potential Terrorists they found, quite openly.)
Implication: It’s not Terrorists or Criminals the CFC has been routing. It’s You and Me, instead.
The State Auditor reports further that the CFC simply failed to keep proper records of its Watching activities and investigations and monitoring and sharing of supposedly time-sensitive information (Why on earth not?): ”Because CFC redacted personally identifiable information and other classified data, the data in the log lacked sufficient detail to allow for appropriate analysis of the timeliness of analysis and dissemination of (suspicious-activity reports) SARs. We could not determine who (e.g., federal, state, local, or private-sector entities) originated Watch Center activities, when the activities were assigned, when they were completed, or what were their final outcomes (e.g., CFC issued an alert, assisted in an investigation, or provided requested information).”
In other words, the most important information regarding putting suspicious-seeming people on Watches and opening investigations on them was simply not recorded?
Anyone Can “Report” You–as Indeed Everyone Has | And It’s State Police They’re Reporting You To
It is remarkable though, to learn in print from the Belly of the Beast here that “federal, state, local, or private-sector entities” are the ones originating Watch Center (CFC Police) activities and what these are:–this would trace back to the list of “stakeholders” or public-private partners listed in the Fusion Center Guidelines document–listed below. A wide range of police actions then are being initiated by these “entities”–threat assessments to checking extant police databases.
And the initiators look like informants from any and every field really, including the FBI, EMS-Fire and Ambulance and hospital ER staff, restaurants, banks, schools, utility companies, Government, motels, hotels, IT spies at employers, military bases, post offices, private security guards in stores, realtors, social workers, bus drivers, T and Metro staff.

The fact that the entire CFC, FC, and DHS operation using fusion centers is more a Stasi and Communist operation than a mere Police operation focused on the nation’s safety becomes apparent in a study of what and who these Stakeholders are: “Functional categories…of entities” comprising “agencies and organizations (which) should be involved in the Center’s operations.” (See the Fusion Center Guidelines document, named as a 2006 production in the State Auditor’s 2019 Report) (Drones above, zoomers on the street, scalar hits all around, neuro sleep hits and pulse RF arm hits as I write in this extra section, 2:30 pm, 2-8-2024).

School Board Presidents and Treasurers, IT Spies At Work, Rushing To Report Moms, Colleagues to the Police
Moms across America who have been singled out by their own School Boards have then actually been reported to the Police–any of those parties named, the FBI, the local city patrolman, the County Sheriff–for daring to stand up for their children and speak out on matters of health or education, personal health choices, the dangers of vaccines and masks, the wrongfulness of extra babysitting fees during parent-teacher conferences; dads across America have been singled out by IT spies in their own workspots for things said in a private email, or telephone call, or in a store.
Being Brown, Black, Female, Outspoken, Indigenous, Upright, Smart or Smarter than the President of the School Board and the Principal or the Boss (and a whole lot nicer) no doubt brought all the White Supremacism to the fore, especially here, in apparently Over-Educated but Under-Enlightened White Bread Boston and Massachusetts.
Nothing Reviewed, Nothing Analyzed–Yet All CFC (Police) Quickly Shielded by the FBI(Shielding Itself)
Judging from the verbiage in the State Auditor’s Report, it sounds like the SARS that came in–by the boatload probably, since the Paid Informants were probably paid handsomely–were neither analyzed nor reviewed as their supposed protocols required, but were rushed directly to the FBI with false-claim tags of “connection to Terrorism”–or, conversely, not;date of transfer if transfer to FBI and date of closing if closeable were not provided; it is possible all were glibly named potential Terrorists and watchlisted at the Fusion Center itself, then handed off to other Police and Veteran contractors–the ones with the armed pick-ups who race up and down my street and yours, that is–to be DE Weapons-Tested on, interminably, as if in interests of “Public Safety.” [The Brain/Artificial Intelligence/Other Biomedical and CIA MK-Psycho experimentation I suspect is being done post watchlisting by either FBI or CFC–direct line to the classified Black Opsters waiting like Vultures to feast on the unlawfully-targeted, and quick shuffling into Highly Classified, Over Top Secret banks of data too Clandestine to mention.) “Additionally, the date of transfer to the FBI—or, if a SAR was determined not to have a potential connection to terrorism, the date it was closed and the final outcome—could not be provided.”
Further it appears no data could be found to prove analysis by a “CFC intelligence analyst” or “supervisory review.”
Meanwhile, the FBI (sending a Letter, below) was quickly recruited to demand redaction of names of all CFC police involved in this unsavory non-activity, as well as redaction of much else, i.e., all SAR information entered into the famed e-Guardian (of FBI crimes) now claimed to be “FBI information”: Note that it is Legal Counsel FBI writing to Legal Counsel State Police to make this happen.
Legal Counsel in every Government agency, every Police organization, every Military division have a lot to answer for: it is their misguided, wrongful, and completely unlawful actions in recommending, advising, approving, permitting, authorizing all manner of questionable actions undertaken by these so-called “Authorities” in 20,000 cities across America which has led to the situation we have today, of those targeted being inhumanely persecuted: unfettered Fusion Center, Police, Military, Intelligence, Private-Sector crime.
We Must Focus Further on Fusion Centers To End Police and State Crime
There is much else in these two documents of interest, including information on databases and communications between agencies, which the Brennan Center report also addresses–but which will have to be shelved for now, in interests of Time, to be revisited at a later date.
The 2011-2021 Summary of Findings from the National Network of Fusion Centers Annual Assessments as well are of interest, especially in pointing to the astonishing number of high-level organizations coordinating with DHS to produce these reports, and the relationship of Homeland Security events to Intelligence events and FEMA events, matters to be more closely scrutinized shortly.

New US Gov Inc. grants for the treatment of what are being termed Substance Use Disorders for various vulnerable populations, currently pregnant and post-partum women and “through adult and family drug courts” have been announced at SAMSHA this week, along with grants for so-called Prevention (programs) of Overdose Deaths due to various drugs, most of which appear to be due to prescription psychiatric drugs for so-called Anxiety, while something called Opioid Use Disorder is now stated (no doubt by the same prescribing pyschiatrists) to be on the rise.
In addition, a few millions are being diverted to so-called Behavioral Health, most especially yours and mine, by a kind and caring “Administration” –paternalistic, we might say, most British-Empire-like–whose keenest desire is to Improve your behavior, come what may.

Figures on numbers of patients seeking “treatment”–very hard to believe given that perfectly healthy and non-seeking-anything people are being thrown into ambulances and police cars on pretext of “Medical” need and being told they are going to be “Psychiatrically Evaluated” on fraudulent Section 12s run by unqualified police and EMS–are equally hard to believe:

Are these exaggerated figures, seeking funding for so-called treatment and prevention programs?

How do children become emotionally disturbed and how do the young become suicidal or users of drugs?
What relation do these have with the complete breakdown of “Law and Order” in America today, the repellent spread of “Countering Violent Extremism” and “Counter Terrorism” programs of community policing, subjugation with stealth-frequency-weaponry, neighborhood and social harassment programs, and the general suppression of all that once typified the USA and its people as warm, generous, self-made, curious and questing, educated and educating others, hospitable, neighborly, caring?

Governor Hochul Announces a Billion for Mental Health Care, Highlights Teen Suicide
The State of State of New York’s Governor Kathy Hochul recently announced a billion for mental health care at her state budget for 2024; her rather incredible speech at an event with Mayors in Buffalo waxing sympathetic for “God’s children”–teens (to paraphrase) struggling with suicide/mental health issues post-Covid and during-Covid whom she does not equate to her own state’s policies of social isolation, masking, forced vaccines, forced cyber-schooling–has to be heard to be believed.
“And you know the statistics are staggering, and these teenage girls are 30 percent of them considering suicide–I mean teenage girls are supposed to have a more Carefree life perhaps–you know, getting excited about the next chapter, and they’re feeling the weight of such depression that they’d rather consider the alternative to life–it’s almost 60 up 60 percent from a decade ago. They’re falling fast and falling hard – and it’s a full-blown crisis: this is more than a call to action, it is a moral imperative to do something to help our people, these are God’s children.”

A new report to accompany the Massachusetts Community Policing and Behavioral Health Advisory Council report addressed briefly here has been released: Massachusetts 911 Call Study: Assessing the Potential to Divert Behavioral Health Calls to Alternative Responses dated June 30, 2023 and published online just recently at the Massachusetts Government’s Executive Office of Health and Human Services, Community Policing and Behavioral Health Advisory Council.
This study, conducted by the Department of Mental Health–supposedly on behalf of the Executive Offices of Health and Human Services and Public Safety and Security in their ongoing quest to engage in sweeping “Behavioral Health Reform”–and rather haphazard in sample size and sample itself (See Study Methodology, pages 17-19), has sought to examine the nature and outcomes of a certain number of 911 “behavioral health crisis” calls, with particular interest in rationalizing traumatic forced hospitalizations, exonerating police participants, and surfacing expanding programs (as if very new and Emerging–a word often used to typify AP-DEW use in local, civilian settings) involving the use of “clinicians” and “co-responders” to accompany police officers responding to “behavioral health crisis” calls: this practice of combined crisis-creation aiming to terrorize doubly on Law and Psychiatry fronts termed “alternative responses” and virtuously involving The Verbiage of Care professing to save innocent–or previously well-traumatized–victims aka imminent-patients in supposed throes of (generally) unimaginable “psychosis” from the brute terrorizing of armed thuggery (i.e., “Law Enforcement”).
Very similar in scope and focus to the Community Policing report, what’s essentially pointed to is an expansion of “crisis system” services over the past three years since the COVID-19 storyline began, and a sudden fixation on “behavioral health” as being behind most crisis calls and requiring the most attention, by Law Enforcement and Mental Health both.
“Behavioral health conditions” are later mentioned, here and there, as supposed chronic accoutrements to existence that some special folks are saddled with–no mention of course of activating 5G frequencies via bursts from cell towers, neuro grazing from nerve strike weapons on sides of heads, pulse shots from local microwave weaponry in vehicular and residential installations to activate humans–babies to toddlers to “troublemaker” mothers picked out by School Boards for sacrificial destruction, mass shooters revved to high gear with excess energy and bio hacking for rage and “out of control” frequencies. Activation across a range ensuring altercations, confrontations, exchanges of hostility in neighborhoods, families, workplaces.
Some excerpts from the report, below, offer some context to the Emergency and Crisis call system in Massachusetts, originally under Public Safety but seemingly now gravitating to Mental Health.
You Must Get TREATMENT; Everyone Must Get Treatment
The fixation on “Behavioral Health” in particular leads to a more sinister, repeated focus as this report gets underway, and that is on “behavioral health TREATMENT.”
A variety of euphemistically clad options inclusive of services offering “crisis intervention” “crisis assessment” “crisis stabilization” via “Mobile Crisis Intervention” “Community Behavioral Health Centers” “Jail Diversion Programs” “Restoration Centers” and “community-based responses” involving Mental Health and Public Health Departments funding Public Safety programs are reported.
Police and Mental Health Mavens Seeking to Become Each Other
Close examination of some of these programs and initiatives, the verbiage reporting them, and the grants that have brought them into being over time reveals a rather extraordinary interest in transforming police officers into “behavioral health” correctors, and mental health executors into police and corrections officers.
The Department of Mental Health, for instance, is busy funding programs to train police to engage in “crisis intervention” “co-responding” and “jail diversion,” implying, further along, that people recorded as being in the throes of supposed “behavioral health crises” are being diverted from jail when they are forced into ambulances and taken to hospitals for “medical check-ups” aka (also known as) forced psychiatric evaluations.
The graph below shows in fact that Jail Diversion Program grants are at an all-time high, and began to be offered by Mental Health in 2007, curiously, one year after Air Force Secretary Michael Wynne made his famous public remark “Test Non Lethal Weapons on Americans first” in 2006, and Anti-Personnel Directed Energy Weapons Testing began to be reported all over the USA (see my US and NATO Weapons-Testing thread): stealth military electromagnetic and acoustic technologies, used on bodies and brains, causing great physical harm, and hidden from use by the very fusion center contractors–third party contractors, working on Army, Navy, Marine Corps, Air Force contracts with State Police–now operating these weapons distantly referred to as “technologies” under the aegis of “Public Safety.”
Public Health is Funding Public Safety to help Police hand Mental Health Clinicians Police Powers
Across Massachusetts, it appears that “behavioral health,” the new “Public Safety” obsession is being presented as a community concern, funded now by the Department of Public Health–the intent again being “clinical support” (forced ambulation, hospitalization) referred to as an “alternative” response but essentially involving police presence, first-responder, co-responder teams and implying the threat and use of force.
The numbers noted in the companion Community Policing report suggest high numbers of captures every single day into Emergency Departments while the language of reportage reveals Cover: “Boarding” in Emergency Departments being a euphemism for forced incarceration (stacking in corridors really, as per my own witnessed and experienced awareness, in April 2022 at Carney Hospital, Dorchester, Boston, and December 2022 at South Shore Hospital, Weymouth), and “awaiting inpatient behavioral health placement” not merely a euphemism but criminal misrepresentation of the facts, since captured people are being held against their will in forced incarceration in plain sight in hospitals, and all efforts are being made by Medical Staff (supported by hospital security guards–uniformed, armed mercenaries practicing brute force on psych-labeled captives)–who have also become unvarnished criminals, handed police powers by police and mistaking themselves for prison guards, white-coated slavemasters with whips, and corrections officers–to hold them interminably there, with no hope of actual healthcare or escape in sight.
The creation of a separate Center for supposed Restoration of youth and adults 18 and above “in a behavioral health crisis” involves “crisis care planning” and “treatment initiation”: In other words, no escape from forced medication. “Acute stabilization” through overnight or extended stays similarly implies forced drugging and loss of freedom.
Massachusetts 911 Call Study: Assessing the Potential to Divert Behavioral Health Calls to Alternative Responses
Now, since when did “Behavioral Health” become a primary issue with Public Safety?
The Massachusetts 911 Call Study reports that more than half of the 911 calls studied were “Section 12” calls: forced transports to hospitals on false claims.
Notably, several ventures are being proposed and set up: a separate Behavioral Health help line, a separate Suicide and Crisis line, the “jail diversion program” and the use of clinicians on police trips to answer 911 calls.
These new offerings are being marketed with flashy graphics and text–advertising copy and slogans in plain view (findable on Mass Gov websites if you keep digging past the cyberhacking to lose your Browsing History)–apparently desperate to entice all the lonely, bored, miserable in Massachusetts with seducing promises of Someone to Talk To, Someone to Respond, Someone to Offer Cake and Sleep-Inducing Wine–mainly, Someone to Slap a New Psych Label on you, Chemically Restrain (Haldol’ate) you, and Ensure Harma Drug Addiction and Forced Medication for Life:

There were other calls that resulted in hospitalization though, and how did those happen, one wonders. Well, answers can be found scattered here and there, as appears to be the MO of the Mass DMH, keen to publish reports no-one can read, using sample studies no-one can believe: In this case, “Evidence-Based Practices” and “Criminal Legal System Diversions” offer a clue–the trusted and true ever-immediate resource of Family is often the bringer-in of Force, Trauma, Terror, Homelessness, Forced Medication, Forced Transport, and Forced “Boarding” in Freezing ERs under guise of “crisis interventions,” “brief interventions,” caving to bullying LEOs showing up at doorsteps with promises of “Processes,” and “record(ing) everything in sight and sound with cell phones” (while ensuring protection from Victim-Assault with travelling Bodyguards–buffing up Muscle and Height at the front door).

Untreated Severe Mental Illness: A Cover to Hide Shielding & High-Frequency Assault from EMF Surveillance and Police-Military Technology
A fascinating pamphlet filled with interesting tidbits from Police and Commission surveys and files, the CJ Diversion Issue notes that in a survey of Middlesex County police occupation “up to 75% of officer time may be spent on BH calls for service” — very few actually logged as such apparently (and Police Chiefs were surveyed for this extraordinary statistic) which means Police Chiefs and Police Loggers are carefully refraining from logging BH calls as BH calls–as well they should, given that embarassing volume–about which a further clue emerges from the “Untreated Serious Mental Illness” statistics, graphically marked, which essentially tell us (the very small figure of) 1 in 25 or 12 million Americans are targeted with AP-DEW–the Police Euphemism for “Untreated SMI” (Newsflash: Police are out there Using, Abusing, Permitting, Sanctioning, Outfitting AP-DEW on pretty much all 300 million Americans, but they must promote Covers of more restrained numbers being found to be increasingly Mentally Ill in America, now that Neuroweaponry, Urban Warfare, and Electromagnetic Warfare are here, and Nazi Family Members are needed to disappear the Always-Others, the so-called Rebels, the Defiant, the Iconoclasts and Artists, Musicians and Poets, the Writers and Journalists, the Actors and Filmmakers, the Activists and Questioners, the Above-Average-Intelligent or just the Brown/Black while Intelligent or even the Poor White and Disinherited); the entire “Police Process” of getting Treatment to the Untreated SMI crowd is being run via Section 12s and/or family collusion. “Untreated Serious Mental Illness” in other words–a Lie and Cover both–can be taken to mean Targeting with Undisclosed AP-DEW/Neurotechnology by your friendly neighborhood Fusion Center on those selected for life-takedown.
This Criminal Justice Diversion issue, a historic revisionist and absurdist tome for the Ages, needs to be read line by line to be believed; completely devoid of actual police, fusion center, surveillance, AI brain experimentation context and electronic warfare now renamed electromagnetic warfare context, it reflects the Lying Reality in which we live–where government, police, and courts freely and unlawfully use deadly AP-DEW and Neurotechnology on the populace yet refuse to be open about it.
Reading between the lines, and calling on reports from the field–as reported often at my channels and site over the past 10 years–it appears that “Behavioral Health Crises” are being induced technologically, with activation of people loaded with nano-graphene from vaccines, non-consensual implants, nano and micro, and with chakra-hacking or biofield/energy field hacking, brain or neuro-hacking, bio or body-temperature-hacking using high-frequency EMF–RF HPM (radio frequency high powered microwave)–weapons tested non-consensually for at least the past three decades on people, now being operated on people, and with the use of family, community, neighbors engaging in street theatre/directed conversations to jointly harass, provoke, induce frustration, high emotion, altercations, confrontations, emotions that range from depression to anger. “Public Safety” contractors have access to this technology, as also local police.
“Treatment” involves Public Health action and Behavioral Health action; not merely drugs today but vibration technologies; high-frequency drug signatures administered through “Public Safety” implants and radio frequency generators, cell phones and cell towers to induce the same effects as psychiatric drugs: placidating, quieting, closing off awareness, burying intention, power in being, will; fibrillation using defibrillators, now being presented in Massachusetts as “police technology” as noted here on a Massachusetts government web site: Automated External Defibrillators Equipment Program, not confessed publicly as in use on people as Fibrillators, but which this writer certainly can attest has been used on her over this past year–completely non-consensually, and harmfully.
This is a subject needing separate coverage but it looks currently like some use of other Electronic Weapons in Massachusetts, which includes Conducted Electrical Weapons such as Tasers, is now not merely acknowledged but being permitted for use by civilians with a firearms license–proving that police department and fusion center contractors have and are using these weapons. Yet not all electronic weapons–for deterrence, crowd-control, Public Safety, Public Health, Behavioral Health–are being acknowledged, openly and transparently; this is still an area for direct questioning of Boston and city police.
The covering up therefore of decades of cruelty in experimentation and operation of electrical and electromagnetic weaponry on people’s bodies, Artificial Intelligence neural-network-mapping of people’s brains seems to involve the same DEW/neurotechnology now being rolled into Public Safety, Public Health, Behavioral Health, Mental Health: a scenario which must be investigated, exposed, halted in its entirety.

