On Monday April 28, 2025 [the day before Tuesday April 29 when the Boston FBI or CIA–or both–came knocking to offer me a Divorce (via Kidnapping, Trafficking and Knocking Out with Drugs first probably) over my backyard fence–reported earlier, at RN 66], White House President Donald Trump signed another Executive Order, this one promising to make Police more aggressive than ever, raise their pay, and place more “Non Lethals” at their disposal, with added promises of the Secretary of Defense (Pete Hegseth) chipping in to bring Warriors and Spies both into the Crime Prevention arena–an Area no one can enter without opening themselves to Human Rights and Human Rights Law scrutiny. [Pete may need to get on the Land soon, before Princeton and Plagiarism sink him underwater, but I do have another suggestion for him: Expose the Crime of Non Lethal Bio Hacking Terror, while you’re still Embedded, you could be the one to get the credit.]
There’s a lot to be said about this stellar Order which cannot be adhered to–for many simple reasons–and I say some of it below (where the whole Order can be seen, enshrined in the Federal Register).

Meanwhile, a brief look at “The Sequential Intercept Model” as described in a document from the National Criminal Justice Association, undated, which tells us that nearly 70% of those incarcerated by local police nationwide are Mentally Ill–meaning, False Psych Labeled–and nearly 70% addicted to Substances [In their jail cells? Vodka on tap with chains? Or maybe Cognac?], also meaning Labeled with a “Substance Use Disorder”, and all of these Imprisoned, Mentally Ill, Addicted considered to have “Behavioral Health Problems”.
Can this be believed?
No.
But mental illness and addiction must run rampant before funding can be applied for and the ranks of the Medicators in White increase.
So the “incarcerated”–whose cases need to be investigated, one by one, for who can believe those who Falsely-Label, Procure-Label, and Lie on paper, on “Section 12” forms, on CAD Incident Reports, on “Patient Care Reports”, and on Medical Records?–who are Living People, are Falsely Labeled, so any statistic used by this entire cabal of corrupt Police, Medicos, DOJ/NCJA can have its own paper trail of false labels, false claims, lies, and Names attached to them. In other words, they not only cook the books, they run out and do Backwards Construction and Parallel Construction and flips in the AIR to “legitimize” –meaning, add ANYTHING to make it look like their stats are based on fact–which they’re not. Because their presence in residential areas is not permitted by Law. They cannot rush up and force crises and lies, they cannot accost anyone on their private property or home ground, and they cannot Kidnap people nor rush up with Secret Syringes in hand to Haldol or Ketamine or Fentanyl them. And remember it is the Criminals they employ and affiliate with who will forcibly seek to Provoke you in public or private, and rush to issue FALSE-CLAIMS and LIES, Ignore them. Ignore, Ignore, Ignore. But record them, speak, write, publish Notice of every crime committed against you, including all loud False-Claim Defamation and Slander crimes, for these are Crimes being committed by –or protected by–so-called “Law Enforcement” against the People, and that is doubly Criminal; they do need Oversight, and they do need to be Stopped. Then there’s the Sequential Intercept Model Brochure from SAMHSA–an agency inside DHHS named the Substance Abuse and Mental Health Services Administration–which spells it out a bit more, their true intention.
How could any of this be legal or lawful? Especially when you consider there is no such thing as Mental Illness.

And that’s the “truth in plain view” hidden in a lie: They are permitting themselves the CRIME of interacting with “frequent Liars” and providing “follow-up” with Orca cars, Brewster ambulances and threats to families just as soon as the Liars Call Police and Lie about “Crises.” “CRISIS” is what they will ALL lie about: the Planted Mercenary-Liars, the Police, the EMS, the ambulance drivers and sitters, and next, the ED “triage” non-providers [See my Living Testimonal re. Intercept 1: “Specialized Police Responses”? Terence McDonnell CONSPIRING with my husband to persuade him, POLICE, to “get her treatment” for NO ILLNESS, none whatsoever, but PERSISTENCE IN JOURNALISM, EXPOSING (HIS/POLICE & MILITARY) NON LETHAL TECHNOLOGY USE ON AMERICANS!
