The New York State Department of Mental Health has recently issued two press releases dated November 22, 2024, announcing a program underway in Central and Southern New York to bring people living in homeless shelters, RVs, cars, camps into permanent housing with forced mental health “treatment” attached.
From all accounts, in manuals, directives, slideshows, website verbiage it becomes apparent that such an effort titled “Safe Options Support” –which also targets drug users as in the labeled “Addicted”, the developmentally disabled, and those labeled with “Severe Mental Illness”, usually the unlawfully Radio Frequency Targeted: people being bodily attacked–without consent–for illegal and unlawful and treasonous brain experiments, military weapons testing, and “controlled equipment” testing and operations by both “Public Safety” police claimants and foreign/domestic University and Military/NATO minions–all now being labeled “Mentally Disabled”–is being carried out with the use of Police and EMS-inflicted Psych Trauma and Terror, literally MKULTRA’ing (Traumatizing) people of all ages including youth, while pretending Benefit in connecting people to resources such as affordable housing.
These Mentally Disabled are also being cast as potentially criminally dangerous risks to themselves and their communities: all of this points clearly to cadres of people being selectively targeted and re-targeted for further life-takedown, brain take-down, marginalization, leperization, control, and disappearance from society–permitted to live only heavily neuro-drugged–force-medicated–and electro-shocked, body-blasted with experimental AP-DEWs and brain-thieved with deadly neurotechnology while their assaulters and experimenters who are no doubt moved in right next door by the Fusion Center State get to feast on their bodies and brains like privileged cannibals for life.

This in fact is and has been the case in all states in America for quite some time now, definitely since 9/11 but also since 1993’s Classified Non Lethal Conference, and since 1986 as per the NIJ and 1983 as per a Reuters report (See NIJ Documents Reveal Dangerous Electromagnetic, Electrical, Acoustic Non Lethal Weapons & Neuroweapons Are Being Used in War & Peace, Unapproved by People, On People | Sadistic Medical & Police Experiments Rampant)–but in New York with their recent passing or renewing of criminal, human-rights-removing Communistic “Mental Hygiene” laws, things have gotten visibly worse. Educated New Yorkers will have to act to stop this crime, for this throwback to Nazi times and fascist repression is a beginning encroachment on all New Yorkers’ lives, in every socio-economic class, adults and children both–and thence to other states, if other states don’t help stop this obvious criminality.

Police Involvement is Central to this Scheme
Not merely are the homeless being targeted by this program, they are being neglected and terrorized. Anyone who has worked with the homeless on shelter issues–as this writer has in Washington DC and Arlington, Virginia for over a decade in the ’90s and 2000s–knows there are many; most are forced to be on the streets all day and only permitted beds at night; very few residential shelters actively helping with connecting people immediately to services exist. [This is the case even in winter–and in Northeastern states where winters are cold and snowy people definitely are given beds in shelters for the night but turned out during the day.] And anyone can become homeless if working at the lower end of the socioeconomic ladder–losing a job, a spouse, returning from a war or sudden illness forces many to seek help from shelters. Should the State–any State–really care to house the homeless, they could easily do it through shelter services and social work offerings to provide housing and help with education and jobs. Bringing Police into the mix is highly questionable. Over the past four years since COVID’s lying face first appeared in our midst, there has been a nationwide police attack on the homeless with no regard to actually providing social work housing and employment services. From there we have moved now to State Departments of Mental Health wanting to force-medicate people on the streets who may need community care but who seem to be being expediently labeled Mentally Ill–which appears to be what Safe Options Support is all about. All this while Spectrum weapons are being used broadly on people, including by the police and their contractors–invoking the “symptoms” of mental illness.

There are several aspects to New York’s Mental Health law labeled the Mental Hygiene Law and much history behind it–requiring much further research.