This is obviously the “Skin of Justice” engaging in massive human rights crime, and this is the kind of “Criminal Justice” system, Public Safety system, and Public Health system we have going in Massachusetts currently: which should be completely exposed, completely routed out, and completely ended.
And yes, I do not belong to Maritime Jurisdiction, I am on Land and Soil, very firmly, and yet am being treated this way, because these are Invisible Weapons; the System of Assault–which makes itself heard quite often–cannot be seen, and continues to seek Invisibility as it continues to pound me, a journalist, a writer, a mother, an older woman, and hundreds of thousands of others like me, older, women, educated, artistic, musical, poetic, scholarly, scientists, writerly, men too, and the young, children to youth, many without their knowing, including these young kids I imagine exist as I write: kids playing with drugs and then suddenly captured into this new terrifying system governed by Psychiatry, to be taken down for life. What is the solution?
Parents need to stand up for their children. Mentors in communities working with foster care children need to stand up for children. Children, youth, adolescents should not be grabbed by “Law Enforcement” and put into jail and criminal justice programs and detention centers; if crime is committed, they should be led outwards gently from crime and the law re-assessed to examine what the crime is; if it’s not crime, they should not be treated as criminals and left to languish for life behind bars. Mothers need to claim their own children as property under American Common Law and get them out of the foster care and court system. Youth need to spread the word. Every American needs to get on the Land and Soil–to avoid arrest and capture–as well as speak openly of what is happening here with the use of Stealth Technologies: the intentions here are feudalistic, enslaving, [loud LRAD hit on shielding to my left from right next door: 1:15 pm, December 28, 2023] social-suppression-intending, life-takedown, and eugenicist.]
These matters, evident in these documents and in this Budget verbiage indicate intended dictatorship and further tyranny–people from all sides here, both inside and outside this system need to become aware, stay aware, and say No to all criminality attempting foothold speaking the language of Safety, Security, Health, Justice. Crime is crime; human rights violations are human rights violations; the gargantuan repressions of Psychiatry, now leading Behavior into “Criminal Justice” through “Behavioral Health” need Halting, completely and absolutely.
People need to start calling a spade a spade and start asking their superiors why they are being asked to commit crimes using Invisible Weaponry on others while pretending to work for Counter-Terrorism, Crime Prevention, Public Safety, Public Health, Behavioral Health, Criminal Justice, or Homeland Security.
Budgeted Community Corrections Centers: For Children, Adults?
Just another aspect of note in this FY2024 Final Budget are the “community corrections centers” mentioned–something to further investigate, whether recent or established or new or impending, and their connections with the courts and “law enforcement”; Boston Police (on their website) appears to have a whole plethora of arts, humanities, mentorship and community offerings for youth: options, surely, better than “community corrections centers” although one must ask: Is it Police we should look to now, to offer our kids creativity, community, mentorship–in addition to Mental Health and “Behavioral Health” apparently?
Highly qualified, committed, passionate dedicated MFAs–who would both appreciate and greatly benefit from being guided and welcomed into true social service teaching positions among needy populations–graduate every year from local and national schools (Universities) with degrees in Art, Creative Writing, Music, Dance, Drama, Filmmaking, Screenwriting, Playwriting–and suffer to find jobs to survive, often marginalized for life as adjunct faculty in prestigious Universities or Community Colleges, forced to teach limited curricula in misled Public Schools, or slave as second-string technical writers and trainers among IT professionals in an intellectually starved milieu not capable of recognizing their art: These, not armed mercenaries, should be teaching and mentoring our youth, and Community Creativity Centers should be being budgeted for. Creativity however, is part of what is under attack today in America and worldwide–as it has been, apparently, for decades; this writer (an MFA and MBA, freelance and literary journalist, long-time adjunct faculty in English and Creative Writing) was running Creativity Workshops for children 7-12 (and sometimes younger) as well as art classes for kids in Quincy and Milton, Massachusetts when she was first selected by Boston FBI–via her daughter’s apparently racist, white-supremacist School Board in a Montessori school, Adams Montessori School–for life-takedown, AP-DEW-Testing (that’s Military Electromagnetic Weapons Testing on Human Bodies), and Neurotechnology and Artificial Intelligence Brain Experimentation, no consent requested or given, while efforts were made, using all manner of means including obvious Neurowarfare and Information Warfare on family and friends to affix False Psychiatric Labels (discussed more fully elsewhere) of Delusion, Paranoia, Grandiose Ideation, and other such on her so as to fully discredit, dismiss, and disappear her life and contributions to society.
MFAs therefore seem to be being targeted, rather than being celebrated, while writers like myself–from India, long American though, brown, accomplished, talented–are being disappeared, using Atrocity.
Children, youth, the disenfranchised–probably in high number brown like me, from other countries possibly, or “minority-American,” possibly also generationally blue-collar even if English or Irish or Italian here in the Boston area, possibly also Otherized if sensitive, artistic, dynamic, gay even if white-collar or White–or White-while-Intelligent, are being captured into “Behavioral Health,” “Public Safety” and juvenile-detention corrections centers, jails, marked for life–targeted for life-takedown too, when perhaps what they really need is just this in their lives: Creativity, community, mentorship, and not from the Police.
These are the kinds of crimes Police, FBI, DHS have been persuaded to commit–and these are all crimes which need to be fully exposed and ended. Who should expose them? The very parties currently concealing them–and committing them.
Section 12: Emergency Restraint and Hospitalization of Persons Posing Risk of Serious Harm by Reason of Mental Illness: Who Decides?
To capture the young, the questioning, the Brown-while-Alive let alone Brown-while-Intelligent, the mothers who Think, the fathers who are denied jobs and education, the indigenous, the genocided, the eugenicided, the ones who Speak when they should know better (mostly, being brown, black, Other in what appears to be a redneck and racist white supremacist state): essentially, the unlawfully Targeted in Boston and the whole of Massachusetts, there’s strictures and regulations, “processes” and protocols which perhaps our local police departments have mistaken for Law or imagine can be passed off as Law the more they engage in them; it is a mistake to call police “Law Enforcement” and it is also a mistake to imagine any of this is Law or could be Law among human/e societies.
The “Section 12” (PDF below) which police quickly lay claim to, producing forms and filling them out, attributing “Paranoia, grandiose ideation, delusion, etc” where none exists, sailing by on their internally knighted “Mental Health Professional” status–whose underpinnings they are unwilling to share on Freedom of Information enquiries–needs to be openly questioned: is it Law? And how did it become Law? And who keeps to the strictures of this Section?
To start with, that opening subsection (a) requiring a licensed physician, nurse, psychologist, social worker to first examine the putative-BH-patient with their consent and thence pronounce them in need of 3-day hospitalization by way of risk of imminent harm to self or others doesn’t occur; no examination is made, no consent is given, no physician rides in police cruisers to capture the Brilliant, but apparently this subsection (a) permits these very licensed parties or a police officer to then arbitrarily go ahead and restrain and capture their quarry nevertheless, impliedly on basis of their varied licenses–complete hubris here; in actuality only police and EMS run these captures, and they don’t wait for examinations, nor permission, nor evaluation of risk, nor assessment of harm, they freely lie on forms, as do ambulance EMS, as this writer has experienced and reported herself, twice now (the second set of unlawful Section 12 incidents from December 2022 being fully reported, reports upcoming).
Then there’s subsection (b) which seems to imagine doctors and nurses in ERs at hospitals have ethics and brains and act on same; in actuality, doctors and nurses do not sign these application forms, nor do they provide instant Psych Evals, they freely engage in crime instead, as noted twice in this writer’s testimonials and many reports from the field, and work hard to move the captured populace into Psych Wards and Asylums, permitting “medical gassing”–as actually notated on the wall in the Carney Hospital Emergency Department–aka forced-medication instead, first stressing people out openly with long-term ER “boarding” to placidate and freeze, physically and chemically restraining people already thus made quiescent, knocking people out for no rhyme or reason, subjecting them to procedures unconsented-to and unrecorded. No “committee for public counsel services” is notified, nor is any attorney appointed or proffered, nor are requests for emergency hearings in district courts acknowledged or accepted.
Contrary to subsection (c)’s fond admonitions to facilities to proffer “voluntary imprisonment” as a menu item none of this occurs, nor are “3-days” ever mentioned nor kept; ERs and hospitals–that’s Psych Wards or Asylum units–both seem to want to treasure their victims for life, and it becomes a daily Dancing with Wolves to try to escape everyday (as this writer well knows and will never fail to withhold, in current or future writings).
Subsection (d), another 3-day hope, is not kept to; people captured on these Section 12s, who may be young teenagers without a clue may be being held interminably because 3-days are not mentioned; children therefore are especially at risk from this so-called Law. No-one who has been captured, kidnapped, trafficked is going to stay in a maximum security prison on “voluntary status.” In my case, both in April 2022 and in December 2022, I was not discharged as required by this subsection, despite verbal and written requests and reminders.
All above subsections are filled with loopholes and non sequiturs; they may have been written down as law but they are not lawful.
As indeed is Subsection (e) which is frankly unlawful, nor are the protocols it prescribes kept to. An invitation to “any person” to seek to incarcerate or mental-illness-confine any other person on any grounds, by way of making such a determination themselves, is an invitation to crime, and indeed that is what results–as this writer has personally experienced and will shortly detail in full.
6:56 pm, 12-30-2023: A drone appears to be mulling about in the backyard. A helicopter just flew across, and a plane a few minutes earlier, around 6:46 pm, while I became aware I was being neuro-hacked for Narrative Disruption. I haven’t finished yet, but the writing of this piece has been attended by much vehicular and Precision Strike mayhem on left arm (nerve hits), left elbow (nerve hits), heart tags (non-consensually implanted at South Shore Hospital last December 20, 2022 by obvious Mafiosi criminals running a non-consensual forced EKG on me–Military Medicine specialists? CIA EMT? US Navy Weapon Wielders?), blasts of heat from my laptop and on my face–source appearing to be frantic HIgh Powered Microwave pulses at extra high intensity from houses opposite and beside, zoomers, cell towers and antenna systems. I’ve been obliged to extra-shield my arm as I write: my next stop is the parties named above, and a few more besides–to most of us, this is Obvious Crime, but the continued shielding of these electromagnetic technologies from open public knowledge has permitted the very build-up of this Obvious Cover of “Behavioral Health” tyranny I am continuing to uncover.
7:44 pm: There have been a few more helicopters and drones crossing the backyard since the above including one a couple minutes ago. Looking at the news lately in Massachusetts, trying to make sense of the incredible increase in “Behavioral Health” policing, and policing in itself, it appears a lot has been happening, especially over the past few years of the COVID “pandemic,” flying under cover of all that sanctioned repression, really. In just the last three weeks it seems the “new world order” which as we all know is still and only the old feudalist one dressed up in the Language of Inversion has suddenly been launched in Boston–in published forums that is, while what has been flying here under cover I have certainly experienced at close quarters (and should write a book about), and it’s been flying for quite some time.
A lot of information on funding, grants, economic development plans seems to have been shared lately.
Building emergency shelters–or rather, expanding same, building an urban infrastructure calling for multi-family stack-n’-pack housing close to Metro/Transit rail and bus services, bringing in numbers of immigrants and speedily authorizing work visas and driver’s licenses (while millions in Massachusetts, mainly young graduates, are quietly leaving the State), increasing funding for police, making a fuss about massive counter-terrorism grants from DHS (but no doubt aiming to acquire them just the same–for further secretive technology-abuse on the public), seemingly moving governing powers from City Councils to State Committees, pouring millions into “Behavioral Health”–in every arena: work, home, school, neighborhoods–and Mental Health, and Substance Addiction, and Public Health; continuing to expand the vast Science-and-Technology-minus-Ethics base octopusing out from Cambridge and DARPA/MIT: all of this seems to point to an expanding and attempted-normalizing of the censoring, monitoring, surveilling, repressing “police state” (a term which needs some intellectual dismantling) predicated on Stealth nano and neuro control, bodily control, neighborhood control (“community policing”), nanobio control of bodies and brains through vaccines and neuroweaponry and vast, networked C4ISR systems [Command, Control, Communications, Computers (C4) Intelligence, Surveillance and Reconnaissance (ISR)] involving drones, planes, satellites, celltowers, cell masts, magnetrons, emitters, transmitters, repeaters,spy planes, portable devices, EMF technologies, acoustic neurotechnologies, Neuro AI, AP-DEW (anti-personnel directed energy weaponry), large-scale DEW and HAARP (for “natural” disaster-creation)–all locked into place by the (same old) threats of Counter-Terrorism, CVE (Countering Violent Extremism), Terrorism Prevention, In-Your-Face Policing, NDAs and Don’t-Speak clauses in contracts in every field, and, that final, serious mirage, Masonic, PHarma-based, Prison-Building, needing to be dissolved by one and all: Psychiatry.

Emergency Shelters Being Expanded in Boston and Massachusetts as Per FY2025 Budget Plans
The word “Emergency”–like the word “Crisis”–comes into view with this focus on Emergency Shelters, presented as being expanded and intended to be further funded and built over upcoming budgeted years, which does raise the question: Are disasters being planned? Are more migrants expected? Are more residents being moved out of their homes into shelters–the older, the suddenly made “vulnerable,” the suddenly divorced, dispossessed, the suddenly made-impoverished through undisclosed targeting programs seeking to whittle down the educated middle-class, the outspoken “lower-class,” all via the sudden rise of “Behavioral Health”-policing parading as Health? An excerpt from the December 18, 2023 Memorandum comprising a Emergency Housing Assistance report (posted below) sent out from the Executive Offices of Administration and Finance, and Housing and Livable Communities, curious names for it appears new organizations (new offices for Agenda 21?) with new intentions to the Boston (Massachusetts) House and Senate Committees on Ways and Means (of Doing What Precisely…?[Something to Investigate]) reveals that there exists a family shelter system with a capacity of 7,500 families, that this system has reached capacity, that this system needs extra funding because it anticipates expansion, that families in this shelter system are being housed for over a year at a time (which means it is not exactly an Emergency Shelter system), that this Administration’s intent (the “Healey-Driscoll Administration”) is to help transition these families out into stable work and stable housing. Which begs the question, Why are people then, and families, in Massachusetts being targeted for Behavioral Health takedowns and removals out of their homes and into shelters and asylums? (as per the Community Policing and Behavioral Health Advisory Council 2023 report–links above).

Using the “Law” to Transform Boston Suburbs, Towns into “MBTA Communities” with Forced Apartment Buildings: Increased “transit-Oriented Housing”
This is obviously a rather large story which needs further research and (true-media) coverage but one which points to a sudden Smart City changeover from city and suburb/small town ethos to “transit community” and really community-around-public-transit communistic takedown. In a letter addressed to “Dear Local MBTA Community officials,” the newly christened Executive Office of Housing and Livable Communities, no longer a Department but an EO, explains what MBTA Communities are: “MBTA Communities are now categorized as rapid transit, commuter rail, adjacent, or adjacent small town.” MBTA stands for Massachusetts Bay Transportation Authority and comprises the Metro in these parts, the “T”, rather. What is being done is being clothed in the language of liberal acceptability, of warm socialism, but carries with it all the sinister implications, long-range, building, of Agenda 21.

Counter-Terrorism Grants in the Spotlight as the Use of EMF/AP-DEW Weaponry on People–Disguised as Public Safety Technologies–Remains Hidden
A story in the Boston Herald (Dec 15) relays a City Council delaying of a Homeland Security grant–titled a counter-terrorism grant–for $13 million: inexplicable, if we can believe it, but it brings up a couple things: one, this could all be for political posturing and Press coverage while two, “natural disasters” are brought forward in this City Council conversation as the next big thing on the horizon–indeed, a way of bringing in “climate technology” and “climate change” disasters-to-expect, the talk of the town on the ground in Quincy certainly, which, like other towns in this area was privy to some disaster-making recently with an unprecedented windstorm a couple days ago, on December 18: https://www.bostonglobe.com/2023/12/18/metro/massachusetts-storm-live-updates/.
“Breadon, who voted in favor of the other three public safety grants on Wednesday, opted to vote against the counter-terrorism grant, but said that she was not influenced by any remarks that were made on the Council floor.
She had been planning to vote ‘no’ on the grant before the meeting, Breadon said, because she wanted more clarity on how the funds would be used to respond to natural disasters.
Breadon said she generally supports the counter-terrorism piece, having voted for the grant during her prior years on the Council, but did not realize the funding would be used for natural disasters until Flaherty’s committee chair report.”

