Reporting, for the record, a letter I was compelled to send this past week to Attorney-General Maura Healey of Massachusetts, despite her previous letter to me washing her hands of CIA/FBI/NSA/DARPA/DOD/DHS and local LE/Sheriff-assisted crime, freely run all over the USA and most definitely in this current state of my domicile, Massachusetts.
While I have been noting occasional logs of the nonstop, lunatic RF/Neurotech assault on me in my home and criminal hounding with drones, helicopters over my home and yard at Bentley 360, and filming ongoing lunacy in the neighborhood, the attacks have intensified over the last three months and particularly the last few weeks–making it impossible to stay silent and continue my writing and broadcast projects while I am literally being battered to death by a demonic crime syndicate holed out in the classified sector and apparently imagining they are invincible–since they do not stop their assaults, whatever one does, however many letters and memos to senators or Presidents one writes, however many Cease and Desists one dishes out to locals clearly involved.
Silence is not going to end these assaults which I can see are being expanded out to larger circles of people: many do not know they are being hit with pulsed high-powered microwave weapons or remote-access acoustic neurotechnology: they’re just breaking down and have no idea EMF/ultrasonics is doing it.
The purpose therefore in publishing this letter is to alert the nation and the world: the kind of Nazi atrocities the entire “Law Enforcement” (Lie Enforcement and Crime Enforcement seems more accurate) contingent headed by the FBI, State Police, local police, DHS–and all their traitorous Globalist bosses–have sanctioned, permitted, and participate in executing are beyond comprehensible: they have crossed every line imaginable of basic decency, normalcy, sanity, and comprehension and are roiling well in the pits of abject barbarism and sadism.
Crimes, committed behind closed doors, through walls, from a distance, using microwave weapons, millimeter wave weapons, scalar radar, BCI chips, RF chips, nanotech: Stealth weapons, for stealth assault, Plausible Deniability built in.
The CIA, many divisions of the military–US Army, US Airforce, US Navy, US Marine Corps being fully involved. Dozens of Universities, biomed research outfits, telecom companies, ditto.
The behind-it-all moneyed Mafia running the frauds of the Federal Reserve & now the attempted “Great Reset,” no doubt.

While I continue the work of more organized disclosure, both at this website and in panels, reports, and books, I intend to publish ongoing reports of all letters and memos I send to anyone in a public office, on this subject–primarily to inform all and raise public awareness of these incredible, beyond-Nazi atrocities using the most incredibly intrusive and invasive bioweapons and neuroweapons–which SHOULD BE BANNED.
Again, I use the thin-skin of quantum-grammar in this letter as I find myself sitting astride the need to convey the facts in plain English and using a flag-convention and protocol to slice through the metaphorical seas of the fraudulence of Maritime Law on my own steam; no doubt it’s all rife with protocol-errors: it comes however from a place of urgency, the need–incited and initiated by the very actions of harm these past few weeks from local Quincy and Boston loons therein described–to expose these incredible crimes of Silent-Assault and Stealth-Assault–playing “Electronic Surveillance” “Bio Surveillance” “Neuro Surveillance”–within a context of blatant, overt, obvious, and plain-sight Noise Terrorism using drones, planes, helicopters, zooming trucks, SUVs, cars on the streets of this neighborhood (and every location of my presence, including on walks) and corralling neighbors around the block in rotating noise harassment and monitoring activities.
What is the reason for this profound invasion of privacy and rights?
The FBI is unable to say. The US Attorney-General is silent. The Mass. Attorney-General sees no reason to intervene.

What these local governments and crime-enforcement bureaus–who have permitted darker agencies to engage in darker crimes but assist and facilitate–have taught me is this: they are too far gone, they need to be fully exposed, in every way, in entirety, all the time. They do not respond in normalcy because none exists here. They need to be exposed–and DISSOLVED.
Americans need to know that. It’s not just COVID-tyranny ongoing, its entrenched commitment to assault on humanity.

Evidence of Graphene Oxide in Rainwater Post Chem Trail Spraying
In rather stunning confirmation of nanotechnology being sprayed in the chem trail aerosols many have often speculated about, Nano Graphene Oxide has now been found by Optical Microscopy in samples of rainwater-post-chem-trail from the Canary Islands by a Dr. Cabezas, as reported July 31 by the Spanish group of researchers La Quinta Columna on the Chilean radio channel Direccion Correcta.
Significant in this finding is that this is rainwater picked up directly past chem trail spraying. Dr. Ricardo Delgado also reports that Dr. Cabezas has included findings of Graphene Oxide by optical microscopy in bronchial alveolar mucus that is, sputum, from a sample of spit directly after breathing in the newly chem-trailed air, to be further reported shortly.
Like probably every other place on earth, Canary Islands off Spain is also subject to chem trail spraying, as evident from the many websites and Facebook pages focused on the subject.
As thousands of chem trail observers, analysts, and researchers have studied and speculated over the years, and as researchers like Clifford Carnicom has identified, nano particulates of various kinds intended to contaminate the air, water, soil, flora, and human and animal lives have been sprayed down on us for decades now.
Dane Wigington of Geoengineering Watch reveals a patent for Ice Nucleation using Graphene Oxide and suggests GO has been used therefore for weather modification as a component of the aerosols or chem trails.
Evidence of Graphene Oxide in Flu Vaccines
Also reported now is the impending study of Graphene Oxide in another flu vaccine of the Chiromas brand, in addition to the findings of GO in the Vaxigrip Tetra vaccine from Sanofi-Pasteur, reported here earlier.
Significant to this study (presence of GO to be studied) is the fact that the Chiromas flu vaccine from Seqirus, a CSL (Australian Commonwealth Serum Labs, which bought up Novartis in 2014) company was administered in early 2020 to dozens of elderly patients in Spanish nursing homes whose deaths were counted as COVID-19 deaths, as reported widely including here.
Were all these nursing-home deaths then Flu-Vaccine deaths, thanks to GO poisoning?
“Based on an epidemiological analysis of COVID-19 deaths in the Health Sector attended by the Hospital of Barbastro, and the study of the pharmacotherapeutic history of affected patients, it was found that the most common drug to all the deceased was Chiromas®. This led to the hypothesis that the influenza vaccination of the 2019-2020 campaign could be associated with an increased risk of deaths by COVID-19 in people over 65 years of age, that is to say, to the suspicion of a possible iatrogenesis, suspicion that was confirmed when accessing data from another sector.”
The La Quinta Columna scientists expect to find Graphene Oxide in this flu vaccine as well given the high mortality figures associated with it in the report cited above, from Source: Médicos por la Verdad España, and also given that GO has been found in saline and aqueous solutions known to form a base in vaccines, reported here earlier.

It should be noted that, despite its known toxicity, as discussed in Red Alert, Graphene Oxide is being widely used now in the manufacture of biosensors, COVID tests, cancer-therapy drugs and gene-therapy, in nano-biomedicine, in nanoelectronics, and bio-imaging and neuro-imaging applications, and it is ironic as Dr. Delgado points out that it is now also being promoted for cosmetic treatments and other products.

The Magnetizing of the Vaccinated, Addressed by Other Doctors

Dr. Michael Yeadon, former VP of Immunology at Pfizer, appears to be unaware of Graphene Oxide in the vaccines–which is significant, since it suggests that the insertion of GO in the vaccines, as described by Pfizer whistleblower Karen Kingston is 1), specific to the new mRNA vaccines and their lipid nano-encasing (covered further below), 2) a later, stealth inclusion, connected with the work on military DARPA contracts both Pfizer and Moderna accomplished as they developed the mRNA vaccines together (a subject to be further investigated):

Dr. Andrew Goldsworthy, retired lecturer and Biological Safety Officer from Imperial College London suggests that nano Graphene Oxide, by means of high electrical conductivity–which is what makes it so attractive in the entire field of Nanoelectronics, as reported here earlier–would cause the magnetizing of nearby superparamagnetic particles such as ferritin and magnetite in a chain reaction which would spread across the body.

What does this mean for living cells? The answer is that the transmembrane voltage gradient of living cells is of the order of ten million volts per metre (100 mV across a 10 nm membrane).
This means that a transmembrane strand of graphene or graphene oxide (from the vaccine) could carry a huge electric current and be likely to magnetise any superparamagnetic materials such as ferritin or magnetite that may be close by.

Karen Kingston, Pfizer Whistleblower, Traces GO to the PEGylated Lipid Nanoparticles Encasing the mRNA
Last week, Karen Kingston revealed on the Stew Peters show that, as a former Pfizer employee and scientific writer and analyst of Intellectual Property and patents in the legal landscape for physicians, pharmaceutical companies and consumers, she had used her training to delve into the Moderna patent filings, EUA filings and other leads and found connections between Moderna and Shanghai Nanotech and Sinopeg which supply Graphene Oxide.
Her reading, with evidence from the patent filings, EUA vaccine applications, and information from Sinopeg and Shanghai Nanotech’s new patent filing for a COVID-19 vaccine with Graphene Oxide, is that GO is contained in the PEGylated Lipid nanoparticles encasing the mRNA, which, from Dr. Goldsworthy’s explanation above, possibly ensures greater electromagnetic cell membrane permeability for the mRNA.
Hidden as a trade secret, but evident from the magnetism the vaccinated are now reporting, GO, she says is most definitely in the vaccine but has not been disclosed by Pfizer or Moderna. Its profile as toxic is what has caused the clotting and deaths as well as other serious adverse reactions to the mRNA vaccines.

Interestingly, SIGMA has a rollout plan: “Planned execution of SIGMA+ will occur in two phases. Phase 1 will focus on developing novel sensors for chemicals, explosives, and biological agents while Phase 2 will focus on network development, analytics and integration.”
One has to wonder whether this is Phase 2, and network integration means getting those biosensors into every human body by whatever means possible–even in stealth mode, undisclosed as a vaccine ingredient, which might explain the vaccine-frenzy ongoing.
The Marriage of Graphene and Lipids in GBEST, Graphene Bio-Electronic Sensing Technology
Graphene Bio-Electronic Sensing Technology (GBEST) was filed in 2016 and patented in 2018 by Nanotechnology Biomachines Inc., a Silicon Valley tech company which advertises itself as “the only worldwide producer of industrial-grade graphene, which will replace Silicon, GaAs, and transparent conductive oxides for many applications in the near future,” its biosensing technology manufactured with Lawrence Berkeley Labs.
The patent for GBEST reveals that graphene’s use in detecting biomolecules is supported by SLBs, or “supporting lipid bilayers.”
Examining the evidence from a number of scientific papers, patents, and articles, it becomes clear that graphene’s electrical and conductive properties–despite its hydrophobic profile–make it an attractive substrate partner to lipids’ hydrophilic qualities and make their combined use for mRNA and drug-delivery across cell membranes in cancer therapy a source of much fanfare, despite the toxicity of graphene which apparently is being ignored by vaccine and drug makers.
The undisclosed use of GO in the Moderna and Pfizer vaccines therefore, as Karen Kingston has pointed to, is entirely plausible.
Graphene Oxide Use in Brain and Behavior Modification
Further focus on Graphene Oxide for use in neuro-imaging, brain-machine-interface, and neuro-modulation applications–again, insidious entrance into a New Transhumanist Age of Human Brain and Behavior Takeover being intended by anti-human military and government bodies, which sadly thousands of science scholars and engineers have given their lives to, hardly understanding the ramifications for clear Neuro-Enslavement–will be published shortly.
The plausibility of Graphene Oxide–this tiny nanoparticle–now flooding the human brain through stealth means for the purpose of susceptibility to targeted neuromodulation from the outside, via 4G, 5G, or 6G, is not a fantasy, but a subject being reported in scientific research, as Dr. Andrew Kaufman also reported in Newsbreak 128 on Friday.
Increasing Evidence of Graphene Oxide Poisoning in COVID and Flu Vaccines and Chem Trails | Solid Reason to Reject All Vaccines & Vaccine Mandates, Especially for Children, Babies, Elderly, and really for everyone
To close, the important takeaway here is there is increasing evidence being reported of Graphene Oxide included in flu and COVID vaccines and newly reported evidence of GO in the chem trails, via the work of the Spanish and Argentine researchers, and others, which, in conjunction with the information on the toxicity of graphene and the rising numbers of deaths, blood-clotting, stroke, Bell’s Palsy, other injuries reported at VAERS databases worldwide, should be enough to give anyone facing vaccine mandates (for school or college admission, employment, travel) a solid roster of reasons to reject all vaccines, for cause, with evidence.
In a recent Newsbreak at Ramola D Reports, Dr. Jane Ruby, medical researcher and author of A Sea of New Media, addressed the question of magnetofection or magnet-assisted transfection of mRNA lipid nanoparticles being used in the Pfizer and Moderna mRNA vaccines which seems to have given rise to the phenomenon of magnets and metal objects sticking to COVID-19-vaccinated people’s bodies, videos of which have been circulating on social media and alt media channels.
Dr. Ruby, who has doctoral degrees in education and psychology, as well as two master’s degrees in Nursing and in International Health Economics whose interview on the Stew Peters show prior introduced the subject to many discussed how her research into the medical literature surrounding this subject led to her find of a German biosciences company selling a solvent with magnetic nanoparticles.
Dr. Ruby also discussed the harms from the spike protein developed by the mRNA causing adverse reactions in many, as widely reported in the VAERS CDC and other databases, and as increasingly pointed to as a source of major concern, indeed a bioweapon without an off-switch, in the words of Dr. Sherrie Tenpenny, Dr. Andy Wakefield and Dr. Lee Merritt. Immunologist and academic Dr. Byram Bridle has published his concerns about the spike protein and stated that vaccine science has “made a mistake” in creating this process. The Pfizer biodistribution study he publicized shows accumulation of the mRNA lipid nanoparticles in all organs of the body including the brain, with implications for damage to all. Dr. Ruby anticipates a slew of auto-immune diseases from the spike protein and advises parents not to let their children get the COVID-tests or vaccines. She also discusses the possibility of endless variants being presented or hypothesized and a number of booster jabs being lined up for periodic re-jabbing of the currently vaccinated, a means of loading further nanoparticles into the body, increasing spike protein activity, and increasing auto-immune reactions.
Also mentioned are the myocarditis and heart inflammation reports in teenagers and young people from the Israeli study and from many adverse reactions report databases. Dr. Ruby notes from her experience that drugs have been pulled off the market based on deaths in animal trials while the CDC and FDA are currently refusing to act despite the high numbers of deaths being reported and the adverse reactions in the young.
Parents Advised to “Just wait” and Stop Letting Their Kids be Tested, Jabbed, and Booster-Jabbed with Gene-Altering Injections
Dr. Ruby issues strong advice to parents to “Just wait” and stop testing healthy children as well as stop schools from demanding gene-altering therapies in the children–which is what these “vaccines” are. “You can find enough COVID in a ham sandwich with the PCR test.”
Parents are better off removing their children from schools and home-schooling to preserve their health, bodily integrity and future fertility and gene-integrity, she says. “If you’re thinking of having a family someday, if you’re a young person, all I can say is Just wait, don’t get the vaccine–start doing your own research.”
From SPIONS to Thermo-Chemotherapy to Bio-Behavioral Manipulation with Magnetogenetics
Studying the magnet-assisted transfection further, it appears that superparamagnetic nano particles or SPIONS are being used to guide clusters of the mRNA-LNP (lipid nanoparticles) into cells, overcoming the cell membrane barrier and using magneto-attraction to enter human cells which operate on electrical, electrochemical and electromagnetic principles and are therefore susceptible to bio-effects induced by changes in electro-magnetic fields.

The weaponizing of such technology appears to be already underway, as thousands of non-consensual experimentees reporting military and biomedical experiments testify today, as this writer has previously reported; many have reported being electro-shocked from a distance, in both minor and major muscle movements and spasms. It is significant that DARPA is behind a lot of the research in this and related neuroscience fields, an indication of the dual-use of this technology from the start (military and civilian use).

