New US Gov Inc. grants for the treatment of what are being termed Substance Use Disorders for various vulnerable populations, currently pregnant and post-partum women and “through adult and family drug courts” have been announced at SAMSHA this week, along with grants for so-called Prevention (programs) of Overdose Deaths due to various drugs, most of which appear to be due to prescription psychiatric drugs for so-called Anxiety, while something called Opioid Use Disorder is now stated (no doubt by the same prescribing pyschiatrists) to be on the rise.
In addition, a few millions are being diverted to so-called Behavioral Health, most especially yours and mine, by a kind and caring “Administration” –paternalistic, we might say, most British-Empire-like–whose keenest desire is to Improve your behavior, come what may.
OPIOIDS, Painkillers, and Those Who Crave Painkillers
[Opioids, for those not as in the Know as non-Law and non-Medicine (both of whom appear to be pushing these), are apparently mostly painkillers–probably craved for by Those Targeted unlawfully with invisible, undisclosed “police technologies”–in actuality precision-strike nerve weapons, radio frequency high powered pulse microwave weapons, ultrasonic bone conductance weapons, plain old-fashioned radar guns, conducted electrical weapons akin to tasers and other EMF and Neuro and Nano technologies partially surfaced by various military neuroscientists playing neuroethicist and PR for deadly DoD and CIA alternately–especially those unaware they are being so Targeted, or those (men and women both, usually professionals in the wealthier cadre) simply unwilling to acknowledge the facts of Constitutional breakdown in the USA.]

Perusing these news releases, it appears that both “Treatment” and “Prevention” have become focal points for the diversion of vital funds (given rumors of bankruptcy of said Inc.) not to mention “Access,” another stellar concept devised no doubt by devious scribes in the Advertising Departments, well-hidden, of the carefully self-concealing “Intelligence” services running the said Administration.
Improvement, as well, appears to be a prime consideration.

Figures posited by the White House and SAMHSA on the numbers of deaths due to Drug Overdoses, nationally, it appears, are unsettling and incredible: are they real?
Figures on numbers of patients seeking “treatment”–very hard to believe given that perfectly healthy and non-seeking-anything people are being thrown into ambulances and police cars on pretext of “Medical” need and being told they are going to be “Psychiatrically Evaluated” on fraudulent Section 12s run by unqualified police and EMS–are equally hard to believe:

Are these exaggerated figures, seeking funding for so-called treatment and prevention programs?
Are people being pushed into these treatment and prevention programs on pretexts organized by psychiatrists, psychiatric nurses and nurse-practitioners, “behavioral health” specialists and “mental health counselors”?
Is this all a build-up for further expansion of Mental Health, Behavioral Health, EMS, and Police departments?
And most importantly, are drugs being pushed into the marketplace and people–the young, the bored, the unhappy, the too-wealthy and the poor–being persuaded, through whatever means, including the Technological (frequency weapons, neuroweapons, acoustic neuro-AI–hidden as “police technologies,” concealed as “classified,” known to biophysicists, engineers, radiologists, in the Military at least), that is, being neurotech’d really, to take them and over-use them?
The Targeting of Children, tribes, Colleges and Communities
Also disturbing–among much–is the mention in “Behavioral Health” news of children with what is being termed “Serious Emotional Disturbances” and of Native Americans with Suicidal Behavior and substance use/misuse.
How do children become emotionally disturbed and how do the young become suicidal or users of drugs?
What relation do these have with the complete breakdown of “Law and Order” in America today, the repellent spread of “Countering Violent Extremism” and “Counter Terrorism” programs of community policing, subjugation with stealth-frequency-weaponry, neighborhood and social harassment programs, and the general suppression of all that once typified the USA and its people as warm, generous, self-made, curious and questing, educated and educating others, hospitable, neighborly, caring?
People–and children–have been forced into becoming “informants,” “surveillance role players,” cyberhackers and stalkers, weapon-wielders and victims: is there any Organic America left? Hard to tell.

One of the abiding dangers of a One Health world and a World Health takeover of “Pandemics” is the sudden fascination with “Behavioral Health” expressed in numerous initiatives, state by state–State of State by State of State really–and at the US Inc. Federal level.