Expanded Police Funding, Extensive Police Presence in Massachusetts
A major police contract for $82 million between a Boston Police union and the City of Boston has been approved (their Memoranda of Agreement here) just this past week, raising wages and other compensations, offering educational opportunities to officers, and tightening suspension and termination protocols in case of police crime.
Information on the Boston Police website suggests–among a whole lot of community initiatives Boston Police are apparently running to uplift, educate, and support the communities they work in–that tremendous police efforts are underway to provide Mental Health services via Section 12s: a traumatizing arrest in the name of “Behavioral Health” and “Crisis Intervention” to force hospitalizations and psychiatric evaluations with intent to affix a “diagnosis” or False Psychiatric Label, as being required currently by expanding and overreaching Department of Mental Health and Health and Human Services plans, as noted also in the Community Policing and Behavioral Health Advisory Council report, discussed briefly here.
“The Boston Police Department (BPD) and Boston Medical Center’s (BMC) Boston Emergency Services Team (BEST) have been collaborating for more than 10 years to serve the community’s most vulnerable residents—particularly those who come to the attention of the police. Since 2011, Master’s-level BEST clinicians have been available to assist BPD officers on calls for service involving individuals exhibiting signs of mental distress, to provide mental health assessments on-site in the community or at the police station, and to deliver rapid access to community mental health, substance use, and psychiatry services. BEST clinicians have access to a broad continuum of mental health, substance abuse, and co-occurring treatment resources, many of which constitute evidence-based best practices.
The goal of the co-response program is to provide community-based psychiatric crisis services to de-escalate and stabilize nonviolent people experiencing psychiatric emergencies. By utilizing a co-responder model, our clinicians are able to be on site at the first point of contact, and thus can assess for acute psychiatric symptoms and triage the person appropriately. The clinicians help to ensure that people with mental illnesses are able to avoid further criminal justice involvement while providing much-needed therapeutic interventions. After triaging an individual on the scene, the clinicians often help stabilize the situation and routinely pass cases along to the general BEST team for a follow-up/home visit. The clinicians and the assigned officers also frequently transport people experiencing a mental health crisis and drop them off directly to the BEST Urgent Care Center, thus avoiding emergency departments. Only those individuals displaying acute psychiatric symptoms such as suicidal ideation, homicidal ideation, acute psychosis or acute medical symptoms are transported to local emergency departments, either voluntarily or under the authority of a Section 12A (Application for an Authorization of Temporary Involuntary Hospitalization) issued by responding officers or a psychiatrist.
Through a re-allocation of BPD overtime funds beginning in 2020, the BPD now has funding to support 15 BEST clinicians (14 full-time and 1 part-time), meaning that there is at least one clinician assigned to each of the 11 police districts. These funds are also used to provide clinical supervision and to support two clinicians dedicated to working directly with the BPD’s Street Outreach Unit (SOU). Our BEST clinicians are also heavily involved in providing BPD officers with mental health training, including co-facilitating trainings at the Academy for new recruits and co-teaching several sessions at the BPD’s new DMH-funded Crisis Intervention Team (CIT) Training and Technical Assistance Center (TTAC). This 40-hour training, which is being implemented primarily by the SOU in partnership with the Academy, incorporates the fundamental of CIT (recognizing signs and symptoms of mental illness, verbal and non-verbal de-escalation skills, etc.), but tailors the training to specific needs and resources encountered in Boston. Since May of 2022, over 100 BPD officers and about 20 representatives from external law enforcement and first responder agencies have attended the training, which has received overwhelmingly positive feedback from participants.”
Note, all this while people are being targeted and persecuted mercilessly with electromagnetic technology–in numerous military, non-consensual human subject biomedical experimentation research, criminal justice contracts, classified, kept secret, denied, lied-about–denied in order to lock people down and remove human rights with the miscasting of Mental Illness.
Police themselves, from Boston to Quincy, and Massachusetts State Police who run the fusion centers–BRIC and Commonwealth–know perfectly well what they are doing and what they are aiding in hiding: massive criminality which involves all branches of the military, the CIA, the FBI, the DHS, the NSA, private sector multinationals in Defense contracting, Pharma and Biotech, academic and policy organizations, investment funds, auditing firms, banks, the medical industry–schools and device manufacturers both, as well as hospitals, all engaged in “Mental Health” lie-building to cover the atrocities of illegal weapons-testing and unlawful human experimentation on bodies and brains: matters which must be candidly aired and comprehensively addressed, both terminated and exposed in their entirety.
Several web centers and compilations of information under Behavioral Health online at the Massachusetts government web sites point to the increased focus on criminalizing behavior being pursued by Health, Public Safety, and Security bodies, subjects of continuing interest here and to be studied and reported on further.
The numbers of police in the state by themselves are startling. The POST 2022 Annual Report (Peace Officer Standards and Training) estimates 22,000 police officers, and 438 law enforcement organizations. Probably always associated with Mental Health in some way, the police involvement and interaction now with this Department and its intentional spread seems to have escalated.
Expanded FY 2023 Budget Investments in Mental Health and Substance Use Services
Expanded budgeting for Mental Health and Substance Use services is reported in the FY 2023 Massachusetts State Budget and examined further in a brief from the Massachusetts Association for Mental Health (posted below).
The Massachusetts Association for Mental Health founded in 1913 traces its origins to the national and international Mental Hygiene movement attributed to Clifford Beers starting from 1905. Their MAMH Annual Report for 2022 (posted below) offers insights into the sudden prominence of Mental Health and Behavioral Health today as numerous new programs launched recently are discussed. Vital to note here though that the language of warm well-being in which these programs and initiatives are presented coats a sinister reality made evident in the actual build-up of infrastructure and the actual reports of those with “Lived Experience” who are being and have been trafficked into the Mental Health and Behavioral Health/Psychiatry System for Human Rights Removal and Disappearance from Society, whether temporarily, briefly, or permanently–as this writer well knows, post the atrocities of two–actually three–unlawful forced kidnappings she was subjected to from April 14-19, 2022 and December 20-29, 2022 (being fully reported).

The very repressive Nazi-sounding “Community Policing and Behavioral Health Advisory Council” discovered recently to exist in Massachusetts–and found to be behind the creation of numerous Community Behavioral Health Centers (so far, apparently 26) all across Massachusetts has released a report on its rather incredible expanding of “crisis services” and “continuity of care systems” in the state, making a call for public comment on this report in meetings held yesterday in Springfield, Worcester, Roslindale, and to be held online on December 13.

A rather compendious report with massive amounts of highly unsettling data–and much distortion in re/presentation, to be further reported on by this writer, this compilation shows that Mental Health “interventions” –meaning by police and ambulance staff–both in “community” and involving Emergency Department interactions have been occurring at a very high rate all through 2019, 2020, 2021, 2022 and spilling over into 2023.
Criminal Abuse of Children, Youth, Families
The actual figures cited, and the elaborate constructs noted–large parts in Machiavellian management language presuming consent–point to extraordinary activities undertaken from 2019 and 2020 all across Massachusetts clearly to corrall children, youth, and adults from 0-21, 21 and above into situations of fabricated, projected, or instigated crisis, false “dia-gnosis” and clear life takedown.
In other words: something very strange, very sinister, very unsettling–and apparently racist, sexist, ageist, eugenicist, supremacist is going on in Massachusetts as over two hundred and fifty thousand people each year now, young and old, are being snatched up into the “behavioral health” system–for selective further control with psychiatric drugs, further “crisis interventions”, and forced supervision: essentially Life Waterboarding with Perks (anticipated continuous “encounters with police”).
The figures cited in this Report in fact (more below) and in other documents on the DMH website–as below, in the data set titled “ESP MCI Volume by Age and Location of Intervention“, while not the same, are both highly alarming.
MASSACHUSETTS EMERGENCY DEPARTMENTS
Massachusetts Emergency Departments, according to this Report, are seeing an influx of “routinely between 500 and 700 patients boarding in acute care hospitals each day awaiting inpatient behavioral health placement”–that’s per Day, meaning 15,000 to 21,000 people per Month, and 180,000 to 252,000 people per Year, held in “Acute Care Hospitals”–falsely labeled “Acute Inpatients” –as I have now experienced, Twice, in 2022–recorded as Emergency Department refugees prior to being transported–unlawfully as I was?–to another hospital or a Psych Ward, forced into “dia-gnosis” catchment space for the salaried pleasure of numerous Dia’s–Doctors, that is–who cannot be permitted by their Boards to wear their White Coats Forever it seems without more and more Captures of the Citizenry. What have Emergency Care doctors and Psychiatrists come to? (Absolute Crime.)
“Massachusetts’ emergency departments (EDs) are flooded with behavioral health patients. Since 2021, there are routinely between 500 and 700 patients boarding in acute care hospitals each day awaiting inpatient behavioral health placement.76 DMH and many of the hospitals with boarding patients maintain that many of these patients might have avoided an ED stay, had they been able to access earlier routine care, urgent care, or even crisis intervention in community settings.”
Let me point out–to all who might miss the rephrasing here for maximum exoneration from culpability–that “these patients” are clearly being targeted (by “DMH and many of the hospitals with (forced) boarding patients”) for forced-medication, and forced “treatment” via “earlier (forced) routine ‘care’, urgent ‘care,’ or even crisis intervention in community settings (forced kidnaps, trafficking, break-ins into private homes and unwarranted arrest, manhandling, abuse, forced drugging, removal of the denizens, usually the mothers and the children–all unlawful, all illegal).”
This is the plan created by bankers and middlemen, by auditors and accountants, by eugenicists and wreckers of the educated middle class, to consign millions, billions eventually into Mental and Behavioral “Health Care.”

Local police in Massachusetts also do not actually keep the law in cases of “Section 12″s since they do not apparently know what the law is.Section 12’s, the language of this Section, and the actions permitted by this unlawful Section to numerous parties–essentially permitting grievous abuse, invasion of privacy, unauthorized subjugation of children, youth, adults, removal of human rights, and encouraging armed mercenaries (all police are paid employees of corporations and they are armed, while the people are not; this is also Gun Control Massachusetts, ironically pushing Paix on All while using Guns to do so) to engage in criminal trespass, criminal and unqualified “[Non] mental or behavioral health assessment,” criminal kidnapping, criminal manhandling, criminal trafficking (transport out of your home and across borders of roads and streets (“inland waterways”?) not to mention across jurisdictions if you are Private/on Land and Soil) against you, your children, your family, while using Lies, Arms, Force, and Intimidation to Falsely-Claim Crisis and Quell Dissent (ie., Non-Consent to their Entry and Presence)–are in actuality, by the verbiage of this Section, not permitted: not legal, and not lawful.

Both police and “mental health personnel” accompanying police–if they do that is–need to become aware at their earliest that Section 12 arrests of anyone–children, youth, adults, elderly–(falsely–and it is always falsely) claiming “mental illness” of any kind, claiming “delusion,” claiming “paranoia,” claiming “paranoid ideation” or any other–are hugely criminal, and opens them personally and collectively to liability. These are false claims, false attributions, false projections, hugely defamatory, slanderous, libelous, unlawful, seeking to destroy lives.
More needs to be said on this subject, but as a start, it clearly reveals Section 12s are unlawful, unConstitutional, and need to be publicly addressed by all educated people in Massachusetts; clearly a major, clandestine, hubristic coup has been run on the people now by use of this Section and people all over Massachusetts need to take action, personally and collectively, to address this obvious crime, since the “New Way” intention to falsely project large numbers of people as Mentally Ill, including children, teenagers, and mothers, falsely claim the validity of fabricated “diagnoses,” falsely arrest, detain, incarcerate, and force-medicate randomly selected and targeted people for long periods of time–today also with remote-access wifi Human Control Technologies, as this writer has personally been unlawfully subjected to, since December 2022–and thereby set up, entrench, and stratify a clearly Falsely-Claimed “Mental Health Condition”-Based Medical-Tyranny state has now clearly been revealed.

People as property, the notion of slavery from ancient times to the present, taking on neofeudalist shape currently within the pillared porticos of Public Safety, Public Health, Behavioral Health, and Global BioSecurity, is being run today with bioweaponry and neuro-bioweaponry: crimes against humanity calling for an absolute halt.
For too long countries have been enslaved, militaries and governments have been controlled.
Excerpts from Anna’s talk on November 6, 2023 below:
“It may surprise a lot of people to know the FBI, the CIA, the DOJ and numerous other alphabet soup agencies are under the control of another corporation, and that corporation is called the United States Inc.” (1:11:53) “Or rather United States Government Inc.–and they are nothing but corporations, big commercial corporations in the business of governmental services, and technically, they do not even have a contract. They have assumed contracts. Because they do work and they get paid, by other connivers, who have no authority to access our credit either.
And so now we get into the banking end of this.
“They were making false claims against us to the effect that we were their citizens. And they were creating all of these various trusts and Special Purpose Vehicles that they have registered, and they were issuing all these clearing-house certificates, and they were securitizing our land and soil, and they were securitizing our corporations and our businesses, and they were making all sorts of credit for themselves from their own operations based on our assets, and then they were cutting us out of the take.
“It was all theirs and it was spent by them for them for their own business interests and investments–So they were using us and our assets as collateral, they were getting banks to loan them all sorts of credit, based on our assets, and then they were spending all that credit just like a credit card hacker does when he gets hold of your credit card. In essence, these people registered our names as their flunkeys, then they seized upon all of our assets and commercialized them and securitized them to get credit, based on our stuff, our labor and everything else, for themselves–and then they spent the credit. But in fact those assets belong to us, and any credit based on those assets also belongs to us.
“But because we didn’t know what was going on, we didn’t know what they were doing or how they were working this, there was no way for us to come forward and complain about it. I mean the worst of this happened to us when we were just babies in our cradles and they mischaracterized us as British Territorial citizens–on purpose. So we had no way of knowing that anything had happened. We were too young.”
The primary crime–what Anna calls the “perfect crime” because no-one could address it, neither child nor victimized, uninformed parents–has been of registering babies as property and seeking to transform real lives into “legal fictions” or incorporated “individuals” also known as strawmen, the all-caps-name-fiction, on birth certificates thence securitized and traded as if owned.
Yet, she asks, how do you address crime like that–of credit stolen by “heavily armed credit card hackers ‘–when those doing the stealing own and operate a massive military mechanism, held against the people?
“You bring it forward by making a criminal complaint against the principals who have authorized and created all these corporations (engaging in the crime),” she states, “and you handle it legally and lawfully.”
Not with an AR-27, she notes, but with an accusation in claim, supported by the people.
“You handle it by accusing them of the crime and getting all the other people who have been victims to stand there and go yeah, they’re criminals, this is what they did to me. This is what they did to my country. That’s how you do it. And then you use the legal system, and the lawful system, you use the right of holding the general jurisdiction of your country–once you’ve reclaimed your birthright, you hold the general jurisdiction of your country over Them. And your imposition to do what you need to do which is: enforce your treaties, enforce your contracts, enforce your law.”
“So: If you’re dealing with criminals you have the law for a purpose–and if you look at the history of this, what’s missing is our own courts, what’s missing is our own police, our own sheriffs, our own deputies–that’s what’s missing in all of this.”
Taking “effective safe peaceable action” to bring an end to the crime and the criminals is the way forward she notes. And that indeed is what the Affidavit of Probable Cause is, she has stated earlier and often, a claim in writing made in 2015 from which further action has proceeded.
“We’ve been out there liquidating corporations right and left–getting rid of ill-gotten gain and unjust enrichment.”
A New Bilateral Banking System for International Trade and Land-Jurisdiction-Based Commerce
Speaking about the nullities of the “Quantum Financial System” and its intentions, still in fiat currency, of “digital currency” being turned down by several countries around the world including China, Anna von Reitz continues conversations begun earlier (on backing the US dollar with gold, covered here earlier) and informs us we now have our own new bilateral banking system–on Land and Soil, that is, outside incorporation, for all Americans and people worldwide.
Much has been lost over the years through the exploitations of the Birth Certificate, wars have been run by large corporations who have profited off of wars, around the world, Americans have been made to look like “thugs.” Yet it’s the large corporations and banks which have funded and benefited from war who have both attacked and “besmirched the reputation of Americans” and destroyed the world. These include government corporations and investment bankers.
Banks have been instrumental in propping up corporate fraud and harm to the world, she notes, and change has now come to banking. Grappling with the “mycellium-network” complex of banking in order to make change happen for the people and have the extant power structure address the claims made in the 2015 Affidavit of Probable Cause, she notes, has been a long and arduous process.
Those who have harmed others are the real thugs here, and they need to be reprimanded.