It is possible therefore that the use of magnetic nanoparticles in the mRNA LNP vaccine technology is deliberately aligned with other high-tech scenarios: the ongoing rollout of 5G–which permits targeted beamforming, the situation of currently increased surveillance using GPS tracking and multi-domain radars, the increasing normalizing of “biosurveillance” via the field of telemedicine (biosensors being introduced as beneficial for blood sugar and blood pressure detection, for instance), and carries the distinct intention of remote targeting of human behavior via manipulation of the human brain.
Notably, the use of nanoparticle technology bypasses the Blood Brain Barrier, Dr. Ruby notes, a “brilliant brilliant design” in the human body to protect cells. It is also concerning that the intrusive COVID swabs used in the false-PCR tests are possibly depositing magnetic and lipid nanoparticles into the central nervous system by proximity with olfactory and trigeminal nerves and bypassing the blood-brain barrier, all subjects which will be further covered here and in video reports in greater detail shortly.

First, Pfizer, Producing COVID Vaccine Deaths and Injuries, Guilty of Contractor Misconduct, is a Military Research Contractor & Supplier
Given the continuous rise in vaccine injuries and deaths reported at VAERS, the CDC database on a weekly basis, and heartbreaking reports such as these, examining the reported death of a 2-year-old child succeeding the Pfizer vaccine in March, it is salutary to examine the history of Pfizer in its rise to pharmaceutical supremacy and its annual 42-billion-dollar revenue as of December 2020, and remarkable to find a distinct connection to military research and operations, as well as a curious interest in real estate takeovers–in addition to all sorts of mergers and acquisitions of other pharma firms, mercenary practices of suing for trademark infringement and so on.
Pfizer also appears to have a long association with the military, as do several other drug companies.
Pfizer’s Army Research into Incapacitating and Memory-Wiping Chemicals
This unclassified document, Research on New Chemical Incapacitating Agents/Army CRDL Contract, which provides a record of rather inhumane animal research on mice, monkeys, and dogs conducted by Pfizer in 1964 for the US Army shows that Pfizer had whole medical research laboratories dedicated to the Army’s anti-human search for incapacitating chemical agents, focusing on paralyzing the central nervous system and producing “retrograde amnesia.”
A report which requires its own analysis, this Bradford Peace Studies report reveals how military researchers and strategists have currently circumvented international prohibitions against chemical weapons by merely downshifting the language used to describe them, as well as tactically linking up with the Justice Department and drawing deadly weapons of unethical war into Law Enforcement use under headings of “non lethal weapons,” “crowd control” and “riot control.”
Chemical weapons, sadly, have remained in use then since the time of the Great War (WW1), when troops in trenches in Europe experienced and engaged in gassing and poisoning of the other side.

Pfizer’s association with the military must have continued succeeding that 1964 incapacitation weapons research contract, and further research is needed on this subject. No doubt they were part of the supply chain regularly supplying the military with vaccines over the decades, and engaging as well in experimental trials.
From Incapacitating Animals in Chemical Weapons Research to Coveting Military Bases
Recently, Pfizer gained notice in the international press for seeking blanket immunity from liability and, peculiarly, in actions redolent of mini monarchies and fiefdoms rather than private companies, actual real estate inclusive of military bases as collateral to avoid liability in civil claims from Argentina and Brazil in exchange for supplying them with COVID-19 vaccines–a story covered at length by the UK’s Bureau of Investigative Journalism:

Officials from Argentina and the other Latin American country, which cannot be named as it has signed a confidentiality agreement with Pfizer, said the company’s negotiators demanded additional indemnity against any civil claims citizens might file if they experienced adverse effects after being inoculated. Pfizer Has Been Known for Corruption, Bribery, Fraud, Racketeering, Non-Consensual Human Experimentation, Drug and Vaccine Injuries and Death
“Pfizer: developing one of the novel mRNA vaccines and the current front-runner in the COVID19 race, has a long history of fines and judgements against them. Ten years ago, the company was fined $2.3 billion for fraudulent marketing – the largest health-care fraud settlement in history.
Recent criminal investigations in November 2020 have been reported to the foreign corruption units at the U.S. Securities and Exchange Commission (SEC) and the Department of Justice (DOJ), looking into their activities in Russia and China.
Here’s a brief glimpse of Pfizer’s track record for safety and ethics. This is a short list, by no means inclusive of the company’s entire rap sheet.
Pfizer received the biggest fine in U.S. history as part of a $2.3 Billion plea deal with federal prosecutors for mis-promoting medicines (Bextra, Celebrex) and paying kickbacks to compliant doctors. Pfizer pleaded guilty to mis-branding the painkiller Bextra by promoting the drug for uses for which it was not approved.
In the 1990s, Pfizer was involved in defective heart valves that lead to the deaths of more than 100 people. Pfizer had deliberately misled regulators about the hazards. The company agreed to pay $10.75 Million to settle justice department charges for misleading regulators.
Pfizer paid more than $60 Million to settle a lawsuit over Rezulin, a diabetes medication that caused patients to die from acute liver failure.
In the UK, Pfizer has been fined nearly €90 Million for overcharging the NHS, the National Health Service. Pfizxer charged the taxpayer an additional €48 Million per year for what should have cost €2 million per year.
Pfizer agreed to pay $430 Million in 2004 to settle criminal charges that it had bribed doctors to prescribe its epilepsy drug Neurontin for indications for which it was not approved.
In 2011, a jury found Pfizer committed racketeering fraud in its marketing of the drug Neurontin. Pfizer agreed to pay $142.1 Million to settle the charges.
Pfizer disclosed that it had paid nearly nearly 4,500 doctors and other medical professionals some $20 Million for speaking on Pfizer’s behalf.
In 2012, the U.S. Securities and Exchange Commission announced that it had reached a $45 Million settlement with Pfizer to resolve charges that its subsidiaries had bribed overseas doctors and other healthcare professionals to increase foreign sales.
Pfizer was sued in a U.S. federal court for using Nigerian children as human guinea pigs, without the childrens’ parents’ consent. Pfizer paid $75 Million to settle in Nigerian court for using an experimental antibiotic, Trovan, on the children. The company paid an additional undisclosed amount in the U.S. to settle charges here. Pfizer had violated international law, including the Nuremberg Convention established after WWII, due to Nazi experiments on unwilling prisoners.
Amid widespread criticism of gouging poor countries for drugs, Pfizer pledged to give $50 million for an AIDS drug to South Africa. Later, however, Pfizer failed to honor that promise.”
Pfizer’s Checkered History: Helping or Harming US Military?
Perhaps most extraordinary and damning of all is a lawsuit brought against Pfizer and General Electric–and the very gang of pharma companies (including Astra Zeneca and Johnson & Johnson) now basking in Federal contracts and drowning the world in millions of doses of a dangerous and experimental gene-based mRNA or vector vaccine–by the families of American service members who lost their lives in Iraq in terrorist raids from 2005-2009 which they contend were supported and sanctioned by Pfizer, via medical supply in bribes and aid to terrorist groups running the government: Lawsuit Alleging Drug and Medical Devices Financing Terrorism in Iraq. Yet, in 2020, Pfizer has been the recipient, not just of major Federal contracts (2 billion dollars’ worth) to develop and deliver the mRNA vaccines to civilians, but also to the US Department of Defense.
It is interesting to note as well which arm of the US DOD signed that deal, along with HHS, with Pfizer:

In that article, which emphasizes the cruel treatment of African-Americans in dangerous experimentation by the US military, historically, Dr. Wesley Muhammad also puts in stark terms reminding information regarding DARPA’s contracts with Pfizer and Moderna in 2013 to develop the mRNA vaccines, which many may have forgotten:

This would not be the first time the government would have operationalized mass vaccinations for covert military purposes. In 2012 Secretary of Defense Leon E. Panetta confirmed the CIA’s unethical use of the cloak of public health and medicine to advance a military-intelligence objective by making operational use of vaccination programs. For example, the Taliban of Afghanistan and Pakistan have vigorously opposed polio vaccination campaigns in their lands, charging that the U.S runs a spy network under the guise of these vaccine programs and also sterilizes Muslim children. The intention here, in this carefully worded military public-relations text, which advertises safety with no evidence of same, unmistakeably states that mRNA technology in vaccines carry genetically-coded instructions to invoke bodily creation of antibodies, and offer self-treating, no-medical-personnel-needed “therapeutics” to support “troop readiness.”
Other verbiage on this page hints at the autonomous diagnostics part, suggesting but not revealing that nanobiotechnology and synthetic bio engineering–also inserted into and activated in the bodies of soldiers, all through vaccines–would play a part in diagnosing sudden onset of the “natural and engineered diseases and toxins” which, no doubt, the germ warfare labs and patents for viruses of different kinds will play a part in continuously manufacturing and disseminating, if they are not doing so already and have not been, for decades–as many medical analysts and observers attest, with each occurrence of a false “pandemic”–Zika, Ebola, swine flu, and so on.

When Regina Dugan gets on camera and virtue-signals about DARPA suddenly being engaged in the business of “Human Health,” she forgets to mention these other, base intentionalities, to intimately control the human body at the level of cell and DNA, starting with the human body of the hapless American soldier.
The clever concept of “transient immunity” discussed on the DARPA Pandemic Prevention Platform page ensures that booster jabs, top-up vaccines, second and third doses of the mRNA vaccine will be drummed up and funded, as indeed Gates and Pfizer’s CEO Albert Bourla have been pushing lately–further cementing the lucrative Pharma-Military relationship into eternity and putting military weapon-wielders and corrupt drug-pushers at the center of Regina Dugan’s “Human Health.”
Blood Clotting and Brain Clotting: Pfizer & Moderna mRNA Vaccines Are Causing Blood Clots, Brain Blood Clots and Death Just as Much as AstraZeneca & Johnson & Johnson Vaccines
While much has been made of the Oxford AstraZeneca and Johnson & Johnson Vaccines causing blood clotting — rightfully so — and both being suspended in some countries, perusal of the adverse reactions at Open VAERS/COVID readily shows that the Pfizer and Moderna vaccines are also causing blood clotting and neuro inflammation, fatal blood clots and death.

While the CDC is still refusing to draw connections between the vaccines and the deaths, blood clots, or any other adverse events, as Children’s Health Defense reports, educated doctors and immunologists are sounding urgent alarm calls worldwide on interviews being rapidly shared on social media.
The Gene-Based Vaccines are Essentially Acting as Neuro-Bioweapons
Dr. Sucharit Bhakdi, a retired Thai-American-German immunologist and academic, has recently given two interviews which both very clearly describe exactly how the mRNA vaccines are working, and how exactly the vaccine injuries, blood clots, and fatal brain clots being reported at VAERS/CDC and worldwide are being caused by the gene-based vaccines, both the mRNA vaccines and the viral-vector vaccines (such as J & J).
This one, Episode 15 at Journeyman TV, sounds an urgent alarm call on the blood clotting from the mRNA vaccines and viral vector vaccines:
Listen especially to the brief clip below from that interview: Here Dr. Bhakdi elaborates to note that the genetic material (mRNA) being injected into the blood stream will especially cause cells lining the veins to create the spike-protein, which, extruding into the bloodstream, then becomes a focus, a “crystallizing point” for blood platelets knocking against it to coagulate–causing blood clots, while the killer T-cell lymphocytes set loose to clean up viral waste outside cells will attack-to-destroy the very cells creating the spike protein.
Killing infected cells is not a bad thing, says Dr. Bhakdi, but when the spike proteins are created everywhere, including “forbidden areas” such as the brain, where the virus will not go to, what results is both blood clotting in the brain and auto-immune mayhem where the lymphocytes attack-to-destroy the cells lining blood vessels in the brain. This, he says, is precisely what is being observed now as young people suffer strokes, paralysis, convulsions, sudden episodes of loss of sensation, hearing, or sight, as well as blinding headaches–a first sign of brain blood clots, he has stated earlier in this conversation–and rashes, and various other “adverse events” which no-one previously had tied together as all being related to this one phenomenon–coagulation of the blood in different places, including, most alarmingly, the brain.
Dr. Bhakdi, like Dr. Michael Yeadon, points out that the vaccine makers are negligent, they have not examined the use of the vaccine in animal research to see where exactly the spike protein is mostly being made — his own analysis is that this will mostly happen at places where the blood flow is sluggish, “humans, millions, have become the test animals, and we are now seeing the horrible and frightening outcome (deaths and disability)”.
The significant point here is that deaths post-vaccine have occurred at all, whatever number it is, small or large, it means that more deaths will occur., he says.
Pfizer saying the vaccine is “95% effective” to prevent COVID-19, a flu virus with a 99.97% recovery rate in all below 70, is rubbish, he says, because “there haven’t been enough COVID deaths, they haven’t shown this, they would have to have vaccinated the whole world to show this.” In the whole first wave of the pandemic there were only 52 under-60 deaths with the virus, he says, which means for Pfizer to show 95% efficiency they would have to show a second, vaccinated group with far less than 52 deaths–which they have not showed “because they cannot show this.” 20,000 vaccinated and 20,000 unvaccinated, with 150 COVID cases found in the unvaccinated group and 10 COVID cases in the vaccinated group are the purported figures for Pfizer’s clinical trials, he reports, which caused them to pronounce the vaccine 95% efficient: “Ridiculous, because how they defined COVID is a mild cough or positive PCR test which is false half the time anyway.” He also mentions that in figures from BionTech, there were 10 severe cases in the control group and 1 severe case in the vaccinated group. It does not make sense, he suggests to vaccinate 20,000 people to save 9 people from severe COVID–none of whom were in the ICU or in danger, and were diagnosed on a falsely-labelling test anyway.
The disproportionality here–where COVID itself is a mild kind of flu, the tests yield false-positives, while the mRNA and viral-vector vaccines are causing horrific numbers of deaths and extreme injuries, inciting auto-immune overdrive with neuro-damage, paralysis, strokes, and death–seems to be what he is pointing to here, as untenable. “How do the benefits outweigh the risks? They don’t.”

Neuro inflammation and neuro damage have also been discussed by Dr. Judy Mikovits as a consequence of the mRNA vaccines igniting the immune system to over-produce. Professor Dolores Cahill and Dr. Sherri Tenpenny both predict dramatically reduced lifespan for all vaccinated with these gene-based vaccines and a 2-3 year survival time, post-vaccine–which gives credence to the conclusion of COVID-vaccine as genocidal bioweapon.

What Soldiers, the US Military, and Civilians Should Be Asking
When immunologists who study cells and vaccines and who are not against vaccines in themselves (Bhakdi, Yeadon, Cahill) warn against a particular kind of vaccine which is likely to set off immune system and bodily breakdown–as is indeed apparent from the high numbers of deaths and disability being reported post-vaccine worldwide, and when the vaccine begins to act like a neuro bioweapon inside the body, when two prominent vaccine-makers and suppliers, Pfizer and Moderna developed the mRNA Platform in close association with DARPA, a weapons researcher and developer, when the DARPA initiator of the mRNA vaccine project, Dan Wattendorf has ties to the Gates Foundation with its dubious eugenicist bent and history, then US soldiers, officers, civilians should all be asking: Was this planned, and if so why? Is a Trojan takedown operation underway? Are Americans indeed being targeted for elimination? Is there treason in the ranks ongoing here? Has the US Military been infiltrated by DARPA/Gates Eugenicists and Transhumanists to platform and engineer the takedown of organic humanity? Unremarked in mainstream media, deliberately hidden from wider readership, there have been a series of declassified document FOIA-releases over the past few years which astonishingly reveal many facets of the now-known covert use of electronic-weapon and neurotechnology surveillance, experimentation, weapons-tests, and operations on the American public by various agencies and departments of the US Government and their contractors.

This series aims to address the public disclosures in recent FOIA releases of ongoing US Government use of Electronic Weapons and Neurotechnologies on Americans.
“Electronic Weapon” herein refers to the spectrum weapons used in Electronic Warfare as defined by the Department of Defense (DOD) in documents, particularly relates to anti-personnel weapons, includes all labeled as non-lethal-weapon, less-than-lethal weapon, psychotronic weapon, neuroweapon, next generation and emerging technologies, and includes RFID (Radio Frequency IDentification) and BCI (Brain Computer Interface) tech.