Governor Hochul Announces a Billion for Mental Health Care, Highlights Teen Suicide
The State of State of New York’s Governor Kathy Hochul recently announced a billion for mental health care at her state budget for 2024; her rather incredible speech at an event with Mayors in Buffalo waxing sympathetic for “God’s children”–teens (to paraphrase) struggling with suicide/mental health issues post-Covid and during-Covid whom she does not equate to her own state’s policies of social isolation, masking, forced vaccines, forced cyber-schooling–has to be heard to be believed.
“And you know the statistics are staggering, and these teenage girls are 30 percent of them considering suicide–I mean teenage girls are supposed to have a more Carefree life perhaps–you know, getting excited about the next chapter, and they’re feeling the weight of such depression that they’d rather consider the alternative to life–it’s almost 60 up 60 percent from a decade ago. They’re falling fast and falling hard – and it’s a full-blown crisis: this is more than a call to action, it is a moral imperative to do something to help our people, these are God’s children.”

Why exactly health becomes “public health” and how exactly “emergencies” have suddenly come to the fore remain eternal mysteries to some of us–they must continually be questioned.
Clinical trials and Medical Counter Measures have become a growing industry now in many parts of the world, and bolster the growing infrastructure of “global health security” and “pandemic preparedness” drawn into being by the WEF, WHO, and leading Western and Eastern governments and militaries, as surfaced here.
An industry which manufactures tests, vaccines, therapeutics, and diagnostics is an industry which seeks to entrench itself, which means one has to continually question such new outbreaks as mentioned now in Africa and elsewhere.
National Stockpile Numbers point to such expansion of industry while the Strategic National Stockpile in the US connecting with corporations globally to increase MCM manufacture can only point to further stratification of supply chains and warehouses, factories and laboratories, auguring an extraordinary return of Empire.
Quite apart from the implications of further gene modification and cyborgizing through mRNA and nanobioelectronic inclusions in future vaccines and tests (speculations based on findings in the COVID-19 vaccines and tests noted here and in the reports of other astute journalists and physicians worldwide) which is essentially the pointer to transhumanism-by-stealth, it is interesting to note the order and intensity by which these planned pandemics aim to infect our lives–Ebola, Sudan, Marburg mentioned here in this April press release from ASPR (the Administration for Strategic Preparedness and Response, now bristling with Offices to ensure planning, industry, and research, all questionable).
Pointing as well to planned pandemics and the intended corralling of the world’s populations into an inevitable communism-by-consent, we are looking now at a sophisticated build-up of resources which all of us who care about the personal private health of our families and ourselves, the freedom to choose natural and holistic healthcare remedies, and the freedom to exist within our own national borders and sovereignties would do well to learn more about, speak more about, and act to divert toward humanity’s best interests.

This Memo was signed on May 20, 2021 by the Deputy Secretaries of Defense (Kathleen Hicks) and Health and Human Services (Andrea Palm) as announced by both Defense and Health at various Defense and Health sites online including here at the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense on May 26, 2021.

The Office of Pandemic Preparedness and Response Policy, OPPR, intended then was reported as launched a few days ago with a new Director named yesterday, Paul Friedrichs, an Air Force Major General to lead what is referred to as a new permanent office within the Executive Office of the President.

