Dear Military Ombudsmen, Senators, Senate Committee Members, Chairs, Vice-Chairs, Heads of State, Cabinet Members, Attorney-Generals:

I am writing in relation to the very serious matter previously addressed in letters to some of you, particularly my letter of December 4, 2024 to US Military Ombudsmen and the Senate Intelligence Committee, my recent letter of June 29, 2025 to the Director of National Intelligence Tulsi Gabbard and the earlier, March 29, 2024, more explicit letter to President Joe Biden and Vice-President Kamala Harris, requesting an immediate cessation of all classified DOD-CIA projects being conducted inside the United States of America, and an ending to the crime and atrocity of unconsented-to Brain Experimentation and Counter-Personnel Directed Energy Weapons testing and operation on Americans. I am repeating this request, and wish to provide some additional information with this letter, and a recommendation that all Through-Wall, Remote-Access Electrical, Spectrum, Radiation, and Acoustic Neurotechnologies be Banned immediately. [My previous letters can be found at my website, at Ramola D | Letters & Personal Reports | The Everyday Concerned Citizen. I refer you as well to my recent letter of July 22, 2025 to United Health, addressing the false psychiatric labels procured lawlessly for my name by Quincy Police in 2022 and the Boston FBI in 2013 in apparent submission to the abusive DOD-CIA Classified activity which has revealed itself as a predatory Capture Operation, lawlessly attacking Americans with Mental Health/Psychiatry-Fraud operations in order to bury them publicly and obtain their bodies and brains privately for illicit, extreme, atrocity-running Weapons-testing and Brain Experimentation purposes, to grievous end with attacks on their health, name, lives, families, and lifespans.]

Over the past few weeks I have been subjected to extreme electrical and radar attacks, suspectedly with nanosecond Electric Pulse Generators, nsEP, an openly-acknowledged Air Force and Army weapon, previously mentioned to you in a recent letter, and radar from planes, parked police trucks, and drones, specifically on my right knee and also on my left knee. These attacks have been conducted by the mercenaries planted around me and seem to include Israeli and Chinese soldiers or Intelligence officers using what various Science and Technology agreements with foreign nations refer to as “controlled equipment” but which comprise these very counter-personnel radiation and spectrum weapons which cause great harm to the human body. I have been reporting these attacks daily at numbered Reporter’s Notes at my website, and recommend that all stay updated there. I will not be sending letters continuously; as an investigative journalist and author, one who is being continuously attacked—as if my patience is expected to last forever—I will be publishing news reports instead at my print and video channels, to report these Extreme Crimes Against Humanity.

I am not sure why these crimes have not been stopped. I have been reporting these crimes against myself and hundreds of thousands of other Americans for several years now. The United States of America cannot continue to maintain its current actions of atrocity and abuse with so-called Non Lethal Weaponry on Americans.

Those who have been awarded long-term contracts to park themselves around those they have unlawfully targeted, specifically the people parked here around me, are also engaging in actions of Threat and Harassment, using Noise Harassment—banging their car doors just outside my windows, parking in my private parking spot in front of my own home, sending loud LRADs into my home–crackling on walls, sides of the house and roof–and amplified electronic Machine Intel voices from their Artificial Intelligence and Brain Decoding experimentation projects into our home. Working in Stealth—and apparently running “Normative Intelligence Operations”–pure crime—on me and my home and yard, this summer they have attacked my fridge motor, rendering it virtually non-functional, engineered floods in my basement, irradiated my trees, killing hawthorn berries, walnut leaves and branches, spraying crab apple and apple leaves with, apparently, root mRNA from the trumpet honeysuckle (which causes genetic deformity in the leaves and stems of the trees sprayed on), let loose bugs in our viburnum to kill its leaves, stolen flowering plants and grocery items, the latter with cyberhacking, razed our native plants growing by our portion of the street sidewalk, and cut our foliage in stealth, without asking. All this in addition to numerous other actions of attack and defacement, running a very loud and vibratory tarring operation in front of my home, freely littering, vandalizing, and terrorizing with sound-attacks from saws, power tools, yelling, planes, drones, and occasional helicopters each time I step outside.

Most egregious have been the continuous, 24/7 attacks on my person with through-wall weaponry: insistent attacks on the nerves and bones of my right knee, all-over-body attacks with Radio Frequency High Power Microwave weaponry to induce fatigue, health breakdown, and specific ailments like swollen lymph glands, inability to breathe, severe lung and chest congestion, atrial and heart fibrillation, stomach cramps, painful thyroid, nausea, private-part attacks and bladder breakdowns, extreme microwave itching—this in conjunction with sprayed aerosol nanotechnology inducive of itches and abrasive to the skin—spinal heating and spinal vibration, sudden sleep and narcolepsy attacks through RF assault on specific parts of the brain at specific frequencies, unnatural attacks on memory, especially semantic memory—an absurdity, noticeable (as externally-induced) for a writer, facial inflammation and swelling, facial attacks with sprayed nanotechnology including sprayed collagen coupled with radiation attacks working, egregiously, to resculpt the shape of my face, inducing pouches and flab across jawline and cheekbones and near mouth, inducing wrinkles with nanotechnology, inducing wrinkles with radiation weapons causing the skin to dry out in lines, stopping all efforts to exercise and maintain health by blasting the spine with fatigue frequencies and breaking the knees, using RF HPM from several weapon-wielders all around to nonstop attack all my bones to induce vitality-lowering and health breakdown, piercing radar hits at liver, gallbladder, pancreas as if to induce sudden lesions, stones, organ damage, sudden long-range remote-access electroshocks to cause involuntary muscle movements, constant vibrating of couch and bed and chairs to attack private parts and bodily harmony, acting in fact to prevent quiet sitting, reading, writing, thinking, extreme heat attacks on spine and neck pretty much continuously but especially when about to or actually working in the house and yard, again, these further intensified with sprayed nanotechnology used to distribute subdural heat—a form of torture—on the neck and below, HEMI hits—human electromuscular incapacitation—hits to cause cramps and paralysis under ribcage and by the heart, on legs and thighs, horrific spraying of noxious chemicals in one’s face to force the odors of stale food, gutter water, excrement, skunk spray, mold,formaldehyde, Haldol, and other horrors into one’s face and home, and numerous other crimes of attack, all on a 24/7 basis, with no reprieve, in absolute diabolical fashion.