This FOIA request was made in January 2018 and asked DOD for “Copies of all research reports, annual reports, and indices of the Joint Program Steering Group (JPSG) as established by the 1994 MOU between the Department of Justice and Department of Defense, dating from 1994 to the present.”
(NOTE: The same request was sent by Mr. Krasna to the Department of Justice in January 2018 and yielded several documents in February 2018, including the 1994 DOD-DOJ MOU reported here earlier. Of note, this writer had also queried the DOJ for this very same 1994 MOU in 2015, and was at that time denied this document, citing “no responsive records” and several claimed exemptions.)
The purpose of this article is to report on the structure, disclosure, and highlights of this JPSG LET Program Report, and offer insight into its content with an eye to more fully informing the American public what the implications and ramifications are regarding the use ofanti-personnel military weaponry by domestic law enforcement and military branches on the American public, which is what this JPSG LET Program Report is premised on.
Notable About This Foia-Request Response
DARPA chose to return one single document, after a 1.5 year delay, on this multi-document request for documents dating back (from 2018, time of request) to 24 years.(This should not be found acceptable to the American public—other reports obviously exist and are being withheld; DARPA should be queried again.)
This document is dated 1996; no recent reports were released by DARPA; no notice of the ending of these JPSG joint DOD-DOJ programs has been given in this May 2019 response.
This document is not redacted and is released in full, which implies that the disclosure of technology and policy in this document is acceptable now to DARPA; this is in line with the slow release of information on Non Lethal Weapons, Electronic Warfare, and Neuroweaponry the DOD has made online and in print—via notice of programs, weapons, conferences, articles, and recorded lectures in public-domain documents and sites online–in recent years. However it also implies the JPSG (a DOD-DOJ entity) chooses currently to reveal what’s in this document as applicable to Law Enforcement—which could be a way of corralling tacit public consent to Law Enforcement use by thus publishing notice of this insidious and pernicious weaponry.
It is essential therefore for Media, human and civil rights groups to take note now of the disclosure here and ask further questions, examine implications for all, and delve deeper into what is really at stake with this “Limited Effects Technology Program.”

Notable from the information in this section titled “Background” is the following:
This Limited Effects Technology Program is acknowledged to be a JPSG program resulting from the MOU from 1994, reported earlier.
The need for such a joint program merging the efforts of Defense and Justice in developing technology applicable to both is being rationalized and legitimized by recourse to stated historical reference of common “need” as technology requirements for both “converge.” This is assertion which is neither specific, transparent, nor explicatory. It is presumption which seeks to hide the fact that what is being discussed here, as the immediate technological lead-up to the 1994 DOD-DOJ MOU, discussed here, demonstrates, are Remote Human Access-and-Control Neuro/Bio Weapons—Non Lethal Weapons and Neurotechnologies (to some extent revealed in “Program Thrusts”), which are arguably highly invasive of bodily and brain privacy, integrity, health, and safety.

Examples given of operations sharing this need are “the (Defense) provision of humanitarian assistance, peacekeeping, countering the flow of drugs into the United States, counterterrorism, etc.–and (Justice) law enforcement forces engaged in LE operations.” We are expected to agree that military operations, even “peacekeeping” (which should not be considered a military activity in the first place: weapons cannot “peacekeep,” they subjugate) share a common need for “limited effects” tech i.e., silent Human Access Weapons—which, it should be noted, are not being named as such here. This notion of “need” is presumption, and emblematic of coercion of consent.
The Need to Limit Force or apply only a “minimum amount of force” as primary principle of action is posited here—again without corroboration from real-life where war casualties and police violence abound—as a severe constraint to military and police ability to function. The solution to this false claim (false because it does not seem to be a real-life principle by which either police or military adheres) then funnels down to Non Lethals or Limited-Effects weapons, which are being characterized as force-limiting weapons within a claimed hierarchy of severity which completely ignores the unethical, human-rights-violating aspects of bio-hacking and neuro-hacking weapons,which is what they are (as will be seen shortly). More accurately, this section should be headed The Need to Be Seen to Limit Force, with Public-Image-Boosting Non-Visible Weapons.
Common Threats posit militarized drug-smugglers and terroristswith access to military and LE Tech, which in real-life is made possible (as we understand now from much investigative and whistleblowing reportage including from journalist Gary Webb, LAPD investigator and government whistleblower Michael Ruppert and others) by gun-running, drug-running, and open arms sales by government, military, CIA, mafia, and private-sector alike, which makes this a circular argument: Military and LE fuel the arms/police weapons industry which creates these weapons, as well as tools such as electro-optic imaging devices to aid night vision goggles and Electronic Weapon countermeasures. This circular view also promises endless escalation via blackmarket sales of new weapons. “The criminals have our guns so we need new guns” could go on forever.
Common Missions which name the War on Drugs and the War on Terrorism imply that these are both military campaigns just as much as law enforcement campaigns, which would explain both the military-style DEA and LE SWAT team “drug” raids on homes, terrorizing children and families, and the non-lethal weapons-operations via DOD/USAF weapons-testing contracts on people wrongfully labeled “terrorists” as ensured by the Omnibus Counterterrorism Act of 1995 after the Oklahoma Bombing (a staged insider event, as per whistleblower evidence), and later the Patriot Act of 2001 post 9/11 (another staged insider event, as per much public analysis and testimonial). Yet, in mainstream media and government press releases, these missions are not disclosed as such—the military aspect kept hidden–with much secrecy especially attending the field testing aspect of otherwise openly-disclosed non-lethal weapons testing contracts inside America.
The most significant disclosure from this section comprises notice of 1) the members of the Joint Program Steering Group, as deriving from DARPA, the National Institute of Justice, the FBI, the Bureau of Prisons, and the US Army; 2) their ability to engage at any point in R&D of the weapons mentioned here; 3) the notion that they could participate in “demonstrations” of this technology just as much as developments. Are demonstrations then, what people are reporting today as 24/7 silent microwave/milliwave/infra-red/neurotech weapons operations in their neighborhoods, with use of drones, small planes, satellites, helicopters, zooming cars, parked vans and cars, antennas, cell towers, smart meters, backpack stalkers? (These also appear to be weapons-testing activities, weapons-training activities, and weapons-operations activities.)
Also significant is the information that the Limited Effects Technology Program is only one part of a multi-technology program established by the JPSG to address joint tech priorities of Defense and Justice in 1995. The other tech programs are described in Program Thrusts.
The Section Titled “Program Thrusts”
This section in the LET report discusses the actual technology programs of the JPSG, names certain technologies being developed, tested, and used in training, reveals that most if not all of these are Remote Human Access spectrum and sonic technologies, yet maintains quite some obscurity in disclosing certain of these technologies, for example using vague terms like “communications security technologies.”
It is interesting indeed that this document titled The Limited Effects Technology Program Report in actuality presents information on all JPSG DOD-DOJ programs (or all deemed safe to record), yet focuses only on some LE tech, and uses the same opening Background section to preface notice of all JPSG programs—which implies commonality of context and nature of weaponry, i.e., Non-Lethal, Remote Human Access/Control(as will be seen below).
Significant, in this section, are the following.
The JPSG Program—the most essential program ensuring DOD-DOJ liaison re. “advanced technology development” as per the 1994 DOD-DOJ MOU—focuses on 7 technology areas, which, on close perusal, cover quite a bit of territory. This program in other words is being used to develop, test, and demonstrate sophisticated and secretive wireless, remote, radiation, EMF spectrum, acoustic, bio-communications detection, monitoring, tracking, and communications technologies with major implications for all individuals and the entire urban environment.
The first six program areas are presented only in summary, with slightly more elaboration of the Limited Effects Technology program which titles the report. Notably, even this seventh section is not comprehensive in its coverage of the LET it purports to cover: the devices highlighted do not comprise the whole of the LET program, only that portion DARPA is willing to put in a document clearly intended for eventual public-release (after 25 years!) into the public-domain, which has happened now. (More on this subject in the LET Program section below.)
Concealed Weapons Detection:
Concealed- Weapons-Detection technologies the JPSG reports here it seeks to develop are “unobtrusive” —read, concealable in plain sight–systems which can detect weapons of various kinds, including those with little to no metallic content, from over 9 meters—27 feet, width of a couple rooms–away. Initial efforts were to cover stationary devices—but clearly this 1996 wording suggests mobile devices would also be developed.
Actual detection technologies in process then in 1996 included:
3.1 An X-ray sensor: which refers to sensor technology; X-ray sensors are variously used in medical/dental radiography and in scanning systems as in airport scanners for people or baggage.
They are possibly also used in Backscatter X-ray technology as reportedly carried in NYPD vans, about which NYPD, although sued by ACLU, was protected by the NY Appeals Court from divulging much about, while companies contracting with the US Government to produce “Z-Backscatter-Vans” offer more information on the X-ray imaging of vehicles they do;
3.2. Combined passive millimeter wave and infra-red sensors: which are sensors used in scanning systems which can detect objects by their relative millimeter wave glow or infra-red heat signature profile, literally see through clothes better than X-rays and give rise to images highly invasive of personal privacy. Both millimeter wave sensors and infra-red sensors are energy sensors, detecting bio-field energy and thermal signatures; the distance from which such sensors can be used is a matter for further research. Some infra-red sensors are used in cameras mounted on aircraft and satellites.
Interestingly, a document online from the Air Force Research Lab, written by an apparent contractor, Decision-Science Applications Inc., found online after the bulk of this article was written, reports in 1998 on Concealed Weapons Detection programsrun on grants from the NIJ and DARPA--which suggests a possible connection to these JPSG programs, while revealing that NIJ and DARPA were funding the Air Force Research Lab, which in turn funded a private contractor, in a chain of inter-agency connections–and points to sensor technologies being intentionally developed to penetrate clothing.
3.3 Combined ultrasound and radar sensors: which translates to:
a) Ultrasonic sensors: the use of high-frequency ultrasonic pulsed transmitter/receiver sensors to send and receive waves in echo from materials to determine their composition or proximity (used in a variety of industries including healthcare, agriculture, target-tracking of animals or humans from UAVs or manned aircraft, water-level sensing, car or obstacle detection), used in short-range, up to 10-meters application;
b) Radar sensors used in short and long range (up to 100 meters) object detection, tracking target movement, collision avoidance in cars, and to detect materials with guided wave radar or special antennas which ultrasonics may miss, such as softer, powdery, foamier, dustier materials, using either Doppler pulses or frequency-modulated continuous wave radar.
3.4 Low Frequency Magnetic sensor: Magnetic sensors use a variety of physical effects related to magnetism, such as eddy current sensing, measuring small relative changes in earth’s magnetic field created by variations in magnetic material, to detect flaws in metal, movement of metals (as in weapons) carried on a person’s body, movement of large metallic objects such as cars, etc. Magnetic sensors detect metal carried on persons when radar alone, stopped by metallic-walls or reflective insulation barriers, is not enough.
Low magnetic fields relate to biofields; low frequency magnetic sensors can pick up low frequency (ELF, ULF body resonance frequency below 10 Hz, below 30 KHz) magnetic fields as indicated in rise and fall of chest cavity; this capacity is used in earthquake life-detection and through-wall surveillance in combination with radar sensors.
Then there are super-conducting quantum interference devices (SQUIDs) which also pick up very low emfs, such as brain ELFs.
MEMS and nanosensors using thin film magnetic technology also exist. (On this subject: Radar sensors used in prisons are taking recourse to radar tagging to distinguish inmates from guards—implying the use of nanosensors in tracking, which appear to be of different kinds.)
Finally, this section’s disclosure on then-current use notes that the X-Ray sensor was being “demonstrated”–meaning, operated–in a correctional institution in California—a prison or juvenile detention center. The use of sensor and imaging technologies in correctional and detention institutions must be thoroughly investigated, in relation to the bioeffect harms from such technology usage.
What Is Not Being Explicitly Stated But Implied In This Entire Section?
All sensor technologies, unless passive, require emission as well as reception of signal. This means that people—unwittingly, without being informed—are being subjected to X-rays, ultrasound radiation, millimeter wave technologies, radar technologies, ULFs, ELFS, and magnetic fields, at short-range and long-range, close-in and remote, ostensibly for weapons-detection testing purposes, in any number and type of environments, including but not limited to airports, train stations, public areas, and private homes. These technologies could be directed at people from inside buildings and homes, from inside cars, pickups, trucks, vans, from mountings in public locations, from parked vehicles in parking-lots and from moving vehicles while driving.
Sensor technologies being tested at short and long range include low frequency magnetic sensors which track biofields, breathing activity, body resonance emfs, and low frequency brainwaves, plausibly using superconducting quantum interference and tunneling technologies, and comprising earthquake-life-detection monitoring or through-wall-surveillance as described in various other public documents, and plausibly also Remote Neural Monitoring or neurosurveillance, of the kind spoken about 28 years ago in the ex-NSA employee John St. Clair Akwei lawsuit against the NSA.
As in the found document Silent Weapons for Quiet Wars, which posits the surreptitious use of socio-economic weapons of degradation to disable and disarm entire populations without their conscious awareness, the surreptitious testing of sensor technologies on populations is essentially the leveling of silent military spectrum weapons technologies on the bodies of citizens, without their knowing.
The surreptitious leveling and usage of silent military spectrum weapons of bodily and brain monitoring, assault, and modification is precisely what thousands of reporting victims of EMF/Neuro DEW crimes worldwide—often labeled and dismissed as Targeted Individuals—are currently reporting, both inside the USA and out. Could it be that the testing of sensor technologies in concealed weapons detection constitutes one aspect of this surreptitious assault on citizens?
Factually speaking, the disclosure in this document along with the disclosure in the 1994 DOD-DOJ MOU that these technologies are being tested is, at minimum, evidence that invisible, spectrum technologies are being operated and tested on the bodies of people, from a distance and from close-by, exactly as thousands of highly credentialled and credible people– often labeled as “Targeted Individuals” and falsely characterized for credibility-disappearance as “Mentally Ill” by mainstream Govt-propaganda-pushing media–are reporting.
4.Geolocation/Navigation/Communications:
Three aspects to location, ID, and tracking technology are being covered in these JPSG programs, as delineated in this section on Geo-Location/Navigation/Communications in the LET Program Report:
4.1 Locating or precision-finding, precision-targeting of specific people, objects, or vehicles—this implicates GPS (Global Positioning Satellite) and other satellite technologies, including handheld satellites, for GPS-tracking of RFID human/object tags, cell phones; as well as human/object RFID/other, Nano/Micro tagging technologies to facilitate GPS-tracking, in other words, Surveillance and Tagging-for-Surveillance technologies.
4.2 Identifying or pinpointing identity of individuals & things—this suggests Identifying Biometric Surveillance & Tagging-for-ID- Surveillance: Facial/Gait/Iris/Fingerprint/Body/DNA/Other Recognition Surveillance; Unique RFID Tagging (Nano/micro biosensors & object tags) & WBANS (Wireless Body Area Networks) for Identification. Again, Surveillance and Tagging-for-Surveillance technologies. Involves Biometric Data Collection.(Law Enforcement has long been involved in this.)
4.3 Monitoring or tracking movement of people and things—this suggests Surveillance & Tagging-for-Surveillance: Audio/Visual Surveillance using microphones and cameras; Cyber Surveillance of computers; Through-Wall Surveillance with RF/ULF/Magnetic sensor technologies; Medical/Health monitoring & continuous detection of RF/other Implants & WBANs using Radar, Wifi; ISR (Intelligence, Surveillance, Reconnaissance) surveillance using Radar from drones, spy/commercial planes, satellites, ground vehicles; Tagging-for-Surveillance: Unique RF/Spectrum & Nano/Micro tagging (correctional, medical) technologies, CCTL—Continuous Clandestine Tracking and Locating (military, intelligence) technologies; Sensor technologies (as discussed in the previous Concealed Weapons-Detection section). Again, Surveillance and Tagging-for-Surveillance technologies. (USAF, AFRL, USMC are currently conducting Non Lethal Weapons tests and ISR tests using these.)
Notably, “reduction of power consumption” is mentioned as a DARPA interest in tracking technologies; this might account for the increased development of passive or inert nanosensors which can be activated or energized by energy signals sent to them, rather than relying on inbuilt battery packs.
4.4 The two JPSG efforts mentioned here include Tagging, as discussed above, very slightly referenced with this line about tiny wireless sensors, termed “devices,” notably marked “modular” as in implantable WBANs, which do indeed have modules or nodes in a network. These are not just object-tagging devices, they are human-tagging devices.

