Earlier Legislative Efforts Preceding This Ban Neuro/DEWS Model Statute Initiative
Peace in Space notes that this 2018 Model Statute to Ban Neurotech Mind Control/DEWs was earlier introduced “in educational briefings in Brussels, Belgium to members of the European Parliament during 2011-2015 under the auspices of EUCACH.ORG.”
Indeed, this Model Statute to Ban Neurotech Mind Control Weapons, which was drafted by Alfred Webre, JD, MEd in close consultation with late Dr. Rauni Leena Luukanen-Kilde, former Chief Medical Officer of Finland, and other renowned international human rights advocates builds on earlier legislative efforts both in the United States and in Belgium at the European Union.
It should be known by all that HR 2977, the Space Preservation Act of 2001, which was introduced by Senator Dennis Kucinich (D-Ohio) to the US House of Representatives but never passed, was authored by vigilant journalist and judge Alfred Webre.
In its language, the 2001 Space Preservation Act (which was not passed) called for a ban on space-based weapons aimed at, among other things, the destruction of equipment in space or human life on earth “(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations.” Exotic weapons systems such as chem trails and tectonic weapons systems were also mentioned in the Space Preservation Act.
Even before that, in 1999, a groundbreaking international effort to inform the European Parliament was undertaken by a small group of dedicated international human rights activists and analysts including Dr. Nick Begich, publisher at Earthpulse Press, investigative journalist and author of several books including, with writer Jeanne Manning, Angels Don’t Play this HAARP, and Controlling the Human Mind/The Technologies of Political Control or Tools for Peak Performance, and Lynn Surgalla, former Vice President of the US Psychotronics Association with Lockheed Martin work experience in her background, using the investigative research and analyses published also by leading researchers such as Cheryl Welsh, JD, author of MindJustice.org, Paul Baird, LLM, author of SurveillanceIssues.com, Soleil Mavis, author of Peacepink.org, and Harlan Girard, author of ICOMW.org.
As a consequence of the critical work by these seminal activists to raise world awareness, a resolution was published by the European Parliament that year, in 1999 (numbered B4-0551/95) warning of the results of the abuse of non-lethal directed-energy weapons, and demanding a ban of weapons aiming at “the manipulation of the human nervous system,” stating that “the maintaining of secrecy in military research is to be counteracted and the right to openness and democratic examination is to be strengthened” (European Parliament’s resolution B4-0551/95, paragraph 21).
Of this cornerstone resolution—which unfortunately has not in any way been enforced by the European Parliament to date, given all reports by engaged human rights neurotech/DEW activists in Europe, including ICATOR–Mojmir Babacek, researcher and author of “Psychotronic and Electromagnetic Weapons: Remote Control of the Human Nervous System” at Global Research notes:
“In the report by the European Parliament’s STOA (Science and Technological Options Assessment) panel “Crowd Control Technologies” the originally proposed text of the European Parliament’s resolution is quoted. There the European Parliament calls “for an international convention and global ban on all research and development, whether civilian or military, which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable any form of manipulation of human beings, including a ban on any actual or possible deployment (stressed by the author of the article) of such systems”. (40, pg CII, ref. 369).” –Mojmir Babacek
What the Model Statute to Ban Neurotech/Mind Control DEWS, 2018 Aims to Achieve
The Model Statute to ban Neurotech DEWs, 2018 Version seeks the following in protection of all humanity:
“The Model Statute Initiative bans the research & development, manufacture, possession, control, deployment, and/or operation of all new physics, scalar, plasma, or directed energy neurotech mind control weapons; and bans their use to torture or entrain human beings, animals, or living organisms in violation of International criminal and humanitarian law, including the Geneva Conventions and the Statute of the ICC – International Criminal Court.
The Model Statute Initiative can be adapted for adoption by international Treaty Conference (as was the Land Mines Treaty Conference that Princess Diana helped successfully create), as well as by any legislative body at the international, national, provincial, state, regional, municipal or local level, and enforcement by the designated appropriate lawful authorities.“

Urgency of Need for a Ban Against Mind & Body Control Weapons to Protect All Humanity
Recent news reports from China publicizing the use of “emotional surveillance” neuro monitoring technologies being used in mandatory fashion on the brains of thousands of factory workers under guise of improving human performance, in tandem with recent news reports as in the 60 Minutes MIT Media Labs coverage of demonstrated Synthetic Telepathy via neurostimulators and Brain Computer Interface technologies should alert all humanity that we are living in a critical time period today, when governments, Intelligence agencies, corporations, and militaries have the technological tools for complete and absolute domination over the entire human body and brain, and the power to monitor, manipulate, modify, assault, mutilate, degrade, and destroy every single human body and brain on the planet.
An extreme and criminal disservice to humanity has been achieved by mainstream media outlets such as The New York Times, The Washington Post, Wired, Vice, The Daily Beast, and others in keeping the progressive information on the development of these deadly military neuro/DEW mind and body control weapons from the public, by their steady discharge of Propaganda coverage for the Deep State, which has, true to Military Deception and Psychological Warfare form (as spelled out in Military and Intelligence manuals), sought to both openly downplay mind-control and body-control with remote energy weapons as “science fiction” and to openly deny, dismiss, decry, and discredit the numerous and increasing reports of experienced non-consensual assault with directed-energy weapons, neuroweapons, and RFID implants arising from all over the world over the last three to five decades.
At the level of the covered agencies and militaries comprising the “Deep State” and engaging in this non-consensual Neuro/DEW Mind Control assault experimentation/operation, a key aspect of this concealment has been to label all reporting victims “Targeted Individuals” and then run a series of Psychological Operations in their midst to tarnish them falsely as mentally ill, which has included co-opting mainstream media to run avid POPPCon (Psy Op Propaganda Piece Con artist coverage) against them, in efforts to disappear, discredit, and silence all public emergence of their vital testimonial as “paranoid and delusional.”
It must be noted that it was this exact modality of supreme deception and betrayal that was used to disappear the victims of radiation experimentation in the 1950s, and all other non-consensual subjects of military and Intelligence experimentation over the years, by having them falsely labeled, stigmatized, and silenced by corrupt doctors and psychiatrists as mentally ill, crazy, paranoid, delusional, and schizophrenic. the bio-robotizing or total takeover of the human body via takeover of the human brain, from a distance.
(All four effects are being reported currently.) What these weapons permit is Bio Hacking, Brain Hacking, and Life Hacking: this is exactly what is being reported currently, worldwide.

Posted below is the transcript of my recent interview with Geral Sosbee, who reports being targeted extra-legally by the FBI for over 30 years, and who shares his opinion and observations on the nature of today’s (extreme) Surveillance State Abuse with COINTELPRO and directed-energy weapons and neuroweapons that is currently ongoing in the United States of America and all over the world, an open secret that is yet being hidden and kept secret by federal, state, and city governments as well as local police—and which I continue to report on here and elsewhere online.
As many know, I posted the video file last week despite evidence of massive audio tampering and sabotage—presumably or possibly by the FBI, who do like to monitor communications unfavorable to themselves no doubt, but who also seem to wish to stay closely informed of my every pirouette online. Because Geral reported that he was unable to do the interview on his computer, he used his phone—but the call itself and the recording were tampered with. Not being an audio expert, I did what I could to amplify his recording—the interview is still hard to listen to, and so I embarked on recording the transcript (a mammoth task!) because I think this interview is so very important, and everything that Geral reveals here is absolutely critical for every American and really every citizen worldwide to hear.
Two of the most shattering revelations for me, I can tell you, have to do 1) with his exposition of the process by which he believes innocent Americans are being wrongfully targeted, by an agency which has clearly gone off the rails and drowned itself in massive crime and corruption, via court-orders fraudulently arrived at, with the help of corrupt Federal Magistrate Judges or FISA (Foreign Intelligence Surveillance Act) judges, and 2) with his revelation of the criminal abuse by Intel agencies such as the FBI of the Global Disease Surveillance System, whereby innocent Americans can be fraudulently labeled with a communicable disease, and even “honey-potted” into being infected with a communicable disease (such as AIDS) which apparently lets Intel goons worldwide tail and surveil them wherever they go.
What is unraveled here is a picture of extreme illegality, corruption and crime; because the FBI has seemingly established for itself long-term a false image for itself as upstanding and reliable and deeply “American,” Geral notes Americans treat them with awe and respect when they come by to defame and slander FBI-targeted-neighbors, seeking co-operation essentially in Psychological Warfare “gangstalking” and surveilling and monitoring their unfortunate FBI-targeted-neighbor, showing court orders and saying they are engaging in what has elsewhere been reported as “court-authorized activities related to an ongoing investigation.” In other words, it is the FBI which is defaming targets to their neighbors, the FBI which is unleashing the massive COINTELPRO harassment (inclusive of character assassination, employment sabotage, relationship sabotage, blacklisting, and roadway and retail harassment) reported by targets, and the FBI which is using or permitting the use of deadly DEW (Directed Energy Weapon) technology on people’s bodies and brains.
Geral takes care to establish that much of what is presented here derives from his own opinion based on professional observation and experience, and I should probably disclaim too, to say the conversation we had derives also from my own understanding (from documents, from whistleblowers, from reportage to me, from my own experience) of how these repressive programs of Surveillance Abuse with deadly EMF neuroweaponry are being played out in our cities, counties, countries, and world.
It is my own opinion therefore, from my own observations, and post this conversation, that it is indeed a “very powerful group like the FBI” which is behaving in extremely anti-American ways in my own neighborhood and in others’ neighborhoods, running flagrantly deceptive and defamatory campaigns against me and other innocent, wrongful, extra-judicial targets where they live, lying to courts to get fraudulent court orders, creating false files and records, lying to neighbors, lying to local businesses and staff at public places, creating fraudulent profiles, and indeed fraudulently profiling innocent, upstanding, and outstanding Americans as questionable characters, suspected-terrorists, anti-social, “extremists,” mentally unstable, endowed with communicable diseases, or otherwise so utterly and extremely dangerous as to need 24/7 electronic surveillance with all sorts of dirty stealth radiation weaponry, still coyly labeled “non-lethal” and “anti-personnel.”
This exact protocol, Geral notes, is being used worldwide, and in his estimation it is very much a FBI/CIA protocol; something we also discussed is how all the various “Intelligence” agencies and DOD (Department of Defense) seem to work together, as part of that secretive shadow government we are all learning more about today.
I am grateful to have made contact with Geral before he got off Facebook last week. His testimony as a former Special Agent is critical to the complete uncovering of the truth behind all of these dark and shadowy programs based on extreme privacy-invasion, sadism, and torture, which are bringing ruination, distress, and even death to hundreds and thousands of precious, productive, and meaningful American and human lives.
As many may appreciate, I needed to publish this transcript first, before I scheduled further podcasts with Geral, and I hope in the weeks following to further highlight his experience and analyses as posted on his website and elsewhere online, but it is also my hope he will return for future conversations, which he has indicated he will be interested in doing, so please stay tuned. (Yes America, I’m an American journalist and writer and poet who is already extra-judicially and wrongfully and abusively FBI-targeted; it is time to Surveil the Abusers.)
Geral reports that after the posting of this video he received added COINTELPRO harassment and subliminal death threats via an Obituary Notice being sent his way; I can attest I have also noted increased COINTELPRO on the streets around me (especially aggressive, hazardous driving) and some covert communications as well suggesting death threats (“Clancy” spelled out on a van crossing my path).