But it appears that currently much is going on to build a substructure to criminalize and control those falsely being labeled Mentally Ill.
Kathy Hochul, Governor of New York’s (October 22, 2022) speech on the subway announcing Safe Options Support and Crisis Intervention teams on the subway with massive numbers of police and cameras placed inside cars with intent to run Mental Health captures is so astonishing it’s hard to know why there was no national or international uproar over it.–“We know who the Mentally Ill are, ” she says, as if she can know, forgetting to mention cameras and cops are being used to target these subway riders:
Today–November 25, 2024–Governor Hochul announced additional millions in funding for “Emergency Preparedness”, Counterterrorism and Countering Violent Extremism programs, archaic programs positing Spy Game “Violence” and “Terrorism” from the population at large while the paid Government employees (spies, cops, sneaks, liars) from DHS, FBI, CIA, NYPD sucking up this funding for their latest People-Battery and People-Burning Weapons (in Private Parts just as much as Head, Heart, Brain, Chakras) run Terror, Trauma, and Psych Drags on the subways and the streets on all:
Why are Police still trying to keep their large arsenal of Spectrum Weapons, Acoustic Weapons, and Neurotechnologies a secret? The “Less Lethal Weapons” the DOJ adopted quite some time ago and being used today to macerate humans and non-humans alike (non-humans doing the maceration, mostly) are quite well-known now. The New York State Office of Mental Health press releases of November 22 link to two organizations which reveal their own part in subjugating New Yorkers, Catholic Charities of Cortland County and Rehabilitative Support Services. These two have apparently joined forces to provide SOS captures and incarcerations in Cortland, Tompkins, and Tioga Counties. [Gematria: Take a look at that opening Number use there: 3,4 & 4; 44 opens Delusional Disorder too, and that’s one Ladder of Labels, Arbitrary and Fabricated by Criminal Psycho DSM Docsters being used against those people unlawfully targeted and buried alive for Nonstop Torture in CIA-DARPA-AI-Brain-Initiative Crime Projects: Delusional Disorder, Acute Delusional Disorder, Bipolar, Schizophrenic: DD, ADD, BP, SK: 44, 144, 216, 1911.]
And here, what is being opened? Kathy Hochul (Cull?) announced SOS on the New York Subway in January 2022 as also later on 10-22-2022. Then on 11-02-2024, extensions of SOS were announced. Is this about caring for the homeless or introducing Behavioral Health to all who ride the subway in New York? Police on platforms and in train cars, making sure no-one breathes.

Co-ordinated Behavioral Care appears to be an undercover Mental Capture gig run by both demented New York medicos and local police–well-educated no doubt, perhaps in New York they go to college?–who’ve been assigned “Behavioral Management” duties for all educated New Yorkers especially the ones with Master’s Degrees and above. Find yourself humming on a subway train at 14th Street Union Square or 125th and you might find yourself looking down the barrel of a Very Yellow revolver and handcuffs and white vans waiting to take you to your next appointment with Eugen Bleuler’s grand nephew (plausibly) next to that really expensive bagel shop at, well, wherever. Crisis Stabilization Center next and no, you will not be allowed to Lecture on the train again with that splendid Hartford accent of yours. Mental Health Crises Can Happen Anytime When You’re Labeled “Mentally Ill”: Really?
The greatest and most insidious deception openly revealed here–misleading children and adults alike–is that “mental health crises” are likely to occur out of the blue when people have been Psych Labeled and forced onto the Deadly Neuro Poison Carousel: post Labeling and Naming as Delusional, Manic, Bipolar, Schizophrenic, medically-trained nurses and doctors can now safely lie about “their patients” (a scarce commodity–but they’re changing that) while psych-drugging them–neuroplacidating and neuro-tunnelling and neuro-dumbing them. Also stimulating and activating them at will. Which is Enslavement really, for if you can disappear someone with a drug that you Prescribe with an SOS Team beside you to ensure “your patient” is throttled instantly with the drug, then you do have some kind of Subjugatory Power with that Gunster by your side; Psycho-Docsters are Slavers. Psycho-Nurses are Slavers. Psycho-Techs are Slavers. And Security Guards in ERs and Psych Wards are Criminals as well, for they run Terror Ops on the Slaves. Good money though I hear–these are MERCENARIES who’ll drug and terrorize for Money; equipped with Medical Degrees, White Coats, and Salaries and Careers, they are essentially running Subjugation and Slaving Operations on people.
The labels themselves offer COVER for Mil-Intel Black Opsters to attack them further, a way for Spectrum Neuroweapon-Wielders to move in, Techno-Neuro-Activate people without a qualm [including in interests of Creating a Crisis, Inducing what criminally-behaving Psycho-Docsters then call a “Psychosis”–anyone yelling or screaming at family for instance can be called psychotic or manic or bipolar, and Police encourage that, quite insistently, using Entrap-attempt artists who will scream first (including in incomprehensible Chinglish) to make you scream (they wish), also using Technology, patented, known to conjure up holograms and projected sound, acoustic sound hits (LRADs) et al], Techno-Neuro-Attack in a myriad ways to neural-network-map, brainwave-heterodyne, brain-clone, partial-brain-clone, fill your brain with crappy thoughts directly from their toilet, et al.
Note, children are targeted too. We are speaking of disappearing people into Unconsented-to Brain Experimentation Projects, Unconsented-to Weapons-Testing Projects. This literally is the formula: Targeting People With Terror Weapons, Then Building a Lying Edifice of “Mental Health”–to be Provided, via Terror, Trauma, Grabs and Drags, by Armed Police and “Clinical Co-Responders”: The ’50s CIA MKULTRA Wet Dream of Psychos for Mass BeMod, NeuroMod Come True.
How exactly do these so-called governments get away with attacking the citizenry with weapons and Psych Terror (that’s Police brute force action, demanding “Compliance”), then increasing the funding, widening the Net, capturing more and more people into these Black Ops Medical, Police, Intelligence, and Military programs? Do they think this will go on forever? No, it is Being Ended TODAY. Every single Brain and AI experimenter and AP DEW Tester/Operator needs to be in Jail. The Crimes Against Humanity they have committed are Extreme.
But looking briefly at verbiage online at Catholic Charities and Rehabilitation Support Services, the rhetoric is reassuring–while building the lie of uncontrollable mental illness and crisis–and most will step away, thinking “the mentally ill” are being well cared for.
Look a little closer though and the Coercion, Forcing, Attacking aspect here–using Police Terror–is revealed. And it’s linked today to “Behavioral Health” being aimed at all. [Please see below.]
Corporate Compliance
The key is Compliance, and the Police are taught to revere it like a well-sealed god in a black underground Temple reachable only by Russian submarine. [We Have to Ensure Compliance: In One Second Flat (Hyperventilate Hyperventilate my gun hand is shaking I’m going to shoot!)–and yes that could mean Death for you, so Avoid Police. don’t speak to them, don’t date them, don’t call them ever.]
The word Compliance, like many the Police have now been accused publicly of being complicit in misusing, word and content both that is–witness “Mental Health”, has now been twisted around to mean something else, in the verbiage posted online by Rehabilitation Support Services which is also bringing in Behavioral Health for all of New York, starting with the Subway denizens–or riders.
Perusing pages filed under this section at the RSS website, Corporate Compliance, it becomes clear that RSS which contracts with the State on substance abuse and mental health–tellingly the NYS “Office of Alcoholism and Substance Abuse Services” in fact*–is keen to advertise “compliance” with corporate policies and reporting protocols. [*One day I’ll reveal what they’re really doing in Psych Wards at Boston hospitals–and sorry that will have to be a book, that people actually Buy, and actually give me Money for.]
Regarding what precisely? Fraud waste and abuse must be reported we see.
All else is vague, but retaliation against whistleblowers is prohibited.
In case of any kind of incident requiring legal intervention of any kind, personnel must be protected. “Unethical behavior” and “exclusion lists” for providers are mentioned. Is this a backhanded acknowledgment of the abuse of those patients, drugged, knocked out, unlawfully implanted, secretly experimented on? For this happens to those unlawfully targeted, dragged to ERs by high-school-failing (or passing, does it matter, it’s all they’ve got) Police, left to rot there, while insane ER Docs trained to “Heal” people run around turning up the Air-Conditioning to “stress her out further” and others come by threatening to truss them up like dead chickens–or turkeys, unfortunate enough to be born in the USA–if they won’t “Comply.”