There is no excuse for the use of such weaponry through-wall on my person or anyone else’s. These are obviously crimes of persecution and intended-murder which need to be stopped at once.

My previous letters to US personnel have not been answered and not been heeded. I am greatly disappointed therefore in this attitude of recalcitrance. I am both surprised and horrified. My life is in danger, my daily living has been seriously thwarted, my family has been harmed, and all plans I make for my present and my future as also my family’s are being completely throttled.

I am writing therefore once more to remind you that all these so-called non-lethal weapons which have been developed by the DOD, the CIA, the FBI, and the DOJ, probably also the DHS, and are being used and operated and fine-tuned by various parties including local police departments, Defense contractors, and foreign and domestic researchers are not acceptable; they enact crimes against humanity, they break the law—through-wall and through-skin is privacy-intrusive—and they permit their operators to engage in abject sadism and cruelty on a daily and nightly basis as indeed is occurring. They cause disease—which instantly makes them suspect, for indeed these weapon-wielders are using them to create disease and send people to doctors and hospitals. They need to be banned, all of them. We the People have not approved them and do not approve them. We cannot approve Weapons which can be used in Stealth, Through-Wall, without due process and without consent, on our bodies and brains to destroy us. No one is permitted any kind of agency and autonomy over their bodies and brains as long as these weapons are in existence and being used on people. No one is permitted the freedom to be healthy and maintain a healthy life and lifestyle. Our basic God-given rights to pursue health and vitality are being removed from us.

I recommend therefore that you Ban nsEP, RF HPM, ADT—Active Denial Technology, HEMI, all ELF and vibratory technologies, and all Neuroweapons being used through-wall on people’s bodies and brains.

I ask that you read and re-read this and all my previous Letters and Notices carefully, to recognize that I, a living American woman and mother and reporter, am reporting Torture, Terror, and Crime unprecedented on my body and brain, and I am asking you once again to act immediately to stop these extreme crimes on my body, as indeed is my right under all American common law, the Constitution, the Bill of Rights, and all International laws including the US Military Law of Peace, the Geneva Conventions, the Nuremberg Code, and Article 7 of the Rome Statute, especially as revised for this barbaric Age of Electronic Warfare and posted on my website. I am not a “Human Subject”, I am not a volunteer experimentee of any kind, I am not a threat to Public Safety or to Public Health, I am not a criminal, nor a possession of the CIA, DIA, DHS, FBI, NSA, DOD, DARPA, or DOJ or any other for their private abuse and assault unto death. To any and all experiments and operations running Stealth and Stealth Weaponry by these or other parties, there is no consent here; I am not “unable to consent,” and I have never consented to be used and abused as a pawn by any military, intelligence, police, EMS, or medical agency.

I cannot be treated by any of you as if I do not exist, as if my words, my letters, my body and my brain do not count, as if I am not the Writer and Journalist I am. I should be completely and immediately released from all these sickening, vile, persisting Classified or Stealth CIA-DOD/NATO/any agency projects and so should any and all members of my family.

Please act also to publish all lists of the unlawfully targeted since 9/11 or before, expose the informants and local criminals, and end the tenure of the agencies and groups which have embarked on and continue to enact such crimes of atrocity on people’s bodies and brains, using electromagnetic, electrical, and acoustic weapons, through-wall, in stealth, and under the guise of many lies and Public Safety and Public Health programs.

End all Brain and Artificial Intelligence experiments—all of which attack and torture people. Open all classified experiments being run by the CIA, DARPA, DOD and end these crimes involving human and animal persecution falsely called research. Return people to their lives, and return to your own humanity: Those in the Military and Intelligence and so-called Law Enforcement and Private-Sector in the USA and internationally who have embarked on these projects using this subhuman weaponry have lost their humanity, their brains, their souls, and their minds–and buried their hearts in slime. They need to be stopped, absolutely and forever, their funding ended, and their projects terminated. Surely intelligent men and women in Intelligence and the Military and so-called Law Enforcement can find better things to do than torture and attack others to the death.

These weapons and these programs—enacting Torture and Abuse in numerous homes and neighborhoods through-wall in Classified Stealth–must be terminated. Human progress is not being advanced here, nor is National Security, which in fact is being compromised. Please use your positions in Government thoughtfully, step forward and do the right thing here. End these projects, contracts, programs, weapons, experiments, operations.