This is not the America any of us signed up as citizens of, whether by birth or naturalization, these activities are not American, as some of us have previously conceived of the word “American,” and it is our hope that by speaking out, we will continue to pave the way for a much brighter future stripped of such abusive actions by rogue Intelligence agencies and a DOD who have turned against Americans and other countries’ citizens in the most deplorable and execrable of ways.

Ramola D: Hello, everyone, and welcome to this evening edition of Ramola D Reports. I’m Ramola D, and I’m here this evening with a very special guest, Geral Sosbee, former Special Agent of the FBI, and he’s got a very interesting story to report, he is an FBI whistleblower, who has a particular experience of targeting to report, and we’re here this evening to speak about both his experience and his views — his very important insights into the FBI, given his experience. So, welcome Geral, I’m so glad you could join me this afternoon.
Geral Sosbee: Thank you very much, Ramola, and thank you for all of your work in trying to bring all of our stories together–to help everyone who has been tortured and murdered by the FBI.
Ramola D: Oh absolutely, you’re very welcome Geral, I’m just doing what I feel compelled to do–I find it extraordinary that you would start off by saying people are indeed being tortured and murdered by the FBI–now you feel very strongly that the FBI is very majorly, mainly involved in this, right?–I mean, they are a primary component of this program?
Geral Sosbee: Yes, let me–may I make a couple of administrative announcements here?
Ramola D: Oh absolutely, go for it. Yes, absolutely.
Geral Sosbee: My name is Geral Sosbee–S-O-S-B-E-E–I was born August 30, ’45; I entered the United States Army in ’66, and served in Vietnam until ’68, I all the time was in Vietnam; I entered the FBI in ’71 and ended my career in ’78. Now the references to my work in the FBI are all on my website, http://sosbeevfbi.com/— you can look at the FBI History Book, which is a summary of what I did in the FBI ….received from the directories of the FBI. (Finally) you can go to the Academia.edu for my biography and papers that I have written on the corruption of this evil FBI.
So what I am doing now is offering this to Ramola, with gratitude, for educational purposes–(in that) I have never participated, while I was in (any) service, in any type of activity that we are describing here (that is wholly to do with) directed energy weaponry, home invasions, threatening people, persecuting to suicide, locking them up….what we are looking at today is a massive program, from my personal and professional experience–and this is not legal advice, and I’m not soliciting anything here, I’m not certified by the Texas Board of Legal Specialization.
(I want people to know) that this is a personal opinion–based on also my professional experience–that the FBI is spearheading the most colossal and evil attacks on people ever conceived on the face of the Earth, and they are using Deep Space-based technology, they are using Bio-Chemical Bio Warfare Elements and Agents, and they’re using Psychological Warfare to destroy people.
The only way that a person who is listening to me can understand this would be to (with the ability to) read much of my materials, starting with my story in detail, to understand how these guys–I’m talking about the FBI and all their friends–can actually drive a person insane, and that’s what they are trying to do in many instances.
Now the FBI recently sent the United States Postal Inspector to my home to threaten me and my wife. We have done nothing wrong and they knew it. The Postal Inspector–his name is Knipfing-I forget his first name K-n-i-p-f-i-n-g–Trey Knipfing–I have written several reports on Mr. Knipfing, he came out with Texas DPS, Conrad Rodriguez who turns out to be a real hotshot profiler. He’s a retarded man as far as I am concerned, but these 2 guys came out, after years of FBI stealing my mail, they come out to my home and threaten me and my wife with arrest, but they didn’t use the word “We’re going to arrest you” they just made it very clear why they were there. So in other words, the FBI has control over every agency in government on cue, whenever they want to, whenever they see the need–are you still there Ramola?
Ramola D: Yes yes I am listening closely–I wanted to ask you if you had experienced any of this, if you had any awareness of the extraordinary power the FBI has, when you were in the FBI–when you yourself were working there?
Geral Sosbee: Well as I said I never participated in anything like this. I was not aware that it even existed. My work what I did in the FBI I can’t go into it right now.
Rd: Sure
Geral Sosbee: They are listening and they would love to find a way to charge me with a violation of the (Right) oath of privacy and everything.
Rd: Right
Geral Sosbee: No, at no time did I even know that this kind of stuff was going on. In fact when I left the FBI was when I learned of their complete evil corruption. So when I left the FBI and they started in on me when I was in law school–if I did anything they started playing mind games with me, tearing up my car–this sort of thing.
Ramola D: Gaslighting? A lot of psychological warfare, all of a sudden?
Geral Sosbee: Thank you Ramola, I’ve written a short paper, short article on Gaslighting, I think it appears at AustinIndymedia. But it took me 2 years, Ramola, to figure out what was happening. Ten years after they destroyed my life in El Paso Texas–I was an attorney, a judge, and so forth–the SAC, the Special Agent in Charge who was a guy named Schwein–he was instrumental–and I got this from a former FBI Agent, a friend of mine, used to be a friend–Gary advised me (that they were going to be) ordering me to report to the FBI the day and time that I leave the city. This guy Schwein just revealed when he said that to (Gary) that he was in charge of destroying my career and my life–and he knows it, I’ve written about it–Anyway, it took me a long time to figure out how to combat it.
Ten years after it started–it started in about 1988, something like that–and about the year 2000, I finally figured out, I need to file a lawsuit! I filed a lawsuit, I took them all the way to the Supreme Court, and at every level, every judge, every Justice threw it out–I didn’t get a hearing anywhere, and in fact, the judge in my case in Los Angeles–and a transcript of what he did is partially on my website–he was blatantly prejudiced against me, and it was clear that he had an ex-parte meeting with the FBI to prevent me from presenting a case.
Now, this brings me to the other point if I may, Ramola, (Sure) Many people want to sue whoever is doing this, the stalking, the assaults the poisonings, the DEW attacks from directed energy weaponry and with microwaves and Extremely Low Frequency sound– we don’t know whom to sue–now when you don’t know who to sue, that’s a real problem.
You don’t know who to sue because these orders against us are being issued by corrupt and small-minded Federal Magistrate Judges or other judges–now I don’t think that the FISA judges–the Federal –(the Foreign Intelligence Surveillance) yes, the Foreign Intelligence Surveillance Act judges–I don’t think they’re the ones on my case, they deal with court-suspected Terrorists and Enemies of the State–they have their hands full with dealing with that kind of problem.
These domestic issues–from what I can determine, and I was able to get myself into a position where I am admitted into this Federal District Court or Southern District Court of Texas–which is headquartered in Houston–in that group, there’s one or two judges in there that know me and that have been actually subliminally supportive of me. And there is evidence of that on my website having to do with Notices of Support from Federal Judges–or Federal Courts, excuse me.
So, I managed to get myself admitted into the Federal Court in Houston and all the Federal courts in the Southern District of Texas, and so I got to be acquainted with some of the Federal Magistrate Judges. In doing so I actually went into the Courthouse and met some of them.
And through my little investigation, limited as it was, I can prove that these Federal Magistrate Judges are the most corrupt, small-minded, and ridiculous men who have ever held office in the Judiciary (Very interesting) (for a hundred thousand a year, these guys) and so they are fully supported by the Federal District Judges –the one in Los Angeles who didn’t give me a fair hearing. (I see)
And …first of all lawyers don’t even want to talk–I had to sue the FBI alone–I couldn’t even get a lawyer to go co-counsel with me, because no-one wanted to go out on a limb against the FBI (Sure) that’s how powerful these people are. What I think they are doing here to us–is they are using secret orders from the Federal Magistrate Judges against individual targets such as Geral Sosbee–me; they take that around and show it–they show it to the police, they show it to your neighbors, they show it to the State agencies that you might be involved with.
Now the State Bar has never taken any action against me because they have very strict guidelines before they come after someone for disciplinary reasons–so the FBI has not been able to take away my Law license. Even though they have made some overtures– with phony clients in for example pretending to be in need of legal services, then I discovered they were not, they were frauds–
Ramola D: I see. Some kind of framing and entrapment operation over there–that failed–
Geral Sosbee: Yes, the Federal Judges and FBI need to profile a person who is targeted, and a person can be targeted for any reason at all–by the federal agencies such as NSA CIA, any of these agencies for any reason–if they don’t like you or if there is something about you that they don’t like, they can find–or if they think you’re a whistleblower–and incidentally I never intended to be a whistleblower, that was not my intent to be a whistleblower–all I am doing is showing the facts of, that surround the FBI’s attack on me–and people who are listening to me can decide whether or not I’m a whistleblower.
But I’ve never seen anything this horrendous and as huge as what we are looking at here because the FBI operations–and they are all tied in together, they knew that the FBI has the support of the CIA, all of these agencies work together but the actual executive command as far as I can determine, at least in my case, and I think in many cases is the FBI–they’re so powerful.
Ramola D: Very interesting, you know, so that suggests–
Geral Sosbee: No-one will question them and that’s a little problem when you–I forget who said it–but if you have a police group, you are not allowed to question what they are doing, then you can’t trust them, that is fundamental.
Ramola D: And that would suggest that, you know, that– since you think the executive order seems to come from the FBI — but you also suggested there’s a connection between the FBI and these Federal Magistrate Judges–so does the FBI first go to the judges and get this kind of order which they then present to everybody in the local fusion center or local Law Enforcement?
Geral: I’m having difficulty in hearing Ramola, I’m sorry–you were asking me about the orders from the Federal Magistrate Judges.
Ramola D: Correct. What is the connection–how does the FBI work it, do you think, between the Federal Magistrate Judges and then sort of issuing notices in the neighborhood and to the local fusion centers etc.?
Geral Sosbee: Well, I’m not an expert in this and I never tried to hold myself out as an expert–what I am saying is based on my personal opinion and my observations and I have no proof here to tell people–the issue is if it’s secret, it is sealed, you can’t get to them–how can you sue them if you don’t know who to sue?
Lawyers don’t want anything to do with it, plus lawyers want to make money–so if you go to a lawyer, with this kind of case, they’re just going to be real polite to you, say “We’re not interested” — so they know they’re not going to make any money most likely, plus they’re going to look bad, it’s going to make the FBI come down on them. These Federal Magistrate Judges or whoever, the FISA judges or whoever is issuing these orders–they’re doing it so no-one can get to them.
If Congress would investigate, I have many many witnesses, who would protect me — I know who they are…I have photographs of some of these stalkers–I consider them to be accomplices to potential murder, that’s why I recently identified some on the David Atkins video — tried to intimidate you and threaten you on the David Atkins video– you can see right there assault and intimidation and in a civil sense that’s a violation of a tort law–attempt to cause depression–
Ramola D: Provocation, right?
Geral Sosbee: Extreme emotional distress is what I am trying to say–but look, as far as these orders, Ramola, this is the most horrendous–there is no due process. No-one is ever told why he or she is being attacked—they can only speculate. Some people are being attacked because of their jobs—something in that they worked for the NSA, CIA, or any of these other intelligence agencies—they’re subject to being targeted if they do or say something, or if their personal lives don’t conform to these agencies’ idea of what they’re supposed to do.
Ramola D: Very often, it seems, especially among whistleblowers from the NSA etcetera or the Army—people I’ve spoken to, they’ve usually done something or they’ve spoken out against corruption inside the organization, you know, and then they get targeted. Or they’ve started an EEOC case about discrimination or something like that, and then they get targeted.
