A Department of State Press Release today reveals evolving US interest in bringing foreign exchange students to the US as well as shared UK-US-Australia interests in sharing technologies and permitting collaborations in the realm of “critical and emerging” technologies, now labeled CET, which do raise questions of ethics and rights, not visibly examined in the reportage of these initiatives.

Two “International Visitor Leadership Programs” have been launched, the Office of the Spokesperson reports.
“Empowering Women Leaders in STEM in the Quad”–Or Enticing Women into “Emerging Tech” Minus Ethics?
STEM–Science Technology Engineering and Mathematics–initiatives in the realm of “critical and emerging technologies” (CET) aim to include women as leaders, seeking to “explore ways to expand women’s roles in STEM innovation ecosystems, particularly in CET fields” while also exploring “public-private partnership models designed to accelerate student learning in STEM subjects, especially for women and girls, in all of their diversity.”
Government, business, non-profits, academe from Australia, India, and Japan are expected to spend November travelling in the USA, exploring these ways and models.
In other words: the US Defense-Private Sector enterprise which has invested extensively in the development of what is being hidden away as “emerging technologies” now also being labeled “critical” is aiming to draw high school girls and college women from other countries–specifically India, Australia and Japan–into unethical enterprise.
It will be up to women and girls worldwide and governments worldwide, especially Australia, India, and Japan to put the brakes on what is becoming increasingly entrenched when it should have been and should be summarily evicted: yes, the allusion here is to anti-human technologies developed and deployed in numerous fields, including in militarized neuroscience and directed energy bioweaponry, only slightly mentioned within this space as Electronic Warfare and Cognitive Warfare.
Questions such as What are Critical and Emerging Technologies and on whose bodies have they been experimentally and unlawfully tested? and Can we actually use radar to track people and animals? need to be asked first.
Strengthening Co-operation on Advanced Defense Capabilities and Emerging Technologies in Support of AUKUS PILLAR 2
Australia, apparently a new mover and shaker in the world, plausibly post proving itself as Primary Tyrant during COVID Repression Frenzy in 2020 and 2021, has apparently teamed up with the UK and US in another Defense collaboration perhaps presciently titled AUKUS with Pillar 1 at first in 2021 and now Pillar 2. [Australia is also part of another regional grouping, titled QUAD, an Indo-Pacific one, with India, the Philippines, and the United States, set up in 2007.]

AUKUS, interesting as an acronym in its offering of Australia as Beginner, seeks ominously to “promote innovation in critical and emerging technologies” and “expand partnerships with academic and research facilities.”
Several think-tanks and non-profits professing interest in “National Security” have addressed the phenomenon of AUKUS Pillar 2. What exactly is this grouping intending to do?
A Congressional Research Service publication authored by a Defense analyst, Luke A. Nicastro, offers further insight. Essentially it appears, AUKUS has been set up to “develop and field “advanced capabilities” under the AUKUS security partnership; in the process, working in “topic-specific working groups” with aims apparently to modify current export laws governing the export of “US-origin defense articles and services” as well as engage in other activities under an umbrella of “International Armaments Cooperation.”
Basically, Arms Export and Arms Cooperation: So, new groupings, new Allies, new Defense technologies, and New Enemies as well to attack and destroy? Whatever happened to national sovereignty and pride in independent manufacture, secrecy, privacy, classified information? Selling arms, sharing arms, isn’t that illegal and unlawful? But when 3 of the 5 Eyes get together, perhaps it’s alright? Shared lack of ethics, human rights, animal rights, advanced consciousness? For whoever heard of exchanging personnel, technical information, testing activities, and joint production and procurement, right across a hundred seas? Note, Innovative and Emerging hide “Non Lethal” (which is lethal) and “Less Lethal” (which is lethal); both Anti-Human, hidden as “Anti-Personnel” and “Counter-Personnel” which essentially is the Licensing of Murder–which no doubt all War is, but we are speaking here of Weapons (hidden as Technologies) tested, trained, and being tested, trained on civilians, veterans, active-duty military inside our countries, our homes, our bodies.

International treaties and agreements have cropped up worldwide permitting such cross-pollinatory testing: this does not make them lawful.
