Note, the criminal Mazzeo man was actively conspiring with the police party who showed up, calling me “MENTALLY DISABLED”: Defamation, Slander, Conspiracy to Defraud, Conspiracy to Deprive me of Rights under Color of Law, False-Claims, and Soliciting Armed Kidnapping and Trafficking to Psych Wards and Mental Asylums.

January 10, 2024: FOIA request email responses from Wright Patterson Air Force Base regarding the original DEBR contract requested in 2014 and re-requested in full again in 2023, noted at ECC-FOIA-1 below. Other US Air Force request status as noted below, today. [Efforts to access the USAF E-FOIA site over the past few weeks have been repeatedly thwarted by cyber-hacking: freezing of browser, PC, log-in pages repeated in loops.]
December 13, 2023: No further response from Quincy Police, no response from Quincy District Court noted at ECC-FOIA-2 and ECC-FOIA-4 below. Attempts to check US Air Force FOIA requests today and a few days earlier have been cyberhacked. Internet access has been down for two days, thanks to in-house sabotage by external parties.

Noting today, January 10, 2024: Found* two emails from US Air Force, Wright Patterson Air Force Base, Air Force Materiel Command dated January 10 and January 4, 2024 and responded to both, one a request for information and the second a notification of transfer of request to a different location. Documents and emails posted below. * Emails are frequently delayed, withheld, disappeared in my Inbox–and of course shouldn’t be: merely reporting the facts. Those hacking into my PC Should be stopped–by whichever remnant ethical “security” agency we’ve got out there, playing National Security.

Docket records online checked earlier under different forms of my name or spouse’s name yield no records. - Sent the FOIA request for all DEBR contracts in replication of the 2014 request made at Muckrockas requested by AFMC FOIA given questions re. documents sent earlier. This request to be reported, along with original Muckrock request and correspondence, if provided.

Found a response from the USAF online at the USAF FOIA site and in email as noted there: both email and access to this USAF FOIA site was thwarted for months by repeat and extreme Cyberhacking from the Mazzeo-suspected CIA clan operating from next door and their Operation Garden Shed, with much shaking of browsers, freezing of browsers, and sounds from that shed and their upstairs rooms nearby. Basically, this request was closed by the USAF after an initial email looking for a response from my end and not finding one. Apparently the FOIA query was too large and too vague.

ECC-FOIA-11, April 3, 2024: Sent a FOIA request by email to the Public Records Coordinator, Office of the City Clerk, City of Quincy to ask for current agreements and contracts with Brewster Ambulance and Quincy District Court as well as related Section 12s and other materials if any in relation to the unlawful drugging, kidnap, and trafficking of this writer and journalist to various rendition sites on the South Shore and in Boston for profit and for false psych labeling (a CQpp (CIA & Quincy police pastime)) on 12-20-2022.
2. April 4, 2024: Received a note and document titled Brewster Ambulance Extension from the Office of the City Clerk (posted below), responded to verify contract currency.

FOIA Note: Nothing in this contract supplement or the 2015 contract with the City of Quincy to permit forced-drugging, manhandling, kidnap, capturing, abduction, terrorizing, traumatizing, trafficking, and sale of anyone, especially not a journalist–which occurred, December 20th, 2022–or to force use of their EMS ambulance “services” via abduction and rendition.