Geral Sosbee: Yeah, I’ve tried to understand that, Ramola, a few years ago I wrote a paper, a little article –on the criminal FBI, criminal abuse of the Global Disease Surveillance System. When I looked at that—it’s somewhere online—Criminal Abuse of the Global Disease Surveillance System–I learned there is a whole group of diseases, usually communicable diseases, that the government, the FBI, the HH Services (Department of Health and Human Services) some of these agencies, would use in order to profile a target so that they can–that will help them get the Federal court order in secret.
Now once they get that Federal court order, for example if a person has HIV—which I do not—but many people may come in contact with HIV or other diseases that I list in my report. That alone is enough, right there, to put a Global Surveillance Order on that person (wherever he goes and ever resides)
And the problem here that people don’t understand, we all want to be careful here who we have personal relationships with, everyone should be real careful there—however if they’re going to intentionally infect people, which is what I am saying they do, and if they are going to single out these people who have different type of illnesses, then why not make it public? Let’s see—why don’t you tell us FBI, tell the people why you have targeted me, and how you’ve been able to get my records to do that—I have invited them to do that—if they will comply, everybody can see what is going on.
But they won’t, this is a secret program–they don’t want to have to explain what they are doing. The minute they start explaining, it is an admission of all the things that you, that we have alleged against them—
And one more thing—when I say Surveillance, and I think Ramola, you understand this very well, I don’t mean just people following us around. It’s assault and battery, torture, home invasion, destruction of the cars–
Ramola D: With electromagnetic weapons, through-wall surveillance, radar, tracking, etc.
Geral Sosbee: Yeah. The whole ball of wax–they won’t stop at anything. This is unprecedented in human affairs, Ramola.
Ramola D: Absolutely. Would you say, Geral, that this is the use, this is sort of the misuse, this is the criminal abuse, I should say of power, of using covers of classified labels and secrecy labels in order to conceal crime—for this is literally crime, right, these are criminal assaults against people?
Geral Sosbee: Yes, that’s exactly right, Ramola—the problem is, and I’ve thought about this earlier–how can we actually comprehend what’s going on, it’s so difficult—and I’ve mentioned this earlier—it took me ten years to even figure out what I needed to do, and I sued them and then I started my website–
So what I can see is piece by piece we can get a picture, it’s like a jigsaw puzzle–we can fit together the whole program and understand it better–we can only do it piece by piece—that’s why I referenced my papers earlier in our talk here today, the papers at academia.edu –because in those papers I show little pieces of what they are doing to me and others, such as the quasi-secret criminal justice system that the FBI has started–they’re using a civil process, abusive civil process to go out and provoke people into responding, and then they arrest some people and put them in prison or in a mental institution. So it’s piece by piece is what we are trying to do, I think, is to put this thing together so ultimately we have the jigsaw puzzle altogether and we can see what is going on.
Ramola D: That’s a good plan—because there are indeed many pieces to this, right, aren’t there; there is the initial targeting and then the going to the Federal Magistrate and getting an order and then informing the neighborhood, informing the local Fusion Center and then engaging in these harassive entrapment activities which further push the target into further dire straits either being imprisoned–arrested and imprisoned–or sent off to a Psych Ward?
Geral Sosbee: Yes, that’s right—and one more thing here please. I’m really disappointed in our Police Departments, because first of all they are programmed and trained by the FBI at the National Academy—and there—the culture has become so corrupt that they are killing people on the street willy-nilly. They can kill people and get away with it because they are trained to do that by the FBI—now Police departments sometimes refuse to accept my complaint of a crime against me–
Rd: Oh yes.
Geral Sosbee: Even threatened to arrest me…when I make a complaint. My wife and I filed a complaint in Brownsville and the Police Detective, his name is Adrien Posada, and this is all on record, I’ve written reports on it, he quietly threatened to arrest me—in his words, for filing a false police report, and then he said, go take your medication–my wife is sitting there right next to me.
So when he stated this to me, I knew immediately that this guy Adrien Posada, detective from the Brownsville Texas Police Department and on here, the Commander of the Police Department got involved, he told me that Posada didn’t behave properly and this Commander,I forget his name, criticized Posada’s demeanor, the way he treated me and my wife. So at that point I knew we had a corrupt cop. But it’s not just Posada, I am seeing something here.
Ramola D: Oh yes. Oh yes, you know, it’s like they follow a protocol, it seems like they’ve been trained to use this mental health story—immediately accuse people of being mentally unwell when they are presented with complaints like this.
Geral Sosbee: That is a good point, thank you for putting that in there—and in fact it even goes beyond the police. The FBI apparently contact medical doctors and falsely report a paranoid delusional disorder, they receive in their file a false mental diagnosis, they try the same methodology–in Part 20 of my story in detail you’ll see the medical doctor’s report where he falsified that report. That same medical doctor today is working for the DA…also I have a DA pdf at my Academia.edu which will show some of that information that’s going on with these doctors.
Ramola D: Very interesting, so you have information; in other words, you’re aware that the FBI actually contacts doctors beforehand, psychiatrists also possibly, in order to get this kind of psychiatric diagnosis right, misdiagnosis, I should say–
Geral Sosbee: Yeah, Ramola, I can’t prove it, again this is all based on personal experience and my–I should use the word speculation–but how else can the doctor and the police, these sorts of people, turn against an innocent man or woman–unless some very powerful group like the FBI goes in there and displays a Federal Court Order which says/looks valid, since this is completely extra-legal in the sense that, there is no due process, there’s no equal protection under the law, there’s no Bill of Rights applied, then how are you supposed to defend against this type of thing?
Ramola D: Right–so many people are reporting precisely what you are reporting Geral– so many people, across the country and literally across the world, pretty much the same scenario is being replayed around the world right, the same protocol, the same story, people being targeted, people being assaulted with weaponry, and when they speak out, when they make a complaint to police, it’s always an issue of, you know, that the police either don’t take the complaint seriously or they accuse the reporting victim of being mentally unstable and needing a psychiatrist immediately.
Geral Sosbee: Yeah, and that’s exactly what’s happening. You got it exactly correct, its global, it’s not just something that’s happening in our little individual neighborhoods, and it’s something that people need to be educated about and I don’t know how to educate them except through what people like you and me and others are doing.
Ramola D: Absolutely. Public awareness–just speaking out, you know, and just sort of relaying our own experiences, as you are doing Geral and as I have been trying to do, –how else can you reach the public, right, you just report what’s going on on the ground. And of course mainstream media isn’t covering this, so we have an uphill battle to climb, we have to put the information out there, regardless, right?
Geral Sosbee: Yes, and let me say this–United States Attorneys are aware of this, they’re aware of what is going on, these are (US attorneys) all over the country are aware of this -and the States’ attorneys and the city prosecutors. All of these people will not do their job if the FBI lets them see these Federal Court Orders. Federal Court Orders — it’s the civil law that we’re talking about here — they’re so powerful, Ramola, it’s like a (decree) from God has come down in that civil court order.
Ramola D: That’s awful.
Geral Sosbee: In other words everyone that they come in contact with, and I mean everyone, is immediately turned against the target.
Ramola D: Yes, everybody — Because they actually go and contact everybody who’s within the target’s circle of acquaintance, circle of friendship, circle of collegiate relationship, personal relationship — anything, right?
Geral Sosbee: Yeah. My brother is afraid to be associated with me–I have two brothers–they, I’d love to see them before my time is up, and I’ve tried to see them, but it’s difficult, because, you know, no-one wants the FBI snooping around. And another thing–I think that the FBI controls Congress and the courts by implied blackmail. Anyone that has any human behavior that’s…..if Congress and the judges sitting there in the high courts, if the FBI ever disliked them, and wanted to get them, then they would find something in their personal lives that would be embarrassing, and they would ruin them. Everybody has something in the closet.
Ramola D: Yeah, I understand that’s how they run it. They have control files on all the Congresspeople, right?
Geral Sosbee: Yes, And they have extensive files on Congress. And on the Board of Judges on the court. Is there anything else that I have skipped that I haven’t addressed? That you and I have wanted to talk about?
Ramola D: There’s a couple questions that I had, you know, you had actually talked about this in previous conversations with me, and I just thought, you know, that other people would be interested in hearing this too. One of them is: you know, how do you see the CIA as being involved–because many people see the CIA as being a heavy part of the Deep State or Shadow Government, the control mechanism behind the whole thing–that’s one question–
Geral Sosbee: Real good question, Ramola. I received a message about the year 1990 or 1988 or so–and the CIA sent me a little subliminal message having to do with employment with the FBI and employment with the CIA. I didn’t think the CIA would send me a message like that…..let me just say the CIA wherever they are have total access to everything–they are the secret government, the FBI and the CIA, these groups are like governments unto themselves. They are like sovereign states, if I may use that expression. (Sure)
Now when I took off, I fled the United States for Thailand. Big mistake.
The CIA and FBI completely controlled Thailand (through) DOD. So when I was in Thailand, I was being assaulted by FBI operatives and thugs and informants; and incidentally, FBI operatives and thugs and normal citizens are involved in all of this, it’s not just the specialized and highly trained agents; it’s informants, operatives, and members of the general public on all who are involved in provoking people.
So now in Thailand I had so many assaults coming at me from so many I was kidnapped—all kinds of….
And one day some very smooth operators they didn’t seem to be FBI came at me when I was trying to exercise in the workout room, and they were very discreet, and I thought, these guys are not FBI, they’re acting more like CIA–
Rd: I see, a little more polished you mean–
Geral Sosbee: That was pure speculation, Ramola, but those were the two examples when I felt the CIA has been involved against me.
Ramola D: I see. Very interesting. And the FBI operatives you are talking about on the ground, I mean over here in the US as well, you know, we have Infragaard, and now we have the COPPs, the Community Policing Watch Services, and so forth and so they’re also all working with the FBI as well, right, what people call the gangstalkers.
Geral Sosbee: Yeah. Yes. That, see—let me go back to: The FBI has somehow managed to distil in the minds of all people a kind of feeling of awe-A-W-E-or respect. People believe that whatever the FBI says has got to be true.
Ramola D: Correct. Yes, yes—the FBI you know, it’s the guys with the FBI badge—so whatever investigations they are conducting have got to be kosher, have got to be legit, that’s what people imagine.
Geral Sosbee: If people knew what these FBI agents are doing around the world—and you and I are trying to show this—then I don’t think they’ll be so quick to say to the FBI, “anything you say, we’ll believe.”
Ramola D: Absolutely, and you know, I think that ‘s something to stress, Geral, as we try to inform the world, actually stress what exactly is going on on the ground, you know the actual horror of these programs, that are being conducted on people, on Americans right in America as well as other people, other citizens in other countries as well—being attacked extremely with these weapons to the point of torture, to the point of sadism, to the point of brutality, and to the point of death, because many people who are targeted actually die of the targeting, right?
Geral Sosbee: Yeah the idea of forcing people into a final exit. That is most abominable,
Rd: It’s criminal to start with! Its illegal.
Geral Sosbee: Yeah its hideous. That’s what the FBI do. We have a few of our friends, one or two of our friends you may recall committed suicide
Rd: Yes, unfortunately
Geral Sosbee: –trying to deal with the energy weaponry and the assaults, the stalking, and the character assassinations and all that, they can’t get jobs, they can’t even find a place to live, because they’re blackballed, so this kind of stuff can only happen under a murderous regime that doesn’t really respect human life (Yes) that’s my opinion on it.