“Crisis Stabilization Centers” mentioned by Governor Kathy Hochul are further detailed in documents which point to the use of Police specifically for Terror.
A co-ordinated Terror it appears, for all sorts of communication is encouraged, between Police (quaintly referred to as “Law Enforcement”–no, they don’t enforce Law, they enforce Terror, and Lawlessness) and these Repression Centers; not so much between the Captive who is being Repressed and Subjugated. [Short of trapping the now-known “Victim” in a 3 by 3 cage (or smaller) like a beagle, or a kitten–repellent practices engaged in by so-called ethical Medicos–the Enforcers do everything they can to Terrorize and Silence their Captive–while bleating “Medical! Medical!” as if in entreaty to their Medico cousins (who rely cravenly on those Guns they carry–a comfortable arrangement all around, from two sets of sinners paid to Terrorize).]
Maniacal phrasing to marvel at in these pages include “Trauma-Informed Care” and “Vicarious Trauma and Self-Care”–clearly, Police, EMS, ERs, Psycho-Docsters, and the rather cruddy substructure of “Government” permitting these crimes think this is a Very Clever Way indeed to put their Traumatizing of people in plain view.

Can Anyone Be Dragged Off to a Crisis Stabilization Center?
Absolutely.
Anyone who visits a doctor can be. Anyone who has been previously labeled. Anyone the Psycho-Docster cadre want to target for further labeling and neuro-poisoning with intent to remove your brain.
Co-location clauses suggest you can be ambushed. And yes, they work just like any ER and any hospital–with avarice, meaning they’ll keep you waiting, while they rack up some hours for you to pay for. [Try not to die so easily–avoid ERs, Docsters, and Vaccines.]