And this is not a slight JPSG effort at all: Tagging and sensor technologies constitute multi-billion dollar businesses and are intimately linked to all aspects of Geo-Location, Navigation, and Communications, as discussed above. Again, here too, DARPA should be more definitively and minutely questioned about these tagging technologies and how they are being used inside America, on Americans—especially since thousands of Americans, as also people worldwide, are reporting violative, non-consensual RFID micro and nano implants in their bodies.
4.5 The first JPSG effort mentioned here, Soldier 911, is mentioned in DARPA literature as an emergency radio to help find soldiers in crisis.
However from the description in the LET report, it also sounds like a handheld satellite linked in to an emergency response network, functioning as a device to locate, identify, and track “the movement of individuals and vehicles,” which, if an additional feature (undisclosed in DARPA literature) on this device, is only possible through the use of pre-tagging of said individuals and vehicles with sensor and tagging technologies–or the use of SIGINT Remote Neural Monitoring, as described in the John St. Clair Akwei lawsuit vs the NSA in 1992, in the case of humans.
5. Sniper DetectionSniper Detection systems as mentioned here were intended to be of various kinds, including manually-portable, bodily-worn, and vehicle-mounted.
These systems, as stated above in the LET Program report–being explored and tested publicly from 1996 on–involve sensors: acoustic sensors, infra-red sensors, and integrated infrared-acoustic and infrared-laser sensors.
Interestingly, this section appears to be discussing technologies for detection of actual gunshot or sniper fire—not non-lethal fire, not spectrum-weapon-related shots. However the detection technologies themselves are spectrum technologies.
Brief research of these detection technology sensors indicates that acoustic, infra-red, and laser technologies are being developed and used by militaries to determine with pin-point precision the direction and location of fire from a weapon after a first shot. Sensors today are becoming highly sophisticated with universities (working on military grants, partnering with private firms) also involved in developing bio-mimetic systems of detection, using neural network learning and studying how bats and dolphins process sound and vibration.
It is notable that this program of Sniper Detection has been included as a JPSG program in this Limited-Effects Technology report as one of the multi-technology program thrusts of the JPSG.
JPSG, we recall, is the Joint Program Steering Group formed by the 1994 DOD-DOJ MOU employing parties from both Defense and Justice in mutually-relevant matters and projects of security and law enforcement, OOTW and LE, intending to jointly develop and test “advanced technologies” of common interest.
Some Undisclosed Conclusions
1. Could it be therefore that Sniper Detection is related to matters of Mass Shooters, the phenomenon of supposedly crazed “lone gunmen”–plausibly mind-control victims of MK ULTRA RHIC-EDOM (radio hypnosis intra-cerebral electronic dissolution of memory) radio-hypnosis—shooting up people in random settings, as well as the Live Action Drills with Active Shooters run by the Department of Homeland Security?
If so, this offers a connection not merely between the DOD and DOJ but also with the DHS; all three departments are in some way involved in these sniper detection programs.
This also offers a connection to War on Terror programs and funding, since mass shooters are characterized internally as Domestic Terrorists—even if their “Manchurian Candidate” creation is by covert agencies in Defense/Justice/DHS/CIA, undercover of Live Action Drills, for purposes of driving Agenda 21/2030 Gun Control agendas, as is often surmised by many analysts.
2. Further, the JPSG efforts noted here to develop sensors, in its inclusion of biomimetic systems and neuroscience research, now used in sniper detection in the field, may well involve the use of neuroprosthetics, as indicated by the acknowledged use of cochlear implants in medical and neuroscience research over several decades by a Defense contractor, Biomimetic Systems, Inc.
3. It is plausible therefore—and a matter for further investigation—that the non-consensual use and implantation of cochlear and other neurological implants—which numerous citizens have come forward to report, over the last three to four decades–for the study of neural networks and auditory processes has accompanied the JPSG efforts in this area of Sniper Detection.
6. Information Technology:While this section is quite opaque, a few conclusions can be drawn:
The JPSG states that it is addressing the needs for instant and secure communications needs in LE and Military by taking advantage of advances in civilian and govt-sponsored IC technologies.This would not however require a separate program to do so, unless undisclosed advances were being acquired.
These advances, hinted at but not specified, could include Artificial Intelligence, Machine Learning, autonomous systems, cybernetics, cognitive computing, Internet of Things, Internet of Humans, lesser-known Neuro/Bio-communications technologies such as V2K (Voice to Skull) and Synthetic Telepathy, Hive Minds and Brain Nets revealed by whistleblowers like Richard Alan Miller and Robert Duncan (while some brain projects are openly revealed by public-domain DARPA information and known to exist via academic/government focus in US and worldwide), robotics, nanotechnology, the miniaturization of electronics, quantum computing, and other aspects of modern ICT which are left unnamed here.Simulating all 100 billion neural connections of brain on future supercomputers/https://www.kurzweilai.net/new-algorithm-will-allow-for-simulating-neural-connections-of-entire-brain-on-future-exascale-supercomputers
This possibility—of such undisclosed advanced projects being part of the IT program sketchily noted here–is once more underlined by the opaque disclosure of “innovative exploitation” of existing ICT infrastructure intended in the creation of interagency crisis management systems.
“Communications security technology” in common parlance includes encryption and authentication technologies which today include biometrics and RFID microchips, but is not further specified in this section.
Considering that the rollout of biometrics (iris, fingerprint, face, voice recognition) at airports and borders is being overseen by TSA, a part of DHS, and that DNA is collected by LE at jails and detention centers, it can be safely concluded that any joint program of Defense and Justice in this area would indeed encompass all of these certainly exploitative technologies.
“Sharing information among agencies” points to shared information from different databases collected by different parties, including DNA collection databases managed by LE, and recently exposed for massive privacy violations. Police databases are apparently highly insecure, and corrupt officers have made it a practice to sell databases to private companies for thousands of dollars, a practice revealed by recent news articles, including by Chief Jones on Ramola D Reports.
To conclude, the opacity of this section on Information Technology appears to hide much. It is entirely possible that non-consensual, clandestine implantation of RFIDs, as part of developments in Military/LE cybernetics, telemetry, biometrics, neuroinformatics in “innovative exploitation” of communications security technologies, is being executed by this JPSG program—as reported by high numbers of Americans. Again, this presents therefore an issue to be examined further with DARPA and the Justice Department.
7. Personnel Armor:This section, like the Sniper Detection section, seems to pertain explicitly to lethal weapons and not non-lethal or spectrum weapons.
However, it notes that lethal weapons threats—bullets from rifles and handguns—affect OOTW and LE operations both.
Protection from rifle bullets via advanced lightweight body armor in the course of OOTW/LE operations of any kind appears to be the focus here; the implication appears to be that such operations could involve rifle threats; it is possible therefore that this pertains, as also the Sniper Detection section, to mass shooters and the weapons (assault weapons, rifles) some have used, as well as to regular LE activities, which do involve lethal exertion of force, warranted or unwarranted, in situations of gun violence.
It’s interesting that this has been designated an area for Defense-Justice collaboration; plenty of Defense contractors exist who research and develop body armor, as any cursory inquiry into the market shows. LE also has a dedicated market producing police gear. For the JPSG to enter this arena suggests a corralling of new Federal funds perhaps, or some kind of development of new technology – countermeasure shielding for spectrum technology? – that is not being fully disclosed here. Note that what is being stated above as aspects of this program are presented as inclusions (“efforts include”), not all-encompassing and exclusive.
8.Biomedical Technology:
This is also a relatively opaque section suggesting telemedicine application in penitentiaries and OOTW rescue operations, which implies audio-video consultation and data transmission of medical detail perhaps but does not expand on the suggestions implicit in the label of “biomedical technology” which could include medical telemetry, meaning implants, body area networks, biosensors, and implanted biomonitors, at nano- and micro-levels, to aid in remote patient monitoring and other telehealth initiatives.
To reiterate, the incidence of such biomedical implants found to have been non-consensually implanted in what can only be understood to be undisclosed and covert human experimentation and tracking operation projects involving variably, academic, medical, and military/Intelligence personnel has been reported in large numbers by Americans as also people worldwide. It is possible therefore that the opacity of the language in this section obscures the larger truths of such non-consensual implantation being part and parcel of a plethora of telehealth processes and technologies being tested silently on people.
This latter possibility in fact has increasingly been reported by people experiencing invasive radar activation of non-consensual implants within contexts of seemingly being probed in public by a rotating army of stalkers masquerading as community monitors and healthcare workers.
9. Limited Effects Technologies:
Significant, from this brief introduction (further screenshotted below):
As noted earlier, this section, which titles the report and occupies 5 of the 9 pages of this report yet details only one portion of the multi-technology JPSG program.
Further, its detailing is incomplete, as indicated by the language in the opening section.
Crowd control and deterrence devices being studied and developed under this LET program are presented here as innocuous, benign, and needed—as per a nonspecific claim of need. There is no indication however of actual studies to establish they are such, or actually “eyesafe” or “less lethal” as stated.
A significant fact to note is the language referring to “sponsoring” and “funding” programs and projects to develop these limited-effects technologies, which means JPSG is handing out grants and contracts to Defense/LE contractor companies to develop these weapons. This might well be the protocol by which all JPSG programs work, and could explain the AFRL contract with Decision-Sciences Applications, Inc. on NIJ and DARPA grants, mentioned above in the Concealed Weapons Detection section.
Electric Stun Projectile
This “effort” relates to a physical projectile using wireless, gas, or “conventionally propelled” means intended to electrically shock and stun a human target, as Tasers also do.Hardly a “Limited Effect” weapon, this is a stun gun intended to be used as a shock-defence if a soldier or LE officer is attacked. Note that the intent is still incapacitation, blunt trauma, high impact force–but using an electrical charge, not a high-velocity bullet.
Developed in San Diego, tested on the Marine Corps, probably rolled out and in use now, post 1997. Notice that the photograph is blacked out almost and reveals nothing. DARPA is not going out of its way to provide clear information here.
A look into Jaycor, the company, online, now subsumed into Titan Corporation, a larger Defense contractor engaged in large-scale DEW, satellite, and navigational systems manufacture, reveals their interest in other counter-personnel stun-gun non-lethal weapons and crowd-control devices. Titan Corporation is therefore now manufacturing both large-scale DEWs to take out battleships and smaller-scale non-lethal weapons (being characterized here as “Limited-Effects”) to take out human beings, or fell them for a while–no doubt with damages, as “crowd-control.”
Laser Surveillance and Dazzler System
While blinding lasers were banned by the European Parliament in 1995, the use of lasers to dazzle and disorient human targets did not stop, as BOSS, developed by the US Air Force’s Phillips Lab in Albuquerque, New Mexico demonstrates. It is interesting that this surveillance and dazzler system was developed for and presumably funded by the JPSG at an Air Force laboratory.
Notably, this system 1) involves the use of infra-red thermal sensors to find targets plus lasers to dazzle targets, 2) can be applied remotely from a considerable distance, and 3) intends both a psychological effect in alerting targeted individuals to being targeted by way of Show-of-Force bright illumination and the physical effect of deleterious uber-brighting or dazzling of the target’s eyes.
Again, not exactly Limited Effects, but labeled as such.
Finally, it is notable that further integration of this “Limited Effect” optical sensor-and-weapon system with acoustic sniper detection systems already developed under JPSG (as indicated above also by the AFRL/Decision-Sciences Applications 1998 Report) was also being explored in 1996, further evidence that sensor and “non-lethal” spectrum technologies were being developed and tested by the JPSG for multiple uses.
Handheld Laser Dazzler
Also developed by the US Air Force’s Phillips Lab, the handheld laser dazzler—whether portable in a backpack or camouflaged as a flashlight—demonstrates that non-lethal energy weapons, including lasers, promising limited-effects were being made by the JPSG on a smaller scale, at lesser power, for purposes of portability and ease of use.
Again, as per the 1994 DOD-DOJ MOU, the non-lethal Spectrum/Acoustic sensor-and-weapon technologies being developed by the joint Defense-Justice partnership here were being tested—are being tested, have been tested for the past 25 years—and “demonstrated” on real targets.
Pyrotechnic Devices
The publishing of flash-bang devices designed to fast-bloom-smoke, dazzle, whistle, and other such is the one consistent element that disclosure on non-lethal weapons has maintained. Unwilling to speak openly of radar and sonic devices with silent and invisible physical bio-effects on humans, literature from the Joint Non Lethal Weapons Program has not refrained from pointing openly to these dazzle and vibrate devices, in obvious attempts to misdirect focus away from the far deadlier bio-hacking and neuro-hacking devices of non-lethal sensor technologies and neuroweapons.
Acoustic Study
This is evidence that infra-sound (below 20 Hz, the threshold of human hearing) weaponry for crowd-control was being researched in 1996 and tested on people, specifically to determine the biological effects of such transmissions, and explore means of incapacitating individuals for crowd-control purposes with infra-sound.
Prior information, available online, shows that infrasound had long been known to produce bio-effects and brain-effects–nausea, disorientation, brain fog–in humans, since Dr. Gavreau’s discoveries and experiments with infrasound in the 1950s, and efforts had already been made to create devices and systems to use infrasound in a weaponized way against humans, as in the published US Patent 3612211, screenshotted below.
A salient point to note is that infrasound weapons (like other emerging weapons technologies) had been reviewed in the 1970s by United Nations conferences on disarmament, and efforts had been made, particularly by the Soviet Union, to halt the development of all such new weapons then seen as weapons of mass destruction. The US and UK were prominent naysayers to this plan in 1978 at the Conference of the Committee on Disarmament, where Hungary presented a paper on infrasound weapons and their effects. Now it appears that not only were such weapons not halted in development between 1978 and 1996, DARPA was arranging in 1996 for further development and testing of these dangerous acoustic weapons, long known to harm human bodies and brains.
The Section Titled Summary
While this document has touched on major program areas of the JPSG, its title and detail elaborate the more obvious flash-bang aspects of the “Limited-Effects Technology” program, while the Summary remains opaque. Notable however is the casual mention of “corrections” being aligned with the main parties involved in these joint programs, as in “military, law enforcement, and corrections” as the primary “user communities” being awarded “new, more effective tools,” with little description or specificity on the nature or kind of tools, and no summation of the high points of this document.
However, some definite conclusions can be reached regarding this entire document, in addition to all noted above at end of sections.
CONCLUSIONS
DARPA returned this one 1996 document to a multi-document request on JPSG programs begun 25 years ago, after 25 years.
This is not a fully disclosive document; much is being obscured, summarized, glossed over.
The Limited-Effects Technology program is only one of several JPSG programs mentioned in this document.
All these JPSG programs need to be understood, as stated, as deriving from the 1994 DOD-DOJ MOU which announced the testing and demonstration of “advanced technologies.” That MOU followed on the heels of a classified Non-Lethal Weapons conference in 1993, and several decades of development and study of Non-Lethal technologies and “Psycho-Corrective” Neurotechnologies. (See Background & Context, MOU.)
The need to limit force is reiterated as primary motivator in bringing DOD and DOJ together in a quest to find and use common modalities in wars on drugs and terrorism—a need which points directly to Anti Personnel Non Lethal Weapons—which are EMF Spectrum and Acoustic Weapons.
These JPSG OOTW/LE programs therefore are definitely focused on Non Lethal Weapons, that is, EMF Spectrum and Acoustic Weapons, which, by nature of the physical bio-effects they have on humans’ bodies and brains, are also Bioweapons and Neuroweapons—not mentioned as such in this document, but elsewhere disclosed, as for instance, by Debra Schnelle at the 2019 Blue Ribbon Emerging Biodefense Conference as Neuro Cognitive Weapons, by Dr. James Giordiano as Neuroweapons in numerous lectures, and discussed at length in the declassified US Army document Bio-Effects of Selected Non-Lethal Weapons as Bioweapons and Neuroweapons, with intended damage to the human body and human brain.
The JPSG comprises members from DARPA, US Army, National Institutes of Justice, Bureau of Prisons, and the FBI. Stands to reason that each of these institutions therefore—and their overseers, the Department of Defense and the Justice Department and leaders, the Secretary of Defense Mark Esper and the Attorney-General William Barr–is fully cognizant of the JPSG programs developing and testing sensor-and-weapon technologies on the streets of America described in this report.
Further, each of these institutions is being permitted to participate in all aspects of the RDA (Research, Development, Acquisition) spectrum, meaning it is acknowledged that these non lethal neuro/bio EMF/acoustic technologies can be tested and demonstrated by the Bureau of Prisons (on prisoners), FBI, and NIJ (on watchlisted citizens? on unwitting members of the public at airports, train stations, hospitals, stores, roadways?) just as much as by DARPA and the US Army (on military personnel? On civilians near military bases? on “indefinite detainees”?) and just as much as jointly developed.
Concealed weapons-detection technologies being developed indicate that people—unwittingly, without being informed—are being subjected to X-rays, ultrasound radiation, millimeter wave technologies, radar technologies, ULFs, ELFS, and magnetic fields, at short-range and long-range, close-in and remote, ostensibly for weapons-detection testing purposes, in any number and type of environments, including but not limited to airports, train stations, public areas, and private homes. These technologies could also be directed at people from inside buildings and homes, from cars, pickups, trucks, vans, from mountings in public locations, from parked vehicles in parking-lots and from moving vehicles while driving.
Sensor technologies for weapons-detection being tested at short and long range include low frequency magnetic sensors which plausibly track biofields, breathing activity, body resonance emfs, and low frequency brainwaves, using superconducting quantum interference and tunneling technologies, and comprising through-wall earthquake-life-detection monitoring, remote neural monitoring, and the surveillance and monitoring of brain states and emotion states.
GPS Tracking and identification technologies being tested and developed imply tagging-for-surveillance sensor technologies inclusive of RFID microchips, WBANs, biosensors, and nanosensors, and include monitoring and surveillance technologies such as different kinds of radar being tested and operated under ISR and military/Air Force Non Lethal Weapons Testing programs.
Sensor technologies being developed for sniper detection, based on biomimetic systems, could include the use of cochlear implants and other neuroprosthetics in the study of auditory and neurological processes, as indicated by companies developing such systems.
“Innovative exploitation” of IT communications infrastructure & new technology here could include hive-minding AI projects, nanobots, Brain Nets, quantum computing, and synthetic telepathy, among other undisclosed technologies, involving non-consensual, clandestine implantation of RFIDs and BCI Tech, as well as biometrics/DNA data collection and sharing—as part of developments in Military/LE cybernetics and telemetry, and as reported today by high numbers of Americans.
“Personnel armor” being developed as a JPSG program could include research and development of countermeasure shielding for spectrum and acoustic non-lethal bio/neuroweapons, although not expressly stated here.
Biomedical technology initiatives involving telemedicine and telehealth could include medical telemetry, meaning implants, body area networks, biosensors, and implanted biomonitors, of nano- and micro-levels, to aid in remote patient monitoring and other telehealth initiatives. Non-consensual implantation may well be part and parcel of a plethora of telehealth processes and technologies being tested silently on people, in prisons, as noted, and elsewhere.
Limited-effects technologies being developed and tested under JPSG include electric stun projectiles, dazzling laser devices of both mountable and portable kinds, and other crowd-control devices.
Acoustic devices using infrasound to produce physical effects for use in crowd-control to “incapacitate” was being studied at an Air Force Laboratory—and possibly being field-tested and “demonstrated” on populations to provide the needed “hard evidence” mentioned here.
Factually speaking, the disclosure in this document along with the disclosure in the 1994 DOD-DOJ MOU that these technologies are being tested is, at minimum, incontrovertible evidence that invisible, spectrum technologies are being operated and tested on the bodies of people, from a distance and from close-by, exactly as thousands of highly credentialled and credible people– often labeled as “Targeted Individuals” and characterized for credibility-disappearance as “mentally ill” by mainstream Govt-propaganda-pushing media –are reporting.
This document’s disclosure therefore—notwithstanding that much of its details have been withheld–is profoundly important in establishing that non-lethal weapons and sensor technologies, specifically EMF Spectrum and Acoustic Bio/Neuro Weapons have been developed, demonstrated and tested on populations under the aegis of joint Defense-Justice JPSG programs, since 1994.
Melanie Vritschan, founder of ICATOR, the International Coalition Against Electronic Torture and the Robotization of Living Beings, an avant-garde human rights organization dedicated to helping Europeans and others internationally who are currently coming forward in increasing numbers to report crimes being committed on their person such as covert implantation of microchips and covert assault with electromagnetic weapons, is featured in this informative interview.
Running for Human Rights
Relaying her own background in public relations and communications for various international groups including the European Space Agency, Melanie Vritschan reveals she is also a former marathon runner who has done much human rights work by running for various charities or human rights campaigns such as children’s charities and helping to raise funds to build homes for the homeless.
Arranging Scanning and Confirmation of Implants
Founding her organization as a human rights charity, Melanie responded to the calls of those reporting non-consensual implantation and remote experimentation with what the military calls “electronic weapons” by working to make connections with Universities, radiologists, physicists, and doctors to help victims get radiological scanning to confirm the veracity of their reports, assemble class-action lawsuits, and save the health and lives of victims.
Not merely are Intelligence agencies and covert military project groups involved, she says, there are also private companies working as security and intelligence and Defense contractors who are currently, it appears, working contractually to clandestinely implant civilians in hospitals and private residences, as well as run long-term covert operations on them using electromagnetic weapons and neurotechnology, information that is corroborated worldwide by reporting victims, whistleblower scientists, and intrepid journalists. Much of this nefarious and harmful assault on civilians which translates to violations of basic human rights and constitutes major 21st-Century Crimes Against Humanity is currently being hidden under cover of Surveillance, as reported to President Trump and published here earlier.
Confirmation of ICATOR Concerns from Whistleblower Scientists and Top NSA Intelligence Analysts
Scientists inclusive of Dr. Robert Duncan and Dr. Richard Alan Miller who have worked on various neurotechnologies that perhaps remain classified–but some of which are slowly being reported by military agencies and being commercialized by various companies such as Holosonic and Neuralink (with some (such as TMS) even being used by neurologists and psychiatrists in therapeutic settings)–such as Synthetic Telepathy, “Silent Talk,” Brain-Computer-Interfaces, Transcranial Magnetic Stimulation (TMS), and others, have stepped forward to confirm that remote radiation neurotechnologies exist, that neurobiological and electromagnetic weapons are being tested, and that it is possible if not highly probable that people reporting remote electromagnetic signals on their bodies today are indeed being non-consensually and invasively experimented on with these New Age neurobioweapons by military and Intelligence researchers.
In a recent appearance on the III International Day Against Mind Control on February 8 on the Polish television channel NTV, on a STOPZET show honoring the pioneer work of the late Dr. Rauni Kilde, former Chief Medical Officer of Finland, in relaying information from Intelligence experts, military officers, and other whistleblowers attesting to such experimentation and describing how Intelligence agencies have been running harassive clandestine operations—often termed gangstalking, organized stalking, Zersetzung, or COINTELPRO– on civilians for decades, and which include covert RFID implantation and neurotechnology use, Dr. Duncan agreed that having worked for DARPA, CIA, the Army, Navy, and Department of Justice and researching this topic both inside and outside the government for 20 years, he might be considered one of the top experts on this subject.
Acknowledging his part in helping create invasive neurotechnology, Dr. Duncan said:
“I am paying my penitence for helping create one of the most horrific weapons humans have ever conceived of. And what I am doing is trying to find defenses and to alert the public that this is going on, worldwide, and I want the countries responsible who have the technology and who could be the hero to come forward and ban them, to think about that, in their next meeting at the UN, and to sign a treaty that these weapons should not be allowed in secret wars.”
In the United States, where surveillance abuse by Intelligence agencies and the Department of Homeland Security is currently under critical scrutiny, former technical director of the NSA, Mr. William Binney and Senior Intelligence Analyst Mr. Kirk Wiebe are currently working with a group of human rights activists to sift through and analyze the reports of hundreds of Americans and civilians worldwide reporting their experiences of EMF neurotechnology victimization and assault in a survey.
Former Intelligence Analyst from the NSA, Karen Melton-Stewart has reported the involvement of NSA Security, US Naval Security, and the FBI in organized stalking and Directed-Energy Weapon assault on civilians in interviews and articles widely. The use of electromagnetic weapons on civilians by the secretive Intelligence agencies has also been reported by NSA whistleblower Mark Novitsky and CIA whistleblower Cody Snodgres. Karen Stewart has also recently released a statement detailing the insurance fraud, ID theft fraud, and human trafficking of thousands of people wrongfully put under surveillance and rolled into lucrative non-consensual weapons-testing and neurotech experimentation by the Department of Homeland Security in a massive Terrorist Watchlist scam.
Available for examination in the public domain and from FOIA requests, federal contracts between military groups such as the US Airforce and US Navy can be seen to have been granted to private contractors like General Dynamics and Lockheed Martin to run Bio-Behavioral Research experimentation projects on human subjects with Directed-Energy Weapons. (The field-testing of these weapons is not being revealed; information on statements of work released on FOIA request covering such aspects appear to be redacted.)