Memorandum of Understanding Between the Department of Defense and the Department of Health and Human Services Regarding DoD Acquisition Support | MOU Number 042021
While there is much to examine further in this Memo, it is clear from the verbiage announcing it (examined in closer detail here) and within it that the agreement made here between Defense and Health to install a permanent assisted-acquisition funding pipeline for HHS [the Defense Assisted Acquisition Cell (DA2)] not merely relates to a massive “pandemic preparedness response,” defeating COVID-19 and preparing for future public health emergencies, but also to significant build-up of infrastructure and industry essentially engaging in technology-transfer from Defense to Health, situating the military inside the Department of Health and Human Services, and facilitating insider communications between the two with dedicated personnel, workspace, and other resources on an ongoing basis, obviously a subject to keep a close journalistic eye on, as we move forward.
Of especial interest to this writer and putatively to all audiences focused on human rights, true ethics, and necessary change to preserve our common humanity are the extending interagency connections and intentions to use COVID-19 measures to establish a sweeping procurement of what are termed “health resources” such as “diagnostics, therapeutics, vaccines, personal protective equipment, drugs. biological products, medical devices, materials, facilities, health supplies, services and equipment required to diagnose, mitigate, or prevent the impairment of, improve, treat. cure, or restore the physical or mental health conditions of the population.”
The great dangers here of concealing a plethora of questionable and harmful “medical devices,” “diagnostics,” and “therapeutics” et al which might include “dual-use technologies” within preparedness intentions or harm mitigation intentions or physical disease prevention intentions or physical or mental health restoration intentions cannot be stressed enough. What has been reported to date regarding vaccine content and the dangers of nanotechnology in masks and tests points to the attempted cyborgism of humanity, something one hopes the military just as much as health and human services professionals with intellect and awareness are working currently to stop.

In the video posted below — a must-watch for everyone worldwide and especially for all doctors, pharmacists, nurses pushing the profiteering-and-transhumanizing COVID vaccine on people while these doctors report it is not really a vaccine (but an experimental gene-therapy injection) which as many know is causing hundreds of thousands of deaths–Dr. Ana Maria Mihalcea, MD, PHD, Author of Light Medicine: A New Paradigm – The Science of Light, Spirit, and Longevity (www.ammedicalmd.com, https://anamihalceamdphd.substack.com), interviews Felipe Reitz, Biologist, Inventor, Medical Researcher in Brazil regarding his findings in C-19 injected people.
Below the video Dr. Ana Maria Mihaelcea notes that the thermal imaging reveals “extensive asymptomatic blood clotting in the entire vascular system” while the live blood images show Graphene Oxide nanoparticles “and other blood abnormalities.”
Their discussion through the presentation of the images by Dr. Reitz raises numerous causes for alarm.
While some of the evidence in the blood of the vaccinated — of hemoglobin-depleted red blood cells, the blood rouleaux’ing, and clusters of nanographene overwhelming neutrophils, a sign of increased acidity and decreased immune function — seems to match with reported symptoms they say of coughing, shortness of breath, inability to breathe, itching, weakness, fatigue, there are other signs from thermo imaging including the formation of blood clots in long fibrous strands, the nano razor blades, and areas of increased heat or redness which do not seem to register with symptoms.
Meaning there are many alarming things going on inside the blood of the vaccinated very often, including the formation of long stringy clots not giving immediate sign of alarm then leading to sudden death as witnessed in the sudden deaths of athletes around the world or sudden deaths of just anyone who’s been vaccinated.
“The blood stops going to the brain,” Dr. Reitz notes when clots clog the veins and capillaries, and when hemoglobin is depleted, stripping red blood cells of the ability to absorb and exchange oxygen.
Dr. Ana Maria Mihalcea makes an impassioned plea at the end of the video to doctors to wake up and recognize that these conditions of extreme clotting are related to the vaccines, and to do their due diligence and lose their jobs rather than do their patients the extreme harm of administering the highly poisonous vaccines or injections.
“It has been so challenging to get a broader picture,” says Dr. Mihalcea as she thanks Dr. Reitz for exposing these images to the world and offering a diagnostic tool which doctors should not ignore. “I was beyond shocked” when first seeing the images. “”It’s unbelievable,” they both agree. Dr. Reitz describes how people learn of this yet return to their doctors who keep recommending the shots.
Dr. Mihalcea especially acknowledges Dr. Reitz for helping bring forward this information “to potentially a new diagnostic mode which other doctors and health practitioners can use — first of all they need to get out of denial…it’s like look, since the injections were rolled out — when the sudden death syndrome started, the myocarditis, and the people dropping dead–Stop denying this! and start looking at this! and remember your oath as a doctor and take care of the people–stop the shots, it doesn’t matter if you lose your job: you cannot do this to people, and you will be held accountable and be prosecuted. And if you know about this and you continue to give the shots, you deserve to be prosecuted.”