“I would like to address those who have been acting as thugs: Our country is ashamed of you.
“All the people that have been working for Larry Fink, we’re ashamed of you: You don’t deserve to be called Americans and work for Halliburtons, Blackrock, or any of the other Fab Five, Evergreen–nah, none of you.
“You all deserve to be out of jobs, your corporations need to be liquidated, defrauded and all those who have been contracting with you like the DOD and DARPA who have pulled this crap, with the phony vaccines, and have brought forward all these phony commercial claims and tried to Teflonize their butts, they all need to be scrapped too.
“They no longer need to exist: they are not serving the public, they have no public authority, they have no reason to be, they don’t even really have a contract. So they’re just operating criminally and this is happening, has happened all over the world, and we’re just now beginning to come up to speed and start liquidating these things and removing the boards of directors and really making some changes in all of this–And you the public, the members of the Assemblies, the people that are living here now in all of this, you really need to bring this information forward. Bring it forward to all your friends and neighbors, to your pastors, your ministers, your priests, your friends, bring it forward–show what is really going on here, let them see what has been going on here, see how filthy dirty it all is and how America has been blamed for the sins and the rapacious unjust enrichment of the Brits. And by the Brits I don’t mean the British people, I mean the British government.
“I’m talking about both Westminster and the Queen’s government that have all enriched themselves off of all the British peoples but off of all these other nations (of the world) they have basically defrauded and deceitfully stolen from–there’s no other word for it, it’s far beyond Grand Larceny or anything like that, it’s Identity Theft on a national scale. And they have practiced Identity Theft for at least a 120 years; and for some nations it goes back to the 1860s–
“–Sorry I got off on a rant there but I wanted to give people kind of a big picture overview of exactly what is so stinko about this and what the importance of this little book really is. We’ve been trying to get people to read this as a primer to see the scam and the fraud practiced against them and why they need to claim the birthright of their estates; but it also has utility beyond that because this was the publication of the claim against these rats and this was also the establishment of a public lien against them.
“And you have a copy of it right here in your hands. And what happens when we go to enforce all this? That was back in 2015, 8 years ago. Well there were a lot of other actions taken in the same time frame–when we were setting up the claims against these verminous corporations–and when we did so we got quite a pushback but we persevered anyway.
“And now we’re in a position where we foreclosed on a lot of corporations and we’re foreclosing on a lot more, And we’re getting to the heart of the problem with the banks–because none of this would have ever happened except the banks went along with it–you can’t have a credit card hacker unless you have a bank which gives your fund to this hacker. So the banks are the ones who actually greased the wheels and who made all of this fraud and impersonation and made this credit available, so where do you start.
“And you think about the immensity of what I have just told you: The entire world is in the thrall of a Crime Syndicate? Hello?
“So, it wasn’t like we could just wave a flag and twirl a magic wand and go, Well, there’s recoupment, there’s Remedy for you. No. No, it was very much a case of getting our ducks in order, getting organized, slogging our way through all of this, before we could actually address the banks — which we did–and we have now achieved something that is beyond all likelihood: We have our own new bilateral banking system–and it is operational, despite everything. Speaking further about people anxious about money in their new Global Bank account disappearing, Anna reassures all that they have done the right thing as they have gotten out of the old banking system which is likely to fail when corporations and credit unions go bankrupt, their money has been transferred into the new bilateral banking system (based on blockchain).
“Your money has been transferred into the bilateral banking system and you’re going to be very very glad that it has been. So those of you who have your accounts already set up, God Bless and Godspeed–those who haven’t bothered to set up an account, you know a master account with the global bank, do so! that’s where the first operational, that’s where the mechanism, is that will spread out to all of the other banks that are operating as sovereign banks that become the members of our network and adopt the bilateral structure.
“Now there’s going to be an uproar in the banking structure and there’s no doubt about that — there are things that have to be changed, there are things that have to be transitioned but if you have taken the situation in hand, if you have looked at it and made the most rational decision for you, then this is going to pass right over you, it’s going to go right over your head, and you will not be harmed, in fact you will be benefited greatly. And all those people who are looking at it and thinking, this is some sort of scam, no, you’re going to be looking at it in hindsight and you’re going to go, I cheated the hangman on that one, and you’re going to be very glad…and it’s not too long before it becomes apparent, the scale and the craziness that were built in and were ready to explode.
“Now we’re able to transition things now that we weren’t able to transition before–by transition I mean a way out of the dilemmas that we were facing. Now someone had already described this financial system as a 747 system headed for a mountain–there was no doubt that it was going to crash. Now we can avoid the crash and Transition without the crash, without destroying millions of lives, billions of dollars in assets — now we can say there’s not going to be a crash. Part of the assets that are being saved are the lifesavings of Americans.
“So that’s all very good news, that is all news that we can all be very thankful for as we are headed toward Thanksgiving. There remains an awful lot of work to be done–this is the cleanup job of all cleanup jobs. It is almost unimaginable.
“When you look at the financial system that the Rockefellers put together -and the way that they controlled everything through their pipeline technology in the banking industry like the oil industry built in the 19th century, you’ve got this incredible complex bunch of transfer conduits which have included securitization, brokerages, trade banking, resource banking, land banks–I mean we’ve got 15 kinds of banks before we even move on to specialty and private banks–and all of those systems are all layers, are all put together like mycellium, like spores, they have all these threads that go out–and that entire network, that entire structure also has big holes in it.
“Because when the 2008 thing happened, when the stock market and derivatives market and TARP all of that happened… it blew big holes in that mycellium network and all of that connectivity in that network had to be rearranged, had to be pitch patched together–it’s a mess, I just had a look very recently at what we were dealing with the whole time and it was a 19th century disaster waiting to happen –but we have succeeded in figuring out how to transition that into something that is clean, that is honest, that is transparent and that will work–and that is something we can be very thankful for because the only other alternative on the table was BRICS, and bear in mind that the perpetrators of all this criminality which is mainly in Europe, they intended to steal all our gold so that the Americans were left with no gold, and they were also planning to foist off this digital currency scam, where they were going to act as Central Bank currency providers they were going to just enter digits in a ledger and pretend that was money or credit, either one–it is neither–they were going to this QFS, digital currency–and that is even more vacuous and even more senseless than anything that preceded it.
“And people didn’t buy it. The Chinese looked at it, said You’ve got to be kidding me–No. The Russians said Nyet–you can offer it as a product but no-one in their right mind is going to do this. And so all of that got kinked up and did’nt work out either. For those of us who have a brain in our heads, those of us who have any practical sense at all, know that all of this work was staggering–and when you step back and you think it was all done by volunteers–it’s even more staggering.
“We’re about to enter a brand new world in terms of medical care, in terms of banking, in terms of science including basic science, it’s all going to be rewritten–and we’re finally going to get down to the truth. And we’re finally going to have the transparency that we need in order for it to function. But in order to keep the evil at bay and out of our lives, we’re all going to have to grow up, wise up, and look at the indoctrination we have suffered.” –Anna von Reitz
The indoctrination, Anna explains, is into the foreign system of expectation of authoritarian hierarchy which has typified our entire lives in schooling systems and on the corporate workfloor, but which we cannot expect to hold on to as we rebuild America and restore the American dream, “what is rightfully ours…as we work to develop our own institutions that are not part of the crime syndicate and that are separate.” “We also need to honor our birthright,” notes Teri.
A vitally important webinar for all to listen to, both offer invaluable advice for all, including military families, and people with generational family history in America, to truly understand what has happened and recognize the importance of reclaiming our true heritage as a free and honest people.
Interestingly, Anna also touches on the elitism and secrecy apparent in the US Government’s doings today with reference to John Quincy Adams, apparently an early proponent of same–this secrecy has of course now seeped into the very fabric of American life which today has become repressively militarized and criminal.
Med Beds and Miracle Cures: Direct Use of Electronic, Electromagnetic, Acoustic Technologies from Secretive Military and Mercenary Use on Americans
One point of note I must add a few words of awareness to is the subject of “Med Beds” and miracle acoustic resets for arthritis, which Anna mentions.
Indeed, Anna mentions various of the “Dual-Use” technologies–electronic, acoustic, vibrational–now being slid surreptitiously into the medical world as wholly beneficial and new; sadly it is these very so-called miracle technologies which have been weapons-tested to deleterious bio-effect on hundreds of thousands if not millions of Americans, knowingly (as so-called “Targeted Individuals”) and unknowingly, in workplaces, neighborhoods, hospitals, nursing-homes, hospices today, to accelerated numbers over the past 22 years since 9/11, and earlier for at least 26 years since 1975 (and probably earlier, going back to the 1950s and the 1930s when the electrical nature of all living bodies was first being examined–and earlier still to risings in Nazi Germany), being used experimentally and non-consensually on those locked away in prisons and mental asylums and juvenile detention centers first–forgotten histories and ongoing disappearances we must continually address, write about, and bring forward if we wish to maintain a Truthful account of what has happened to and inside America–and thence to the world.
And what unfortunately is still happening, and needs to be halted cold.
As one who has been unlawfully hit with many of these technologies to harmful effect myself–matters I continue to report publicly including in my Reporter’s Notes lately–I can speak more fully to what Debra Schnelle and other whistleblowers surfacing these technologies/weaponries from the military world address, that these electronic and electromagnetic and acoustic weapons technologies, many if not all of them neurotechnologies, produce instant harm, physical, that is, impacting on and damaging all parts of the body and brain, capable (as she notes) of producing instant or overnight dementia (loss of physical memory), instant or overnight arthritis (worn out bones and joints), overnight sickness of every kind including virtually instant colds, coughs, fevers, sinus infections, “COVID”s. Ultrasonic bone conductance weapons harm and do not heal, acoustic neurotechnologies have been used by local law on people in neighborhoods since 1994, as the misnamed joint DARPA-DOJ Limited Effects Technologies (LET) Program documents. As also have Radio Frequency High-Powered Microwave Weapons and Active Denial Millimeter-Wave technologies.
“MEDICAL HEALTH TECHNOLOGIES”: What is happening today is that the very same technologies, refurbished, are being released commercially in Health Care–but need to be very closely examined, analyzed, studied, and questioned. Med Beds — which may constitute vibrational foam mattresses or “memory foam”, which only make it easier for external access and transmission of high-frequency vibration — would send high frequency vibrations into the very structure of the cell, into and altering the form and nature of RNA and DNA: is this what we need for healthcare? No, vibrational therapies can be found in dancing, in exercise, in walking, in cycling, in a myriad of Sports activities, in massage, in acupuncture; no doubt Sports Medicine and Martial Arts practitioners, Traditional Chinese Medicine and Ayurvedic doctors, Acupuncturists, Chiropractors, Massage Therapists, Movement Healers, MFA Dancers and Professional Dancers from every Culture know a great deal more on this subject and can teach people how to use and transfer Energy through vibrations and movement, working at the slightly larger macro level of muscles rather than cells, waking up our bodies and our lives, bringing Dance, the power of Dance, Yoga, Movement into our world, making us active again, rather than passively shaking the souls of who we are out of us–telling us we are being “healed” by 5G frequencies vibrating us to death: I have been nonstop vibrated with high-frequency vibrations, ever since I finally escaped and returned home from my unlawful capture-and-abuse-and-incarceration, for no reason whatsoever, by “Medical” doctors & psychiatrists, police & ambulance & hospital staff including Security–using flagrant lies and massive fabrication on paper and no law nor healthcare protocol whatsoever–at South Shore Hospital and Bournewood Hospital December 20-29, 2022– with unlawful, non-consensual, abusive implants, syringe-shot and otherwise — and I can assure my readers 1) it stops you from thinking or being able to think, read, or write–at certain frequencies, accessing certain implants, 2) it is done in different ways, so surreptitiously that you do not know you are being “drug-vibrated” (vibrations at frequencies of drugs–to invoke effects of same, mostly to Haldol’ate you) again accessing implants you do not know are there–at certain frequencies, 3) vibrational foam exacerbates external access and permits DE weapon-wielders and DE weapon-system-managers (the DE Full Spectrum System includes celltowers, cell antennas on lights, 5G antennas, Smart Lights, sensors implanted everywhere–Quincy appears to have become a “Model” Smart City, like Lahaina, in Maui) to nonstop harass you, sleep-deprive you, damage your health, internally terrorize your cells, and psychologically terrorize, traumatize, and suppress you.
Any Miracle Cure promised by the use of technology including Resets with acoustic or ultrasonic frequency treatments smacks to me of Military Men selling snake oil to the masses after decades of developing “Dual-Use” as a term to cover over Hard Core Electrical and Energy Weapons Development; I fear this term, and some open lying by military advisors is leading thinking people astray: Question and tear down that term Dual-Use, question what every “medical” or “health” technology using electricity, using generators, using transducers, transmitters, emitters, repeaters, antennas, amplifiers is really doing: Over the past three months–at least–intense pulse hits with high-frequency microwave weaponry have attacked my left arm mercilessly, day after day, night after night, to the extent that indeed I am left with overnight, instant, and return “arthritis” I am compelled to heal continuously (with energy healing and Reiki from my own right hand, with therapeutic balms, oils, prayers, stone, orgonite, water, Ibuprofen and with movement, dance, stretches); in December 2021, after a rather unexpectedly significant visit to a Primary Care Physician (described more fully here and here) I witnessed on X-ray the so-called “arthritis” suddenly apparent, after almost 18 months of hardcore assault on my right arm and shoulder when I went in for an X-ray and was also treated to the sight of an unlawful, nonconsensual RFID implant in my right arm, removed shortly thereafter (the X-ray of same) by the resident physician proving herself keen on labeling me “Paranoid” instead.