It appears therefore that Brewster is stepping outside the stated terms of its contract with the City of Quincy yet given those redactions it is also clear the City of Quincy is keeping part of its agreement with Brewster silent. This signals City consent to Black Operations–which the December 20, 2022 attack on this Writer certainly was–and Brewster delivery of same (Medical Pros, mind, turned into Mafia). Might it be concluded therefore that a CIA-DOD Black Operation to muzzle journalism, truth, transparency, public safety, and public health is underway in Quincy–operative in EMS, at the Quincy District Court, and with the active complicity of Quincy Police and the City of Quincy? The operation and testing of Covert Electronic Warfare Weaponry, Limited-Effects Technologies, inclusive of Acoustic Neurotechnologies, Radio Frequency High Powered Microwave weapons, Pulse-wave and Continuous-wave, Less Lethal Technologies and other AP-DEWs as well as other kinds of Human Experimentation such as Artificial Intelligence, Robotics et al in Quincy of course is an attack on the people of Quincy; the covering of this operation through the attack on journalism and journalists exposing these criminal AP-DEW/Neuro attacks using normal city mechanisms and abnormal cover operatives hidden within them suggests that Agents, ie, Intelligence Agents, plausibly the CIA, commandeering and directing such covers exist and are active inside all of these departments and organizations (all 4 named above); note, this doesn’t excuse any of them. There are other problems with Brewster’s “Medical Services” evident on their own site in their stated privacy polices and their inability to respond to queries for medical records while notations of flagrant lies on their reports are submitted for inclusion in patient Protected Health Information records (as they have noted in mine: my full report on this is upcoming): all of this is evidence of Medical Mafia permitted to operate in Massachusetts, as indeed all “Crisis System” reports detail. 3. April 7, 2024: Received clarifying information confirming that the Brewster Ambulance contract marked 2015 (above) provided on my 2022 FOIA request at Muckrock is still valid, along with the new Brewster expansion. Further information regarding the separateness of the two governments, City and State provided. [The Quincy District Court apparently has no contract with Quincy but is run through the State. The City of Quincy is a Municipality–not run through the State presumably–yet surely not standing alone.] Matters of government, court, and Empire (Roman, British) to be discussed separately.
From communications so far, it appears the City of Quincy does not wish to take responsibility for Brewster’s and the Quincy District Court’s actions–which were unwarranted and unlawful. QPD was also involved though, so there are further questions here to address, and the Larger Matter of Defamation and Slander to spotlight and conclude. [The investigation continues; report upcoming.]
4. April 12, 2024: Received further information from the Office of the Clerk, City of Quincy regarding Quincy Police Department which apparently is employed by the City of Quincy, that is, Quincy Police are municipal employees of municipality City of Quincy. [This must mean that municipal City of Quincy is responsible for the unlawful capture, kidnap, and trafficking of my living physical body –and subsequent crimes and harm–on December 20, 2022.]
Given the name “Quincy” on “Quincy District Court” as well, one has to wonder about the structure, connections, and administration of that District Court–as possibly all District Courts–and their connection with the District of Columbia and the Eastern District Court of Virginia. To be further investigated and reported on. Quincy District Court, markedly, has not responded to my three email FOIA requests for information regarding the supposed hearing on December 20, 2022 to which I was invited (while shackled with orange cuffs in a painted-black jail cell with a white light on the top left corner) but declined (for base reason of jurisdiction) and did not attend, subsequent to which the further, Brewster looniness erupted.
I’m told there is no correlation between the City and the Court.
Yet what the relationship is between Quincy Police and Quincy District Court–run through the State–is surely a matter for the City of Quincy, QP’s employer, to be aware of. Since Police take people to the Court (I presume I’m not the only one to have experienced that joy-ride in a police cruiser and hours being knocked out in a jail).
Does QDC really answer to the State?
I’m told the City of Quincy has no Section 12 form: An Application for an Authorization of Temporary Involuntary Hospitalization. But the Department of Mental Health with the State Government, Commonwealth of Massachusetts does: the generic form that is.
That’s the State.
Last April–or rather the one before last, April 14, 2022, to be precise, QPD signed off on a Section 12 form, then had Brewster come into my home and park outside, while physically laying hands on me themselves (that’s QPD) and dragging me into the Brewster icing truck for trafficking and eventual incarceration, freezing, trafficking, and captivity in Steward Carney–and a spot of Free False Labeling from a covey of Carney Psychs (several of them) who should have known better. [Criminals obviously.]
So, QPD and DMH have some arrangement then? That’s the City and the State.
Section 12s after all–now proliferant all across Massachusetts–bring in money for Ambulance companies, Hospital companies, and Health Insurance Companies. Corporate capitalism cronyism at its best then: what we all live and breathe for in Quincy, Mass they believe?
The Section 12s, and the current fascination with them, also legitimize–or SEEK to legitimize–the lunacy of the State (that’s the lunacy of DMH) and the Hubris of the City (the City of Quincy) in their escalation of False-Mental-Disorder claims against anyone and everyone in the City and State, and keep the Federal Funds keep on rolling.
So Section 12s do prove lucrative for City and State. And surely for the elusive QDC too.
Hence those amazing figures online from Psy Op Mainstream Media and MH orgs both, re 1 in 3 and 1 in 4 being found to be Mentally Ill all across the state.
“Disorder” is a word used often on Police CAD reports. And what Is a Disorder? According to the Section 12 (a) form in Massachusetts:

ECC-FOIA-12, August 2, 2024: Sent a FOIA request by website form (around 8:45 am) to the Quincy City Clerk via the Quincy, MA website asking for flight records of two helicopter runs directly over my head at midnight last night August 1 and over the house and street at noon yesterday August 1. (Was blast hit with nausea and heart fibrillations at thymus gland and solar plexus/heart chakra almost immediately; recorded this in 2 video reports as I ran out on porch for fresh air, was greeted with dead rat and gas smells as well as a zoomer and 2 light plane Growler style flyovers. The level of INTIMIDATION Here in the city of Quincy which seems to be Crime Capital of the world is beyond Belief. 9:31 am, 8/2/2024.)

Dear Quincy City Clerk:
Last night a helicopter trundled rather low directly over my head, making a rather unmistakeable helicopter sound (I live at 154 Pine Street in Quincy, Massachusetts); it was about 11:45 pm to 12 am, between August 1 and 2, 2024.
Earlier yesterday, at past 12:00 pm, around 12:30 in fact, I witnessed and recorded a black helicopter making large trailing circles across a few blocks in my neighborhood, and managed to film at just the right moment as it flew over my house and front yard and the length of Pine Street (looking Beale-Street-ward, up the hill). Prior to my filming this helicopter had been circling about quite a bit, making a racket. It seemed to flee this time, past Harvard and Adams. I did not linger to witness further circling–since I have much to do, generally speaking, and did, yesterday as well.
Can you please provide me the flight records, reason for circling at noon over my house, and reason for flyover over my head last night at close to midnight of these two helicopter runs? Note, there have been numerous other helicopter and light plane runs over my house all of yesterday and I did not mark down the time each came by. It sounded like a sort of aerial fiesta was in progress. Perhaps August 1 is some sort of pagan holiday for planes and helicopters among air force bases and police helipads that I know nothing about. But I believe I should be informed as to why these helicopters and planes are engaging in mad parade over my head, house, yard, and life generally speaking and specifically yesterday. I am aware this sort of flying about has been going on for quite a while. I am not aware however why.
Please provide all flight records, incident reports, police logs, Air Force notes, anything associated with these two helicopter runs over Pine Street and this block in particular on August 1, 2024. Details may be provided via email PDF and print copy mailed to my private home address.

ECC-FOIA-14, August 12, 2024: Sent in a FOIA request to the Norfolk County Sheriff’s Office, regarding certain events at the Quincy District Court on December 20, 2022 where a (presumed) Deputy of the Sheriff with a Norfolk County Sheriff’s van–back kept open then pointedly closed–was present, August 12, 2024:

Found in my Inbox today, February 17th, 2025–delayed, cyberhacked, concealed, no doubt by the miscreants engaging in tortious interference with my journalism from right next door–a response from Legal Counsel at the Norfolk County Sheriff’s Office dated the 20th of August, 2024, denying any existence of records responsive to this request. That is very interesting, because it suggests the Norfolk County Sheriff’s Office does not keep written records of activities conducted by its deputies which are clearly and transparently illegal and unlawful. This matter will be reported in full. The Norfolk County Sheriff and his deputies have no business attacking, defaming, detaining, “jail-diverting” an Author and Journalist who has 1) been unlawfully kidnapped, detained, and knocked unconscious by Quincy Police, Quincy District Court, and Quincy EMS: Brewster Ambulance, 2) committed no crime, and can be accused of no “dangerous mental illness warranting jail-diversion” as the unlawful “Sequential Intercept Model” and “Community Justice Program” run by Massachusetts State of State unlawfully suggests. Letterhead suggests the writer, labeling himself a “Records Access Officer” and “Inspector of Divisions” also decorates himself with an Army title, suggesting or projecting an Army affiliation and possible CIA affiliation thereby, given the CIA’s close collusion with US Army and in particular US Army Psy Ops, variably termed “Counterintelligence”, and also given this particular Person’s previous history of Lying, first to this writer’s spouse (April 13, 2022) to deprive this writer of all human and civil rights, and second, Lying on FOIA reports (regarding April 13, 2022) to this writer, as Noticed in her Living Testimony in Form of Affidavit and Statement of Fact re. While this letter (falsely addressed) is written in the careful style of Government/CIA-men from days gone by (British Empire, Graham Greene times), it offers an illegal, unlawful, and frankly criminal “intention” on the part of “the Department” on the basis of an exemption which actually spells out that “confidential investigative techniques” are being used by Quincy Police–involving Radio Frequency Microwave, Millimeter Wave, Active Denial Systems, and other technologies, putatively, not fully spelled out–in some form related to the arrival and intrusion of two Quincy Policemen in 2 Quincy Police orca cruisers landing at the writer’s house on Sunday September 29–following on other Quincy and plausibly other sorts of Police also landing up here regularly as if it were a national attraction–such as marbly limestone caverns or eternally bubbling holy springs–perhaps with sightings of a blue-robed Madonna to boot–which it’s not. Further, mention of a “Trial Court system” and “sensitive material” and the possibility of “criminal prosecution” is made–along with hopes of “successful prosecution.” All of which is massive Character Assassination, Defamation, and Slander, seeking to squash this Writer’s name, it appears, in every which way it can.
4. As I wrote to members of my Family today, inclusive of Fiduciary of The United States of America, Unincorporated, and Edward Fulke, Massachusetts State Assembly Recording Secretary and Co.ordinator:
“I am completely and absolutely Private, on Land and Soil, not Maritime. This entire QPD missive is a “phishing scam” from the Mazzeo-CIA Sentient-Simulation crowd. They are all in the Roman Empire underwater dead-in-the-water corpse-state–literally in Chapter 11 bankruptcy as well. I am Alive, Living, American, and they can only “offer Services”–they cannot criminally start court cases against me when they have committed crimes against me and I am asking for information regarding unlawful harassment and intimidation by continued police intrusions of my Privacy at my Private Home. The Mazzeos, LiMings, and Starsiak tenants have unlawfully “called the police” numerous times, reporting lies, while attacking our trees, foliage, throwing dead rats and birds into our yard, continually harassing me with false-allegations about “video’ing kids” and parking in front of our house nonstop–our own private parking spot, not theirs–even when asked to kindly move their vehicle. This is all in addition to longterm “harassment”–much more, Persecution, Assault, and Battery–with Radio Weapons. If that is what is being referred to in the Letter from the Records Access Officer, that is both Illegal and Unlawful, breaking a basic tenet of the Constitution, the Fourth Amendment safeguarding of all Americans’ privacy in their homes. Most egregiously recently, the Starsiak tenants and the Mazzeos have called Quincy Parks and Quincy Public Works to come attack me physically and attack our cherry tree and wildflower garden and native plant sanctuary–which by the way has always been kept, all year, as a blended Garden, carefully tended, and not exactly “wild.”
I will be reporting on this letter, and there is no Crime here but what they have committed. In addition this is dated October 16. On October 18, Quincy Police were once again at our house banging and knocking and yelling–that’s Disorder. And that is uncalled-for. My suspicion is they once more did what they did on December 20, 2022, filed some False Claim in their local municipal District Court, then thought they could send QPD to “arrest” me and drag me off to their Lockup again and Haldol-attack me again and Section 12 me again and get False Psych Labels on me again–this is Absurd, in addition to being openly criminal. They –Quincy Police nor the Mazzeos nor the CIA–cannot “arrange” for Police to arrest me and knock me unconscious and near-murder me with drugs and get a Psycho-Docster to call me a “Schizophrenic”: obvious Police, Mafiosi, and Medical Crimes. Quincy Police must know that is Criminal.
This huge interest in naming me Schizophrenic–instead of a Journalist exposing the Torture of Americans and people worldwide with “Non Lethal Weapons” testing and “Public Safety” weapons operation–which Quincy Police may think it can pass off as “Law Enforcement sensitive, immunity, ” etc. but cannot, is all because they want to hide the crimes they have previously committed against the People and want the right to keep using these deadly weapons of human invasion on activists, writers, journalists, thinkers and rational people in every field to shut our brains and bodies and agency down forever. These are Human Rights Crimes of Unimaginable Atrocity I have been reporting, on behalf of millions. The use of these weapons on people, by Military and Law Enforcement, will have to be stopped.
“Trial Courts” cannot be convened against a journalist on the Land and Soil, non-criminal, reporting Crime Against Humanity. Nor can such occur without a “process” that’s Lawful–which is not the case here. In other words, these alarming statements need to be reported and publicly addressed, but not recognized as Lawful or Legal–“sentient Simulation/Psy Ops” is where these strange attempts come from, it appears. Notice, no crime has been mentioned. Quincy Police cannot send such letters to anyone, nor can they run Secret Courts, Secret Police Action, and Secret “Criminal Prosecution” against anyone. Particularly someone with no criminal record and an outstanding record of community and civic engagement. They should be called out for such letters–and anyone receiving such a letter should publicize it, call them out publicly, challenge them openly. If this is the basic “NSL” that family are given, then families should both address them directly and ignore their content.