Ramola D: Absolutely. I had one last question Geral, and that had to do with the DOJ. Now you made a very interesting comment to me yesterday about the FBI supposed to be under the DOJ, right—that’s supposed to be the set-up, the hierarchy, but it’s the other way around, actually?
Geral Sosbee: Yeah. I think I sent you a link to an article that I wrote, having to do with the loss of the constitutional government of the United States.
Rd: Yes, yes.
Geral Sosbee: Now in that article I showed—now I borrowed information, it was not all my data, I borrowed it from another book showing that the DOJ pretends to be the Head Honcho of Law Enforcement in this country. Actually the DOJ takes orders from the FBI. The FBI does whatever it wants to do, and then the DOJ has to support it. That’s my experience with the FBI and the DOJ.
Ramola D: Very interesting. I think people would be very interested to see, you know, the sort of interconnection and the actual hierarchy you know, that’s actually playing out. The NSA also comes to mind you know, because from what we are learning from the Snowden documents, that Suzie Dawson has found more information about, the satellites that are over every country are now being openly used by the NSA through various Intelligence Agency agreements that they’ve made with other countries. So–
Geral Sosbee: Yeah. That’s really scary, it may be beyond my ability to comprehend, what is actually going on with these satellites and different countries accessing them, Maybe it’s not just simply a global effort by the United States FBI, CIA to control the world, it’s an actual effort (of) purging everyone that’s on the Earth, who doesn’t conform to the standards that are dictated by these various Government officials. Now that’s a scary thought—a global purge in order to control the Earth and Outer Space. Then we’re really in for some bad times.
Ramola D: Yes and I think, unfortunately, you’ve hit the nail on the head there. There Is a globalist movement as you know, and there is a New World Order that’s been established, and if you look at the protocol of targeting throughout the world, it’s remarkably similar and has a very sinister similarity to it, so one has to kinda look at that direction and look at the Globalists, and look at their…you know, connect that to what the United Nations has been doing and the various depopulation programs that are in action etc, and yes, you know, global targeting of all humanity is indeed underway and has been underway for quite some time now in many different ways, shapes and forms which is horrifying to contemplate. But that sort of shows the connection between the local FBI and local CIA– I mean, I suppose you could never say the CIA is local, right because they’ve always been a bit octopus-like!
Geral Sosbee: Yes, the other thing that is horrifying to me is that the Media doesn’t say a word. …we don’t get Media coverage of what you and I and all the other people that are working on this project are reporting, to expose the insanity of what is happening to people.
Ramola D: Yes, we have to conclude they are a part of it Geral. They are a part of the Globalist enterprise to suppress and repress humanity, so we who are speaking out and we who are trying to do something, we are sort of the Alt Media, you know, we are the New Media
Geral Sosbee: Thank you Ramola Sad thought–That is an indictment as far as I am concerned, all these personalities and shows and Newscasts at night, all these reporters who pretend to be reporting news around the world, we’re indicting them, we’re showing they are cowards, they’re not doing any programs at all on something they know is happening–so it’s sad to realize
Rd: It is.
Geral Sosbee: It’s sad for our species, that we have these kinds of people, big media moguls, making huge sums of money, billions of dollars, some of them, and they’re not doing anything to educate the people about what’s going on.
Ramola D: Yes, absolutely. Do you have any advice for anybody who is out there and listening and waking up slowly to what is going on and wondering, What can I do to help change this situation?
Geral Sosbee: Well I thank you Ramola—other people need to be just like you…reaching out and trying to get people to submit their different accounts is the least they can do—Regards advice, look, from—from a long time ago I do not hold out hopes that this will stop (Oh boy)—I know some people will disagree, I hurt their feelings when I say that—but if we have the ability to stop this program—now we might be able like as you say to pull it back, but as to stop it, I don’t think it is possible and I don’t have any hope that it will stop.
Because the technology that is being used today, it’s to consolidate power and to control different governments, will have to continue to be used in the future for the same reason. Because other governments have access to it. In fact the embassy in, the recent embassy incident in Cuba–in which some people were losing their hearing. That’s an example of someone using some frequencies and destroying people’s hearings at the Embassy. Even after that admission, we don’t have people looking into our stories of DEW or… so I’m not happy at all with imagining we can stop them.
Now this may not be a good attitude now this sounds like a not good attitude but I see this as some kind of warzone – some of us live in a warzone—and my experience of war tells me you don’t ever sit back and hope the enemy won’t come at you, that’s something you just don’t do, it defies all logic, you’ve got to fight until you’re not there anymore.
Ramola D: Absolutely And it is a warzone, you’re right, you’re absolutely right, but it is Asymmetric War, because the people fighting this war against people like you and me are using weaponry, and we’re not using weaponry, we’re just using our words to report what they are doing. So they see it as an Information Warfare, they see this as an Information Operation—and they are daring to call their attacks with these weapons, they’re daring to call these attacks Information Attacks—they’re not information attacks, they are Assaults. They are physical assaults and they are mental assaults on our brains and our bodies. So it is a warzone, it’s the Next World War, which many people are not aware of—many people aren’t aware that it’s actually going on, but it is going on, we know it is going on, right?
Geral Sosbee: Yes Ramola thank you these are secret technologies, we don’t know the full range of these technologies on human beings Some people talk about Voice to Skull—we don’t talk about that but I believe them when they say that.
Ramola D: Oh yes, because the patents exist, many patents exist, and there’s a history of development that’s also been revealed through the work of many whistleblowers who’ve spoken out and through some information as well from military documents.
Geral Sosbee: Yeah—now do you know a lady named Eleanor, White or something—do you know her
Ramola D: Yes, yes I remember, she had a website, and she put some information out online.
Geral Sosbee: Okay. Now many years ago, I read some of her material and she was very right on target. She made some points that I didn’t understand but now I am beginning to think she was right-on. She stated that these technologies could be used to stimulate parts of the body. So if this is true, then what these guys are doing, who work for the FBI they’re using technologies to stimulate people’s bodies or their brain or their private parts or whatever—what are they thinking? Where did this technology come from – and how extensive is the application that it has taken? These are the kinds of things that we would need Government to open up, Congress would have to not be cowards (Yes)–Congress has some cowards in Congress—that’s another impossibility to realize!
Rd: Or we may have to replace Congress with some less cowardly people right?
Geral Sosbee: We just..If I were in that position…I would stand on the floor until I collapsed and was exhausted to make sure that a law was passed to examine and open up and make public all of these kinds of technologies that our government is using against our own people. And when we talk about people today, everyone in the world today is our own people–because we are one big community today in the world.
Ramola D: Correct. Yes, absolutely. And I thank you for your commitment and integrity there, Geral because you are indeed one of the few and far between for having the conscientiousness to say that. We need Congresspeople like that, you know, who would care about humans—but they don’t seem to care, they seem to be quite happy to ignore what is going on, and to simply give the Intel agencies a free ride and let them do whatever they want and keep it all under cover and classified labels and Secrecy you know—and not look any further into these weapons which we have information on from you know the Joint Non Lethal Weapons Directorate, etc are pretty horrific there is a lot of information on the Bioeffects of these weapons, that information has been published, and as you say the weapons can affect the organs, can affect the nerves, the bones, and joints, and indeed can affect their private parts—and indeed targets, people who are targeted are reporting precisely that. They’re reporting being invaded in their private parts in their brains, in every part of their bodies and in their brains—people are reporting it, Mainstream Media is not touching it, and Congresspeople are ignoring it—that’s the state of affairs, the sort of sad and gory state of affairs today.
Geral Sosbee: You touched on something that’s important there, about Congress. I mean these people in Congress are making so much money, I mean they live in …I mean they’re not just making hundreds of thousands of dollars from their salary, they’re making money from their private investments in violation of FCC rules and insider trading—an example of that is Feinstein. Another example of an extremely corrupt Senator is Cornyn.
Rd: Oh yes.
Geral Sosbee: And one more thing that you reminded me of, and maybe you didn’t mean to but you did, and it’s this—if our government is doing this kind of thing to its own citizens, its own people—they’re going to be doing the same kind of thing to other civilians around the world, The United States is making a lot of enemies
Rd: Sadly, yes.
Geral Sosbee: If something like this is going on, they don’t like it I’m talking about ordinary people everywhere who see what this evil group of Intelligence agencies is doing—FBI, CIA, NSA, NSC, DOD all these different intelligence groups together—then that’s not good for our own national security

In contribution to the massive global cover-up of atrocities being committed on world populations today with electromagnetic weapons and neuroweapons in secretive, illegal, and repressive civilian-military operations, the German Ministry of the Interior blandly informed human rights activists in Germany recently they would not be receiving an official response to their latest letter of concern.
The letter in question, penned by two human rights advocates known to this reporter, was sent in to the German Minister of the Interior, Dr. Thomas de Maiziere, almost a year ago, and explicitly questioned the lapse in coverage–between the Ministry’s Second Threat Report published in 2001 and the Fourth Threat Report published in 2011–of “electromagnetic terrorism” conducted on civilian populations using these weapon systems.
The 2001 Second Threat Report of the promisingly-named Ministerial Commission for the Protection of the Civilian Population (Vierter Gefahrenbericht der Schutzkommission beim Bundesministerium des Innern), the letter’s authors pointed out, explicitly warned of the threat to public safety and the “increased use in the future” of this weapons system in actions of “electromagnetic terrorism.”
However, the 2011 Fourth Threat Report of the Commission failed to recall the continued threat posed by these anti-personnel microwave weapons being used to terrorize populations, and focused instead on nuclear EMP or Electromagnetic Pulse weapons and their threat to electronic and computer systems.
What may have occurred in the ten years between the reports to permit such an obvious shift in focus? Perhaps an extended and increasingly secretive use of microwave weapons by militaries and local law enforcement in criminal actions of domestic repression of world populations—which many are reporting today?
Indeed, the 2001 Second Threat Report stated clearly that high-powered microwave weapons were already in use by militaries, and seemed to suggest that threats to public safety accrued mainly from the possibility of such weapons being developed and used illegally by civilians, in sabotage or blackmail operations.
“In contrast to NEMP [nuclear electromagnetic impulse]-weapons, HPM [High-Power-Microwave]-weapons can be built relatively easily and without complex costs by civilians from commercial available components and used for sabotage purposes and blackmail. One already speaks in this context of electromagnetic terrorism which can lead to “a threat to public safety.” In the military sector, the utilizability of similar weapons is already achieved.”
The ease with which everyday microwave ovens can be converted into weapons, and deadly laser and microwave weapons can be scrambled together even by tech-minded teenagers and used on anyone, including next-door neighbors, was recently demonstrated avidly by Dr. Katherine Horton, former CERN high-energy physicist, in a Techno Crime Fighters Forum panel (Episode 18) online, where she analyzed and provided expert commentary on such amateur weapon-creation recorded on videos by over-eager yet under-educated teens and posted blatantly online at Youtube.
Proving thereby, that the threat of electromagnetic terrorism by random citizens or private groups—in addition to militaries–is most definitely already here, not just in Germany, but in every country where such electromagnetic components are available.
Further, the authors note, citizens have been coming forward both in Germany as well as elsewhere including the United States of America, to attest to the criminal use of electromagnetic radiation weaponry on their person—and its effects, inclusive of sleep-deprivation, bodily pain and damage, torture, and neural manipulation. Many have recorded radiation levels with meters, many have complained to police and local authorities. Yet no official investigations have been undertaken.