Neelu Chaudhuri updates us all on the Swiss Indo Prosperity Payments with a press release dated November 18, 2023 at Facebook, in my Inbox a few days ago on November 25, informing all of a new monetary system to be launched on the 5th of December, 2023, from Cirebon, Indonesia, in a planned treaty event with the United Nations, with “immediate dissolution of the old debt and war based monetary system.”
A first announcement of the upcoming Swiss Indo 5th of December 2023 Treaty event with the United Nations was made on whistleblower pharmacist, musician, and investigative UK journalist Neelu Chaudhari’s channel earlier, with a representative from the Indonesian government.
Fascinating and complex, the UN Swiss Indo merger narrative comes clear when you listen closely to this speech (video below) and read closely the transcript provided below the video. Neelu Berry also reports that notifications are being sent to the Local Governments and Central Tax agency at HMRC to cease and desist in the collection of taxes. “The same principles apply to 260 or so other UK taxes including tax on interest paid on bank loans.”

Recording and posting your documents–of declaration of political status, return to the land as a living man or woman, creditor not debtor, responsible for your own affairs, cancelling all prior powers of attorney, claiming in the present and for the future your own bodily self and DNA, standing with others on the land and soil or international jurisdiction from within your own geographical state–can be done now with the Land Recording Office of TASA, or with the Global Family Group if you live outside the USA. People all over the world have already long been “living in the private”–which really means declaring, and proving yourself alive to the Crown Corporation, Queen, Pope (by mailing a letter back to yourself for instance, using Registered Mail), by establishing your status as Creditor not Debtor, and by thus breaking free of the bondage of the Birth Certificate system and the bindings of the 1666 C’est Que Vie Trust: from now on you are not merely alive, you are to be Seen as Alive, responsible, aware, educated, informed, capable of speaking for yourself, living in honor with all natural and common law, in possession of and capable of protecting your God-given and human rights with your voice, your speaking, your writing; as Teri Kealoha Sahm says “the way you show up”.]
The vital importance today of choosing Privacy, of making that step to declare yourself alive, an American in your state, or a national of whichever country you are geographically in, a Creditor, has to do with preserving bodily autonomy, sanctity of DNA, sovereignty of self and progeny in a world that is being tyrannically tilted by corporations–networks of corporations–toward full-spectrum-dominance via CBDCs–central bank digital currencies, Smart City surveillance, nano-bio-surveillance, medical “health” monitoring, community policing, nonstop “crisis management,” false “Behavioral Health” management, fake “Public Health” pandemics and dangerous gene-based “vaccines” constraining travel, health, and life, and other such.
Freedom comes with standing up to say No to the Bodily Takeover–also a Brain, Mind, and Life Takeover. It’s up to people to realize they have a choice and can make a change.

Recently, it appears, (American we hope) John Kiriakou of CIA Torture Whistleblower fame ran a series of “Havana Syndrome” shows on his Top Secret podcast on Russia Today–a conundrum in itself–publicizing the term “Havana Syndrome”–a catchy term from the Mental Health, Psychiatry, and Secret Service crowd aiming desperately to keep Neuroweaponry and Radio Frequency High-Powered Microwave Weapon attacks on everyday citizens Top Secret–while continuing to play Journalist.
Agencies such as the CIA, NSA, BND, KGB, and others–covered by many previously–must have been gratified.
The years roll on, apparently, and all we hear from our “National Security” mechanism preserving our freedoms and protecting our liberties are Crickets.
John in fact made a gratifying mention of this species in his introduction to a recent show dated 28 October 2023 (one of those pictured above): “The US Government iniitally dismissed the symptoms as the product of Crickets. Yes, Crickets. And that is of course, ridiculous.” (I may have that quote wrong since it appears to have changed, in the last few days–as also the rest of the show, with much added imagery and chatter–as I marvelled at this introduction.) (The new one mentions the word “sinister” which is about right, in my estimation, in relation to the CIA, and the NSA as well, both on prominent display on this show.)

He does, however, do a good job playing Still-a-Spokesperson-for-the-CIA despite his long stint as In-the-Public-Eye-as-a-Righteous-Whistleblower, much like Edward Snowden, Bill Binney, and so many others. The CIA, I understand, is an exacting employer, which doesn’t quite let its whistleblowers go, as CIA Whistleblower Barbara Hartwell has recently demonstrated, with a new batch of repeat-storytelling she may have been paid to storytell: my newer understanding of how Intelligence agencies operate is touched on here:

Merely asking, what is it about Whistleblowers from the Government agencies, really? isn’t enough anymore. Clearly they are a very special race, class, or species, unto themselves–and as explained to us once, many years ago, of the way terrorists apparently behave, of whom Intelligence agents seem to be the obverse half, they operate separately sometimes, in cells and conclaves. Yet none, it appears, are in actuality acting independently: a tragedy or a regrettable fact, either way you look at it.
Intelligence: A Disinfo Operation?
What Intelligence agencies are supposed to do has always remained an inscrutable mystery to most of us, especially those of us who’ve been relegated, I see, to the (Colorful) margin as Writers and Journalists so CIA whistleblowers like Kiriakou can Rise into the public eye through carefully constructed means, employing Time–an aspect of Reality NSA Whistleblower Bill Binney informs us is what Intelligence agencies seek honorably to work with:
“To project—or predict—Intentions and Capabilities of Adversaries or Threats—in advance, so you can actually do something to stop them and prevent them—That’s what Intelligence is supposed to do.”
I wrote to John Kiriakou once, in September 2016, at the time that he was awarded the Sam Adams Associates for Integrity in Intelligence award for 2016–an award also bestowed on NSA Whistleblower Thomas Drake, in 2011, to whom I also wrote at the time. (Curiously, I live in the town now where Sam Adams’ ancestors hailed from–a “City of Presidents”–and I learn he too was CIA once, in the ’60s, and a whistleblower, on Vietnam, obviously a story there too, and insight into how the CIA-NSA-Media is constructed and operates.)
John Kiriakou was in the Press a great deal at the time, for his speaking out on “enhanced interrogation” Torture activities inclusive of waterboarding, by the CIA.
John Kiriakou at the Fort Collins Community Action Network, earlier named the Center for Peace, Justice, and the Environment, speaking about being Chief of Counter Terrorism in Pakistan, awakening to the fact of children being terrorized (by the CIA), learning and whistleblowing about the “CIA’s Torture Program” and “Enhanced Interrogation” including Waterboarding, and capturing and handing over Abu Zubaydah, projected as being inner-circle Al Qu’aida, in 2002.(Very sadly, Abu Zubaydah was thence “renditioned” to black sites in Europe, then sent to Guantanamo in 2006, and seems (despite Lawyers existing in Amerika) to have been incredibly insanely tortured for 21 years, as reported in May 2023 by The Guardian here–as a consequence of which the entire world understands the US Legal System has failed utterly, that he–and all held at Guantanamo–on “no legal basis for detention(as found by the 95th Session of the Human Rights Council, Working Group on Arbitrary Detention, UN, 14-18 November 2022)” needs to be released immediately: a subject surely for further coverage by all human rights groups and true journalists, worldwide, as well as address by those at the Head of Governments, worldwide.)
Former Vice President of US Inc. Dick Cheney on May 13, 2018, Hollywood-whisper- confiding to journalist Maria Bartiromo on Fox Business Insider he was all for Enhanced Interrogation–“I believed in it, I was heavily involved in getting it set up,” wouldn’t call it Torture, and admired it for the “Intelligence” it produced. This was 2 years after 2016, when John Kiriakou won the Sam Adams Integrity in Intelligence award for his whistleblowing–(which turned out to be for, as reported by the Court/US Legal System revered by the New York Times, the reveal of an Agent’s Name), yet CIA-FBI Torture in its many guises was permitted to continue, a situation still calling desperately for change/https://www.foxnews.com/video/5784224187001.
That September, Cait Ryan, a New England RN, and Karla Smith, human rights activists and seeming leaders among a small group of concerned Americans I knew–who were then working together (I thought) to expose the crimes of factions in the Military and Intelligence agencies using and secretly testing so-called non-lethal microwave weapons, space telemetry, radar tracking and other such among other forms of harmful non-consensual bio-neuro experimentation technology on civilians, service members and veterans alike–in other words, indiscriminately, on Americans–were planning to attend the awards ceremony for the 2016 Sam Adams award and I entrusted my letters to them. Cait Ryan had made the acquaintance of John Kiriakou, she had told me sometime, through writing to him when he was in prison, and was going to Washington to meet him and Thomas Drake along with Karla Smith, a trip I was invited on but could not make eventually, by reason of family obligations. As I recall, Cait Ryan encouraged me to write to both whistleblowers, offering to take my letters to them; I believe I was asked and responded as a journalist and prominent human rights awareness-raiser reporting government crime, as I (thought I) was known then in this group; my intent then (looking back now) may have been to apprise these two CIA and NSA whistleblowers somewhat of the nature of the technology crimes many had reported to me, and which it appeared certain Government agencies were then working overtime to conceal.
Writing to inform whistleblowers was also encouraged at the time by Australian writer and human rights campaigner Paul Baird, author of the website SurveillanceIssues.com, who was then seeking to bring a few NSA, CIA, FBI and other whistleblowers together in a documentary or film to help reveal the overarching crimes of decades-long non-consensual brain, body, and life experimentation with remote-access stealth weaponry, inflicting essentially Torture, on both Americans and people worldwide.
SACHRP in May 2016: Talking about Protecting Humans While Pushing Ahead the Agenda to Strip all Protections from Humans
I was beginning to follow the doings of the SACHRP then–the Secretary’s Advisory Committee for Human Subject Research Protections–in its efforts to transform the Common Rule into an open door for unconsented-to human experimentation by the US Military and Intelligence (DOD/C5ISR) behemoth on Americans–already quietly permitted by both Intelligence agencies and the Department of Justice, having been only recently introduced, in 2014, 2015, 2016, through questioning US Air Force Directed Energy Bio-Behavioral Research Projects, via the subject of FWAs (federal wide assurances), re-covered here recently, to the subject of Health and Human Services’s seemingly being involved–without revealing involvement–in the unlawful procurement, use, and exploitation of large numbers of (unlawfully) selectively targeted, terror-and-spy-listed people in the USA post 9-11.
[This was perhaps part of the now-emergent long-game concerted push in the entire world of Health, via concoctions such as “Behavioral Health” and constructs such as Community Behavioral Health Centers to begin or continue to disappear human intellect, individualism, family in building NWO frameworks hidden these days under “Smart City” language and concepts of sustainability, resilience, sanctuary, and innovation. I did not know that then.]
I had learned there was tremendous public uproar over the intent to disappear Informed Consent in biomedical experimentation–among the group awakened to this possibility that is, since the SACHRP meetings in May 2016 were not open public meetings permitting open public discourse, nor were covered openly by the so-called Media, as a War might be, or the US Open, or the Coronation of a sudden King.
The public dissent therefore was near-disappeared.
These May 2016 meetings interestingly were aimed to disclose Public Comment, after the Period for Public Comment on the NPRM–the Notice of Proposed Rulemaking (NPRM), published in the Federal Register on September 8, 2015, and running a lip-service public-comment period for three months–closed on January 6, 2016.
Their testimonies and statements, powerfully moving, yet constrained to five minutes at the end of 3-hour NIH-Campus (Fisher’s Lane: NIAID) meetings which should have been nationally televised and nationally responded to, can be found here, in the last 20 minutes of each meeting: SACHRP, May 18 and May 19, 2016.
[These meetings were not well-publicized, and did not permit for open public or journalistic access. A query I sent SACHRP for further information prior to these meetings went unanswered. However, based on responses I had received then on FOIA request to the US Air Force, and ongoing research, I provided Kate Ryan with some information on human experimentation weapons-testing programs, which she included in her presentation. Regrettably, I was not able nor encouraged to make it to these May meetings myself. I did address the SACHRP Committee however, in a letter sent by email and fax some time later in September (included below.) Cait I recall asked then if she could share my letter with CIA Whistleblower John Kiriakou, and also share it with NSA Whistleblowers Bill Binney and Kirk Wiebe.]
PUBLIC COMMENT EXPOSING HARMFUL BIOMEDICAL EXPERIMENTATION, DIRECTED ENERGY WEAPONS-TESTING, & UNETHICAL COVERED RESEARCH