Notably, I don’t recall seeing this mango color around here–were they trying to keep this secret? They’re hiding the facts in language, which is either double-entendre or crosses itself out in the next line.
Intercept 0: Emergency department “diversion” “triage” and Police building partnerships with “behavioral health providers”: Again, please read my Carney and South Shore reports (Account of Events Unprecedented re. Dec 20-29, 2022 still upcoming.) These EDs I have encountered after being thrown in there by Quincy Police neither provide “triage” nor medical care nor healthcare nor listening nor hearing: you become a Monkey in the Zoo as soon as you are dropped by Police, dressed in your flip flops and homewear leggings, no purse, no cell phone, shielding still in your hair and clothing. You are treated like Dirt, instantly. By all the famed, “Educated” Medicos, ALL OF THEM. ALL FAILING TO HEAR YOU SPEAK WHEN YOU TELL THEM YOU ARE A JOURNALIST. “But you’re in flip-flops! You’re in old leggings! You must be a “streetwear” person I can laugh at and syringe-shoot with nano and drugs, surely? In fact, ha ha ha!”
And what is a “Behavioral Health Provider”??? Can anyone “provide” Behavioral Health? Or just Scopolamine, KETAMINE, and more? That’s a DRUGGER. No one can provide Health of any kind to you–except God maybe, and your own SELF, going to the gym and engaging in good nutritional practices. “Behavioral Health” is a concoction, a Lie, and a TOOL OF COMMUNISM–which seeks only DRUGGING and BRAIN MODIFICATION: WHICH ABSOLUTELY NOONE IN AMERICA OR THE ENTIRE WORLD IS GOING TO CONDONE, APPROVE, OR PERMIT.
Intercept 2 is frankly criminal. After arrest, anyone at the local jail cell Zoo for Police can “screen” you? NOONE CAN SCREEN ANYONE FOR LYING LABELS. The catch in the language here is “non-clinical”: they want you to endorse “clinical”–but EVERYONE IN THE ED, all those CLINICAL people, are running on empty, using a “DSM” filled with fabricated “disorders”, and knee-jerk confusion about their roles in life: they are doctors/nurses/techs and you, because you are inside their hallowed Zoo for Doctors, must be a DUNG-INSECT? Yes, you must be.
So, are those unlawfully targeted by the FBI and your School Board highschoolers with chips on their shoulders and no-intellect, no-soul, only Crime painting their fingers and toes (bright Red) being subjected to “Pre-trial supervision and diversion services” by their neighbor-merc stalkers? Are we in Kafka-domain now? Trial for what? Pre-trial for who? “Defendants with low risk of criminal behavior”? So this is PREVENTION then? Arresting people on PREVENTION grounds? Police cannot do that and nor can the FBI. And why are they “Defendants” whose incarceration can be reduced? How are they incarcerated at all! What is “episodes of incarceration”? Patently, we have Psych-wannabes writing this tripe. All must be in doctorese. While the innocent are being imprisoned.
The only way we can, at Intercept 3, run “jailbased programming”–yes, BRAIN PROGRAMMING with VIBRATION TECH and DEEP BRAIN STIMULATION and TRANSCRANIAL MAGNETIC STIMULATION and RADIO HYPNOSIS RHIC_EDOM–ordered up by “Specialty Courts”: “Treatment Courts” which Could be adult drug courts, mental health courts–wait, that’s not all–they Could be anything else, sure, Home Serve Gouging Vagina courts, Blast the Liver and Gallbladder Courts, and how about Breast Cancer and Pancreatic Cancer with RF HPM Courts? For THAT IS HAPPENING.