This, despite a resolution published by the European Parliament in 1999—B4-0551/95–warning of the results of the abuse of non-lethal weapons, and demanding a ban of weapons aiming at “the manipulation of the human nervous system” and stating that “the maintaining of secrecy in military research is to be counteracted and the right to openness and democratic examination is to be strengthened” (European Parliament’s resolution B4-0551/95, paragraph 21).
Interestingly, the misleading term “non-lethal weapons,” the authors note, citing informative papers by researcher David G. Guyatt and a doctoral dissertation titled “Non-Lethal Weapons in International Law” by attorney Dr. Hans Wolfram Kessler, emerged in first mention from secret documents of the CIA in the early Sixties.
The bio-effects of such weapons have been known for some time, according to both experts. The capacity of these “anti-personnel” bio-weapons and neuro-transmitters to effect both mind and emotion control of populations, as well as rapid disease-onset or death by inducing deadly medical conditions such as heart attack or stroke is also known.
In such a situation, they say, using state secrecy to keep these “innovative non-lethal weapons” hidden when they clearly offer an innovative means for serious crime–extreme domestic repression/control as well as lethal erasure of humans–runs counter to democratic ideals and should be challenged with steps taken to end such criminal use of microwave weapons on citizens.
121 reporting victims of assault with these weapons provided their signatures and information within the letter, which closed with an appeal to the Minister to investigate and address the crimes of electromagnetic terrorism being perpetrated on them, and an assurance that the Ministry of the Interior would be informed–and reminded of his responsibility to protect the civilian population from these crimes–each time one on the list of innocent victims died from their injuries.
The authors have also conveyed to this reporter that several who signed the letter have been experiencing repercussions by way of increased electromagnetic weapon assault for publicly signing and attesting to the testimonial of the letter, much in the style of the retaliatory assaults experienced by this writer succeeding the writing, signature-collecting, and open publication of the historic Memorandum to President Trump on Domestic US Torture Programs Running Under Cover of Surveillance—which, like this letter being evaded by the German government, remains unanswered by the Trump White House.
However, as both this writer and the letter’s authors are aware, such retaliation is to be reported publicly, and not permitted to function as deterrent to public exposure of these crimes, as apparently the perpetrators intend. Electromagnetic Terrorism in the Federal Republic of Germany/Suspicion of Murder with Electromagnetic Frequency Weapons
Mr. Minister,
The topic of this letter is the illegal use of so-called “non- lethal weapons”[1] against the civilian population of the Federal Republic of Germany.
Again and again, the concerned citizens have addressed the Ministry of the Interior directed by you – in vain until now. They didn’t receive any answer although the use of this weapons system is described in the Second Threat Report (Zweiter Gefahrenbericht) published by the Ministry of the Interior in 2001, explicitly warning from an “increased use” in the future as well as from a “threat to public safety” due to “electromagnetic terrorism”.[2]
Ten years later, in the Fourth Threat Report of the Ministerial Commission for the Protection of the Civilian Population (Vierter Gefahrenbericht der Schutzkommission beim Bundesministerium des Innern) dating from 30/05/2011, there is no longer any mention of a “threat to public safety” due to “electromagnetic terrorism”. The Threat Report solely refers to “dangers due to the (nuclear) electromagnetic impulse (EMP)”, which can disrupt or destroy electronically supported machines and systems (p. 31). A similar effect on modern electronics is attributed to high-power microwaves (ibid). This presentation – clearly shortened compared with the Second Threat Report of October 2001 – is incomplete and does not mention that specific beam weapons as microwave weapons, electromagnetic frequency weapons and laser weapons were designed to be applied and are in fact applied as anti-personnel weapons, as is demonstrated – inter alia – by the following article:

Hans Wolfram Kessler’s doctoral thesis “Nichtletale Waffen im Kriegsvölkerrecht” (Non-Lethal Weapons in International Law) proves that the beam weapons named above can be used as bioweapons, inter alia with the function of bioregulators influencing vital functions such as heartbeat, breathing, body temperature, moods and immune reactions.[3] Rapid forms of death such as heart attack or sudden stroke as well as deadly diseases such as cancer can be triggered on this basis – the great ‘advantage’ or rather the great danger consisting in the lacking detectability of an external influence, so that lethal applications of the beam weapons named above can be kept hidden behind allegedly natural causes of death.
Great potential is attributed to the military use of neurotransmitters by which almost every kind of human emotions can be produced artificially. Especially controversial are bioregulators which can potentially manipulate the mental state of the whole ‘hostile’ population.[4] The use of such anti-personnel bioweapons unequivocally violates current international law.[5] The national use of ‘non lethal weapons’, however, gives reason to grave concern, too: ‘Innovative‚ non lethal weapons’ open the doors to completely new methods of control, repression and torture.[6]
As evidenced by innumerable testimonies of so-called targeted individuals, the national use of ‘non lethal weapons’ is already reality.[7] The targeted persons are exposed to complete monitoring as well as continuous (24/7) electromagnetic terror and suffer from sleep deprivation, neurophysiological manipulations, sexual abuse, pains and serious health damage. Numerous concerned persons have addressed to local police stations or responsible law officers and have filed a complaint. Not a single case is known to us in which the authorities would have initiated investigations; the radiation exposures proved by the concerned civilians – among them exposures or gamma, laser and radar rays – were ignored. As soon as 1999, the European Parliament’s resolution B4-0551/95 warned from the results of the abuse of ‘non lethal weapons’, demanding a ban of any kind of weapon aiming at the manipulation of the human nervous system and stating “that the maintaining of secrecy in military research is to be counteracted and the right to openness and democratic examination is to be strengthened” (European Parliament’s resolution B4-0551/95, paragraph 21). The designation ‘non lethal weapons’ first emerged in the sixties in secret documents of the CIA.[8] Since then, the concealment of these weapons has been lifted to some degree, but essentially maintained.
Informations about non-nuclear EMP-weapons (electromagnetic-impulse-weapons) are largely inaccessible and are normally treated with the utmost secrecy’, as the jurist Hans Wolfram
Kessler writes in his doctoral thesis.[9] According to this policy of secrecy, civilians witnessing the illegal use of ‘non lethal weapons’ are in many cases placed under suspicion of psychosis or psychiatrized by force or subjected under legal supervision.
The 121 innocent citizens of the Federal Republic of Germany listed in the annex were or are victims of the illegal use of ‘non lethal weapons’.
Those still living are exposed to an acute danger.
It is suspected that those who are already dead were killed or driven to suicide with beam weapons. The list is by no means complete; only a small fraction of the relevant targeted individuals is known to us namely.
Mr. Minister, we call on you to see personally to the clarification of this outrageous “electromagnetic terrorism” (Second Threat Report) and to the identification of the perpetrators with firm determination. There may be no protection of secrecy for such serious crimes! Moreover, we expect concrete steps to be taken against the described manifestation of organized crime.
Each time one of the still living persons of the attached list will die according to our fear, we will inform you thereon, appealing to your responsibility.

CALL ON THE PARTICIPANTS OF THE G-20 SUMMIT 2017 IN HAMBURG
Ladies and gentlemen,
At present time you are investing billions of dollars, euros, rubles, yens, yuans etc. on the research of the functioning of human brain. You all compete in the development of weapons enabling remote control of the human nervous system, organism and mind. You have developed systems capable of killing people in large areas of the planet or producing pains and sicknesses in them, damaging DNA of evolving organisms, altering people‘s states of mind, their emotions and even thoughts. At the same time you are hiding the existence of those weapons from your citizens by subjecting them to your National Security Information legislations while training operators of those weapons on unwitting citizens of your states. While claiming to promote democracy, human rights or humanism, you have created a world, where human freedom, human health and human life have no protection whatsoever against attacks committed by your own agencies. Even the political or democratic events in your countries can no longer be trusted, due to your secret possession of those weapons.
Should you continue in the policy of secrecy of those weapons the world will be developing toward a new totalitarian system, where citizens will have no defense against mental or physical cruelty of their governments.
Therefore we call on you to declassify those weapons, to create legislations which would protect the citizens of your countries against such attacks and to create agencies, which, in cooperation with human rights organisations, would detect energetic attacks on your citizens and search for their sources.
You are defending secrecy and classification of those weapons by the possible war that may erupt between some of you, but it only proves again that your desire for power outweighs your proclaimed effort to promote democracy or to search for stability and security in the world. Your inability to establish reasonable, polite and non-violent relationships among yourselves again proves that at least some of you (especially the USA) are seeking a totalitarian power in the world. As a writer and human rights activist, I cover issues related to the illegitimate targeting and surveillance of innocent citizens and activists on my website, The Everyday Concerned Citizen, and in the three years of my attention to and research on this issue, can tell you there are extreme violations of basic human rights, civil rights, and individual liberties occurring today, all over the USA, UK, Europe, and indeed the rest of the world, thanks to global agreements between Intelligence and Security agencies, all in the false name of “National Security,” public safety, and combating terrorism. While estimates vary, the total number of those targeted, from an ex-CIA scientist who helped develop some of these neuroweapons currently being used on the populace, is about 10,000 worldwide, with about 2,000 in the US alone. Others estimate from 15,000 up to 300,000 worldwide.
There is much information online, including at my site, on the nature of these deadly radiation weapons and classified neurotechnologies which are being rampantly used, operated, and discharged on the bodies of marked activists and citizens by out-of-control Intelligence agencies, ruthless Defense contractors, and unethical Departments of Defense.
Please take the time to research this subject carefully to understand that there is a deliberate cover-up in action here: governments and Intelligence agencies are taking great care to cover the inhumanity of their abuses by working with Psychiatry to get all complaining victims diagnosed as schizoid, paranoid, and delusional, and in some cases, committed.
The bottomline is: these weapons are deadly, even as they are euphemistically named “non-lethal”, and the use of these weapons on humans is purely and simply inhumane. No reporting victim has contended that the experience of assault on their persons with these weapons is anything less than torture.
I speak from personal experience; since late 2013, when I wrote to my Senators Ed Markey and Elizabeth Warren, my State representative Tackey Chan, City Council members and the Mayor in Quincy, Massachusetss, where I live, about tree damage in my neighborhood and its putative relation to the chem trails I could see criss-crossing the sky over Quincy, and shortly after I spoke out to a School Board member at my daughter’s elementary school about the inadvisability of extra childcare fees for a Parent-Teacher conference, I have been targeted, surveilled, and assaulted in the most extreme of ways, which parallel Dr. Horton’s experience quite closely. I too have been sharp-shot with RFID chips, subjected to pulsed microwave radiation and Doppler radar assaults from satellites and drones, laser attacks from helicopters and ground vehicles, and non-stop surveillance and tracking and high-powered electromagnetic weapon assault in my own neighborhood—with my neighbors persuaded by Homeland Security to assist in this homicidal assault on my person–and a vile defamation campaign run by these so-called “counter-terrorism” personnel in my own community. My attempts to gain information and redress by appealing to various Government agencies, federal and local, have met with stonewalling and obfuscation. It is a disgrace to the Quincy City Government, the Mayor of Quincy—Thomas P. Koch, the Quincy Police, the Massachusetts State Police, and the Massachusetts Fusion Center that these gross human rights abuses should be taking place—clearly inclusive of their involvement—in their own community, when they are sworn to protect the citizenry and uphold the Constitution. It is also a disgrace to the Senators named above in Massachusetts whom I have appealed to, who have utterly failed to respond. (I have not given up, and aim to further appeal and publicize my own case shortly.)