7. The 2 CAD Incident Reports included with this Letter for Monday September 23 appear to be promulgating Lies or surfacing interesting new “POL INFO”. “Crisis One/CRI Tim O’Brien” and “J. Ryan” were not here September 23, 2024, 11:36:15 (not witnessed, heard, seen by this writer; all Sep 23 invasions and Sep 29 invasions as witnessed have been reported in Reporter’s Note 37; a lone party was witnessed/recorded here at 11:37 am, Sep 23, 2024) but are claimed to have been here; were they cruising about in their cruisers then that morning and writing this down? And what Is POL INFO? Is it perhaps attempts to gain RF pings from the unlawfully-forced-implants placed on this writer’s back, spine, and chest by her heart by criminally-acting South Shore ER Docsters and “Covered” Black Ops Surgeons–whom we are all supposed to pretend don’t exist because they’re oh so Black? And yes, this writer will be publishing her Account of Events Unprecedented/in form of Affidavit soon on this subject; these are not idle statements. Or is it attempts to respond to the endless history of false reports steadily streamed out especially by these 3 parties nearby, the Mazzeos of 150 Pine, the Starsiak tenants at 153 and 151 Pine, and the LiMings at 156 Pine–who have all three established now they have a habit of acting criminally against this writer, then “calling police” with Lies? The second CAD report here for the same day September 23, 11:55 am and later it appears, also appears to detail something not witnessed, seen or heard by this writer. The Reporting Person is “Quincy District Court” and the Incident Type is “HPO Violation”–whatever that is, since it is impossible to find information online on these Incident Types (perhaps Cyberhacking this end to prevent research}; and Persons involved seem to include “Joseph Mazzeo” of 150 Pine Street. How is this man involved, why is our home named, why is my name on that form and were QPD here or is this more lies? There is little clear information on this report and the mysteries here remain mysteries. “Joseph Mazzeo” of Pine Street seems to be incessantly involved in bringing Quincy Police on false claim to the writer’s home; again, a matter to be further reported. The many men occupying this name have been witnessed, recorded, and observed engaging in acts of stalking and overt harassment of this writer, while much else has been enumerated in the Notices of Trespass and Fine sent to them; their execrable behavior has continued to this day, October 29, 2024, 10:36 pm.