Note, Todd Giffen, who reported from inside Jail in various places in the USA–dragged from one state to another, one jail to another, (from Oregon to Nevada to Oklahoma as this writer recalls) including when this reporter sought to send books to him, all needing to be refunded because never delivered–has reported that no health care is provided inside jails. {Believable because No Healthcare is provided inside Emergency Departments and Psych Wards either–unless Death is imminent possibly.] Wrongfully incarcerated, silenced for his media voice, attacked by police and FBI–all wrongfully, unlawfully–and blasted with RF HPM and neuroweaponry to destroy his life, what has become of him is not known. Attempts by this reporter to reach his family have fallen into silence. This could be because of CIA-Mazzeo cyberhacking, shadowbanning, “Strategic Perception Management of the Journalist, completely criminal but CIA flies in the face of the Law all the time“, certainly. Yes, with “prescriptions on hand” at Intercept 4, which has Prison Reentry in gray and Jail Reentry in green. New demarcations? Jail for “low-risk” defendants being grabbed on “Prevention” charges and Prison for “high-risk high-need individuals” with Schizophrenia post Specialty Court care? [I think I know which one the Mazzeo freaks want for me.] [Sadly for them, and for the QPD-QDC crowd across the street, this writer is not an “individual” sub-franchise corporation but a Living Being and Journalist who is NOT GOING TO STOP EXPOSING THIS CRIME.]
At Intercept 3 also, it is interesting that Veterans get a special mention–so that Schiz Die Labeling is not confined to civilians it appears, Army Navy Airforce Marine Corps Special Ops Space Command veterans can rest assured they too can be Grabbed by POLICE, for Forced-Medication. Meanwhile, their bosses fly planes and helis over everyone else’s heads so one must view ALL VETERAN INCLUSIONS with some skepticism. Now of course, with the 47th President signing approval of a new “National Center for Warrior Independence” things become even more sinister. Is it possible Veterans are being given stay-at-home jobs now, so they can RF-BLAST THEIR NEIGHBORS INTO OBLIVION? [More below.]
And Intercept 5 is labeled “Community Corrections”: “Specialized community supervision caseloads of people with mental disorders”: So this CLINCHES it. We have completely deranged Police and Court “Officers” parked across from our houses, calling their pals in the local PD on any kind of lie they wish to reel out, any time of day and night, running “specialized supervision” on those their pals have Procure-Labeled with DSM Labels all the cracked medicos in all the broken ERs this side of the Potomac will recognize. This is more than pure Krazyland Communism, this is PROCUREMENT FOR THE PRISON AND JAIL INDUSTRY. They need warm bodies in there like the Psychs need warm bodies in their Maximum Security Jail Cells on Psych Wards and why not work together on this Common Cause?

Lilac* is the color glimpsed (lilac and dark grey lettering/sneaky Mental) on the two Quincy Police patrol cars slamming to a stop near the writer on March 11 and creeping up on Pine on March 20, both times called by the lying terrorists who seem to think this writer MUST be CAPTURED for that SCHIZ DIE LABEL–not realizing ALL LABELS are being ended, meaning ENDED, and it is a CRIME to conspire, especially with Police, to further kidnap and traffick ANYONE, particularly a WRITER ON THE LAND. How reliable is this statistic? Where does it come from? How Psychiatry is Linked to Non Lethal Weapons and Neuroweapons

Psychiatry, Mental Health, and Behavioral Health have sought to link hands with Police for several decades, a history yet to be fully unearthed by this writer. But we do know that in the 1970s, the Law Enforcement Assistance Administration funded Psychiatric programs to label people, the kind of inexplicable activity that has brought us to this point where we have Departments of Mental Health willingly colluding with the most nefarious and Machiavellian programs from the Department of Justice after seemingly virtuous quests to deinstitutionalize and move the “Mentally Ill” into Assisted Community Treatment which has morphed over the years and across various states into Assisted Outpatient Treatment and lately “Evidence-based” Assertive Community Treatment, all of these interesting Labels in themselves to be explored further later. Suffice to say the CIA was involved with “Law Enforcement” there, and the history of unimaginable experimentation on animals and humans giving rise to such vast and sweeping subjects of Human Control such as Behavioral Psychology and Neuropsychiatry covered in many alt-media histories as “Mind Control” has now led to passionate fascinations among the Dark Ops set to pursue “Biological Psychiatry” and “Behavioral Genetics” (both inexplicable yet bizarre hallmarks of Comptroller/CIA need to control and disappear Self especially Female Self, something none of them will confess to) and who better to experiment on than those the FBI and DOJ and DOD want to call “Seriously Mentally Ill” just because they know how to stand up to the War Hawks and cut their funding? This Executive Order 14288 and Presidential Action issued by Donald Trump on April 28, 2025 follows on the Biden Executive Order on Advancing Effective, Accountable Policing and Criminal Justice Practices to Enhance Public Trust and Public Safety | The White House issued in May 2022.