Truly, the most upstanding and community-minded and civic-minded citizens today are being singled out for organized stalking, non-consensual experimentation programs, field testing of electronic weapons, character defamation, intimidation tactics from the new COINTELPRO, ruination of their social and personal lives, and terminal assault with deadly radiation. These are serious crimes. The criminals running these programs should be outed publicly, put on trial, and convicted.
It is clear to many of us that such programs could not exist without the determined “turning a blind eye and deaf ear” by elected representatives and appointed personnel, and without the control of mainstream media by the barbarians at the helm of this foundering ship. It is also clear that the extreme nature of these abuses cannot stand: humanity will not stand for it. The truth of these abuses is steadily trickling through into the educated world, and however powerful the world shadow government filled with nefarious secret societies may imagine it is, these abuses will be fully known, fully condemned, and fully addressed one day.
I would like to remind you as well that all those in positions of power today supporting these barbaric programs of disposal of human lives will one day be remembered for their infamy and inaction; please don’t join their ranks. Please stand up for our common humanity today, take a stand for decency, normalcy, sanity and a simple brotherly spirit between nations and people: do what is right, do what your human heart would have you do, do your part in exposing and stopping these terrible, illegitimate, and barbaric assaults on Dr. Katherine Horton. As a German citizen, she warrants your protection and support; hers is an appeal to conscience and to humanity: please heed her appeal.

Dear Dr. Otto Lampe,
I am writing a letter of support for German citizen and particle physicist Dr. Katherine Horton who has reported systematic abuse by electromagnetic weapons and harassment.
Historically, it is well documented that both the United States and Germany have engaged in unethical non-consensual human experimentation. As you may be aware post World War II the United States recruited Nazi scientists through operation Paperclip where they were assimilated into government positions.
The United States (U.S.) engaged in government-sponsored radiation, biological, and chemical warfare experiments from World War II into the twenty-first century. The U.S. also engaged in behavior modification programs such as Projects Chatter, Bluebird, Artichoke, and MKULTRA and others which were often interwoven with radiation experiments and research on chemical and biological weapons.
In Senate testimony transcribed in Human Drug Testing by the CIA, 1977 (page 90), Dr. Geschickter described research with radar directed towards monkey brains to see if they could be put to sleep. This MKULTRA Subproject 62 was conducted at the National Institutes of Health by Dr. Mailtland Baldwin, a neurosurgeon. A Subproject status report states that, “certain kinds of radio frequency energy have been found to effect reversible neurological changes in chimpanzees.”
This early experimental research under Project MKULTRA is considered the foundation of non-lethal weapons programs that are currently active. There is abundant evidence in the public domain that non-lethal weapons research is ongoing and funded annually in the tens of millions of dollars, or more.
Given the fact that chemical and biological weapons, behavior modification drugs and radiation have been tested on non-consensual civilian populations; and on-going complaints of electronic harassment by U.S. and foreign citizens, it is possible or even likely that non-lethal weapons are also being tested on unwitting citizens. With the advent of the U.S. Brain Initiative, Europe’s Human Brain Project, and the Human Genome Project additional complaints are emerging about non-consensual human experimentation with other technologies such as neurotechnologies.
Project MKDELTA was a special procedure designed by the CIA to oversee MKULTRA research conducted abroad in the 1950’s. MKDELTA funded the use of biological materials for harassment, discrediting or disabling purposes. COINTELPRO was a series of covert projects aimed at surveilling, infiltrating, discrediting and disrupting domestic political organizations and individuals that the FBI deemed subversive. Similarly, Zersetzung, which is well documented, comprised extensive methods of control and psychological manipulation against subversives.
In the United States, over 300 victims alleging on-going non-consensual research wished to offer comment to the Presidential Commission for the Study of Bioethics Issues (PCSBI) meeting of May 18-19, 2011. Due to overwhelming response only 19 victims were allowed to testify, however statements were submitted by victims to the PCSBI. Additionally, in January of 2016 approximately 60-70 victims submitted approximately 90 public comments to the Department of Health and Human Services regarding proposed changes to the federal policy for the Protection of Human Subjects.
In March of 2016, the Minister of National Defense for Poland Antoni Macierewicz received a question from a Polish citizen who asked [translated from Polish to English] “Does Poland have a strategy in regards to illegal experiments, that means the testing of electromagnetic weapons on Polish citizens?” To which he replied [translated from Polish to English] “Right now we are doing an analysis to identify where people who complain of such ailments and situations are located. I think in about 6 months I may be able to tell you more in regards to these matters. But from the limited information that I have received, the regions of South West (Lower Silesia) and North West Poland are where most of the complaints are coming from.” See
Complaints by citizens such as Dr. Katherine Horton warrant consideration and investigation based on historical facts; on-going research into non-lethal and directed energy weapons and other technologies; as well as similar complaints by other citizens of Germany, Poland, the United States and other countries.

In a breakthrough historic and supportive move on a Talkshoe call-in show last week—and a first in terms of notable public figures publicly acknowledging covert targeting with electromagnetic and neuro-weapons as real–NSA whistleblower powerhouses William Binney and Kirk Wiebe stepped forward to announce their support, concern for, and distinct plans to assist the entire community of “Targeted Individuals” in the United States and worldwide.
Informed observers will know that “TIs” –often outspoken people of integrity in their communities who become the targets of wrongful surveillance–have long sought redress through civil liberties and human rights groups for their experience of long-term, continuous, and profoundly inhumane remote assault with radiation and sonic weapons, directed-energy weapons (also labeled “non-lethal” weapons), and classified technologies, as well as community slander, stalking, and psychiatric discrediting in what many have suspected are clandestine and illegal programs of biometric surveillance, COINTELPRO, and non-consensual weapons-testing and neuro-experimentation.
(While data continues to trickle in, it is currently estimated by various activists that there are up to 10,000 Targeted Individuals in the US and guesstimates of up to 30 million worldwide.)
The call was hosted and arranged by activist and Talkshoe host, Ella Free, a media-savvy activist from Oregon with training in broadcasting from Juillard, a career background in fashion-modeling and advertising from New York and California, and a warm and generous persona well-suited to putting her guests and callers at ease on the supportive call-in show she hosts twice weekly for those being wrongfully assaulted by classified technologies and radar/microwave surveillance devices.
This particular late night show garnered a lot of interest among TIs nationwide with 211 callers, 87 live participants, and 160 downloads (and hundreds more since the first week) of the nearly four-hour long show, which is still online at Talkshoe and can be accessed here. Ella Free, a long-time foster-mother and currently adoptive mom to three siblings offered an intellectual probing of NSA surveillance and security issues yet projected a warm and nurturing tone to the conversation which felt like it was taking place under mellow lamplight in a family living-room, with both illustrious guests seemingly as candid and eager to talk as the many callers who offered their appreciation and support.
In consequence, both Mr. Wiebe and Mr. Binney offered quite candid retrospectives of their experience at the NSA post 9-11, of uncovering illegal programs of surveillance violative of the US Constitution, more vivid in many ways than previous national reportage on these subjects (more below).
Proving the Reality of Remote Radiation Targeting, Tracking, and Assault
When asked how they had heard about the darker programs of targeting, Bill Binney said he had been introduced to the phenomenon of “Targeted Individuals” when he was invited to give a talk in Brussels at the Covert Harassment Conference in 2014, by well-known Swedish mind control activist Magnus Olsson, and heard the testimonies and talks there by several speakers. Kirk Wiebe said he was first informed about this kind of abusive targeting by Phil Marie in Connecticut, host of the Wheel of Freedom radio show, which has featured several NSA whistleblowers including Kirk Wiebe, Karen Stewart, and Thomas Drake.

Mr. Binney, who assured his audience his and Mr. Wiebe’s over-40 years of experience with data analysis, crypto-mathematics, and scientific process is being brought to bear on this task, is seeking to prove to an all-too-under-informed world the absolute reality of assault with remote radiation neuroweaponry in our midst and described his plan to do so.
“Kirk and I have agreed to look at data that is being compiled by other TIs–and they’re looking at the community around the world and trying to gather information. Here’s what we’re attempting to do.
We need to have some kind of irrefutable process to prove what kinds of things are happening …and what the consequences are and how it’s affecting people. So we want to collect all the symptoms people have–not emotional or feeling, but just the basic facts–what is happening and exactly what it is, not burying it in any kind of emotion, but assembling the basic facts—on specifically how they are affected.”
The next step, he says, comes from “assembling information from publications and so on from the government—on non-lethal weapons that are being developed, and the kinds of consequences that can accrue from these kinds of weapons–and then we’ll be matching one with the other… putting together ways and means of looking at the spectrum within which these devices operate, and seeing how it will be possible to detect and verify that these things are occurring.
And then finally, we’ll try to put together recommendations on how people should proceed, to try and prove what is happening with them specifically with compiled evidence–in such a way that you can bring the evidence into a court of law, without emotion, a straightforward means of documenting events and happenings and evidence. We’re trying to use the discipline that we use for our data analysis, the kind of process that Kirk and I have experience in for over 40 years–trying to put it in this kind of scientific process that would be demonstrable in a court of law.”
Concealed High-Tech Side of NSA Surveillance: Remote Brain Targeting
Offering supportive responses to the many callers who thanked them for their courage in standing up for TIs, as for instance, a man from Florida, who informed them his teenage sons were also targeted, and said, “It takes courage to stand up to a government out of control,” Kirk Wiebe responded to a question by long-time activist Todd Giffen on what they knew of NSA’s more high-tech satellite tracking capabilities. Todd remarked he had done much investigative research, and had documentation to prove his case yet lacked funding and lawyers, to which Wiebe responded:
“We understand the predicament you are in, we have been in similar situations–just because we haven’t seen it at NSA or CIA doesn’t mean a doggone thing…NSA and CIA work in compartmented areas, or on a Need to Know basis. We do know government has a history of experimentation against people, and the DOD has authorization to conduct experiments on people, some with consent, some without consent–they have the power and the money to deliver all kinds of electronic methods against people. We need to do some correlation as a group. Thank God we have people like you.”
Todd Giffen, who created and runs the informative websites, obamasweapon.com, and drrobertduncan.com, had pointed out that although much information now exists, thanks to Snowden and other whistleblowers about “the low tech side, the fiber-optic bulk acquisition through telecommunications,” we don’t hear at all about the high-tech side, and space capabilities, which he said Russell Tice has spoken about. He mentioned satellite technologies, remote electron spin resonance scans, 3-d holograph scans from military satellites, as well as remote brain scans—described in Malech’s patent of 1974—and through-wall surveillance technology. From his experience of time spent at Oregon State Hospital, he mentioned also that he had seen “security audio and video of staff spying on people, doing a full brain scan.” Bill Binney responded that he could only say he knew of “some of the capabilities they have, but nothing of the nature of what you’re talking about–I’d like to see documentation.”
Todd Giffen suggested they might look up “military radar MRI,” technology which has been around for 40 years, which, he says, is being used now for counter-Intelligence, to torture people who have witnessed Government crimes. In comment, Todd adds, “In fact, military radar does MRI, and all MRI machines are adapted from military radar/satellite tech.”