Punitive Psychiatry, Political Psychiatry: Whistleblower Retaliation and Involvement of Psychiatrists at Erasme Hospital, Brussels
Melanie Vritschan also details how the cutting-edge human rights advocacy she has been engaging in has come under inordinate attack. In a story that has reverberated worldwide and continues to resonate, she mentions how her newborn baby Amethyst, born last October, was removed from her care barely one day after her birth and separated by an emergency court order, by a group of psychiatrists at Erasme Hospital claiming that she was delusional and represented the possibility of harm to her child. All this on the basis of a conversation a nurse-midwife had with a friend and colleague, Dr. Horton, who had accompanied Ms. Vritschan to the hospital for the birth.
In addition, Ms. Vritschan was then subjected to a series of extraordinary abuses which included being dragged from her hospital bed in the Erasme Hospital Maternity Ward one day after her birth in the middle of the night, and escorted by police to another hospital Brugman Hospital for a supposed independent psychiatric assessment, after which, egregiously, she was forced to strip naked in front of a male guard and don a hospital gown, then locked into a room that held a bed with straps and no toilet, later being returned to Erasme and held in another virtual cell for a day before being transferred to the Psychiatry Ward and illegally medicated with anti-psychotic drugs.
Despite a hearing after a week finding Ms. Vritschan free of mental illness, her baby continued to be held by Erasme Hospital, with a separate judge from the Juvenile Court ruling in December that the child continue be held at Erasme until both mother and baby enter a mother-baby psychiatric clinic in February. These events and more were reported here earlier in press releases from the Joint Investigation Team, of which this writer is a part. In all this, it should be noted twice-over that this entire debacle and atrocity involving the kidnapping of a baby from her perfectly healthy and mentally competent if not intellectually superior and highly responsible mother was achieved by the work of the psychiatrists at Erasme Hospital, as well as the midwife and gynecologists at Erasme who turned Melanie over to psychiatry.
Because this story pointing to punitive and political psychiatry, collusive hospitals, and the covert hand of Intelligence agency sabotage of ICATOR’s important work continues to unfold, it will continue to be reported here.
Importance of Raising Public Awareness, Establishing Legislation
Given the stealth nature of the radiation weapons and implantation methodologies involved, and the fact that these non-consensual experiments may be conducted on pretty much anyone in society by casually putting them under surveillance—while bumping up counter-terrorism budgets and naming pretty much anyone a terrorist at will—Ms. Vritschan discusses the need to raise public awareness about these crimes.

Part I: The Colonizing of the Human Brain – The Voice to Skull Program: Classic CIA Torture

Chris Burton was the founder of two Silicon Valley IT staffing and consulting companies and an art gallery for local Denver artists when he became a victim of America’s classified “Manhattan District” Electromagnetic/Neuro Weapons development and non-consensual experimentation program. Trapped in a psychotronic research lab he could not escape from, he founded three charity fundraising companies in hopes of appealing to the humanity of the US government which chose to further the covert ambitions of its intelligence agencies instead and continue the program. Ramola D: Chris, thank you so much first for coming forward to address these important issues of non-consensual neuro-experimentation, assault with military-grade weapons, neuro-hacking, synthetic telepathy, and bio-robotization. I also understand your story will reveal that Voice to Skull uses classic, documented CIA Torture techniques.
Chris Burton: Thank you for having me and for all of the hard work you’ve been putting into exposing psychotronic technology and the non-consensual experimentation programs associated with it. You are truly one of my personal heroes Ramola. I mean that.
This story is 100% true and details exactly what Voice to Skull experimentation programs–which CIA and Navy scientist Robert Duncan admits to having developed software for–are doing on a day-to-day basis to non-consensual test subjects around the world. I hope everybody reads the entire interview because the intent is not only to provide deep insight into the program and what Voice to Skull torture is, but also present a clear framework for understanding and communicating the intricacies of the experiments and the technology to friends, family, journalists, academics, elected officials, law enforcement, and the medical community.
Despite how incredible some of this technology might sound to the reader (because it parallels intriguing concepts such as telepathy), a critical takeaway could be that the US made a series of institutional-level decisions that put the most dangerous weapon system ever invented by man into the hands of everyday humans, who despite their “credentials” were no better equipped to handle such an awesome responsibility than your everyday citizen.
These are not technologies being developed by the military for altruistic purposes like curing mental illness or helping the paralyzed walk again. That kind of work is being conducted openly at public and private research facilities around the world and consists of programs tech billionaires, academia, and places like DARPA are clamoring to publicize their involvement in.
The programs I’m going to describe are military-directed NON-CONSENSUAL torture experiments designed to, as Robert Duncan describes, determine the “probability of death” and other psychological breaking points in a subject by pairing the operational military/intelligence advantages that EMF neuro-technology provides with classic torture techniques that allow war planners to conduct Stealth, No Touch, No Mark enemy interrogation, elimination, and Soviet-era-style psycho-prison detention programs around the world.
The institutional-level decisions to classify the weaponry; the identification and recruitment of some of the most fiendish minds on the planet; and the top-down adherence to protocols designed to protect all participants’ anonymity have combined, once again in human history, to create unimaginable atrocity and unexplainable cowardice in the only elements of society that can help (mainly law enforcement, academia, the medical community, human rights, and journalism).
Before we begin, I’d like to quickly point out to all of the techies out there that I’m not here to nitpick the definition of V2K versus RNM (Remote Neural Monitoring) versus something else. By using the term “Voice to Skull,” I’m talking about all of the psychotronic technologies that transmit an electromagnetic frequency into a target for the purposes of psychological or physiological study or torture.
To a Voice to Skull victim, there’s no delineation between hearing a voice, having your thoughts read, emotions being injected, dreams manipulated, communicating telepathically, or having your body parts moved. It’s all one continuous beam that shadows you everywhere you go and never stops transmitting/receiving evoked potentials which is the brain’s software code.
What’s becoming apparent to me, the longer I’m in the program, is that these psychotronic technologies are now becoming capable of influencing a person without them knowing it. This is where the tech is right now.The gulf between perceptible and imperceptible is quickly disappearing.
I think the best thing for me to do today is just to tell my story, describe the experiments and hopefully educate the public and the TI (“Targeted Individual”) community about Voice to Skull torture.
Ramola D: Thank you for that reminder of how profoundly invasive and dangerous these Stealth Military/Intelligence technologies are, for all humanity–why all of us should be paying close attention.
I understand you once had a very successful IT business, Chris. Can you start by telling us more about that?
Chris Burton: After I graduated from the University of Colorado, Boulder (Business, Finance), I moved to Seattle and started working for Aerotek. At the time Aerotek was enjoying rapid growth and is today the largest IT staffing company in the United States (now called Allegis).
After a year, I was recruited into a systems integration company called CompuCom Systems to work in their San Francisco office. My first cousin had just left medical school and was living in the Bay Area at the time and when I explained Aerotek’s business model to him we decided to start our own company, Dedicated Onsite Consulting (DOC). We recruited two of my former colleagues from Aerotek to join us and together we grew the company from zero to $12 million in annual revenue in 4 years which was very similar to building a branch office for Aerotek.
At the time, we had about 25 internal employees and 200 consultants in the field. Remedy Staffing offered us $9 million in cash, plus an earnout, for the company in 2000 but we turned them down, opting to continue growing the business. By 2001 the .COM crash and 9/11 severely impacted spending in Silicon Valley and, unfortunately, we didn’t have the working capital to survive the downturn.
By 2004, my cousin had moved to England to be with his fiancée who was completing her Ph.D in Environmental Law at Oxford, and my other two partners were focused on a real estate development project, so I started another IT consulting company called Watermill Consulting.
Watermill quickly became the number one provider of consulting services to Business Objects (now SAP) for their $23 million-dollar global PeopleSoft Financials, ESA, ELM, Vantive, and Salesforce.com implementations and was leading an ERP implementation at Dassault Systemes America (which included SolidWorks). You can find all of this info along with a personal recommendation from Business Objects’ and Yahoo’s head of IT on my LinkedIn profile. Watermill was competing against firms like Accenture for projects and winning because it was lean which meant if could bill less than our competitors and pay higher rates to consultants.
Ramola D: It sounds like you were exceptionally accomplished and successful in your career and you were all set to live a highly productive life.
Chris Burton: Yes. I owned a penthouse loft for ten years across the street from Coors Field in Denver’s LoDo neighborhood and thought I had set up a good life for myself. I was growing my second successful company which had netted over $600k in just over a year and because it was winning higher level projects Watermill could potentially be sold at a higher multiple (of its EBITDA) than DOC, down the road.
My sister, who’s a CMO (Chief Marketing Officer) looked up to me, I had a great group of friends and a very active social life. I even started an art gallery for local Denver artists called LUZ. I had no idea I was about to be put into a program like Voice to Skull.