Section 1 of this order announces a “well-equipped police force” “aggressively enforcing the law” and Cities and States to “unleash high-impact police forces” with a promise to “surge resources to officers in need”. “Equipment” therefore is on the menu–and surely that word covers a range of items, including what was covered here earlier: Controlled Equipment and Unlicensed Radio Devices, Secret Implants, Crewed Aircraft, and Intentional Radiators: Non Lethal Weapons LEAp to Crowd-Control & Public Safety’s Targeting Tech. Which begs the question: Who is questioning “Law Enforcement” here–apart from myself–and shouldn’t everyone be? For are we all going to sit back and let them maul ANY OF US at ANYTIME to bits from directly opposite our homes, in their own [leased] driveways and homes, using concealed “Equipment”–which is yet not fully concealed, but which can be photographed (generators, fibrillators, electric pulse generators) and observed in the process of installation (National Grid equipment, by power lines and telephone poles), or operation (landscaping equipment), testified to, and recorded? Can any of us permit “aggressive policing” and “high-impact police forces”? Section 3, which continues in this vein, seems to want to improve “training” to police–Training in what? The use of Remote Access Non Lethal Weaponry which links human bodies to cell towers and cell phones? [Man across in stalker yard, Chinese, sneezes as if meaningful: 12:05 pm, 5/13/2025.] Subsections (i) through (v) in fact signal that Trump and his pals in the White House want to fund, train, further pay and support police while encouraging them to engage in aggressive practices [WITH EQUIPMENT, AS EARLIER STATED IN SECTION 1], which no doubt will bring legal action against them from some–which is then planned to be buffered against with “strengthened and expanded legal protections” and “enhanced sentences” for what are being called “crimes against law enforcement officers” while they are being encouraged “to aggressively police communities against all crimes.” [We have seen the consequences of Aggressive Policing and we do not want it: Witness the deaths of so many at police hands, including Walter Wallace Jr. in Philadelphia in 2020 and Jason Harrison in Texas in 2014. Clearly, “COMMUNITY” and “CRIME” are two words inverted here, conveniently, to allege that POLICE need to PROTECT COMMUNITIES with EQUIPMENT in order to PREVENT or STOP CRIMES: But they are Committing Crimes with this equipment! And Permitting Others to Commit Crimes with this equipment! And as this writer has cautioned earlier, it’s Investment & Increase in Jails and Asylums straight ahead, signaled in Subsection 6, Section 3 here. When Police are permitted to do anything they want, aggressively and further with Equipment: a fancy word for a myriad Bio-Hacking Technologies, and a PRA (Policy Research Associates) PhD-run “Sequential Intercept Model” [wild hen clucking here at 12:33 pm, 5/13] to keep capturing people and throwing them into Jail for no reason [but Intelligence perhaps, or Speaking], and huge “Public Safety” buildings housing Police, EMS, and Fire are being built–including with Roman Centurion Statues crushing people–then More Jailing and More Police Abuse becomes a certainty.
Subsection 7, Section 3 indicates further entrenching of fudged data and covering up of police crime: Sadly, when the Non Lethal Capabilities for the creation of crime exist and are being used–as has been proved over and over, not just in school-shooter and serial-killer manifestations, all with CIA MK ULTRA Bio-Chakra-Neuro-Hacking Tech–which has now entered into the Halls of Neurology and Psychiatry with Brain Stimulation methodologies of different kinds, using Implanted Devices–but potentially amplified in the arena of pushing kids and adults into hyperactivity, hyperventilation, anxiety, depression, and the “radical disassociation” (neuro-tunneling drugs both pre- and post-“diagnosis”: eg, Haldol) of “schizophrenia”: a Scary-Word construct from 19th-century Austria–all being addressed by Mental Health and Psychiatry now with powerful brain-altering neurotoxic drugs with neuro-tunnelling and neuro-lobotomizing effects [prickle hit at pancreas & heart, Mergel-Moran-Chen side, 12:45 pm, 5/13)–then it’s not merely the publication of regular Crime Reports we are looking at here, but a circular business model, where criminals [police siren wail, 12:48 pm, 5/13] could very well keep this Creation of Crime for the Continuation and Expansion of supposed Crimebusters’ Contracts, Projects, Programs, Numbers, going forever. Meaning, PREDATE on us.