“Targeted Individuals” Call in With Information on Covert Brain Targeting and Directed-Energy Weapons Assault
Other notable callers to the show included David Voigts, former US Navy officer who has been walking across America to raise awareness about Targeted Individuals and the covert human-machine-interface program experimentation he says they are being subjected to, Dave Case, an electronics engineer who said he was targeted following an invention on photonic processes he tried to patent, and who offered a countermeasure to beat the tinnitus and induced brain damage from continuous Remote Neural Monitoring, James Lico, another long-term activist who spoke about radar tracking from satellites and directed-energy weapon use from neighbors, and Rosanne Marie Schneider who has compiled much useful information in a book titled Surveillance, Torture and Control in the Modern World, and offered advice on toxicology analysis and SCADA analysis, methodologies she noted of determining the content of radio-frequency nanotrancievers in human bodies, related to targeting with remote surveillance radar.
Additionally, various callers called in to report the traumatic and deleterious effects of the abusive targeting they are currently experiencing, with a few in tears as they reported round-the-clock assaults with directed-energy weapons that cause all kinds of damage to health including radiation burns, tinnitus, hypertension, organ damage, electric shocks, painful remote neural monitoring, and EMF attacks on their children. Callers expressed outrage and distress over the use of covert weaponry in a program of 24/7 surveillance which is apparently being hidden glibly by our Surveillance State as rightful “surveillance,” under false cover of a blitz of National Security Letters to communities, local vigilanteism, and wrongful secret charges of Patriot Act/Freedom Act-extended “terrorism” and “espionage”.
Non-Consensual Neuro-Experimentation
David Voigts
Ex-Navy Officer and whistleblower David Voigts, introducing himself, mentioned his Naval training as a systems engineer specializing in Nuclear warfare and Electronic warfare, where he had learned that a covert program of non-consensual neuro-experimentation with brain-computer interfaces was underway and ruining the lives of thousands of people across America and worldwide. As a whistleblower, he intimated, he too had had to weigh his own options of disclosure; the path he chose was to find a way to have himself be targeted or entered into the program, so he could work from the inside to speak out and reveal its existence.
Dave Case, an electronic engineer who said he tries to come on as many calls as he can and offers his invention freely as a countermeasure to help targets defeat the remote brain link and sleep better, explained both his targeting and his invention: “I tried to make a photonic processor and a photonic memory system–I was attacked by an agency with very high technology–ringing tinnitus in my ear absolutely destroyed my life. My countermeasure helped 29 people reduce or eliminate tinnitus.” He said he learned “that a patent on my photonic processor already exists and it’s called National Security, that’s why I was targeted, I have documentation of a NSA lawsuit.”
Describing the system of remote brain targeting, he said:
“NSA Signals Intelligence uses remote brain stimulation for Remote Neural Monitoring and Electronic Brain Link–what my invention does is jam the spectrum they are using, it’s called a bio-relevant feedback loop. If you target a individual, you have to get their heart rate, their body temperature, brain waves, many sets of data, and I believe they’re using the GPS signal as a main carrier and these photonic processors in a magic tree formation and they’re using this to target a large number of individuals…they are using the skin as a transducer, in other words, the skin is transforming a higher frequency to an audible frequency.”
Questioned by Kirk Wiebe about the audible frequency, he said “it is a range of about 5 khz to 35 khz,” and that his countermeasure created a signal played via CD and headphones that “contaminates the bio-relevant feed-back loop and breaks down the loop and then the brain is free from brain-link and your brain is allowed to heal—because they’re actually damaging the brain, they are interfering with the brain chemistry.” Both Binney and Wiebe expressed interest in hearing more and in working more closely with Mr. Case.
Other callers included one from Tomo Shibata, an activist in the Bay Area working on setting up class-action lawsuits, one aimed at the American Psychiatric Association for permitting and creating the duplicitous superstructure for psychiatrists to issue wrongful diagnoses of paranoid schizophrenia for all those reporting remote electronic assaults with EMFs. She reported that initial conversations with the Electronic Frontier Foundation, a civil liberties group, had been encouraging, with EFF suggesting they might get involved as co-counsel.
Another caller mentioned the need for scientific and technical expert assistance with measuring, documenting, and proving the reality of assaults with electromagnetic weapons. In both cases, Mr. Wiebe was encouraging and helpful, offering advice and contact information for people he knew who might be able to help, and stating that their survey project was intended to lead to eventual identification of the right scientific and medical team, who could assist further.
Notably, one caller asked if Snowden may have downloaded a document covering this EMF targeting, and Kirk Wiebe mentioned the names of journalists Glenn Greenwald and Barton Gellman among those in charge of Snowden’s 1.5 million-document cache as the right people to ask about this. Bill Binney mentioned the difficulties in parsing through such vast amounts of data, including the need for unique descriptors and keywords. The book, The Sorrows of Empire: Militarism, Secrecy, and the End of the Republic (The American Empire Project) by Chalmers Johnson, a historic treatment of the rise of the US military/Intelligence state was recommended by another caller.
“Scrapping the Constitution in Secret and Creating a Secret Government Within the Government”
The framework for this call of course was Ella Free’s interview with both high-profile whistleblowers, whom she had first contacted in relation to possible shows with Sean Stone, actor, TV producer, and documentary film-maker (and son of Oliver Stone), featured in Jesse Ventura’s show, Conspiracy Theory/Brain Invaders, with whom she had struck a connection after reaching out to him on social media.
Re-living their own experience at the NSA just around the time of 9/11 offers startling insights into the atmosphere and secrecy of covert government programs originating at that time.
In describing his own latter work supporting Bill Binney’s efforts to extract “nuggets of Intelligence gold” from the vast cache of data available on the Internet, Kirk Wiebe, retired Senior Analyst at the NSA said he was “appalled that NSA completely ignored what Bill had done in that effort and left the ballgame to private industry, no doubt to curry favor financially after that—it’s part of a normal tradition for senior government workers: they leave government life and take lucrative jobs with private contractors essentially, so money took a fair amount of importance at the cost of American lives–money took precedence over normal lives.”
Turning the System Loose Against Americans
An important question posed by Ms. Felder was: When did these whistleblowers first realize the lack of integrity in the NSA and notice violations of the Constitution?
Kirk Wiebe narrated how a sudden storing of servers in the hallway and being kept out of “sensitive discussions” at a meeting helped raise suspicions that something at the NSA wasn’t quite right. Confirmation came, he said, when the contractor Bill Binney was working with “was asked by NSA authorities to begin using some of the tools Bill had put together for analysis, to look at the private data of American phone calls, in other words, US citizens, even though they hadn’t done anything wrong. And that contractor asked Bill: Bill, do you realize what they are doing…they are turning the system loose against Americans.”
“And of course when you hear something like that, that’s the worst thing possible. And it had been drilled into our heads that one does not spy, and turn the machinery of spies against the American people. We had gone through that kind of illegal behavior in 1975. Severe penalties were put against the NSA, two Congressional Intelligence committees were set up to make sure it never happened again—and here we are in the 2000s now, years later, and the Intelligence committees are actually in bed with NSA, they act in concert to protect what NSA is doing, rather than doing the oversight for the American people that they were empowered to do in 1975. What an utter catastrophe for privacy and freedom in the United States.”
Bill Binney picked up the narrative:
“Of course I discussed it with Kirk–we couldn’t stay there and be accessories to all these crimes they were committing. They were scrapping the Constitution in secret and creating basically a secret government within the government–and they got it by bringing in initially only 4 people from Congress: Chair and Ranking Member of the House and Senate Intelligence Committees; on the House that was Porter Goss, Chair, and Nancy Pelosi was the Ranking Member. And (Bob) Graham and (Richard) Shelby were Members on the Senate side. They brought those 4 people in on the 4th of Oct, 2001, and gave them a briefing on it, they were not allowed to bring any staff or talk to anyone about it and they all agreed to these programs at that time–and at the same time they got briefed on all the torture programs and such out of the CIA. Once they agreed, you see, they were now co-opted in, they had to defend the programs in their respective Houses of Congress.
“At that point we decided we couldn’t stick around for all this and we had to get out there as fast as we could. It took us two and a half weeks to get out of the place.”
Bill Binney also notes that since he knew all the leadership at the NSA, since he was, himself, in a top management position, working for the Deputy Director, NSA, he “didn’t think it was necessary to talk to them because they were all committed to this–obviously their orders came from the White House. I mean, Richard Nixon got impeached for a fraction of what was happening today. It was obvious to me it was pointless to talk to them, we had to go directly to the Congressional Committees–it was their job, their charter, the Committees were created to protect against this, but you see, we didn’t know that the leadership of those Committees were both committed to this–so that was a pointless effort.”
“And Diane Rourke was the one we went to initially, she attempted to try to get it across to them, she wrote internal memos about it too at that time, this was late 2001, early 2002–but that didn’t work–after that we attempted to go to the third branch, the Supreme Court, get a meeting with Chief Justice Rehnquist at the time.” He details, interestingly, how this effort was conducted through social connections. “We were going outside channels, because we knew that channels would stifle it—but that didn’t work at all either–eventually we complained to the DOJ and DOD Inspector Generals, and also some members of Congress—but after that, that’s when the FBI and the DOJ attempted to falsify evidence to indict us–the only reason they didn’t was we caught them at it, and we had evidence of malicious prosecution, and they dropped us like a hot potato at that point.”
Sabotage, Framing, Fabrication, Blacklisting
Discussing his program Thin Thread at NSA, Bill Binney emphasized that filters it used to detect threats focused primarily on known targets, identified through zone-of-suspicion graphing via specific social media activity, and excluded Americans communicating with Americans unless a known target was involved, but these filters, among others, were dropped, as the more sweeping and less-focused Trailblazer was adopted instead.
Kirk Wiebe recounted how “after we left the building, we decided to get together with Ed Loomis (Senior Computer Systems Analyst) who also managed that research with Bill at the NSA” and use typical court-procedures based on probable-cause information to apply to their own data analysis of high volume digital communications, for clients such as the CIA and DHS, in ways that did not violate the Constitution or the Fourth Amendment.
This was repeatedly sabotaged:
“Every time we succeeded we were shut down…even though we were demonstrating success with several clients, including DHS and Boeing Corporation. Contracts were terminated….When I spoke to a senior executive at Boeing and showed him a basic graph (how) we would protect the IDs of innocents, he said ‘Nobody cares about that!’–and this guy had high contacts in government. And Bill and I were appalled to hear that response–‘Nobody cares about that.’ That was a rude awakening for me, finding out that your government didn’t really care about the Constitution and the rights of the people.”
Bill Binney also notes, about the heavily-redacted DOD Inspector General’s report (following whose release the FBI raided the homes [on the 26th of July, 2007], of complaint-signers Binney, Wiebe, Loomis, and Roark simultaneously) investigating their complaints of fraud, waste, and corruption at the NSA: “The IG report is redacted because it catches them in all their lies—the corruption, the fraud, and the waste.”
Then-insider NSA official Thomas Drake, instrumental in the research and creation of the IG Report, was also raided, six months later. In both cases, Binney notes, fabrications and wrongful attempts to tie them to wrongdoing were evident: “It’s framing people. That’s basically what they tried to do to us, to fabricate evidence to convict us, to put us away for thirty-five years just like they tried to do with Tom.”
Binney notes that after three times of being charged in this way after the FBI raid, Binney and Wiebe unloaded all their evidence (on a known-to-be-tapped phone-call to Thomas Drake) so as to inform the tapping-in FBI they would sue them for fabrication of evidence and malicious prosecution if they tried to indict them, not long after which, unsolicited, they were quietly provided letters of immunity by the Department of Justice and the charges dropped.
