Letter of Notice of Unconsented-to & Unnecessary Road Re-Tarring and High-Decibel Noise Harassment with Quincy Police Presence Outside Author’s Private Home, May 5, 2025; Letter of Notice of Discrimination and Harassment

Dear Nicole Crispo, Clerk, City of Quincy:

I was woken this morning by the sounds and reverberations of excessively loud truck and power drilling action, which was found to be caused by several large trucks, one a green and white semi with “Riley” written across it, and road-drilling machinery wielded by two men who were tearing up the perfectly-tarred road just outside my family’s private home. They continued this action at very high decibel volume, with much loud conversing and other noise-making, for four hours, leaving at 12 noon. These men also stepped on our native plant garden on our private land and front yard while they worked, and were accompanied by what looked like two police parties from Quincy Police, driving non-police-labeled cars parked on our street. This happened out of the blue, no discussion of interest or shared reason for tearing up the street in front of my house was made, no request for consent sent my way: there was no consent to this uninvited and excruciatingly loud and harassive intrusion into the privacy of our street.

The private parking-spot in front of our house was thereby desecrated, without my permission or consent.

This action follows on recent Quincy Police actions against me again for no reason and no cause, showing up at my doorstep on April 20, 2025, as earlier reported, an event I made an April 21, 2025 Freedom of Information Act request to the Office of the City Clerk on and received no reply to. Other recent FOIA enquiries made regarding Quincy Police intrusions onto my property were similarly left unanswered.

Quincy Police has twice unlawfully kidnapped me and trafficked me to area hospitals, using Quincy EMS, that is, Brewster Ambulance, in both cases breaking into my home to do so, matters I have reported, Notice’d them on, and Notice’d the City of Quincy on. Quincy Police has quite clearly—and unlawfully, without cause—sought to label me “Mentally Ill” in several creative ways, using a “clinical co-responder”, QPD Timothy O’Brien, EMS, and hospital ED physicians to do so—apparently in efforts to quell the journalism published at my desk, reporting the wrongful and unapproved usage by Quincy Police, Massachusetts State Police, and Police parties all over the United States of America of “Less Lethal Technologies” and “Non Lethal Technologies” on the people of Quincy, Massachusetts, and the USA. Recently, my presence in my own front yard, bagging leaves and springcleaning my garden beds, has brought Quincy Police cars to my home, with Quincy Police men running out to chase after me, as reported on March 11, 2025 and March 20, 2025, on the lying claims of locally planted police-affiliates, working, it appears, on unlawful and unapproved Human Experimentation and Military Weapons-Testing contracts permitting the use of Less Lethal and Non Lethal Technologies in our private neighborhoods, an atrocity and excessive Crime Against Humanity which must be stopped at once.

I was in no position therefore to go out of my home this morning and speak to the men so cavalierly and presumptuously blasting the road open and drilling right at my curb, to tell them directly they did not have my consent to engage in this egregious and unconsented-to action.

In addition, last year, Quincy Parks has been by here several times, attacking our foliage and myself, as I have reported earlier, on false-claims of overgrowth of our private garden plants and trees—which are Private—and which I have previously also made FOIA requests on, to learn more about these egregious actions against me.

As a consequence of information gained from all these FOIA requests, I learned that several police-affiliates planted nearby have summoned Quincy Police on false-claims, lies, and malicious harassment. Quincy Police has responded immediately to their lies and false-accusations and arrived to accost me, in actions of Defamation, Slander, and Absurdity (yes, absurdity, for they are neither Judge nor Jury nor is my front yard or porch a courtroom). I have published news reports and Notices both to address this absurdity; mercenary contractors planted in my neighborhood and engaging in Human Brain Experimentation activities, using Technologies of different kinds to cause Bodily Harm and Degradation of Physical Health need to be physically removed, not encouraged in their actions of Lies and lying narratives—all seeking to bolster the Police Mythology of “Mental Illness”, which, they imagine, protects them too in their activities of covert assault with Anti-Personnel Non Lethal and Less Lethal Neuro Technologies.

I am an author, writer, and journalist, who has worked as Creative Writing and English college faculty and children’s art and creative writing and Natural Science teacher at different times, and not as an “Unemployed” “Mentally Ill” retard as Quincy Police believes it can accuse me of being. Labels procured against me by Quincy Police of psychiatric illness are false, and I have been and continue to address these labels with the complicit psychiatrists who conferred them. I have published much on this matter, and no one visiting my websites and reading my work can accuse me of being in any way Delusional, Paranoid, Bipolar, Schizoid or anything else, as it appears, Quincy Police seeks to—with the help, it also appears, of those Military and Intelligence agencies engaged in the unlawful Human Brain Experimentation and Non Lethal Weapons Testing activities I have been investigating and am reporting as a Journalist—with documentation, and evidence.

CAD Incident Reports from Quincy Police have marked up “Well Being Check” and “Warrant/Service” meaning it appears a Section 12 attempt to physically capture me for another “Involuntary Hospitalization”, which indicates that Quincy Police is maintaining lies and false-claims about me as Mentally Ill in their databases, using a form of my name which has been expatriated and reclaimed on Land and Soil Jurisdiction—a name therefore they cannot use, as no one in Maritime/Admiralty can.

This is a Notice requiring all in the City of Quincy inclusive of Quincy Police and all in the Commonwealth of Massachusetts to correct all records referencing the name “Ramola Dharmaraj” or any form thereof, to remove all false labels denoting or connoting Mental Illness of any kind from affiliation with this name in all databases, whether Police databases, Mental Health databases, Health databases, or any other, and to stop harassing, threatening, intimidating, and attacking me at my private home, especially with Quincy Police despatches but also with Noise Harassment and direct, needless Roadway activities as occurred today.

Efforts by Quincy Police, and by all affiliates including Brewster Ambulance, and the hospitals which Brewster and Quincy Police trafficked me to in 2022, Steward Carney Hospital, South Shore Hospital, and Bournewood Hospital as well as other complicit Massachusetts physicians to label me Mentally Ill are specious, malicious, and indicative of inexplicable discrimination and racism and to be deplored in every way.

Quincy Police is not permitted to approach me or my property ever again and is advised to keep a distance of 1000 feet at least away from me at all times. I will not permit my life to be further endangered by Quincy Police at any time, with their clear intentions of hostility and mal-intent against me.

The City of Quincy is further re-advised that I am living Privately, and do not have any identification whatsoever in Maritime. I have no business with the City of Quincy—which has shown itself to act only disrespectfully against me—and nor should the City of Quincy have any business whatsoever with me. The City of Quincy is advised to halt all activities of hostility against me and cease characterizing me unlawfully and criminally as “Mentally Ill”, and cease sending men from different departments to act maliciously against me. These actions are life-endangering, and I am seeking to live my life privately and calmly—and preserve my health and well-being, which is precisely what are being targeted it appears by the agencies propping up these crimes against me.