I wrote then, to John Kiriakou and to Thomas Drake (letters below), requesting an interview, mentioning my coverage of Torture activities being indulged in apparently by various Defense and Intelligence agencies using the weapons of Electronic Warfare–counter-personnel energy neuroweaponry–and the danger of this continuing, via intended changes to the Common Rule permitting waivers for Intelligence and Justice, suggesting they might wish to investigate the matter further. My concern was both for the present and the future.

“In other words, these agencies—which group no doubt includes the CIA—are seeking carte blanche to conceal and cover any and all future experimentation on Americans, as well as, I presume, in this way cover any ongoing experimentation on Americans (or anyone else, worldwide, via Intel agreements), as perfectly normal, everyday Intelligence surveillance activities being conducted by these agencies, which they are under no obligation to divulge whatsoever, since of course all this activity will be classified and has to be hidden for the purpose of preserving National Security.”

Not long after, John Kiriakou responded (letter below), not quite getting the import of what I was saying it appeared, suggesting that people reporting non-consensual experimentation might be “mentally ill” while also saying he had not heard of any such thing in his 15 years of working with the CIA.
This was rather crushing at the time, given our hopes to involve ethical whistleblowers in exposing the hidden crimes of over-reaching agencies of the US Government. Nevertheless, I wrote back, seeking to educate him further, as I passed on the letters also to Cait Ryan, Karla Smith, and Paul Baird, all of whom optimistically noted that perhaps we had sown a small “seed” one day to further blossom, while we each reminded ourselves this was a whistleblower who had been imprisoned for speaking out, and who had a young family–in other words, one not to be further imposed on really. Thomas Drake I did not hear from, but Cait Ryan assured me he might well write back later, given his being more fully engaged then in a doctorate he was working on. Neither agreed to an interview. John Kiriakou did send me on a note he had sent Cait Ryan and Cait told me she had assured John I “wasn’t mentally ill”–making me wonder how on earth Mental Illness had entered the conversation in the first place.
Why are Reporting Victims of Crime Referred to as “Mentally Ill”?
Of course, it appears John Kiriakou is using this term of reference now on his shows featuring the more than fraudulent Spychiatry-Invented “Havana Syndrome”, including in an unusual question aimed at former NSA Technical Director Bill Binney revealing more of his own leanings–or being-dragged–into the frantically Fabricating world of Psychiatry: “…in many cases they’re mentally ill. But in many cases they are legitimately suffering from something—and they have the MRIs and the CAT Scans to prove it. Is it possible to differentiate between people who need to be medicated and people who are suffering as a result of something electronic?”
The Mythology-of-Mental-Illness being applied as Central Cover to conceal reports of electromagnetic/acoustic neuroweaponry use on the populace has been surfaced in many of my articles before and since, including:
It’s true, I’ve lost faith in Whistleblowers, and in human rights activists who have pursued prominence as leaders while disappearing and discrediting others, engaging in both overt and subtle actions of COINTELPRO. “Handling” and “Containment” come to mind when I look back at conversations and communications, sudden apprisings of Public Comment deadlines at Health agencies, slow actions and exhortations to non-action. CIA and NSA whistleblowers–looking back at a long list of them (many of whom can be seen listed as Sam Adams awardees here)–seem to be artifacts of the CIA and NSA, primed to “reveal” while in fact aiding to Conceal.
Looking back on these 2016 emails with several others I thought then were as keen to raise awareness of the incredible human rights abuses engendered by the US Military, Security, and Intelligence factions, I have become aware there is possibly a story to be told here–perhaps the only story left to be told here–in the rise and Intelligence-engineered fall of promising public reportage of US Inc.– now US World Inc.– crimes committed in the name of National Security. But it is National Security which is compromised when taxpayer-paid, citizen-elected bodies turn their sophisticated New Age weaponry on the innocent, trusting populace–millions, worldwide–to destroy our lives.
It’s taken me many years–and re-watching these SACHRP meeting videos–to figure out something others probably know very well, working as they might Inside the NDA, NSL, Lie-to-Deceive world of Agencies, Forces, Services et al: Those who occupy positions in the Spotlight are inevitably Supported, or, more accurately, brought to where they are by intent; there are no “accidental” whistleblowers or activists or journalists permitted to rise to the fore at any time, they are all part of a well-oiled mechanism both bolstering extant Covert agencies and endless Covert Crime, or in other words: The CIA is/in the Whistleblower and the Whistleblower is/in the CIA. As also the NSA, probably–and yes I’ve had some first-hand experience there too, as also with (mysterious) European Royalty/MI5/Swiss Intel/BND–and I’ll have to examine other aspects of this “Government” scenario another time.
Sudden Hollywood, CIA Stars, and a Global TI (Targeted Individual) Survey
A few months later, in mid-2017, further discussing Paul Baird’s idea of bringing whistleblowers together for a film, there was some talk (shockingly enough) of John Kiriakou having won some kind of deal in Hollywood to scriptwrite or produce a series based on “TI”s or “Targeted Individuals” (whom he didn’t believe existed or leaned on a corrupt APA to call Mentally Ill).
I have no idea what transpired on that score beyond that point (emails below), but there was another rather large scenario unfolding around us at that time–or rather, failing to unfold, and that had to do with a much-vaunted and early-publicized Global Survey of “Targeted Individuals” (Global TI (Targeted Individual) Survey Launched Under the Peerless Direction of Top NSA Whistleblowers William Binney and J. Kirk Wiebe/June 30, 2017) no-one was given enough information on, and which the probably Pharaonically (CIA/CFR?)-appointed leaders chose not to include me on, either as colleague or journalist, for reasons still unknown to me, while succeeding also in failing their target audience. There is a story to be told here too, and while I have reported in an ongoing way as information came my way, I do not have all the pieces of that puzzle–Was it Racism sent my way then, was it part of the Infiltrator-run support-group scenario crushing the work of the only Journalist working in this area then still, was it something else?
[Ella Free, Katherine Horton, and Techno Crime FIghters Forum all came along right when my print journalism, public reportage, community work, and public awareness-raising were becoming more visible. There were several attacks on my work, family, name, and life inclusive of the tremendous one from my daughter’s public school Principal Richard deCristafaro and Vice Principal Susan Shea Connor of Central Middle School in Quincy, Massachusetts in 2018, reported here: Ramola D/Public Exhibit: Investigative Journalism is Not “Untreated Mental Illness”. Excluding my work (and myself) entirely, the group “Targeted Justice” was formed, selectively refusing to recognize my reportage. And after that, when unanticipated implosions began to occur on group email lists, there appeared to be a concerted effort by many on the inside to target me in particular for extended Defamation and Slander and disappearance from both insider groups and the public eye by the Intelligence role-player and a former Techno Crime Fighter Forum colleague Katherine Horton, and thereafter, even more inexplicably, by the then-known-as NSA Whistleblower and also former Techno Crime Fighter Forum colleague whose accounts of extended targeting I had covered extensively, ex-NSA Karen Melton-Stewart.]
The Global TI Survey was never properly reported, by those who set it up and ran it. At the time that it was closed, in October 2017, I published what information I was given, which pointed to a very small number of participants in the survey: Global TI Survey Update: Survey Now Closed. A note from Karla Smith in May 2018 reminded a larger group “the primary focus of the survey was to gather medically diagnosed symptoms, and other symptoms/descriptions related to what each person has experienced in their own words and without any expectation of the results.” (“Symptoms” as central has always been problematic to me–as my questioning of Bill Binney and Kirk Wiebe at the inception conference call for this Survey notes–as indeed the term “Targeted Individual” as well.) My requests in 2020 for an interview with Bill Binney and Kirk Wiebe which went unanswered at the time were thwarted, I was given to understand later, by Katherine Horton engaging in rather obvious defamation and slander, which NSA Whistleblower Kirk Wiebe alerted me to, as reported here earlier: Secret Slander: “Dr.” Katherine Horton’s 2020 Sabotage & Defamation of Ramola D & Barbara Hartwell as She Lied to NSA Whistleblowers Bill Binney & Kirk Wiebe Exposed/Jan 2, 2021.
I was fortunate to be able to interview with NSA Whistleblower Kirk Wiebe later, who sought to further clarify the nature of the false-representation and false-light defamation activities conducted against me by Katherine Horton prior. One NSA Whistleblower at least could discern the truth I have taken pains over time to establish online.
Regarding that survey, perhaps John Kiriakou, Bill Binney, Kirk Wiebe, Kate Ryan, and Karla Smith will enlighten us further one day. I do know that there was great drama surrounding the logistics of submitting the “evidence of the crimes”–medical records, photographs and so on–yet NSA Whistleblower Kirk Wiebe told me five years later during the time of his interview with me on July 14, 2021 he did not see any evidence, that is, he apparently wasn’t given any. This was an important interview, and gave insights into how the NSA functioned back in the ’70s and what has occurred now, in terms of fall-away of Intelligence oversight and inability to constrain full-spectrum Surveillance Data collection and analysis while permitting all kinds of human rights abuses:
Perhaps the rest of Amerika/America can figure out the extent of the irony here–or convolution in Cover–in a CIA Whistleblower playing Journalist turned Fiction Writer and Screenwriter using in Fiction the very subject he has denied to those reporting obvious military-intelligence-police-private-sector crime to him.
Perhaps America and the world notices also the sad irony in reporting Torture–on a very large scale, using very sophisticated military weaponry, developed now over more than 20 years of weapons-testing on people since 9/11 and over more than 50 years prior, probably since the institution of the National Security Act in 1947 which created the CIA, and involving all branches of the US Military (and other Militaries) and the Department of Justice (as reported here often)–to military and Intelligence whistleblowers who themselves cannot speak of what they may know or have awareness of thanks to NDAs (non disclosure agreements) and relationships of different sorts sealing their silence.
But is the CIA all the Media we have? “Havana Syndrome” as a term many people have now come to think may be about “mysterious weaponry” yet it is very obviously a fraudulently-tagged “Syndrome” involving the repressive use of Police-Dog Psychiatry.
This should be absolutely Unacceptable to the entire Thinking, Reading, Educated world.
The Cover of “Targeted Individuals” being presented by the CIA-Media as “Mentally Ill” with serious problems of Paranoia needs to be dropped. The Facts of unlawful targeting, abusive human rights violations by fusion center agencies and contractors, the use of extreme-abuse remote-access stealth neuroweaponry, electromagnetic and acoustic, and covertly-implanted radio telemetry–RFIDs, MEMs, BCI-CBIs, Neurostims, the approval and protection of AI, Brain and Pain experimentation and abuse by numerous agencies in a Techno Holocaust which needs complete exposure and complete termination need to be known.