At her Substack posts covering the vaccine catastrophe, Dr. Mihaelcea reports also that she is an expert in chelation and has been helping her unvaccinated patients recover from vaccine shedding through chelation and Vitamin C therapy after discovering numerous blood clots in their blood via D-Dimer tests, which Dr. Charles Hoffe and Dr. Sucharit Bhakdi early reported were good tests to determine the presence of nano and micro bloodclots.
“I tested a blood marker for micro clotting, called a D-Dimer, and it was elevated in an alarming amount of my unvaccinated patients who were concerned about vaccine shedding. I successfully reversed the elevated D-Dimers with Vitamin C infusion (Dose 20.000mg), intravenous Glutathione and the peptide Epithalon. In my practice, the Vitamin C infusions are more effective in reversing D-Dimer elevation faster than Chelation, even though I use both. It takes an average of 4 infusions. The reason I state that the amendments were illegitimate is that they were first submitted on May 24, 2022 in clear violation of Article 55 of the International Health Regulations that clearly state the following:
…the text of any proposed amendment shall be communicated to all States Parties by the Director-General at least four months before the Health Assembly at which it is proposed for consideration.

The last time that I checked, the WHO had not published the 4 public comment sessions on their YouTube channel. It seems that the 4 public comment sessions are only available on their website.

I was supposed to be the third speaker, but the first speaker didn’t show up, so I got to speak second. There were 44 people scheduled to speak after me, including The Bill and Melinda Gates Foundation and Eco Health Alliance.
After my 2 minute segment ends, I literally “dropped my mike” and walked off stage.

Were you aware that in 2005 the United States, as a member of the international community, agreed to the a revised version of International Health Regulations (IHR)?
Were you aware that on January 18, 2022, Loyce Pace, (Assistant Secretary for Global Affairs, US Department of Health and Human Services) submitted a document to the World Health Organization that proposed amendments to the International Health Regulations which appear to even further erode our sovereignty and our individual medical freedom?
We have educated experts on the subject of the amendments proposed by the United States to the International Health Regulations that are very interested in doing an interview to share this information with the public. These amendments have been submitted to the WHO and will be presented at the next World Health Summit May 22-28, 2022. This is why we must act quickly to get the word our and motivate people to take action.
Here are some of the concerns with these amendment changes/additions:
These amendments were submitted without the proper advice and consent of the Senate.
The proposed amendments have not been published in the Federal Register.
There has not been any opportunity for the public to comment.
The proposed amendments would give the Director General of the WHO the power to unilaterally declare a Public Health Emergency of International Concern (PHEIC) even over the objection of the sovereign country dealing with an outbreak of disease.
The amendments will also give the Director General of the WHO the power to unilaterally declare an Intermediate Public Health Alert (IPHA) even over the objection of the sovereign country dealing with an outbreak of disease.
The amendments will also enable the 6 Regional Directors of the WHO the power to unilaterally declare a Public Health Emergency of Regional Concern (PHERC) even over the objection of the sovereign country dealing with an outbreak of disease.
The proposed amendments will cede additional sovereignty, control and legal authority over to the World Health Organization.
If passed by a simple majority of the 194 member states of the WHO, the proposed amendments will NOT require approval by 2/3 of the United States Senate as the U.S. is already a signatory to the IHR.
LESS URGENT, BUT MORE CONCERNING:
In addition to the proposed amendments to the IHR, the WHO has also set up an Intergovernmental Negotiating Body (INB) that is actively negotiating an international “Pandemic Treaty on Prevention, Preparedness and Response.”
The proposed “Pandemic Treaty” is separate from, and in addition to, the proposed amendments to the IHR mentioned above. It is being negotiated right now.

One Health, Primary Health, Behavioral Health, Mental Health–New York’s New Billions for Behavior
One of the abiding dangers of a One Health world and a World Health takeover of “Pandemics” is the sudden fascination with “Behavioral Health” expressed in numerous initiatives, state by state–State of State by State of State really–and at the US Inc. Federal level.
It is becoming increasingly evident that Mental Health and Behavioural Health, Crisis Creation, Emergency Creation–and Pandemic Creation–are the intended routes to a fascist state by state internal takedown–which can be, meaning: is being planned to be effected at your primary healthcare practitioner’s office, your workplace, your child’s school or University, your own home and neighborhood, your local hospital’s ER.