The Springfield Consent Decree was imposed on Springfield Massachusetts Police by the US Inc Justice Department in 2018 post civil rights violations and now, Police in Springfield and all over Massachusetts and the USA will, Trump believes, be free to continue to engage in as many civil rights and human rights violations as they please. Human rights and civil rights are paramount, and so is human rights law and civil rights law, and international law, and the supreme laws of the Land (and Soil), which trump all local corporate delusions. Section 4: Using National Security Assets for Law and Order
By July 28, 2025, this EO 14288 hopes to begin Armageddon, with an INCREASE not a DECREASE in the “provision of excess military and national security assets in local jurisdictions” to “assist” State and local law. This in conjunction with the AG–that’s DOJ, and the SecDef, that’s DOD, along with the SecDHS, that’s DHS: All of them, to unleash Weapon Crime Bonanza on the populace.
And Paragraph B there names the Weapons, all for “CRIME PREVENTION”: No, Donald Trump, this isn’t MINORITY REPORT and you and Kristi Noem and Pam Bondi and Pete Hegseth are NOT STARRING, repeat NOT STARRING in the Sequel. None of you can go around “Preventing Crime” with WEAPONS–RADAR, RADIO, MICROWAVE, MILLIMETER WAVE, ACOUSTIC NEUROTECH, NANOTECH, SOUND TECH, ELFS, RF HPM and so on–nor with “PERSONNEL”: Spies? Stalkers? Fusion Center Contractors? “Informants”?–and call it “Effective Utilization of Non Lethal Capabilities and “National Security” Assets.” You have NOT BEEN CAST AS CONTINUING TERRORISTS. Section 5, Holding State and Local Officials Accountable:
Mysterious as Section 5 is, it appears that there are going to be Federal Bureaus of Crime “Management” soon (building on previous ones no doubt) getting into serious brawls with Mayors, Councillors and other such who might find (long-dormant) ethical backbones somewhere in their closets and seek to shut down Local Law from their current and ongoing Terrorist and Terrorist-condoning activities with RADAR, RADIO, MICROWAVE, IMPLANT-TECH and other WEAPONS concealed as “Non Lethal” and playing “Public Safety” games. “Duties necessary” is disputable–in courts of actual Law which don’t seem to exist–as is “Public Safety” for, like “Public Health,” any manner of crime can be hidden in such large and sweeping concept-names which are vague, changeable, amorphous, witness the recent COVID-19 debacle and its attendant train of horrors, the “Vaccine” for Instant or slightly delayed death and destruction. [All who have mistakenly lined up their arms and their children’s–especially without their mother’s knowledge or permission–for that toxic, life-takedown mRNA-altering shot are advised to Cleanse for Lifespan, every day, for a few years, becoming vegan first and immediately, and pursuing pure lives–in Church as well, or temples or meditation.]
The Subsection B here again is written to deflect criticism but “restricting law enforcement activity” by those harming the entire populace is something we all want: no one can live in a continuously Police’d state, and in fact no one does, that is called Communism or Fascism or Armageddon and this is America, we believe in personal freedom. The “Law” is kept automatically by those pursuing privacy and “Do no Harm” and polite social relations and not by those wielding weapons in our midst.
Section 6, Use of Homeland Security Task Forces
Homeland Security Task Forces and Documents would need separate scrutiny and analysis but the sudden focus on sweeping Immigration attacks on those living here in the USA appears to be in line with the attacks on all, using Mental Health and “Substance Use Disorder” as weapons. The fixation on Labeling people, and the Industry promoting it needs to be universally addressed, by all Americans, and people worldwide. For that’s how the Roman Empire with the snake wrapping itself over that rod or sceptre is seeking hegemony forever over all and we cannot allow it.