This was reported as Report of Crime at Notes and Updates, October 3, 2024; There is more to be said, and further reportage will be made. The gravity and seriousness of this (second) profound assault on the writer’s cherry tree, garden, body, and life (her body is inside the home this City has sought to invade, yet again, her life is being conducted inside her home, obviously both are under attack here when criminals in power treecutter trucks roll up and slash manically at her garden foliage); cutting branches of her cherry tree with a 10 inch saw (in width)/almost 2 feet long while she has been previously terrorized by Public Works–and the Mazzeo “Joseph”–ramming power tools into her body and feet and killing her plants and wildflowers and her tree, then calling Quincy Police and procuring a designation of the Criminal Attack as “Disorder” is such that this Act of Crime by the City of Quincy, putatively with the Mazzeos and the Starsiak Tenants at 153/151 Pine will not be forgotten. Received by email, from a Terence McDonnell, Quincy Police, a CAD Incident Report purporting to be the “incident report” related to the October 3, 2024 attack on this writer’s private home, private garden, private cherry tree and privacy by someone from the Quincy Department of Parks: an inexplicable Incident Report alleging that Quincy Police were at the writer’s private home prior to the incident–which this writer started video-recording at 10:29 am–at 10:21 am, in fact, numbers of them, supposedly all “Crisis” units with intent “Attempt Arrest”–none witnessed by this writer, for what reason, it is not stated. Inexplicable and unacceptable: this FOIA request will be reported on further shortly. This writer is a journalist and writer living privately and working quietly, not interacting with hostile locals and not in any way engaging in crime of any sort; there is no reason whatsoever for police to arrest her.

ECC-FOIA-21: Quincy City Clerk, Record Access Officer, and Public Records Manager, Quincy Police Department, regarding unruly banging and doorbell ringing visit by 2 heavily armed Quincy Police Officers on Sunday morning, October 6, 2024/Sent October 7, 2024, Copied to Local Press, Family, Fiduciary, The USA, Mass. While it is not clear who exactly among the many attackers on this street may have instigated this new and recent unwelcome and disorderly Quincy Police visit to this writer’s home on a quiet Sunday morning, probably the fourth privacy-invasive visit by Quincy Police in the last 2 weeks, while massive other attacks have been aimed at her and her home by other Quincy departments, as reported at Reporter’s Notes (Nos. 32 to 38), this writer suspects it may have been the police parties across the street who may also have been responsible for the October 3 attack on her family cherry tree, whose branches and leaves were in no way overhanging or impinging on any part of her private way–the strip of sidewalk connecting with other private ways on Pine, either side–nor on the private parking-space in front of her private home, nor on the private street connecting with other streets, none of which the “City” owns. The Quincy Department of Parks had no business engaging in this crime, and the “City of Quincy” is liable. The “City of Quincy” however cannot be permitted to merely assume liability–in terms of monetary compensation or fine–but must be apprised by all private home owners in Quincy they cannot in fact encroach on, act against, nor enter the private property of anyone in Quincy. The “City of Quincy” provides services to those who have chosen to come live here, and cannot act in hostility against anyone living here. Those who live here are living privately, their–our–privacy must be recognized and upheld. All interactions we have with the “City of Quincy” must be made out of considered examination and mutual agreement. One-sided attacks on private home-owners and private home-leasers are neither acceptable, “civilized,” nor lawful.
Why this author suspects the police/district court/corrections parties–Higson-Starsiak Tenants at 153/151 Pine–is because all through this summer and continuing–in fact evident yesterday and today as well, and the day before: Oct 7, 2024, 1:17 pm–the people living there (frequently changing out, along with different children and toddlers) have engaged in aggressive “Arrival-Departure Monitoring” of this writer, charging out onto their porch or immediately opening doors and evicting their children, the latter often crying to be let back in, whatever time of evening or night or weather, or blasting down or up Pine to land their Chevy cruisers or pickups in front, or having their friends driving school buses and jeeps to do the same, suddenly raising calls of “video’ing kids” and throwing darting looks about, shouting “Does she have a phone in her hands” as recorded on occasion, implying that this writer–of all the people in the world, all well-equipped with cell phones for protection–should not be holding or using a cellphone at any time, and seeking apparently desperately to “frame” her as one who sits around video’ing their kids, a marvelous invention begun as Pre-Scripted Criminal False-Accusation in April 2022 and persisting to date, clearly a pathetic Police ploy, one of many perhaps, intended to harass, persecute, pre-attack, and provoke continuous ire. Such peculiar behavior does need reportage and this writer will further expose this crime elsewhere in her pages. The lovely flowing green summer leaves of the cherry tree had been trailing down over the front walk and offering the writer some privacy this summer. Did this pose some kind of “Viewing” problem to the Starsiak Pinesters who seem to think they need to “Watch” this writer nonstop? Are they paid to do this? By whom? And why?
