  1. This is a Notice to notify all that the Quincy Police Department, Boston FBI, Boston DHS, Massachusetts State Police, Commonwealth Fusion Center, Boston Regional Intelligence Center, Boston CIA and Norfolk County Sheriff are Permitting & Committing Crime on and against this Writer and millions in Quincy and Massachusetts: The Crimes of Slavery, Murder, Assault, Battery, Disablement, Disfigurement & Mutilation, Brain Damage, Mental Health Fraud, Defaming, Slandering, Ostracizing & Social Isolating, Slavebinding, Removal of Family, with 24/7 Radio/Electrical/Neuroweapons, Lies, Threats, Attack & Provocation Operations–as reported extensively by this writer in recent Notices, Reports, and Reporter’s Notes. The Boston FBI and Quincy Police Department are especially culpable for they began these attacks on her without cause, on hearsay and lies plausibly, in October-November 2013 and have not stopped, despite numerous letters to them and public reports and Notices.
  2. These are Crimes being protected by these Police, Security, Intelligence and Military agencies, some being committed by their own operations in “Public Safety,” “Criminal Justice”, “Homeland Security”, “Counter Terrorism”, “Countering Violent Extremism” and other covers; some being committed by the numerous mercenaries operative in Quincy and in this Writer’s neighborhood on this Writer’s Body and Brain, as reported incessantly for 12 years now including in recent Reporter’s Notes, Notices, Notes & Updates, FOIA Request reports, FOIA Requests, Letters to various officials in City, State, and US Government and USA, Unincorporated. These mercenaries appear to have affiliations with the CIA, Air Force, Navy, Army, private Defense contractors, Police, DOJ, NIJ, FBI, DHS, DARPA and similar agencies, seemingly a combination of academic and hospital researchers, military mercenary experimenters–both domestic and foreign, Criminal Justice experimenters and operators, and third-party private-corporation contractors affiliated with larger Defense and Police technology contractors. Research, experiments, tests, and operations in various areas in Artificial Intelligence Development, Brain Research, Cybernetics, Telemetry, Tele-Medical Care, Psychology, Psychiatry, Neurology, Military Anti-Personnel Non Lethal Weapons and Neurotechnologies appear to be being carried out–as further addressed in the recent Notice of Widespread Police-EMS-Mental-Health Fraud for Abusive Artificial Intelligence/Brain Experiments & Spectrum/Acoustic/Neuro Weapons-Testing Causing Grave Physical Harm & Destruction of Lives & Families—all of them inhumane, barbaric, and unethical.
  3. This writer has no reason to believe these actions of malice against her are not being carried out on other people’s bodies and brains in Quincy and in Massachusetts as well–given the infrastructural construct needed to fly numbers of planes, helicopters, drones, and ground zoomers in the city, and given the information released by the Commonwealth of Massachusetts, acknowledging Police Crime in simply lifting people off the street, or off their couches at home, and into ambulances for false-claim “medical evaluations”, eventual Psych Labeling, and abusive and hubristic extended or lifetime usage for Torture, Physical Abuse, Psychological Abuse, and Social Abuse activities alleging the above-named Research and Operations. Communism Claiming Crisis in Massachusetts: Criminally Harassive “Community Policing and Behavioral Health Crisis Intervention Services” Reveal Over 250,000 Captures Per Year into Mental Health of Children, Youth, Adults from 2019 to 2022.
  4. However it may have begun, whatever lies the Police were told, as they were drawn into Classified Non Lethal Weapons Testing and Usage in 1993 and possibly before (with the Classified Non Lethal Weapons Los Alamos Conference, 1993 and other conferences), whatever fatuous notions they all had, Defense and Justice both, in developing and planning to use Spectrum EMF Weaponry, Neuroweaponry, Nanoweaponry, Acoustic Weaponry, and other forms of Bio-Hacking and Chakra-Hacking Weaponry, Americans have widely reported the usage of such through-wall Radio, Energy, Neuro weaponry on their bodies as Torture, Physical Abuse, Slavery, Assault and Battery, and, in many cases, inescapably, Murder. Locking someone in a 24/7 Physical Enslavement program of 24/7 Weapons-Testing On Their Bodies and Psy Ops is indeed Life-Takedown and Murder of their Lives in Life. Defaming and slandering them similarly in a 360-degree way, running smear campaigns, maintaining lies and false-reports in medical and police/security databases likewise is Murder: of their Name, Bodily Safety, and Chances in Life. Slavebinding people with Mental Health Fraud Labels for life, force-medicating them, escalating those Labels across months or years--while using Neuroweapons on them to make them catatonic or ebullient is Imprisoning Them for Life in False Psychiatric Jail, whether in their own home and neighborhood or in an asylum or Psych Ward. Using the same Weapon-Wielders to spread lies and stories about them in Smear operations, to have these Weapon-Wielders and Brain Thieves call Police on them nonstop with Lies and the Police then rushing to heed these false-calls and lies in supposed “Crisis Interventions” or “Emergency Management” schemes is Imprisonment in Smear and Defamation Operations–which apparently the DARPA-CIA-Private-Sector Crime Cartel lusting for their Brains needs, in order to falsely and criminally name them Mentally Incompetent and Unable to Consent to their criminal and abusive, falsely-named “Beneficial Research” and “Public Safety” operations.