Ramola D: So at this point you had moved back from Silicon Valley to Denver where you had grown up, you had a second company which was very successful. Did anything go wrong from the start or were things fine at the beginning? How did the Voice to Skull program begin?
Chris Burton: Two important things happened in California in ’04 which I believe are connected to Voice to Skull. I’ll mention them now before we dive into the hell of Voice to Skull so the readers know everything I know about the possible origins of my torture program.
After the .com crash and 9/11, my first company, DOC, was on life support so I rented out my loft in Denver and moved back to the Bay Area in hopes of reviving it. I moved into a friend of a friend’s house in Half Moon Bay which was about a 40-minute drive from our office in San Mateo. Everything seemed fine until I found out my partners from DOC were no longer conducting staffing operations from our office and had become involved in a real estate development project which they wouldn’t tell me anything about. Because of this my cousin Joe, who was living in Oxford with his fiancé, and I decided to part ways with our business partners and sold our remaining shares in the company.
Before Joe and I sold our shares, I went to the office one night to read through our files because I was concerned that DOC money was being used to fund my business partners’ real estate project. When I walked into the office at about 8:00 pm, I immediately noticed a small file-holder/case sitting in the middle of the floor. It contained the contracts between my business partners and the banks from which they had secured their bank loans, and nothing else.
It was all of the information I was looking for and it was just laying right there in the middle of the floor as soon as I walked in. I practically tripped over it. At the time, I thought one of my partners had set it down and forgotten to pick it back up on their way out of the office but now I believe it was put there on purpose. The real estate project apparently turned into a huge disaster. The building was never built despite millions being raised for the project.
After I sold my shares in DOC, I started Watermill Consulting and started working on the Business Objects project. Things were going great until my landlord in Half Moon Bay, Michael Raines, started acting very strangely and did something so outrageous it defies explanation. This was the second thing that I believe is connected to Voice to Skull.
Ramola D: What exactly happened? What do you know of this person’s background and affiliations?
Chris Burton: Michael’s father was a patent attorney for Genentech and had made a lot of money before he passed away. I moved in with Michael because a mutual friend of ours said he was an okay guy. He was living in his mothers’ house on the first tee of the Half Moon Bay Golf Links.
Things were okay in the beginning but after a month or so I began noticing Michael hanging around my bedroom door whenever I was on the phone with my clients. I didn’t think too much about it until he started behaving as if he knew some big secret about me. When his friends would come over they would immediately run upstairs to Michael’s room, giggling like little kids, crouch in front of a TV and shut the door.
Michael, who, I learned after living with him, had done a year in federal prison for selling drugs and had a long criminal record, began gang-stalking me with his friends and actually attempted to shake me down for money claiming he had taped private conversations between me and my client which could damage my reputation. My client and I were good friends and often talked about funny stories having to do with other executives we knew (their personal lives, etc.) which put me in a vulnerable position.
The focus of his overt suspicions centered around my relationship with the Senior Director of IT for Business Objects who at this time had become a good friend of mine (we started working together in ‘96 when he ran IT for Levi Strauss). Christopher Brooks, the Senior Director, had his own company and had brought in my company to fulfill the staffing piece of the project at Business Objects. I had a consulting agreement with Christopher’s company which the founder of Business Objects, Bernard Liautaud, had personally approved, and a master service agreement with Business Objects so I had a very secure business relationship.
Michael’s posturing (about this “big secret”) turned from blind insinuation to overt intimidation when one day he started cleaning his shotgun in front of me and said something like, “Sometimes you never know who you’re dealing with…” From that point on, whenever his friends made an appearance in the house, they would stay silent and look at each other and grin whenever I tried to start a conversation.
I’m telling this story because Michael’s behavior was odder than anything I had ever experienced in my life up to that point. I moved out because of this, but a month later he invited me over so he could “apologize” so I went over to his house to find out what was going on and to keep things cool between us.
When I arrived, Michael was sitting in the living room with his friend Curtis. The first thing out of his mouth was, “Just so you know, you’re being recorded.” I didn’t know what was going on. Michael then started asking questions about Christopher Brooks and Claudio Sylvestri who was the former CEO of Compaq Computer and Business Objects. I just sat there in stunned silence. Michael then said he had cameras installed throughout his (mom’s) house, had been recording my conversations, and “knew everything” as if he was piecing together a conspiracy. Christopher had shared with me a lot of private stories about Claudio, who was one of his good friends, on the phone and we always talked about the contractors and employees at Business Objects so I became really worried that Michael was going to do something stupid like fire off a bunch of embarrassing emails to my client, just for the hell of it.
Then Michael made it a point to tell me that one of his spy cameras was located in a plastic owl that sat on the doorstep of his house and I remembered a conversation I’d had with Christopher while sitting on the doorstep. We’d been talking about taking a trip together to Mexico after the project. At that point I realized what the “big secret” was that Michael and his friends were holding against me (in addition to a few Claudio/Christopher Vegas stories).
Michael thought Christopher was a full-time employee of Business Objects when he was actually a consultant working Corp-to-Corp through his own consulting company. Christopher’s company and my company were solution provider partners in the project which meant there was nothing wrong with hanging out together if we wanted to.
The fact Christopher and I were such good friends really bothered Michael so he was trying to make me think that he had me over a barrel because of the conversations he had taped. I was just completely flabbergasted but didn’t feel the need to explain the details of my business to a sicko jackass who was spying on me and just said, “Michael, just know that there’s nothing illegal going on,” and walked out of his house.
When I walked outside, his friend Curtis approached me and said while rubbing his fingers together, “If you give us a little some some (meaning money), I’ll tell you what’s going on.” I didn’t have anything to worry about legally so I just left and moved back to Denver a few months later. The whole experience was absolutely surreal but I had a business to protect so I stayed calm and just walked away.
Ramola D: So now you were running your second company Watermill Consulting in Denver. What happened next?
Chris Burton: Things were fine in Denver for a couple months until one day I learned that my company was being investigated! Someone had sent an anonymous tip to a manager at Business Objects claiming Christopher and I had an “improper relationship.” This accusation was quashed after Business Objects’ own legal, internal audit, and security groups found nothing improper had taken place. It turned out that an unhappy contractor provided the tip but I still don’t know the actual details behind the allegation, how deep it went, or if Michael Raines was involved. After the investigation closed, the contractor was fired and Christopher and I kept the project, so I thought everything was behind me until Voice to Skull started a week later.
Somewhere between 2004 and 2005 I was put onto a targeted individual list. Maybe Michael had been busted again for selling drugs and was making up an accusation against me to escape prosecution. Or maybe it had something to do with my ex-partners’ failed real estate project. The file left out on the floor at my office, the interrogation and shakedown at Michael’s house, and the anonymous tip and investigation of my company clearly indicate to me that something had been going on in California that was connected to Voice to Skull.
Ramola D: Can you describe the first instance of Voice to Skullthat you can recall? How did this start happening?
Chris Burton: So, a week after the investigation ended, Voice to Skull began at my loft. I was sitting in my office alone when, out of nowhere, I began hearing a man and woman talking about me. The man and woman, who both sounded like mature adults in their 40s or 50s, were talking about the recent investigation.

The man said, “It looks like Chris has been cleared and is receiving more (job) requisitions,”and the woman replied, “Well I’m glad everything worked out… What do you think is going to happen now?”
When these conversations began I knew immediately it was a live conversation between two people. It was unmistakable. It was as if someone just turned on a speaker and started broadcasting two people’s conversations into my loft. My place was a top floor corner unit with concrete floors and ½ double-walled drywall separating my unit from my neighbor’s so it was absolutely baffling to me how it was being done.
I thought it was a prank at first but the two of them just continued talking all day long and then started up again about five minutes after I got up the next morning. I suspected my downstairs neighbors were playing a joke on me but after the conversations continued for a week straight, I realized it was much more than just a practical joke. The sound was impossible to localize or shield against which created the most insanely unfair advantage a person could ever have over another.
This was the beginning of what I call treatments. Treatments are scenarios or storylines built up verbally by the Voice to Skullers over time, like an old radio show, or soap opera, that are carefully crafted to lead you into believing whatever they tell you. They take time to establish and are incredibly well-scripted.
Ramola D: Echoes there with the classic screenwriting use of “treatments,” which spell out storyline.
Chris Burton: The dialog is mostly improvised but the storylines deepen every day, as if there’s a team of writers working non-stop to develop new plot twists. Every day more and more pages are added to the manuscript which, like a soap opera, always stays consistent with what was written the day before, and the day before that, and the day before that. You could wake up and have completely forgotten about what was said the night before and the Voice to Skullers will pick up right where they left off.
Treatments are always designed to build up your hope for a potential release over a period of time, only to destroy it (usually traumatically). It’s as if Orson Wells and Joseph Mengele got together every single day for years to psychologically torment a blind person in their custody who’s desperate to be released. I’ll talk a lot more about treatments throughout the interview because they make up a great deal of the torture and are KEY to understanding the differences between Voice to Skull torture and a mental illness like AVH (Audio Verbal Hallucinations) or schizophrenia.
After a few days, the non-stop conversations between the man and the woman began to include two other males. Now all four of them were talking about me all day long. These are what the Voice to Skullers referred to as “mirrored conversations.” For the first few days, the mirrored conversations made me think my neighbors were involved, but as they continued I understood clearly that they were using this technique of speaking as an interrogation tool. When someone is speaking to someone else about you, you tend to spill your guts in an attempt to clarify whatever questions they have. After a few weeks, I started speaking back to the group out loud, and I knew they could hear me because their conversations would start to include information I had just spoken out loud.
The Voice to Skullers, over the next seven years, used non-stop mirrored conversations, 16 hours/day, to draw out every last detail about my life (my stories, information about my friends and family, everything), which they used to build a schematic of my life. Seven years later they stopped the mirrored conversations and began speaking to me directly. This schematic, also called omniscience or hyper game theory, allowed them to always stay a step ahead and create more and more personalized treatments (storylines) having to do with what Voice to Skull is, why I was in the program, who was involved, when I would be released, and more.
Treatments are meticulously designed to take advantage of what you “think” is going on while never revealing the full capability of the underlying technology which can imitate people’s voices perfectly, hear what you’re hearing, and see what you’re seeing (all of which CIA Whistleblower Robert Duncan confirms in his YouTube interviews).
Here’s an example of a very short, two-day treatment and its traumatic ending, that would have taken place in the first few months of Voice to Skull. Pay attention to the pattern which always starts with unrelenting torture (for long periods of time), a pivot (in the way you’re being treated), the creation of trust between the victim and the torturer, the build-up of hope in the victim (that they’ll be released), the establishment of believability in the victim that a release is imminent, and finally the traumatic crash that instantly snaps the victim back to their hopeless reality. Jeffrey Dahmer, Ariel Castro, and other notorious psychopaths played the same mind games with their victims.

The torturers might have kept you up all night long the day before explaining how your life was sacrificed for America’s ambitions to develop electromagnetic weapons.
They go on about their limitless budgets and how deep their ties are in the government and how truly insignificant you and all your professional accomplishments are to them.
They tell you they’re professional torturers and don’t give a shit who you are. They’re here to do a job which is to torture you.
During a previous interrogation you admitted to drinking and driving so they tell you that people who drink and drive are scum and that you deserve to be tortured.
And just like someone in a powerful position, or a drunk person, can spout non-stop for hours at a time, the Voice to Skullers can go on for hours about you (or just about any topic).
They trade off talking in a mirrored conversation like malevolent prison guards establishing their power and shooting the shit.
But the next day, a Voice to Skuller brings up something about you they like. You’ve been through countless treatments before and know they always end badly so you take the compliment with a grain of salt but your brain remembers it, and because you’re electronically “binded” to their conversations you have to just sit there and listen.
Now, one of them brings up some vague reference to that “thing” you did that put you into Voice to Skull and you wonder what it was.
You explain to them that you’ve never hurt a fly in your life and have no criminal record and re-tell elements of your life story that backs this up.
They continue talking but now in a more placid tone. Over a period of 12 hours they’ve moved from hatred to somewhat sympathetic and then say, “You know, we’ve been maniacs. We shouldn’t be doing this to Chris.”
Then another Voice to Skuller chimes in and says, “You know it’s hard doing this. I’m not even mad at Chris.”
You notice this slight shift in their attitude and you start to think that maybe they’re thinking more critically about the program.
Their arrogance declines a bit and they start talking more like “buddies” of yours saying things like, “This program is just a piece of shit man. None of us wants to be here.”
This makes you loosen up and you might say something funny and they laugh with you.
This more reassuring tone continues as they talk about some of your funny stories, or brag about your baseball playing days in high school, and then one of them says, “Something big is actually happening behind the scenes that is going to save Chris!”
They’ve been talking positively for hours (days or even weeks in longer treatments), so now you actually start feeling confident that the torture might end!
And then all of a sudden, out of nowhere, they say something like, “Chris, you know how we’re going to help you get out of this? We’re going to $#%@ing bash your head in with a sledgehammer and kill your $#%*ing sister tonight you stupid $*#K!”
That’s usually how treatments end. It’s like trying to climb out of a well and then being abruptly snapped back to the bottom where you have to start the climb all over again.
One time, they spent months building up the character of a woman Voice to Skuller named Doreen who was “new” to the program. She would come online usually after 5:00 pm with two other male Voice to Skullers. She was nice sounding, spoke very articulately and seemed to have a fresh perspective on things as if she was new to the entire Voice to Skull project (maybe a psychologist or researcher).
She stayed on the sidelines for the first few weeks while they threatened to kick my ass when I went out with my friends, lobbed insults, and kept me up all night talking, but after about a month she started to speak her mind and expressed more and more doubts about the purpose of the program. She had the same authority as the other Voice to Skullers so when she got angry at them, they had to listen. After a few weeks of this, whenever I heard her voice, I actually started to feel relief because the other Voice to Skullers would stop torturing me when she was in the room. (At the time I thought the Voice to Skullers were all in the same room.)
After about two months, she would always say things like, “Chris just needs to hang in there a little while longer. This program is full of assholes and there’s NO WAY they’re EVER going to get away with this…” After two months of getting to know her I felt confident that she was my champion in the program, but one day, out of absolutely nowhere, she said “Getting out of this is going to be easy for Chris… Once we slit his F#$king stomach open and watch his guts fall out, he’s out!” Then one of the male Voice to Skullers said, “Doreen, get over here, get down on your knees and suck my D#*K.” And she replied, “I’d rather F##K the S##T out of you!” And that was it. After more than two months of building up goodwill and a rapport with Doreen my hopes for release were dashed and I realized I was a prisoner in a deeply demented cult of some kind.
They tortured me for weeks after that but then started building me up again saying things like, “Chris, we picked you because we thought you would be tough. If we didn’t think you could handle this, you wouldn’t be here.”
This, of course, along with technology involved makes you think you have to hang in there, and that Voice to Skull isn’t a cult, it’s a massive psychology experiment that hand-picked you for your “toughness,” and the cycle begins again.
Another long-term treatment I experienced had to do with John Hickenlooper (Ed Note: Two-term Mayor of Denver, now Governor of Colorado) being suspected of putting me into Voice to Skull. John lived a block away from me in downtown Denver. For sevenmonths, the Voice to Skullers kept up with this treatment which played out on a week-to-week basis. It wasn’t the only thing they talked about, it was just layered in with about eight other ongoing treatments mostly having to do with the police and a number of my friends being involved.