Top Secret declassified though redacted documents from 2015 comprising parts of US Air Force (Air Force Research Laboratory) contracts released by FOIA offices at Air Force Materiel Command at Wright Patterson Air Force Base to this writer on Freedom of Information requests made in 2014 confirm weapons-testing operations on humans of radio frequency high power microwave weapons (RF HPM) in “Directed Energy Bio-Behavioral Research.”
Characterized as volunteers in an Active Denial System contract which also provides close instructions for volunteers enrolling in new research experiments, referred to more obliquely as “human use” in the BAA (broad agency announcement) Directed Energy Bio-Behavioral Research Basic Contract, humans used in these field and laboratory weapons-testing operations are posited to be protected by Federal Wide Assurance (FWA) documents involving Air Force Institutional Review Boards and filed with the Office of Human Research Protections, as well as numerous Defense and Federal regulations and laws governing human use in experimentation, listed in released contract documents and highlighted below.

The Directed Energy Bio-Behavioral Research (DEBR) Contract
The 2013 DEBR contract with General Dynamics Information Technology Corporation headquartered in Fairfax, Virginia, notes in a Statement of Work that the US Air Force has researched the biological effects of RF/HPM radiation technologies for over 30 years–over 40 years now, for both military and commercial use. The Department of Homeland Security, the Joint Services, and commercial customers were expected to benefit from the research conducted under this contract.
Primary aims of the contract were to research and catalogue bioeffects in dosimetry investigations extending beyond this contract “as part of an extensive research program.” These were expected to inform national and international health and safety standards to be used by the Air Force Surgeon General for OSHA considerations as well as in further development of “DE technologies” intended to be rapidly developed and deployed–suggesting international operation of Directed Energy technologies in the future, to be tech-transferred to other fields in Health and Safety.

These aims would support the mission of the Radio Frequency Bioeffects Branch (711 HPW/RHDR–Human Performance Wing/Radio Frequency Radiation Bio Effects) to protect Air Force personnel from radiation hazards while also finetuning delivery mechanisms to “minimize negative operational impact.” High Powered Microwave weapons and Ultra Wide Band Directed Energy were expected to be used.
Studying Cellular and Genomic Human Health Degradation from Radio Frequency High Powered Microwave Weapon Use
Technical areas to be covered by this contract for the Air Force Research Laboratory included DEW effectiveness and safety, DE bio-mechanisms, RF Bioeffects Modeling and Simulation, and Human Effectiveness analysis and integration, all with intent to investigate and identify bio-effects of DE technologies on humans, to be either exploited or mitigated in DEW (weapon) use and in “transitioning DoD technologies.”
Health degradation, an intended objective of such DEW-discovery, was intended to be studied at the cellular, molecular, protein, and RNA/DNA genomic level. The bio-mechanisms of health degradation–biological responses to directed energy in a number of RF HPM radiation systems–were thus intended to be identified, for specific use in further development of directed energy weaponry.

Conduct proteomic, genomic, and metabolomic studies that identify critical biochemical or molecular changes following exposure to DE prior to or during mission operations that assists in the prediction of health degradation. Uncover previously unknown bioeffects of RF exposure that may provide a defensive or offensive capability to the Air Force. Conduct and design laboratory and field research and testing of the bioeffects of RF and DEW systems hardware and software.”

Exposing Humans to Counter-Personnel Non-Lethal Weapons In Order to Characterize and Test Devices and Technologies
Effectiveness and safety–to lend to the formulation of “tactics, training and procedures” for safe use of DEWS as well as the development of “future DE weapons and other emerging technologies” were intended to be studied by examining bioeffects from exposure to RF/HPM radiation, which was also intended to yield statistical analyses and the creation of predictive modeling and simulation software.
Human bodies therefore were intended to be subjected to pulsed microwave radiation in systematic ways, to study a variety of bio-effects, to study “human effects” to “characterize devices and technologies,” to help in developing counter-measures to Directed Energy or DE harm, to assist in meeting legal and treaty requirements, and to help develop and test materials and prototypes for new DE devices.
An interest in addressing the “physical and cognitive health and safety concerns of DE systems” also suggests that both bodies and brains were intended to be subjected to directed energy bio-behavioral research operations–and were to be seen as part of “DE systems.” [Neuroweaponry is known also to be directed energy weaponry, as noted in various Biodefense conferences and addressed by military neuroscientists, some of which has been reported here earlier.]
“The development and execution of modeling and simulation of electrical current, DE weapons, and radar and communication effects shall aid in the understanding of effects on and within biological systems.
1.4.4 Human Effectiveness Analysis and Integration. Develop an understanding of the bioeffects associated with exposing humans to counter-personnel, non-lethal weapons is essential for legal, treaty, policy, and material development purposes. Without it, escalation of force options cannot be provided to war fighters. The objective of this effort· shall provide Human Effects data and information that is necessary to characterize devices and technologies intended for this purpose….
1.4.5 Health and Safety. Shall provide substantial value to the Air Force and scientific community by evaluating bioeffects of DE exposure. Shall address the physical and cognitive health and safety concerns of DE systems. Data obtained from RF/HPM radiation bioeffects research shall be designed in this technical area to support national and international health and safety standards.”

Animal use in this Directed Energy Bio Behavioral Research Project is also revealed. While specific animal care manuals and instructions are named, this means that the basic DEBR contract used both humans and animals simultaneously in its research studies using directed energy weapon technologies.

Thermal and Behavioral Effects of Exposure to Moving Small-Diameter 95-GHz Millimeter Wave Energy Spots
Active Denial Systems, the Air Force Research Laboratory tells us, have been developed over 15 years of research–in 2013, which makes that number over 25 now–supporting their “safety and effectiveness as a non-lethal weapon”. Further research in this area is continuing, as a Research Project document returned by Wright Patterson Air Force Base revealing experimental use of 95GHz Millimeter Wave energy spots intended to penetrate skin notes.
This project, with a Protocol Number FWR20120147H, and risk marked “Greater than minimal” by an Institutional Review Board nevertheless approved the call for volunteers, publishing instructions which read as alarming to say the least while minimizing the harm to humans and animals in carefully shielding language.

Human Subject Research Protections
While there remains much to be investigated, analyzed, and reported regarding these US Air Force documents, and the entirety of the available documents is still and newly being awaited from the US Air Force and from Muckrock, where the FOIA requests for them were originally made–and this writer has resumed closer scrutiny of all declassified documents from the Forces revealing energy-weapon research using human subjects, especially post the Second Worldwide Conference on Non-Consensual DEW/Neurotechnology use on world populations, this document which now includes lists of regulations and rules governing Human Research Protections from the US Air Force, US Navy, US Army, and OSD (office of the secretary of defense) will be of interest to all in the USA and worldwide who believe–for good reason–they are being non-consensually remote-accessed with electronic warfare technologies i.e. Directed Energy weaponry or technologies in weapons-testing contracts still being kept classified and unrevealed by local governments and fusion centers involved in permitting and executing these research projects on them, i.e. on unlawfully targeted civilians and veterans on the ground.
This writer, as many may know, has experienced much unanticipated, unwarranted, and egregious whistleblower retaliation in recent times–including endless slander in smear campaigns and false psychiatric labeling–for her work in investigating and reporting such projects–but continues to examine and report the human rights and substantive, technical aspects as indeed she must.

It’s Directed Energy Weapon-Testing, Not “Mental Illness”
There is much to report on this subject, and I continue to examine international human rights law, DoD regulations as noted above, other aspects of these received documents, and other aspects of Directed Energy Weapons Testing Operations, which have been conducted in the US and worldwide since it appears 1997, and perhaps earlier.
This is a preliminary overview report to resurface this subject and these documents, because they are important: they prove that such weapons-testing operations have been (and are still being) carried out in the USA–under guise of surveillance and counter-terrorism it appears–and they attest to all that these remote-accessing electronic warfare Directed Energy Weapon technologies affecting bodies and brains are real.
Those experiencing harm today from such organized projects involving fusion center contractor action against them should share this report and all documents here with family members and friends, primary care physicians, therapists, psychologists, counselors, psychiatrists. Almost everyone reporting these crimes is falsely named mentally ill by their own neurally-influenced family members. Those in Government aware of these projects and operations yet participating in keeping them secret may want to focus instead on these human subject research protections and act to save lives and families, rather than Defense budgets: weapons-testing operations, clearly, on human beings need to be Stopped.
I hope to add to this page and post all received correspondence and documents on the several FOIA requests which inform this report, some of which was brought to my attention only recently. Confusion at Muckrock–where my FOIA requests, I was told recently, were put under embargo, while notifications of receipt of documents, let alone documents and correspondence, were never sent to me on time and other correspondence not retained online–is still being examined.
Directed Energy Weapons Testing Contracts All Over USA and World
At the time that I made and followed these FOIA requests, I also spoke to FOIA analysts on Air Force bases, one of whom shared with me that there were numerous weapons-testing contracts–upto 1300 she said–ongoing then, with non-lethal weapons or DEWs, all over the USA, as indeed has been reported in the military press, if only briefly, and noted in my US and NATO Weapons-Testing thread.
These Directed Energy Weapons Testing and Training operations, it appears, are being conducted worldwide. Under cover of these projects, other classified projects, in biomedical research, Artificial Intelligence research, Brain research and others are also being flown, it appears. Social harassment in neighborhoods–what used to be called “Organized Stalking and Electronic Harassment–OS/EH” by some or “Gangstalking” by others–also owes its existence, partially, this writer believes, along with Phoenix Operations and COINTELPRO and current-day “community policing” and “community participatory research” and “community care” to the cover of these DEW testing operations. Uncovering these weapon-testing projects using humans therefore should be a major subject for all journalists and human rights activists working in the basic fields of Surveillance and political journalism today.
In my view, this is National Security journalism, and all editors, publishers, reporters aware of and able to further interpret and report on these declassified military documents may want to do so. I will continue to report as best I can.

[I made a few to USAF in 2014, to a couple different offices: for a single contract in response to the named General Dynamics BAA solicitation, and for all contracts; plus, I queried HHS for the General Dynamics FWA. Many other related, similar, or identical requests to other offices including the Department of Defense remained unanswered or came up with “no responsive documents.” Some of the correspondence maintained currently at the Muckrock site (as I see it here) I do not recall seeing at the time; much crossing of correspondence also points to miscommunications. Another USAF request with further correspondence with FOIA offices seems to have been removed; hopefully Muckrock will return all requests and correspondence as is/as was online shortly.]

The State of State of New York’s Governor Kathy Hochul recently announced a billion for mental health care at her state budget for 2024; her rather incredible speech at an event with Mayors in Buffalo waxing sympathetic for “God’s children”–teens (to paraphrase) struggling with suicide/mental health issues post-Covid and during-Covid whom she does not equate to her own state’s policies of social isolation, masking, forced vaccines, forced cyber-schooling–has to be heard to be believed.

The thing that’s missing, that’s not spoken about, that can be found elsewhere, and that also needs sustained and focused coverage is the fact that this sudden push to expand Mental Health Care–in New York and nationwide–is being achieved in conjunction with corrupt and bought-out “Law Enforcement,” Emergency Medical Services, Emergency Department physicians and psychiatrists, and with the highly dangerous, harmful, unapproved, undisclosed, unlawful, bodily-assaultive vibrational, pulsing, electrical, electromagnetic, brain stimulation and other “health technologies” and “medical technologies” and “public safety technologies” that come from Electronic Warfare and Neuro Warfare weaponry development and testing and have now been sneaked into Health, Safety, Security; they have been used experimentally and are now also being used operationally on people to destroy their lives.
This use, experimental and operational, of neuro and energy weapons/technologies in secrecy coupled with their denial in public permits EMS, Police, Hospitals, Courts to run false “Mental Health Crises” productions, forcibly capture people into hospital settings, falsify medical records, force “Behavioral Health” “Treatments” on them, and present them glibly to others as “Services.” These are horrific crimes, which need to be halted.

What happens when people are forced into believing they have no sovereignty, no rights on their own, no protections from globalists seeking “Pandemic Agreements” and “One Health” control of all, while Mental Health and Behavioral Health–concealing Stealth Military Weapon Use on all–is suddenly given prominence–and billions–at the level of the school, the workplace, the doctor’s office?
Absolute censorship, absolute subjugation, absolute silencing of the population.
If you cannot say No to a dangerous experimental mRNA vaccine, DNA-mutating biotoxins, nanotechnology in syringes and aerosols, and, to add, neuro-damaging psychiatric drugs and vibration technologies thrust on you or your child (“Public Safety” “Behavioral Health”) for daring to express a dissenting opinion about Colds and Flus, “Viruses,” 5G/6G, Neuroweaponry and AP-DEWs, “pandemics” or anything else–then how exactly can you conclude “the government” or the WHO or the State (of State) cares for you? [It doesn’t, it cannot; not at all.]
Suspect therefore, and to be stringently critiqued, questioned, pressed for full disclosure and change by one and all, even as we Choose Privacy, step away, and rebuild our worlds from the bottom up: Public Health, Mental Health Care, Behavioral Health, Public Safety (in addition to all else named above).