  5. All Police interfaces with such targets of the Military-Intelligence-Private Sector Crime Cartel are false, terrorizing, hubristic, and abusive: Responding to false reports from Weapon Wielders, classified or not, and rushing to run “Well Being Checks” needlessly and baselessly on people again and again, dragging them off to hospitals again and again and sometimes Jail, all without cause, is criminal; Refusing to heed people’s own testimonials is discriminatory and indicative of criminal targeting; Protecting these weapon-wielders in their crimes of attack on people is akin to the attack itself; all these attacks are criminal. In Quincy–and perhaps everywhere–it appears the Police and CIA are working together in some strange intertwined way–as the 2 visits here suddenly by pairs of men seeking to “get” the Writer, perhaps with syringes filled with Knockout Drugs, reveal, one on October 8, 2024, and the other last week on August 25, 2025, hence this Writer’s usage of “PoliCIA.” There are many reasons why Police cannot condone CIA-DOD-Department of State-FCC Crime, and this writer is certain someone in the Police department with a background in Criminal Justice and a good grasp of the Law can figure it out. As far as she can tell, supporting others in their daily and nightly actions of Crime against another while being Armed Police with power to protect is pretty much committing the Crime itself: Extreme-Abuse Crimes are being protected, not the People. So Police have transformed themselves into Murderers and Disease-Creators, Mutilators and Maimers, Disfigurement Artists and Attackers of Women in their Private Parts, as well as Intellectual Property Thieves–none of which they Can be, it’s not in their Oaths, to become Criminals.
  6. In Quincy, these things have transpired against this writer, as she has reported. Obviously, she wouldn’t be reporting such Crimes, or Noticing all, worldwide, of local Police Crimes if her life were not in danger; Head and Heart Hits with Radio Weaponry and Electrical Weaponry and Neuro Weaponry–and deadly, repeat Disabling Knee, Arm, Shoulder, Spinal Assaults–suggest Imminent Demise, or, Incipient. Quincy Police behaves like all the letters she sends, Notices she publishes, Reports she writes, and Reporter’s Notes she steadily logs, are absolutely meaningless. Having committed the major crimes of Kidnap, Trafficking, Incarceration in a Hospital & Psych Ward, Procurement for Profit and False Psychiatric Labels on her in April and December 2022, with several lawless encounters–3 Kidnaps by QPD on December 20, 2022–with Quincy District Court, Brewster Ambulance, and a Spouse Impersonator from Price Waterhouse–or playing PWC employee–described in a Notice and in the writer’s Letter and Correction Letter to the Massachusetts Attorney-General–Quincy Police has ignored all Letters of Claim, Living Testimonials, reportage and broadcasting from this writer and journalist and persists in heeding the false-summons and calls from the planted mercenaries nearby, rushing to terrorize and intrude on her privacy again and again, as recently reported: FOIA Request Made to the Office of the City Clerk, Quincy Succeeding Sudden Visit by Seemingly Two Plainclothes Police from Quincy Police, 2:45 pm. August 25, 2025.
  7. Meanwhile the police affiliates living across from her continue to use deadly radio and neuroweapons on her; the CIA affiliates living next to her, with seeming Israel and China connections also continue to use deadly radio, energy, nano, and neuroweapons on her in egregious actions of privacy violation, physical abuse, and criminal trespass on land and body. Many other paid weapon-wielders and so-called researchers and Psy Ops-runners, planted nearby, do the same. Zooming cars pound up and down the street. Frequent light planes stalk her every step outside. Police drones and helicopters fly frequently overhead and nearby. All of this because the DARPA-CIA-DOD-Private-Sector Crime Cartel wants her Writer’s Brain, it appears–a completely Criminal Venture, which no one should be supporting, let alone so-called “Law Enforcement”, which should be halted at once, for herself and everyone else similarly targeted. As a Writer intent on saving her life and brain, Notice is published here that all attacking her Brain and her Life can expect Notices of Criminal Trespass and Notices of Claim: Stealing Intellectual Property from a Writer, who is Private, and not a Volunteer, is not acceptable, will be Notice’d publicly and will be Fined. This Writer is not a Brain Project volunteer, most definitely owns and needs her own Brain, makes her Living and her Reputation with her Brain, and is not making her Brain available to anyone, individual, person or group, and is emphatically not interested in any kind of Mind Hiving, Brain Computer Interface Network or other Mad Scientist and Misled Espionage operations, has given no permission or consent to anyone to include her in any such, and demands that all Intelligence and Military and Private Cartel agencies who have unlawfully implanted her and seem to be continuing to attack her brain and neural networks for these purposes and others halt their attacks and operations immediately so she can fully return to her life as an Author, Writer, Poet, Editor, Publisher, Creative Writing Faculty, and Journalist. This writer firmly rejects any presumption or supposition on the part of anyone–in any DOD-CIA-Private-Sector cartel or any other, attacking her under classified cover–that they have any right whatsoever to access her body remotely–any part of her body–and publishes this Notice today to alert all that Police in Quincy and Massachusetts appear to be condoning the orchestrated Criminal Operation of Body-Blasting and Brain-Thieving being run here on Pine Street, Quincy, Massachusetts against this writer, and to advise all Police and Security and Intelligence in Quincy and Massachusetts and the world over to stop their actions of Criminal Trespass against her immediately, stop maintaining lies about her in their databases, stop listening to liars–and to the lying psychiatrists they themselves have cabalistically networked with, for Procurement of False Psychiatric Labels, stop attacking her, and stop all the criminal operations and experiments being run by Military, Intelligence, Security, Police, Justice, and Private-Sector Weapons-Testers, AI and Robotics Developers, and others, on herself and on everyone, whether American or anyone else, anywhere else.

The Police are committing Murder, Torture, Extreme-Abuse, and Sadism when they condone, permit, and commit these crimes against her and against everyone else the DOD-CIA-Private-Sector Crime Cartel targets and attacks and closets in “Black Operations” or “Classified Operations”, for it is both Life, Quality of Life, and Lifespan that is affected, on a continuous basis, which means one’s Life is being taken, and in the most Noxious ways–and that is Unacceptable.