Voice to Skull is of course a super-secret govt program that I’m trapped in but many of my friends were supposedly brought in to help me and they want answers.
The Voice to Skullers don’t know how I was put into the program but they also want to help me.
They suspect John might have “put me in” because one night I blasted my stereo with the windows open which pissed him off.
I’m told that someone from the program asked John about his involvement and he refused to answer their questions.
A couple weeks later Voice to Skull tells me that John (who was the Mayor at the time) is being pressured to answer questions from the State Department about whether or not he put me into the program.
The torturers continued talking non-stop and constantly reminded me of how serious my situation was (telling me that this is a program they put terrorists in), but every once in a while, they would interject something about the John situation.
This went on for months until one day they said John acquiesced and a date had been set on which he would have to answer the State Department’s questions.
The day of the “inquiry” they projected a picture in my mind of Hickenlooper sitting at a desk (with a mic) on the stage of an auditorium. He was sitting on one side of the stage and the State Department officials were sitting behind a desk (with a mic) on the other side. They showed a few snap shots of a large audience seated in an auditorium and other snap shots of people I knew sitting together (in the audience). The pictures were colorless (the way images are in your head) and none of them showed John, the State Department officials, and the audience together in one shot.
The “inquiry” proceedings were communicated to me through Voice to Skull live and mimicked Hickenlooper’s voice perfectly as he sort of dodged and weaved his way around the questions like Bill Clinton. I listened to it while I was at home working and took a couple of business calls.
When I hung up the show was still going on, live, I just missed some questions that had been asked. It was perfectly scripted with dozens of characters (each with a unique voice) that played their roles perfectly through the entire inquiry.
John never provided any concrete information about his involvement to the panel from the “State Department” so the treatment just kept evolving into something else the next day having to do with the Denver Police and FBI being involved.
As the years went by, the treatments became longer and more complex, and grandiose, because what they were saying was always so hard to believe.
By the end of Year One they had convinced me that my neighbors were involved.
By Year Two they made me think my high school friends, and their friends, were involved.
In Year Three they made me believe some of the executive directors from the charities I worked with were involved.
By the fourth year they said John Hickenlooper, the Denver Police, and the FBI had put me into the program.
By the fifth year they said an old lonely reclusive billionaire was funding the torture because he wanted to give his money away to someone who had “been through hell.”
By Year Six they said my uncle, Vera Gowlland-Debbas, the ACLU, and UN were involved.
By Year Seven they said the US Navy and Susan Rice were helping me.
In Year Eight celebrities and heads of industry Larry Ellison, Trey Parker, Ben Affleck and Matt Damon had joined in.
By Year Nine my former employers CompuCom Systems and Aerotek, along with Yahoo (which was a client of mine) were lobbying to have me released.
And by Year Twelve, when I was living in East Palo Alto, President Obama, Marissa Mayer, Elon Musk, Mark Zuckerberg and half of Hollywood and Washington had all come together to stop Voice to Skull. This was when they introduced bio-robotization technology that could move my body parts. That treatment, which I’ll describe later, was so dramatic that it ended with me having to be airlifted to the hospital where I spent an entire month recovering. I’ll talk about that later.
Ramola D: So these are highly elaborate treatments, referring to people you know, as well as public figures and celebrities, that seem to be highly structured and constantly put you through an emotional wringer, building you up and letting you down—as if a military or CIA psychologist working amorally on torture techniques had invented them.
Chris Burton: I’ve been through many hundreds of treatments like this involving all sorts of characters supposedly becoming involved in order to help me and all of them ended with an emotional thud. If I had a distant relationship to someone through friends or family, like celebrities or CEOs, they were included. Every storyline was built on the previous one in a highly organized way that would require a full-time project manager to keep track of.
Anybody you know could be built up as an “insider” who signed a non-disclosure agreement making it impossible for them to talk about it. And because the technology is so incredible, and electromagnetic weapons are so important, you’ll believe almost anyone could be participating.
It wasn’t until a few years into my torture that I discovered just how closely their treatments resembled the psychological torture and enhanced interrogation techniques perfected by Russian and US intelligence services. These techniques guided their daily conversations which were, again, all intended to build up stress and anxiety in the victim and lead them to believe they’d soon be released.
Ramola D: Thank you for drawing my attention to the undeniable commonalities between classic KGB Communist Russian torture techniques, the CIA’s 1963 KUBARK Counter-Intelligence manual of torture, the CIA’s 1983 HRETM (Human Resource Exploitation Training Manual) torture techniques, Rumsfeld’s Working Group’s SERE-based Guantanamo psychological torture techniques, and these V2K torture techniques, which you have spelled out in the Torture Techniques document you sent me, along with your answers here to this interview. (Ed Note: Please see the Torture Techniques Document linked here, under Related, below.)
Chris Burton: The Russian, KUBARK, HRETM and Working Group (Rumsfeld) psychological torture techniques used to build up my treatments included the following:
monopolization of attention, cultivation of anxiety and despair, alternating punishments and rewards, demonstrating omniscience and omnipotence, use of scenarios, denial of privacy, insults, threats, sensory disorientation, emotional love, emotional hate, fear (revved) up harsh, fear up mild, reduced fear, pride and ego up, pride and ego down, futility, establish your identity, repetition approach, file and dossier (convincing the detainee that the interrogator has a damning and inaccurate file that must be fixed), Mutt and Jeff (a team consisting of a friendly and harsh interrogator), rapid fire questioning, sleep adjustment and deprivation, false flag, threat of transfer, isolation, prolonged interrogations and many more that are not documented.

Today, after experiencing just about everything Voice to Skull technology can do, I realize they had been surveilling me back in 2005 by accessing my brain’s evoked potentials, which allows them to listen through my ears and see through my eyes, but they never revealed those capabilities until much later.
By not revealing those capabilities, and just transmitting voices, they were able to make me think all sorts of things were happening that weren’t. For example, they only spoke to me in my loft and car for three years, which made me believe my house and vehicle had cameras and transmitters installed in them. And by commenting on what I was seeing on my computer screen they made me think I was constantly being hacked. None of this was true.
This graduated revealing of their technologies which includes conversations, then voice transformation, then injections of emotions (emotional signal clustering), then lie detection, then forced speech, then hive mind telepathy, then bio-robotization (heterodyning) et al. allows them to create elaborate treatments but it also establishes a timeline of “experiences” that I believe reveals a distinct pattern or signature that’s completely unique to all Voice to Skull victims. Journalists, lawyers and mental health experts, take note.
Ramola D: Would you like to address this distinctive pattern further, which separates Voice to Skull Torture from what psychiatrists call paranoid delusional systems, audio-visual hallucinations, schizophrenia, and schizoid disorders?
Chris Burton: Yes, let me interject with something very important here regarding treatments and this signature pattern of experiences. We’re all familiar with Dr. Lorraine Sheridan and her group-stalking “study” which concludes that people who claim to have been group-stalked, or Voice to Skulled, are most likely delusional.
The basis of her study was an online survey which asked respondents questions that were taken from a PTSD (Post-Traumatic Stress Disorder) questionnaire that basically crossed out the word PTSD and replaced it with “group-stalking.” The questions Sheridan published asked respondents how their condition made them feel, as opposed to being investigatory in nature–as if it was already a foregone conclusion that group-stalking was a mental illness. Sheridan actually cites one of her own papers in the study which suggests group-stalking is “indicative of paranoid delusional systems” which underscores her bias. There are absolutely no references in her survey to the actual conversations people were having with their torturers. This is akin to asking the diplomats in Cuba to explain their feelings, not their symptoms.
Voice to Skull torturers follow a very strict protocol that protects their anonymity while they’re constantly building up treatments. If this protocol and the survey respondents’ description of their treatments were addressed in Dr. Sheridan’s questionnaire, it would have provided a huge amount of insight into the Voice to Skull claims being made by a good number of gang-stalking victims.
It’s apparent from the very beginning when you’re Voice to Skulled that the conversations are coming from human beings because the torturers are always revealing personality traits unwittingly. They use different grammar and diction than you do. Some might speak by pairing prepositions with the word “which” all the time, like an academic, when you (I) don’t. They might make mistakes commenting about the law or historical information (that you happen to know). They might crack up laughing at something funny you said or at the absurdity of the situation. They might even break down and cry as they’re recalling all of the horrible things they’ve put you through.
Torturers never tell you what they look like, or where they grew up, where they went to dinner last night, what their favorite food is, what kind of car they drive, what they do for fun, how many kids they have, what kind of books or movies they like, what nationality they are, and the list goes on and on and on. They speak non-stop, 16+ hours a day, year after year, discussing minute details about your friends, family, and others they claim are involved, but they never break the protocol which protects their anonymity, as if they know what they’re saying is being recorded. Nothing that could triangulate the identity of a torturer is ever mentioned out loud.
Torturers have to concentrate extremely hard in order to create sentences that abide by their protocol. And having to speak so much eventually breaks down their act. This, and the Emmy-winning writing that goes into the treatments, which just picks right up from where it left off the day before, is why real victims of Voice to Skull just roll their eyes when they read books about schizophrenia, bi-polar or delusional disorder.
The conversations that Voice to Skull victims are hearing are completely different. And unlike the 300 million people with AVH and the 1/100 with schizophrenia, Voice to Skull victims report the unique experience of people speaking through their mouths and moving their body parts! Talk about a pattern of “symptoms” that’s completely unique to Voice to Skull.
Ramola D: It’s clear there’s more to this torture than just “voices in heads” pulsed in using military EMF neurotechnology—let’s explore that further shortly.
To return to your early experience, I understand you were bullied by these Voice to Skullers to actually close your successful IT company.
Chris Burton: After about half a year into my torture, I realized I was in big, big trouble. Once they knew I was really scared they told me, in a very calm manner, that they were going to kill me if I didn’t stop working in the IT consulting industry. I was afraid for my life and had no choice but to close down Watermill. They also threatened my sister’s life a week later describing where she had parked that evening. Now, 13 years later, after experiencing so many hundreds of treatments, I regret my decision to close my business and destroy my IT consulting career but at the time it was the only decision I could have made. The technology and treatments are so scary that you can’t take any chances! All a Voice to Skuller needs to do is tell you what color your little girl’s dress is that day and you’ll quit your job, change your testimony, leave the country, or potentially hurt yourself. They have that kind of power.
Ramola D: So this neuroweapon system, by way of its intimidating voice-in-head technology and psychological CIA-Torture techniques is being used as an insidious Social Engineering tool—to effect destructive actions like shutting down a successful career with overt and implied death threats.
Chris Burton: There are three deaths connected to specific treatments they put me through (which are described in my YouTube testimony). Two people died only days after being mentioned on Voice to Skull and my cousin’s mother in law, Vera Gowlland-Debbas, the International Law School Professor, came down with cancer and died eight months after I contacted her and went public on Facebook in 2014.
Ramola D: Are you saying this Voice to Skull program then is connected to a powerful Black Ops organized crime network that doesn’t think twice about committing murders–that people whose names are mentioned by Voice to Skull are being targeted for death?
Chris Burton: Clearly there are no rules of any kind in place for these programs and because there are so many compartmentalized entities taking part in the research, there’s no telling how many personal or political grudges are being settled in these experiments. They’re doing everything they can to protect their anonymity which gives them a license to torture people to suicide and weave into treatments anything they like.
My YouTube testimony goes into the deaths related to my torture pretty deeply. One of the deaths, the most recent one, which happened in January was so traumatizing I thought it had been faked. I just couldn’t believe it happened. Voice to Skull imitated a very good friend of mine for a couple hours one night and he died of a seizure a few days later. This was the very first time they had ever spoken of or imitated this person. His name is David Scott.
Another death, Karen Quintana, who died of an aneurysm in 2014, occurred two days after Voice to Skull spent four hours scolding me about my friendship with her son-in-law. I had just met her a couple weeks before. After that happened I packed my bags and moved to SE Asia to go public about her death and write a book about my experiences with Voice to Skull.
Vera’s death was another traumatic loss that created terrible confusion and anger in me. Vera Gowlland-Debbas was a world-renowned international law school professor and was Palestine’s legal advisor. When I moved to SE Asia to write about Karen’s death I notified Vera and she immediately came down with an aggressive cancer that killed her eight months later. If I had been given a chance to explain Voice to Skull to her, she would have been one of our biggest advocates.
Because these programs are classified, and therefore walled off from society and the law, news about them, if it ever comes, is twenty or more years away so intelligence agencies and researchers can remove anyone they want who’s associated with a TI with zero repercussions. It’s just like walking down the street and sticking someone you don’t like with a needle and giving them Syphilis during the Tuskegee experiments. There’s no difference.
Part 2: Synthetic Telepathy, Hive-Minds, Brain-Cloning, Emotion-Injections, Full Body Takeover – The Living Manchurian Candidate Program
Ramola D: I understand you are making a distinction between Voice to Skull and Synthetic Telepathy. How do you define the latter? What was the first instance of Synthetic Telepathy you can recall?
Chris Burton: Synthetic telepathy was introduced to me after I had lost everything. I quit Watermill and my career in IT consulting because of the death threats, and worked for seven years to build up my credibility in the charity fundraising industry as a way of both protesting the torture and proclaiming my innocence.
I thought that if I created fundraising businesses that exclaimed, “Look at me, I’m raising money for all of these schools and charities,” someone in the Voice to Skull hierarchy or chain of command would take notice and shut down my torture program, but my appeal to their humanity didn’t work and I lost my life savings and home in the process. The Voice to Skullers tortured me non-stop with treatments and other psychological torture techniques the whole time I was working on these companies.