The point to be made here, Mr. Wiebe stressed, was that the NSA sought desperately to make examples of Thomas Drake as well as these whistleblowers, suspending clearances, stooping to fabricate evidence in attempts to “put the fear of God” into any future whistleblower, and punish them.
Bill Binney stated that taxpayers were being bilked out of hundreds of billions of dollars by the NSA, where a steady pipeline runs from the non-solving of the problem to keeping contractors contracting and profiting. “What they’re doing is cover up the biggest swindle the world has ever seen.” The vision statement for the NSA that Binney provided to Thomas Drake’s campaign ran: “Keep the problem going, so the money keeps flowing.”
Consequences outside these charges also persisted; Binney mentioned being warrantlessly wiretapped and blacklisted, so neither could obtain further employment in their field and continue to use their security analysis expertise in service to the nation. “The FBI would come behind us and say we’re investigating these people,” so job opportunities and contracts fell through. Thomas Drake, as well, was subject to these attempts at complete career destruction.
Were these the country’s most high-profile Targeted Individuals themselves then? Blacklisting and employment sabotage along with character ruination in the community, TIs know, are hallmarks of the inexplicable assault on their character and integrity. Both whistleblowers aver commitment to exposing government wrongdoing. “Now the target is to get the word out on how the government is shredding the Constitution…we’re not even able to get redressal in the courts.” Kirk Wiebe mentioned the case Jewel vs the NSA in the 9th Circuit Court, as the only case that is still ongoing, that might offer some hope.
The recently-released films, A Good American and Oliver Stone’s Snowden, Bill Binney recommended, are means for letting Americans see more clearly “what kind of evil government we really have”.
Intelligence Agency Exemptions from Whistleblower Protections & Government Audits: “A Set-Up For Corruption”
Very relevant to the issue of covert targeting and covert electronic surveillance today are the issues of blanket exemptions for Intelligence agencies, who don’t have to protect whistleblowers, and are permitted to keep all their expenditures hidden, even from Congress, by dodging audits.
Kirk Wiebe notes, “There are laws to protect whistleblowers everywhere in government except the Intelligence Community—so we’re exempted, and I wonder why.”
Bill Binney points out also that “NSA and Intelligence agencies are exempt from auditing by the US government…Which means, as Head of NSA, you get 10-15 billion dollars a year to spend, and no-one checks to see where you spent it…it’s a set-up for corruption and that’s exactly what’s going on.”
Kirk Wiebe marked the inexplicable refusal by Congressional Committees to address NSA corruption, surveillance over-reach, and denial of rights:
“While we’re helping educate the average person about these issues, we’re making no headway in the political arena. We’ve been invited to the Hill to talk to Congresspeople but nothing changes, and we’re never even invited–we have testified before the Council of Europe, in the British Parliament, the Austrian Parliament, and other EU Parliamentarians–but not once have we sat down with a Committee of Congressmen to discuss what we could bring to the government in the way of fixing what is now a Constitutional crisis of mass surveillance and denial of rights–never once.”
A rejoinder from Bill Binney caps the irony here of Intelligence Committees failing to gather intelligence:
“I also testified to the German Bundestaag, and the Intelligence Committees of the US government sent representatives over to listen–I looked at them and said, you know I’m only just 20 miles up the road, why don’t you give me a call, I’ll come down. Instead, they sent them all the way to Germany, Berlin to listen to my testimony–that tells you the kind of corruption and insecurity involved in our own government.”
Deeper and Darker NSA Today: “A Raft of Failures”
To Ella’s closing question about their thoughts on the current NSA, whether they think it’s gotten better, or just deeper and darker, both former NSA officials indicated the latter.
Bill Binney said “They like to stay deeper and darker…They left vulnerabilities in place in source code for years and permitted exposure of data, leaving everyone in the world vulnerable to attack–and that’s how the OPMs got hacked, millions of citizens applying for clearances…and now they’re using this information that we are being attacked to drum up much more money for Cybersecurity.”
Direct in his assessment, he spelled out: “It’s a process of trying to swindle money out of the population–so it’s been a swindle all along with these Intelligence Communities and Committees. This is what Eisenhower warned about–the Military-Industrial complex—now, it’s the Military-Industrial-Intelligence complex.”
Kirk Wiebe pointed to the inefficiencies of massive bulk collection of data, and NSA’s inability to stop terrorism:
“The other thing I would add, Ella, is it’s shocking to hear of attacks in Paris, Brussels, the shootings, it’s been a raft of failures—NSA failed to stop any of them, that is shocking–the only reason NSA exists is to stop threats and they’re failing miserably, and every year they ask for more money, and more access to data, and they continue to argue that they are failing because they don’t have enough, but no, they are failing because they are dying on too much data–they can’t pick out the needles from a monstrous haystack–this lunacy of getting more and more about innocent people is ridiculous; we need to focus on getting data only from those with most suspicion of committing terror on people.”
Care and Concern For Those Being Targeted, Tortured with Remote Radiation Weapons
Outstanding on this call, which commends itself for so many reasons, and should be listened to by any and every citizen worldwide with an interest in the truth, human rights, and humanity, was the true concern and kindness evinced by both Kirk Wiebe and Billl Binney, who frequently said, “I wish we could do more to help all these people,” “Someone had to do something,” and “We are going to get this addressed.” Interviewer Ella Felder’s care and concern, as well, to support and connect all callers shone through.
Considering that the issue of Targeted Individuals and remote attacks with radiation/psychotronic/Mind Control weapons—much maligned, lied-about online at places like Wikipedia, Rational Wiki, (and, surprisingly, even the moderated Comments section at The Intercept), clearly propagandaized by mainstream media, including stalwarts like the New York Times—has been suppressed, repressed, and kept covert for decades now (all in the service of “National Security”?) this public endorsement by these two whistleblowers of integrity and conscience seems to represent a huge step forward both for “TI”s and all of humanity.
Ella Free spoke truly for all being covertly assaulted worldwide, no doubt, when she mentioned the relief of TIs at finally being recognized: “We are beyond grateful.”
Robert Duncan, author of Project Soulcatcher, and cybernetics expert who has spoken out about covert military and Intelligence “mind-hacking projects” marks the moment rather portentously for the world on Facebook: “You have the right team. You have embarked on an important and remarkable journey. The world will never be the same. Innocence will be lost.”
Information for Those Being Targeted
The team working with both whistleblowers to collect information and documentation is being led by Cait Ryan, Director of US CACH, United States Coalition Against Covert Harassment.
Those targeted, both here in the USA and worldwide, are advised to patiently wait for the Survey which will be sent out soon, via listservs, Facebook, websites, and other means, and which will offer a precise framework to send in the details of their targeting.

Stay tuned, as this massive establishment cover-up of covert targeting with stealth weapons worldwide continues to unfold. One more blow for the global totalitarian Surveillance State? Let’s hope so.
Please take a few minutes to read this detailed, harrowing account by The Bureau of Investigative Journalism of the covert torture sites–“blacksites”–used by the CIA (in places like Thailand, Poland, Lithuania, Romania, Afghanistan) over the last 15 years, and the gruesome practices of torture, euphemistically labelled “enhanced interrogation” techniques that Agency officials, guided by overpaid psychologists, used on the individuals they detained and abused. Note the extremely bizarre lengths gone to in order to evade exposure and questioning by media, circumvent international treaties and laws, duck under national laws, and create “cover” or “color of law” for their actions.
It is especially important to understand what the CIA has been doing covertly that it has been forced to reveal– because other things they are doing covertly are yet to be “officially” revealed. Covert Actions, which include MK ULTRA-Extended Mind Hacking Human Subject Experimentation targeting thousands of individuals in the USA and worldwide,as attested to by CIA/DoD scientists,are continuing today in the USA and abroad.
It’s troubling to read accounts like this, but it forces us, as Americans, as citizens of the world, to understand more clearly what extremes of abuse and torture are being committed in the name of National Security, Intelligence, Counter-Intelligence, and Counter-Terrorism by our Secret Services and Intelligence and Security Agencies–who spend a lot of time wearing an innocuous face in public. If we do not take on board the atrocities being committed — in our name, ultimately, and with taxpayer money — we will continue to turn a blind eye to what they are doing, and continue to give them enormous power as Agencies to be feared and let alone.
Fully realizing, in all consciousness, the extent of the abuse they are engaging in — one cannot but experience a supreme revulsion — must force us to take action.We must come to a point, collectively as a nation to ask: Who are these secret agencies? How can they possibly engage in such outrageous abuse? Who are they accountable to? Who pays their salaries? Why are we permitting them to engage in Any kind of covert action at all? Do we really want to live in a country where we permit a powerful, moneyed Agency to run Black Ops, Covert Ops, Clandestine Ops–both here in the USA and abroad, on covertly-targeted citizens and others–in order to fine-tune undisclosed and “innovative” Torture Technologies, such as No-Touch Torture, as detailed here by Dr. Robert Duncan, in our very midst? Or do we want to wake up and demand Full Disclosure to the Press and Immediate Termination of all their Covert Electronic Torture Experiments on the American and global public?

“In spring 2003 an unnamed official at CIA headquarters in Langley sat down to compose a memo. It was 18 months after George W Bush had declared war on terror. “We cannot have enough blacksite hosts,” the official wrote. The reference was to one of the most closely guarded secrets of that war – the countries that had agreed to host the CIA’s covert prison sites.
Between 2002 and 2008, at least 119 people disappeared into a worldwide detention network run by the CIA and facilitated by its foreign partners.
Lawyers, journalists and human rights organisations spent the next decade trying to figure out whom the CIA had snatched and where it had put them. A mammoth investigation by the US Senate’s intelligence committee finally named 119 of the prisoners in December 2014. It also offered new insights into how the black site network functioned – and gruesome, graphic accounts of abuses perpetrated within it.
Many of those 119 had never been named before.
The report’s 500-page summary, which contained the CIA official’s 2003 remarks, was only published after months of argument between the Senate committee, the CIA and the White House. It was heavily censored, while the full 6,000-page study it was based on remains secret. All names of countries collaborating with the CIA in its detention and interrogation operations were removed, along with key dates, numbers, names and much other material.
In nine months of research, the Bureau of Investigative Journalism and The Rendition Project have unpicked these redactions to piece together the hidden history of the CIA’s secret sites.”

“The CIA’s authority to operate prisons began with a document called a “covert action memorandum of notification” – a secret order signed by President Bush the week after the 9/11 attacks. For the first time in its history, the CIA was given permission not only to take prisoners but also to decide whom to detain, why and for how long.”
“Abu Zubaydah was repeatedly waterboarded, sleep-deprived, forced into stress positions and held in boxes. These included a coffin-shaped box, in which he spent eleven days in total, and a box less than three feet square in which he spent 29 hours. Observing one of his interrogations in August, a medical officer wrote:
The sessions accelerated rapidly progressing quickly to the water board after large box, walling, and small box periods. [Abu Zubaydah] seems very resistant to the water board. Longest time with the cloth over his face so far has been 17 seconds. This is sure to increase shortly. NO useful information so far … He did vomit a couple of times during the water board with some beans and rice. It’s been 10 hours since he ate so this is surprising and disturbing. We plan to only feed Ensure for a while now. I’m head[ing] back for another water board session.
The goal, as the two contractor psychologists who masterminded the interrogations put it in August 2002, was “to reach the stage where we have broken any will or ability of subject to resist or deny providing us information (intelligence) to which he had access.”