Governor Hochul Announces a Billion for Mental Health Care, Highlights Teen Suicide
The State of State of New York’s Governor Kathy Hochul recently announced a billion for mental health care at her state budget for 2024; her rather incredible speech at an event with Mayors in Buffalo waxing sympathetic for “God’s children”–teens (to paraphrase) struggling with suicide/mental health issues post-Covid and during-Covid whom she does not equate to her own state’s policies of social isolation, masking, forced vaccines, forced cyber-schooling–has to be heard to be believed.

Of course, this isn’t the only concerning thing introduced in Ms. Hochul’s speech announcing a “Mental Health Crisis” in New York, her entire spiel on “Wraparound Mental Healthcare” [a Continuum of Forced Stuffing of People into Psychiatry (and Homelessness) under Euphemism-Use on an extreme scale] has to be heard to be believed, but this intended “Capture”–“This is the time you capture them” (her words)– of children young, in schools, should make everyone sit up and take notice.
Public schools clearly–and those private schools which go right along with them–have fallen into a pit, and it’s time for all educated professionals, active or retired, to start setting up schools of our own.
Is this about Mental Healthcare or about the Neuro-Degrading and Life-Subjugation of the Young, the Dynamic, the Energetic, the Sensitive, the Caring, the Talented, the Intense, the Emotional, the Brilliant, the Outspoken, the Critically-Thinking, the Creative, the Outstanding in schools?
“Mental Health Services” as currently being meted out and being intended, statewide and nationwide, includes Forced Kidnaps, Forced Drugging (after Dragging out of home or school), False Narratives, Forced “Diagnoses” aka False Psychiatric Labels for Life–and thereby Lifetime Blacklisting, Discrimination, All-Rights Removal and Pariah-Creation: Don’t let it happen to your child/ren.

The thing that’s missing, that’s not spoken about, that can be found elsewhere, and that also needs sustained and focused coverage is the fact that this sudden push to expand Mental Health Care–in New York and nationwide–is being achieved in conjunction with corrupt and bought-out “Law Enforcement,” Emergency Medical Services, Emergency Department physicians and psychiatrists, and with the highly dangerous, harmful, unapproved, undisclosed, unlawful, bodily-assaultive vibrational, pulsing, electrical, electromagnetic, brain stimulation and other “health technologies” and “medical technologies” and “public safety technologies” that come from Electronic Warfare and Neuro Warfare weaponry development and testing and have now been sneaked into Health, Safety, Security; they have been used experimentally and are now also being used operationally on people to destroy their lives.
This use, experimental and operational, of neuro and energy weapons/technologies in secrecy coupled with their denial in public permits EMS, Police, Hospitals, Courts to run false “Mental Health Crises” productions, forcibly capture people into hospital settings, falsify medical records, force “Behavioral Health” “Treatments” on them, and present them glibly to others as “Services.” These are horrific crimes, which need to be halted.

What happens when people are forced into believing they have no sovereignty, no rights on their own, no protections from globalists seeking “Pandemic Agreements” and “One Health” control of all, while Mental Health and Behavioral Health–concealing Stealth Military Weapon Use on all–is suddenly given prominence–and billions–at the level of the school, the workplace, the doctor’s office?
Absolute censorship, absolute subjugation, absolute silencing of the population.
If you cannot say No to a dangerous experimental mRNA vaccine, DNA-mutating biotoxins, nanotechnology in syringes and aerosols, and, to add, neuro-damaging psychiatric drugs and vibration technologies thrust on you or your child (“Public Safety” “Behavioral Health”) for daring to express a dissenting opinion about Colds and Flus, “Viruses,” 5G/6G, Neuroweaponry and AP-DEWs, “pandemics” or anything else–then how exactly can you conclude “the government” or the WHO or the State (of State) cares for you? [It doesn’t, it cannot; not at all.]
Suspect therefore, and to be stringently critiqued, questioned, pressed for full disclosure and change by one and all, even as we Choose Privacy, step away, and rebuild our worlds from the bottom up: Public Health, Mental Health Care, Behavioral Health, Public Safety (in addition to all else named above).