Pawscorp.com allowed customers to donate 30-100% of the profit from over 4000 pet products to one of over 200 schools and 501(c)(3)s. We worked with American Humane, Goodwill, the YMCA, the Wounded Warrior Project, Rush Soccer and many more well-known organizations.
Transitions Expo was a college and career fair for underprivileged youth that benefited The Street School Network. For-profit and state schools/community colleges were represented under one roof.
Pet Family Deals was a 50/50 partnership with the Colorado Veterinary Medical Association. It provided pet-related daily deals, similar to a Groupon for pets.
After I lost my loft to foreclosure in 2010, I moved into a friend’s house who did a lot of traveling. I was alone most of the time so the Voice to Skullers created a treatment I call the vetting sessions. They knew my cousin’s wife was an environmental lawyer for the UN and her mother, Vera, was a world renowned international law school professor who wrote the ICJ advisory opinion on the legality of the separation wall in Palestine, Legal Consequences of a Separation Wall in Occupied Palestinian Territory, so they pretended that my inclusion in the torture program was causing a huge debate within the institution(s) heading the experiments.
They put on a mock trial which vetted my character and involved a sort of defense lawyer who spoke on my behalf. They said Susan Herman and Jameel Jaffer from the ACLU were involved along with some of my cousin’s friends from LA (who were important people). Once again, this treatment required me to talk about every aspect of my life to the torturers who were pretending to be something like a secret society.
When I brought up the charity fundraising I had done, one particular Voice to Skuller I call Hoarse Voice (because his voice sounded hoarse all the time) spoke up and screamed in my defense, “Listen assholes, Chris was doing everything right and you still Voice to Skulled him!” When this happened, I could literally feel his emotion in my body. He yelled at the other Voice to Skullers for a few minutes and I noticed my hands had clenched up into fists and my lips were mouthing his words! This was the introduction of emotion injecting, body takeovers, and hive mind/synthetic telepathy.
During the vetting sessions treatment, which lasted a week, they brought up a test I had cheated on in high school which I didn’t want to talk about. When they brought it up again a few minutes later, I thought for a second about the cheating, at which point one of the Voice to Skullers exclaimed suddenly, “That’s it, we got him!” This is how they introduced mind-reading and just like all of their technology reveals, it was woven into an elaborate treatment which made me think I had a chance of being released.
It was during the vetting sessions when Voice to Skull started scolding me for being friends with Karen Quintana’s son in law. When I heard Karen passed away two days later I decided to go public and moved to Cambodia and Vietnam in 2014 to write a book about my experiences. My YouTube testimony details a lot about my torture in SE Asia.
When I moved back to the US in 2015, they revealed hive-mind/synthetic telepathy in Palo Alto and I’ve been communicating with them telepathically ever since. Before that, for ten years, I had been speaking out loud to communicate with them.
Synthetic Telepathy is the ability to communicate to the Voice to Skullers by just thinking. Today I realize that they were probably using telepathy on their end the whole time but for years I thought they were using some sort of headset with a microphone.
Ramola D: Are you saying that you think Voice to Skull–the experience of their voices sounded in your head–was actually just Synthetic Telepathy all along? Or what exactly are you saying?
Chris Burton: Yes. I think the Voice to Skullers were using Synthetic Telepathy the whole time on their end. Synthetic Telepathy and Voice to Skull sound exactly the same to the receiver. For 10 years I would talk back out loud, believing that was the only way they could hear me. They didn’t respond to my thoughts for 10 years which made me think I had to speak out loud.
By not revealing this aspect of the technology, and creating obvious “clues” like communicating with me only in my loft and car for three years, they made me think my neighbors were involved or that it was a surveillance operation being conducted by a group located somewhere in downtown Denver (using an LRAD sort of device to transmit the sound and a bug to pick up my voice). For years I would stay up late with a telescope and binoculars looking at all of the windows in downtown Denver hoping to see someone aiming a sonic device at me. This is all part of their game.
Robert Duncan says V2K is transmitted via ground based-transmitters and satellites (for redundancy) and can follow you almost anywhere on earth. He has written two books about the technology and claims they’re transmitting brain frequencies that are unique to the victim from a very long distance away. I’m sure they’re using a combination of technologies, but to the victim, as I said in the beginning, it feels like one beam that follows you around everywhere you go.
Ramola D: And both Synthetic Telepathy and V2K sound like normal voices, normally sounded?
Chris Burton: Yes, both sound exactly the same to the victim. When it first starts you immediately associate it with technologies you’ve heard of, like the LRAD (Long Range Acoustic Radar), so you think in analog terms as if there’s a person speaking into a microphone. Later, however, as they reveal more and more of the technology, you learn that what you’re hearing is not your cochlear membrane being vibrated or bone conduction.
It’s a frequency that’s actually firing neurons and recreating sounds by copying the exact nerve impulses sent from your ears or eyes to your brain. Later, when they started impersonating people’s voices, I realized everything I was hearing had been digitally transformed in some way and then transmitted into my brain. When you think in digital terms the precise capabilities of this technology become apparent.
Ramola D: You mentioned being treated to a major Voice to Skull treatment in Palo Alto. Did you experience both Hive-Mind/Synthetic Telepathy and V2K at this time?
Chris Burton: In Palo Alto, they put together a massive two-week treatment in which they brought together a large team of Voice to Skullers to play the roles of President Obama, Mark Zuckerberg, Elon Musk, Marissa Mayer, Ben Affleck, Trey Parker, Dustin Hoffman, James Hetfield, Fred Armison, Kristen Wig, my sister, my cousin Joe, my dad, and two former colleagues. They imitated the voices and personalities of everyone to perfection. Some, like the Obama, Fred Armison, and Trey Parker characters spoke for hours while others, like my sister, spoke only a few words.
For two weeks straight they kept me up until 5 am in this treatment that was intended to make me believe there was an elite group of celebrities and politicians, already well acquainted with Voice to Skull and hive mind telepathy, who were taking part in a giant reveal of the technology in anticipation of letting me go. They claimed I was going to be part of the leadership team that helped determine when and where Voice to Skull would ever be used in military or the private sector, if ever. The group (I never knew exactly who was in the hive mind until they spoke) improvised elaborate skits and sang songs at night that built me up as an “insider” in their club. The skits were led by the Fred Armison, Trey Parker, and Kristin Wig characters and were performed as well as any Broadway performance. It was THAT good.
A few days into this massive treatment, they introduced Hive Mind Telepathy. The hive mind basically allows the group to suggest words while another person is speaking. It’s a lot like hearing multiple words layered together in an audio track with one coming through a little louder than the others. When more than one person thinks of the same word, the software adds weight to that word which causes it to stand out. This allows the person speaking to improvise speeches and rhymes all night long.
In order to speak in the hive you have to “think out loud,” but the hive can also read your mind and give away the entire sentence you’re about to say (if you’ve already envisioned it). I’ll talk more about that aspect of the hive a little later in the interview because it’s a functionality they mostly keep turned off because when more than one person’s entire sentence is being communicated at the same time everything becomes sort of garbled and you can’t make out what is being said.
The group had their own lingo which was made up of phrases picked out ahead of time such as “itsy bitsy teenie weenie yellow polkadot bikini” which was used instead of words like small, puny, short, etc. By using these phrases, singing songs, and rhyming sentences they created a perfect example of what hive mind “chat rooms” might look like if the technology ever became public.
Each chat room I was put into had its own “personality” (e.g. cartoonish, sensual, business-like et al.) with their own (living) rules that changed based on funny things people would say in the hive mind. For example, one of the characters, I think it was the Trey Parker, said “myself and others” instead of “me” and it caught on so everyone started using “myself and others” instead of “me” or “I” whenever they spoke.
Other times rhymes would catch on and everyone would end their sentences with something that rhymed with “balloon,” for example. The treatment went on with puppet shows (using my hands to talk to each other), masturbation “chat rooms” in which you and a “girl” would be left alone so she could take over your hand, and topic rooms where you could chat about a certain subject matter.
I could talk for hours about this experience. It was the most well scripted and well produced “show” I’ve ever witnessed and was every bit as good as any SNL performance and it went on for two weeks. (The actual skits and songs were performed at night. In the daytime the “actors” would just talk with me.)
I honestly thought I was going to be released until, of course, after two weeks of building me up, they opened the trap door and told me the real reason for the performances. I had been chipped for the purposes of experimentation and the chip, which had a small battery connected to it, and was inserted all the way into my brain stem, was running out of juice. They told me my chip’s battery had a ten-year power supply and that when it died, I would die too because it was impossible to remove or replace. They said they got everyone together and created the skits as a way of saying goodbye. They imitated my dad and sister, both of whom were too “broken up” to see me off in person??
To add to the ruse, they hit me with what I call a P wave. It’s a wave that feels like pressure is being applied to your whole body. It’s very scary and can be increased to make you think you’re dying. They started it at a one and increased it to a ten over the course of about fifteen minutes while everyone said their goodbyes. The president said I’d be buried in Arlington. When the pressure got to about a seven I could feel my organs gurgling and bubbling, which Dr. Horton called cavitation in one of her videos. I just laid down in my bed and waited for it to be over. After 15 minutes of the P wave and organ gurgling I wasn’t dead yet, so I questioned why I hadn’t died and some of them started to giggle. After this, they tortured me relentlessly for weeks which ended up putting me into the hospital for a month. I’ll talk about that later.
One additional note. During this treatment, which involved the voice of a female ex-colleague I worked with at CompuCom Systems, they revealed how they could morph a girl’s voice into a guy’s voice in mid-sentence. This is the level of voice transformation software they have and highlights the fact that everything you hear over Voice to Skull has most likely been manipulated.
Before they morphed her voice into a guy’s they had built up a treatment, over a period of four months, having to do with her being recruited into Voice to Skull to help me get through it. They built up her character over time using her exact voice and mimicked her perfectly, right down to the way she spoke (which was very quickly).
She was supposedly “monitoring” the experiment someplace with my uncle. I didn’t believe this, but then during the two-week torture in Palo Alto, she started speaking all the time, and would laugh “genuinely” at anything funny I would say while the celebrities kidded us about our “relationship.” At night, she began to take over my hand and made me masturbate. The whole situation became so intolerable that I actually called CompuCom and left a voice mail asking someone to tell her to please stop torturing me.
They had me so wrapped up in that treatment that at one point I actually texted “I love you” to her but I quickly snapped out of it, realizing just how dangerous Voice to Skull really was, and texted her right back and said I’m a Voice to Skull victim and to please call the FBI if she ever heard a voice in her head. She replied, “Please don’t ever contact me again.” This was a very important person, ex-colleague, and former client of mine so you can see the kind of damage Voice to Skull can do to personal and professional relationships when they feel like it.
Ramola D: Yes, it appears so, with this voice morphing software especially. Really, this is all absolutely extraordinary information, especially about the Broadway-show “treatment” and the way the hive-mind works, including the major takeover of your body that the constant, elaborate “chat-room” back-and-forth communication seems to facilitate. We have to discuss this further in a podcast!
Can you describe what the voices sounded like—did they sound electronic or amplified, or just like normal human voices in close range? Where exactly did they seem to be coming from?
Chris Burton: The sound is faint, as if it’s coming through a wall, but it’s perfectly intelligible. It’s different than a sound-wave which becomes muffled as soon as it travels through a door or a wall. When Voice to Skull first started I put my ear to the walls in my loft but couldn’t find a place where the sound became louder or softer.
The voices were also omnidirectional which made them impossible to localize. The sound falls somewhere between thinking “out loud” and hearing someone speaking right next to you when your ears are plugged. And you can’t filter it out the way you can with ambient noise (e.g., at a ball game or concert). You could be listening to loud music on headphones and everything they say is perfectly intelligible even though it’s faint. It literally cuts through all audible sound and your thoughts like a knife and grabs 100% of your attention.
Unless they’re hitting you with Thought Interruption or Injection, or Freezing Your Mind (which started for me in 2015), you can think clearly while the conversations are being beamed into your brain so it’s not like the “voices” are your only thoughts. Your brain is still thinking about other things, you just have this conversation going on that you can’t turn off. Another hallmark of Voice to Skull is a very high-pitched ringing (tinnitus) they transmit into your head once a week or so that usually lasts only a few seconds. Think of the sound the mortician’s camera made in Silence of the Lambs when he photographed the butterfly cocoon. It’s a super high frequency tone that, when it’s transmitted, makes you think that they’re calibrating something. I always suspected it was associated with Voice to Skull but didn’t know for sure until after year ten when they started transmitting it all the time (making it go up in pitch and down in pitch).
After eleven years of beaming only Voice to Skull voices into my head they introduced Forced Speech in Palo Alto. One day they just surprised me and said, “Hi Chris, this is Joe!” and it was my cousin Joe’s voice coming through my mouth. This means they can control your breathing, tongue, larynx and vocal chords. They can also cause your vocal chords to expand/relax and make you speak much lower than your normal voice. They can impersonate voices through you, like my cousin’s, and send heavily synthesized voices through you too. They never sent a woman’s voice through me but they did a good very good James Hatfield impersonation.
Ramola D: So that is a level of neuro-assault and takeover that is well beyond piping voices into heads via Voice to Skull—others report Forced Speech too. Did you understand by that point you were being assaulted with Black Ops military-grade neural weapons? What did you think was happening? How did you react?
Chris Burton: When I lived in my loft in Denver I thought the conversations were being transmitted from one of the units across the alley or from the parking garage a few hundred feet away. You can see how exposed my unit was in these pictures.
As I said earlier, for years they only Voice to Skulled me in my loft and in my car which made me think my neighbors were involved. When they started Voice to Skulling me everywhere I went in Denver, I realized it was something much bigger, possibly incorporating cell tower sites or even satellites. When the torture followed me to Cambodia and Vietnam I was convinced it was military technology.
The torturers are also professionally trained and very intelligent people so when you add up the expenses in just my torture den alone you’re talking about four or more people being paid at least 100K (or more) for 13 years which is over $5 million in torture labor alone. Add to that the people who don’t speak (developers and other team members) and the equipment (ground-based transmitters and/or satellites etc.), and you’re talking about a massive budget for something that no investor will ever be able to go public with. It can only be a massive classified Military/Intelligence project with subcontractors, or a private entity that’s selling the technology piece by piece to the military (both of which bypass the Common Rule which governs federally-funded experimentation on humans).
As I explained to you over the phone, this tech can take over your entire mind and nervous system to the degree that you literally become a back-seat passenger in your own body. The Hive-Mind Telepathy and Forced Speech was startling when they introduced it in Palo Alto but that was after they revealed the beginnings of the Bio-Robotization which was extremely scary. I had been tortured for 10 years straight with just voices and then out of nowhere one day they hit me with pulsed waves that violently shook individual parts of my body, one at a time.
One day, in Palo Alto, I was driving, and they told me to stop the car because they wanted to “test some waves” on me. I pulled over and they said, “Okay here’s wave number one” and immediately my left hand started moving side to side really fast, about 3-4 times per second. After shaking my hand for about five minutes, they said, “Okay, here’s the second wave,” and hit me with a frequency that made my entire left arm, from the elbow to the tip of my fingers, start whacking my chest over and over.
After five minutes of that, they announced, “Now we’re going to try out the gas-pedal wave,” and my right foot began depressing the gas pedal about 20 times. Finally, they said, “Okay, here’s the last wave” and, all of a sudden, my entire torso began thrusting itself against the steering wheel over and over for about 15 minutes. I thought they were killing me off at this point so I dried my tears, lit a cigarette, and just waited for the end.
Ramola D: That just sounds criminal. Essentially each time, it was a wave of powerful frequency or directed energy sent directly to distinct body parts—first your hand, then your entire arm, then your leg, and finally your torso—this was not neural influence or frequency sent to your brain?
Chris Burton: It was a neural frequency sent to my brain which actually had the capability of controlling all of my body parts but I didn’t know that. Up that point, I had thought Voice to Skull was just a number of individual frequencies that could send voices, influence your emotions, disrupt your mind and give an indication of whether or not you were telling the truth. Just those capabilities seemed out of this world to me.
The waves that moved my body parts in the car were pulsed so it made me think they were testing new frequencies that had particular attributes (one can shake your hand, one can shake your arm etc.).

After a year, I was recruited into a systems integration company called CompuCom Systems to work in their San Francisco office. My first cousin had just left medical school and was living in the Bay Area at the time and when I explained Aerotek’s business model to him we decided to start our own company, Dedicated Onsite Consulting (DOC). We recruited two of my former colleagues from Aerotek to join us and together we grew the company from zero to $12 million in annual revenue in 4 years which was very similar to building a branch office for Aerotek.

After I lost my loft to foreclosure in 2010, I moved into a friend’s house who did a lot of traveling.
